Full textIn June 1955, the English periodical The Architectural Review published a special edition called Outrage by young critic Ian Douglas Nairn (1930-1983), which had a profound impact on the post-war reconstruction debate. This dissertation analyzes Ian Nairn\'s professional and intellectual trajectory, and his involvement with a model of environmental intervention and urban design methodology articulated by the Architectural Review beginning in 1947 and known under the rubric of Townscape. By exploring the historical and cultural context of post-war Great Britain, as well as the specific cultural climate within the Review, this study aims to assess Nairn\'s largely forgotten contribution in promoting Townscape ideals both in Great Britain and abroad. It also aims to demonstrate how these ideals determined his vision and were present not only in his work at the Review but also across a wide range of media. In addition, we also assert that Nairn added his own unique signature, which was key to the increasing visibility of Townscape ideals and therefore to their dissemination.

Full textThis thesis explores the circulation of Urban Design practices and experiences with a specific emphasis on the Townscape principles developed, from the 1940s, in the context of London based magazine Architectural Review. This set of theories arose as a critique on the disfigurement of landscapes and townscapes caused mainly by the indiscriminate sprawl of the suburb. The Townscape movement consisted, in part, of a reinterpretation of the aesthetic ideal of the Picturesque and aimed at producing, during the post war reconstruction period, a methodology of Urban Design and challenge both modernist planning and the Garden City model. Although the movement was generally considered a strictly British phenomenon, this thesis seeks to demonstrate that these principles were received, assimilated and incorporated, more or less successfully, in Urban Design theories and practices in the United States, Italy and Brazil.

Full textMaster thesis is a research work on morphological development and qualitative assessment of Naujoji Vilnia town. The thesis consists of introduction, two parts, conclusions, references and appendixes. Relevance of the topic, objectives, tasks, research methods and review of related literature are discussed in the introductory part. The first part of the master thesis covers strategic and methodical guidelines, review on Lithuanian and foreign experience in the field of urban morphology, determination of research directions and methods in the aspect of relevance to the topic. The second part of the thesis covers the research on urban morphological development of Naujoji Vilnia. In order to reveal development of town in the morphological aspect, separate layers of the urban structure are analyzed in terms of historic alternation, pointing out influential internal and external factors. The qualitative analysis of the morphological structure is carried out in the aspects of public spaces, functional links, townscape and axiology. This analysis reveals the influence of morphological alterations over the quality of public spaces and functional links network, individuality and historic-cultural uniformity of townscape. The guidelines for qualitative valuation of current structure in the aspect of urban heritage are discussed. The final part consists of conclusions and relevant appendixes. In total: 99 pages, 28 drawings, 7 tables, 81 references.

Understanding the city, is not only challenging, but also necessary for both the maintenance of positive points and the modification of what may seem to be out of the city managers and inhabitants control. Qualifying the urban landscape is the desire of every one. However, watching legal and administrative disputes related to occupation or preservation of areas considered public has become a commonplace. This research analyzed the process of occupation of public areas located in two boroughs in the city of Aparecida de Goiânia, called Setor Mansões Paraíso and Colina Azul as a case study. Identify what the current role of the city public area is; identify the kinds of usage practiced in the Municipal Public Areas – APMs existing in these two districts; evaluate the production process of the intra-urban space from their occupation date to the present day and understand how the appropiation of these areas occurred were the objectives of this research. In order to have a complete view of the structuring process of these two areas, data were collected from the public, federal and municipal agencies, as well as visits, photographic records, elaboration of maps, drawings, interviews, news clippings made in printed newspaper, queries to specific laws, participation in events of the studied communities. The idea that a relevant analysis is inseperable from the observation of the political-economic and socio-cultural relations of a particular group of people at a certain time, guided the reading and understanding of t he collected data of this research. It was possible to conclude that public policies, forms of management and appropriation are defining elements to the urban landscape.
Compreender a cidade, além de desafiador, é necessário, sobretudo para a modificação do que possa parecer estar fora de controle de dos seus gestores e dos seus habitantes. Qualificar a paisagem urbana visando a melhoria da qualidade de vida é o desejo de cada um. Entretanto, tem se tornado corriqueiro assistirmos contendas jurídico-administrativas relativas à ocupação ou preservação de áreas consideradas Bem Público. Nesta pesquisa foi analisado, como estudo de caso, o processo de ocupação de Áreas Públicas localizadas em dois bairros da cidade de Aparecida de Goiânia, quais sejam o Setor Mansões Paraíso e o Setor Colina Azul. Identificar qual a atual função da Área Pública na cidade; identificar os tipos de uso praticados nas Áreas Públicas Municipais - APMs existentes nos dois bairros; avaliar o processo de produção do espaço intra-urbano, a partir de sua ocupação até os dias atuais, e compreender como ocorreu a apropriação destas Áreas foram os objetivos desta pesquisa. Com o intuito de ter uma visão o mais completa possível do processo de estruturação dos referidos espaços públicos, foram coletados dados junto aos Órgãos Públicos Federais e Municipais, bem como foram feitas visitas, registros fotográficos, elaboração de mapas, desenhos, entrevistas, clipagem de notícias de jornal impresso, consultas às legislações específicas e participação em festas e eventos das comunidades estudadas. A ideia de que uma análise relevante é inseparável da observação das relações político-econômicas e socioculturais de um determinado grupo de pessoas, numa determinada época, norteou a leitura e compreensão das informações coletadas para esta pesquisa. Disso decorreu a conclusão de como as políticas públicas, as formas de gestão e a apropriação são elementos definidores da paisagem urbana.

This dissertation studies the role played by the public architecture produced between 1900 and 1950 at the capital of Paraíba State (Brazil) in the transformation of its townscape occurred between those years. This architecture introduced into the town many public buildings that were much larger and taller than the existing ones and styles that had not been used there yet, such as the academic classicism, the Neocolonial language, the Art Deco and the International Style (the last three, created during the above period). The dissertation examines over forty buildings that contributed to the mentioned transformation; they were both new constructions and the result of works of renovation or extension. Most of these buildings appeared during the 25 years comprised between 1916 and 1940 and many of them were produced by the government as part of its policy to embellish the capital of the State. The transformation of the townscape took place mainly at major squares and along the two main traffic routes of the town, one stretching from the north to the south and the other from the east to the west.
Esta dissertação estuda a contribuição da arquitetura pública produzida entre 1900 e 1950 na capital do estado da Paraíba para a transformação da paisagem desta então ocorrida. Tal arquitetura introduziu na cidade muitos prédios públicos bem maiores e altos que os existentes e linguagens que ali não tinham sido usadas ainda, como o classicismo acadêmico, o estilo neocolonial, o art déco e o modernismo as três últimas, criadas no período estudado. A dissertação examina mais de quarenta edifícios que contribuíram para a transformação mencionada; uns eram novas construções, outros eram o resultado de obras de reforma ou ampliação. A maioria dessas edificações surgiram nos 25 anos compreendidos entre 1916 e 1940 e muitas foram produzidas pelo governo, como parte de sua política visando o embelezamento da capital do estado. A transformação da paisagem teve lugar principalmente em praças importantes e ao longo dos dois principais eixos viários da cidade, um se estendendo do norte para o sul e o outro do leste para o oeste.

Full textO presente estudo objetiva o delinear estratégias de inserção para proteção (pela via reflexiva) do direito à paisagem urbana pelo Sistema Interamericano de Direitos Humanos, especialmente através das recomendações e sentenças. Isso porque, configuram precedentes passíveis de ocasionar uma possível evolução legislativa em âmbito interno o que poderá possibilitar uma tutela efetiva deste direito no Brasil. Para tanto, propõe-se responder a seguinte pergunta: considerando a omissão do Estado brasileiro em prever e regulamentar instrumentos legais suficientes à tutela efetiva da paisagem urbana no Brasil, é possível delinear uma estratégia de inserção litigiosa deste direito no Sistema Interamericano de Direitos Humanos? O método de abordagem utilizado foi o dedutivo, porque parte de pressupostos já consolidados e, somando-se a técnica de procedimento na qual se destaca uma análise dos casos diante do Sistema assim como, uma exposição de leis que tratam acerca da paisagem no Brasil, a presente pesquisa descritiva emerge de duas vertentes. Inicialmente explora-se a evolução da agenda temática do Sistema Interamericano de Direitos Humanos que passa a demandar dos Estados Partes um papel ativo na produção de equilíbrios sociais. Após, estuda-se estrategicamente o direito à paisagem urbana, buscando desvelá-la como um direito humano e ratificá-la no rol de direitos fundamentais, localizando-a nos conceitos de meio ambiente, cultura, espaço, verificando a subjetividade que engloba o tema sob a ótica de Milton Santos. Conclui-se pela possibilidade de inserção indireta da temática no Sistema e diante a alegação de possíveis violações aos direitos civis e políticos previstos na Convenção Americana como a tutela judicial efetiva, o devido processo legal, integridade psíquica e o acesso à informação que poderão garantir uma tutela reflexiva à paisagem urbana no âmbito do Sistema podendo induzir em uma evolução do tema no cenário legislativo do Brasil.

Full textThis research utilizes the manipulation of digital images to link past, present and future, besides pointing out the existing hybridization in ancient architectural blends with your existing urban context . The invention of urban landscapes combines images of cultural heritage ( photographed or painted ) with elements of urban visuality , inferring whether their memories , and memories subjectifications ; instigating the everyday diversity and acceleration has th. The poetic creation produced from this context is a way of suggesting possibilities for different interpretations , reached in the deconstruction of the urban landscape . This study tra -ering plastic creations that were becoming such production began with di - gitais prints and projected images sequences in plants and concluded with the creation of videos that mix footage and scanned images , in building invented landscapes . Later, such landscapes are presented in installations where partially overlapping images with the intention of exploring " instant hybridizations ." This study has two main operational concepts : invention as production of images , and hybridization , as the songwriting process . The various theoretical and practical pursuits resulted in " Inventions of Urban Landscapes " , invented urban spaces that highlight certain ancient architectures and highlight the diversity , indeterminacy , uncertainty , instability and hybridisation of the urban landscape that contains these buildings as a way to update the past. With this visual poetics proposed another way of perceiving and wondering about the old buildings in the city .
A presente pesquisa se utiliza da manipulação de imagens digitais para associar passado, presente e futuro; além de salientar a hibridação existente nas misturas arquitetônicas antigas com seu contexto urbano atual. A invenção de paisagens urbanas combina imagens de patrimônios culturais (fotografadas ou pintadas) com elementos da visualidade urbana, inferindo-se as suas lembranças, memórias e subjetivações; instigando à diversidade cotidiana e à aceleração do tempo. A criação poética produzida a partir desse contexto é um modo de sugerir possibilidades de interpretações diversas, alcançadas na desconstrução da paisagem urbana. O presente estudo trata- se de criações plásticas que foram se transformando, tal produção iniciou-se com gravuras digitais e sequências de imagens projetadas em instalações e concluiu com a criação de vídeos que misturam filmagens e imagens digitalizadas, na construção de paisagens inventadas. Posteriormente, tais paisagens são apresentadas em instalações, onde se sobrepõem parcialmente imagens na intenção de explorar hibridações instantâneas . Esse estudo possui dois principais conceitos operacionais: invenção, como produção de imagens; e hibridação, como processo de composição. As diversas buscas teóricas e práticas resultaram em Invenções de Paisagens Urbanas , espaços urbanos inventados que destacam determinadas arquiteturas antigas e salientam a diversidade, a indeterminação, a incerteza, a instabilidade e a hibridação da paisagem urbana que contém essas edificações, como forma de atualização do passado. Com essa poética visual é proposto outro modo de perceber e questionar acerca das edificações antigas da cidade.

Full textNegli ultimi anni la predisposizione di piattaforme GIS all’interno dei progetti di ricerca è aumentata notevolmente. Ne sono una prova l’elevato numero di pubblicazioni edite dal 2000 ad oggi che fanno ritenere le statistiche prodotte nel 1999 da Khalid Gourad, sull’utenza GIS in archeologia, oramai superate . Tale incremento è dovuto a due fattori principali: la consapevolezza dell’impossibilità di gestire in modo tradizionale l’enorme mole di dati prodotti e l’acquisizione da parte della comunità archeologica di un know how interdisciplinare, in grado di far fronte in modo adeguato alla progettazione di basi di dati territoriali . Inoltre ultimamente si è registrata un’evoluzione delle applicazioni software, capaci ormai di impiegare molteplici funzioni di processamento dei dati, utilizzando interfacce user friendly a costi pressoché contenuti. Tutto ciò ha consentito di sperimentare maggiormente le applicazioni del GIS nei diversi contesti in cui opera l’archeologo, quali lo scavo archeologico, il territorio e l’architettura. Il mio lavoro di dottorato si è basato per l’appunto sulla realizzazione di un Sistema Informativo Territoriale per l’analisi del centro storico di Padova, all’interno di un progetto di ricerca denominato ARMEP (Architetture Residenziali Medievali di Padova). Ho quindi affrontato le problematiche inerenti lo studio del territorio urbano come la gestione delle evidenze archeologiche, la lettura delle stratigrafie conservate in elevato, la predisposizione di cartografie storiche e delle iconografie finalizzate a restituire l’immagine della città attraverso i secoli. Tuttavia la tipologia dei dati ha fin da subito evidenziato delle divergenze rispetto alle tradizionali fonti impiegate nei comuni Sistemi Informativi Territoriali, quali ad esempio la tridimensionalità delle architetture e la mappatura delle informazioni provenienti dai documenti storici. Queste tematiche sono state elaborate al fine di una corretta traduzione informatica in linea con l’obiettivo primario a cui è chiamata la piattaforma: la ricerca storica. Sulla base dei presupposti evidenziati la tesi si sviluppa in quattro parti: I) Introduzione al progetto ARMEP e finalità della ricerca. II) Struttura del geodatabase, in cui viene illustrata la tecnologia impiegata nella realizzazione del GIS e il modello dati creato per immagazzinare e gestire le informazioni raccolte. III) Il GIS e in particolare l’organizzazione dei piani di lavoro, la mappatura delle evidenze, le query logiche e topologiche e infine la predisposizione del web GIS per la comunicazione on line dei risultati. IV) L’analisi storica e nello specifico uno studio preliminare sulle lottizzazioni medievali che impiega la fonte storica, il dato planimetrico e l’analisi degli elevati. Il presente lavoro segue nella successione dei capitoli l’ordine di comprensione della piattaforma. Nei capitoli II e III vengono così affrontati gli aspetti più tecnici del lavoro, definendo prima la tecnologia impiegata, i dati e le relative specifiche e successivamente illustrando il modello dati all’interno del software. L’ampia trattazione degli archivi è finalizzata alla comprensione della logica del sistema informativo ed è sempre argomentata alla luce delle esigenze della ricerca archeologica, al fine di motivare e rendere chiare le scelte compiute sulla modellazione dei dati. In ultimo la tesi si conclude dando dimostrazione delle funzionalità degli archivi affrontando il tema della lottizzazione medievale, attraverso un analisi del tessuto urbano su un’area campione di tre vie della città di Padova: via Sperone Speroni, via del Vescovado e via Dante. L’analisi dei lotti ha comportato l’impiego di tutti gli archivi e ha implicato una visione dello spazio urbano che partendo dalla fonte storica, ne ha verificato la permanenza nella cartografia storica, nelle planimetrie e negli elevati. In tal modo il GIS diventa un potente strumento di elaborazione, in cui misurare oggetti, analizzare la distribuzione nello spazio e combinare dati tra loro, al fine di crearne di nuovi in grado di supportare con validità l’elaborazione di un modello storico e non si riduce ad un mero contenitore di informazioni organizzate.

Full textThe proliferation of new towns as an alternative development near the metropolis in the 20th Century in the world, a priori suggests the reproduction of an urban archetype, the “garden city”, a posteriori a change towards a specific 21st Century prototype might be expected. These assumptions encourage a deepening of the existing form and of its reflected image: what type of townscape built and yet to be built. The present doctoral thesis enables us to take advantage of the binomial “new town/townscape”.From observation to qualification, the analysis is based on the precursors of townscape's traditional practices: picturesque survey, serial vision, skyline, urban inventory and morphological reading. The methodology operates mainly through still images (photographs) and moving images (video) collected through fieldwork in France, China, the Netherlands, Finland, the USA and England.The major components of the “metropolitan new towns” development are presented along four themes: multipolarity or town-center(s), mineral fabric or mobility weft, natural fabric and “vertical fabric” or “architectural membrane”. Considering the lack of renewal in the graphic interpretation of townscapes, a representation such as an “Identity Map”, which expresses a more sensitive experience, is proposed.This multidisciplinary, achronic and international research confirms the facial identity of the “metropolitan new town” of the 20th Century, downplaying the notion of an urban model. It recognizes in the townscape both non-transferable qualities and a leveraging potential for territorial development. It emphasizes the role of urban aesthetics in contributing to the pleasure of new town residents

Full textWith this work, the urbanity rating can emerge in Savoy which was rural between 1536 (Geneva's Independence) and September 1792 (Savoy's invasion by French revolutionary troops). The first part highlights a corpus of towns, market towns and small towns, from the contemporary stories. Secondly, it states the urban development conditions. The urban Savoy has very small towns, the resort of them generally dwells on important rural territory and population. During this time, this cities show a demographic low growth, or even negative for lots of market towns. The towns in Savoy are characterized by some specifics features in the urban demography like more mortality, more femininity, less enlarged and multiple families...).The exam of the administrative, religious and cultural duties reveal an urban hierarchy dominated by Chambéry and to a lesser extent by six provincial town's capitals. The military duty is insignificant, except Montmélian. The towns in Savoy, even if they are locate on an international junction, lack opportunity on economic level. Without enterprising and enough well-off elite, because of duchy’s chronic poverty and politics reticence, they don’t know how to catch a part of European trade and they don’t accomplish economic starting up. The second part talk about the town’s convenient. The study of the urban environment outlines some rural towns and dependent deeply natural conditions. The lack of financial means and other inertia have stop the urban direction ins to send of the towns to the medieval rigidity, even if some new town planner appears at the end of this period. The social custom of the town is also envisaging. It highlights cohesion’s factor which link the urban society, but threats which influence the social order too, and rate close to those of the countryside. The third part tries to assess openness capacity of the town’s in Savoy. It’s interested in competition, dependence and complementary notions, between the towns and the countryside, between cities duchy, and between the last and the big bordering cities, like Geneva, Lyon, Grenoble and Turin. In addition, by his geographic situation, the Savoy presents some border towns which characteristics are state. A board of the urban network in the Savoy in modern era will conclude this study

Full textThe study process is based on the "Qualitative Research- Exploratory & Conclusive Research" & assistant by "Practical Prove" of the landscape planning framework system and operation procedure. In past years, the effort to promote townscape so as to create a rural feel has demonstrated its results in many places. However, it has always lacked the guidance of a prospectus and long- term planning. Local development has been the focus of attention for a long time; there are important theme for discussion, is a local intent of the landscape planning is to complement the defeat of two- dimensional arrangement of traditional urban planning and to achieve three- dimensional control of the townscape. Furthermore, Landscape planning can also integrate the activities in city, rural and shape the unique townscape characteristics. A practice of the landscape law will be a trend in Taiwan. This study is consisted of the three parts; namely basic study, the analysis and verification, and remedies. This study would probe concepts and theories of sustainable townscape via the relative literatures. To review the bottom- up processing & top- down processing on the relative literatures and theories- probes the concepts, a theory, control elements of the landscape planning, and furthermore, establishes the research framework system- consequence strategies of behavior change and antecedent strategies of behavior change of this study; the landscape law and institutions should fit the needs of landscape planning. And the researcher will make clear the operating mechanism of the landscape planning framework system in every law level according to the enforceable contents of current urban planning. The processing procedure timeline will be improving and thus the landscape law will be satisfied. Implementation for the plan is divided into current stage and future stage, according to the physical environment potentials, constraints and the planning goals. Thus the government authorities show the confident of implementing the planning and win public trust. In a long run, continuing the sustainable development process. For the principles of setting up the regulation, it needs to clearly explain on the three levels, the goals, objectives and criteria. Furthermore, we try to apply the concepts of landscape law in the landscape planning of case and discover the potential and limits of the local region with the analysis methodology of the S.W.O.T. analysis method to construct a reasonable and suitable landscape development strategy of the "I- Lan county government development area". Finally, the purpose is to understand whether the local administration institution does suit introduces on the "landscape law and planning" in Taiwan. Besides, on this research also attempt to consult the factors that affect the landscape law & planning development of Taiwan today, and then to bring up the vision of the future in Taiwan. All these efforts enhance Taiwan townscape’ style shape and characterize on the districts with a sustainable development townscape vision.

Full textThis dissertation focuses on the urbanization of Orléans’ (France) outskirts, from the 1870s to the post-war period, studied from a special analysis of scale, i.e. subdivisions. Analysis of mechanisms and forms of urban extension situates subdivisions in the city on a wider scale. It first enhances the close relationship that subdivisions have with the quartier Dunois that was planned in 1879-1880. In 1919, a French town-planning law named “Cornudet Act” was established. It appears that it had little impact on the construction of subdivisions. In fact, it is the implementation of town-planning for reconstruction and rehabilitation in 1949 that showed more its influence on the construction of subdivisions. Understanding the regulatory and legal framework can illuminate road system rehabilitation policy of the city and subdivision projects on a long-term perspective. It highlights the creation of urban landscape as well. This study provides new keys to understand Orléans’ territory: not only does it accounts for the actors’ roles and their practices, but it also provides new insights into urban and architectural forms that these people generated

Since its implementation in 1999, the Townscape Renaissance Project has been given a connotation of innovation and demonstration in public policy planning and implementation, in the hope that it will play an important role of “value oriented project” in Taiwan’s future townscape and landscape. The performance and evaluation of this project is monitored by (1) The Research, Development and Evaluation Commission of the Executive Yuan (“RDEC”); (2) Ministries in charge of the projects; and (3) Guiding and Counseling Center of Townscape Renaissance. It is hoped that through the processes of performance management, relevant government organizations will be transformed effectively and linked with one another in their administrative policies development. The purpose of this study is to find out the problems in past outcome of Townscape Renaissance Project performance management system and why it is not effectively implemented at the year end. In the meantime, it is intended the study will review the changes made by the Guiding and Counseling Center of Townscape Renaissance at the 2006 year-end performance rating, so as to learn whether these changes correlate to those problems in past years and how the county and city governments’ acceptance of the mechanics, processes and indicators in the performance evaluation system. Study of past reports from Guiding and Counseling Center of Townscape Renaissance shows that the main problem with performance is that there is no consistent and effective correlation among the organizations working on the projects. This problem could not be resolved by simply focusing on budget performance as monitored by RDEC and ministries in charge of projects. In advanced countries around the world, the emphasis of performance evaluation on local governments has been placed on the correlation of local government and organizations in charge of the project. Local governments are also allowed to review their performance issues through self evaluation. These countries also involve all citizens in evaluating the local government’s performance through public agenda. The 2006 year-end performance evaluation by the Guiding and Counseling Center of Townscape Renaissance is a system designed by focusing on (1) Correlation of related organizations and (2) Self evaluation by local county and city administrators. Study and analysis show that the result of performance evaluation matches the year-end budget performance. The Construction and Planning Division of the Ministry of Interior agrees with the results of the performance. County and city officers also show their acceptance to the extended period of performance evaluation. However, further investigation show that this new system still has the following challenges: Implementation time is too short; self-evaluation scores by local governments seem to be rather high; the indicators of townscape renaissance still need to be modified; the awarding system of performance evaluation is yet to be implemented. This study tried to deal with the causes of these challenges and present solutions and suggestions to them with the hope that the system of implementing performance evaluation could be improved.

With the rapid transform of social structure and economic development, a lot of historical sites and towns of Taiwan have already suffered from merciless destruction. Most ancient buildings and community places have been gradually replaced by towering modern building. The An-Ping settlement with more than three hundred years Taiwanese history also could not escape from the destruction of modern urban development and builds. Nowadays, the landscapes of An-Ping buildings combine with both new and old buildings, conflicts between chaos landscapes, and the losses of traditional humanity spaces. With this situation, An-Ping is increasing similar to other towns in Taiwan. The unique strength of An-Ping in his historical landscape has gradually lost. With the challenge of complicated townscape, the main objectives of this research are addressed as follows: 1. Generalizing the settlement transition of landscape from the historical development of An-Ping settlement. In accordance with the traditional life style of residences, the characteristics and features are analyzed and induced, as a reference for the standard of urban designs. 2. With several focal basic investigations, including settlement spaces, land divisions, the height of buildings, etc., and allay spaces with successive prospects and square with different visional landscape, the potential and interferon of current landscape are analyzed and included. 3. In terms of land divisions, with a stack of historical resources, the historical settlements have been divided into two restrained parts, that is, net and line restrained areas. Net restrained parts include core preservation, historical development and outer buffer zone. Line restrained parts include historical streets and periphery roads. 4. From the aspect of maintaining mechanism, the “Preservative Urban Renewal” is purposed by this research. The preservative urban renewal, according to the buildings with different areas and situations, recommend four improving program, that is, preservation, repair, rebuilding, and dismantling.

It has been twelve years since the Construction and Planning Agency under the Ministry of the Interior, promoted the ‘Transformation and Redevelopment of the Style and Features of Urban and Rural Areas’ in 1998. As time goes by, the environmental quality has become the depth indicator for the development of urban and rural areas. It is therefore essential to establish the occupancy evaluation of the townscape project and to create a maintenance and management mechanism. Through field research, four environmental facilities were investigated in this study, including landscape facilities, leisure and recreational facilities, social and educational facilities and public facilities. Based on the post-occupancy evaluation, the public and experts were surveyed along with the in-depth interview to examine the quality of environmental facilities and to find out relevant factors, making further suggestions for policies in design, maintenance and management. The research results were: 1.There was a significant difference between public and expert evaluations toward ‘landscape facilities’. 2.The overall occupancy satisfaction of the public was significantly correlated with maintenance and management conditions. 3.The evaluation indicators of the government were negatively correlated with public and expert evaluations toward environmental facilities. 4.The inappropriate design and planning and the different expectations of the public affected the quality of environmental facilities.

he townscape of Taiwan has been considered to be crowded, dirty and messy and lacking aesthetic feeling all the time for a long timing, but the landscape of an area, will often influence the local's inhabitancy quality directly or indirectly, so is probing into it until relevant topics of the town-rural landscape, residents' attitude is often an indispensable part, know the environment of landscape of community by it in the investigation that feels from community residents, but analyse the subject that townscape transforms, and improve importance investigating and analysis of the tactics to compare to resident's satisfaction to existing style and features and relevant town-rural landscape, and explore out and carry on the concrete tactics that the transformation of town-rural landscape can be consulted after and improved subject put forward supporting on day from it. This research carries on questionnaire investigation with analyzing the discussion after deep interview through the real example community of six different backgrounds, put forward the subject faced on the transformation of town-rural landscape, and the concrete tactics that can be operated support the planners of town-rural landscape.

Townscape renaissance project as a part of tool of national environmental policy, it has worked ten years so far, the achievements is an important issue that people care about .Under the city competition trend, the achievements of the townscape project around cities become a spot light, so the one stand in the situation that “the central government’s idea carry out in the local “.In this thesis, regard Tainan as the example, try to consider ' How the Tainan City performing physical environment about townscape renaissance project and its achievements.. This study tries to mapping the relations between the vision of Tainan City and the townscape renaissance project. The study focus on the achievements about the townscape renaissance project over years. The essence planned with the style and features of urban and rural areas with corresponding environmental transformation project facility and Tainan City develop the theme as the basis, consider the final accounts materials content that the practice carries out the case of the plan in light of actual conditions, grind and plan to carry out the achievement questionnaire, carry out the investigation of the case every year, and then gather together the whole construction that transforms with the form with the data, foundation as every analysis; Count quantization and geographical one pile of pictures of space through number value finally, carry on the analysis of environmental factor and basic materials of every essence about the plan. By organizing, overlapping and analyzing the achievements, try to identify the relations between Tainan City and the townscape renaissance project achievements. Via the analysis of related planning results , there were totally 176 cases of the townscape renaissance project, among them the planning and design cases are 66 , design and engineering cases are 3 , engineering cases 107, there are totally 119 , about 800 millions NTD; The planning cases mostly are ' public living space ' and spend much money on ' the public living space ' , ' the local humane space ' and three major types of ' the green land system of the park '.,they are mostly in engineering division. The authorities are focus on the Environmental Protection Agency, Construction Bureau, Public Works Bureau the proportion of project budget are focus on the Construction Bureaus. Public Works Bureau, Urban Development Bureau .The management and maintenance of project by community organizations and Construction Bureau, the land ownership is belonged to the city. Observing the factors of performing physical environment, the spread had a phenomenon the focus on the city center each year. There are strong and weak linkage around Tainan City‘s vision, and showing different characteristic. Among them ' building facilities ' are located in the historical building of the historical site and communal facilities mainly, they are connected with most strong to closing with ' historical site culture reproduce office city '; ' plant and plant afforesting ' distribute it on the street and park green land mainly, they are connected with relatively strong to closing with ' bluish-green Third Ring Road is it set each other off to catch ' , ' every district commercial circles winsome ' and ' Baroque Structure main shaft reproduce '; ' view facilities ' are distributed intensively in the midtown and populous communities, on the theme of developing vision strongly connected with ' Baroque Structure main shaft is reproduced ', ' Third Ring Road not bluish-green ', ' every district the winsome in commercial circles ' and ' wind border of folk custom festival celebration office city ' The study shows, the effect of the plan has close relation with Tainan City ‘s context, and there is a trend which concentrates on the midtown every year, although the part of developing seven major themes of distant view with the office city is related, however, this environmental facility follows the phenomenon that the urbanization activity concentrates on promoting, will derive the topic concentrated in city development in the future; And the adjustment of this phenomenon, must combine with other policy tools of environmental reconstruction in urban and rural areas , it is carried out and revised in the planned mechanism of style and features in urban and rural areas and feed back. On this study, it can regard as an example for other cities on performing physical environment program, and then give benchmark for inspecting the achievement of townscape renaissance project around the country.

Abstract In the future of the Taiwan national land planning structure, the planning principles of the urban and rural area will forgo the excessive quantization city policy and the city construction which is in influenced by the political forces , but will turn the development theory into the development-strategic of ' the quality ' and the expectation demands of ' people '. Under the development trend of the national land planning, this thesis attempts to expand the concept of ' Smart growth' as a point of view to pursue the progress of Taiwan townscape improvement movement and the measure of townscape planning. And also plan to study the cases which are during 1999~2003 years of the urban and rural style/feature projects in Tainan county. Eventually, thought the extension of the 'Smart-growth ' concept, this thesis concludes the urban and rural space development strategies of Taiwan in the future. After the studying and analysis in this thesis, the conclusion is discussed as below: 1.In the future, the townscape improvement movement of Taiwan must move towards and to be consider to combine with the town planning principles of the national land planning. 2.The concept of 'Smart growth' reflects the strategies of the town space development which are full both of the ' material ' and ' humanity'. 3.The townscape and space improvement should press close to the community's daily life.

Aesthetic experience creation has always been a focus in the design area. The goal of design is to create an aesthetic feel and pleasure. Environmental aesthetics is a discipline that combines empirical aesthetics and environmental psychology. Most scholars of environmental aesthetics have generally divided the domain of environmental aesthetics into “sensory aesthetics”, “formal aesthetics”, and “symbolic aesthetics”. They are more concerned about how to use scientific methods to explain the relationship between environmental stimulants and human responses. By applying the theories of empirical aesthetics, they attempt to explore factors in the physical environment that can induce human’s perceptions of pleasure and understand human’s aesthetic responses to different stimulants. Townscape is the most direct representation of a nation’s development. It reflects the environmental values of both the government and its people. In Taiwan, there are many problems surrounding the environment. Starting with improvement of the “physical environment”, the government has initiated a series of Townscape Renaissance projects, in hope of enhancing the overall environmental quality. This study aimed to analyze the past government policies on townscape improvement and investigate the concern of environmental aesthetics in these policies to have a more comprehensive understanding of Taiwan’s Townscape Renaissance Movement. Based on theories of environmental aesthetics, a framework of environmental aesthetics design principles was constructed. Through a logical, systematic, and rational survey, a series of objective analyses and evaluations on related projects were conducted to establish a foundation for evaluating the performance of townscape improvement. Through exploration of aesthetic principles for creating a pleasant landscape, the environmental aesthetic characteristics of townscape were induced. These characteristics could be used to improve improper conditions in current projects and enhance the performance of townscape improvement. Moreover, they could serve as a reference for decisions or designs of similar projects in the future and provide feasible directions for townscape regeneration and sustainable development.

The result of this thesis suggests that we can make use of community building to combine conservation of historic scenery, redelopment of local industry, maintenance of traditional sociality construction, promotion of environment quality and inheritance of culture activity. From now on, the redevelopment of ku nga da vane settlement should base on promoting environment quality to attract people. Perhaps the redevelopment would cause some community conscious problems between early and late residents, so we have to keep community identification by maintenance of traditional sociality construction and inheritance of culture activity. At last, planning authorities should draw up specific district project in order to achieve the conservation objective. With the rapid transform of social structure and economic development, a lot of historical sites and towns of Taiwan have already suffered from merciless destruction. Most ancient buildings and community places have been gradually replaced by towering modern building. The ku nga da vane settlement with more than three hundred years Taiwanese history also could not escape from the destruction of modern urban development and builds. Nowadays, the landscapes of ku nga da vane buildings combine with both new and old buildings, conflicts between chaos landscapes, and the losses of traditional humanity spaces. With this situation, ku nga da vane is increasing similar to other towns in Taiwan. The unique strength of ku nga da vane in his historical landscape has gradually lost.

Since between1980-1993, the ignorance of imbalanced urban and rural development and the rapid urbanization destroyed the living space quality between the neighborhood networks as economic development had been put foremost for a long time. It was until the economic development in Taiwan was stabilized and people started to care about the public issues relating to the environment they lived in that the central government proposed and implemented the Townscape Renaissance Project with the goal to improve the townscape environment and landscape in Taiwan. In addition, Taitung County Government began proposing plans to apply for support grant from the central government and had undergone more than ten years of promotion and implementation. In the thesis, it is hoped that the overview, criticism and suggestions can be proposed after examining the outcome of the Taitung area Townscape Renaissance Project. Literature review was applied to collect the outcomes relating to the Townscape Renaissance Project and the cases were summarized, integrated and analyzed. Kevin Lynch’s environmental image and Christian Norberg-Schulz’s genius loci were used as the basis to categorize the cases of real spaces into “the creation of location structure” and “the makeup of genius loci.” “The creation of location structure” was defined as the creation of environmental quality for which most of the Townscape Renaissance Project cases belonged to this category; “The makeup of genius loci” included the motivation of improving local residents’ identifications toward the living environment in addition to improving the environmental quality for which Taitung County Community Planners Project belonged to this category. After analyzing and comparing the differences in the promotion mechanisms between the above two, they were used as the points of argument to examine the implementation mechanisms of Taitung area Townscape Renaissance Project. Specific operating procedure and content of the improved promotion process were integrated and proposed. In 2003, the Taitung County Government and the Environmental Landscape Consultant Team established the implementation consensus of “Reduction, Green and No more concrete” and followed the goal of passing on and maintaining the diversified attributes and natural appearance of Taitung in the future. After promoting the Project for years, the values not only established the idea model of Taitung County Government in implementing landscape and architecture relating construction projects, they also allowed people to pay more attention on public environment issues and environmental quality issues through the process of public involvement. During the last few years, the central government added more constructions projects in Taitung area, for example, The Master Plan for Sustainable Development of Eastern Taiwan, Overall Service Performance Improvement Plan of Hualien-Taitung Railway and Statute For Development Of Hualien And Taitung Regions. These projects held the expectations of improving the development and environment of Eastern Taiwan. However, under large amounts of grants and multiple investments, the systematic resource integration of relative projects became the topic of issue that must be concerned about. The conclusion integrated the criticism outcomes of the implementation experiences from the Townscape Renaissance Project, which can be used as the strategies for the promotion and implementation mechanisms of future landscape and environment developments in Taitung area.

Over the past decade, with respect to action-oriented connotations, the urban–rural landscape has been constructed as the new scene of green networks for urban and rural lifestyles based on the themes of “culture, greening, beauty” and “happy city, public participation.” A great number of small and beautiful parks, greenbelts, as well as new greening places as community open spaces have been created. This study aims to explore the issue concerning the effects of urban–rural landscapes and the overall satisfaction of residents. Taking the residents of Sandimen Township in Pingtung County, Taiwan, as research samples, the data collection, analyses, and discussions in this study are conducted using the methods of questionnaire survey and grey relational analysis. According to the basic framework, the satisfaction dimension proposed by a number of scholars, the questionnaire in this study was designed to identify various orientations in the development characteristics of community environment, as well as the grey relational order in the overall satisfaction on urban–rural development. It aims to verify the relative importance of work effects in the development characteristics of community environment and the effectiveness of urban–rural landscape on overall satisfaction. It is also designed to explore the residents’ satisfaction level on the development characteristics of community environment, and to investigate the grey relational order concerning the satisfaction and cognitive satisfaction levels on five major environment issues after changes in the urban–rural landscape. Research findings indicate that the impacts of various orientation attributes on overall satisfaction, ranked from the strongest to the weakest, are achievement sharing, content requirements, learning method, applied teaching, self-growth, curriculum quality, planning and design, and environmental facilities, respectively. The impact of work and learning effects on overall satisfaction is equally important. Further, the impacts that the understanding of the course Five Issues of Environment has on overall satisfaction, ranked from the strongest to the weakest, are as follows: effects of students’ hometown landscape, green landscaping, industrial culture, cleaning dirty places, and ecological conservation, respectively.

The role of government is changing since the 20th century. However, since the 1970s dynasty the global economic recession caused by oil crisis led many governments facing financial distress caused by welfare policy of expansion. So the government began to rigorously enforce cut costs. At the same time , the rise of civil society organizations and the market viability of abundant, with the civil power, work together to take forward and rural development policies and cooperation effective business partnerships between the public and private sectors, making it evolved into an important force to promote local development. Nantou County Government assist community planners have completed training to work into the community and establish tripartite cooperation mechanism for cooperation public sector, professional and community groups to form a bottom-up urban and rural environment business model with "Community Planner resident counseling program". In this study, in-depth interview and document analysis, case study qualitative research, and third-party governance model Ansell & Gash two scholars on the basis of established analytical framework to explore the urban and rural landscape project in the public sector, community organizations, experts and scholars from the three departments, interactions of community between the residents, hoping to learn to interact with the linking process between each other, to explore the relevant factors of Partnership system and important for it, then follow the interviews for mutual assistance between the public and private sectors and communities, between public and private sectors work together with the community governance model, the plight and cooperation governance for community participation such as the role and impact of the problem-oriented analysis, and then try to construct a vision of the government and the community work together to govern the relationship. The study found that more than incentives to participation restrictions, lack of institutional design of long-term synergies, leadership and management level, performance is very good and worthy of promotion, a clear mandate and clear but a mere formality, third-party process is the initial state, system design, and work together to promote leadership Results intermediary factors; study recommended the establishment of performance indicators, provide adequate funding to meet the social welfare department invited local opinion leaders in encouraging community participation, set the terms of the expansion.

The townscape assumes the gregariousness、aggregative production and use of natural resource by local populace, and holds a profound conjunctions on their living way. In substance, the townscape development depends on the aggregative participation of the local populace. The purpose of this study is to gather the domestic experience of townscape development through observation and recording, and then to develop a series of key influential factors to enhance participation intention. By applying observations and In-depth Interviews, this research outlines the intention of goodly participation which can hold positive influence on townscape. The participation intention can also be divided into three phases. The first phase is reaction and start-up. In this phase, the local populace starts to form sundry organizations with different topics by aggregative anxiety and identification. The Second phase is clarity, which the local populace begins to recognize local identities of local townscape and cultivates skills for the following action plans through learning and studying with the purpose to affect the townscape bourgeoning. The third phase is action. Under the call up of human capital and material capital, different actions were held to affect the townscape bourgeoning. The research considers that this participation construction can bring out a good participation abstraction and accelerate a good townscape development.

At present, the way which has regularly been used the “cultural conservation” of slogan might be carried the cultural properties/industrial heritages with transformation, tourism, vitality and regeneration. However, the commercial view and the thinking of economic profit that undertaking a variety of environment rebuilding by will put the cart before the horse. If the policy makers could not clearly understand the essential characteristic of landscape, they would transform the landscape for transformation, and even “copy” or “paste” to landscape by using similar elements of prevalence. Therefore, this way of spatial transformation without historical context is a great spatial calamity, and becomes a copied and pieced culture. The sugar industries are colossal organization and framework of system. In surrounding areas of sugar industries, the rural landscape, construction of production, farming practice and life style has deeply depended on production of sugar industries and core of daily life. The regional development core had been originally centered on sugar complex, but the change of politic-economic structure, guide of urban planning and logic of urban land use broke such composition with sugar complex closing down. The core which has been transferred to oncoming town space will reconnect a different set of context. However, Suan-tou Sugar Complex might be shifted to accessories, even be forgot in everyone’s memory at any moment. Up to now, Suan-tou Sugar Complex has been transformed to develop tourism and actively have all sorts of environment rebuilding. It has risen to widely discuss that while Suan-tou Sugar Complex just has exterior operation, but is lack of essential connotation, this imply decline itself cultural historical value. We argue that “cultural landscape is the most fundamental base studying conservation of cultural landscape and policies of spatial development”. Furthermore, it can help us to review and make clearer attitude and thinking of cultural properties/industrial heritages, and to learn to ponder and explain the essential connotation of cultural properties. The cultural landscape is the result which people and space both interact, and it can’t exist by itself. Therefore, the cultural landscape must be put in practical interaction of cultural context, politic-economics and society. This study attempts to structure an approach which could analyze “cultural landscape and describe concept of landscape via three main dimensions-“exterior landscape”, “interior space” and “development of town space”, in order to seek for chronic cultural deposition that present at certain interior cosmos and logic of landscape. We argued that interaction of interior space and human would make different sorts of interpretation of societal meaning, practice of daily life and hegemonic power, and dig out multiple voices behind the cultural landscape to structure thick cultural meanings. Eventually, Suan-tou Sugar Complex will be replaced into context of town space, and examined the development relation of town space and Suan-tou Sugar Complex. In conclusion, this article could deeply understand the impact and cognitive difference of landscape by using landscape for narrative, and then explain its historical view and symbolic meaning. We suggest that the studies of cultural landscape are foundation of cultural conservation/regeneration and policies of spatial development, and are integrated and inter-disciplinary science. It could be contributive review industrial development and spatial structure under politic-economic process in Taiwan.
