The need of a working infrastructure in a city also requires an understanding of how the traffic flows. It is known that increasing number of drivers prolong the travel time and has an environmental effect in larger cities. It has not received widespread use because of poor understanding of associated interface conditions and early use of incorrect numerical schemes used. A fundamental question in a sequential decision making setting under uncertainty is “how to allocate resources amongst competing entities so as to maximize the rewards accumulated in the long run?”. The resources allocated may be either abstract quantities such as time or concrete quantities such as manpower. The sequential decision making setting involves one or more agents interacting with an environment to procure rewards at every time instant and the goal is to find an optimal policy for choosing actions.
