Training of highly qualified personnel for the agricultural sector of the economy in the conditions of modern transformations The article conducts a scientific study of the essence of the "personnel" category, summarizes the normative and legal principles of defining the content of the concept of "highly qualified personnel", and reveals the potential benefits of the proposed comprehensive approach to modernizing the system of training highly qualified personnel for the agrarian sector of the economy in the conditions of modern transformations. The role and place of the agricultural sector in developing the national economy are revealed. The factors that determine the need to modernize are characterized by the strengthening of the influence of globalization processes, the acceleration of scientific and technical progress, climate change, and the aggravation of socio-economic problems in connection with the war. Modern vectors of development of scientific and technical progress in the context of Industry 4.0 and the justified need to implement the strategy of introducing innovations in the agricultural sector are highlighted. The experience of innovative activities of leading agricultural enterprises of the country was studied. The direct dependence of the effectiveness of the implementation of the innovative development strategy on the quality of personnel in the agricultural sector has been proven. A comprehensive approach to the modernization of the system of training highly qualified personnel for the agrarian sector of the economy as a holistic management system with the definition of its goals, principles, functions, methods, personnel support, organizational structures and other components is proposed. The applied use of the research results, which are significant, will contribute to the improvement of the training of highly qualified personnel for the agricultural sector in the conditions of modern transformations. Purpose: To address the issue of linking education and industry, through the model of the quality of engineering activities in additional professional education for engineers in the preparation of highly qualified personnel. To demonstrate the feasibility of using a neural network to develop methodological foundations for the preparation of highly qualified personnel. Methods: A model for the learning process has been proposed, utilizing a neural network and the chatbot “Valera” for the preparation of highly qualified personnel. Results: An example of successful experience in applying the electronic educational and methodological complex “Competent Metrologist” and its methodological foundations in the system of additional professional education for engineers and the preparation of highly qualified personnel is provided. Practical significance: The necessity of using a neural network in the process of personnel training is demonstrated. Positive experience in implementing ideas and approaches to creating a neural network for the chatbot “Valera” and its methodological foundations in the system of additional professional education for engineers has been realized in the electronic educational and methodological complex “Competent Metrologist”. The proposed approaches to education can be recommended for practical implementation.

Currently, a modern young specialist is expected to meet the market forming criteria for the selection in the agricultural labor market and have a risk-oriented thinking. It is necessary to upd ate the structure of the development of an effective mechanism for the training of highly qualified personnel on the basis of specialized universities in the region. The relevance of the topic of the study is explained by the fact that the agricultural labor market is experiencing a shortage of young highly qualified IT specialists in digital agriculture. This article raises the problem of personnel training that meets the modern requirements of dynamically developing agriculture in the conditions of digitalization of the country in the post-pandemic period. The purpose of the study is to analyze the tasks facing an agricultural university in training of young specialists for agriculture as a branch of the digital economy of Russia. The objectives of the article are to develop a model for partnerships and promotion of employment of young specialists in the post-pandemic economy in order to develop optimal variants for covering personnel deficit in the agriculture; to suggest measures on the regulation of the labor market for young specialists. The solution of the tasks se t in the article will allow training highly qualified young specialists with all the necessary competencies and capable of meeting the requirements of the modern agricultural labor market. The article discusses the concepts, the departmental program “Digital Agriculture”, the areas of training and additional training of young specialists in the agriculture. The implementation of modern goals facing agricultural universities will improve the algorithm for training highly qualified young specialists who would be able to meet all the selection criteria in the agricultural labor market.

The article describes the problem of qualitative training of highly qualified specialists for the tourism industry. It
 presents the model of formation of professional competence of specialists. There are also the basic problems of the
 domestic system of training personnel for the tourism industry on programs of additional professional education.
 The author provides information about foreign experience of personnel training organization in tourism sphere of
 activity. The article is devoted to the methodology of stepwise solution of existing problems of personnel training for
 tourist industry in Russia. The study uses the methodology of theory of constraints system (TOC) by E. Goldratt,
 which is built on logical reasoning and providing answers to three main questions to the management of improving
 transformations: 1) what limits the development (improvement); 2) what needs to be sent to change limits, its complete
 elimination, expansion limiting boundaries and so on; 3) how to implement this change. The article shows the
 algorithm of building of logical circuits called E. Goldratt’s «current reality tree» (CRT) and «future reality tree»
 (FRT). Analyzing the dendrogram, the author comes to the conclusion that the greatest factor of the local tourism
 development is the mismatch of curricula to the needs of tourism organizations that can be solved by joint work
 of the educational organizations of secondary professional and higher education and additional professional education
 with professional unions, associations and other unions of organizations in the tourism sphere. This conclusion
 is reinforced by findings based on the analysis and generalization of training professionals experience in tourism
 business abroad. The necessity of cluster approach to the organization of training, including the cooperation
 of organizations of higher and additional professional education with professional tourism community is proved.

The collection presents the reports of participants of the Global Food Forum organized by Moscow State University of Food Production (MSUFP) jointly with the Council for Science and Continuing Education of the Eurasian Peoples’ Assembly, with the support of the Federation Council Committee on Agriculture and Food Policy and Environmental Management of the Federal Assembly and the assistance of Moscow Office of the Food and Agriculture Organization. The Global Food Forum 2021 became a venue for wide-ranging discussion of plans and actions realised in the Russian Federation and a number of foreign organisations to achieve the Sustainable Development Goals. A number of proposals were made towards coordination of inter-sectoral actions along the entire chain of food systems (production, transportation, storage, distribution and consumption), drawing special attention to the problems coupled with Sustainable Development Goals in scientific research, their expansion and allocation of necessary resources for these purposes, training of required personnel, including highly qualified staff. The Forum was attended by representatives of 28 universities and research institutes from such countries as: Russia, Belarus, Kyrgyzstan, Iran, Uzbekistan, Germany, Azerbaijan, Turkey, Kazakhstan, China, Tajikistan, Bulgaria and the UAE. AbstractCyber security research is quintessential to secure computerized systems against cyber threats. Likewise, cyber security training and exercises are instrumental in ensuring that the professionals protecting the systems have the right set of skills to do the job. Cyber ranges provide platforms for testing, experimentation and training, but developing and executing experiments and training sessions are labour intensive and require highly skilled personnel. In this paper we investigate automated tools used in cyber ranges and research initiatives designated to augment cyber ranges automation. The article reveals the interrelationships between the philosophical interpretation of the principles of thinking and their role in the processes of training highly qualified personnel. Highly qualified personnel who are trained at the third level of higher education (postgraduate, adjunct) directly depend on the level of development of thinking. At the same time, the assessment of the development of thinking is conditioned by a clear and distinct idea of the foundations of the development of thinking in general. The author defends the point of view that the leading role in identifying the principles of thinking on which the training of highly qualified specialists is based is played by the addition in pedagogical science of formal logic and the standards of thinking set by it by non-logical ways of performing acts of thought.

The article is devoted to the study of the current state of staffing of the bodies and units of the National Police of Ukraine. It is proved that the priority direction of law enforcement reform is to improve the staffing of the National Police, which consists in its timely and optimal provision, efficient and balanced process of selection, staffing, development and dismissal of personnel. The main legal acts on staffing the National Police of Ukraine are: the Constitution of Ukraine, laws of Ukraine: «On the National Police», «On the Disciplinary Statute of the National Police of Ukraine», Resolutions of the Cabinet of Ministers of Ukraine: «On the establishment of the National Police of Ukraine»; «On approval of the Regulations on the National Police»; «On the uniform of police officers»; «On the financial support of the National Police» and others. It is analyzed that the Law of Ukraine «On the National Police» adopted in 2015 contributed to the renewal of personnel work in the bodies and units of the National Police of Ukraine. It is substantiated that the positive aspects of staffing in accordance with the Law of Ukraine «On the National Police» are: 1) the establishment of permanent police commissions in the police to ensure transparent selection, competition and promotion of police officers; 2) mandatory presence of two members of the public in the permanent police commission; 3) holding a competition for service in the police, for a vacant position; 4) carrying out of attestation of the policeman by attestation commissions of bodies, institutions, establishments of police, in the cases directly provided by the specified Law; 5) the mechanism of movement of police officers in police bodies, institutions and establishments. However, despite the positive changes that have taken place since the establishment of the National Police, there are many issues that need to be addressed. It is argued that the essence of staffing is a timely, optimal and balanced process of selection, service, certification, dismissal of personnel and aimed at providing the National Police bodies and units with highly qualified personnel who serve society by protecting human rights and freedoms, combating crime, maintaining public safety and order.

After analysis of scientific literature, we defined that concept of “augmented reality” has following synonyms: “advanced reality”, “improved reality”, “enriched reality”, “mixed reality” and “hybrid reality”. Analysis of scientific literature and own practical experience of the use of augmented reality technologies application in educational practices allowed to state next: augmented reality technologies have a great potential for application in education; there are some cases of augmented reality use for school education; positive aspects of augmented reality technologies application in higher education institutions are confirmed by experiments (isolated cases); only few universities in Ukraine apply augmented reality technologies to educate students; only few universities in Ukraine have special subjects or modules in schedule to teach students to develop augmented reality technologies; various scientific events, mass events, competitions are held in Ukraine, and specialized training on the augmentation of augmented reality technologies is carried out, but this is non-systematic and does not have special state orientation and support. Features of introduction of virtual and augmented reality technologies at Sumy State University (Ukraine) are identified: “e-learning ecosystems” was created; in 2019, augmented and virtual reality research laboratory was established. Advantages and disadvantages of project activity in education are described: project activity is one of the most important components of educational process; it promotes creative self-development and self-realization of project implementers and forms various life competencies. It is determined that augmented reality application for implementation of educational projects will help: to increase students’ interest for educational material; formation of new competences; increase of students’ motivation for independent educational and cognitive activity; activation of educational activities; formation of positive motivation for personal and professional growth; conditions creation for development of personal qualities (creativity, teamwork, etc.). Abstract:
The objectives of this project were to develop nondestructive methods for detection of internal properties and firmness of fruits and vegetables. One method was based on a soft piezoelectric film transducer developed in the Technion, for analysis of fruit response to low-energy excitation. The second method was a dot-matrix piezoelectric transducer of North Carolina State University, developed for contact-pressure analysis of fruit during impact. Two research teams, one in Israel and the other in North Carolina, coordinated their research effort according to the specific objectives of the project, to develop and apply the two complementary methods for quality control of agricultural commodities. In Israel: An improved firmness testing system was developed and tested with tropical fruits. The new system included an instrumented fruit-bed of three flexible piezoelectric sensors and miniature electromagnetic hammers, which served as fruit support and low-energy excitation device, respectively. Resonant frequencies were detected for determination of firmness index. Two new acoustic parameters were developed for evaluation of fruit firmness and maturity: a dumping-ratio and a centeroid of the frequency response. Experiments were performed with avocado and mango fruits. The internal damping ratio, which may indicate fruit ripeness, increased monotonically with time, while resonant frequencies and firmness indices decreased with time. Fruit samples were tested daily by destructive penetration test. A fairy high correlation was found in tropical fruits between the penetration force and the new acoustic parameters; a lower correlation was found between this parameter and the conventional firmness index. Improved table-top firmness testing units, Firmalon, with data-logging system and on-line data analysis capacity have been built. The new device was used for the full-scale experiments in the next two years, ahead of the original program and BARD timetable. Close cooperation was initiated with local industry for development of both off-line and on-line sorting and quality control of more agricultural commodities. Firmalon units were produced and operated in major packaging houses in Israel, Belgium and Washington State, on mango and avocado, apples, pears, tomatoes, melons and some other fruits, to gain field experience with the new method. The accumulated experimental data from all these activities is still analyzed, to improve firmness sorting criteria and shelf-life predicting curves for the different fruits. The test program in commercial CA storage facilities in Washington State included seven apple varieties: Fuji, Braeburn, Gala, Granny Smith, Jonagold, Red Delicious, Golden Delicious, and D'Anjou pear variety. FI master-curves could be developed for the Braeburn, Gala, Granny Smith and Jonagold apples. These fruits showed a steady ripening process during the test period. Yet, more work should be conducted to reduce scattering of the data and to determine the confidence limits of the method. Nearly constant FI in Red Delicious and the fluctuations of FI in the Fuji apples should be re-examined. Three sets of experiment were performed with Flandria tomatoes. Despite the complex structure of the tomatoes, the acoustic method could be used for firmness evaluation and to follow the ripening evolution with time. Close agreement was achieved between the auction expert evaluation and that of the nondestructive acoustic test, where firmness index of 4.0 and more indicated grade-A tomatoes. More work is performed to refine the sorting algorithm and to develop a general ripening scale for automatic grading of tomatoes for the fresh fruit market. Galia melons were tested in Israel, in simulated export conditions. It was concluded that the Firmalon is capable of detecting the ripening of melons nondestructively, and sorted out the defective fruits from the export shipment. The cooperation with local industry resulted in development of automatic on-line prototype of the acoustic sensor, that may be incorporated with the export quality control system for melons. More interesting is the development of the remote firmness sensing method for sealed CA cool-rooms, where most of the full-year fruit yield in stored for off-season consumption. Hundreds of ripening monitor systems have been installed in major fruit storage facilities, and being evaluated now by the consumers. If successful, the new method may cause a major change in long-term fruit storage technology. More uses of the acoustic test method have been considered, for monitoring fruit maturity and harvest time, testing fruit samples or each individual fruit when entering the storage facilities, packaging house and auction, and in the supermarket. This approach may result in a full line of equipment for nondestructive quality control of fruits and vegetables, from the orchard or the greenhouse, through the entire sorting, grading and storage process, up to the consumer table. The developed technology offers a tool to determine the maturity of the fruits nondestructively by monitoring their acoustic response to mechanical impulse on the tree. A special device was built and preliminary tested in mango fruit. More development is needed to develop a portable, hand operated sensing method for this purpose. In North Carolina: Analysis method based on an Auto-Regressive (AR) model was developed for detecting the first resonance of fruit from their response to mechanical impulse. The algorithm included a routine that detects the first resonant frequency from as many sensors as possible. Experiments on Red Delicious apples were performed and their firmness was determined. The AR method allowed the detection of the first resonance. The method could be fast enough to be utilized in a real time sorting machine. Yet, further study is needed to look for improvement of the search algorithm of the methods. An impact contact-pressure measurement system and Neural Network (NN) identification method were developed to investigate the relationships between surface pressure distributions on selected fruits and their respective internal textural qualities. A piezoelectric dot-matrix pressure transducer was developed for the purpose of acquiring time-sampled pressure profiles during impact. The acquired data was transferred into a personal computer and accurate visualization of animated data were presented. Preliminary test with 10 apples has been performed. Measurement were made by the contact-pressure transducer in two different positions. Complementary measurements were made on the same apples by using the Firmalon and Magness Taylor (MT) testers. Three-layer neural network was designed. 2/3 of the contact-pressure data were used as training input data and corresponding MT data as training target data. The remaining data were used as NN checking data. Six samples randomly chosen from the ten measured samples and their corresponding Firmalon values were used as the NN training and target data, respectively. The remaining four samples' data were input to the NN. The NN results consistent with the Firmness Tester values. So, if more training data would be obtained, the output should be more accurate. In addition, the Firmness Tester values do not consistent with MT firmness tester values. The NN method developed in this study appears to be a useful tool to emulate the MT Firmness test results without destroying the apple samples. To get more accurate estimation of MT firmness a much larger training data set is required. When the larger sensitive area of the pressure sensor being developed in this project becomes available, the entire contact 'shape' will provide additional information and the neural network results would be more accurate. This report discusses a validation approach and compares the XRCT results with those obtained from conventional NDE, and sectioning and microscopy, for synthetic and real-world features. Results are discussed in the context of the development of reference standards using synthetic flaws. The discussion provided in this document will be valuable for operators in understanding applicability, gaps, and future direction for the XRCT technology in the context of accurate flaw detection and characterization in pipelines. Results discussed in the report show that XRCT has the potential to enable the pipeline industry to establish a set of reference standards that can be used for a wide range of purposes, including technology development and qualification, personnel training and competency testing for inspection of flaws in pipelines. Once established as a proxy for "truth", XRCT will significantly minimize the need for frequent destructive testing for the generation of validation data further enabling the use in the development of reference standards. Within the purview of the work scope completed in this project, XRCT showed excellent results with synthetic features confirming that the technology (along with the process of generating synthetic features) is ready to be used in the development of reference standards using synthetic features. Abstract:
This report analyses the Technological Innovation System (TIS) of Building Integrated Photovoltaics (BIPV) in Austria. The study’s scope is consistent with the IEA PVPS Task 15 report [1].The analysis aims to facilitate and support the innovation, development, and implementation of industrial solutions of BIPV technologies. In Austria, the use of BIPV is still a niche application and covers under 2% of all implemented PV systems [1]. BIPV technology in Austria has historically developed with the support of different public financial incentives, national and European. The history of BIPV is somehow tightened to the history of PV. The first BIPV prototypes were developed by PV companies in the framework of national or European research activities, with the first development and innovation projects starting around 2003. In general, it should be mentioned that in the last years, PV and BIPV companies have increased specialization in the production of BIPV, especially colored and semitransparent PV modules. In this regard, a wide range of variants are offered (printing, coating, films). The colored components are mainly purchased from glass companies or polymer film producers. Another trend in Austria is the production of transparent glass/glass modules for integration in facades, skylights, winter gardens, or courtyard roofing. In 2020, the government of Austria presented a program called EAG (Erneuerabre Ausbau Gesetz) or Renewable Expansion Act [3.3.1 Hard institutions]containing certain working points to be implemented by 2024. Some of the measures are directly or indirectly relevant to the BIPV development and installation. Such as the PV encapsulation films using interference pigment technology from Lenzing Plastics. This TIS assessed the BIPV market through eight functional areas and provided the following results: ⁃ The analysis of knowledge development showed that it can be classified as moderate. On the one hand, there are not enough training and further education opportunities in the field of BIPV available, but on the other hand, the PV manufacturers and research institutions are driving forward the development of knowledge in the field of BIPV. ⁃ Knowledge dissemination is well advanced internationally within the research community but insufficient at the practical, national level, particularly between the PV industry and the construction sector. Architects are demanding more information from PV manufacturers and suppliers, who share their information only irregularly with the architectural community. Usually, architects obtain this information from PV technology platforms through workshops, brochures, and projects. However, architects have to engage with it more extensively. The goal is to make BIPV more appealing to architects. Thus, we have to summarize that knowledge dissemination is inadequate/weak. ⁃ Entrepreneurial willingness to experiment can be classified as moderate. Overall, it can be said that there are four players in the Austrian BIPV market and a substantial number of newcomers and small innovative players who could take the role of innovation drivers. However, there are too few opportunities for highly specialized small companies. ⁃ Resource mobilization is well positioned financially and in terms of network services. However, and this is essential if we want to expand the BIPV market strongly, there is a lack of skilled personnel (human resources) to carry out the expansion, which is why this function is rated to only be moderate. ⁃ The scoring of social capital is weak. The connection where there is a lack of communication is between the (BI)PV planner and the architects. In most projects, the (BI)PV planner is not involved in the early stages of the building design process. In addition, conventional PV planners have no experience or are hesitant of planning BIPV systems. ⁃ The legitimacy is moderate, but as the acceptance of PV improves from year to year, the chance of better acceptance of PV integrated into the building, i.e., BIPV, also increases. However, there are still reservations and resistance towards individual, specific BIPV projects. This resistance could be reduced by increasing knowledge about the multifunctional possibilities of BIPV at the decision-maker and customer stage as well as by showing best practice examples - Guidance of the search is moderate, as there are no specific political targets for BIPV, but there are for PV. However, the government and relevant authorities aim to implement clean energy development positively and apply applicable policies and regulations. There is an increased subsidy for innovative PV solutions [2] which also includes BIPV. ⁃ It can be stated that the market formation of BIPV in Austria still offers room for improvement. When it comes to governmental-driven incentives and support for the BIPVmarket development, the missing technical standards (e.g., fire safety regulations) and the absence of regulatory obligations on renewable energies in the local building codes are the biggest weaknesses. The structural and functional analysis is followed by a coupled structural-functional analysis. This assessment will help identify weaknesses and strengths and recommend strategies that will enable the growth of BIPV from a niche market to a major market segment. The aim is for photovoltaics (PV) on buildings to be primarily designed as Building Integrated Photovoltaics (BIPV) to reduce additional costs. This, combined with the avoided costs for other components of the building, should result in cost parity with Building-Applied Photovoltaics (BAPV). It is also crucial to encourage all manufacturers of building envelope components to ensure that their products offer the dual benefit of serving as building components while also generating electricity. By doing so, such products can become standard in the industry. The transition from BAPV to BIPV was already analyzed in a 2015 BIPV brochure [2] from the Austrian Photovoltaics Technology Platform (TPPV), which discussed the advantages of an integrated solution versus an attached solution and outlined the necessary steps to make BIPV the standard for building PV. The recommendations are summarized as follows: i) It is important to involve (BI)PV in the early stages of the building planning process. ii) successful implementation projects must be made public through various channels to increase knowledge about BIPV technology and its possibilities (e.g., lighthouse projects in public buildings). iii) PV standards and construction codes have to be harmonized. iv) The Austrian government should stipulate the use of PV in the obligatory building specifications. v) Another recommendation would be to enact a law requiring every sealed area to be checked for dual use with (BI)PV. One positive development worth mentioning is the Climate Fund's Lighthouse call, which focuses specifically on integrated PV and offers higher grants for BIPV than the Renewable Expansion Act] , demonstrating increased interest and commitment to this technology. In addition, the TPPV Innovation Awards, which were awarded for the first time specifically for building-integrated PV and now include other topics of PV integration outside of buildings, are a sign that the industry is broadening its perspective and recognizing the importance of BIPV beyond traditional applications. These developments could help to further promote the acceptance and deployment of BIPV and drive innovation in this area. Nevertheless, it is important to consider the significantly higher costs of BIPV products, as well as the greatly increased planning effort that arises when PV becomes an integral building product.
