Training of highly qualified personnel for the agricultural sector of the economy in the conditions of modern transformations The article conducts a scientific study of the essence of the "personnel" category, summarizes the normative and legal principles of defining the content of the concept of "highly qualified personnel", and reveals the potential benefits of the proposed comprehensive approach to modernizing the system of training highly qualified personnel for the agrarian sector of the economy in the conditions of modern transformations. The role and place of the agricultural sector in developing the national economy are revealed. The factors that determine the need to modernize are characterized by the strengthening of the influence of globalization processes, the acceleration of scientific and technical progress, climate change, and the aggravation of socio-economic problems in connection with the war. Modern vectors of development of scientific and technical progress in the context of Industry 4.0 and the justified need to implement the strategy of introducing innovations in the agricultural sector are highlighted. The experience of innovative activities of leading agricultural enterprises of the country was studied. The direct dependence of the effectiveness of the implementation of the innovative development strategy on the quality of personnel in the agricultural sector has been proven. A comprehensive approach to the modernization of the system of training highly qualified personnel for the agrarian sector of the economy as a holistic management system with the definition of its goals, principles, functions, methods, personnel support, organizational structures and other components is proposed. The applied use of the research results, which are significant, will contribute to the improvement of the training of highly qualified personnel for the agricultural sector in the conditions of modern transformations. To demonstrate the feasibility of using a neural network to develop methodological foundations for the preparation of highly qualified personnel. Methods: A model for the learning process has been proposed, utilizing a neural network and the chatbot “Valera” for the preparation of highly qualified personnel. Results: An example of successful experience in applying the electronic educational and methodological complex “Competent Metrologist” and its methodological foundations in the system of additional professional education for engineers and the preparation of highly qualified personnel is provided. Practical significance: The necessity of using a neural network in the process of personnel training is demonstrated. Positive experience in implementing ideas and approaches to creating a neural network for the chatbot “Valera” and its methodological foundations in the system of additional professional education for engineers has been realized in the electronic educational and methodological complex “Competent Metrologist”. The proposed approaches to education can be recommended for practical implementation.

Currently, a modern young specialist is expected to meet the market forming criteria for the selection in the agricultural labor market and have a risk-oriented thinking. It is necessary to upd ate the structure of the development of an effective mechanism for the training of highly qualified personnel on the basis of specialized universities in the region. The relevance of the topic of the study is explained by the fact that the agricultural labor market is experiencing a shortage of young highly qualified IT specialists in digital agriculture. This article raises the problem of personnel training that meets the modern requirements of dynamically developing agriculture in the conditions of digitalization of the country in the post-pandemic period. The purpose of the study is to analyze the tasks facing an agricultural university in training of young specialists for agriculture as a branch of the digital economy of Russia. The objectives of the article are to develop a model for partnerships and promotion of employment of young specialists in the post-pandemic economy in order to develop optimal variants for covering personnel deficit in the agriculture; to suggest measures on the regulation of the labor market for young specialists. The solution of the tasks se t in the article will allow training highly qualified young specialists with all the necessary competencies and capable of meeting the requirements of the modern agricultural labor market. The article discusses the concepts, the departmental program “Digital Agriculture”, the areas of training and additional training of young specialists in the agriculture. The implementation of modern goals facing agricultural universities will improve the algorithm for training highly qualified young specialists who would be able to meet all the selection criteria in the agricultural labor market.

The article describes the problem of qualitative training of highly qualified specialists for the tourism industry. It
 presents the model of formation of professional competence of specialists. There are also the basic problems of the
 domestic system of training personnel for the tourism industry on programs of additional professional education.
 The author provides information about foreign experience of personnel training organization in tourism sphere of
 activity. The article is devoted to the methodology of stepwise solution of existing problems of personnel training for
 tourist industry in Russia. The study uses the methodology of theory of constraints system (TOC) by E. Goldratt,
 which is built on logical reasoning and providing answers to three main questions to the management of improving
 transformations: 1) what limits the development (improvement); 2) what needs to be sent to change limits, its complete
 elimination, expansion limiting boundaries and so on; 3) how to implement this change. The article shows the
 algorithm of building of logical circuits called E. Goldratt’s «current reality tree» (CRT) and «future reality tree»
 (FRT). Analyzing the dendrogram, the author comes to the conclusion that the greatest factor of the local tourism
 development is the mismatch of curricula to the needs of tourism organizations that can be solved by joint work
 of the educational organizations of secondary professional and higher education and additional professional education
 with professional unions, associations and other unions of organizations in the tourism sphere. This conclusion
 is reinforced by findings based on the analysis and generalization of training professionals experience in tourism
 business abroad. The necessity of cluster approach to the organization of training, including the cooperation
 of organizations of higher and additional professional education with professional tourism community is proved.

The paper is devoted to the development of an integrated structural system model to ensure the training of highly qualified personnel for air transport. The main strategic directions of development and successful activity of National Aviation University at the present stage are determined. It is proved that the formation of the strategy involves obtaining a complete picture of the future state of the aviation industry and ways to solve existing problems. It is scientifically substantiated that the solution of this issue is possible through a detailed analysis of the components of the integrated system and the application of modern management methods. Research work at the university is the main component of the educational process. Scientific and pedagogical workers, post-graduate students, doctoral students and a significant part of higher education students take part in conducting scientific research in these areas. Scientists of the university carry out complex research work in the most relevant areas of science and technology. The university has 17 specialized councils for the defense of doctoral and candidate dissertations in 29 specialties The economic performance of any higher education institution directly depends on competitiveness and financial condition. In 2020 NAU took the sixth place in the ranking of the most popular institutions of higher education in Ukraine in the total number of applications. According to the number of entrants enrolled in the budget, it ranks fifth in Ukraine and third in the capital For the professional development of the aviation industry, due to modern economic and social conditions, it is necessary to increase the demand for technical specialties. Training specialists for professional activities in the context of European integration requires the search for extraordinary ways to organize the educational process. Already today we have a big problem of lack of future engineers for aviation.

The article is devoted to the study of foreign theory and experience in designing a system of training highly qualified personnel using information and communication technologies and comparing them with domestic specifics in this area. In response to the need for training highly qualified personnel capable of solving research and pedagogical tasks in key areas for the development of the state, the purpose of this comparative study was to identify relevant and verified parameters for designing a conceptual model of the system for training scientific and pedagogical personnel in graduate school using ICT tools. The research is based on the analysis of domestic and foreign scientific and pedagogical literature devoted to the problems of training graduate students using ICT tools. To obtain empirical data, we applied the method of integrated observation in the design, administration and development of the postgraduate educational program; questionnaire surveys of graduate students, research supervisors and members of the state examination commission and in-depth interviewing of experts in the field of training highly qualified personnel with subsequent content analysis of the data obtained. As a result, we analyzed and systematized, taking into account the specifics of the use of information and communication technologies, such aspects of training highly qualified personnel as: theoretical, methodological and methodological provisions, personal, professional and regulatory requirements for graduate students and scientific supervisors, implementation and administration of the educational process in graduate school, including against the background of conditions of remote interaction, features of intermediate and final assessment of the formation of competencies of graduate students. The study opens up significant prospects for the practical application of the results obtained in the educational process.

The article presents the analysis results of highly qualified personnel training in 2018–2020 in the field of mechanical engineering in the specialties falling within the competence of the Expert Council No. 18 of the Higher Attestation Commission of the Republic of Belarus, which showed that the most successful tasks in dissertation research are solved in the areas of developing technologies for creating: materials with gradient-oriented physical and mechanical characteristics; composite materials and protective coatings using nanoscale alloying and modifying materials; polymer materials and technologies, as well as the development of methods for assessing the durability of steel structures under their cyclic loads. However, despite the presence of a modern material and experimental base at the enterprises of the Republic of Belarus, among the applicants for academic degrees, there is a very small proportion of representatives of the real sector of the economy, training of which could make a scientific and practical contribution to machine science and provide significant support in solving the problems of ensuring the competitiveness and liquidity of products produced by successfully functioning major GDP generating domestic enterprises with production belonging mainly to the fourth technological paradigm. In fact, the main number of dissertations in these areas were executed by specialists of educational institutions and the National Academy of Sciences of Belarus, which have the appropriate field of activity and research equipment.

Abstract:
The article discusses highly qualified personnel training in modern conditions of the Far East. The subject of the research is highly qualified personnel training specifics in the Far East. The purpose of the research is to determine the specifics and problems of qualified personnel reproduction in the Russian Far Eastern Federal District educational and scientific system. The analysis results aimed at studying specifics and problems of personnel reproduction in educational and scientific system of the Russian Far Eastern Federal District are presented. During the analysis, the author has concluded that the regional indicators in postgraduate training field are not unambiguous - on one hand, there is an increase in quality scientific research, including international journals, while the number of young researchers does not increase, which is an acute regional problem. It is also concluded that graduate students research training features in modern conditions are in close interdependence with population life socio-economic indicators. The reason for decline in science and education institutions performance is the general youth interest decrease in higher education system. Difficulties in implementation of young scientists’ research work are largely associated with insufficient science and education institutions funding. Thus, the most effective method of solving highly qualified personnel shortage issue in the context of growing need for economy in them is to stimulate scientific sphere funding. Moreover, it is important to constantly improve educational policy to increase the graduate school overall attractiveness for students, which can be carried out through a high level of material incentives for researchers and through a comprehensive in information campaign in this direct

BACKGROUND AND OBJECTIVES: Pain in Child Health (PICH) is a transdisciplinary, international research training consortium. PICH has been funded since 2002 as a Strategic Training Initiative in Health Research of the Canadian Institutes of Health Research, with contributions from other funding partners and the founding participation of five Canadian universities. The goal of PICH has been to create a community of scholars in pediatric pain to improve child health outcomes.METHODS: Quantitative analyses enumerated PICH faculty, trainees, training activities and scientific outputs. Interviews with PICH stakeholders were analyzed using qualitative methods capturing perceptions of the program’s strengths, limitations, and opportunities for development and sustainability.RESULTS: PICH has supported 218 trainee members from 2002 through 2013, from 14 countries and more than 16 disciplines. The faculty at the end of 2013 comprised nine co-principal investigators, 14 Canadian coinvestigators, and 28 Canadian and international collaborators. Trainee members published 697 peer-reviewed journal articles on pediatric pain through 2013, among other research dissemination activities including conference presentations and webinars. Networks have been established between new and established researchers across Canada and in 13 other countries. Perceptions from stakeholders commended PICH for its positive impact on the development of pediatric pain researchers. Stakeholders emphasized skills and abilities gained through PICH, the perceived impact of PICH training on this research field, and considerations for future training in developing researchers in pediatric pain.CONCLUSIONS: PICH has been successfully developing highly qualified health research personnel within a Canadian and international community of pediatric pain scholarship.

The weak motivation of young people to scientific and pedagogical activity, the shortcomings of the system of training highly qualified personnel, the decline in the interest of postgraduate graduates in professional scientific and pedagogical activity and many other factors lead to the aging of scientific and pedagogical personnel of Russian universities. In the last few years, universities have been actively searching for approaches to improving the systems of reproduction of scientific and pedagogical personnel. The analysis of programs aimed at rejuvenation of personnel and building up the scientific potential of the university, carried out in the article, allowed us to identify the key features of practical tools used in universities. The most promising mechanism can be considered contract training, since it allows you to secure young promising personnel at the university for at least several years. At the same time, this practice is not systematized, has no theoretical and methodological justification, in addition, there are no conceptual developments of the model of the contract training of scientific and pedagogical personnel. The purpose of this article is to develop a conceptual model of the contract training of highly qualified scientific and pedagogical personnel and to analyze the implemented model. The methodology of this work is based on a systematic approach, in which both special methods were used: comparative analysis, content analysis of documents, morphological analysis, and general scientific research methods. To achieve stated goal, the practice of implementing a model of contract training of personnel is revealed on the example of the Vladivostok State University of Economics and Service. The program of reproduction of scientific and pedagogical personnel based on the system of targeted contract training has been implemented at the university for several years and already has certain results. The scientific novelty of this work consists in the formation of conceptual approach to the development and implementation of a system of the contract training of scientific and pedagogical personnel for universities. The article may be useful for researchers and university managers dealing with the issues of training highly qualified personnel, rejuvenation of the personnel structure and personnel management of the university in general.

In 2008–2009, 29 national research universities (NRU) with approved priority areas of development were established in Russia. In 2019 the ten-year program of development of NRU comes to an end. The article presents the results of the analysis of the national research universities’ activity of training scientific personnel for high-tech industries. Two indicators were calculated for each priority area of development of NRU reflecting the shares of defenses of candidate and doctor theses in the national research universities in relation to all thesis defenses. This made it possible to assess what leading positions in priority areas are occupied by the national research universities. The analysis showed that NRU do not provide leading positions to 30% of the priority areas of development. In general, most of the national research universities occupy high positions in certain (specific) priority areas of development in terms of training scientific personnel for high-tech sectors of the economy.

The use of methods of system analysis and data assessment of information obtained during theoretical analysis, comparison, grouping of data, generalization made it possible to identify a complex of pedagogical areas, structured into a system of personalized learning of medical postgraduate students and residents. The study involved 106 residents and 166 full­time and part-time postgraduate students.Results. The presented system of training of highly qualified residents and postgraduate students is based on psychological and pedagogical diagnostics of students, ensures the continuity of professional and pedagogical development, integrates the following characteristics inherent in personalized learning: motivation, joint creation, self­knowledge and social construction. Expert assessment, self­assessment of pedagogical experience results, and data interpretation indicate that the developed system has been successfully tested.Conclusion. A personalized learning system of pedagogical skills in residency and postgraduate education has been developed, where the individual trajectory of mastering professional and pedagogical competencies is determined by primary diagnostics, a set of tasks, the organization of educational process. This can be considered as the basis for improving the training of highly qualified personnel in a medical university.

The article suggests the priorities for improving the quality of training of highly qualified (managerial, scientific) personnel for the food industry of Ukraine. They are defined in connection with the imperatives of recovery, innovative sustainability, and economic European integration of the Ukrainian food industry. The imperatives are determined by analyzing the consequences of a full-scale war for the industry, which confirmed its ability to be a leader in the recovery of the manufacturing industry and a driver of the development of an innovative and sustainable post-war economy. Training of highly qualified employees in this field is the key to the quality of work of these specialists in the food industry, which in turn will indicate the quality of service. The article aims to examine the institutional framework of public policy of personnel training for the food industry. Based on the analysis and systematization of scientific sources of the concept of public policy of personnel training for the food industry, the author offers the vision of such a policy, interpreting it as a set of measures taken by the state to satisfy the industry’s needs for highly qualified specialists with appropriate education and professional training. The main measures taken by the state to create a national system of qualifications outlining the requirements to the qualification of personnel in the food industry are characterized. The experience and main features of the world organizations involved in the training of personnel for the food industry are analyzed. The main tasks of the Ministry of Education and Science of Ukraine in terms of ensuring the implementation of the state policy in education, in particular, in personnel training for the food industry, are substantiated. Bibliographic and bibliometric analyses showed a serious growth in the number of investigations on bio-economics in 2016–2023. It was pointed out that for bio-economics development we need not only the generation of effective bio-technologies but also their translation – knowledge proliferation. Traditionally these functions are realized mainly through system of personnel training, which gives an opportunity to train highly-qualified workers capable of maintaining effectiveness of production forces at the advanced level. In view of this the present article compiled a sample of 36 Russian universities by ‘Bio-technology and bio-engineering’ and ‘Ecology’ ratings. In addition 10 more universities were included by ‘Economics’ rating. The entry of each university was fixed for subsequent visualization by cartography in order to find regions of prospective development of inter-disciplinary and convergent education programs. Later on a broader sample of leading home universities research was conducted on education programs aimed at training qualified personnel for developing ecologic bio-technologies based on new knowledge. Findings of the research demonstrate that Russia has got prospects for effective development of bioeconomics based on ecologic bio-technologies.

Modern requirements for Russian higher education in general and the system of training highly qualified personnel in particular arise from the necessity to improve the quality and efficiency in order to ensure the countrys international competitiveness in important areas of life. The research is aimed at filling the need for a detailed analysis of algorithms, frameworks and principles of organizing the process of training highly qualified personnel in graduate school, using information and communication technologies (ICT). The comparative nature of the work, which analyzes Russian and international experiences in this field, allows to obtain data that have not previously been systematized in the present context. The study is based on scientific and pedagogical publications of Russian and international authors. The purpose of the study is to consider the theoretical, methodological and organizational aspects of training graduate students, using ICTs in the selection of the analyzed material. The comparative analysis makes it possible to identify and systematize the specifics of informatization in training scientific and pedagogical personnel, the current implicit state of which complicates its interpretation in terms of the educational process organization and management. As a result, we can identify the following eight characteristics of the system of training highly qualified personnel in postgraduate studies using ICTs: theoretical and methodological foundations, characteristics of electronic learning systems, conditions for effective application and input data for their design, requirements for scientific supervisors and students, factors that update this type of training and a list of basic terms and concepts. The described characteristics can be used as a theoretical basis for further research, for example, in order to determine the actual parameters of designing the environment for students in graduate school as a means of scientific and pedagogical training of highly qualified personnel. The given descriptions of technologies in the context of the peculiarities of the impact of informatization on the implementation of the educational process, together with references to sources, allow to use the materials of the article as data for its planning and organization. Pedagogical sciences occupy a significant place in the system of training and certification of highly qualified scientific personnel. During the period from 2011 to 2020, about 10 thousand dissertations were defended in pedagogical sciences, which is 6.5% of the total number of defenses within the entire certification system. The subject of dissertations should correspond to the challenges of modern society and be aimed at the topical problems of youth education. The purpose of the study is a general assessment of the system of training and certification of candidates and doctors of pedagogical sciences, the development and testing of a method for identifying the mainstream in the subject of dissertation research and quantifying the implementation of priority pedagogical research directions in dissertation works for a ten-year retrospective period.The results of the analysis revealed a reduction in the number of dissertation defenses in pedagogical sciences, which is in line with the general trend of reducing defenses, aging of dissertation councils members, a small number of young doctors of sciences. Thematic analysis of dissertations has shown that research meets the challenges of modern society, while there is a slight thematic delay associated with the time duration of the procedure for preparing and defending a dissertation. The largest number of dissertations was devoted to various issues of higher education in comparison with the other levels of education. Among the academic disciplines, foreign language, mathematics, Russian language and computer science have gained the greatest popularity in the subject of dissertation research. The thematic mainstream includes the formation of professional and communication competencies.

Abstract:
The key factors of the socio-economic development of society are science, innovation and new educational technologies that shape and reveal the scientific, pedagogical and production potential of the country. The formation of an innovative economic model today is impossible without the intensive development of fundamental and applied research activities, which makes higher educational institutions one of the most influential elements of the implementation of the concept of advanced development of the territory. There is a need to improve the institutional framework, expand the academic network, strengthen interuniversity cooperation for the development and effective operation of the entire educational sphere. The Russian higher education system, which is responsible for the reproduction of professional scientific personnel, is in a state of large-scale transformations, which is reflected in the main institutes for training highly qualified personnel - postgraduate and doctoral studies. Transformations in higher education affect the quality of training of future specialists, and also form a certain imbalance in their territorial organization in different constituent entities of the country. The article discusses the particularity of training, spatial characteristics and provision of subjects of the South of Russia with scientific and pedagogical personnel of the highest qualification.

Abstract:
This paper analyzes the main issues and trends arising in the course of the reorganization of the educational system of scientiic-pedagogical personnel in Russia. We have used expert evaluations and generalized practical experience in identifying these key trends and problems. The paper compares the national and foreign systems. A decrease in the level of scientiic dissertations defended in Russia in recent years is noted. The processes of restructuring the key stages of the national system of training of highly qualiied personnel are discussed: the transfer of the functions of the Higher Attestation Commission to the dissertation councils, the transfer of postgraduate school to the third level of higher education and the extension of its terms. The necessity of a systematic approach in carrying out these reforms is shown. The requirements of the Higher Attestation Commission for the work of dissertation councils and defended scientiic theses are analyzed. It has been noted that only by the strengthening of the formal requirements it is hard to provide a high level of scientiic theses. It is necessary to create conditions under which the applicant himself and the Dissertation Council are interested in the quality of defense. The problems arising in the work of dissertation councils, in the education of postgraduate students, in the selection of candidates for admission to postgraduate school and in the preparation of promising students are considered. It has been shown that they signiicantly complicate the solution of current problems and reduce the possibility of the preparation of the teaching staf. The possible solutions to these problems and, in particular, the reduction of the bureaucratization of the process of preparation and defense of thesis, strengthening the relationship of post-graduate education and certiication system have been proposed. The proposed approaches and practical recommendations allow to improve the eiciency of the certiication systems and education of the scientiic-teaching personnel and to facilitate the process of reorganization of these systems.

Abstract:
Abstract Specialized training of nursing personnel in Ukraine is being reformed presently. Quality specialized training of nursing personnel is a prerequisite for successful functioning of the health care system in general. In this regard, the article describes dual education system in Germany where educators have accumulated valuable experience in specialized training of nursing personnel. It must be noted that dual education system is divided into theoretical and practical components, whereas theoretical component assumes out-service training and priority practical component - in-service training. In addition, such notions as “dual education”, “nursing personnel”, “professional training”, “specialized training” have been defined. The peculiarities of specialized training of geriatric nursing personnel, health and nursing professionals, health and pediatric nursing personnel have been considered. Special attention has been paid to the fact that new names for nursing professions linguistically highlight a more extensive approach to nursing. The role of practice mentoring in specialized training of nursing personnel has been justified. Based on theoretical analysis of references, it has been concluded that professional pedagogics being the most developed direction in Germany contributes to efficient organization of the education process and training of highly qualified specialists.
