Abstract:
By the middle of the nineteenth century, there were over a dozen different initial meridians for longitude on navigational charts, and a much greater number in use for time-reckoning. The need for a single internationally agreed meridian was recognised in the resolutions of the first International Geographical Congress held in Antwerp in 1871. They proposed that the meridian through Greenwich should be adopted, recognizing that this was already the choice of the vast majority of users, and linked this with a second resolution recommending the adoption of the metric system. This was partly a recognition of the intrinsic merits of the metric system, and partly as a concession to the French as compensation for the adoption of Greenwich rather than Paris. Although not widely used, the Paris meridian had some claim to consideration since the observatory through which it passed had been in existence several years before that at Greenwich.

AbstractAugusta Browne Garrett composed at least two hundred piano pieces, songs, duets, hymns, and sacred settings between her birth in Dublin, Ireland, around 1820, and her death in Washington, D.C., in 1882. Judith Tick celebrated Browne as the “most prolific woman composer in America before 1870” in her landmark study American Women Composers before 1870. Browne, however, cast an enduring shadow as an author as well, publishing two books, a dozen poems, several Protestant morality tracts, and more than sixty music essays, nonfiction pieces, and short stories. By means of her prose publications, Augusta Browne “put herself into the text—as into the world, into history—by her own movement,” as feminist writer Hélène Cixous urged of women a century later. Browne maintained a presence in the periodical press for four decades in a literary career that spanned music journalism, memoir, humor, fiction, poetry, and Christian devotional literature, but one essay, “The Music of America” (1845), generated attention through the twentieth century. With much of her work now easily available in digitized sources, Browne's life can be recovered, her music experienced, and her prose reassessed, which taken together yield a rich picture of the struggles, successes, and opinions of a singular participant and witness in American music of her era.

Le présent article cherche donc à pallier cette déficience en présentant les initiatives canadiennes dans les domaines du contrôle des armements, de la mise en place de mesures de confiance et dans l'application du concept de sécurité coopérative en Europe entre 1987 et 1997. L'article s'attache à démontrer l'évolution de la position du gouvernement canadien face à la sécurité européenne. La première partie examine le rôle joué par le Canada dans le contrôle des armements entre 1987 et 1992, plus spécifiquement lors des négociations du Traité sur les forces conventionnelles en Europe (FCE) et dans la réalisation du régime de libre survol des territoires dit « Ciels ouverts ». La seconde partie examine l'évolution de l'approche canadienne face à la sécurité en Europe et l'accent mis sur la sécurité coopérative. Le but du Canada étant de permettre à I'OTAN déjouer le rôle politique prévu par l'article 2 du Traité de Washington. L'article démontre néanmoins que les inconsistances du Canada à l'égard de I'OTAN ont affaibli sa position face à ses alliés et à son rôle futur au sein de l'Alliance.

La compétence d’un arbitre chargé d’appliquer le droit international des investissements exige l’existence préalable d’un investissement étranger. La présente étude analyse les difficultés du contrôle de l’existence de l’investissement devant le Centre international pour le règlement des différends relatifs aux investissements (CIRDI) et propose des moyens pour les surmonter. L’importance de la Convention de Washington du 18 mars 1965 explique l’attention particulière portée au CIRDI. En tenant compte des diverses approches proposées par la doctrine et la jurisprudence et de leurs fondements, la démarche suggérée par l’auteur est basée sur la dissociation des sources conventionnelles à l’origine de la compétence de l’arbitre CIRDI. L’auteur constate que chaque instrument normatif s’applique à un champ déterminé et limité. Il propose alors une séparation des opérations de contrôle de l’existence de l’investissement sur la base de la dissociation des sources normatives à l’origine de la compétence arbitrale, le plus souvent un traité bilatéral relatif aux investissements et la Convention de Washington.

Tolerance and activity coefficients (1000/righting time (s)) were determined in different salinity treatments for Strongylocentrotus droebachiensis (O. F. Muller, 1776) from a variable-salinity habitat north of Juneau, Alaska, and for S. droebachiensis and S. pallidus (G. O. Sars, 1871) from high-salinity habitats near Friday Harbor, Washington. The 28-day LC50 values of populations of S. droebachiensis from southeastern Alaska and Washington were similar (13‰ salinity) while that of S. pallidus was 21‰ salinity. Activity coefficients of S. droebachiensis indicate functional competence from 20 to 30‰ salinity; S. pallidus remains competent only at 30‰ salinity. For allozymic analysis, sea urchins (N = 820) were collected from five locations (three in Alaska and two in Washington). Two polymorphic allozyme loci (malate dehydrogenase-2 and phosphoglucose isomerase) were examined in all populations. The difference in allele frequencies between the species was highly significant (P < 0.0001) for Mdh-2 and nominally significant (P < 0.05) for Pgi. However, the species share the same alleles at both loci, and the allele frequency variance between the two species is low. Genotypic variation exists between the two species of sea urchins but not among populations of S. droebachiensis. Strongylocentrotus droebachiensis from Alaska and Washington are equally euryhaline with respect to tolerance but the brackish-water population is more active at 15‰ salinity.

L’Alsace est une région frontière, ballotée entre l’Allemagne et la France au cours de son histoire. Partie intégrante du Saint-Empire romain germanique, elle est rattachée au royaume de France au XVIIe siècle. Suite à la guerre franco-prussienne de 1870, le traité de Francfort de 1871 annexe l’Alsace et une partie de la Lorraine à l’Empire allemand dans lequel elles forment une Terre d’Empire (Reichsland) avec un statut différent des autres Länder. À la fin de la Première Guerre mondiale, l’Alsace-Lorraine retourne à la France, dont elle fait encore partie aujourd’hui. Cet article porte sur la façon comme cette histoire singulière a favorisé les influences artistiques croisées -aussi bien alleman­des que françaises- dans les monuments historiques d’Alsace; générant pendant le vingtième siècle un impact im­portant sur les choix de restauration des architectes, sur leur réception par les spécialistes de la conservation des deux nationalités et sur leur traitement lorsqu’il a fallu developper des restaurations. L’étude de ce phénomène met en lumière la façon comme les relations franco-allemandes ont généré depuis 1945 un changement progressif de regard sur les travaux de l’époque allemande.

RésuméLe traité Bayard-Zhang marque un tournant dans l’approche chinoise de la question migratoire dans les relations entre la Chine et les États-Unis d’Amérique. A partir de 1885, les demandes vigoureuses et répétées des ministres chinois à Washington au sujet des indemnités à verser aux victimes des émeutes anti-chinoises tranchent nettement avec l’attitude plutôt conciliante de l’empire Qing vis-à-vis des États-Unis concernant l’émigration. Cette convention se distingue également par les échanges qu’elle a suscités en Chine, non seulement parmi les fonctionnaires concernés ou intéressés par cette question, mais aussi entre l’administration et les émigrés. L’article s’efforce de souligner le rôle de ces divers acteurs chinois dans la définition de l’émigration qui est ébauchée en Chine au cours des années 1880. Cette perspective amène à mettre en valeur les origines politiques de la conceptualisation de l’émigré par le gouvernement impérial, assez souvent négligées au profit des ressorts économiques et financiers qui animent la vision utilitariste de ces processus.

Le présent travail est consacré à l’étude de la construction de la nation en Colombie au XIX' siècle, sujet qui a été traditionnellement étudiée par des historiens et dont le thème de la langue nationale est complètement négligé. Cette problématique est liée au fait que les scientifiques du langage en Colombie n’ont jamais traité le problème de la langue et sa relation avec la nation c’est pourquoi cette nécessité s’impose. Une deuxième préoccupation concerne le rôle des grammairiens-politiciens dans la conformation de la nation. L’élite éclairée qui a participé à l’indépendance et celle d’après qui a fondé la nation ont choisi le modèle de nation européen, et en même temps ont développé une stratégie où le mécanisme administratif colonial espagnol est remplacé par d’autres mécanismes de colonisation interne, que j’appelle d’endo-colonisation.La période d’étude de cette recherche commence en 1770 par l’édit royal du 10 mai qui interdit l’usage des langues autochtones dans tout le royaume espagnol, en passant par la création de l’Académie Colombienne de la Langue Espagnole en 1871, première Académie correspondante de l’Académie Royale Espagnole dans le monde jusqu’à 1886 année de la promulgation de la Constitution nationale qui a dominé le panorama politique Colombien au XX' siècle.L’étude de cette longue période implique l’élaboration d’une méthode d’analyse basée sur la combinaison de la méthode archéologique, généalogique et l’analyse du discours. Elle implique aussi une réflexion sur les rapports pouvoir-savoir et sur la production de subjectivités, qui interrogent notre passé à partir du présent.

This paper deals with the scientific contributions made by Colonel Theodore Roosevelt (1858–1919) and the three mammalogists attached to the Smithsonian-Roosevelt East African Expedition of 1909–1910. These individuals included Lieutenant-Colonel (retired) Edgar Alexander Mearns (1856–1916), an old friend of Roosevelt's and a retired Army surgeon-naturalist; Edmund Heller (1875–1947), long-time field naturalist with previous experience in Africa, and J. Alden Loring (1871–1947), a veteran field collector in the United States. They joined Roosevelt and his son Kermit (1889–1943), in the senior Roosevelt's efforts to collect large game mammal specimens for the United States National Museum, Washington, DC. The group also observed and collected more than 160 species of carnivores, ungulates, rodents, insectivores, and bats. Departing New York shortly after Roosevelt's tenure as President of the United States ended in March 1909, the party debarked at Mombasa in April, and spent most of the next year in Kenya and Uganda. They also visited Sudan before the expedition ended at Khartoum in March 1910. Other subjects discussed include the expedition's objectives and fi nancing, the information gathered by expedition members and the publications which resulted.

Abstract:
In December 1871, the Iwakura Mission was sent by the Meiji government to the US and Europe. One of the aims of the mission was the observation of foreign practices and technologies. If Japan wanted to suppress the Unequal Treaties and be considered a “first rank nation”, it had to adopt the “civilized” manners and rules of North America and Europe (Nish, 1998). Five Japanese girls, aged six to sixteen accompanied the Mission to be educated in the US for a ten-year period. Their presence didn’t go unnoticed by the American Press, and the articles reporting on their stay provided an opportunity to bring up broader themes on Japanese women and Japan. The five girls were the first women to officially represent Japan in the US. Identified by the American media as “Japanese Princesses”, their reception was confronted with the American image and understanding of Japan. This article analyses the representations of the five girls, and of Japanese women in general, in the San Francisco Chronicle and the Chicago Tribune during the two months that the Iwakura Mission travelled eastward from San Francisco to Washington, via Chicago. I identify and analyse the recurring tropes: the girls’ social position, the craze they created among the Americans, their beauty, the exoticism of their kimono, the education they will receive in America. The newspapers’ representation of the girls are full of inaccuracies and mistakes, myths and exoticism. Nonetheless, the representations are overwhelmingly positive and the girls – as well as the whole of the Mission’s members – are warmly welcomed by the American press.

Who was the first medical missionary in China? Who first introduced Western medicine in China?It also considers the tensions in the emerging understanding of the role of a medical missionary in the mid-nineteenth century, and the problems this caused for Parker, which led to his dismissal by the American Board of Commissioners for Foreign Missions.It then assesses the role of Parker as an American diplomat, when he became involved, first as a part-time secretary and interpreter, and confidential advisor, for the U.S. Commissioner to China, and helped to negotiate the first treaty between China and the United States in 1844. And later when Parker himself was appointed as the US Commissioner, and proposed aggressive military action against China, which led to his recall by the US State Department.Finally, in retirement for 30 years in Washington, DC, Parker received numerous honors and recognition, including appointment as a corporate member of the American Board, which earlier had terminated him as a missionary. Abstract:
У статті обґрунтовано актуальність вивчення чинників акультурації та мовної адаптації у контексті дослідження специфіки прояву прокрастинації іноземними студентами. Висвітлено особливості операціоналізації вказаних понять у сучасній науковій літературі. Вибірку дослідження склали іноземні студенти (n=41), які навчаються за освітнім рівнем «бакалавр» у двох вищих навчальних закладах України. Результати кореляційного аналізу свідчать про позитивний взаємозв’язок прокрастинації із загальним рівнем прояву стресу акультурації (r = 0.43, p<0,01), а також такими його аспектами як акультураційний страх (r = 0.46, p<0,01), сприйнята дискримінація (r = 0.37, p<0,05), почуття провини (r = 0.31, p<0,05). Вагоме значення аспектів мовної інтеграції у контексті вивчення тематики прокрастинації підтверджено зафіксованими прямими значущими кореляційними зв’язками із загальною шкалою мовної тривожності (r = 0.59, p<0,001), страхом негативної оцінки (r = 0.62, p<0,001), страхом спілкування (r = 0.62, p<0,001) та складання іспитів (r = 0.47, p<0,01).
