The standard narrative of the Milton Controversy in the early twentieth century has frequently regarded the New Criticism as part of the modernist antipathy towards Milton, which was fostered by articles such as F. R. Leavis's ‘Milton's Verse’ (1933) and T. S. Eliot's ‘A Note on the Verse of John Milton’ (1935). This essay challenges such depictions of two prominent New Critics – Allen Tate and John Crowe Ransom – as inveterately hostile to Milton, arguing instead that he occupies a significant place in their poetry and criticism. By also considering these American writers’ debts to Milton as a context in which to situate the early work of a British poet deeply influenced by them, Geoffrey Hill, the essay opens up new perspectives on Milton's transatlantic reception in the mid-century and his importance to modernist poetics.

What a word we live in. The existential reality of being ‘suburban’–an unpopular adjective at the best of times – has been subject to some astounding criticisms recently. People who choose to live in a suburban home are still deemed to be contemptible by a self-consciously urbane commentariat who could never live somewhere so vacuous. According to one newspaper journalist, the religious fascists who attacked Paris in November 2015 were at heart suburban, exhibiting contempt for the diversity and heterogeneity of the sophisticated metropolis because it upset their reactionary world view. The transatlantic celebrity-historian Simon Schama, appearing on BBC Television's Question Time in October 2015, denounced a critic of unfettered refugee migration to Europe for turning away his ‘suburban face’ to human tragedy. Can a suburbanite possibly find the wherewithal to bounce back from such criticism? Sadly, there is no great volume of historical literature to give them much inspiration, and more recent scholarship offers little that is truly revisionist.

The decades between 1850 and 1930 saw traditional understandings of Christianity subjected to rigorous social, intellectual, and theological criticism across the transatlantic world. Unprecedented urban and industrial expansion drew attention to the shortcomings of established models of church organization while traditional Christian beliefs concerning human origins and the authority of Scripture were assailed by new approaches to science and biblical higher criticism. In contradistinction to lower or textual criticism, higher criticism dealt with the development of the biblical text in broad terms. According to James Strahan, professor of Hebrew at Magee College, Derry, from 1915 to 1926, textual criticism aimed “at ascertaining the genuine text and meaning of an author” while higher “or historical, criticism seeks to answer a series of questions affecting the composition, editing and collection of the Sacred Books.” During the nineteenth century, the controversy over the use of higher critical methods focused for the most part upon the Old Testament. In particular, critics dismissed the Mosaic authorship and unity of the Pentateuch, arguing that it was the compilation of a number of early documentary fragments brought together by priests after the Babylonian Exile in the sixth century B.C. This “documentary hypothesis” is most often associated with the German scholar, Julius Wellhausen. Indeed, higher criticism had been fostered in the extensive university system of the various German states, which encouraged original research and the emergence of a professional intellectual elite. It reflected the desire of liberal theologians to adapt the Christian faith to the needs and values of modern culture, particularly natural science and history.

Literary history has always mirrored discursive revolutions in world history. In the United States, the Jazz Age would not have seen the Herman Melville revival and the completion of Carl Van Doren's The Cambridge History of American Literature (1917–21) without the rise of post–World War I nativism. If it had not been for Pearl Harbor, F. O. Matthiessen's American Renaissance (1941) could not have fully aroused the democratic spirit embedded in the heritage of New Criticism. Likewise, the postcolonial and New Americanist climate around 1990, that critical transition at the end of the cold war, brought about the publication of Emory Elliott's The Columbia Literary History of the United States (1988) and Sacvan Bercovitch's The Cambridge History of American Literature (1994–). I would like to question, however, the discourse that narrates American literary history in the globalist age of the twenty-first century.

This article reconstructs a set of widely disseminated nineteenth-century ideas about the relationship between diversity and democracy and details how these informed state-building and political action. An emerging argument in nineteenth-century discourse held that representative governments in diverse societies would degenerate into anarchy without “amalgamation,” extermination, expulsion, or enslavement: Only in societies where there was sympathy across the entire community, constantly renewed through intercourse among social equals, could free institutions be sustained. This argument gave support for state-builders to regulate diversity either through an imperial politics of “moving people” or by interposing the state in intimate encounters of sexual and social intercourse. The intimate and imperial dimensions of state-building were thereby conceptually linked. This account helps explain important features of nineteenth-century politics, including the frequent criticism of abolitionists that by supporting racial civic or political equality they were encouraging “racial amalgamation.” In responding to this charge, American antislavery discourse contributed to a distinction between political and social equality that would fundamentally shape state-building after the Civil War. The article shows scholars of American political development how our accounts might be revised by situating debates and developments within a transnational perspective.

Transparency has been a central issue in the debate regarding the Transatlantic Trade and Investment Partnership (TTIP), especially on the side of the European Union (EU). The lack of transparency in the negotiating process has been one of the main criticisms of civil society organizations (CSOs). The European Commission (EC) has tried to gain support for the negotiations through various ‘transparency initiatives’. Nonetheless, criticism by CSOs with regard to TTIP in general and the lack of transparency in specific remained prevalent. In this article, we explain this gap between various transparency initiatives implemented by the EC in TTIP and the expectations on the side of European CSOs. We perform a content analysis of position papers on transparency produced by CSOs, mainly in response to a European Ombudsman consultation, complemented by a number of official documents and targeted interviews. We find that the gap between the TTIP transparency initiatives and the expectations of CSOs can be explained by different views on what constitutes legitimate trade governance, and the role of transparency, participation, and accountability herein.

AbstractDonald Trump assumed office in January 2017, committed to revamping US foreign policy and putting ‘America First’. The clear implication was that long-held international commitments would be sidelined where, in Trump’s view, the American interest was not being served. NATO, in the crosshairs of this approach, has managed to ride out much of the criticism Trump has levelled against it. Written off as ‘obsolete’ by the American president, it has fared better in the Trump era than many commentators had predicted. NATO exemplifies a tendency in US foreign policy, which pre-dates Trump, where open criticism stops short of abandonment. This pattern has continued since 2017 and indicates a preference for voice over exit. As such, it suggests that Trump’s foreign policy is not always as illogical as many have assumed. Logic is borne of institutional context: Trump has chosen to articulate voice where institutionalisation makes exit unviable. Institutional resilience in general and NATO’s case specifically has a wider relevance, both for transatlantic relations and international order.

At the twentieth anniversary of the World Trade Organization (WTO), the WTO’s dispute settlement system is celebrated as one of the organization’s biggest achievements. Although powerful members such as China, the European Union (EU), and the United States are regularly on the losing side of WTO trade disputes, overall support for the system remains high. If anything, it has increased over time, with early criticism by civil society waning. Compare this situation to investor-state dispute settlement (ISDS), centered around the World Bank’s International Centre for Settlement of Investment Disputes (ICSID). ISDS, which started in earnest around the same time that the WTO was created, is under fire not only in capital-importing countries ranging from Ecuador, Indonesia, and South Africa but also in capital-exporting nations such as Australia, Germany, and the United States. Indeed, in the ongoing EU-U.S. negotiations over a Transatlantic Trade and Investment Partnership (TTIP), ISDS emerged as one of the biggest bones of contention.

The Transatlantic Trade and Investment Partnership (TTIP) is a controversial subject, but at the same time it is perceived to be the most comprehensive international agreement on free trade and investment protection. Among the topics that evoke criticism on the part of different social groups is the investor‑state dispute‑settlement (ISDS), as well as its legal consequences for the EU Member states. A less discussed issue is the potential implications of the agreement on the state of economic co‑operation between the European Union and the USA in the field of investment flows, with special reference to foreign direct investment (FDI). The aim of this paper is to present the discussion related to the ISDS and examine some of the economic, political and legal implications of TTIP provisions for FDI flows between the EU and the USA. The proposals of the European Commission to change the investment protection system might be treated as an attempt to make the system of arbitrage more transparent and convincing to societies, and safer for states. The effects of the TTIP agreement for FDI between both partners might be dependent on the scale of trade creation and diversion effects, and the mirror effects of investment creation and diversion under a free trade area.

PurposeThe present paper uses Twitter to analyze the current state of the worldwide, Spanish-language, independent publishing market. The main purposes are to determine whether certain Latin American Spanish-language independent publishers function as gatekeepers of world literature and to analyze the geopolitical structure of this global market, addressing both the Europe-America dialectic and neocolonial practices.Design/methodology/approachAfter selecting the sample of publishers, the authors conducted a search for their Twitter profiles and located 131; they then downloaded data from the corresponding Twitter APIs. Finally, they applied social network analysis to study the presence of and interaction between the sample of independent publishers on this social media.FindingsThe results provide data-based evidence supporting the hypothesis of some literary critics who suggest that in Latin America, certain publishers act as gatekeepers to the mainstream book market. Therefore, Twitter could be considered a valid source of information to address the independent book market in Spanish. By extension, this approach could be applied to other cultural industries in which small and medium-sized agents develop a digital presence in social media.Originality/valueThis paper combines social network analysis and literary criticism to provide new evidence about the Spanish-language book market. It helps validate the aforementioned hypothesis proposed by literary critics and opens up new paths along which to pursue an interpretative, comparative analysis.

ABSTRACTCommander John P. Cheyne, R.N. (1826–1902) is a forgotten figure in the history of nineteenth-century polar exploration. A veteran of three expeditions in search of the missing Franklin expedition, his retirement was atypical of the many naval officers who had served in the Arctic. Late in 1876, after the disappointing return of the British Arctic expedition under George Strong Nares, Cheyne first announced his grand plans to reach the North Pole by balloon. He embarked on a transatlantic lecture tour in an effort to raise funds. It was a novel proposal that captured public imagination, but also drew wide criticism, and sometimes ridicule. This paper draws upon a study of primary and secondary materials: original manuscripts and correspondence, British and American newspapers and the illustrated press, souvenirs, pamphlets, and periodical reviews. This is a neglected episode in the history of polar exploration and in the history of aeronautics more generally, and it is a story of naivety and optimism, bravado and speculation. This paper examines the prevailing currents of public opinion of the value of exploration in this period, the debates surrounding new techniques of polar travel, and the changing image of the explorer. Both aeronautical pioneer and itinerant showman, Cheyne was increasingly maligned as a charlatan and lunatic. He proved unable to realise his dream of polar flight.

Alan Collins is to be congratulated for highlighting the role Gorbachev’s strategy of Graduated Reciprocation in Tension Reduction (GRIT) played in ending the military conflict between East and West. By offering an alternative view to the conservative opinion that America’s material strength forced the Soviets into submission, it suggests that statesmen caught in security dilemmas have real options and are not simply forced to compete for power. As a policy that fostered transparency which assisted the creation of security regimes, GRIT undoubtedly played a role in the way the military conflict ended. Yet the Cold War was not simply about the military balance. Collins’ account of this period is restricted by his bias towards state-centric and rationalist explanations of state behaviour. He underestimates the role ideology played in ending the Cold War and as such only offers half a Cold War story. The influence of the US during this period, as a cautious agent of liberal individualism, is completely ignored, yet, as this reply demonstrates, it is crucial to understanding the way the US reciprocated Soviet policies. Moreover, if ‘debate over what the Cold War was is part of the politics of deciding what the post-Cold War is’, the significance of this criticism is not merely academic. The implication of Collins’ unwritten assumption that state’s identities are egoistic is that a security community based on a common identity is impossible. The lesson that the Cold War, as opposed to the military conflict, only ended when a common identity based on liberal individualism was instituted, suggests that a transatlantic security community including Russia was and still is a possibility.

The premise of the article is the contention that Beckett studies have been focused too much on the philosophical, cultural and psychological dimensions of his established canon, at the expense of the artistry. That research on Beckett's work is issue-driven rather than otherwise, and the slender extant body of criticism specifically on his poetic achievements bears no comparison with the massive exploration of the other facets of Beckett's artistic activity. The critical neglect of Beckett's poetry may not be commensurate with the quality of his verse. And it is in the spirit of remedying this oversight that the present article is offered, focusing on ‘Enueg I’, a representative poem from Echo's Bones, which exhibits all the salient features of Beckett's early poetry. It is argued that Beckett's early verse display the twofold influence, that of the transatlantic Modernism of Eliot and Pound, and of French poetry, specifically the visionary and experimental works of Rimbaud, Apollinaire, and the surrealists. Furthermore, the article also demonstrates that ‘Enueg I’ testifies to Beckett's ambition to compose a complex long Modernist poem in the vein of The Waste Land or The Cantos. Beckett's ‘Enueg I’ has much in common with Eliot's exemplary disjunctive Modernist long poem. Both poems are premised on the acutely felt cultural crisis and display the similar tenor in their ending. Finally, they both close with the vision of the doomed and paralyzed world, and the prevalent sense of sterility and dissolution. In the subsequent analysis, which takes up the bulk of the article, careful attention is paid to the patterning of the verbal material, including also the most fundamental level, that of the arrangements of phonemes, with a view to uncovering the underlying network of sound patterns, which contributes decisively to the semantic dimension of the poem.

The article investigates approaches taken by major political parties and civil society in the FRG toward the Transatlantic partnership. It reveals the tendencies of the prospective promotion of Berlin’s cooperation with Washington; the article also gives a forecast of further interaction between the EU and the USA, indicates the direction of discourse regarding the future Russia–Germany relations model in the context of the Ukrainian crisis and in reference to the increased transatlantic solidarity. Disputes in German socio-political circles on the issue of the FRG’s policy toward the U.S. are emerging all the time, but they have to be considered within a concrete historical and political context. Being of primary significance for all German chancellors, the Trans-Atlantic factor has been shaping itself in a controversial way as to the nation’s public opinion. This has been confirmed by many opinion polls, including the survey on the signing of the EU–U.S. Agreement on the Trans-Atlantic Trade and Investment Partnership. Chancellor A. Merkel is playing an important role: she is either ascribed full compliancy with Washington, or is being tentatively shown as a consistent government figure in advancing and upholding of Germany's and the EU's interests. A. Merkel has implemented her peace-seeking drive in undoing the Ukrainian tangle by setting up the “Normandy format” involving the leaders of Germany, France, Russia and Ukraine while having cleared it through with the U.S. President B. Obama well in advance. Despite the increasing criticism of Washington’s policy among some part of Germans, for the majority of German voters, the USA remains a country of implementable hopes, the only power in the world possessing a high education level and the most advanced technologies. Americans, for their part, are confident of the important role that Berlin plays in world politics, particularly in what concerns the maintenance of unity within the EU. Berlin aims at further constructive interaction with the USA in the frame of NATO as well as within other Trans-Atlantic formats. Notwithstanding the steady tendency toward increasing of the Washington policy’s critical perception degree in German society, officially Berlin continues as Washington’s true ally, partner and friend. There is every reason to believe that after the 2017 Bundestag elections, the new (the former) Chancellor will have to face a modernized Trans-Atlantic partnership philosophy, with a paradigm also devised in the spirit of the bloc discipline and commitments to allies. The main concern for Berlin is not to lose its sovereign right of decision-making, including the one that deals with problems of European security and relations with Moscow. Regrettably, Germany is not putting forward any innovative ideas on aligning a new architecture of European security with Russia’s participation. Meanwhile, German scholars and experts are trying to work out a tentative algorithm of a gradual return to the West’s full-fledged dialogue with Russia, which, unfortunately, is qualified as an opponent by many politicians. Predictably, the Crimea issue will remain a long-lasting political irritant in relations between Russia and Germany. Although not every aspect of Berlin’s activation in its foreign policy finds support of the German public, and the outburst of anti-American feeling is obvious, experts believe that the government of the FRG is “merely taking stock of these phenomena and ignores them”. Evident is the gap between the government's line and the feeling of the German parties’ basis – the public. It is noteworthy that the FRG has not yet adopted the Law on Holding General Federal Referendums on key issues of the domestic and foreign policy. There is every indication to assume that the real causes of abandoning the nationwide referendums are the reluctance of the German ruling bureaucracy and even its apprehensions of the negative voting returns on sensitive problems, – such as basic documents and decisions of the EU, the export of German arms, relations with the U.S., etc. The harmony between Berlin’s "Realpolitik" and German public opinion is not yet discernible within the system of Trans-Atlantic axes.

Abstract Enzensberger’s sustained engagement with Latin American thinkers and literary forms was central to his attempts to shift the parameters of West German debates on literature and politics in the 1960 s. Attention to Latin American exchanges and influences challenges simplistic criticisms of his Eurocentrism and demonstrates how the novel cultural constellations that underlie Enzensberger’s genre innovation engender productive inroads into transatlantic comparative projects.

The article examines US–France relations, in particular within the NATO framework, as well as positions of France in the Alliance, its participation in NATO operations and its desire to play a more active role in this organization. The pilot of American interests in the Asian-Pacific region and events in Ukraine revive aspirations of Europeans for more active building of the “European defense”. The France-Britain military collaboration is developing intensively. However, France considers the formation of the “European army” as a question of a very long-term perspective. The article also examines the stance of France on the free trade zone between the EU and the U.S. The Atlantic solidarity is one of the most important directions in the French foreign policy. In power, Francois Hollande continues his predecessor's policy in this sphere. Nowadays, France demonstrates the accordance with the US almost in all international issues from Syria to Ukraine. France has shown its dependence on the US policy in such questions as “Mistrals” delivery to Russia and the attitude to the Ukrainian crisis. The scandal around the American ANB spying after French political and business elite did not destroy this dependence. The participation of France in NATO is the most important format of transatlantic relations. The French expert association and opposition forces constantly criticize the transatlantic direction of Hollande's foreign policy. The greater and greater part of French elite stands for the returning of an independent voice of France in international affairs. The great anxiety in French society is provoked by the U.S. pulling into the crusade against Russia. However, in the present situation, French leaders are not going to spoil relations with their transatlantic partner, because they believe that only together with the U.S. they can counter contemporary challenges of the modern world.

In recent years investor–state arbitration has faced a number of criticisms, such as the pro-investor allegation, the lack of transparency and the regulatory chilling effect. In 2015, the EU proposed an Investment Court System (ICS) in the investment chapter of the Transatlantic Trade and Investment Partnership negotiated between the EU and the US. This new mechanism is designed to improve the investor–state dispute settlement mechanisms, in particular the investor–state arbitration. A unique feature of the ICS is that it deprives the right of the disputing parties to appoint arbitrators. This is an apparent departure from the common practice of conventional investor–state arbitration, such as that conducted under the rules of the International Centre for Settlement of Investment Disputes. This new approach seems to formulate itself on the pro-investor hypothesis that asserts that the appointment of an arbitrator by an investor will lead to the appointee’s bias in favour of the investor. This paper assesses whether such methodology is justifiable and necessary by discussing the pro-investor allegation and rebutting it with empirical evidence. This paper considers the challenge procedure as the more appropriate and practical safeguard against an arbitrator’s bias.

AbstractThe article discusses the evolution from the 1966–1967 “first” Russell Tribunal, an unofficial and political gathering that censured the USA for its aggression in Vietnam, to the “second” Russell Tribunal, which took place in Rome and Brussels between 1974 and 1976 and put human rights violations in Latin America in the international spotlight. Both Tribunals shared a profound anti-Americanism and an explicit proximity to Third Worldism. Yet, there was also an important difference, since the language of human rights shaped only the “second” Tribunal. The article is mostly based on documentary sources held by the Fondazione Lelio and Lisli Basso in Rome. This choice is based on the importance Italian Senator Lelio Basso had for the Tribunal. Basso was the main organizer and the driving force of the Tribunal and coordinated many transnational groups in support of this event. Moreover, his intellectual reflections on decolonization as a revolutionary force and his fierce anti-Americanism offered a blueprint for the proceedings and the sentence of the Tribunal. Bringing together the recent literature on the emergence of human rights during the 1970s and that on European anti-Americanism, the article shows how some prominent European intellectuals and politicians appropriated human rights jargon to criticize American foreign policy and denounce its responsibilities for ongoing human rights violations in Latin America. In doing so, it argues that the human rights language renewed European anti-Americanism during the 1970s.

AbstractThis essay argues that by challenging the rectitude of American intervention in Vietnam, The Quiet American is the means by which Greene criticises the American exceptionalism of the post-World War 2 era. It shows how the nation’s exceptionalism is built upon a fantasy of American idealism that masks the true intentions hidden behind America’s crusade against Communism. It proposes also that Greene uses his novel to highlight the existence of a European exceptionalism as potent as its transatlantic equivalent, and one much overlooked in contemporary discourse on Vietnam. The crux of Greene’s critique is located in Alden Pyle. Propped up by what Said describes as “structures of attitude and reference”, the article argues that Pyle’s rhetoric and actions demonstrate the blind commitment to American exceptionalism that Greene challenges in the text. The essay uses Donald Pease’s concept of the State of Exception to draw a parallel between the British journalist Thomas Fowler and Pyle to argue that in orchestrating the assassination of the latter, Fowler adopts the moral purpose that had prompted much of the American aid worker’s actions throughout the novel. It argues that this European version of exceptionalism comes from what Greene believed to be the suitability of European powers to oversee change in Vietnam, one that America was ill-equipped to handle. The essay ends by suggesting that The Quiet American was not so much what Diana Trilling described as “Mr Greene’s affront to America”, but an attempt to defend Europe amidst the onset of American dominance.

Abstract This article explores the religious response of one neglected writer to the evolutionary philosophy of Herbert Spencer. William Todd Martin was a minister of the Presbyterian Church in Ireland and in 1887 published The Evolution Hypothesis: A Criticism of the New Cosmic Philosophy. The work demonstrates the essentially contested nature of “evolution” and “creation” by showing how a self-confessed creationist could affirm an evolutionary understanding of the natural world and species transformation. Martin's approach reflected a transatlantic Presbyterian worldview that saw the harmony of science and religion on the basis of Calvinism, Baconianism and Scottish Common Sense philosophy. Martin's critique is also relevant to issues that continue to animate philosophers of science and religion, including the connections between mind and matter, morality and consciousness in a Darwinian framework, and the relationship between subjective conscious experience and evolutionary physicalism. Martin was able to anticipate these debates because his critique was essentially philosophical and theological rather than biological and biblicist.

AbstractThis essay heeds Yopie Prins’s recent call to abandon critical attempts to recover the subjectivity of (real) poetesses and instead to look at the culturally constructed figure of the “poetess.” It describes the early reception history of American poetess Lucretia Davidson who died at 16, (possibly of anorexia nervosa). Focused as it was on her death, this transatlantic body of criticism (Southey, Poe) and tribute (Desbordes-Valmore, Karolina Pavlova) offers to the poetess tradition a women’s ethic of self-sacrifice enabling a female form of literary transmission that celebrates women’s interchangeability rather than their uniqueness. An elegy by French poetess Marceline Desbordes-Valmore manipulates Davidson’s image as a means of insisting on the abstemiousness (to the point of death) of the poetess figure despite her hyperproductivity, and then ultimately insists upon the interchangeability and solidarity of women poets. In contrast, Karolina Pavlova’s elegy to Davidson carves out of this transmissible figure her own particular identity, leading to the masculinization of Pavlova’s poetry by Russian critics – and, unfortunately, to Pavlova’s subsequent obscurity. This essay leaves open the question as to which of these two elegists made the “better” choice, delineating instead options for transcontinental women poets in shaping their own subsequent transmission.

<p>This paper responds to the generous comments by Alexander Klein and Cheryl Misak on my “American Pragmatism and the Vienna Circle: The Early Years”. First, besides offering some clarification of my original thesis, I argue that Jerusalem was not liable to the anti-Spencerian criticisms by James that Klein adduces in the course of defending James against the charge of psychologism. Then I investigate the impact of Wittgenstein’s Ramsey-derived pragmatism, importantly foregrounded by Misak, on the Vienna Circle and argue that it was mainly limited to Schlick but not recognized as pragmatist, also leaving unaffected the impact of James’s pragmatism on Frank, Hahn and Neurath specified in my original paper. That said, Klein’s and Misak’s comments add significantly to our understanding of long-neglected transatlantic philosophical connections in the early twentieth century.</p><p> </p>

The Mueller investigation into Russian interference in the US 2016 Presidential election has dogged the Trump administration, almost from the beginning of its time in office. The impact of the probe is widespread and affecting the United States in myriad ways both domestically and in foreign policy. We contend that, regarding US-European relations, the Mueller investigation is hastening two broad trends. Firstly, the continuing revelations are pushing the traditional US foreign policy establishment closer towards Europe. Secondly, and simultaneously, these revelations, as well as the continued actions of the President himself, are acting as a source of tension in US-European relations that are pushing European elites into awkward policy choices. The Mueller investigation has uncovered an ill-defined Russian strategy of sowing discord during the 2016 election cycle, matching other initiatives in Europe itself. In the rhetoric of prominent American politicians, it has succeeded. Donald Trump has been loath - unlike his verboseness towards the majority of the US's traditional allies - to criticise the Russian state. Meanwhile, the US Congress has tightened sanctions against Russia. While Trump has distanced himself from the European Union on issues such as the Paris Agreement on Climate Change and the Iranian Nuclear Deal, other parts of the US polity – from city to mayors to state governors and Congress itself – have sought to reinforce relationships with European countries. The forthcoming 2018 midterm Congressional elections are likely to result in an exacerbation of the process, particularly if there are further allegations of Russian cyber-attacks. The impact on European leaders is varied. Whereas the German government wants to push ahead with a new gas pipeline, which would increase reliance on Russian energy supplies, the EU has thus far held firm over sanctions and presented a united front denouncing the alleged Russian state-sponsored use of a nerve agent in Britain. This paper will aim to explore the impact of the Mueller investigation on these two trends and the effect on wider US-European relations.

Introduction In The X-Files episode “Humbug”, agents Scully and Mulder travel to Florida to investigate a series of murders taking place in a community of sideshow performers, or freaks. At the episode’s end, one character, a self-made freak and human blockhead, muses on the future of the freak community:twenty-first century genetic engineering will not only eradicate the Siamese twins and the alligator-skinned people, but you’re going to be hard-pressed to find a slight overbite or a not-so-high cheek bone … . Nature abhors normality. It can’t go very long without creating a mutant. (“Humbug”) Freaks, he says, are there to remind people of the necessity of mutations. His observation that genetic engineering will eradicate anomalies of nature accurately illustrates the gradual shift that society was witnessing in the late twentieth century away from the anomalous freak and toward surgical perfection. Yet this desire for perfection, which has manifested itself in often severe surgical deformities, has seen a shift in what constitutes the freak for a contemporary audience, turning what was once an anomaly into a mass-produced creation. While the freaks of the nineteenth and early twentieth century were born with facial or anatomical deformities that warranted their place in the sideshow performance (bearded ladies, midgets, faints, lobster men, alligator-skinned people, etc.), freaks of the twenty-first century can be seen as something created by a plastic surgeon, a shift which undermines the very understanding of freak ontology. As Katherine Dunne put it: “a true freak cannot be made. A true freak must be born” (28). In her discussion of the monstrous body, Linda Williams writes that “the monster’s body is perceived as freakish in its possession of too much or too little” (63). This may have included a missing or additional limb, distorted sizes and heights, and anatomical growths. John Merrick, or the “Elephant Man” (fig. 1), as he was famously known, perfectly embodied this sense of excess that is vital to what people perceive as the monstrous body. In his discussion of freaks and the freakshow, Robert Bogdan notes that promotional posters exaggerated the already-deformed nature of freaks by emphasising certain physical anomalies and turning them into mythological creatures: “male exhibits with poorly formed arms were billed as ‘The Seal Man’; with poorly formed legs, ‘the Frog Man’; with excesses of hair, ‘The Lion Man’ or ‘Dog Boy’” (100). During its prime the freak show was a place where human deviance was valuable, and in that sense valued” (Bogdan 268). Many freaks were presented as “human wonders”, while “their claims to fame were quite commonplace” (Bogdan 200). Indeed, Bogdan argues that “while highly aggrandized exhibits really were full of grandeur, with respectable freaks the mundane was exploited as amazing and ordinary people were made into human wonders” (200). Lucian Gomoll similarly writes that freakshows “directed judgement away from the audience and onto the performers, assuring observers of their own unmarked normalcy” (“Objects of Dis/Order” 205).The anomalous nature of the freak therefore promoted the safety of normality at the same time as it purported to showcase the brilliance of the extraordinary. While the freaks themselves were normal, intelligent people, the freakshow served as a vehicle to gaze at oneself with a sense of relief. As much as many freakshows attempt to dismantle notions of normality, they serve to emphasise empathy, not envy. The anomalous freak is never an envied body; the particular dimensions of the freakshow mean that it is the viewer who is to be envied, and the freak who is to be pitied. From Freakshow to SideshowIn nineteenth-century freakshows, exploitation was rife; as Alison Piepmeier explains, “many of the so-called Aztecs, Pinheads, and What Is Its?”, were, in fact, “mentally disabled people dressed in wild costumes and forced to perform” (53). As a result, “freakishness often implied loss of control over one’s self and one’s destiny” (53). P.T. Barnum profited from his exploitation of freaks, while many freaks themselves also benefited from being exhibited. As Jessica Williams writes, “many freak show performers were well paid, self-sufficient, and enjoyed what they did” (69). Bogdan similarly pointed out that “some [freaks] were exploited, it is true, but in the culture of the amusement world, most human oddities were accepted as showmen. They were congratulated for parlaying into an occupation [that], in another context, might have been a burden” (268). Americans of all classes, Anissa Janine Wardi argues, enjoyed engaging in the spectacle of the freak. She writes that “it is not serendipitous that the golden age of the freak show coincided with the building of America’s colonial empire” (518). Indeed, the “exploration of the non-Western world, coupled with the transatlantic slave trade, provided the backdrop for America’s imperialist gaze, with the native ‘other’ appearing not merely in the arena of popular entertainment, but particularly in scientific and medical communities” (518). Despite the accusations levelled against Barnum, his freakshows were seen as educational and therefore beneficial to both the public and the scientific community, who, thanks to Barnum, directly benefited from the commercialisation of and rising public interest in the freak. Discussing “western conventions of viewing exotic others”, Lucian Gomoll writes that “the freak and the ‘normal’ subject produced each other in a relationship of uneven reciprocity” (“Feminist Pleasures” 129). He writes that Barnum “encouraged onlookers to define their own identities in contrast to those on display, as not disabled, not animalistic, not androgynous, not monstrous and so on”. By the twentieth century, he writes, “shows like Barnum’s were banned from public spaces as repugnant and intolerable, and forced to migrate to the margins” (129).Gomoll commends the Freakatorium, a museum curated by the late sword swallower Johnny Fox, as “demonstrating and commemorating the resourcefulness and talents of those pushed to the social margins” (“Objects of Dis/Order” 207). Gomoll writes that Fox did not merely see freaks as curiosities in the way that Barnum did. Instead, Fox provided a dignified memorial that celebrated the uniqueness of each freak. Fox’s museum displays, he writes, are “respectable spaces devoted to the lives of amazing people, which foster potential empathy from the viewers – a stark contrast to nineteenth-century freakshows” (205). Fox himself described the necessity of the Freakatorium in the wake of the sideshow: New York needs a place where people can come see the history of freakdom. People that were born with deformities that were still amazing and sensitive people and they allowed themselves to be viewed and exhibited. They made a good living off doing that. Those people were to be commended for their courageousness and bravery for standing in front of people. (Hartzman)Fox also described the manner in which the sideshow circuit was banned over time:then sideshows went out because some little girl was offended because she thought the only place she could work was the sideshow. Her mother thought it was disgraceful that people exhibited themselves so she started calling the governor and state’s attorney trying to get sideshows banned. I think it was Florida or South Carolina. It started happening in other states. They said no exhibiting human anomalies. These people who had been working in sideshows for years had their livelihood taken away from them. What now, they’re supposed to go be institutionalized? (Hartzman) Elizabeth Stephens argues that a shift occurred in the early twentieth century, and that by the late ‘30s “people with physical anomalies had been transformed in the cultural imagination from human oddities or monsters to sick people requiring diagnoses and medical intervention” (Stephens). Bogdan noted that by the 1930s, “the meaning of being different changed in American society. Scientific medicine had undermined the mystery of certain forms of human variation, and the exotic and aggrandized modes had lost their flamboyant attractiveness” (274). So-called freaks became seen as diseased bodies who “were now in the province of physicians, not the general public” (274). Indeed, scientific interest transformed the freak into a medical curiosity, contributing to the waning popularity of freakshows. Ironically, although the freaks declined in popularity as they moved into the medical community, medicine would prove to be the domain of a new kind of freak in the ensuing years. The Manufactured Freak As the freakshow declined in popularity, mainstream culture found other subjects whose appearance provoked curiosity, awe, and revulsion. Although plastic surgery is associated with the mid-to-late twentieth century and beyond, it has a long history in the medical practice. In A History of Plastic Surgery, Paolo Santoni-Rugiu and Philip J. Sykes note that “operations for the sole purpose of improving appearances came on the scene in 1906” (322). Charles C. Miller was one of the earliest pioneers of plastic surgery; Santoni-Rugiu and Sykes write that “he never disguised the fact that his ambition was to do Featural Surgery, correcting imperfections that from a medical point of view were not considered to be deformities” (302). This attitude would fundamentally transform notions of the “normal” body. In the context of cosmetic surgery, it is the normal body that becomes manipulated in order to produce something which, despite intentions, proves undoubtedly freakish. Although men certainly engage in plastic surgery (notably Igor and Grichka Bogdanoff) the twenty-first century surgical freak is synonymous with women. Kirsty Fairclough-Isaacs points out the different expectations levelled against men and women with respect to ageing and plastic surgery. While men, she says, “are closely scrutinised for attempting to hide signs of ageing, particularly hair loss”, women, in contrast, “are routinely maligned if they fail to hide the signs of ageing” (363). She observes that while popular culture may accept the ageing man, the ageing woman is less embraced by society. Consequently, women are encouraged—by the media, their fans, and by social norms around beauty—to engage in surgical manipulation, but in such a way as to make their enhancements appear seamless. Women who have successful plastic surgery—in the sense that their ageing is well-hidden—are accepted as having successfully manipulated their faces so as to appear flawless, while those whose surgical exploits are excessive or turn out badly become decidedly freakish. One of the most infamous plastic surgery cases is that of Jocelyn Wildenstein, also known as “catwoman”. Born Jocelynnys Dayannys da Silva Bezerra Périsset in 1940, Wildenstein met billionaire art dealer Alec N. Wildenstein whom she married in the late 1970s. After discovering her husband was being unfaithful, Wildenstein purportedly turned to cosmetic surgery in order to sculpt her face to resemble a cat, her husband’s favourite animal. Ironically but not surprisingly, her husband purportedly screamed in terror when he saw his wife’s revamped face for the first time. And although their relationship ended in divorce, Wildenstein, dubbed “the Bride of Wildenstein”, continued to visit her plastic surgeon, and her face became progressively more distorted over the years (Figure 2). The exaggerated and freakish contours of Wildenstein’s face would undoubtedly remind viewers of the anatomical exaggerations seen in traditional freaks. Yet she does not belong to the world of the nineteenth century freak. Her deformities are self-inflicted in an attempt to fulfil certain mainstream beauty ideals to exaggerated lengths. Like many women, Wildenstein has repeatedly denied ever having received plastic surgery, claiming that her face is natural, while professing admiration for Brigitte Bardot, her beauty idol. Such denial has made her the target of further criticism, since women are not only expected to conceal the signs of ageing successfully but are also ironically expected to be honest and transparent about having had work done to their faces and bodies, particularly when it is obvious. The role that denial plays not just in Wildenstein’s case, but in plastic surgery cases more broadly, constitutes a “desirability of naturalness” (122), according to Debra Gimlin. There is, she argues, an “aesthetic preference for (surgically enhanced) ‘naturalness’” (122), a desire that sits between the natural body and the freak. This kind of appearance promotes more of an uncanny naturalness that removes signs of ageing but without being excessive; as opposed to women whose use of plastic surgery is obvious (and deemed excessive according to Williams’ “monstrous body”) the unnatural look that some plastic surgery promotes is akin to an absence of normal features, such as wrinkles. One surgeon that Gimlin cites argues that he would not remove the wrinkles of a woman in her 60s: “she’s gonna look like a freak without them”, he says. This admission signifies a clear distinction between what we understand as freakish plastic surgery (Wildenstein) and the not-yet-freakish appearance of women whose surgically enhanced appearance is at once uncanny and accepted, perpetuating norms around plastic surgery and beauty. Denial is thus part of the fabric of performing naturalness and the desire to make the unnatural seem natural, adding another quasi-freakish dimension to the increasingly normalised appearance of surgically enhanced women. While Wildenstein is mocked for her grotesque appearance, in addition to her denial of having had plastic surgery, women who have navigated plastic surgery successfully are congratulated and envied. Although contemporary media increasingly advocates the ability to age naturally, with actresses like Helen Mirren and Meryl Streep frequently cited as natural older beauties, natural ageing is only accepted to the extent that this look of naturalness is appeasing. Unflattering, unaltered naturalness, on the other hand, is demonised, with such women encouraged to turn to the knife after all in order to achieve a more acceptable look of natural ageing, one that will inevitably and ironically provoke further criticism. For women considering plastic surgery, they are damned if they do and damned if they don’t. Grant McCracken notes the similarities between Wildenstein and the famous French body artist Orlan: “like Orlan, Wildenstein had engaged in an extravagant, destructive creativity. But where Orlan sought transformational opportunity by moving upward in the Renaissance hierarchy, toward saints and angels, Wildenstein moved downwards, toward animals” (25). McCracken argues that it isn’t entirely clear whether Orlan and Wildenstein are “outliers or precursors” to the contemporary obsession with plastic surgery. But he notes how the transition of plastic surgery from a “shameful secret” to a ubiquitous if not obligatory phenomenon coincides with the surgical work of Orlan and Wildenstein. “The question remains”, he says, “what will we use this surgery to do to ourselves? Orlan and Wildenstein suggest two possibilities” (26).Meredith Jones, in her discussion of Wildenstein, echoes the earlier sentiments of Williams in regards to the monster’s body possessing too much or too little. In Wildenstein’s case, her freakishness is provoked by excess: “when too many body parts become independent they are deemed too disparate: wayward children who no longer lend harmony or respect to their host body. Jocelyn Wildenstein’s features do this: her cheeks, her eyes, her forehead and her lips are all striking enough to be deemed untoward” (125). For Jones, the combination of these features “form a grotesquery that means their host can only be deemed, at best, perversely beautiful” (125). Wildenstein has been referred to as a “modern-day freak”, and to a certain extent she does share something in common with the nineteenth century freak, specifically through the manner in which her distorted features invite viewers to gawk. Like the Elephant Man, her freakish body possesses “too much”, as Williams put it. Yet her appearance evokes none of the empathy afforded traditional freaks, whose facial or anatomical deformities were inherent and thus cause for empathy. They played no role in the formation of their deformities, only reclaiming agency once they exhibited themselves. While Wildenstein is, certainly, an anomaly in the sense that she is the only known woman who has had her features surgically altered to appear cat-like, her appearance more broadly represents an unnerving trajectory that reconstructs the freak as someone manufactured rather than born, upending Katherine Dunne’s assertion that true freaks are born, not made. Indeed, Wildenstein can be seen as a precursor to Nannette Hammond and Valeria Lukyanova, women who surgically enhanced their faces and bodies to resemble a real-life Barbie doll. Hammond, a woman from Cincinnati, has been called the first ‘Human Barbie’, chronicling the surgical process on her Instagram account. She states that her children and husband are “just so proud of me and what I’ve achieved through surgery” (Levine). This surgery has included numerous breast augmentations, botox injections and dental veneers, in addition to eyelash extensions and monthly fake tans. But while Hammond is certainly considered a “scalpel junkie”, Valeria Lukyanova’s desire to transform herself into a living Barbie doll is particularly uncanny. Michael’s Idov’s article in GQ magazine titled: “This is not a Barbie Doll. This is an Actual Human Being” attests to the uncanny appearance of Lukyanova. “Meeting Valeria Lukyanova is the closest you will come to an alien encounter”, Idov writes, describing the “queasy fear” he felt upon meeting her. “A living Barbie is automatically an Uncanny Valley Girl. Her beauty, though I hesitate to use the term, is pitched at the exact precipice where the male gaze curdles in on itself.” Lukyanova, a Ukrainian, admits to having had breast implants, but denies that she has had any more modifications, despite the uncanny symmetry of her face and body that would otherwise allude to further surgeries (Figure 3). Importantly, Lukyanova’s transformation both fulfils and affronts beauty standards. In this sense, she is at once freakish but does not fit the profile of the traditional freak, whose deformities are never confused with ideals of beauty, at least not in theory. While Johnny Fox saw freaks as talented, unique individuals, their appeal was borne of their defiance of the ideal, rather than a reinforcement of it, and the fact that their appearance was anomalous and unique, rather than reproducible at whim. Figure 3: Valeria Lukyanova with a Barbie Doll <http://shorturl.at/mER06>.Conclusion As a modern-day freak, these Barbie girls are a specific kind of abomination that undermines the very notion of the freak due to their emphasis on acceptance, on becoming mainstream, rather than being confined to the margins. As Jones puts it: “if a trajectory […] is drawn between mainstream cosmetic surgery and these individuals who have ‘gone too far’, we see that while they may be ‘freaks’ now, they nevertheless point towards a moment when such modifications could in fact be near mainstream” (188). The emphasis that is placed on mainstream acceptance and reproducibility in these cases affronts traditional notions of the freak as an anomalous individual whose features cannot be replicated. But the shift that society has seen towards genetic and surgical perfection has only accentuated the importance of biological anomalies who affront the status quo. While Wildenstein and the Barbie girls may provoke a similar sense of shock, revulsion and pity as the Elephant Man experienced, they possess none of the exceptionality or cultural importance of real freaks, whose very existence admonishes mainstream standards of beauty, ability, and biology.
