This chapter discusses Article 5 of the ATT. Article 5 sets out the obligation to implement the ATT at the national level, in particular by establishing and maintaining a national control system for the transfer of conventional arms and integral parts and components and for ammunition/munitions. It should be noted that this is the only provision that obliges states parties to set up national mechanisms to regulate conventional arms transfers, as opposed to transfers of parts and components and ammunition/munitions. In addition, Article 5 offers detail on the scope of the treaty outlined in Article 2(1) by requiring each state party to regulate battle tanks, armoured combat vehicles, large-calibre artillery systems, combat aircraft, attack helicopters, warships, and missiles and missile launchers in accordance with the United Nations Register of Conventional Arms (UNROCA) and small arms and light weapons, as defined under the 2005 International Tracing Instrument.

This volume is the first book to focus specifically on the topic of comparative glossing. It brings together new research on glossing practices from traditions in both the West and East Asia, with a focus on Japan. It also touches on the relation between glossing in the medieval manuscript tradition and the modern linguistic use of the gloss. Its purpose is to present a sample of the most recent studies on glossing as it is practiced across very different parts of the world, highlighting the many shared features found across space and time. Glosses take many forms and serve numerous functions according to when and where they are produced. They constitute a cross-cultural phenomenon anchored in language, and are the manifestation of hermeneutic processes involved in the transfer of knowledge from one linguistic area to another. Glosses are an integral part of all the stages of this transfer, which is characterized by the necessity to decode and explain the message, encompassing basic grammatical commentary and wider exegetical discussions.

Abstract:
Main notions and ideas of wave (weak) turbulence theory are explained with the help of Hamiltonian approach to wave dynamics, and are applied to waves in RSW model. Derivation of kinetic equations under random-phase approximation is explained. Short inertia–gravity waves on the f plane, short equatorial inertia–gravity waves, and Rossby waves on the beta plane are then considered along these lines. In all of these cases, approximate solutions of kinetic equation, annihilating the collision integral, can be obtained by scaling arguments, giving power-law energy spectra. The predictions of turbulence of inertia–gravity waves on the f plane are compared with numerical simulations initialised by ensembles of random waves. Energy spectra much steeper than theoretical are observed. Finite-size effects, which prevent energy transfer from large to short scales, provide a plausible explanation. Long waves thus evolve towards breaking and shock formation, yet the number of shocks is insufficient to produce shock turbulence.

This chapter is a review of the recently established quantum-classical correspondence for integrable systems based on the construction of the master T-operator. For integrable inhomogeneous quantum spin chains with gl(N)-invariant R-matrices in finite-dimensional representations, the master T-operator is a sort of generating function for the family of commuting quantum transfer matrices depending on an infinite number of parameters. Any eigenvalue of the master T-operator is the tau-function of the classical modified KP hierarchy. It is a polynomial in the spectral parameter which is identified with the 0th time of the hierarchy. This implies a remarkable relation between the quantum spin chains and classical many-body integrable systems of particles of the Ruijsenaars-Schneider type. As an outcome, a system of algebraic equations can be obtained for the spectrum of the spin chain Hamiltonians.

The routine functions of government and private institutions require a continual supply of data about us in order to administer effectively the many services that are an integral part of modern life. The provision of health services, social security, credit, insurance, and the prevention and detection of crime assume the availability of a considerable quantity of personal data and, hence, a willingness by individuals to supply it. The ubiquity of computers and computer networks facilitates almost instant storage, retrieval, and transfer of data, a far cry from the world of manual filing systems. At the core of all data protection legislation is the proposition that data relating to an identifiable individual should not be collected in the absence of a genuine purpose or the consent of the individual concerned. Adherence to, and enforcement of, this idea (and the associated rights of access and correction) has been mixed in the nearly 100 jurisdictions that have enacted data protection legislation. This chapter assesses the extent to which these statutes have succeeded in protecting personal data.

In the twentieth century, Americans have increasingly looked to the schools--and, in particular, to the nation's colleges and universities--as guardians of the cherished national ideal of equality of opportunity. With the best jobs increasingly monopolized by those with higher education, the opportunity to attend college has become an integral part of the American dream of upward mobility. The two-year college--which now enrolls more than four million students in over 900 institutions--is a central expression of this dream, and its invention at the turn of the century constituted one of the great innovations in the history of American education. By offering students of limited means the opportunity to start higher education at home and to later transfer to a four-year institution, the two-year school provided a major new pathway to a college diploma--and to the nation's growing professional and managerial classes. But in the past two decades, the community college has undergone a profound change, shifting its emphasis from liberal-arts transfer courses to terminal vocational programs. Drawing on developments nationwide as well as in the specific case of Massachusetts, Steven Brint and Jerome Karabel offer a history of community colleges in America, explaining why this shift has occurred after years of student resistance and examining its implications for upward mobility. As the authors argue in this exhaustively researched and pioneering study, the junior college has always faced the contradictory task of extending a college education to the hitherto excluded, while diverting the majority of them from the nation's four-year colleges and universities. Very early on, two-year college administrators perceived vocational training for "semi-professional" work as their and their students' most secure long-term niche in the educational hierarchy. With two thirds of all community college students enrolled in vocational programs, the authors contend that the dream of education as a route to upward mobility, as well as the ideal of equal educational opportunity for all, are seriously threatened. With the growing public debate about the state of American higher education and with more than half of all first-time degree-credit students now enrolled in community colleges, a full-scale, historically grounded examination of their place in American life is long overdue. This landmark study provides such an examination, and in so doing, casts critical light on what is distinctive not only about American education, but American society itself.
