In the year of the pandemic transfers from the federal to the regional budgets increased by 50 per cent which led to an increase in budget revenues in most regions and made regional budgets more dependent on federal support. The proportion of earmarked transfers (subventions and subsidies) increased, making reassignment of budgetary funds difficult. The regions were forced to spend additional money on designated projects only, which resulted in further centralisation of budget management. The transfer calculation became less transparent, additional transfers were not linked to the decrease in

Abstract:
Zakat – one of the five pillars of Islam – is an annual obligatory payment, typically equivalent to 2.5 per cent of an individual’s productive wealth, to a set of appropriate recipients, including the poor. The annual global zakat pool is estimated to make up between US$200 billion and 1 trillion. States have long sought to harness zakat for their own budgets – and legitimacy. To date, however, there has been no systematic empirical discussion of how citizens perceive and engage with state involvement in zakat and how they perceive state-run zakat funds. Abstract:
The agricultural sector plays a crucial role in Guyanas economic development by contributing 21.15% of gross domestic product (GDP). However, the share of the agricultural sector has been gradually decreasing over the years. This monograph offers an update of the OCDEs Producer Support Estimate (PSE) methodology applied to Guyana for 2015-2019. The PSE approach focuses on two main elements of support: (i) the effect of government policy on prices received by agricultural producers, and (ii) the support provided through budgetary transfers to the sector. The market price support (MPS) remained

Abstract:
This paper analyzes the problem of sub-national revenue mobilization in Peru and proposes several policy reforms to improve collection performance while maintaining a sound revenue structure. In particular, the paper analyzes the current revenues of regional and municipal governments and identifies the main priorities for reform. Among the most important problems are the acute inequalities and inefficiencies associated with revenue sharing from extractive industries. These revenues represent a significant share of sub-national budgets and currently they are distributed without consideration of

Abstract:
The recent calls for the revival of the Oil Price Stabilization Fund (OPSF) are tantamount to a call for a policy reversal, that is, reversal of the downstream oil industry deregulation that began in 1998. The history of the OPSF presents important lessons for policymakers. Petroleum price setting by fiat and using a price stabilization fund to smooth the price resulted in mismatches between payments to the fund and claims against it. The general public then ended up subsidizing oil consumers through subsidies from the national budget. When faced with political pressures, policymakers also lac

Abstract:
The Agriculture and Fisheries Modernization Act (AFMA) was passed and implemented a quarter of a century ago. AFMA comprised a suite of policy, institutional, and investment measures that envisaged the transformation of the agriculture and fisheries sectors, from a resource-based to a technology-based industry. One aspect of the modernization process that the AFMA is aiming at and which is the focus of this study is the development of agro-based value chains that move up the value-added ladder ascendancy. This is done by examining AFMA and the agri-food value chain development and ascendancy i
