Full textThis thesis questions the construction of international organizations’ discourse on the migration and development nexus (M&D). The research questions stem from the observed distance between the political discourse advocating temporary migration as a "triple-win" model and the realities of exploitation and precariousness involved in foreign seasonal labor. These initial observations are based on fieldwork on the migratory experiences of seasonal workers from North Africa, conducted in the Bouches-du-Rhône region and in their country of origin (2012-2016).The first phase of the study uses a diachronic approach to the evolving understanding of the M&D nexus since the post-war period. This shows the influence of the ideological and geopolitical context on the institutional trajectory of specific scientific currents that have shaped the interpretation and production of "knowledge" on co-development.The principal phase of the study focuses on power relations and the role of different types of knowledge (scientific, "local" and institutional) in the construction of a global approach to the international management of migration. A six-month participant observation was conducted in an international organization through an internship in a program on co-development. The main objective of the latter is to provide policy makers in the "South" with knowledge to "better" manage migration. This knowledge is codified as "knowledge products" through a "knowledge management" strategy and displayed as "evidence" from M&D projects. The field data was analyzed, on the one hand, from an extensive approach to see how the position of actors involved in the field of international development (international organizations, national governments, local authorities, local "civil society", migrant associations, researchers) constrains and influences their strategies in the process of knowledge production and mobilization. On the other hand, a more intensive approach allowed to describe the finer dynamics in the interactions between different actors and their effect on how knowledge is translated and shared, and how “good practices” are disseminated.In the end, the thesis shows the consequences of the technification of the discourse and M&D actions. While inserting themselves, as mediators, into unequal relations between "southern" and "northern" countries, international organizations must adapt to the challenges of the field of development by adopting a strategy of depoliticization. This involves the construction of expertise that is legitimized by local actors from the South using instruments designed for the co-construction of knowledge. The latter nevertheless reproduce biases in the problematization of the issues addressed due to the unequal relations of power between the actors involved.In the end, the thesis shows the consequences of the technification of the discourse and actions for co-development. Full textIn the research literature on technology transfers, few studies relate to the modalities of their implementation. These aspects are however essential in order to understand the control of a technical capacity at the crucial moment of its appropriation. The technological modernisation of business requires a large capacity to adapt, because the success of operation depends a priori on the technical, organisational and human means mobilised for the integration of technologies into local demands. Employing principally several cases of transfers in chile, in the telecommunications sectors and the car industry, the author shows that the evolution of the job-training capacities of receiving firms is in correlation with a dynamic of technical progress developped by rich countries. The consequences which result for actors in transfers reveal themselves to be eminently contradictory. The expansion of information technologies in the western firms is the principal factor behind a paradigmatic change in the conditions of production of goods and services. In this context, the type of knowledge which was indispensable in the past to drive the production process loses its functional importance, because automatic production systems have, in past, absorbed them. Furthermore the draconian control of conditions of production places these operational capacities in complex procedures which inhibits their development. The systematisation of the means of production and control requires, however, a symetrical flexibility of the organisation of work. The majority of latin-american firms are not yet engaged in this reforms

Full textThe internal R&D is increasingly expensive and its effectiveness in terms of commercialization success islimited. Patent licenses are undoubtedly a powerful tool to maintain business competitiveness, especially in hightechnology sectors such as biotechnology and nanotechnology. The practice shows that, to ensure effectivetechnology transfers, patent licenses are most often accompanied by accessory obligations on know-how,improvements and technical assistance. Interpretation and implementing rules of these obligations are the sourceof many issues of practical and theoretical importance. On the one hand, the notions of know-how, improvementand technical assistance are difficult to define. On the other hand, the extent of the parties’ obligations as to the“complements” of the licensed invention is uncertain. It is crucial to understand the economics of patentlicensing agreements to provide legal solutions and practical measures. This is to determine the legal purpose ofthe license, as it has been agreed by the parties. Do they contemplate a simple authorization for the “execution”of the invention according to the description? Do they seek, instead, a transfer of control of the patentedtechnology allowing optimum “exploitation” of the invention? Under U.S. law, in the absence of an expresscontractual stipulation, rights to know-how, improvements and technical assistance cannot be taken for granted.According to French law, unless otherwise provided in the contract, the licensor is obligated to supply, in case ofinequality of information between the parties, all “complements” which are indispensable for “an effective andserious exploitation” of the licensed invention

Full textThe contracts of know-how supply and technical assistance are new contracts stemming from contractual practice. These are the least known and the least usual forms in the international technics'transfer. Because of the heterogeneity and the complexity of their content, it's more and more difficult to give about it a quite precise juridical definition. As a matter of fact, not one of the definitions already found is really complete. Searching for the juridical nature of these contracts imply that we must first determine to which juridical order they belong ; this fact lead up to another problem, because the necessity to refer to different juridical forms, and even antithetic, proves the ambiguity to kink up these contracts to a quite definited juridical category. Then, going into their content, we take notice of waried obligations which devolve on both sides. Their performance not only suppose the complete sincerity and goodwill of the contracting parties, but also contracts'clauses very precise. Now, the contractual practice is very far from confirming the respect of these conditions, which are indispensable for the success in technological transfering. That is why, during all the development, we have tried to search if the supplier's obligations answer at once and the same time to the subject matter of the contract and to the implicit needs of the receiver; but unfortunately, we have noted that the obligations performance doesn't work without bringing critical problems. Indeed, this case seems to prevent not only the needs'satisfaction of the receiver, but also to achieve his aim : self-production. Moreover, we have mentioned the absence of serious guarantees which must be gived by the economic supplier agent. Like this, only the means obligations are considered in this type of contract, when the results obligations are expressly excluded. Obviously, there are some gaps in these two types of contracts, which can be filled only if the supplier takes into consideration receiver interest

Full textThis document deals with the experience of Algerian companies in technology transfer and competence. In Algeria, technology transfer was presented as a method for getting the ambitious project if industrialisation into action quickly. State-owned companies immediately imported on a massive scale, the industrial complexes which make up the modern economic units of the major industrialised capitalist countries. This insertion into the international technology markets relegated the home technological activities to the background. All the methods used for the buying of technology have lead to the same result : transfer oten with no technological support. After twenty years of intense industrialisation, the proof is that the state-owned companies have not yet sufficient competence of the technology. The companies still need the help of the suppliers of the technology in order to exploit the production units. This dependancy is in contrast to the situation of the country at the moment which is undergoing a severe reduction in the available financial resources. This situation hase came about from the technology policy which did not take into account the selting up of favourable conditions for a real technological apprenticeship. Such an apprenticeship, which is part of a long term process, consists in helping the development of the home technological activities

Full textThis thesis is about the identification of the ways used and supported by the various generations of Pekuakamiulnuatsh women and men to transmit their knowledge to the other generations. It is pointed out that the roles assigned to the transmission of the knowledge vary according to the age of the person who transmits and the one who receives. The roles also vary according to the sphere in which this transmission is made. Indeed, the private sphere privileges the oral tradition, i.e. in the family, while the writing processus is strongly used in the public sphere, as in the school. The dynamic use of the Western and Indigenous ways of transmission is necessary to counterbalance the knowledge and their practices in this very heterogeneous community. It also reinforces the ilnue identity and gathers the community towards the same political and cultural projects.

Full textThe objective of this thesis is to study the process of knowledge transfer in the particular context of a community of practice. This type of community can be defined as a group which emerges from the will of certain individuals to work together for the development of a common practice. A community of practice is composed of a core made up of individuals that are expert in the practice of the community, while new comers are located at its periphery. We approach the process of knowledge transfer through communication structures and we try to determine which structures should be used in this type of communities in order to support such a process. In order to do that, we use agent-based simulations; we create artificial societies having the properties of communities of practices, where we study two types of knowledge transfer: direct transfer (where knowledge is transmitted directly, without intermediary) and indirect transfer (where knowledge is transferred by means of intermediate mediums). Results show that the structure of a community of practice as well as the part played by the new comers in this type of communities have an important influence on the process of direct knowledge transfer, but not on the process of indirect transfer of knowledge. Finally, these results enable us to formulate some policy design recommendations as for the management of both types of knowledge transfer within a community of practice

Full textOur purpose is to analyse the strategic aspect of technology for firms from developed countries, dealing with agribusiness and their relationship with firms in developing countries. We have based our study on the case of two countries : Morocco and Tunisia, and we have tried to show that the need of these countries for technology in the field of agribusiness is very high. Many firms in developing countries ressort to industrial cooperation for the achievement of projects which are vital for their development. In the course of this study we also tried to evaluate the importance of technology transfer in the strategy of the firms which transfer it, and the impact it has on their expansion. What are the problems encountered in industrial cooperation? To answer this question we have studied some technology and know-how transfer experiences carried out by french or other europeen firms in the maghreb. Then we have asked ourselves how efficiently technology transfer was carried out. Since both parties seem to have different interests, our work is an attempt to propose solutions to these problems and to debate on more elaborate modalities for technology and know-how transfer which might be profitable for both partners

Full textThe transfer of expertise is a field of research which has been little studied by geographers. This thesis attempts to explore the geographical problems implicated by knowledge transfer -the interaction of spatial and cultural elements - in the specific context of Cameroon. Cameroon has tried, unsuccessfully, to base its industrial development on the importation of foreign technology. The analysis of Cameroon’s failure is limited to the two key elements inherent in the transfer of expertise: professional training, which prepares learners to accept new ideas and techniques; and the scientific information, which encourages the use of the newly acquired expertise. Drawing upon industrial, educational and documentary sources, the author reaches several conclusions regarding Cameroon’s modernization policies and, its corollary, international technical assistance. The author also brings to light the regional and cultural disparities present in Cameroon. This leads to a study of the impact that modernization has had on the different social contexts. These disparities should, in turn, show the way to a long-term development policy - one aimed more at local know-how and handicraft
