Abstract:
Transitions in the dike revetment or in the grass cover can significantly affect the wave overtopping discharge and the dike cover erosion. At the University of Twente, two PhD students recently started on the challenge of quantifying the effect of (1) waterside transition on the wave overtopping discharge and (2) transitions in grass covered dikes on dike erosion. In this paper we present their preliminary results and outline their future plans. Firstly, new laboratory experiments show that the existing wave overtopping formulas are not able to accurately predict the overtopping discharge in case of transitions on the waterside slope. Secondly, the analytical dike cover erosion model shows that transitions in grass covers significantly affect the location of maximum flow velocity and potential dike cover erosion. In future work, detailed numerical models will be developed for both the waterside slope and the landward slope to further increase our understanding of the effects of transitions on the wave overtopping discharge and the dike cover erosion.

Abstract:
Purpose This paper provides an overview of transitions across forensic child and adolescent mental health services in England and Wales. The purpose of this paper is to delineate the national secure services system for young people in contact with the youth justice system. Design/methodology/approach This paper reviews findings from the existing literature of transitions across forensic child and adolescent mental health services, drawing attention to present facilitators and barriers to optimal transition. The authors examine the infrastructure of current services and highlight gaps between child and adult service continuity and evaluate the impact of poor transitions on young offenders’ mental health and wellbeing. Findings Young offenders experience a broad range of difficulties, from the multiple interfaces with the legal system, untreated mental health problems, and poor transition to adult services. Barriers such as long waiting lists, lack of coordination between services and lack of transition preparation impede significantly smooth transitions. Research limitations/implications The authors need to develop, test and evaluate models of transitional care that improve mental health and wellbeing of this group. Practical implications Mapping young offenders’ care pathway will help to understand their needs and also to impact current policy and practice. Key workers in forensic services should facilitate the transition process by developing sustainable relationships with the young person and creating a safe clinical environment. Originality/value Transition of care from forensic child and adolescent mental health services is a neglected area. This paper attempts to highlight the nature and magnitude of the problems at the transition interface in a forensic context.

Abstract:
Batch processes are carried out from one steady phase to another one, which may have multiphase and transitions. Modeling in transitions besides in the steady phases should also be taken into consideration for quality prediction. In this paper, a quality prediction strategy is proposed for multiphase batch processes. First, a new repeatability factor is introduced to divide batch process into different steady phases and transitions. Then, the different local cumulative models that considered the cumulative effect of process variables on quality are established for steady phases and transitions. Compared with the reported modeling methods in transitions, a novel just-in-time model can be established based on the dominant phase identification. The proposed method can not only consider the dynamic characteristic in the transition but also improve the accuracy and the efficiency of transitional models. Finally, online quality prediction is performed by accumulating the prediction results from different phases and transitions. The effectiveness of the proposed method is demonstrated by penicillin fermentation process.

This paper presents millimeter wave characterization and models of various wire bond transitions between chip’s ground-signal-ground pad (GSG) and microstrip (MS), include single-wire-nomatch MS-GSG transition, double-wire-nomatch MS-GSG, single-wire-match MS-GSG transition, and double-wire-match MS-GSG transition. It also presents the 3D full-wave electromagnetic simulation. Analysis results show that the double-wire-match MS-GSG transition’s characteristic is better than other three transitions in the whole W band. The accurate extracted parameter values are used for the lumped equivalent circuit model, whose simulation results are good with the full wave simulation results. The error between lumped equivalent circuit and full-wave models is of the order of ±0.2dB for S11 and S21 in the frequency range 75 - 105GHz. The proposed lumped equivalent circuit is suitable to be implemented in commercial microwave CAD tools for the electromagnetic sensor designing.

This paper reports the results of a literature review of health care organizations that have transitioned from one electronic health record (EHR) to another. Ten different EHR to EHR transitions are documented in the academic literature. In eight of the 10 transitions, the health care organization transitioned to Epic, a commercial EHR which is dominating the market for large and medium hospitals and health care systems. The focus of the articles reviewed falls into two main categories: (1) data migration from the old to new EHR and (2) implementation of the new EHR as it relates to patient safety, provider satisfaction, and other measures pre-and post-transition. Several conclusions and recommendations are derived from this review of the literature, which may be informative for healthcare organizations preparing to replace an existing EHR. These recommendations are likely broadly relevant to EHR to EHR transitions, regardless of the new EHR vendor.

Abstract:
Finding ways to understand, analyze, and manage sustainability transitions is a fundamental challenge for sustainability science. In this paper, we show how we can substantially deepen our understanding of factors that determine the success of sustainability transitions by combining two key concepts from the resilience literature—stability and adaptability—with a dynamic understanding of the progress of socio-technical transitions. We propose a conceptual perspective for sustainability transitions, the resilience of sustainability transitions (RST) concept, which integrates progress, stability, and adaptability as key dimensions to comprehend the dynamics of sustainability transitions. In a case analysis of the energy transition process in the Austrian region of Weiz-Gleisdorf, we apply the concept. In doing so, we illustrate how RST thinking helps identify and understand crucial elements that influence the dynamics of a sustainability transition process.

Long wave chaotic hysteretic investment cycles emerge under socialism leading to crisis and breakdown. Macroeconomic collapse occurs with bifurcations of coordination structures during transition. During recovery, transitional cobweb labor market dynamics exhibit chaos, fractal basin boundaries between coexisting non-chaotic attractors, discontinuous phase transitions, strange attractors, and cascades of infinitely many period-doubling bifurcations.

Abstract:
This paper discusses the usefulness of indepth life history interviews in illustrating the role of social structure and human agency in youth transitions. Drawing on sociological theory and youth transition research, the paper highlights how the role of structure and agency has been perceived by youth researchers. Whilst this literature acknowledges the interplay between structure and agency in transitional processes, the appropriateness of particular research methods for explicating structure and agency needs to be further elucidated. Using data from a study of youth transitions in rural areas of Scotland, a range of transitional experiences from two indepth life history interviews is presented here. This exploratory exercise suggests that life history interviews enable researchers to explore how far social structures provide opportunities and constraints for human agents at the same time as showing how individuals, with their own beliefs and desires, take actions despite the social structures that underlie the immediacy of their experiences.

Abstract:
This thesis develops a class-biographical analysis of ‘widening participation’ students’ transitions to higher education (HE). It unpacks the participants’ complex educational, professional and family biographies, and depicts the nuances of class instability and credentialism that defined their educational strategies, which centred upon gaining the ‘piece of paper’ (HE qualifications). Through this class-biographical analysis the thesis focuses on how these participants understood and placed value upon HE and its credential system, rather than focusing on how HE might see them (that is, as bluntly defined ‘non-traditional’ or ‘non-standard’ students). The participants narrated their ‘return’ to education in relation to their early experiences of compulsory schooling, FE and work which were mediated by family and social class relationships, the ‘turning points’ that led many to reconsider the possibilities offered by education and their lived experiences of loss, gain and vulnerability. Drawing upon Bourdieu’s concepts of capital and habitus, three types of ‘widening participation’ trajectory are suggested: securers, enrichers and builders with each implying different understandings of class location and credentialism. The thesis concludes by restating the importance of retaining a research interest in mature returners (such as those in this study) in the widening participation landscape.

Although many different analyses in some ways acknowledge the relevance of labour markets to the political economy of violent conflict and of war to peace transitions, there has been little sustained or systematic exploration of this dimension of war economies and post-conflict reconstruction. This paper highlights the empirical and analytical gaps and suggests that a framework departing from the assumptions of the liberal interpretation of war allows for a richer analysis of labour market issues and policies. This is illustrated by the history of rural Mozambique through the war economy and into the first post-war decade.

A computer model based on minimization of the free energy, capable to predict contact angles and spreading transitions between Wenzel and Cassie mode for drops placed on surfaces with different topography were implemented in matlab. Simulations were compared with experiments documented in the literature. These showed that reported transitions between Cassie and Wenzel mode can be explained by minimization of the free energy. In this report, a study on the possibility of constructing water repellent paper surfaces with a combination of treatment with octadecyltrichlorosilane and topography changes, is included.

Abstract:
The phrase, “please consider the environment before printing this email” has entered the common vernacular. It suggests that when I consider the environment, paper media is of particular concern, and by inference, digital media is not. This thesis tackles the legitimacy of this claim by examining how media sustainability operates from three critical perspectives: industry, consumers, and academia. To measure the paper industry’s perspective, a series of interviews with business executives along a supply chain were conducted. I found that collaboration between supply chain actors is a prerequisite for improving environmental performance. To gain insight on the consumer’s perspective, I surveyed 1,400 individuals in North America, investigating media habits and environmental values. I found that consumers are shifting from paper to digital media, but that environmental values have no influence over this shift. This suggests that consumers could be detached from the environmental impacts of their media choices. Finally, the academic perspective was analyzed through a comprehensive review of life cycle assessment (LCA) research that compares paper and digital media from an environmental perspective. The studies found that digital media is almost always preferable to paper, requiring less energy and materials. However, they did not assess the assumptions required in order to compare such different products. More worryingly, the context of media consumption – the industrial systems that produce paper and digital products – was never taken into account. I conclude that since a significant media shift is underway new methods are required to consider sustainability. The new methods should be anchored in two concepts that could improve considerations of the environmental performance of industrial systems. First, industrial ecology, the idea that industry might mimic nature, can strengthen initial assessments of environmental performance. Second, capability maturity models can assist in gauging the ability of industrial systems to manage and improve environmental performance over time.

In South Africa the inclusive trend grew stronger since the White paper 6’s release. The need for a more integrated school was called upon by the Department of Education. The Department of Education selected 30 schools which represents a district to start the transformation process. Through guidelines written by the Department of Education it seemed that when mainstream schools are transformed to the phenomena of Full-service schools by the Department of Education or through themselves, many changes take place. However, there seemed to be a gap in literature regarding the changes taking place, this gap guided this research dissertation. This retrospective study was undertaken to gain insight into the transformation process and thereby into the change towards inclusive education. As a descriptive study on the transformation of one particular school it could also assist other schools that are on their way to such a transformation. The research approach adopted was qualitative process to gain insight and understanding of the changes made, but especially the role players’ attitude and feelings towards this change into a full-service school. Insight into this transformation process could provide insight to inclusive education, with an interpretivist paradigm, and applied to a single-case study (Stake 1995). Data collection consisted of open-ended interviews, visual diary and field notes. Additional documents were received from the school and the Department of Education and were included in this study.Codes for classifying the interview responses were predetermined (a priori coding) and designated as Microsystem, Macrosystem, Leadership and Management, Culture, Identity, Strategy, Structures/Procedures, Physical changes, Technical support and Human resources, as set out by the framework of Lazarus and Davidoff (1997:17). The interviews were open-ended. Visual data were collected to illustrate contrasts and similarities between conditions before and after the transition. The data obtained about the transition process were discussed using the a priori coding categories and drawing parallels to the existing literature. This research recommends and highlights significant aspects of the transition process leading to a full-service school. AFRIKAANS : In Suid-Afrika het die tendens van inklusiwiteit sterker geword sedert die vrystelling van Witskrif 6. Die Departement van Onderwys het ’n beroep gedoen dat daar voldoen moet word aan die behoefte aan skole met groter integrasie. Die Departement van Onderwys het 30 skole, wat ’n distrik verteenwoordig, gekies om met die transformasieproses te begin. Riglyne opgestel deur die Departement van Onderwys het getoon dat wanneer hoofstroomskole getransformeer word na voldiensskole, hetsy deur die Departement van Onderwys of deur hulself, daar baie veranderinge plaasvind. Daar is egter ’n gaping in die literatuur met betrekking tot die veranderinge wat plaasvind, en hierdie gaping het gelei tot die navorsingsverhandeling. Hierdie studie het slegs op die kwalitatiewe navorsingsproses staatgemaak om insig en begrip te verkry oor die veranderinge wat gemaak is, maar veral ook oor die rolspelers se houding en gevoelens teenoor hierdie verandering in ’n voldiensskool. Insig in hierdie transformasieproses kan insig gee in inklusiewe onderwys. Deur die transformasieproses te verstaan, kan skole gehelp word met hul eie transformasie na voldiensskole. Die doel van hierdie studie was om die oorgangsproses van ’n voldiensskool te verstaan en te interpreteer. Vir hierdie doel is ’n kwalitatiewe navorsingsbenadering saam met ’n interpretivistiese paradigma gebruik. Daarvoor het ek ’n enkele gevallestudie gebruik (Stake, 1995). Data-insameling het bestaan uit oop onderhoude, ’n visuele dagboek en veldnotas. Addisionele dokumente is van die skool en die Departement van Onderwys ontvang en is in hierdie studie ingesluit. Kodes is vooraf bepaal, naamlik mikro- en makrostelsels, leierskap en bestuur, kultuur, identiteit, strategie, strukture/prosedures, fisiese veranderinge, tegniese ondersteuning en menslike hulpbronne, soos uiteengesit in die raamwerk van Lasarus en Davidoff (1997:17). Hierdie proses van kodering word ook priori-kodering genoem, aangesien die onderhoude vooraf bepaal is. Die visuele data is voor en na die oorgang geneem om die kontraste en ooreenkomste duidelik te toon. Nadat parallelle tussen die relevante literatuur en priori-data geïdentifiseer is, is die data van die oorgangsproses bespreek. Hierdie navorsing beklemtoon belangrike faktore wat in gedagte gehou moet word tydens ’n oorgangsproses na ’n voldiensskool, en maak ook aanbevelings.

Process industries are in general depending, in one way or the other, on fluid mechanics.Specifically, paper manufacturing, which probably is the dominant processindustry in Sweden, is depending on the flow of cellulose fibres suspended in water.As a part of the process the suspension, consisting of fibres in water, is spread out onor between two moving permeable weaves, i.e. wires. The speed of this is usually 10–30 m/s and the suspension is spread out by a plane jet issuing from a headbox nozzle.It has been show that the conditions in the headbox and jet have a large influence onthe quality of the final paper sheet. Primarily, streaks in the paper sheet are believedto be the result of streamwise streaks in the headbox jet.The thesis is aimed at the flow phenomena which occur in the headbox jet. Theinvestigations have been made with numerical calculations, stability theory and modelexperiments using water, as well as experiments with a real paper machine headboxand fibre suspension. In the thesis an introduction to the hydrodynamics of planeliquid jets is presented together with a description of the paper forming process andthe fluid mechanics of headbox flow.The basic flow and stability of a two-dimensional plane liquid jet has been investigatedby numerical calculations, stability theory and experiments. The calculationsof the laminar basic flow is successfully compared to pitot-tube measurements of thestreamwise velocity profile. By visualisations of the flow it is found that wave disturbanceson the jet has a severe effect on the flow. These waves can be predicted bylinear stability theory, which shows the presence of five convectively unstable modes.These can be divided into three types and by comparison with the experiments thetype of the visible waves is determined. These waves seem to initiate a break-up ofthe jet, which leads to strong streamwise streaks inside the jet.By flow visualisation of headbox flow of an experimental paper machine, togetherwith analysis of the resulting paper structure using the wavelet method the correspondencebetween flow disturbances and paper quality was investigated. It was shownthat the wave instability, which is present on the low Reynolds number water jet, alsocan be found in the real the headbox jet. It is shown that these waves play an importantrole in the dynamics of the headbox jet and also have an influence on the final papersheet.

Les methodes modernes de reproduction ont rendu plus aisee la falsification des documents fiduciaires. Dans ce travail, nous proposons un procede permettant de caracteriser l'interaction encre-support de maniere specifique a chaque document en vue de faciliter son authentification ulterieure. Cette methode est basee sur le codage de details de la guillochure supposes impossibles a reproduire fidelement avec les moyens actuels. Un dispositif de traitement numerique des images est utilise pour extraire de l'image ses composantes pertinentes au regard de notre objectif. Pour ce faire, nous construisons une image theorique fondee sur les regions uniformes de l'image source (fond et caracteres) et des modeles de transition de ses contours. Par reference a cette image theorique, nous en deduisons les fluctuations de guillochure dont le codage est assure par une approche dendronique. Nous terminons par le developpement de techniques de comparaisons de structures dendroniques utilisees pour verifier l'authenticite du document et par la presentation des resultats obtenus. Abstract During recent years, German higher education institutions implemented a variety of support programs for refugees on their way to higher education. This newly highlighted questions of widening participation and informal as well as formal access barriers to higher education. This paper looks into discourses on successful students as a form of knowledge that implicitly highlights transition barriers to higher education. The qualitative study is based on expert interviews with teachers, program coordinators and student counsellors as well as interviews with prospective refugee students in a case study of a preparatory college (‘Studienkolleg’) and a university in a case study of one city in Germany. They are analysed using Keller’s (Forum qualitative Sozialforschung/Forum Qualitative Social Research 8(2), Art. 19:1–32, 2007) approach to discourse analysis. The paper describes personal, institutional and structural characteristics of ideal higher education transitions. Institutional presuppositions and assumptions about individual characteristics, the social organisation of time, academic practices and knowledges as well as discursively represented norms are discussed as crucial factors influencing higher education transitions. The paper ends with a working hypothesis on the influence of discourses on transitions and recommends that institutional settings should develop more awareness of and adapt to diverse applicants and students in order to widen access to higher education.

AbstractSome of the most significant high-level properties of currencies are the sums of certain account balances. Properties of such sums can ensure the integrity of currencies and transactions. For example, the sum of balances should not be changed by a transfer operation. Currencies manipulated by code present a verification challenge to mathematically prove their integrity by reasoning about computer programs that operate over them, e.g., in Solidity. The ability to reason about sums is essential: even the simplest ERC-20 token standard of the Ethereum community provides a way to access the total supply of balances.Unfortunately, reasoning about code written against this interface is non-trivial: the number of addresses is unbounded, and establishing global invariants like the preservation of the sum of the balances by operations like transfer requires higher-order reasoning. In particular, automated reasoners do not provide ways to specify summations of arbitrary length.In this paper, we present a generalization of first-order logic which can express the unbounded sum of balances. We prove the decidablity of one of our extensions and the undecidability of a slightly richer one. We introduce first-order encodings to automate reasoning over software transitions with summations. We demonstrate the applicability of our results by using SMT solvers and first-order provers for validating the correctness of common transitions in smart contracts.

AbstractThis article analyses the contribution of sugar-cane bioelectricity to the distribution and diversification of power generation in Brazil. A transition is currently underway towards an energy mix characterized by natural gas and new renewable energy sources, mainly wind and solar. Energy security and industrial development priorities have created political and economic challenges for bioelectricity governance. However, meta-discourses of energy transition and bioeconomy are giving rise to selection pressures that are promoting institutional changes towards an expansion of the ethanol market. By using the multi-level perspective of transitions, this paper concludes that, given the technology in use for bioelectricity production, the critical financial state of the sugar-cane industry and the current priorities of the electricity marketing model, sugar-cane bioelectricity, which has a key role to play in the energy matrix, remains uncompetitive and dependent on specific public policies to support its expansion.

It has the traditional advantage that algorithms for branching bisimilarity are more efficient than ones for other weak behavioural equivalences, especially weak bisimilarity. With m the number of transitions and n the number of states, the classic $${O\left( {m n}\right) }$$ algorithm was recently replaced by an $$O({m (\log \left| { Act }\right| + \log n)})$$ algorithm [9], which is unfortunately rather complex. This paper combines its ideas with the ideas from Valmari [20], resulting in a simpler $$O({m \log n})$$ algorithm. Benchmarks show that in practice this algorithm is also faster and often far more memory efficient than its predecessors, making it the best option for branching bisimulation minimisation and preprocessing for calculating other weak equivalences on LTSs.

AbstractThis paper presents a new framework to synthesize lower-bounds on the worst-case cost for non-deterministic integer loops. As in previous approaches, the analysis searches for a metering function that under-approximates the number of loop iterations. The key novelty of our framework is the specialization of loops, which is achieved by restricting their enabled transitions to a subset of the inputs combined with the narrowing of their transition scopes. Specialization allows us to find metering functions for complex loops that could not be handled before or be more precise than previous approaches. Technically, it is performed (1) by using quasi-invariants while searching for the metering function, (2) by strengthening the loop guards, and (3) by narrowing the space of non-deterministic choices. We also propose a Max-SMT encoding that takes advantage of the use of soft constraints to force the solver look for more accurate solutions. We show our accuracy gains on benchmarks extracted from the 2020 Termination and Complexity Competition by comparing our results to those obtained by the "Image missing" system.

This paper presents a review of railroad track transition designs that have performed well, e.g., ballasted bridge decks, hot-mixed asphalt (HMA) sublayer, and concrete wing walls parallel to the track, to guide future design and maintenance of bridge transitions instead of installing a concept and monitoring its performance. Using non-invasive monitoring techniques, e.g., miniature accelerometers, the performance of the two railroad track transitions has been measured and evaluated. The results show well-performing track exhibits tie accelerations of 5g or less with little difference between: (1) the bridge deck, approach embankment, and open track, (2) concrete and wood ties, and (3) clayey or silty subgrades. The measured transient vertical tie displacements are negligible, which verifies the observed good track support. The results from these two sites are being used as a control for comparison with poorly-performing bridge transitions, track defects, e.g. broken ties, rail-fastener gaps, fouled ballast, broken rail, and to verify the success of remedial measures.

The minimum energy path connects reactant to product via saddle point(s) on the PES. Once the minimum energy path is generated, the activation energy required for transitions can be determined. Using transition state theory, one can estimate the rate constant of the transition. Additive manufacturing (AM) has enabled control over heterogeneous materials in ways that were not previously possible. This paper presents a novel method for representing and communicating heterogeneous materials based structures that include tolerancing of geometry and material together. AM has expanded design possibilities to include specified material heterogeneities, including functionally graded materials. The aim of the paper is to propose a means to specify nominal materials and allowable material variations in parts, including (a) explicit material transitions and (b) functional transitions to support single and multiple material behaviors. The transition region combines bounded regions (volumes and surfaces) and material distribution equations. Tolerancing is defined at two levels, that of the geometry including bounded regions and that of the materials. Material tolerances are defined as allowable material variations from nominal material fractions within a unit volume at a given location computed using material distribution equations. The method is described thorough several case studies of abrupt transitions, lattice based transitions, and multi-material transitions.

The fundamental understanding of the transition from laminar to turbulent convection in porous media is far from being conclusive. In isothermal flow in porous media no experiments identifying the three dimensional nature of a transition from the Darcy regime, via an inertia dominated regime, towards turbulence are available. In particular this detailed description of turbulence is missing in the problem of porous media convection where an additional non-linear interaction appears as a result of the coupling between the equations governing the fluid flow and the energy equation. The latter can typically cause a transition to a non-steady and non-periodic regime (referred to as weak turbulent) at much lower values of the parameter controlling the flow, when compared to the corresponding isothermal system. The present paper identifies the conditions for sudden and smooth transitions. In addition it attempts to address the question related to the reason for the subcritical transition to weak turbulence and the existence of a range of values of the porous media Rayleigh number over which the transition occurs, i.e. the Lorenz attractor.

This paper presents an efficient algorithm for the simulation of multi-flexible-body systems undergoing discontinuous changes in model definition. The equations governing the dynamics of the transitions from a higher to a lower fidelity model and vice versa are formulated through imposing/removing certain constraints on/from the system. Furthermore, the issue of the non-uniqueness of the results associated with the transition from a lower to a higher fidelity model is dealt with as an optimization problem. This optimization problem is subjected to the satisfaction of the impulse-momentum equations. The divide and conquer algorithm (DCA) is applied to formulate the dynamics of the transition. The DCA formulation in its basic form is time optimal and results in linear and logarithmic complexity when implemented in serial and parallel, respectively. As such, it reduces the computational cost of formulating and solving the optimization problem in the transitions to the finer models. Necessary mathematics for the algorithm implementation is developed and a numerical example is given to validate the method.

Abstract This paper is a preliminary report on work done to explore the use of unsupervised machine learning methods to predict the onset of turbulent transitions in natural convection systems. The Lorenz system was chosen to test the machine learning methods due to the relative simplicity of the dynamic system. We developed a robust numerical solution to the Lorenz equations using a fourth order Runge-Kutta method with a time step of 0.001 seconds. We solved the Lorenz equations for a large range of Raleigh ratios from 1–1000 while keeping the geometry and Prandtl number constant. We calculated the spectral density, various descriptive statistics, and a cluster analysis using unsupervised machine learning. We examined the performance of the machine learning system for different Raleigh ratio ranges. We found that the automated cluster analysis aligns well with well known key transition regions of the convection system. We determined that considering smaller ranges of Raleigh ratios may improve the performance of the machine learning tools. We also identified possible additional behaviors not shown in z-axis bifurcation plots. This unsupervised learning approach can be leveraged on other systems where numerical analysis is computationally intractable or more difficult. The results are interesting and provide a foundation for expanding the study for Prandtl number and geometry variations. Future work will focus on applying the methods to more complex natural convection systems, including the development of new methods for Nusselt correlations.

This paper presents work on the gait and gait transition analysis for a novel mobile robot that uses two actuated spoke wheels. Gait transitions, known as acyclic feed forward patterns, allow the robot to switch from one type of gait to another during walking and turning. The mobile robot IMPASS (Intelligent Mobility Platform with Active Spoke System) uses a unique mobility concept for locomotion, thus gait transition plays an important role in generating gait patterns to walk and turn. The primary focus of this paper is how to perform gait transition between gaits in walking direction. First, the basic gait patterns for steering and straight line walking are presented. More specifically, the critical gait parameterizations and the possible foot positions in different gait patterns to produce capable steering locomotion over terrain are presented. Since IMPASS is expected to utilize its metamorphic configurations to carry out gait transitions, the extending forward and inverse analyses are also presented based on previous work about topology classification and mobility analysis for IMPASS. Then the gait transition analysis and simulation of typical patterns are performed. The results from this work lay the foundation for the future research on trajectory and path planning for IMPASS.

This paper describes the two key aspects of via transition optimization methodology: impedance matching and power plane resonance suppression. Ground vias are used to improve the impedance mismatch caused by the via transition and the optimal location of the ground vias at the same time helps to suppress the resonance caused by the cavity effect of the power plane pair. Full-wave electromagnetic simulations were carried out to demonstrate that via transition optimization is able achieve resonance-free high bandwidth operation. Optimal use of ground vias will not only enhance impedance matching but also significantly suppress suppression due to power plane resonance. Test vehicle characterizations were also carried out to demonstrate the impact of ground vias and power plane resonance characteristics on signal integrity.

The communication between connected vehicles and traffic signal controllers is defined in SAE Surface Vehicle Standard J2735. SAE J2735 defines traffic signal status messages and a series of 16 confidence levels for traffic signal transitions. This paper discusses a statistical method for tabulating traffic signal data by phase and time of day and populating the SAE J2735 messages. Graphical representation of the red-green and green-yellow transitions are presented from six intersections along a 4-mile corridor for five different time of day timing plans. The case study provided illustrates the importance of characterizing the stochastic variation of traffic signals to understand locations, phases, and time of day when traffic indications operate with high predictability, and periods when there are large variations in traffic signal change times. Specific cases, such as low vehicle demand and occasional actuation of pedestrian phases are highlighted as situations that may reduce the predictability of traffic signal change intervals. The results from this study also opens up discussion among transportation professionals on the importance of consistent tabulation of confidence values for both beginning and end of green signal states. We believe this paper will initiate dialog on how to consistently tabulate important data elements transmitted in SAE J2735 and perhaps refine those definitions. The paper concludes by highlighting the importance of traffic engineers and connected vehicle developers to work together to develop shared visions on traffic signal change characteristics so that the in-vehicle use cases and human-machine interface (HMI) meet user expectations.

This paper analyzes the effect on teacher mobility of a program that rewards excellence in teaching practices in Chile. Successful applicants receive a 6 percent annual wage increase for up to 10 years and an award that publicly recognizes their excellence. The paper uses a regression discontinuity design to identify the causal effect of the public merit award. The program does not alter transitions out of teaching. The program does, however, increase the mobility of awardees within the school system. This is consistent with the program providing a credible public signal of teacher quality.

Regulatory experiments can be useful to guide complex transitions in the field of sustainable development. They help to understand the effects of policies and regulations and offer insights into the dynamics of social processes. Empirical studies analyzing heterogeneous samples of regulatory experiments are missing. This paper uses a qualitative content analysis to examine 26 international cases of regulatory experiments in the field of sustainable development. The results show the diversity of existing regulatory experiments in terms of their design. We use the results to formulate implications on how to use regulatory experiments that facilitate learning processes.

Abstract:
This paper explores post-Nazarbayev state-building in Kazakhstan, focusing on domestic and foreign policy implications of the power transition. After thirty years of incumbency, President Nursultan Nazarbayev stepped down in 2019, smoothly transferring the power to his nominee, Kassym-Jomart Tokayev, and thus plunged the country into a sensitive phase of power transition. This study suggests that the power transition in Kazakhstan has not led to significant improvements in terms of human rights and political freedoms protection, leaving the state of the weak opposition and constrained civil society intact. Kazakhstan keeps maintaining the core features of oil-rich countries, with hydrocarbon-based economy and regime stability stemming from an “authoritarian bargain” between the state and society. Besides, there has been continuity in foreign policy, with Kazakhstan further pursuing a multi-vectoral foreign policy agenda.
