Abstract:

Un gran número de ciudades en el mundo y en América Latina están desarrollando en la actualidad proyectos de transporte masivo con base en el modelo y la experiencia colombiana del sistema de transporte rápido en bus (BRT, bus rapid tránsit), el TransMilenio de Bogotá que se caracteriza por el uso de buses articulados de ´plataforma alta´ en carriles exclusivos y estaciones elevadas cerradas. El artículo compara el sistema TransMilenio de BRT con la alternativa del transporte masivo con la tecnología de buses de ´piso bajo´. Muestra las deficiencias serias del modelo TransMilenio para los pasajeros: el sistema es relativamente lento, muy costoso, produce exclusión social y no contribuye al cumplimiento de los Objetivos de Desarrollo del Milenio. El artículo se basa principalmente en las experiencias de Bogotá y Santiago de Cali, Colombia.

Abstract:

Many cities in the developing world are reforming transit by formalizing bus services to capture user and nonuser benefits. A forerunner in transit reform, the city of Bogotá, Colombia, first implemented the TransMilenio bus rapid transit (BRT) system and then more recently undertook a large-scale initiative to formalize and regulate traditional urban buses in the city. This integrated public transport system [Sistema Integrado de Transporte Público (SITP)] is transforming Bogotá’s traditional urban bus system into a regulated, concessionary system with restructured bus routes that integrates operations, fares, and infrastructure with the TransMilenio BRT. An investigation was conducted to determine whether the SITP has increased affordability and employment accessibility for public transit users in Bogotá. Results revealed that most accessibility improvements resulted from the recent expansion (and significantly higher speeds) of TransMilenio rather than the SITP. Results of an analysis conducted with budget constraints to determine affordable accessibility indicated that employment accessibility was reduced overall; however, the new integrated fare increased accessibility over traditional buses, especially on the periphery and in southern areas of the city, as a result of reduced transfer costs. Overall, results partly explain the lack of enthusiasm for the bus reform process on the part of public transit users and the political discomfort that becomes apparent when embarking on this process in developing-world cities. Also, more incremental, flexible reform might be crafted for public transportation systems that are dominated by informal services.

Abstract:

Objetivo Analizar la percepción de bienestar de las personas que laboran en la localidad de Chapinero, en Bogotá, relacionada con su forma de movilidad desde su casa al trabajo, y su relación con el entorno.Materiales y Métodos Investigación documental a partir de revistas, libros, trabajos de grado e información propia de entes especialistas en los temas abordados; con aplicación de encuestas a una muestra de población.Resultados Se obtiene, como resultado más relevante, que las personas que laboran en Chapinero perciben mayor seguridad trasladándose en Uber, 58 % excelente, y menor en Transmilenio, 30% muy malo. Se sienten más cómodos en Uber, 78% excelente, y menos en Transmilenio, 38% muy malo. Consideran que el mejor tiempo en el trayecto es en moto, 47% excelente, y el peor en SITP, 21% muy malo. Y el mejor trato de los usuarios es en Uber, 64% excelente, y el peor en Transmilenio, 32% muy malo.Conclusiones La forma en que se movilizan las personas, los medios que usan para tal fin y la relación que tienen con el medio que los rodea influye en su bienestar y en su calidad de vida.

Abstract:

In a context of debilitated formal political institutions, a period of high levels of collective contention, and a protest culture in which road blockades are commonly used, this article argues that the implementation of a novel easy-to-block bus-based mass transit system, Transmilenio (TM), changed the repertoire of contention in Bogotá. To support this argument, panel data that register all protest events that took place in Bogotá between 2001 and 2010 are used in the context of a research design akin to a natural experiment. Results suggest that TM infrastructure did act as a magnet, pulling traditional street protest tactics that used to take place on regular streets and redirecting them toward TM lanes. In addition, following rationalist approaches regarding the emergence of tactical innovations, the article provides preliminary population-based attitudinal evidence suggesting that activists’ perceived effectiveness of TM shutdowns might be one likely mechanism connecting TM infrastructure to activists’ decision to mobilize in Bogotá.

Abstract:

En este artículo, se analiza la viabilidad de implementar una red móvil ad hoc que soporte servicios informativos, aplicado al sistema de transporte masivo Transmilenio en la ciudad de Bogotá (Colombia). Para conseguir este fin, se hace uso de un simulador de redes telemáticas como es NS-2 (Network Simulator), un simulador de redes de vehículos llamado SUMO (Simulation of Urban Mobility) y MOVE (Mobility model generator for Vehicular networks) una interfaz de conexión entre ambos simuladores. Finalmente, se analiza los problemas que acarrea implementar la red.

Abstract:

Background:Even though there is increasing evidence that the built environment (BE) has an influence on leisure-time physical activity (LTPA), little is known about this relationship in developing countries. The objective of this study was to assess the associations between objective built environment characteristics and LTPA.Methods:A cross-sectional multilevel study was conducted in 27 neighborhoods in which 1315 adults aged 18−65 years were surveyed. An adapted version of the IPAQ (long version) was used to assess LTPA. Objective BE characteristics were obtained using Geographic Information Systems. Associations were assessed using multilevel polytomous logistic regression.Results:Compared with inactive people, those who resided in neighborhoods with the highest tertile dedicated to parks (7.4% to 25.2%) were more likely to be regularly active (POR = 2.05, 95% CI = 1.13−3.72; P = 0.021). Those who resided in neighborhoods with presence of TransMilenio stations (mass public transportation system) were more likely to be irregularly active (POR = 1.27, 95% CI = 1.07−1.50, P = 0.009) as compared with inactive people.Conclusions:These findings showed that park density and availability of TransMilenio stations at neighborhood level are positively associated with LTPA. Public health efforts to address physical inactivity should consider the potential influences of urban planning and mass public transportation systems on health.

Abstract:

El objetivo fue describir la percepción policial sobre el Metro de Bogotá y sobre posible corrupción, que tienen patrulleros y nivel ejecutivo de la Policía Nacional de Colombia de Bogotá, refiriéndose al diseño y construcción del metro. Bajo un diseño descriptivo-exploratorio, tipo encuesta, se seleccionaron aleatoriamente 123 uniformados. El 88,6% eran de género masculino y 11,4%de femenino. Voluntariamente respondieron la encuesta de Percepción policial (opinión, actitudes y apreciaciones valorativas) sobre el Metro de Bogotá y la posible corrupción pública. En la percepción policial (opinión) 68,3% de los policiales creen que el Metro es una necesidad y 64,2% que facilitaría la movilidad, 89,4% opina que, a pesar del sistema TransMilenio, Bogotá necesita Metro. 70% considera que no habrá metro antes del 2025, incluido 8,9% que creen que nunca lo tendrá; 55% tenía actitud media hacia el metro. El índice total de percepción de la corrupción fue 47,5±19,4. 26% de policiales tienen una actitud alta hacia el metro. En lo valorativo y actitudinal, 5,7% considera que la corrupción se debe aceptar y el 6,6% aceptaría que los funcionarios se ganen dinero por corrupción por no ser del estado o que se ganen dinero extra por actos corruptos. Se concluye que la percepción policial sobre el Metro de Bogotá y no muestra alta expectativa de que sea realidad prontamente; perciben que la corrupción es un fenómeno que puede afectar negativamente. En lo actitudinal los policiales muestran percepción desfavorable de la corrupción pública.
