Abstract:
Multimodal transportation means transporting goods from a pickup point, where the operator receives the goods, all the way to the delivery location, using at least two different means of transportation, covered under the same multimodal transport contract and by only one document, regardless of the number or type of transportation vehicles used. The key factor to the optimal operation of multimodal transportation is the multimodal transport operator. It is up to this individual to compensate for various unpredictable circumstances, the complexity of the business processes, nature’s whims and carelessness. He must also organize and execute multimodal transport in all stages. Due to the above mentioned dangers and the fact that the area of liability insurance for multimodal transport operators is still being neglected, this article raises some valid points in favour of a proposal that would cover all of the transportation means as well as all the accompanying activities with a single insurance policy. The model includes 17 elements of liability insurance for a multimodal transport operator and all values which quantify the insurance elements in 2009 as well as the projected values for 2015, when progress is expected in the areas pertaining to the implementation of economical processes concerning transit development, as well as values for 2025, representing a period of innovation, reconstruction, optimization and modernization. With this supposed model for liability insurance of a multimodal transport operator, the foundation is laid for a liability insurance which would be used by a multimodal transport operator. Abstract:
The article reviews the ways of insurance in railway transport, namely compulsory insurance of the civil liability of the carrier for causing damage to life, health, property of passengers and voluntary insurance of passengers on the basis of the management system for passenger transportations in the automated control system “Express”. In the case of compulsory insurance, a railway ticket for a longdistance train is a confirmation that the passenger is insured. No additional documents are needed. In the case of voluntary insurance, a passenger can purchase a voluntary insurance policy at the railway ticket office or through the website www: //rzd.ru. The ACS “Express” gives the opportunity for a passenger to issue a travel document for a long distance train and a policy of voluntary insurance against accidents in one of four insurance companies: PJSC “Rosgosstrakh”, LLC “Renaissance Insurance Group”, JSC “Insurance Company BLAGOSOSTOYANIE”, JSC “Insurance Company of the Gas Industry” (SOGAZ). At the moment each insurance company offers insurance premium of 3 par values with the relevant insurance amounts. The cost of voluntary insurance policies depends only on the sum insured and does not depend on such factors as the duration of the trip, the train category or the age of the insured. Insurance coverage is valid during the trip from the moment of announcement of boarding, but not earlier than 30 minutes before departure, and ends no later than one hour after the arrival of the insured passenger to the destination station, provided that it is located on the territory of the railway station or terminal. The insurance contract is concluded for one trip in longdistance railway transport. The information technology of voluntary insurance creates for passengers more attractive conditions, the comfort and safety of passenger transportation increases. The article provides the functional description and report examples of developed and implemented in the industrial operation software and analysis complex on the basis of the ACS “Express”, which includes automated work stations (AWS) “Insurance companies and complexes”, “Voluntary insurance” and “Inquiry on insured passengers by train”. This software and analytical complex implements tasks that ensure the formation of reference and analytical information, operational financial reporting on the sold voluntary insurance policies and monitoring of the demand indicators of insurance policies and insurance companies.

Abstract:
The present study, the issues related to the development and features of Cargo insurance are considered as a way to manage the risk in the maritime transport of goods and cargo. The state, tendencies and prospects for development of this type of insurance are outlined, as well as the gross domestic product of the country. The study period is 2010-2019, ie the years after Bulgaria’s accession to the European Union. The results of the analysis confirm the strong link between maritime transport and insurance of transported goods and cargo, which leads to strong development in the insurance market as a whole. It was established that the rate of development of the gross domestic product of the country lags behind the rate of development of the transported goods and cargo by sea. On the other hand, the pace of development of freight insurance outpaces the pace of development of goods transported by sea and the rate of development of the country’s gross domestic product.

Abstract:
Formulation of the problem. At present, in the conditions of the development of trade, international transportation is becoming more significant. However, despite this, insurance of civil liability to the customs authorities with the use of the International Road Transport Book in the Republic of Belarus shows a negative trend. The purpose of the research is to explore the features of civil liability insurance to customs authorities using the International Road Transport booklet in the Republic of Belarus and analyze its dynamics, as well as to identify possible trends in its development. The object of the research is the features and practical procedures for voluntary insurance of civil liability to customs authorities using the book of International road traffic in the Republic of Belarus. Methods used of the research. The use of the induction method allowed us to designate ways to improve the procedures for voluntary insurance of civil liability to the customs authorities. The hypothesis of the research. The negative tendency of civil liability insurance to customs authorities is partly related to restrictive conditions, under which the carriage of goods under the International Road Traffic System can be carried out. The statement of basic materials. The Convention on International Road Transport defines the carriage of goods carried without intermediate transshipment in road vehicles, their compositions or containers, crossing one or more borders, from the customs of departure to the customs of destination, provided that a certain part of the International Road Transport operation between its beginning and end is made by road. Goods transported in accordance with the International Road Transport Procedure are exempt not only from paying or depositing in the intermediate tariffs of import and export duties and taxes, but also from customs inspection in them. Originality and practical significance of the research. The procedure for the operation of civil liability insurance to customs authorities with the use of the International Road Transport booklet, taking into account the UN Customs Convention on the International Carriage of Goods, is disclosed. Conclusions of the research. Insurance organizations of the Republic of Belarus increase the demand for insurance of civil liability to the customs authorities using the book of International road traffic and popularize it among residents of the country. This will contribute to the development of not only the insurance market in the country, but also the maintenance of the status of the Republic of Belarus as an export-oriented country.

The thesis in the first part analyses the major international conventions with respect to liability exposure of airlines and aircraft operators performing international flights. Emphasis will be laid on the transportation of passengers, baggage and cargo and on the legal framework in place to award compensation for damages caused to persons and property on the surface of the earth.
The study continues with an evaluation of natural hazards inherent to air transport and explains the typical standard aviation insurance policies and the scope of cover for the hull of the aircraft, for passengers and for third parties on the ground. Furthermore, an overview will be given of the 'extended exclusion clauses for Weapons of Mass Destruction (WMD)' commonly inserted in war risk insurance policies as a result of terrorist attacks.
Finally, this study will focus on the new insurance requirements implemented by the EU Regulation 785/2004 and its implication for air carriers.

The subject of research - a set of factors through which the transport insurance industry operates in modern conditions, and opportunities for further development. The object of research - trends in the development of transport insurance. The purpose of the qualification work is to develop the theoretical foundations of the operation of transport insurance and identify problems at the present stage of development. The objectives of the work are: to determine the general theoretical information of transport insurance; consideration of transport insurance by type of activity and factors influencing development; analysis of statistical data for previous reporting periods, in particular consideration of the dynamics of indicators; study of general trends in certain types of transport insurance and the existing features, advantages and disadvantages; determination of directions on improvement and improvement of transport insurance; perform forecasting of performance for the next period. Based on the results of the study, proposals for improving transport insurance were formulated and forecasting for the development of transport insurance in Ukraine was made. The obtained results can be used for the general improvement of transport insurance in Ukraine.

Quel étrange personnage que le commissionnaire de transport ! Cet acteur majeur du monde des transports est à l’origine de nombreuses controverses doctrinales et d’un abondant contentieux judiciaire. Professionnel chargé d’organiser le transport des marchandises pour le compte d’un donneur d’ordre, il supporte une double responsabilité, de son fait personnel et du fait de tous les prestataires qu’il se substitue dans l’exécution de sa mission. Si le recours à la commission de transport est très fréquent, c’est parce qu’elle offre de garanties intéressantes aux clients, notamment la prise en charge intégrale de l’organisation du transport avec les risques qu’elle comporte. Cependant, en analysant attentivement la jurisprudence de ces dernières années, on a pu observer que la responsabilité de la plupart des commissionnaires de transport a été très lourdement appréciée. Le motif souvent retenu étant la faute personnelle, facilement assimilée à la faute lourde par les juges, avec pour conséquence la perte du bénéfice des limitations d’indemnités pour ce dernier. Que recouvre précisément la faute du commissionnaire de transport ? Sur ce point, on a assisté à une jurisprudence inflationniste notamment sur le devoir de conseil, les contours de cette notion n’étant pas clairement définis. La situation était devenue si préoccupante que les pouvoirs publics ont cru bon d’intervenir à travers deux réformes majeures. D’abord par la loi du 8 décembre 2009 avec l’introduction du nouvel article L.133-8 du Code de commerce, qui conditionne dorénavant l’exclusion des limitations d’indemnités à la preuve d’une faute dolosive ou inexcusable du commissionnaire de transport ou du transporteur. Ensuite par l’adoption du contrat type commission de transport (en vigueur depuis 2013). Ce contrat type, fruit d’une longue et laborieuse négociation entre les professionnels de ce secteur, encadre sérieusement la responsabilité personnelle du commissionnaire de transport. Comment appréhender alors la faute du commissionnaire de transport à la lumière de ces réformes ? C’est à cette question essentielle que ce travail va tenter d’apporter des éléments de réponses en s’appuyant sur les textes en vigueur et de la pratique observée dans les prétoires
What a strange character the freight forwarder (Agent) is ! This leading player of the world of transport is the source of several doctrinal debates and implies a plentiful judicial dispute. Professional appointed to organize the transport of the goods on behalf of a contractor, he bears a double responsibility, of his personal fact and because of all the persons receiving benefits for whom he substitutes itself in the execution of his mission. If the appeal to the committee of transport is very frequent, it is due to the interesting guarantees it offers to the customers, in particular the complete coverage of the organization of the transport with the risks which it involves. However, by carefully analyzing the jurisprudence of recent years, it has been observed that the responsibility for most freight forwarders was very heavily estimated. The often held motive being the personal fault easily likened to the serious offence by the judges, involving the loss of the profit of the limitations of compensations for the latter. What does exactly the fault of the forwarder cover? On this point, we attended an inflationary jurisprudence in particular on the duty of advice, the outlines of this notion not being clearly defined. The situation had become so worrisome as public authorities saw fit to intervene through two fundamental reforms. At first by the law of December 8th, 2009 with the introduction of the new article L.133-8 of the Commercial law, which conditions from now on the exclusion of the limitations of compensations in the proof of a dolosive or unforgivable fault of the agent of transport or the carrier. And then by the adoption of the standard commission contract of transport (in force since 2013). This standard contract, fruit of a long and laborious negotiation between the professionals of this sector, frames seriously the personal liability of the forwarder. How to identify then the fault of the forwarder in the light of these reforms? It is to this essential question that this work is going to try to bring elements of answers based on the current texts and the practice observed in the courts of justice

Abstract:
The aim of this thesis is to enhance our understanding of Swedish marine insurers' choices of business strategies under the potentially difficult business circumstances of the interwar period 1918-1939. Little previous research exists on marine insurance during the interwar period. This is remarkable in the Swedish context since the Swedish economy has traditionally depended on its exports. The focus on Sweden is justified since the Swedish insurance market saw regulatory stability during the interwar period. It was also characterised by the coexistence of stock and mutual insurers, allowing this thesis to contribute with insights on potentially problematic insurance cartelisaton. This thesis employs a mixed methods design, including qualitative methods and regression analysis. To interpret results, this thesis employs insurance risk theory, cartel theory, theories on reinsurance and risk diversification, and agency theory. By employing this combination of theories, it is possible to explain choices and outcomes of adopted strategies both with reference to particularities of marine insurance and with reference to particularities of the two different organisational forms. The results show that the insurers conceived several new characteristics of their business environment as challenges and implemented both cartel strategies and company-specific strategies of risk diversification. Among the challenges were rapid inflation, rapidly decreasing prices and business volumes in shipping and trade, the introduction of motor ships, and the existence of naval mines on many trade routes. Also, exchange-rate fluctuations were considered to cause losses on established marine insurance contracts and rendered business results uncertain. Swedish insurers adopted cartel strategies from 1918 through The Swedish Association of Marine Underwriters (Sjöassuradörernas Förening) since they had anticipated a post-war crisis. Market division agreements were adopted for the most attractive market segments, but eventually price agreements became the primary cartel strategy, supported by prohibitions of competition. The work on price agreements sometimes increased the market efficiency since it reduced uncertainty, for instance in insurance of cargo with motor ships. Few price agreements were however adopted for the insurance of shipping since that market segment was dominated by mutual insurers, highlighting the difficulties of cartelisation in insurance markets inhabited by both stock and mutual insurers. The cartel further adopted reinsurance agreements to create barriers to entry in the Swedish marine insurance market. It however experienced prominent difficulties to implement the cartel strategies. One prominent difficulty of implementation was cheating. Also international competition created difficulties. The cartel companies therefore engaged in international cartelisation through The International Union of Marine Insurance (Internationaler Tranport-Versicherungs-Verband) from the late 1920s. This international cartel sought to reduce international competition by agreements not to compete in foreign markets. It also sought to manage the exchange-rate fluctuations of the early 1920s and the early 1930s by agreements among marine insurers, but it failed to obtain sufficient support. In spite of cartelisation, the returns on marine insurance were pushed down by the recognized challenges during the early 1920s, inflicting losses. The business however recovered and remained profitable throughout the 1930s, showing that the great depression was not as great as the deflation crisis in marine insurance. Exchange-rate fluctuations affected the international competitive strength of both stock and mutual insurers and additionally influenced the stock insurers' returns on established marine insurance contracts. The insurers were however compensated for the poor marine business results of the early 1920s by greater reliance than previously on reinsurers and by diversification among insurance lines, which rendered profits less negative than the returns on marine insurance. The business ceded to reinsurers on average inflicted losses during each of the first seven years of the 1920s. These losses were indirectly caused by World War I since that war had caused the establishment of new reinsurers in different countries, not the least in Scandinavia, and in turn caused over capacity during the 1920s. New contractual formulations evolved internationally to the benefit of ceding insurers, indicating information asymmetries. Exits became frequent among reinsurers. In effect, into the 1930s, ceding insurers internationally found it difficult to obtain obligatory reinsurance treaties. During the early 1920s, the Swedish stock marine insurers also increasingly diversified their insurance businesses among insurance lines. This process had been catalysed by World War I, was accelerated during the 1920s, and continued into the 1930s.
Syftet med denna avhandling är att förståeliggöra svenska marinförsäkringsbolags val av affärsstrategier under mellankrigstiden 1918-1939, en period som kännetecknades av potentiellt svåra affärsförhållanden. Försäkringsverksamhet är känslig för ekonomiska kriser, men har uppmärksammats mindre än bankverksamhet när det gäller mellankrigstiden. Inte minst marinförsäkring är känslig för ekonomiska kriser eftersom de försäkrade verksamheterna, sjöfart och handel, endast förekommer i den mån som transporterade varor efterfrågas. Tidigare forskning har endast i liten omfattning fokuserat på marinförsäkring, vilket ur ett svenskt perspektiv kan tyckas anmärkningsvärt med tanke på att den svenska ekonomin har i hög grad varit beroende av sjöburen handel. En studie av svensk marinförsäkring är motiverad ur ett internationellt perspektiv eftersom den svenska försäkringslagstiftningen förblev i stort sett oförändrad under perioden, vilket gör det rimligt att tolka marinförsäkringsbolags val av affärsstrategier som svar på ekonomiska omständigheter. Under mellankrigstiden var katellstrategier ett vanligt svar på svåra affärsförhållanden i olika verksamheter, men kartellisering var potentiellt problematisk i marinförsäkring eftersom den verksamheten är internationell och eftersom marinförsäkring är en heterogen produkt. Dessutom befolkades den svenska försäkringsmarknaden av både aktiebolag och ömsesidiga bolag, vilket är ett ytterligare potentiellt hinder för kartellisering. Studier av kartellisering under potentiallt svåra förutsättningar kan bidra med insikter om under vilka förutsättningar karteller uppstår, vilket ytterligare motiverar studien. Denna avhandling analyserar även två företagsspecifika riskdiversifieringsstrategier, som potentiellt kan kompensera för låg avkastning på mottagen försäkring, nämligen återförsäkring och diversifiering mellan försäkringsgrenar. Återförsäkring har av tidigare forskning framhållits som ett underutforskat område. Avhandlingen tillämpar både kvalitativa och kvantitativa undersökningsmetoder. För att uttolka de empiriska resultaten tillämpas riskteori för försäkring, kartellteori, återförsäkringsteori, riskdiversifieringsteori, samt incitamentsteori på företagsnivå (agency theory). Denna kombination av teorier gör det möjligt att förklara strategival med utgångspunkt både i marinförsäkringens karaktäristika och i de båda olika organisationsformers karaktäristika. Resultaten visar att försäkringsbolagen noterade ett antal nya affärsförhållanden som utmaningar och att dessa bolag implementerade både kartellstrategier och företagsspecifika riskdiversifieringsstrategier. Bland de noterade utmaningarna märks snabb inflation, snabbt fallande priser och affärsvolymer i sjöfart och handel, införandet av motorfartyg, samt sjöminor på många fartygsrutter. Försäkringsbolagen behärskade endast lite erfarenhet av risker associerade med motorfartyg och sjöminor, vilket gjorde riskbedömningar osäkra. Även växelkursfluktuationer uppfattades som utmaningar eftersom de orsakade förluster på etablerade marinförsäkringskontrakt och skapade problem att förutsäga affärsresultaten. Från 1918 antog svenska marinförsäkringsbolag kartellstrategier genom branschorganisationen Sjöassuradörernas Förening, detta eftersom de förväntade sig en efterkrigskris. Marknadsuppdelningsavtal infördes i attraktiva marknadssegment, men med tiden blev prisöverenskommelser den främsta kartellstrategin, understödd av avtal som förbjöd konkurrens. Arbetet med prisöverenskommelser ökade marknadseffektiviteten i vissa marknadssegment, detta genom att reducera osäkerheten i riskbedömningarna. Ett tydligt exempel på ett sådant marknadssegment är försäkring av varor transporterade med motorfartyg. Kartellen etablerade däremot få prisöverenskommelser för försäkring av sjöfart eftersom detta marknadssegment dominerades av ömsesidiga försäkringsbolag. Denna kontrast mellan varuförsäkring och sjöfartsförsäkring belyser svårigheterna med att kartellisera en försäkringsmarknad som befolkas både av aktiebolag och av ömsesidiga bolag. Kartellen antog också återförsäkringsavtal i syfte att skapa etableringshinder på den svenska försäkringsmarknaden. Den upplevde emellertid svårigheter att implementera överenskommelserna, såsom brott mot prisöverenskommelserna och mot konkurrensförbuden. Ytterligare svårigheter skapades av internationell konkurrens. Från slutet av 1920-talet deltog därför kartellbolagen i den internationella marinförsäkringskartellen Internationaler Tranport-Versicherungs-Verband (senare benämnd The International Union of Marine Insurance). Medlemsbolagen i denna internationella kartell skapade överenskommelser med innebörden att utländska försäkringstagare inte skulle erbjudas försäkring. Dessa överenskommelser syftade till att reducera den internationella konkurrensen. Denna kartell försökte också reducera effekterna för marinförsäkringsbolag av växelkursfluktuationer genom överenskommelser om hur växelkurser skulle beräknas i marinförsäkringsfrågor. Sådana försök gjordes både under de första åren av 1920-talet och under de första åren av 1930-talet. Det avsedda resultatet kunde emellertid inte nås, detta eftersom uppslutningen förblev otillräcklig. Trots kartelliseringen reducerades avkastningen på marinförsäkring till förlustnivåer under det tidiga 1920-talet. Avkastningen förbättrades sedan stegvis och förblev positiv under 1930-talet. I marinförsäkring var alltså den stora depression inte lika stor som deflationskrisen. Växelkursfluktuationer påverkade både aktiebolags och ömsesidiga bolags internationella konkurrenskraft. Dessutom påverkade växelkurserna aktiebolagens avkastning på etablerade marinförsäkringskontrakt. Försäkringsbolagen kompenserades för 1920-talets förlustresultat i marinförsäkring genom ökad cedering av risk till återförsäkringsbolag och genom diversifiering av de mottagna riskerna mellan olika försäkringsgrenar. Under 1920-talet var bolagens vinster därför mindre negativa än resultaten i marinförsäkring. Den affär som cederades till återförsäkringsbolag var i genomsnitt förlustbringande under vart och ett av 1920-talets första sju år. Dessa förluster orsakades indirekt av första världskriget, eftersom det kriget stimulerade etablering av nya återförsäkringsbolag, detta i olika länder och inte minst i Skandinavien. I förlängningen skapade första världskriget därmed överkapacitet på återförsäkringsmarknaden. Nya kontraktsformuleringar introducerades internationellt till de cederande bolagens fördel. Detta förhållande indikerar informationsasymmetrier i relationen mellan cederande och mottagande försäkringsbolag. Många återförsäkringsbolag lämnade marknaden. Resultatet blev att cederande bolag under början av 1930-talet i olika länder fick svårigheter att sluta obligatoriska återförsäkringsavtal. Under början av 1920-talet diversifierade aktiebolagen också sin verksamhet mellan olika försäkringsgrenar. Denna process katalyserades av första världskriget, accelererade under början av 1920-talet och fortsatte in på 1930-talet.

Maritime transport, which is an inherent part of international trade, has been able to develop due mainly to marine insurance. Marine insurance disputes, given their technical nature and their international character, have been often settled by arbitration. The use of arbitration in marine insurance may be in the course of litigation between insurer and insured, subrogated insurer and a responsible third party, insurer and reinsurer, etc. This study deals with aspects peculiar to maritime law and various disputes submitted to arbitration. This thesis delves into the comparison of French. Moroccan and English laws. Moreover, the comparative approach to the subject will allow us, while bringing it closer to the doctrinal and jurisprudential debate, to discover the concrete settlements reached in the three legal systems in question

Economic data about these buses are processed and evaluated in second part. Last part is devoted to the creation of methodology for calculation of profit loss of buses after an accident. It concerns about each model and category of buses with a carrying capacity of over 30 passengers as a whole.

This dissertation is composed of three empirical articles resorting to econometric methods in panel data analysis to address various research questions. The main article investigates the evolution of the level of price transmission for the three major cereals (wheat, maize and rice) from the international commodity markets down to the local producers for 52 countries between 1970 and 2013 while attempting to identify the main drivers of the heterogeneity in pass-through. The second article measures the elasticity of air-traffic to GDP around the world and demonstrates that the relationship is very stable across régions and through time. Eventually, the third article models the mechanisms through which French life-insurers set the rate of return they pay annually to their policyholders

Систематизовано особливості юридичної відповідальності при здійсненні перевезень міським електротранспортом; виділено групи порушників; запропоновано застосування комплексної відповідальності. У дослідженні удосконалено положення щодо ліцензування; запропоновано розробити проект Закону України «Про транспортну безпеку», посилити вимоги до водія, утворити Реєстр недобросовісних перевізників. Виявлено фактори, які впливають на обсяг компетенції підприємств міського електротранспорту, зроблено пропозиції щодо активізації їх вступу до об’єднань підприємств, щодо підвищення ефективності використання їх майна та диверсифікації джерел отримання основних фондів.
Doctrine determination of concept «transportation by public electric transport» was given; 3 basic historical and legal stages of becoming of legal principles of transportations it was selected by a public electric transport; the new mechanism of realization of obligatory life-insurance and health of passengers was offered. Features of legal responsibility during realization of transportations by a public electric transport it was systematized; 3 groups of violators were selected; application of complex responsibility was offered. Position in relation to licensing was improved; to develop the project of Law of Ukraine «About a transport safety» it was offered; to strengthen requirements to the driver it was offered; to form Register of unconscientious ferrymen it was suggested. Were found out factors which influence on the volume of jurisdiction of enterprises of public electric transport; suggestions in relation to activation of their entering into the associations of enterprises were done; suggestions in relation to the increase of efficiency of the use of their property and diversification of sources of receipt of capital assets were done.

Abstract:
Travel health insurance is insurance for travellers during their travel and stay in a foreign country in case of necessary assistance in connection with the arrangement and provision of necessary treatment, transport to the medical institution or country of residence, due to sudden illness or injury of the insured. The onset of the COVID-19 pandemic mainly affected this area of insurance, and therefore, insurers were presented with challenges. The need for research on travel health insurance can be seen in the complexity of the relationships, types and modalities. The author analyses the essential characteristics of this type of insurance, indicating the legislative framework and contract regulation in general and special conditions of insurers. This paper aims at contributing to research of travel health insurance. This study will significantly to the limited literature on travel health insurance, and it will have an implication on the insurance sector for further diversification of their products.

In this paper we argue that an underground nuclear park (UNP) could potentially lead to lower capital and operating cost for the reactors installed in the UNP compared to the traditional approach, which would be to site the reactors at the earth’s surface at distributed locations. The UNP approach could also lead to lower waste management cost. A secondary benefit would be the increased margins of safety and security that would be realized simply as a consequence of siting the reactors underground. Lowered capital and operating cost for a UNP relative to traditional reactor siting is possible through the aggregate effect of the elimination of containment structures, in-place decommissioning, reduced physical security costs, reduced weather-related costs, reduced cost of liability insurance and reduced unit-cost for the nth reactor made possible through the continuous construction of multiple reactors at the same underground location. Other cost reductions might be possible through the transfer of the capital cost for part of the underground construction from the reactor owners to the owners of the UNP. Lower waste management cost is possible by siting the UNP at a location where there are geological and hydrological conditions suitable for hosting both the reactors and the repository for the waste from those reactors. After adequate storage and cooling, and assuming direct disposal, this would enable the spent fuel from the reactors to be transported directly to the repository and remain entirely underground during the transport process. Community concerns and transportation costs would be significantly reduced relative to current situations where the reactors are separated from the repository by long distances and populated areas. The concept for a UNP in bedded salt is used to develop a rough order of magnitude cost estimate for excavation of the reactor array portion of a UNP. Excavation costs appear to be only a small fraction of the overall power plant costs for an UNP in salt. Many engineering, safety, environmental, regulatory and cost-benefit and technical issues related to the UNP concept need to be evaluated.
