Full textThroughout time service quality has been a part of business, but only recently it is conceived as a fundamental part of a business’ strategy to promote economic growth, sustainability and long term relationship with customers. It is therefore of great importance for a business to be able to measure its performance to correctly assess and implement strategies that will serve its purpose in offering optimal service quality to its customers. Throughout the years many models have been created for measuring service quality; a particular model, SERVQUAL, is the most widely used and accepted. Despite its worldwide popularity, in Peru, this model has not been validated on an academic level for measuring service quality in the modern urban transport sector of Metropolitan Lima. This study has the objective of validating the SERVQUAL model applied to the modern urban transport sector of Metropolitan Lima and measuring the impact of its dimensions on its perceived service quality. This research therefore provides empirical evidence of the relationship and impact between SERVQUAL’s dimensions and the perceived service quality in the sector. The results indicate that all dimensions of the chosen model, both as a whole and individually, have a positive impact on the perceived service quality. Furthermore, the research provides evidence of a validated tool to measure and diagnose the level of service quality in the urban transport sector of Metropolitan Lima.

Full textThe present document aims at developing a strategic plan for the Massive Public Transport sector in Buses in Metropolitan Lima. This plan is the product of a thorough analysis of the external and internal factors of the sector, from which the main opportunities, threats, strengths and weaknesses thereof have been identified. Then, as part of the strategic process, strategies have been formulated and chosen to achieve the long-term objectives and thus, reach the agreed vision. The bus transport system, and in general, the transport system is a critical problem for society affecting the quality of life of people. During the development of this work we will approach main problems such as the plurality of regulatory institutions, the chaotic commission-affiliation model, traffic accidents, traffic jam and environmental pollution. Proposed strategies focus the point of view of the regulatory body and include the implementation of policies to give the transport service the essential public service category, the creation of a single transport authority, the incorporation of the sustainable mobility perspective as an axis of public policies, the creation of comprehensive road management plans, the development of technology integrating the system and facilitating the transfer between travel types, among others. All strategies seek to meet the objectives of reducing travel time, reducing traffic accidents, reducing transportation costs, reducing environmental pollution and increasing the overall satisfaction of public transport services, and thereby achieving the vision of being within the three best cities in Latin America in quality public transport; counting on a modern, comprehensive, fast, safe, accessible, and environmentally friendly bus system; helping the progress of its inhabitants and contributing to the orderly development of the city

Full textThis thesis analyzes the legal and regulatory feasibility of the passenger transportation service provided by the MML through “Metropolitano”. For this purpose, we analyze the context that motivated the design of the Concessions, and within them the difficulties that have led to controversies, including arbitrations after seven years of commercial operation. The thesis shows the difficulties in the execution of the concessions as a result of inadequately calculated assumptions, nonexistent national experience in BRT systems, in addition to the breaches of the Grantor. The main breach of the grantor is related to the lack of delivery of a part of the infrastructure of the system, which has caused that the commencement of the concession period, scheduled for twelve years, has not started yet. Likewise, there is evidence of ineffective supervision of compliance with contractual obligations, which are the responsibility of two entities of the Municipality of Lima, which thus plays the double role of grantor and regulator. Finally, alternatives for contractual and legal improvements are proposed to make the concessions sustainable. The first one is the amendment of concession contracts; the second one is the amendment of the Municipal Ordinances. And, as part of the solution to the problem, the draft Law for the creation of the Urban Transportation Authority is analyzed, which would unify the roles of all the entities involved in urban transportation of passengers in the city of Lima and the Constitutional province of Callao.

Full textExpone la forma sistemática cómo funciona y qué relaciones se construyen y reproducen en el transporte público es una manera de contribuir a una interpretación con mayor sustento sobre el funcionamiento de Lima y el comportamiento de sus pobladores. Considerando al transporte como un todo, con una naturaleza interna variable pero consistente, impactos externos diversos aunque delimitables, y con aspectos que decididamente influyen en su conformación, la intención de este estudio es comenzar a ‘estabilizar’ un objeto de investigación por lo general escurridizo y difícil de analizar en la medida que aún se mantiene la condición de desorden desde la cual surgió. Para ello, se tomó en cuenta las dimensiones más importantes que forman parte de su configuración. Desde las políticas de movilidad y los modos de desarrollo de la ciudad, pasando por las formas y lógicas internas de este sistema, hasta el modo cotidiano con el que impacta la utilización de este medio en las personas usuarias. De esta manera, a partir de una perspectiva que trata de integrar y delimitar estos variados puntos, el fenómeno del transporte urbano es analizado de la manera más amplia e interrelacionada posible, señalando todos los actores y dinámicas que participan de su conformación, así como las consecuencias de su presencia cotidiana en las calles limeñas.
