Full textThe failure of industrial investments in developing countries appear as a consequence of the lake of know how transfert, particulary the know how of services. In urban mass transportation, the production, managment and maintaining of equipments prove this observation. But in the present situation, the interaction betwen protagonists is very capital. Public authorities don't perceive that the creation of urban mass transportation institutions is urgent. In these conditions, not the multinational, the main responsible of transfert, nor the managers can work for the general economic interest. There is not a financial interest of them. They can not surmount all the constraints, specially the public authorities one. The way to manage what exist in a context of ressources restriction is to find applicable solutions which could leave to the managers the margin of li berty to work with the preoccupations of the future, and not to be concerned about present interest

Full textThe aim of this doctorat thesis is trying to explain and to study the pro cess of a comperted and autonomous" maritime policy in black africa and more precisely in west and central africa. Here, we'll analyse the conditions of emergence, the constituent elements and the importance of the maritime policy of africa in the sub-regional and international angle. 1975 is a very important date in the maritime history of central and west africa. Being aware of in their low participation in the international shipping transport since 1960 ; the contries of this sub-region decidedto lay the fundations of the community a real maritime policy of the community. So was born the idea of cooperation inside afrique based on ports shipping transports, multimodal and marine insurance. So, a full realisazion of problem is needed from cuntries of the west coast of africa. They would succeed if they reduce number of institutions of the communaty if they choose workable objectives and if they take mesure relase doctrines of states controls. Since it is already marginized blak africa would take up maritime challengs in orer to survive today and in the future

Full textAfter the failure of urban public transport companies in the 90's, a new generation of companies is rising in Sub-Saharan African cities. This research work is dedicated to the identification of elements that would contribute to the viability of these companies. The entrepreneurship concept was held as a theoretical framework to deal with the subject. From this theoritical framework, a list of propositions were issued. In order to confirm or invalidate these propositions, many datas and field observations were collected on the following sites : Cotonou, Benin (bus company project), Lomé, Togo (Sotral starting its activity) and Ouagadougou, Burkina Faso (Sotraco in activity). The analysis of these datas led to the identification of different results, which deal with institutional and statutory framework, but also with maintenance management. Beyond these general results, relative to internal and external environment of African Sub-Saharan public transport companies, this research brought to the foreground some important learnings about management reactivity and public transport company gradual development

Full textSouth African authorities have tried to reform urban public transport for the past ten years but to no avail (whereas significant progress have been achieved in the provision of other services to the population, such as water and electricity). This matter involves development issues (such as access to the service for poor people), issues related to economic informality (as most of the service is provided by informal operators-the so-called minibus taxis) and economic regulation by public authorities as well as to management of public amenities. The failure of the reform strategy is diagnosed and suggestions to breakthrough with the reform are provided

Full textFaced with a demographic explosion of the third word's big cities and the growing need of transportation and mobility, the urban mass transit network showed to be ineffective, and more costly while most countries must deal with heavy debts. Traffic jams, insecurity in the bus ride, bus schedule irregularity, a degrading fleet such us the picture offered by our transports. This is the how, many structured enterprises of urban mass transit have disappeared. Even SOTRA, a pioneer enterprise in urban mass transit, know for its technical performances, encounter some harsh financial difficulties. Until then, some formal and informal private enterprises are now taking over little by little the share of the market reserved to traditional enterprises. It is now a priority to find alternated solutions to this urban mass transit issue in Africa. At the end of our study, we would like to suggest a lasting transit network and able to fit specifically to Abidjan while advocating complementarities between different modes of transport rather than wild competition , just like means to improve this sector of the urban transport in Abidjan and therefore the life quality in our capital
