Full textWhen entering a fairway in Swedish waters, vessels are affected by various restrictions. These restrictions are related to the draught of the vessel, its maneuvering capabilities and other factors which affect its capability to be conducted in a safe manner when inside the fairway. Prior to 2009, these restrictions were implemented by Sjöfartsverket (the Swedish Maritime Agency). In 2009, Transportstyrelsen (the Swedish Transport Agency) was created and took on the responsibility for some parts of the process behind developing these restrictions. In this study the focus is on the effects of this reorganization on the process itself from the viewpoint of those who are working with it. A qualitative study using interviews was conducted with people who are in daily contact with this work. The result shows a process that has undergone minor changes but is also in many ways still similar. The participants in this study describe smaller differences in the practical, daily work and the communication that this work requires, but they also paint a picture of a situation where the change is still happening and where old routines and habits still influence their work.

Full textThis literature study covers the Safety Management System (SMS), a relatively new concept and working method within the aviation industry to work with flight safety and initiated by what is now the International Civil Aviation Organization (ICAO), a United Nation (UN) specialized agency. SMS was developed since work with flight safety has become increasingly difficult to identify individual factors that cause accidents, but to a greater extent a chain of factors when an accident occurred. SMS is a systematic approach to managing safety, including the necessary organizational structures, responsibilities, policies and procedures. SMS includes safety policy and objectives, risk management, safety assurance and safety promotion. The Swedish Transport Agency published in 2013 a Swedish State Safety Program (SSP) with requirements for SMS in other areas in aviation. European Aviation Safety Agency (EASA) published in 2013, a proposal with requirements of SMS to the maintenance organizations (Part-145), which has not yet been established and published. The objective was to clarify how the implementation work continues for SMS in Swedish Part-145 organizations, the factors that can complicate the work, as well as highlighting opportunities and challenges in the implementation of the SMS. Also to get an understanding of the difference between today's safety work in relation to the implemented SMS in aviation maintenance. The work was limited to SMS within Swedish aviation industry and maintenance Part-145 and the work is based on sources from ICAO, EASA, Swedish Transport Agency, relevant literature and research as well as a qualitative interview with a representative of the Swedish Transport Agency. The conclusion is that there is at today strong indications that EASA will publish a legislative proposal the summer of 2018, which applies to maintenance organizations (Part-145), and that these organizations will then have two years to implement the new requirements. Further reporting requirements, risk assessment and clear demands on documentation are important differences between today's requirements and the new requirements of the SMS. Furthermore, it can be stated that the risk in the implementation of SMS is that it complicates implementation more than needed, do not customize the system to their own organization, the routines then will not be use alternative insufficient resources, or that after the implementation the organization do not continuously work with the SMS. We can also conclude that the success factors to obtain effective SMS includes education and management commitment and that the SMS adapts to the organization's operations and is well integrated in the daily activities.

Full textThis study treats the rules and regulations which concern a passenger vessel look out, given in the regulations TSFS 2012:67. These regulations are imposed by the Swedish transport agency and cover all vessels sailing under the Swedish flag. The purpose of this study is to find out how senior deck officers on board Swedish passenger vessels interpret and apply the above mentioned regulation. We have completed this study through interviews on board five passenger vessels which are sailing under the Swedish flag. To receive a fair study the Swedish transport agency has been interviewed, and the questions asked on board the vessels have been designed with the information received by the transport agency in mind. The result of the study shows that the knowledge about the regulations is high among the senior deck officers. Despite this, the study also shows that deviations from these regulations sometimes are made, usually after a risk assessment made by the officer on watch or the captain. The routines on board are formed mostly with the regulations in mind but the routines are also formed in such way that the work on board can proceed as smooth as possible. The daily work routines are not considered to be governed by the regulations to the extent that the masters perceive the regulations as an obstacle. In conclusion, the study shows that the combination of meeting all the requirements in the terms of look out and do a job which runs as smoothly as possible is hard to meet.

Full textEurope has a great history of successful and attractive shipping on the inland waterways as a part of the transport infrastructure, where a great amount of cargo has been transferred from the roads to the inland waterways. Shipping as a type of transportation is a very environmentally friendly alternative besides advantages for the society. As shipping decreases the heavy traffic on the public roads, the risk for traffic accidents and the risks in transporting dangerous cargo will be lower.In Sweden the shipping on the inland waterways has not been as successful compared to the european neighbours with inland waterways, and despite this there is a great need for transferring cargo from the roads to the sea and an official goal from the government for doing this. By comparing the swedish regulation regarding the shipping on inland waterways with the european regulations, the aim is to find out why shipping on the inland waterways are not successful in Sweden. Besides the comparative of the regulations this report will also analyse the different costs and other factors making it less attractive. What the authors can conclude in this study is that the swedish adaptation and additions to the european rules is not the only factor why there is no economically functioning traffic of the swedish inland waterways, it is just another brick in the wall.
