Problems related to Islamic law come in accordance with social changing. The problems sometimes are only in different forms. Yusuf Qardhawi’s theory about ijtihad related much in classifying those problems. For those problems that have ever been discussed, they need to be re-analyzed using tariqah al- tarjih to obtain the strongest argumentation. Meanwhile for the new problems, they might be discussed by ijtuhad insha’i.

Abstract:
This paper discusses about the history or trend of the Qur’anic studies in the West in general which is still developing until now. There are three focuses of discussion in this paper, namely the history of the translation of the Qur›an, Jewish-Christian Influences on the Qur›an, and a critical study of the Qur›an. Before discussing this matter, this paper also discusses a little about Mushaf ‘Usmānī or what is now called the Qur›an. The beginning of the study of the Qur›an in the West began with translation and later developed into a critical study of the Qur›an itself. The first translation of the Qur’an was carried out by Peter the Venerable and Abbot of Cluny in Latin. This translation was later refined by Robert of Ketton in 1143. After being translated, it was only published for the first time in 1543 AD. After the translation of this translation, it was later followed by other translations in various languages. The study of the Qur’an began to draw attention in the West when Theodor Nӧldeke wrote a book on the history of the Qur’an (Geschichte des Qorāns/Tārīkh al-Qur’ān, The History of The Qur›an). Some Western scholars said that the Qur›an has been influenced by the Judeo-Christian tradition and thus has some similarities. Some Western scholars also conduct critical studies of the Qur’an, some even want to make another version of the Qur’an. The views of Western scholars who are «eccentric» have been denied by Muslim scholars themselves. It can be said that this paper discusses the Orientalist views of the Qur›an.

A new capital programming tool, CHOICES©MIT 1998, is being developed to support public agencies in this process. CHOICES©MIT 1998 is a decision support tool that is used to assess and compare alternative configurations of a collection of projects ("a portfolio") of interest to procurement officials. While the CHOICES©MIT 1998 tool focuses upon financial features of each project in the portfolio, and multiple delivery strategies for each project, the purpose of doing so is to free the analyst to focus upon other factors during the development of preferred configurations of the entire portfolio. This new software is tested using the Puerto Rico Highway and Transportation Authority as an example. The Authority is responsible of the construction of highways and mass transit systems in Puerto Rico, including construction of a new rail system, Tren Urbano. CHOICES©MIT 1998 was applied to model the historic financial data of the Agency, including revenues and expenses. The software was also used to create a portfolio of projects that includes the Construction Improvement Program, Tren Urbano, and future extensions of the project to Carolina, Old San Juan, and the Airport that are in the planning stage. The model was used to make a sensitivity analysis of the capital programming variables. This research was funded by the Puerto Rico Highway Authority by means of the UPR/MIT Tren Urbano Program.

Abstract:
Strategi peningkatan melalui optimalisasi integrasi pakan lokal, penyediaan bibit unggul, aplikasi teknologi adaptif, implementasi pola kemitraan dan optimalisasi wilayah strategis sesuai komoditas ternak.

Abstract:
The present work had studied and determined various levels of usability and interactivity in haptic interfaces for manipulating 3D applications. It was applied to a Heritage Cultural system composed by Train Station and Steam Locomotive. A physical model and a railroad model were built. The system was operated by high school students. The information gathering was performed by the deductive method, collecting data about preferences, needs, and requirements for developing a 3D virtual environment using 3DSMAX 2011 Trial (3D Modeled Software) and Unity 4.3 Trial (Simulation Software), capable to engage and transmit information relevant to geographical, social and cultural aspects of the central highlands. Subsequently connected to a real model controlled by electronic systems. The inquiry made from high school students shows that 56 % possess ability and willingness for interfaces manipulation. Also, it was found an 80% of criteria for usability acceptance, and interactivity of 84% towards the current applications on mobile devices. As the final evaluation of the application, it was shown that the intervention of haptic interfaces on threedimensional applications connected to tangible environments, increased 95% of the usability and 100% of interactivity. We conclude that combining virtual systems with real ones accelerates learning processes at the secondary education level. It improves retention of information and allows the user to actively participate in virtual environments, converting recreational applications into academic and research tools.

Abstract:

Abstract:
Amine-functionalized mesoporous silica has attracted much attention as a promising chemical sorbent for capturing carbon dioxide. It has the combination of several features viz., high adsorption capacity, high selectivity toward CO2, fast kinetics, mild conditions for desorption and should be stable under operating conditions. In this study, a chemical grafting route has been developed to synthesize mesoporous adsorbents with amines functionalization for CO2 capture. The initial silylation step was achieved by grafting of different silane linkers (3-aminopropyl)-trimethoxysilane (APS) and 3-chloropropyl)-trimethoxysilane (CPS) via direct condensation and hydrolysis reaction. After silylation the CPS-supports was reacted with tris(2-aminoethyl)amine (TREN) to introduce the amine group to increase the adsorptive capabilities for these sorbents. The synthesized sorbents were characterized by N2 adsorption/desorption, XRD, FTIR and HR-SEM. The adsorption capacities of the modified solid sorbents show a significant enhancement in their adsorption capacity by 3–4 times higher than that of the parent materials which indicate the affirmative impact of amines for CO2 adsorption after grafting.
