In an essay entitled ‘Cinna the Poet’ published in 1974, T. P. Wiseman forcefully countered the arguments of Monroe E. Deutsch and others against the identification of the ‘neoteric’ poet Cinna with the tribune Gaius Helvius Cinna, who after Caesar's funeral was torn to pieces by an enraged mob, mistaken by it for the praetor Lucius Cornelius Cinna, who had applauded Caesar's murder. The identification of the poet with the tribune is supported by Plutarch, Brutus 20.4, where the murdered tribune is called a ποιητικ⋯ς ⋯ν⋯ρ. the paper examines the relationship between the consul Lucius Cornelius Sulla and the Roman plebs in 88 B.C. The first part of the paper considers the role of the popular assemblies in the political struggle around the bills of the plebeian tribune Publius Sulpicius. The authors take the view that the violent clashes between supporters and opponents of Sulpicius’ proposals were inspired by Sulla and his consular colleague Quintus Pompeius Rufus who thereby sought to disrupt the vote in the comitia. This study intends to analyze the importance of institutional trust in the process of democratization. In this particular case, the period from 494 to 88 BC in the Roman republic is examined. The theories of Charles Tilly and Robert Putnam are utilized to more deeply examine the concepts and manifestations of trust and democratization. Using the ideas and theories of these authors together provides a unique insight into the means by which a population comes to trust that government is responsive, and further comes to expect increased responsiveness in the future.

Abstract The origin of the tribunes of the plebs is the cornerstone of the story of the Conflict of the Orders, which was the chief domestic theme in the annals of the early Republic. In the course of their first secession in 494 the plebs elected tribunes as their spokesmen in negotiations with the patricians and swore an oath to take vengeance on anyone who did violence to the persons of the tribunes, declaring them sacrosanct (Chap. IV above with nn. 24-5).

Abstract The varying beliefs of those who participated in Republican politics have already become apparent in the foregoing chapters. From the third century onwards at least, perhaps the majority of the elite supported senatorial authority in the interests of maintaining the status quo, others believed in the superiority of the elected magistrate, while plebeian leaders laid stress on the rights of the plebs-provocatio, the inviolability of tribunes, and the freedom of the plebeian assembly.1

The Discourses advance the radical thesis that the conflicts in Rome between nobles and plebs, which led to the creation of the tribunes, were beneficial to liberty. The Gracchi brothers initiate reforms to redistribute land and hold magistrates accountable, provoking violent backlash from conservative elites. That was an appropriate ideological exercise for a new consul delivering his first two speeches. This chapter also derives some of the principles of reading that make those distinctive visions apparent: they appear for the most part not in direct discussion of the ideals but are implicit in and govern Cicero’s choices of word, phrase, and image.
