Trust prediction is essential to enhancing reliability and reducing risk from the unreliable node, especially for online applications in open network environments. An essential fact in trust prediction is to measure the relation of both the interacting entities accurately. However, most of the existing methods infer the trust relation between interacting entities usually rely on modeling the similarity between nodes on a graph and ignore semantic relation and the influence of negative links (e.g., distrust relation). In this paper, we proposed a relation representation learning via signed graph mutual information maximization (called SGMIM). In SGMIM, we incorporate a translation model and positive point-wise mutual information to enhance the relation representations and adopt Mutual Information Maximization to align the entity and relation semantic spaces. Moreover, we further develop a sign prediction model for making accurate trust predictions. We conduct link sign prediction in trust networks based on learned the relation representation. Extensive experimental results in four real-world datasets on trust prediction task show that SGMIM significantly outperforms state-of-the-art baseline methods.

Abstract:
In this article I discuss the advantages of a theory of political representation for a pragmatist theory of (global) democracy. I first outline Dewey’s disregard for political representation by analyzing the political, epistemological and aesthetic underpinnings of his criticism of the Enlightenment ideal of democracy and its trust in the power of the detached gaze. I then show that a theory of political representation is not only compatible with a pragmatist Deweyan-pragmatist perspective on democratic politics but also that Dewey’s concept of “publics”, if applied to contemporary circumstances of globalized politics, requires such a theory. I suggest a pragmatic theory of political representation that combines elements of Dewey’s aesthetics, particularly his own theory of vision, with Michael Saward’s conception of representative claim-making into the notion of aesthetic democratic representation.

AbstractDrawing on the descriptive representation literature, we argue that religious identity is a social identity similar to gender or race, which leads a person to feel represented by someone who shares their religious identity. We argue that religious identity motivates approbation for public officials that is distinct from partisanship. We find that constituents who share the religious identity of their congressional representatives are significantly more likely to approve of their representative's performance in office. In addition, those who share a religious identity with President Obama are more trusting of him; particularly among those for whom religion is important. Finally, we find that shared religious identity moderates the relationship between partisanship and trust in the President. All else equal, Republicans who share a religious identity with President Obama are 500% more likely to trust him than a Republican who does not.

Abstract:
We can observe a well-documented decline of trust levels in Western societies: from the reputation of political representatives as being "not trustworthy" to the rise of anti-system-oriented populist parties. Yet the implications of different forms of distrust for a society and democratic institutions have been theorized in conflicting ways so far. In order to illuminate existing inconsistencies in social and democratic theory, this article addresses two research questions: What are the implications of different manifestations of distrust for the acceptance of democracy and democratic institutions? How do different forms of distrust affect the motivation to become engaged in democratic decision-making and in civil society institutions? Taking empirical evidence from 25 focus groups in Germany, our findings show that growing social divisions affect the role distrust plays for political interest representation of social groups and for the acceptance of liberal representative democracy.

Abstract:
The following paper focuses on the relatively new rise of populism which has seen a surge across states across the western world. Populism refers to governance of and for the people, as opposed to the ruling elites. As the sensation of democratic deficits and partisan cleavages increase, the reaction is populism which aims to restore the fundamental democratic values back to the people, advocating a more transparent form of democracy, where power moves away from the ruling elites, back to the people. We explore what populism entails through defining it through its theoretical identifiers and analyzing which political and social attitudes are present in supporters of populist parties. This study is meant to complement Staerkle and Greens study about the social representation of right-populists. By using the same research methodology as Staerkle and Green but also including left populists. This means looking at the social representation of left-right populist supporters and identifying mutual conventions and relations through a cross sectional case study of four countries which have seen a rise in populist parties. The findings lead us to see convergence in left-right populist parties toward institutional distrust and divergence in opinion towards globalism and multiculturalism. In essence, we compare and present the social representation of populist supporters of left-right populist parties and investigate which attributes cause the divergence in their political and social identities.

Abstract:
Aim: This study was undertaken to explore the over-representation of black and minority ethnic (BME) staff in the disciplinary process in a National Health Service (NHS) Mental Health Trust. Background: The Trust where this study was undertaken recognised there was a disproportional representation of BME staff involved in the disciplinary process. No reasons were given by the Trust for why this phenomenon existed. The over-representation of individuals from BME groups in NHS disciplinary hearings was raised as a topic for investigation by Parliament in 2008. Seminal work by Archibong and Darr (2010) has explored reasons for this over-representation. Ethnographic methodologies have not been used previously to develop our understanding of this area. Methods: Critical and focused ethnography were used to observe a disciplinary hearing and gain the perspectives of employees directly involved in the disciplinary process in a single trust. To examine the culture of the Trust, data were collected through fieldwork, participant observation, semi-structured interviews, journal/diary and secondary data. Thematic analysis devised by Braun and Clarke (2006) was used to analyse the data collected. Findings: Negative perceptions towards BME staff, particularly ‘black African’ nurses and healthcare assistants were uncovered. Tensions and rivalries within and between BME staff were also found. Disciplinary investigations were not always based on facts and not all the findings were presented. Investigating officers and the chair of the panel were not always given training to undertake their roles. In some cases, BME personnel were intentionally selected onto the disciplinary panel to avoid accusations of racism, particularly when BME employees were likely to be dismissed. Disparity of the sanctions imposed for similar cases were reported. There was a perception that BME staff were not articulate and treated more harshly than their white counterparts. Equality and diversity initiatives also remain on the periphery. The disaggregation and reconfiguration of services had some bearing on the performance of staff. Line management and clinical supervision was underutilised. Some managers who confronted BME employees were accused of ‘racism’ and had grievances taken out against them. Conclusion: Disciplinary processes involving BME staff cannot be discussed in isolation. Key factors, such as the impact of disaggregation and the reconfiguration of the Trust at a time of continuous change in the NHS, the employment of BME staff as well as the disciplinary process itself, need to be considered together. The discussion also needs to shift from the polarised division between ‘black and white’ staff and focus on the differences and tensions within and among BME staff.

Este trabalho é referente à dissertação de Mestrado em Ciência Política, do Instituto de Ciências Sociais e Políticas (ISCSP), da Universidade de Lisboa. Tem como objetivo investigar o impacto do escândalo político da Petrobrás sobre a confiança na representação política no Brasil, no período de 2014 a 2018. O estudo busca contribuir para a análise do fenômeno do escândalo político no contexto institucional mais amplo, onde sua incidência tem o potencial de produzir consequências para além da reputação dos titulares do poder político, influenciando o apoio às instituições políticas representativas. A partir de um estado da arte, foram abordadas as teorias da representação política, escândalo político e confiança política com o intuito de embasar este estudo, objetivando, a partir de dados do Latinobarómetro referentes aos anos de 2015 a 2018 sobre confiança institucional, aferir o comportamento dos cidadãos frente ao sistema representativo durante o período da vigência do escândalo. Os resultados da análise apontam que, durante o escândalo político da Petrobrás, houve uma maior perceção da sociedade sobre as disfuncionalidades do sistema político brasileiro, sendo quase consensual que este necessita de mudanças para reverter essa rejeição em relação às instâncias de representação. O escândalo político da Petrobrás revelou, não só uma grave distorção na prática representativa brasileira e uma falha nos mecanismos de controle do poder, mas também e sobretudo uma mudança no comportamento dos representados, não mais dispostos aceitar a falta de democraticidade e de responsividade do governo e dos seus representantes.
This work is related to the Master's thesis in Political Science, from the Institute of Social and Political Sciences (ISCSP), from the University of Lisbon. It aims to investigate the impact of the Petrobras political scandal on trust in political representation in Brazil, from 2014 to 2018. The study seeks to contribute to the analysis of the phenomenon of political scandal in the broader institutional context, where its incidence has potential to produce consequences beyond the reputation of political power holders by influencing support for representative political institutions. Based on a state of the art, the theories of political representation, political scandal and political trust were approached in order to support this study, aiming, from Latinobarometer data for the years 2015 to 2018 on institutional trust, to assess the citizens' behavior towards the representative system during the period of the scandal. The results of the analysis indicate that during the political scandal of Petrobras, there was a greater perception of society about the dysfunctionalities of the Brazilian political system, being almost consensual that it needs changes to reverse this rejection in relation to the instances of representation. The political scandal of Petrobras revealed not only a serious distortion in Brazilian representative practice and a failure in the mechanisms of power control, but also and above all a change in the behavior of those represented, no longer willing to accept the lack of democracy and responsiveness of the government and their representatives.

Trust plays a critical role in communications, strength of relationships, and information processing at the individual and group levels. Cognitive social simulations show promise in providing an experimental platform for the examination of social phenomena such as trust formation. This work is a novel attempt at trust representation in a cognitive social simulation using reinforcement learning algorithms. Initial algorithm development was completed within a standalone social network simulation and tested using a public commodity game. Evaluation of the contributions and dividends within the public commodity game shows that many of the expected behaviors of human trust formation are present. Initial results show that reinforcement learning can accurately capture the core essentials of human trust formation. Following standalone testing, the trust algorithm was imported into the Cultural Geography model for large-scale test and evaluation.

Abstract:
The objective of this research is to develop a flexible design grammar and genetic algorithm representation to be used in a multi-objective optimization method to design efficient steel roof trusses given space dimensions and loading requirements by the user. The goal of implementing the method as a multi-objective problem is to obtain a set of near-optimal trusses for the defined unstructured problem domain, not just a single near-optimal design. The method developed was required to support the exploration of a broad range of conceptual designs before making design decisions. Therefore, a method was developed that could define numerous design variables, support techniques to locate global or near-global optimal designs, and improve the efficiency of the computational procedures implemented. This research effort was motivated by the need to consider structural designs that may be beyond the established conventions of designers in the search for cost-efficient, structurally-sound designs. An effective design grammar that is capable of generating stable trusses is defined in this research. The design grammar supports the optimization of member size, in addition to truss geometry and topology. Multi-objective genetic algorithms were used to evolve sets of Pareto-optimal trusses that had varying topology, geometry, and member sizes. The Pareto-optimal curves provided design engineers with a range of near-optimal design alternatives that showed the tradeoffs that occur in meeting the stated objectives. Designers can select their final design from this set based on their own individual weighting of the design objectives. Trials are performed using a multiobjective genetic algorithm that works with the design grammar to evolve trusses for different span lengths. In addition to evaluate the performance of the developed optimization method further, trials were performed on a benchmark truss problem domain and the results obtained were compared with results obtained by other researchers. The results of the performance evaluation trials for the proposed method, in which the sizing, shape and topology were simultaneously performed, indicated that the method was effective in evolving a variety of truss topologies compared to previous published results, which evolved from a ground structure. The diverse topologies, however, were obtained over several trials instead of being found in a Pareto-optimal set found by a single trial. In addition, the proposed method was not able to locally optimize the member section sizes. Additional trials were performed to determine the benefit of applying local optimization to the member section sizes for a given truss topology or geometry provided by the method. The results indicate that significant weight reduction could be achieved by performing local optimization to the truss designs obtained by the proposed multi-objective optimization method.

Abstract:
This thesis examines representations of trust in selected British sentimental novels of the eighteenth century. It focuses principally on the manner in which sentimental prose fiction reflects and participates in the shift from premodern to modern formations of trust. Commenting on the nature of modern trust, Anthony Giddens claims that, with the move to modernity, trust relations in the intimate sphere become increasingly dependent on emotional mutuality, while trust in institutions becomes increasingly impersonal and disengaged from assessments of moral character.
My work explores this dual shift in three sentimental novels. It first analyzes Samuel Richardson's Pamela (1740) and contends that Richardson denies the concept of honor its epistemological role in practical deliberations. The denial of the epistemology of honor uncouples the mechanism of personal trust from assessments of role and role performance and thus makes the trust in persons in the intimate sphere less dependent on institutional forms of trust. To replace honor's role in the formation of trust, Richardson proposes that the sentiments can provide reliable grounds for trust in the intimate sphere. However, he denies the sentiments a role in the formation of an encompassing social trust among strangers and mere acquaintances. The thesis proceeds to read Henry Fielding's Amelia (1751). In order to argue that Fielding envisioned divergent grounds for trust relations, it maintains that Fielding considers trust relations in the intimate sphere and trust relations in public life as based on the sentiments and fair distribution respectively. To conclude, the thesis investigates Oliver Goldsmith's The Vicar of Wakefield (1766) to uncover the manner in which Goldsmith distinguishes personal trust in the intimate sphere from general system trust, which Goldsmith ultimately envisions as an ontological trust in providence.

Esta tese focaliza como tema principal a representação social da confiança. Qual a importância da confiança para a sociedade contemporânea, para as organizações de produção e para as relações interpessoais. A fundamentação teórica é a Teoria das Representações Sociais tomada em sua equação: representação = figura/significado. A metodologia da pesquisa consistiu na realização de grupos focais e na expressão imagética e verbal da confiança. A análise dos textos visuais conjuntamente com os verbais possibilitou uma percepção bastante acurada desta representação social.
The main subject of this thesis is the social representation of trust. It studies the value of trust in the present society, in the social organization of production, and in interpersonal relationships, as well as how it is represented by Brazilians who have a higher education. The theoretical basis of this study is the Social Representation Theory in Moscovici formulation: representation = image / meaning. The research methodology consisted in creating focus groups in two steps: the imagery and the verbal expression of trust. The analysis of the imaged texts together with the verbal ones led to a very accurate view of this social representation.

Abstract:
With increased immigration into western democracies, how to establish generalised trust in society has received new attention. Are minorities and immigrants low trust levels best remediated through Putnam’s theory of civil organisation engagement or Rothstein’s theory of impartial institutions? Simultaneously, people are hired based on their cultural identity to work with minorities and immigrants in Swedish public administration, which is thought to increase the target group’s trust. This resembles the ideas of representative bureaucracy and conflicts with traditional merit recruitment and Rothstein’s theory. This thesis uses an inductive ideal type method based on an assumption of thin rationality to study the phenomena of hiring based on cultural identity, which it names cultural professionalism. It askes firstly, what does cultural professionalism contribute with that makes it desirable for actors in public administration and how is this related to trust? Secondly, what are the trade-offs when using cultural professionalism in public administration? Through studying the rational of the phenomena for actors directly affected by it, the findings indicate that cultural professionalism is a way to communicate information and legitimise implementation towards minority groups. The cultural professionals use their trustworthiness within the group to link implementation and information from public administration towards the group, and information from the group towards public administration. This information also has a socialising potential. The trust is however particularised, i.e. not bridged to public administration. Problematic logics discovered in the material are evaluated towards the three values of public administration: democracy, rule of law and efficiency. In sum, cultural professionals imply trade-offs for democracy and rule of law, and appears to favour efficiency. Lastly, cultural professionalism is described and defined as a “new” ideal type legitimacy model in policy implementation.

A preocupação em encontrar alternativas que reduzissem os custos de saúde pública e que, ao mesmo tempo, favorecessem o acesso da população em geral à medicamentos levaram – dentre outros fatores – o Governo Brasileiro a adotar uma política de medicamentos genéricos, institucionalizada oficialmente em 1999 através da Lei 9.787. O Governo, ao lançar os genéricos, apoiou esta categoria sob duas bases: medicamento de qualidade garantida e preço baixo. Mas, se por um lado, o argumento de “preço baixo” funciona como um trunfo comercial para os medicamentos genéricos, por outro, a ausência de uma marca de produto pode dificultar a relação de confiança do consumidor acerca do produto. Portando, a “qualidade” só seria observada pelo consumidor em um processo de composição de representações sociais positivas. O processo de composição de representações sociais positivas para um produto é processo fundamental para a sua aceitação social e sucesso, principalmente no caso de medicamentos cujo efeito é ligado diretamente à saúde humana. Abstract:
When are women well represented, politically speaking? The popular consensus has been, for some time, when descriptive representatives put women’s issues and feminist interests on the political agenda. Today, such certainty has been well and truly shaken; differences among women—especially how they conceive of their “interests”—is said to fatally undermine the principle and practice of women’s group representation. There has been a serious loss of faith, too, in legislatures as the sites where political representation takes place. Feminist Democratic Representation responds by making a second-generation feminist design intervention; firmly grounded in feminist empirical political science, the authors’ design shows how women’s misrepresentation is best met procedurally, taking women’s differences as their starting point, adopting an indivisible conception of representation, and reclaiming the role of legislatures. This book introduces a new group of actors—the affected representatives of women—and two new parliamentary practices: group advocacy and account giving. Working with a series of vignettes—abortion, prostitution, Muslim women’s dress, and Marine Le Pen—the authors explore how these representational problematics might fare were a feminist democratic process of representation in place. The ideal representative effects are broad rather than simply descriptive or substantive: they include effects relating to affinity, trust, legitimacy, symbolism, and affect. They manifest in stronger representative relationships among women in society, and between women and their representatives, elected and affective; and greater support for the procedures, institutions, and substantive outputs of representative politics, and at a higher level, the idea of representative democracy. Against the more fashionable tide of post-representative politics, Feminist Democratic Representation argues for more and better representation.

Trust-aware recommender systems have received much attention recently for their abilities to capture the influence among connected users. However, they suffer from the efficiency issue due to large amount of data and time-consuming real-valued operations. Although existing discrete collaborative filtering may alleviate this issue to some extent, it is unable to accommodate social influence. In this paper we propose a discrete trust-aware matrix factorization (DTMF) model to take dual advantages of both social relations and discrete technique for fast recommendation. Specifically, we map the latent representation of users and items into a joint hamming space by recovering the rating and trust interactions between users and items. We adopt a sophisticated discrete coordinate descent (DCD) approach to optimize our proposed model. In addition, experiments on two real-world datasets demonstrate the superiority of our approach against other state-of-the-art approaches in terms of ranking accuracy and efficiency.

Using a standard trust game, we elicit trust and reciprocity measures in a representative sample of adult players in Montevideo, the capital city of Uruguay, a country that exhibits relatively better levels of tolerance towards migrants than other Latin American countries. We find no statistically significant differences in trust levels of Uruguayans towards countrymen versus migrants. In reciprocity, we find only marginally significant differences attributable to the nationality of the players.

Recent increases in political polarization in social media raise questions about the relationship between negative online messages and the decline in political trust around the world. To evaluate this claim causally, we implement a variant of the well-known trust game in a survey experiment with 4,800 respondents in Brazil and Mexico. Our design allows to test the effect of social media on trust and trustworthiness. Survey respondents alternate as agents (politicians) and principals (voters). Players can cast votes, trust others with their votes, and cast entrusted votes. The players rewards are contingent on their preferred “candidate” winning the election. We measure the extent to which voters place their trust in others and are themselves trustworthy, that is, willing to honor requests that may not benefit them. Treated respondents are exposed to messages from in-group or out-group politicians, and with positive or negative tone. Results provide robust support for a negative effect of uncivil partisan discourse on trust behavior and null results on trustworthiness. The negative effect on trust is considerably greater among randomly treated respondents who engage with social media messages. These results show that engaging with messages on social media can have a deleterious effect on trust, even when those messages are not relevant to the task at hand or not representative of the actions of the individuals involved in the game.

[Extract from Executive Summary] This report documents Work Package 7 of the Scottish Inshore Fisheries Integrated Data Systems (SIFIDS) Project, which was designed to facilitate engagement with the key stakeholders including; inshore fishers, their representative bodies, Regional Inshore Fisheries Groups, Marine Scotland including Policy, Compliance and Science. The SIFIDS Project focused on 12 metre and under inshore fisheries vessels, of which around 1,500 are registered in Scotland including those that work part-time or seasonally. The facilitation team was set various targets for engagement based on the requirements of other work packages. The success of the overall project was dependent to a significant extent on securing voluntary engagement and input from working fishers. Previous experience has shown that having a dedicated project facilitation team is an extremely effective model for establishing the necessary trust to encourage industry-participation in projects such as this. The WP7 facilitation team comprised three individuals who have significant marine and fisheries related experience and wide-ranging skills in communications and stakeholder engagement. They worked together flexibly on a part-time basis, ensuring staffing cover over extended hours where required to match fishers’ availability and geographical coverage over Scotland.

Being able to follow the chain of contagion of COVID-19 is important to help save lives and control the epidemic without sustained costly lockdowns. This is especially relevant in Latin America, where economic contractions have already been the largest in the regions history. Given the high rates of transmission of COVID-19, relying only in manual contact tracing might be infeasible. Acceptability and uptake of contact tracing apps with exposure notifications is key for the implementation the “test, trace and treat” triad. In the first study of its kind in Latin America, we find that for a nationally representative sample of 10 countries, an opt-out regime with automatic installation significantly increases the probability of acceptance of such apps in almost 22 p.p. compared to an opt-in regime with voluntary installation. This triples the size and is of opposite sign of the effect found in Europe and the United States. We see that an opt-out regime is more effective in increasing acceptability in South America compared to Central America and Mexico; for those who claim not to trust the national government; and for those who do not use their smartphones for financial transactions. The severity of the pandemic at the place of residence does not seem to affect the effectiveness of the opt-out regime versus an opt-in one, but feeling personally at risk does increase the willingness to accept contact tracing apps with exposure notifications in general. These results can shed light on the use of default options in public health in the context of a pandemic in Latin America.

Background: Clear allergen communication in food business operators (FBOs) has been shown to have a positive impact on customers’ perceptions of businesses (Barnett et al., 2013). However, the precise size and nature of this effect is not known: there is a paucity of quantitative evidence in this area, particularly in the form of randomised controlled trials (RCTs). The Food Standards Agency (FSA), in collaboration with Kantar’s Behavioural Practice, conducted a feasibility trial to investigate whether a randomised cluster trial – involving the proactive communication of allergen information at the point of sale in FBOs – is feasible in the United Kingdom (UK). Objectives: The trial sought to establish: ease of recruitments of businesses into trials; customer response rates for in-store outcome surveys; fidelity of intervention delivery by FBO staff; sensitivity of outcome survey measures to change; and appropriateness of the chosen analytical approach. Method: Following a recruitment phase – in which one of fourteen multinational FBOs was successfully recruited – the execution of the feasibility trial involved a quasi-randomised matched-pairs clustered experiment. Each of the FBO’s ten participating branches underwent pair-wise matching, with similarity of branches judged according to four criteria: Food Hygiene Rating Scheme (FHRS) score, average weekly footfall, number of staff and customer satisfaction rating. The allocation ratio for this trial was 1:1: one branch in each pair was assigned to the treatment group by a representative from the FBO, while the other continued to operate in accordance with their standard operating procedure. As a business-based feasibility trial, customers at participating branches throughout the fieldwork period were automatically enrolled in the trial. The trial was single-blind: customers at treatment branches were not aware that they were receiving an intervention. All customers who visited participating branches throughout the fieldwork period were asked to complete a short in-store survey on a tablet affixed in branches. This survey contained four outcome measures which operationalised customers’: perceptions of food safety in the FBO; trust in the FBO; self-reported confidence to ask for allergen information in future visits; and overall satisfaction with their visit. Results: Fieldwork was conducted from the 3 – 20 March 2020, with cessation occurring prematurely due to the closure of outlets following the proliferation of COVID-19. n=177 participants took part in the trial across the ten branches; however, response rates (which ranged between 0.1 - 0.8%) were likely also adversely affected by COVID-19. Intervention fidelity was an issue in this study: while compliance with delivery of the intervention was relatively high in treatment branches (78.9%), erroneous delivery in control branches was also common (46.2%). Survey data were analysed using random-intercept multilevel linear regression models (due to the nesting of customers within branches). Despite the trial’s modest sample size, there was some evidence to suggest that the intervention had a positive effect for those suffering from allergies/intolerances for the ‘trust’ (β = 1.288, p<0.01) and ‘satisfaction’ (β = 0.945, p<0.01) outcome variables. Due to singularity within the fitted linear models, hierarchical Bayes models were used to corroborate the size of these interactions. Conclusions: The results of this trial suggest that a fully powered clustered RCT would likely be feasible in the UK. In this case, the primary challenge in the execution of the trial was the recruitment of FBOs: despite high levels of initial interest from four chains, only one took part. However, it is likely that the proliferation of COVID-19 adversely impacted chain participation – two other FBOs withdrew during branch eligibility assessment and selection, citing COVID-19 as a barrier. COVID-19 also likely lowered the on-site survey response rate: a significant negative Pearson correlation was observed between daily survey completions and COVID-19 cases in the UK, highlighting a likely relationship between the two. Limitations: The trial was quasi-random: selection of branches, pair matching and allocation to treatment/control groups were not systematically conducted. These processes were undertaken by a representative from the FBO’s Safety and Quality Assurance team (with oversight from Kantar representatives on pair matching), as a result of the chain’s internal operational restrictions.
