ENGLISH ABSTRACT: South Africa boasts significant cumulative public-private partnership experience when compared to other African countries. However, little has been done to investigate the success and failure of implemented projects versus those registered on the National Treasury database. There is a limited amount of documented progress of public-private partnerships in South Africa, these being successes and failures in project implementation as well as the contributing factors for such outcomes, and these would serve as critical lessons for future partnerships. The main objective of this study is to investigate the challenges faced in the implementation of municipal public-private partnerships, especially concerning the City of Tshwane’s accommodation public-private partnership. A case study approach was adopted, reviewing the City of Tshwane’s public-private partnership initiative by looking at some of the reported challenges faced as well as the process followed during the implementation of the project. The results of this research assignment indicate that major strides have been made in acquiring sufficient experience and knowledge relating to public-private partnerships as they relate to the South African environment, and the main project team members, who have been involved long enough to understand the objectives of the project. However, of concern is the constant change of project team members taking into account that for each project phase a new team is established. The implication of this is that project knowledge may be lost due to changes in the structure of the project team. It should be noted that at the submission of this assignment the City of Tshwane accommodation public-private partnership was still in progress and in the initial stages of physical construction.

Abstract:
This project focuses on the relationship between law and space. In the South African context, apartheid can be understood as a legal system that regulated material space. This system produced social relations and conditions that remain, despite the abolition of the apartheid legal system. Spatial justice captures the relationship between law and space. Looking at law from the perspective of spatial justice provides a vocabulary for explaining how spaces (as social relations) remain after laws have gone. Following feminist geographer Doreen Massey, I call for law to recognise relational space. The city of Tshwane's lawscape provides me with three instantiations through which to investigate the spatial justice discourse. The first chapter considers the case of Schubart Park, a high-rise complex in the inner city of Tshwane. An estimated 700 families were evicted from the building complex in 2011. The constitutional court, one year later, ordered the re-instatement of the inhabitants, but the buildings still stand empty. The second chapter focuses on the city of Tshwane street names case. During 2012, a number of street names across the city were changed. The constitutional court, in 2016, handed down a judgment that brings to the surface the notions of belonging in the city. The third chapter traces the grand narrative of the municipality by analysing the mayoral speeches of the past five years and the Tshwane 2055 plan. This project hopes to contribute to the vocabulary of spatiality and spatial justice from a post-apartheid South African perspective and in particular from the vantage point of the administrative capital.

One of the results of globalisation is that supply chains are getting longer, in both time and distance. For example, the local bookstore around the corner now competes with the bookstore in the USA. Logistics ties together geographically distant sources and markets. The implications of this are that there is a greater need for efficiency in specifically transportation and distribution networks. The integration of transport infrastructure into a logistics hub is seen as an enabler of distribution on a global basis. A solution to overcome the above complications is the development of logistics hubs as a means to simplify supply chain processes. Logistics hubs are generally defined as integrated centres for transhipment, storage, collection and distribution of goods (Jorgenson, 2007). Universally logistics hubs have intermodal or multi-modal solutions to abridge transportation difficulties and creating seamless movement of goods and in doing so optimising general operations. Freight shipments now have the ability to be consolidated at a central point and distributed from that point to its final destination. This creates added value for freight products. Customers now receive products at the right time, at the right place and in the right quantity, but with the benefit of paying less as a result of economies of scale created by the value added at the logistics hub. Logistics hubs are very well established internationally and many examples exist where these have been successfully built and implemented. This does not suggest that there is one specific recipe to success. Each region has its own demands which need to be satisfied. There are however numerous common characteristics which were identified during the course of the study. It is important for South Africa to integrate existing transport infrastructure to optimise logistics in the country and in doing so, ascertaining itself as a regional logistics hub.

Abstract:
This dissertation seeks to explore the legacy of coloniality inherent in the built environment of South African cities today, especially the City of Tshwane (Pretoria), and propose strategies to rewrite a more inclusive and transformative architectural legacy. As the historical (and current) seat of the South African government, Pretoria has seen much of the making of South Africa’s colonial (as well as pre and post-colonial) history. The remains of the architectural heritage speak of European classical ideals, battles for imperial power and colonial ways of life, and many of these heritage buildings could be seen to be struggling to represent a diverse and transformed nation. As the call has gone out to question the future of statues and monuments of problematic past leaders, it brings to light the question of our built history, heritage and the legacy it leaves. Colonial architecture heritage faces different avenues of conservation, such as forms of reuse or adaptive reuse; however, many are facing abandonment due to its inability to transform or adapt to the changing needs of society. Such is Berea Park Sports Club's case, abandoned and then vandalised, its ruins speaking of possibly becoming forgotten altogether. By investigating the reuse of the building and sports grounds through the themes of urban land reform, architectural hybridity and relevant heritage approaches, this project seeks to reimagine the legacy of the site and address spatial and social justice concerns left in the wake of the colonial city.

Abstract:
This study explored caregivers' views on play and play areas in Salvokop, Tshwane. Specific focus was placed on children's play, play between caregiver and child, and the importance of play spaces. Five relevant categories were identified for investigation including biographical details, the child in early childhood, caregivers' opinions on play, play between caregiver and child, and public play areas. The research methodology for this study was clearly defined and outlined where a qualitative research approach was utilised with a semi-structured interview schedule as data-collection method. The literature chapter focused on early childhood, theoretical perspectives on play, defining play, the advantages of play, as well as play between parents and child and the importance of public play areas. Research findings for this qualitative study were presented using tables which were fully discussed in the study in order to describe caregivers' views on play, play between caregiver and child, and play areas. Research findings showed that not all caregivers are aware of the importance of play for child development and do not consider play on its own as the most important activity during early childhood, yet caregivers indicate that their children spend most of their time playing. The types of play that children engage in have numerous advantages and are more varied than what caregivers deem important. Caregivers believe that children need long periods of play on a daily basis and most children do actually play for long periods every day. Children in this study also participate in more physical activity than children in some developed countries. Children have uninterrupted time to play where they are not hurried or directed by anyone. Caregivers play with their children and enjoy different types of play with their children. However, there is a lack of physical play between caregivers and children. There is no public play area in Salvokop but caregivers would like to have a public play area and indicate that their children will make use of a public play area extensively. Finally, conclusions and recommendations were made following the key findings for this study. The research question for this study was fully answered in that the empirical investigation provided a comprehensive reflection of caregiver's views on play and play areas.

Abstract:
In order to determine what mental health problems South African children living with HIV experience, interviews were conducted with HIV-positive children and their caregivers at a paediatric HIV clinic in Tshwane. The interviews with the children included assessments that focused on the children's self-esteem (Self-Description Questionnaire), experiences of anxiety (RCMAS), and the coping strategies that they employed in daily living (Kidcope). The interviews with caregivers included a questionnaire about demographic details, the Parental Stress Index (PSI), and the Coping with Children's Negative Emotions Scale (CCNES). Caregivers also completed the Child Behaviour Checklist (CBCL), which assesses a range of psychological problems in children. These results were compared to a sample of HIV-negative children and their caregivers from the same community. Although many children living with HIV-infection displayed clinical levels of somatic and depressive symptoms, these did not differ at statistically significant rates from the HIVnegative comparison group. Furthermore, children living with HIV were not found to experience clinically significant levels of anxiety as assessed by the RCMAS. Children living with HIV were found to employ more adaptive coping strategies than maladaptive coping strategies and significantly fewer maladaptive coping strategies than HIV-uninfected children use. Children living with HIV were also found to have significantly higher positive self-evaluations than HIVuninfected children. The results of the caregiver assessments indicated that caregivers of children living with HIV experience more distress in their relationship with their child and tend to engage less with negative emotional displays of their children than do caregivers of HIV-uninfected children.

Social entrepreneurship is a fairly new subject to most academics. Extensive research and analysis is currently underway to understand this subject better. By definition, it still lends itself to the general known description of commercial entrepreneurship. What makes it distinctive is its virtuousness of the mission to create better social value than commercial profit. For social entrepreneurs, the social mission is explicit and central. This obviously affects how social entrepreneurs perceive and assess opportunities. Mission-related impact becomes the central criterion, not wealth creation. Wealth is just a means to an end for social entrepreneurs. This study investigates the overall view of social entrepreneurship and puts together a working definition of social entrepreneurship in the Tshwane Metropolitan Municipality. This study's primary objective focuses on determining the sustainability of social entrepreneurship and its potential to contribute meaningfully to the overall economy. The secondary objective of the study is to find a working definition of social entrepreneurship as proposed by other researchers throughout the world and assess some of the work done around the subject. The research methodology consists of literature study and empirical research that in turn encompass administering a survey questionnaire to various social entrepreneurs in the Tshwane Metropolitan Municipality. The literature study focuses on worldwide definitions, approaches, activities, funding mechanisms, skill requirements and challenges around the subject of social entrepreneurship. The literature study also finds a detailed study of Ashoka, one of the most successful social entrepreneurship initiatives from the United Kingdom, which is perceived as one of the most successful projects on this subject. The empirical research cover the construction of a survey questionnaire aimed at understanding five key areas around social entrepreneurship in Tshwane. These areas covers sets of questions to gather a better understanding of the demographic profile of a social entrepreneur, the demographic profile of their organisations (specifically non-profit organisations), how they generate their income, raise funds and the source of this funding, challenges they face in the city and last but not least, gather the thoughts of these entrepreneurs in terms of what can be done to make it successful. The questionnaire comprises of both open-closed ended questions. The results of the findings, which include an overall demographic profile of the social entrepreneur, showed a significant potential for social entrepreneurship to prosper in the Tshwane Metropolitan Municipality and the need for further research and investigation on this subject. The results also show the need for higher level of skills and qualifications for social entrepreneurs to grow beyond the initial incubation stage in their organisations. Other findings from the results include relevance of location for social entrepreneurship to prosper. The finding also revealed the need for increased access to funding and better policy framework to help entrepreneurs to operate harmoniously. Crime and inadequate regulatory framework poses some of the biggest threats to social entrepreneurship. A number of practical recommendations have been listed in the study for authorities to consider, in an attempt to make this subject a meaningful solution to solve some of the socio-economic problems in Tshwane Metropolitan Municipality. It is the author's belief that the objectives of the study have been met, despite the bias of the geographic location and possibly a smaller sample size than expected nevertheless provide a sound base for continuity on the subject.

Interior design has a social responsibility. To facilitate the way in which buildings change, thereby allowing the user to retain interest and awareness of buildings. The sensitivity of built fabric with historical value combined with the symbolic nature of institutional buildings justify the need to reinterpret architecture in order to retain its value to future generations. It is the aim of this dissertation to investigate the interior designer’s role in altering built fabric by reinterpreting the existing design language. A new perspective should evolve from a well informed understanding of the elements present on site and provide a new strategy by reacting to it. The selected project is a Human Anatomy Centre at the Tshwane District hospital that should provide both the academic and non-academic user with the opportunity to reinterpret their understanding of the human body.

Abstract:
Human adenoviruses (HAdV) are non-enveloped viruses with an icosahedral capsid and a linear double-stranded DNA genome. These viruses belong to the family Adenoviridae and genus Mastadenovirus. An important property of the HAdV is that it is non-enveloped making it highly resistant to detergents and harsh environmental conditions. This virus is grouped in seven species (A-G) with more than 88 genotypes. These seven species are associated with several diseases, such as, respiratory infections, keratoconjunctivitis, urinary infections, hepatitis and gastrointestinal infections. The HAdV is one of the etiological causes of acute gastroenteritis, mainly caused by HAdV-F40 and HAdV-F41. The virus can be transmitted via the faecal-oral route, inhalation of respiratory droplets and direct contact with contaminated environments. The virus is known to be ubiquitous in environments where human contamination is likely to occur such as wastewater treatment plants. These human contaminations could occur through contaminated secretion and excretions within aqueous environments. There is currently a limited amount of information on the HAdV in water Molecular characterisation of human adenoviruses from environmental environments, particularly in Tshwane, Gauteng. Therefore, the aim of the study was to investigate the presence and genotypes of human adenovirus in environmental samples namely raw sewage and treated effluent, using molecular methods. For genotypic characterisation, Sanger sequencing was used on amplicons from 12 HAdV positive samples and next generation sequencing were used on all the amplicons from HAdV positive samples. A total of 150 environmental samples (75 raw sewage and 75 effluent) were collected from two wastewater treatment plants in Tshwane over the study period of 18 months. These environmental samples comprised of 1 L raw sewage and 10 L treated effluent samples. The primary viral recovery for the 1 L raw sewage and 10 L treated effluent samples were performed using skimmed milk flocculation procedure and glass wool adsorption elution technique, respectively. For secondary viral recovery, both environmental samples were subjected to polyethylene glycol/sodium chloride precipitation. Manual extraction was used to extract the nucleic acids from the virus concentrate with mengovirus (MV) used as an extraction control. For the quantification of HAdV, standard curves prepared from known dilutions of HAdV and MV were used. Human adenovirus was detected in 140/150 (93%) of the environmental samples comprising of 69/75 (92%) being raw sewage and 71/75 (95%) being effluent samples. The HAdV concentrations detected in wastewater treatment plant 1 (WWTP 1) ranged from 1.38x105 gc/L to 4.50 x 109 gc/L for raw sewage and 5.08x103 gc/l to 4.30x108 gc/L for effluent. The HAdV concentrations detected in WWTP 2 ranged from 6.84x104 gc/L to 1.69x1012 gc/L for raw sewage and 5.27x103 gc/L to 1.16x108 gc/L for effluent. The HAdV hexon amplification success rate from the nucleic acids was 43/140 (31%). Eighteen HAdV genotypes were successfully characterised using Sanger sequencing. The HAdV-D was the most predominant species in both WWTPs, follow by HAdV-B and HAdV-F. The HAdV-A and HAdV-E species were the least identified. Next generation sequencing identified four times as many genotypes as Sanger sequencing (77 different genotypes). The HAdV-D (types 8, 9, 13, 17, 19, 20, 23, 24, 28, 29, 32, 33, 36, 42, 44, 47, 49, 51, 56, 60, 62, 64, 67 and 81) and HAdV-B (types 2, 3, 7, 11 and 66) were the most predominant species followed by HAdV-F (types 40 and 41), HAdV-A (types 12 and 76), HAdV-E ( type 4) and HAdV-C (type 1). Testing wastewater treatment plants is advantageous as it allows for the detection and identification of HAdV types circulating in the surrounding communities. Due to the large number of species identified using NGS, it is the superior typing method and should be used for future studies. These include strains causing symptomatic and asymptomatic infections. Human adenovirus was detected at comparable frequencies in raw sewage and treated effluent wastewater, with slightly higher detection in effluent samples. However, the viability of these viruses is unknown and should be investigated in further studies. The detection of viruses in wastewater treatment plants are a public health concern as the treated effluent is discharged into rivers, which may be used by communities for domestic and recreational purposes.

Young people are vulnerable to risky behaviors that cause major health problems such as sexual behaviour resulting in early, unplanned pregnancy and sexually transmitted diseases (STDs) including human immunodeficiency virus (HIV).This study intends to identify and describe factors impacting on the utilisation of contraceptives and contraceptive services among youth in Northern Tshwane. A purposive sampling method was used to select participants who met the set criteria. Two focus group interviews were held with youth who visited the selected health care centres for contraceptives and those who had terminated a pregnancy. The interviews were tape recorded, field notes were made during interviews and these were transcribed verbatim. The findings revealed that a number of factors play a major role in non-utilisation of contraceptives and contraceptive services.

Background Primary Health Care is a basic mechanism that brings healthcare as close as possible to the people. In South Africa, it is seen as a cost effective means of improving the health of the population. It is provided free of charge by the government. This service should be accessible to the population so as to meet the millennium health goals. Aims The aims and objectives of the study were: • To investigate whether Primary Health Care services were accessible to the communities of Tshwane Region. • To determine the utilization of the health care services in the three Community Health Care centres of Tshwane Region. Methodology Data were collected at the three Community Health Care centres of Tshwane Region using self-administered questionnaires. A document review of the Community Health Care centres records was conducted to investigate the utilization trends of services. Descriptive statistics were used. The analysis was based on the information that was elicited from the questionnaires that the people who utilize the Community Health Care centres of Tshwane Region provided. The extracted data emanating from the records from the three centres were also used. Results The study demonstrated that in terms of distance, the Community Health Care centres of Tshwane Region are accessible as most participants lived within 5km. They traveled 30 minutes or less to the clinic. The taxi and walking was the most common form used to access the clinic. The services were utilized with the Tuberculosis clinic being the most visited. Generally, people were satisfied with the service and their health needs are met. Conclusion The Community Health Care centres of Tshwane Region are accessible and utilized effectively. Key words: Primary Health Care, accessibility, utilization.

Abstract:
This study has its beginnings in the intriguing idea of how people think things are as opposed to the way things really are. This idea forms one of the central themes of the post-modern paradigm of knowledge that underlines the more inventive role of language in the constitution of knowledge. So much intrigued by this idea, I decided to plot my own expedition to gain more insight into two particular appearances of the conceptualisation of the Tshwane urban space, namely: the picturing of the current urban condition and the preferred concepts used by planners to shape a better urban future. The expedition consists of two voyages. The first voyage (Part 3 of the travel journal), paraphrases the latest themes on the contemporary spatial scenery. In these sketches I tried to make sense of the s(t)imulating sites and sights by offering a personal localisation/contextualisation of these emerging spatialities. This part of the expedition highlighted the need for considerable modifications to the concepts we as planners currently use to describe the spatialities of our time. With this expectation, I commenced with my second voyage (Part 4 of the journal). By employing my refined mode of deconstructive reading, termed expansive scanning, I firstly (1) began to critically appraise how the current spatialities of Tshwane is observed, visualised and described and secondly (2) what shades of a better urban future are directed into position. The travel journal concludes with a review that attempts to bring the multiple revelations/field notes together in a more meaningful whole as my answer to the query I staged at the start of the expedition. The reading is also ended with some reflections on possible openings for further readings and more pertinent descriptions and actions by planners.

Introduction: The magnitude of low birth weight was estimated to be 13% globally in 2013 by UNICEF. Some studies have alluded that adolescence is associated with low birth weight. This study was done to assess whether teenage mothers had the same risk factors for low birth weight as the adult mothers in Tshwane District. Method: A case control study of retrospective data was done comparing low birth weight babies of teenage mothers and low birth weight babies of adult mothers for January to December of 2014. Normal birth weight babies were selected as controls from the same age groups with 1:1 ratio. A total sample size of 1 073 was reached and data analysis using STATA 14® was done to identify risk factors. Results: Out of a total sample of 1 073, about 77 % were adult mothers and 23% teenage mothers. Our study confirms that mothers are at an increased risk for low birth weight when they deliver prematurely OR 6.81, 95% confidence interval (CI) 3.41 to 13.60 and p value <0.001. Women who attend 4 or less antenatal visits had increased odds (OR 1.39, 95% CI 1.03 to 1.86 and p value 0.028) of delivering a low birth weight baby than mothers who attended 5 or more times. When mothers were grouped by age, teenage mothers were more likely to deliver a low birth weight baby when they delivered prematurely (AOR 5.81, 95 % CI 2.27 to 14.07; p value <0.001) while for adult mothers, delivering prematurely (AOR 6.58, 95% CI 3.38 to 12.82; p value <0.001) and attending antenatal care less than 4 times (AOR 1.33, 95 % CI 1.02 to 1.72; p value 0.032) were risk factors. We further found that delivering preterm low birth weight babies was associated with young maternal age (AOR 0.47; 95% CI 0.31 to 0.71; p value <0.001) and attending less than 4 antenatal visits (AOR 1.92, 95% CI 1.06 to 3.47; p value 0.030). Conclusion: This study is the first to stratify risk factors for low birth weight for teenage mothers in Tshwane District. Teenage mothers are less likely to deliver low birth weight babies though they have a higher risk if they deliver prematurely.

This work seeks to explore the critical success factors that influence the success of Indian small business owners in the Tshwane area. To achieve this, the objective of the study is to confirm whether there are significant differences between a successful and less successful group of business owners in terms of general management skills, personal characteristics and entrepreneurial orientation and financing of the business. Through an analysis of theoretical information and empirical results it is possible to facilitate a better understanding of how Indian entrepreneurs operating in small and medium enterprises sustain success, thus enabling learnings that contribute to the body of knowledge relating to entrepreneurship development in South Africa. From the literature it became clear that cultural dimensions have an impact on the entrepreneurial process. The arrival of Indians to South Africa has also contributed to the Indian culture. The characteristics that describe ethnic entrepreneurs and success factors attributed to their success is described. Small and medium enterprises (SMEs) are crucial for the development of any country as they offer benefits of economic growth and employment generation. The success factors to sustain SMEs are also described. Data was collected from respondents by means of a convenience sample using a structured questionnaire consisting of 28 questions. A total of 106 useable questionnaires were returned, which were then classified into a successful and less successful group, based on the criteria of annual turnover and employment growth. The classification process resulted in the successful group containing 38 respondents while the less successful group contained 49 respondents. The findings of the study indicate that there are no significant differences between the comparable groups in relation to management skills and finance factors. There are, however, significant differences relating to personal factors, such as the level of education, family support and experience. Finally, an important learning is that the Indian entrepreneurs in this study are similar to ethnic entrepreneurs reviewed in literature. Copyright

In the context of South African poverty and unemployment, the government implemented various poverty alleviation programmes with the aim of lifting the poorest people out of their worst situation. This research evaluated the EPWP infrastructure sector in Tshwane in trying to understand its effectiveness, sustainability and relevance as a poverty alleviation tool. The study applied a quantitative approach with interspersed with that of qualitative research for statistical information as well as in-depth insight from experts in the field. Data collection was done through document analysis of reports, published papers and structured interviews with experts within the EPWP. The findings revealed that the EPWP is managing to partially meet its objectives; however, it has also shown that the question of its sustainability is still a concern as it only serves limited long term needs. It has shown that its policies replicate that of international practices; however, the implementation part is still a challenge that needs to be addressed. The recommendations were also made to contribute towards the improvement of the infrastructure.

Vaccines have greatly contributed to the control of vaccine preventable diseases. The adoption of the Decade of Vaccines (DoV) by the World Health Assembly in 2011 is an indication of how the global community values the benefits of vaccines. Efforts by many countries to introduce new vaccines are a significant move towards attaining this vision. However, new vaccines put strain on vaccine supply chains. The immunization programme in South Africa has similar challenges, with indications of vaccine stock outs in clinics since the introduction of three new vaccines in 2009. This study set out to establish the status of availability of vaccines in Tshwane government clinics and associated factors. Method: A cross-sectional study was conducted in a sample of randomly selected government clinics in Tshwane health district of Gauteng province. Data was collected using a structured measurement instrument during a visit to each of the participating clinics. Data was collated and analysed using excel based software. Results: A total of 31 clinics participated. In the preceding 12 months, clinics experienced vaccine stock outs, especially of the 3 new vaccines: pneumococcal conjugate vaccine (PCV), rotavirus (RV) vaccine and Pentaxim ®. These were also out of stock for a long duration; for over 2 weeks in a majority of clinics. The causes of vaccine stock outs were: poor management of stock, depot out of stock, unreliable deliveries, lack of pharmacy assistants, and limited fridge capacity. Further burdening the situation is the emergency ordering system that does not function effectively. Conclusion: Significant vaccine shortages occur in Tshwane government clinics. It is recommended that the vaccine supply chain should be restructured and overhauled with the use of advances in technology. Urgent measures should be taken to address the identified causes of stock outs including ensuring reliable deliveries of stock and emergency orders.

People-against-the-law is a societal phenomenon that will never disappear, even in societies where law and order are effectively enforced and practised. Political, economic and social conditions contribute to reasons why some people end up in correctional facilities. This study investigated the perceptions of offenders enrolled in education and training programmes offered by three correctional centres in Pretoria. The study adopted a pragmatic qualitative methodology in which the perceptions of the offenders in the educational programmes, and officials were investigated on whether the programmes addressed their personal development and that of their communities. Interviews and observations were used to collect data during tuition activities. Sixty-five (65) males, females, youth offenders, ex-convicts and officials from Correctional Services and non-governmental organisations participated in the study. Bronfenbrenner’s systems and Knowles’ andragogy were used as the theoretical base to understand the dynamics of adult learning in challenging prison environments. The study concluded that educational programmes offered by the Department of Correctional Services must be needs-based and align to employment opportunities, self-esteem and proper rehabilitation of individual offenders. Adult education programmes grounded on andragogic principles and practices should be revisited in correctional centres’ contexts. Thus educational programmes within Correctional Services should not only be mandatory, but teaching and learning activities should be conducted by qualified adult educators, and address the social needs of the adult offenders.

The role of Community Health Workers relieved the workload and activities which were done by Primary Health Care nurses. Community Health Workers had to conduct home visits as one of the activities. The Community Health Workers experienced challenged during home visits. Aim: This study was conducted to describe and explore the challenges Community Health Workers perceived regarding home visits in the Tshwane district Method: Semi-structured interviews were undertaken with a purposive sample of fourteen Community Health Workers conducting home visits. The individual face to face interviews concentrated on the challenges perceived regarding home visits. All the interviews were transcribed verbatim and analysed using the tesch method. Findings: The challenges perceived were that of the community, logistical, occupational, human resource and managerial. The participants expressed the need for respect and acceptance by the community during home visits. Improved planning related to delegation of households by Outreach Leaders and provision of material resources. The support by managers for career development through training and education for various disease prevention. Conclusion: the findings suggest that training of Community Health Workers need to be formalised and in-service education related to home visits should be planned, structured and supported by the Department of Health. Much discourse on the issue of development communication has focused on participation and its role in improving the lives of developing communities. This line of thought emanates from the theories of Paulo Freire and Martin Buber. Freirean dialogue, which emphasises dialogue and conscientisation emanated from Martin Buber's l-Thou and l-lt relationships and are relevant in this study because these concepts are pivotal in the endeavour to develop grassroots communities. For purposes of this study participatory communication is associated with dialogue, self-reliance, empowerment, the communities' socio-cultural context and strategic communication. In an effort to improve service delivery in the public sector, the South African government resolved to provide communities across South Africa with both information and services through the establishment of Thusong Service Centres. The Thusong concept refers to 'a place to get help or assistance' in Sesotho, and has been the focus of government in carrying out its mandate in respect of development communication in South Africa. This study adopted a qualitative research approach to gather data, to determine how the communication of Thusong Service Centres in Tshwane compare with the normative principles of participatory development communication. This study used purposive sampling and focused on the six Thusong Service Centres in Tshwane. The empirical study comprised document analyses of government policies, semi-structured interviews with senior Government Communication and Information Services (GCIS) personnel and personal observations at the six Thusong Service Centres. An analysis of the communication of Thusong Service Centres with Tshwane communities show that there is inadequate alignment with the theoretical underpinnings of participatory development communication. Against the backdrop of Chin Saik Yoon's four ways of observing participation in development projects, namely, participation in implementation, evaluation, benefit and decision-making, the study indicates that Tshwane communities do not partake in participation in evaluation and participation in decision-making. Furthermore, using Freirean dialogue as a benchmark, it was concluded that Thusong Service Centres do not fully meet the required principles of dialogue. Although the abovementioned results indicate that development communication practised by GCIS at Thusong Service Centres is in the main linear in nature, the study makes practical recommendations on how the normative principles of participatory development communication may be implemented at these centres in order to fast track the development process.

The objective of the study is to investigate problems and trends experienced in implementing Network Governance in the City of Tshwane. Local government/municipalities are at the forefront of service delivery. Voters assess government’s performance through the provision of basic services to residents. Government’s ability to deliver services is mainly dependent on the governance models that they adopt. Governments adopt different governance models in the quest to improve service delivery. One of the most widely adopted models of governance that is seen to be progressive in improving the provision of services is Network Governance. The study adopted a qualitative methodology approach because the objective was to understand the challenges experienced in implementing the network governance model in the City of Tshwane. In-depth interviews were conducted using a structured questionnaire as a main tool of data collection. The interviews were conducted with 22 respondents who comprised City officials, councillors, civil society and members of the community. The study established that there were shortcomings in the implementation of Network Governance in the City of Tshwane. The findings also indicate that Network Governance was not adopted as a service delivery implementation model in the City of Tshwane. The study reflects that the Regions are not well capacitated to enhance principles of Network Governance. The findings reveal various problems in stakeholder management and communication which impede the implementation of Network Governance. The following recommendations are made to improve the implementation of Network Governance: The City of Tshwane must institutionalise Network Governance through policies; and standard protocols and procedures for network governance must be formulated to guide the implementation of the Network Governance policy.

A significant debate on municipal amalgamations involves whether big consolidated governments are better than smaller ones. In this debate, some argue that consolidation is a useful instrument for achieving economies of scale and distributing resources equitably. The debate mainly captures two contrasting views. One side views big councils to be more capable of distributing services at economies of scale more equitably and responsively. In contrast, it is believed that smaller councils are more responsive to local issues and are more competitive with their counterpart municipalities. This debate mainly consists of arguments on efficiency, equity and democracy. This report adds to the already existing work on amalgamations by exploring them in a post-apartheid South African context. It aims to understand why amalgamations are needed, how they work and whether they are useful tools for addressing local government problems. The report examines the amalgamation issue in the case of the 2011 City of Tshwane amalgamation with the former Kungwini local municipality. The methods for carrying out this report include the review of international and South African debates on amalgamations. The report also uses secondary data sources such as national and local government documents. In addition, it draws from key informant interviews conducted with informants from the Municipal Demarcation Board, national and local government. The report finds that the amalgamation occurred as a result of a pursuit towards city regions in Gauteng and the removal of district municipalities. Furthermore, local government problems were identified in Kungwini, which further influenced the amalgamation to be conducted. The report finds that the benefits of this amalgamation were partial in that, some problems were addressed, however, others related to service delivery still remain. The problems addressed include poor debt and revenue collection, inadequate standard of policies, financial mismanagement, budget deficits and a lack of operational systems such as geographic information systems. The incorporation allows Tshwane to eliminate these problems by offering better services and having stronger systems put in place. One major shortcoming of this amalgamation however, is the high associated costs for the merger which involves the absorption of debts from Kungwini and along with its service backlogs

Unwanted and unintended pregnancies pose major reproductive health challenges to women throughout the world. Despite the availability of modern contraceptives, many women and men fail to use contraceptives effectively. This research focussed on reasons for not using contraceptives effectively in the Northern Tshwane area of the Gauteng Province of the Republic of South Africa (RSA). Structured interviews were conducted with 83 women and 71 men about their contraceptive practices. Age, religion, educational level and residential areas influenced clients' contraceptive practices. These results were categorised for adult males and females as well as for adolescent males and females. Adolescents encountered problems in accessing contraceptive services. Adult females knew most about traditional contraceptives, although men knew about some of these methods, and adolescents used some of them. All respondents could gain additional knowledge about modern contraceptives. The respondents' knowledge about · emergency contraceptives was extremely limited. Although most respondents knew about legalised choice on.termination of pregnancy (CTOP) services in the RSA, they did not know when nor how to access these services. Nurses working in contraceptive health services, revealed during a focus group discussion that a lack of resources (including shortages of malcondoms, contraceptive injections and oral contraceptives) hampered the quality of services that could be rendered. Of particular concern was the nonavailability of Norplant implants and female condoms. Nurses expressed a need for pecific national policy guidelines about supplying contraception to adolescents. Although most nurses knew about emergency contraceptives, they did not promote its use because they assumed that clients would misuse emergency contraceptives.instead of using contraceptives regularly. The nurses indicated that very few facilities offered CTOP services. The nurses regarded women who obtained repeated CTOPs to be misusing these services and suggested that limitations should be placed on the number-of times any woman could obtain such services. The negative attitudes of community members and of colleagues towards persons working in CTOP services caused hardships for them. Recommendations address ways in which contraceptive services could be improved.

The evolution of advertising as a concept of communicating brands presents agencies with the opportunity to be involved in all points of contact between a client’s brand and the consumer. A new generation of agencies is seizing this opportunity. Creative campaigns cannot only be confined to attractive visual expression of clever concepts any more. Of course this concept still plays a major role in publishing, but the services provided by a contemporary advertising agency encompass much more. It includes the creation and sustaining of a set of brand values through staffinteraction, corporate identity, corporate headquarters, interior design, direct and digital campaigns and many other related issues that only take shape when the specific project is being developed. To deliver this type of service is not as simple as only reconsidering a client’s requirements. The aim of this dissertation is to promote public transportation by creating an effective terminal facility accessible to all commuters and creating an identifiable landmark within the city. The facility must have adequate services to support users, such as taxi operators, commuters, tenants, traders and the general city dwellers. Construction of the terminal will be funded by government’s budget allocated to upgrading of public transport. The facility will subsequently generate an income through rent from shops, kiosks, hotels and other commercial activities, allowing the terminal financial sustainability. It must promote safety and convenience to the commuter thereby improving comfort. The terminal must offer a public transport infrastructure that will be more advantageous than private transportation, eventually encourage medium and high income population sectors to start using public transportation. Sustained flow of passengers will increase economic opportunity to traders. The methodology for the research of this dissertation will be based on the grounded theory. Factual information will be gathered from similar projects that have been built in recent years and are located around the country. These terminals have allowed South African culture to adapt itself to these types of interventions. Through a qualitative analysis, This dissertation will reveal findings, concepts and hypotheses, that will form a base for the philosophy and finally the design of an integrated commuter centre.

Globally, research has indicated an increase in the use of food away from home for various reasons. In South Africa, the sit-down and fast-food restaurant industries have shown a growth in income over the last decade. However, internationally, research that explores the food away from home market in developing countries, such as South Africa, is limited. The aim of this study was to look at the market for food away from home and its consumption among Tshwane households. It was deemed important to investigate this growth to comprehend which factors influence the use of food away from home among consumers. To obtain the necessary data to meet this aim, a situational analysis was conducted. A database of the key role-players in the Tshwane Metropolitan Urban food away from home market resulted. An electronic questionnaire was developed and distributed to respondents selected either through multi-stage stratified or referral sampling. The questionnaire, adapted from an existing food choice questionnaire, contained questions relating to demographics, food consumption in general, and several factors believed to influence food away from consumption. Data analysis involved the use of descriptive statistics, inferential statistics in the form of a Chi-square test and exploratory factor analysis. The location of the establishments was mapped using a geographic information system (GIS). This gave an overview of the market and was used for the sampling procedure. Results of consumers overall use of food away from home per establishment, and per individual menu item, provide evidence that, although certain restaurants and particular menu items are very popular with Tshwane consumers, in most cases, consumption of food away from home does not take place weekly. This possibly indicates that Tshwane residents think of food away from home as a form of socialisation, mostly over the weekend, as it tends to be viewed as a luxury and not the norm. The food choice questionnaire was subsequently adapted to examine the influences that play a role in food away from home consumption. Exploratory factor analysis reduced the items into coherent factors. The factors that influence food away from home consumption were thus identified as: health (? = 0.913); sensory appeal (? = 0.776); convenience (? = 0.818); physical setting (? = 0.613); mood (? = 0.873); comfort (? = 0.754); ethical concerns; (? = 0.733) and establishment appeal (? = 0.75). From the factor means, it is clear that the sensory appeal of food away from home is the most important consideration for Tshwane consumers. The appearance of the establishment is also viewed as a factor that influences customers consumption experience. Ethical concerns received decidedly less consideration among the households under investigation. To appeal to the market, business practices in the restaurant industry need to address in the quality of the food product and the hygienic appearance and maintenance of the facilities themselves.

The purpose of the study was to locate the informal hiring sites for day labourers in Tshwane, to determine the approximate number of day labourers, to describe the nature of socio-economic activities taking place at the sites, and to make recommendations to address needs that have been identified. The research approach and methodology was exploratory, descriptive, quantitative and qualitative. In terms of the findings, 80 informal hiring sites were identified in Tshwane with approximately 3032 day labourers standing at the sites. Case studies were done on three sites and it was found that they were hazardous and lacked basic facilities such as shelter and toilets. Employer-employee interactions were also found to be haphazard and sometimes manipulative and exploitative. It is recommended that intervention programmes should be implemented which could include the provision of basic facilities, skills development, job search assistance and access to comprehensive social services.

The Strategy for Research and Innovation was launched in November 2008. This strategy was developed to guide the research and innovation process at the university, and to present the necessary commitment to relevance and competitiveness in the pursuit of true and beneficial research and innovation. Key to the aims of this document is to build a culture of dynamic high level research through the recruitment of renowned researchers and the improvement of academic staff qualifications. Increased support for postgraduate students was achieved through increased internal funding for bursaries and scholarships. These combined initiatives have resulted in a strong rise in research outputs. Our competitiveness as an institution that values research has been boosted by some of our achievements in 2011. This has been achieved whilst prioritising the need for application in problem-solving and that, ideally lends itself, to technology transfer and commercialisation. During the past six years, the university has laid a strong foundation for achieving its research and innovation objectives and we are beginning to reap the fruits of our investments.

Any expression or performance of our own or society’s histrionics – whether performed or viewed as a spectator – is the most cathartic manner in which to deal with and understand the roller-coaster of human life. It is the most basic and most important expression of what it is to be human. The human psyche is affected by our circumstances, experiences and – as is controllable as architects – our environments. Therefore, buildings have a profound effect on our existence: lives unfold within their spaces… society dictates to and is dictated by them… they become living things, constantly communicating through their spatial qualities… yet they are often merely shells to be inhabited with the objectives of necessity and profitability… The art of architecture is to be mindful of the effect that buildings have on the human experience, while linking functionality and reality. Where other art forms have visual or time components, architecture must ensure a blend of these in equally important doses. The theme of this dissertation is to contribute to the urban-suburban domain, driven by the influences of the sociological and physical context. As a School for the Performing Arts, the building will be explored as a piece of performing art in itself. Governments have changed legislation in favour of the disadvantaged, so that to ensure that they participate in the economy in a more fairly manner and the standards of living of their communities are improved. Local Government at the City of Tshwane Metropolitan Municipality has been given a greater responsibility in relation to Local Economic Development. A major challenge is encountered given that the new areas, which were, integrated recently, lack infrastructure and are rural in nature. Preferential procurement has been identified as a tool of socio-economic development in South Africa. However, a policy needs to be done, properly implemented, and monitored so that it can achieve the desired results.

Despite the growing concern of environmental issues including climate change and green house gas emissions as demonstrated in a number of global conventions such as the recently concluded climate change conference in Copenhagen Denmark in December 2009, little attention has been paid to how the service sector impacts the environment and how related environmental costs are accounted for. Conversely, there is a general lack of consideration given to environmental impacts, environmental responsibility, accountability, environmental costs and potential cost savings within university settings. The overall objective of the study is to assess the application of environmental management accounting (EMA) at Tshwane University of Technology (TUT). This was achieved by investigating the environmental impacts associated with the operations of TUT as a service organization and examine how the institution manages, account and report environmental cost. The study employed a case study and data was collected by means of exploratory and explanatory research techniques using two data sets; documentary and in-depth individual face-to-face interviews employing a semi-structured questionnaire with closed and open ended questions to collect primary data. Fourteen interviews were conducted with personnel of two main divisions involved with EMA related information Building and Estate and Finance. Documentary and interview data was transcribed and reduced through descriptive statistics and a process of selection, focusing, simplification, abstraction and transformation of the data enabling categories, themes and patterns to be identified. vi The results indicate that; the implementation of EMA and general governance for environmental responsibility and accountability is extremely weak. The potential use of EMA is neglected and, as such, EMA implementation is not considered a priority. Three barriers to the adoption of EMA within TUT were identified as: institutional pressures, a low profile of accounting for the environment, and management’s attitudes. There is a need to improve the quality of information by restructuring the classification in the income and expenditure report and introducing further classifications. Such classifications should relate to responsibility centres. There is further need to create incentives geared to promote environmental awareness and behavior change and to monitor non-financial information on resources used especially electricity, water, fuel and paper to facilitate the implementation of EMA at TUT. A general ledger model and action plan for the implementation of EMA at TUT utilizing the use of activity based costing has been suggested.

The City of Tshwane's three departments: Finance, Information & Management and Public Works & Infrastructure Development have been experiencing a high employee turnover since January 2005. The key research objectives of this study are (1) to determine the cause of high turnover rate, (2) how the City of Tshwane can retain talented employees, (3) to reduce employee costs, (4) to build capacity and (4) to turn the City of Tshwane into a most desired employer. It is recommended that the City of Tshwane devise organisational policies and practices that increase the excitement of employees with regard to their work in ways that will result in a funneling of their minds and efforts towards the goals of the organisation.
