Abstract:
In this study, we used data from a cohort of 4,033 Tulsa kindergarten students to investigate the relationship between pre-K enrollment and later college enrollment. Specifically, we tested whether participation in the Tulsa Public Schools universal pre-K program and the Tulsa Community Action Project (CAP) Head Start program predicted enrollment in 2- or 4-year colleges. We used propensity score weighting with multiply imputed data sets to estimate these associations. We found that college enrollment was 12 percentage points higher for Tulsa pre-K alumni compared with former students who did not attend Tulsa pre-K or Head Start. College enrollment was 7.5 percentage points higher for Head Start alumni compared to former students who did not attend Head Start or Tulsa pre-K, but this difference was only marginally significant. Tulsa pre-K attendance was associated with 2-year college enrollment among students from all racial and ethnic backgrounds, but only among Black and Hispanic students did it strongly predict 4-year college enrollment.

Abstract:
In this article, I utilize a regression discontinuity design to estimate the effects of Tulsa Achieves—a prevalent and understudied type of tuition-free college program. In contrast to concerns regarding tuition-free community college suppressing bachelor’s degree attainment, I find that Tulsa Achieves increased the likelihood of transferring to 4-year colleges by 13 to 14 percentage points and increased bachelor’s degree attainment by approximately 2 percentage points. The estimates for shorter outcomes are underpowered to detect policy relevant effects, but suggest Tulsa Achieves increased college GPA and had a null impact on credit accumulation, retention, and graduation from Tulsa Community College.

Abstract:
School environment plays an important role in student outcomes. Increasingly, research has also highlighted the role school environment plays in the White–Black suspension gap. We test whether magnet schools reduce the White–Black suspension gap using data from Tulsa Public Schools. Using student-level and incident-level data from Tulsa, Oklahoma, we explore whether Black students receive exclusionary discipline at lower rates in magnet schools than in traditional schools compared with White students. Using matching techniques to minimize selection bias, we find that magnet schools in Tulsa are associated with a reduction in the racial suspension gap. In magnet schools in Tulsa, we do not find a racial gap in severity of incident or days assigned.

Abstract:
Background. On October 17, 2007, a severe weather event collapsed two large tents and several smaller tents causing 23 injuries requiring evacuation to emergency departments in Tulsa, OK.Methods. This paper is a retrospective analysis of the regional health system’s response to this event. Data from the Tulsa Fire Department, The Emergency Medical Services Authority (EMSA), receiving hospitals and coordinating services were reviewed and analyzed. EMS patient care reports were reviewed and analyzed using triage designators assigned in the field, injury severity scores, and critical mortality.Results. EMT's and paramedics from Tulsa Fire Department and EMSA provided care at the scene under unified incident command. Of the 23 patients transported by EMS, four were hospitalized, one with critical spinal injury and one with critical head injury. One patient is still in ongoing rehabilitation.Discussion. Analysis of the 2007 Tulsa Oktoberfest mass casualty incident revealed rapid police/fire/EMS response despite challenges of operations at dark under severe weather conditions and the need to treat a significant number of injured victims. There were no fatalities. Of the patients transported by EMS, a minority sustained critical injuries, with most sustaining injuries amenable to discharge after emergency department care.

This study examined RNEF with scanning electron microscope (SEM), for surface flaws, internal voids and inclusions. Six commercial brands of 4% taper RNEF: PF (#25, 25mm, Dentsply Tulsa Dental Specialties, Tulsa, OK), GTX (#20, 25mm, Dentsply Tulsa Dental Specialties, Tulsa, OK), NRT (#25, 25mm, MANI Inc., Tochigi, Japan), FKG (#25, 25mm, FKG, Dentaire), K3 (#25, 25mm) and TF (Twisted File #25, 27mm) (Sybron Kerr, Orange, CA) were examined. Full length and 4mm segment of each RNEF brand was mounted in Al plate for surface morphology and conductive epoxy resin for cross-sectional imaging with SEM (JEOL JSM-820) respectively. EDX spectrum was collected from specimens with EDX spectrometer coupled to SEM. EDX software was used for quantitative analysis. This study demonstrated the existence of surface flaws as machining marks, notches, crevices, fissures and pits. Internal voids of micro-to sub-micrometer magnitude were observed. Ti-rich inclusions were found dispersed in the equiatomic to near-equiatomic NiTi substrate of RNEF. Surface flaws, internal voids and inclusions were common findings on RNEF studied. Their effects on the corrosion and fatigue resistance of RNEF deserve further investigation.

Building Resilient Extended-Care Facilities During Natural Disasters – Lessons Learned from the 2007 Tulsa, Oklahoma Ice Storm. In the last decade, increasing importance has been placed on building resiliency into critical healthcare systems. This has meant shifting the paradigm from focusing on response to one of preparedness. In 2007, an ice storm as part of a series of winter storms occurred in the south central United States causing extensive power outages, in Tulsa, Oklahoma, for a period of up to 3 weeks. Five of the six tertiary care hospitals in Tulsa suffered power outages, phone system failures or oxygen and/or suctioning system failures. Local water treatment plants were without power for 48 hours. During this time, multiple extended-care (nursing home) patients were discharged to homes or transferred to hospitals because the nursing homes were not prepared to cope with an extended power outage. This paper is a retrospective analysis and discussion of lessons learned with respect to the vulnerability of these extended-care healthcare systems and the public health response during natural disasters.

Abstract:
In 1993, the University of Tulsa purchased the V S Naipaul papers and installed the V S Naipaul Archive, principally a paper archive, a year later. In this essay, which is also a homage to the late Professor Tom O’Regan, I examine the value of archives, a scholar’s use of them and the ‘Freudian impressions’ or latent texts embedded in in them. Although once established an archive can acquire mystical power, in reading it, one has to be conscious of processes of selection and redaction built into the archive. One ‘Freudian impression’ that requires attending to is the role of Naipaul’s first wife Patricia Naipaul in the growth of the writer’s craft. The archival evidence suggests that his best works were written while she was alive.

Aims: The aim of This study was to evaluate the effect of some endodontic irrigants on the push-out bond strength Biodentine in comparison with Mineral trioxide aggregate (MTA) and Glass ionomer cement (GIC).Materials and Methods: Mid root dentine of single rooted teeth was horizontally sectioned into 1-mm-thick slices. The canal space of each dentine slice was enlarged with a diamond bur to 1.4 mm in diameter. The samples were divided into 3 groups (n=21)for each, and the following materials were placed, respectively: Biodentine( Septodont, Saint Maur des Foss'es, France),MTA(Dentsply, TulsaDental, Tulsa, OK),and GIC(Medifil, PROMEDICA, Germany).The samples were wrapped in wet gauze for 30 minutes to ensure setting of the materials and then divided into 3 subgroups (n=7)for each, to be immersed into QMix ((Dentsply Tulsa Dental, Tulsa, OK, USA), Bio Pure MTAD (Dentsply Tulsa Dental),and saline solutions for 30 minutes. No irrigant was placed over any test material in the other three subgroups. After incubation for 48 hours, the dislodgement resistance of the samples was measured (with and with exposure to the irrigant solutions) using a universal testing machine. Then the samples were examined under stereomicroscope to determine the nature of the bond failures. Results: The lowest push-out bond strength was observed in the MTA group. Biodentine displayed a significantly higher resistance to displacement than the MTA group. Exposure to QMix, MTAD, and saline solutions did not affect the resistance to displacement of the Biodentine and GIC groups, whereas MTA lost strength after exposure to the irrigant solutions ,but the difference was not significant. Conclusions: The PBS of Biodentine and GIC was not affected by the irrigant solutions. Contact with the irrigant solutions did not have a significant effect on the failure modes of the tested materials

In 1991, Tulsa faced a budget crunch that caused the city to re-evaluate its health care benefits program. The city's Employee Benefits Committee investigated the advantages of managed health care under one provider, and ultimately recommended a program from Prudential, beginning in the 1991/92 fiscal year. As a result, in the first year under the program the city realized savings of almost $3 million; the rate of annual premium increases dropped from as much as 29% to not exceeding 10% over the next two years; and a recent survey shows high satisfaction rating among employees. The city of Tulsa has reached the conclusion that managed care represents the future of health care in this country.

Avian influenza has three of the four properties necessary to cause a pandemic. However, are we as individuals and communities prepared for a pandemic flu in the United States? To help answer this question, 12 focus groups (N = 60) were conducted in Tulsa, Oklahoma, to determine the level of awareness of avian and pandemic flu for the county health department to develop effective communication messages. The overall findings indicate that the general Tulsa public lacks information about avian influenza or pandemics, does not believe a pandemic will occur, and believes if one does occur the government will take care of it. Finally, the groups agreed that education would be the key to preventing widespread panic if a pandemic occurred. Five themes emerged: confusion about terminology, seriousness of avian influenza, disaster fatigue, appropriate precautions, and credibility of health information. Each should be considered in developing effective risk communication messages.

Abstract:
This article analyses the new Greenwood Rising museum in Tulsa, Oklahoma, which tells the largely forgotten story of the 1921 Tulsa Race Massacre. Greenwood Rising is influenced by the broader global proliferation of memorial museums created to confront historical violence vis-à-vis today’s ‘politics of regret’ and works to centre slavery and racial inequality in American history as well as in contemporary society, representing a new intervention in the mnemonic struggles over slavery and its legacies in the United States. In its adherence to global memorial ethics, Greenwood Rising also places (White) visitors in the position of what Michael Rothberg has theorized as the ‘implicated subject’. However, Greenwood Rising has been highly controversial among Tulsa’s African American community, many of whom see the museum as a ‘symbolic gesture’ intended to obscure ongoing racism and replace material reparations. This controversy raises questions about the limits of memory in the face of ongoing injustice and highlights tensions between increasingly globalized ethics of remembrance and local mnemonic struggles.

Abstract:
Il presente testo analizza la storia di Shantelle Jennings, orfana americana che scopre notizie sulla propriafamiglia di appartenenza grazie a Tulsa di Larry Clark. Il racconto della donna esplica un particolare tipo difruizione personale dell’opera d’arte, tanto da risultare “eccezionale”, sia nel senso letterale, sia metaforico.Questo tipo di eccezione risulta essere profondamente collegata alle nuove modalità di fruizione delle immagininell’era della convergenza mediale. Ho inteso tale effetto come propaggine concettuale dell’idea di iperfotografiadi Fred Richtin; lo studioso americano non solo riscrive gli impieghi virtuosi dell’approccio neomediale sullatrasmissione delle informazioni, ma postula un vero e proprio paradigma fruitivo. Nell’articolo saranno fatticenni anche ad altri casi in cui si è verificato questo tipo di effetto narrativo esorbitante, come il caso del castdi Kids, le cui storie personali sono estremamente utili alla comprensione del testo artistico intesto nella suacomplessità narrativa e temporale.
