This work by Sheppard, a historian of Malaysian culture and heritage who was a close friend of the Tunku, became a classic after it was published by Pelanduk for the first time - in the present version - in 1995.

Despite popular representations of Tunku Abdul Rahman as an avuncular political personality, he was also an astute policy practitioner. This was evident in how he, in pursuit of Malayan interests, calibrated Malaya's foreign policy posture towards Jakarta in a manner that not only displayed little appreciation of Indonesian sensitivities, but also undermined its political interest and status as the major power in Southeast Asia, thus contributing to bilateral tension.

Abstract:
Number One Wisma Putra celebrates more than half a century of service to Malaysia by the country’s Foreign Service. Its humble origins date back to July 1956 as External Affairs Ministry of the then Federation of Malaya, before Prime Minister Tunku Abdul Rahman Putra Al-Haj became the first Minister of Foreign Affairs in September 1957 - only ten days after independence from Britain. Today, No. 1 Wisma Putra happens to be the address of the Malaysian Ministry of Foreign Affairs in the country’s new administrative capital, Putrajaya, which is only a short drive south of Kuala Lumpur, where the Ministry had its beginnings. As pointed out in the foreword by Malaysia’s former Prime Minister, Tun Abdullah Ahmad Badawi, who from 1991 to 1999 served also as the country’s foreign minister, ‘Wisma Putra’ is the popular non-official name for the Ministry, thus fondly remembering its founder Tunku Abdul Rahman, the ‘Father of Malaysia’s Independence’.

Abstract:
The National Defense Policy reflects the desire of every country to defend its strategic interests and to preserve national security. It is a manifestation of the goal of protecting the security and strategic interests of a country. In the Malaysian context, the three main thrusts are the thrusts of the Malaysian Defense Policy namely the national strategic importance, defense principles, and defense concepts. There were three major changes in the Malaysian Defense Policy that began with the era of Tunku Abdul Rahman (1957-1970), Tun Razak / Tun Hussein Onn (1970-1980) and Tun Mahathir era (1981-2003). The Tunku Abdul Rahman era 1957 until 1970 was pro-western (dependency). During the reign of Tun Razak from 1970 to 1976 and Tun Hussin Onn from 1976 to 1980, the defense policy changed to Neutrality (neutrality). In contrast to the Mahathir era administration, his defense base tends to form self-reliance. The change of Mahathir's defense policy can be seen in the Procurement of his weaponry that has affected Malaysia as a developing country that is so vocal and bold to speak. In the international ring, his voice is so echoed to voice the aspirations of the Third World and the commitment shown above the other leaders. Self-reliance under Tun Mahathir's administration made Malaysia's defense aspect more modern until Tun Mahathir became references and attention throughout the world, especially the Third World.

ARTICLE INFO Article History: Received: 9/3/21 Accepted: 19/4/21 Published: 31 Dec 21 Tunku Abdul Rahman Park (TARP) is a Marine Protected Area (MPA) and a famous tourist destination in Sabah. The possible long-term negative impacts on the ecology and sustainability of the Park due to the very high number of tourists is of much concern to the Park management authority. This study was conducted to determine the ecological and tourism carrying capacity in three islands in TARP, Manukan, Mamutik and Sapi islands. The Effective Carrying Capacity (ECC) concept is applied in this study, in which the results are expected to provide the Park Authority with data and effective management actions. Calculation of carrying capacity in this study was based on three distinct visiting patterns or seasons: i) Regular season; ii) High season, and iii) Festive season in order to ensure optimal tourists' satisfaction and revenue, while still maintaining ecological sustainability. ECC was calculated after considering the various limitations imposed by physical, climate, ecological, and management capabilities. Land and ocean areas were considered and calculated separately as they occupied different variables. Our findings showed that Manukan island recorded the highest ECC, while Mamutik and Sapi island shared almost similar ECC value. Optimization of Carrying Capacity (CC) in different seasons was also achieved with a few Correction Factor (CF) adjustments. It shows that Festive season recorded the highest ECC, followed by High Season and Regular Season. The ECC obtained was suggested to be implemented to TARP management as to preserve and sustain the ecological value of the Park.

Abstract:
Tunku Abdul Rahman Marine Park (TLTAR) is a marine park established under the Establishment of Marine Parks Malaysia Order 1994 of the Department of Fisheries to conserve marine resources and develop tourism. It consists of five islands, namely Manukan Island, Mamutik Island, Sapi Island, Sulug Island, and a portion of Gaya Island. The marine park has an area of 4,929 hectares, of which two-thirds are submerged. The purpose of the study is to investigate the characteristics of tourist attractions and tourism infrastructure in TLTAR, Sabah. The study involved 249 respondents, including locals who have visited TLTAR. The majority of respondents (71.5%) were male, 75.5% were under 30 years old, 68.7% were single, and over 50% had secondary education. The results of this study revealed that there were three main attractions that attracted visitors to TLTAR, which included the beauty of the beach and water surrounding it, the peaceful island environment, and recreational activities such as snorkelling, scuba diving, and picnicking. The island environment, particularly its beach, and the safety of the island, particularly perceived threats from certain parties and crimes, are also a few factors that need to be addressed in order for visitors to continue visiting TLTAR. In terms of the level of tourism infrastructures, the findings indicate that the recreational facilities, boat services, and jetty provided are better than those offered by others in Malaysia. The findings of the study are important for policymakers and marine park development planners in ensuring more sustainable tourism management and creating enjoyable and satisfaction for all visitors.

Abstract:
A 573 species-long checklist of the fishes in this 50 km2 tropical marine park was created predominantly by combining an unpublished scientific survey from 1992 with a hobbyist’s large photograph collection from between 2006 and 2009. Of the Indo-Pacific region’s coral reef-associated fish species, 15.2% are found here. Drawn from 83 families, the most speciose are Pomacentridae (71), Gobiidae (68) and Lab-ridae (55). A regression formula using the Coral reef Fish Diversity Index (CFDI) for species seen in 1992 suggests the park hosts 464 species, compared with the CFDI-based estimate of 495 based only on da-ta collected between 2006 and 2009, and 596 for the combined Index. With only 62% of the Index’s species seen both in the earlier and later lists, the utility of the CFDI is questionable at a site or over a time-span like this.

Abstract:
This article will focus on the main factors of change and development of economic modernization in trade. Since Malaysia gained independence, the agricultural sector has been a significant contributor to the country's financial income. However, in the 1980s, the industrial sector became essential to the national economy through gas and petroleum production. This situation changed the country's economic system and policies from the agricultural industry to the industrial sector in the early 1980s. The study examines the critical factors in Malaysia's economic development and trade changes from the 1960s to the 1990s. The study will also discuss changes and developments in the country's significant financial and trade policies. This research is using qualitative method by analyzing primary documents or materials from archives and secondary sources such as journal articles related to this research. The study began in the 1960s to take the year of Malaysia's independence in 1957 and ended before the Asian economic crisis in 1997. The findings show that internal factors such as government policy approaches and the country's vital financial resources were determinants of trade sector change. In addition, external factors of changes in the world economic environment and economic blocs also affect the modernization of the world economy. Therefore, internal and external factors play an essential role in developing the modernization of the trade economy.

Abstract:
Introduction: Clinical training forms the fundamental element in medical training in all medical schools. Unfortunately, most traditional face-to-face clinical teaching activities had to come to a halt during the COVID-19 pandemic and be replaced with online teaching learning (OTL) sessions. This paper aims to share our experience of implementing OTL sessions for our UTAR medical clinical years students during the first wave of COVID-19 pandemic and assess its outcome by collecting students’ feedback. Methods: This was a cross-sectional questionnaire-based study conducted among MBBS clinical year students of Faculty of Medicine and Health Sciences, UTAR. The questionnaires survey feedback on OTL sessions, examinations conducted, and replacement classes. Results: A total of 113 medical students participated in the survey. The third to fifth year students’ response rate were 93.0%, 59.2% and 100.0% respectively. More than 50% of the students scored 3 (good) for the components asked. It was found that 17.2% of fourth year students and 11.4% of fifth year students were in the opinion that replacement classes were not necessary and scored it 1 (poor). On the conduct of clinical exam, 17.5% of third year students, 37.9% of fourth year students and 25.0% of fifth year students graded it 4 (excellent). More than 60% of students preferred the traditional physical classes. Conclusions: The modifications of teaching done in this academic year 2020/2021 and the feedbacks gathered from the students will serve as a reflection to the faculty for future planning.

Abstract:
Tunku Abdul Rahman Park (TARP) is the first Marine Protected Area gazetted in Sabah, Malaysia in 1974. It is also one of the most famous tourist destinations in Sabah which experiences a high anthropogenic disturbance that could create major damage in the long run if not properly managed. TARP has been flooded by tourists receiving more than 500,000 tourists in 2018 and 2019. It is clear that tourism activity in TARP is one of the major contributions to anthropogenic disturbance. Therefore, it is essential for tourists to have a high level of awareness to conduct sustainable and eco-friendly tourism activity. In this study, we assessed the level of awareness and knowledge of the marine environment among tourists in TARP. Briefings by tour guides or companies were also assessed. Overall, results showed a low awareness level among tourists in TARP. This is somehow related to the fact that the briefing score by tour companies was low and only focused on promoting their company. TARP authority should implement a standard 5-minute video on the marine environment and assign more signage on the island in an effort to raise awareness among tourists.

Abstract:
AbstractChinese national identity has long been considered to have been an obstacle to Singapore's nation-building efforts. This is mainly because China was suspected of using its ethnic links to encourage Singapore's communist rebellions during the 1950s and 1960s as Lee Kuan Yew was working towards establishing the city state. This study reviews Lee's exchanges with Beijing and argues that he gave China the impression that he was building an anticolonial, pro-China nation. Beijing therefore responded positively to Lee's requests for support. Reiterating its overseas Chinese policy to Lee, Beijing sided with him against his political rivals and even acquiesced in his suppression of Chinese-speaking “communists.” In addition, China boosted Lee's position against Tunku Abdul Rahman, supported Singapore's independence and lobbied Indonesia to recognize the territory as a separate state. China thus actually played a helpful role in Singapore's nation building.

Abstract:
Covid-19 pandemic lockdown has affected all activities worldwide, including the tourism sector in Tunku Abdul Rahman Park (TARP). This study has spanned since pre-MCO in July 2019, hence it can be investigated to observe the impact of tourism on coral cover, before and after the MCO. The study was conducted from July 2019 to July 2020 and divided into three intervals. A total of 4 permanent transect coral survey were carried out at every beginning of the interval and at the end of the study period. MCO that was enforced during Interval 3 (I3) recorded a significant drop of more than 90% in the number of visitors. Even with the drop in number of tourists, coral contact rate recorded a quite similar trend throughout the 3 interval ranging between 1.66 to 1.82. Coral cover in TARP after 1 year recorded an increase of 1.17%. The negative correlation between number of tourists and changes in coral cover proved that the concept of resting period is neded for coral reefs to recover from the constant stress and daily coral contact with visitors.

Abstract:
Almost all higher institutions in Malaysia offer Chinese as a second language (some may consider as a third language) course. Universiti Tunku Abdul Rahman offers an elective subject called ’Introduction to Chinese Language I’ to teach the basis of Chinese to non-Chinese educated students. In general, the majority of foreign language is taught face-to-face in classrooms. There are three crucial challenges in learning Chinese as a second language: pronunciation, Chinese writing, and verbal communication skills. Hence, Chinese language is recognized as one of the most challenging and difficult languages to master. Teaching a language in the classroom improves significantly when technology complements and extends the functionality of the traditional methods. In view of the limitations of traditional instruction and e-learning approaches, this paper explores the possibilities of introducing a blended learning approach in TCSL (Teaching Chinese as a Second Language) classrooms at a tertiary level. Abstract:
Abstract A sustainable atmosphere is crucial in developing a conducive environment for excellent education. Mode of transport to be utilized for travelling within the campus vicinity is becoming a critical element to support the conducive environment. Majority of current research have evaluated mode of transport in other areas but very limited studies have been made within the higher education institutions context. Hence, the aim of this study is to evaluate the factors that influences the choice for transportation modes in University campus. The six criteria’s that are considered in this study are distance, cost, travel time, accessibility, reliability and safety. An empirical method is used to evaluate the student’s perception towards the different mode of transport available in the University. The analytical hierarchy process (AHP) is adopted in determining the relative weights and priorities of the criteria. The model is based on 150 students in Universiti Tunku Abdul Rahman (Kampar campus) where questionnaires are used to perceive their opinion towards their choice of modes of transportation. The result will provide an important insight for the planner in making decision where AHP method can be used as an applicable tool in accessing and evaluating the choice of mode and ultimately assist the University to become more sustainable.

Abstract:
Assessment and evaluation of outcomes and continuous quality improvement often lead to uneasiness among engineering educators, which is a barrier to implementing an effective system of results-assessment. The sophisticated evaluation models and analytical instruments adopted by higher learning institutions are believed to worsen this uneasiness, impeding the successful implementation of programme quality improvement. In this paper, the challenges in assessing and evaluating learning outcomes, types of programme outcome assessment model and an analytical tool known as Engineering Outcome Analytics developed by Tunku Abdul Rahman University College for the assessment were presented. Documents related to quality improvement from two higher learning institutions in Malaysia were reviewed and discussed based on the key elements of continuous quality improvement. The results can be used to avoid the shortcomings and adopt the best practices in continuous quality improvement. With proper understanding on the key elements of continuous quality improvement, and adoption of culminating assessment model and a highly integrated analytical tool, engineering educators and programme owners are expected to benefit from this re-search in three ways. First, it cultivates a culture of continuous improvement of quality by increasing the educators' willingness to evaluate results. Second, it enhances their existing analytical tools to reflect students' actual developments, resulting in significant continuous actions to improve quality. Third, it satisfies the accreditation requirements on outcomes-based assessment.

Abstract:
Chicken manure is one of the popular organic fertilizers used in vegetable farming in Malaysia. Chicken manure is divided into two types, namely broiler chicken manure (BCM) and layer chicken manure (LCM). The effectiveness of these chicken manures is often questionable due to the different method of raising broilers and layers. Therefore, the present study was carried out to determine the effect of the broiler and layer chicken manures on the growth of choy sum (Brassica chinensis L. var. parachinensis), a common farmed leafy vegetable in the country. This study was carried out in the Agricultural Park of Universiti Tunku Abdul Rahman (Perak Campus), Malaysia from February to May 2019. Randomized Complete Block Design (RCBD) methods were used in this study. The chicken manures were composted for roughly 2 months before the experiment. There was no significant difference in the dry weight, plant height and root length of the choy sum treated with either BCM or LCM. Although the choy sum treated with BCM has a higher fresh weight (177.53 g) as compared to that of LCM (134.64 g), this may be due to the natural fluctuation of water content within the plants. Therefore, the results of the present study show that both the chicken manure has a similar effect on the growth of choy sum. The authors recommend further studies on the chemical composition and optimization of chicken manure application in enhancing the growth and yields of leafy vegetables.

Abstract:
Background Young adults, particularly university students might be at greater risk of developing psychological distress, and exhibiting symptoms of anxiety and depression during the COVID-19 pandemic. The primary objective of this study was to explore and compare the determinants and predictors of mental health (anxiety and depression) during and after the COVID-19 lockdown among university students. Methods This was an observational, cross-sectional study with a sample size of 417 students. An online survey utilizing International Physical Activity Questionnaire–Short Form (IPAQ-SF), General Anxiety Disorder–7 (GAD-7) and Patient Health Questionnaire-9 (PHQ-9) was distributed to Universiti Tunku Abdul Rahman students via Google forms. Results During lockdown, family income [χ2 (1, n = 124) = 5.155, p = 0.023], and physical activity (PA) [χ2 (1, n = 134) = 6.366, p = 0.012] were associated with anxiety, while depression was associated with gender [χ2 (1, n = 75) = 4.655, p = 0.031]. After lockdown, family income was associated with both anxiety [χ2 (1, n = 111) = 8.089, p = 0.004], and depression [χ2 (1, n = 115) = 9.305, p = 0.002]. During lockdown, family income (OR = 1.60, p = 0.018), and PA (OR = 0.59, p = 0.011) were predictors for anxiety, while gender (OR = 0.65, p = 0.046) was a predictor for depression. After lockdown, family income was a predictor for both anxiety (OR = 1.67, p = 0.011), and depression (OR = 1.70, p = 0.009). Conclusion Significant negative effects attributed to the COVID-19 lockdown, and certain factors predisposed to the worsening of mental health status in university students. Low family income, PA, and female gender were the major determinants and predictors linked to anxiety and depression.

Abstract:
Purpose – The main purpose of this study is to provide an effective sizing method and an optimal peak shaving strategy for an energy storage system to reduce the electrical peak demand of the customers. A cost-savings analytical tool is developed to provide a quick rule-of-thumb for customers to choose an appropriate size of energy storage for various tariff schemes. Design/methodology/approach – A novel sizing method is proposed to obtain the optimum size of energy storage for commercial and industrial customers based on their historical load profile. An algorithm is developed to determine the threshold level for peak shaving. One of the buildings at Universiti Tunku Abdul Rahman (UTAR), Malaysia, is chosen for this study. A three-phase energy storage system rated at 15 kVA is developed and connected to the low-voltage electrical network in the building. An adaptive control algorithm is developed and implemented to optimize the peak shaving. Findings – The sizing analysis shows that the customer under the C2 tariff rate yields the highest saving, followed by E2, C1 and E1. The experimental results presented indicate that the proposed adaptive control algorithm has effectively optimized the peak demand to be shaved. Research limitations/implications – This study demonstrates the potential of energy storage in reducing the peak demand and cost of electricity. One of the main challenges of real-time peak shaving is to determine an appropriate threshold level such that the energy stored in the energy storage system is sufficient during the peak shaving process. Originality/value – The originality of the paper is the optimal sizing method of the energy storage system based on the historical load profile and adaptive control algorithm to optimize the peak demand deduction.

Abstract:
Evaluating the role of physical elements in creating visually pleasing streetscapes has not been deeply addressed in recent research flow, especially for the context of Kuala Lumpur City. The gap is also accentuated by Kuala Lumpur City Hall as disharmony and inconsistency in streetscapes and lacking visual coherence in most streets in Kuala Lumpur. Therefore, the current paper seeks to evaluate the role of physical and visual elements in creating visually pleasing streetscapes of Bukit Bintang and Tuanku Abdul Rahman using a self-administered questionnaire survey. The respondents of the study comprise 330 passers-by aging from 18 to 50 years old, who visit the streets, reside, or work there. The results demonstrate that transparency, the quality that makes the function of a building visually accessible, and seating places play the most and the least important role in creating streetscapes in the study areas respectively. Comparison of the results in two streets highlights that harmony between and consistency in the facades of modern and traditional buildings, simplicity in design elements of facades, inviting building entrances, and covered walkways contribute to creating attractive streetscapes. Overall, the findings build foundations for restoring the visual coherence, which results in resilient streetscapes in cities.

Abstract:
The street is a vital public space for all in a city. It is the spine that connects to buildings, transportation nodes, public spaces like pocket spaces and other nodes for pedestrian. Sustainable Development Goals (SDGs) promotes the inclusivity for all. To achieve sustainability, street should be safe for all especially women who are a vulnerable group. As a public space, there are many restrictions implemented during the Movement Control Order (MCO) to curb the spread of Covid-19, therefore the livelihood, dynamic and safety is a concern for those who still needs to be on the street. Even though the city street is not as busy as before the pandemic, safety is still a main concern especially amongst women. This study is focusing on women’s perception of safety in the street. This is always a concern as the pandemic has affected the economic sectors which in turn affects employment. Unemployment leads to crime which creates an unsafe perception. In order to evaluate the issue, a case study approach has been chosen and Jalan Tuanku Abdul Rahman in Kuala Lumpur is the area for this study. This study was performed through mixed method of in-depth interview, structured observation and questionnaire survey. Finding reveals that to enhance perception of safety for women, street design needs to consider both physical and social characteristic in the city. Pedestrian needs to use the street during the pandemic, and therefore findings from this study could assist policy maker and designer in developing framework for a safer street

Abstract:
Urbanisation is increasing rapidly and street design are affected due to current needs which are depending on motorised vehicles. Street become a thouroughfare and pedestrian needs are neglected. The charm of old street where priority were given to pedestrian and cyclist has lost. Pedestrian needs are constantly affected by the changing of built environment especially for women. Abstract:
Obesity is one of the most pervasive phenomena in this world and it is now regarded as the main public health challenge. Obesity is highly stigmatized in our society. Weight stigma in health care professionals can lead to poor treatment outcome to obese patients. This study is aimed to determine the attitude of physiotherapy students towards weight. A cross-sectional study was conducted in Universiti Tunku Abdul Rahman, Malaysia. A total of 179 physiotherapy students participated in this survey. Anti-Fat Attitude Questionnaire was used as an outcome measure to determine explicit weight stigma. Questions on demographic data and experience of weight bias were also included in the questionnaire. Majority of the students score negative marks in Anti-Fat Attitude Questionnaire in which any value greater than 0 was considered as explicit weight stigma. The relationship between gender with dislike, fear and willpower subscales shows statistical significance. Clinical posting has also shown significant association with fear and willpower subscale. Body mass index has shown no statistical significance with dislike and willpower subscale though it shows statistical significance with fear subscales. Overall, physiotherapy students do not demonstrate explicit weight stigma.
