Abstract:
Members of the family Picornaviridae are important pathogens of humans and animals, although compared with the thousands of known bird species (>10 000), only a few (n = 11) picornaviruses have been identified from avian sources. This study reports the metagenomic detection and complete genome characterization of a novel turkey picornavirus from faecal samples collected from eight turkey farms in Hungary. Using RT-PCR, both healthy (two of three) and affected (seven of eight) commercial turkeys with enteric and/or stunting syndrome were shown to be shedding viruses in seven (88 %) of the eight farms. The viral genome sequence (turkey/M176/2011/HUN; GenBank accession no. JQ691613) shows a high degree of amino acid sequence identity (96 %) to the partial P3 genome region of a picornavirus reported recently in turkey and chickens from the USA and probably belongs to the same species. In the P1 and P2 regions, turkey/M176/2011/HUN is related most closely to, but distinct from, the kobuviruses and turdivirus 1. Complete genome analysis revealed the presence of characteristic picornaviral amino acid motifs, a potential type II-like 5′ UTR internal ribosome entry site (first identified among avian-origin picornaviruses) and a conserved, 48 nt long ‘barbell-like’ structure found at the 3′ UTR of turkey/M176/2011/HUN and members of the picornavirus genera Avihepatovirus and Kobuvirus. The general presence of turkey picornavirus – a novel picornavirus species – in faecal samples from healthy and affected turkeys in Hungary and in the USA suggests the worldwide occurrence and endemic circulation of this virus in turkey farms. Further studies are needed to investigate the aetiological role and pathogenic potential of this picornavirus in food animals.

Abstract:
Turkey’s new expeditionary capability, resting on enhanced naval capacity and new forward bases, is the logical result of Turkey’s post-Cold War strategic reorientation. Moving beyond the Cold War framework, Turkey's strategic goal is to become an interregional power that will set the terms for a new pattern of connectivity between Europe, Africa and Asia. ‘Reclaiming’ a foreign policy prerogative exercised by the Ottoman Empire but discontinued after Turkey’s founding following the 1923 Treaty of Lausanne, Turkey's policymakers are seeking to move beyond the Lausanne orientation that informed Turkey’s 1952 NATO accession and persisted throughout the duration of the Cold War. This study examines Ankara's challenge of calibrating the use of its hard power instruments to serve its post-Lausanne strategic orientation toward establishing a Turkey-centered, interregional connectivity.

Abstract:
The current paper focuses on Turkey’s EU accession bid in the light of Ahmet Davutoğlu’s thoughts for her positioning in the peripheral and the international systems. The importance of analyzing the former Prime Minister’s thoughts and methodology is high for anybody to understand Turkey’s strategic aims and their consequences for the systemic stability mainly on the regional level. Moreover, the afore-mentioned debate refers to the problematique of the future of the EU, the transformation of its nature and the core issues surrounding the post-war stability in Europe, since Turkey is a candidate country for EU accession. In other words, the nature of Ahmet Davutoğlu’s foreign policy priorities and practices is described in parallel with the substance of the cosmotheoretical values having led Europe to a relatively peaceful post-war coexistence of its nations.

Abstract:
Aim. To compare winter bread wheat accessions of different origin for spike productivity elements and yield capacity. Results and Discussion. 104 winter bread wheat accessions from 10 countries were studied. We distinguished, an accession from Turkey, SWW 1-904 (12.8 cm) due to its long spike. The largest number of spikelets was recorded in accessions SWW 1-904 (TUR), Veha (RUS) and Pamiatі Hіrka (UKR) - 21 spikelets. Turkish accession SWW 1-904 was noticeable for the grain number per spike. The greatest spike density was observed in accession Zluka (UKR) - 2.5 spikelets / cm. The spike weight and grain weight per spike were the highest in SWW 1-904 (TUR): 6.0 g and 4.5 g, respectively. Accessions Lehenda Myronivska (0.81), Prydniprovska (UKR), Kuma, Yunona, Avgusta (RUS) (0.80) had the highest index of spike productivity. The 1000-grain weight of 55.0 g was recorded in intensive variety SWW 1-904 (TUR). Accessions from Ukraine, Darynka Kyivska and Raihorodka combined high winter hardiness (9 points) with high yield capacity (955 g/m2). Conclusions. Thus, winter bread wheat accessions that are valuable starting material for developing new varieties with a set of important economic features, were identified. They can increase the breeding efficiency and accelerate the breeding process.

Abstract:
After the Treaties of Rome in 1957, Turkey started negotiations with the European Communities to define a framework for cooperation. The result was the Ankara Agreement (1965), which established economic cooperation and provided for an eu–Turkey Joint Parliamentary Committee (jpc), conceived as a discussion forum to encourage the democratic transition of Turkey. This article analyses the main phases and obstacles in Turkey’s accession process, focusing on relations between the European Parliament and the Grand National Assembly of Turkey, and on the effectiveness of European Parliament and jpc activities. The analysis particularly considers the respect for the Copenhagen political criteria with regard to minorities’ rights, the Cyprus dispute, and the role of religion in Turkey. The concluding remarks discuss the European Parliament’s role in overcoming the current deadlock in the Turkish accession process.

Abstract:
Genetic variation is prerequisite for plant breeding. Nothing information existed in the literature for available diversity of Coriander accession in Turkey. Plant breeding activities are negligible in Turkey. So in order to start effective plant breeding program in Turkey, information on the available genetic diversity is viable. Therefore we planned to study the genetic variation and population structure of 29 Coriander accessions by seed storage protein (SDS). SDS analysis elaborated the lack of population structure and genetic bottleneck in the Coriander accessions in Turkey. Based on the results of this study, it was clear that sampling strategy was not appropriate and plant introduction should be made from different sources and diverse genotypes should be used as parents to initialize the effective Turkish Coriander breeding program.

Abstract:
In 2005, Turkey entered into negotiations for membership with the European Union. Turkey has been an important strategic ally to the European Union in the Middle East, explaining the mutual desire for closer ties between the two. While these negotiations showed promise early on, it has become increasingly apparent that Turkish accession to the European Union will not come easily, if at all. Officially, the European Union cites Turkey’s shortcomings on issues such as human rights as the reason for the stall in negotiations. However, upon closer inspection, it is evident that there is more at play, particularly as the European Union has been inconsistent in their approach to addressing human rights violations. Member states such as Poland and Hungary, which have recent human rights violations, have not faced the same kind of condemnation that Turkey has from the leaders of the European Union. The reality is that the European Union is largely united by its shared Europeanness and Christianity. As a result, due to questions over Turkey’s Europeanness and its large Muslim majority, the European Union is apprehensive to afford it full membership. It can be said that the European Union has maintained that Turkish accession is still possible in order to continue reaping the strategic benefits from close relations with Turkey.

Abstract:
Wild Crambe species have greater potential than Crambe hispanica in industry, medicine, as a vegetable, etc. A total of 53 germplasm accessions, belonging to 7 taxa, were collected from the natural flora of Turkey. The accessions consisted of C. orientalisvar. orientalis (18 accessions), C. orientalis var. dasycarpa (1 accession), C. orientalis var. sulphurea (2 accessions), C.tataria var. aspera(3 accessions), C. tataria var. tataria (26 accessions), C. grandiflora (1 accession), C. orientalis var. sulphurea, and C. maritima (2 accessions). In this study, the seed fatty acid compositions and oil contents were determined, and the data were used for taxonomic cluster, correlation, and principal component analyses. Important correlations were determined among the fatty acids; however, the oil contents were not correlated. Altitude was positively correlated with linolenic acid, while negatively correlated with oleic and linoleic acid. For the principal component and correlation analyses, 7 major fatty acids (>1%) were used, including palmitic (C16:0), oleic (C18:1), linoleic (C18:2), cis-11 eicosenoic (20:1), linolenic (C18:3), erucic (C22:1), and nervonic acid (C24:1). A total of 17 fatty acids were used for the cluster analyses. Two major clusters were formed, where the first consisted of C. orientalis, C. tataria, and C. grandiflorataxa, while the second consisted of only C. maritima taxa. The dendrogram based on the fatty acid values clearly discriminated the species groups; however, C. tataria was not located close to C. maritima, contrary to previous molecular cluster studies.

Abstract:
Arbuscular Mycorrhizal Fungi (AMF) is a type of fungus that can form a symbiotic mutualism with most plants. Some AMF can only be symbiotic with a certain plant species. This research aims to determine and obtain the genus AMF from black cumin (Nigella sativa L.) accessions from America, Turkey, Hong Kong, Slovenia, India, and Kuwait accessions which had been grown in West Java, Indonesia. Three samples from each accession, four replications each, were collected for examination. The results showed that six generas of AMF were found in the rhizosphere of black cumin: Glomus, Gigaspora, Acaulospora, Scutellospora, Dentiscutata, and Entrophospora. The genus Glomus was predominantly found in the Indian accession, i.e. 96.42 spores.Keywords: black cumin, diversity, fungi, exploration, AMF

Abstract:
This paper analyses the impact of Turkey's potential EU membership on emigration from Turkey to the European Union. We apply panel data estimators using the data on emigration from EU15 countries into Germany and the Netherlands in order to construct possible future scenarios of Turkish migration to the EU. Three scenarios of migration, pessimistic, realistic and optimistic (depending on the fears related to the expected impact of Turkish migration on the EU labour markets), are drawn and future migration from Turkey into Germany and the Netherlands during the next 25 years is discussed in detail. We conclude that Turkish EU accession, should it happen in the foreseeable future, will not have any serious consequences in terms of massive migration flows.

The World Commission on Dams (WCD) reports that most of large-scale water development projects around the world fail to achieve their objectives for sustainable human development. Moreover, the EU has set as primary requirements for those states' candidates for full membership, regional stability and respect of human rights in their domestic policies. In 1989, Turkey implemented a multisectoral Water Development Project (GAP) to bring socio-economic development in its undeveloped Southeastern Anatolia region by exploiting the Euphrates and Tigris water. However, the GAP project not only has failed in meeting its objectives, but also has raised more obstacles for Turkey's full membership to the EU. The thesis assesses the GAP project in terms of progress of its objectives by scrutinizing the agriculturalenergy sector and the socio-economic status of the Southeastern Anatolia region. Additionally, this thesis proceeds to conclude the assessment by focusing on the role of the project in the stability of the region made-up by Turkey, Syria, and Iraq, as well as the status of the internally displaced people as a result of the GAP project, within the context of human rights.

This thesis deals with the discussions on the ‘Normative Power Europe’ thesis, EU enlargement, conditionality and compliance, and the extent to which rational and ideational forces are mutually exclusive in this context. Through a qualitative case study of Turkey, it will investigate to what extent the EU can be seen as possessing and exercising normative power through its enlargement policy. The findings, based on fieldwork conducted in Istanbul during April 2013, suggest that rather than being mutually exclusive, rational and normative processes occur simultaneously and independently, sometimes even reinforcing each other.

Abstract:
The aim of this thesis is to analyze the adaptation of Turkey to EU research and innovation policies in the light of developments in within their own dynamics, and within the framework of obligations of the accession period. A comparative analysis of Turkish and EU policies is made by pointing out the weaknesses of Turkey, which are supported by related indicators specifying the gap between EU in research and innovation capabilities. In accordance with the findings of the comparison of Turkey and EU, this study attempts to develop recommendations for the reassessment of existing policy tools, and to propose new policy instruments within organizational and institutional infrastructure, implementation and further integration with EU in research and innovation. The evaluations highlight that Turkey is experiencing problems in structuring and implementing its policy instruments, rather than developing policy formulations.

Abstract:
This thesis explore the process of Turkey's Accession to the European Union through an analysis of the role of TUSIAD, an elite Turkish business organisation that groups together representatives of some of the largest corporations in Turkey, and actively operates and lobbies on the issue of Turkish Accession in both Turkey and Europe. Drawing on a critical globalisation theory approach that links materialist and post structuralist accounts of social change, globalisation and regionalisation, the thesis explores the role of elite non-state actors in the Turkish Accession process. The thesis challenges accounts that see Turkish Accession as a broadly top down process, and Turkish business as operating as merely a conduit for the interests of powerful European capitalist interests. The thesis demonstrates the active social agency of TUSIAD, highlighting that while it indeed expresses much of the interests of broader neoliberal capitalist actors, it works hard both in Turkey and in Europe to shape its vision of what a future Turkey in Europe and Europe in Turkey might look like. Through exploring TUSIAD's attempts at the production of imaginaries, technologies, and subjectivities, the thesis highlights the complex way that the European Accession process becomes a mechanism through which TUSIAD seeks to construct a particular Turkish geography conducive to its aspirations, that both links to earlier national modernizing attempts and the cultural particularities of Turkey's historical emergence as a developed capitalist state, and simultaneously shapes European attitudes towards Turkey. Through revealing the practices of TUSIAD, the thesis demonstrates the way it seeks to engage across the economic, social, cultural and political domains, to address what it sees as an unfinished project of returning Turkey to its historic place amongst the most powerful nations in the world, economically, politically and culturally, and shaping that process in its own strategic interests and visions. In doing this, the thesis also demonstrates the complex relationship between modernity and capitalism, decentres Eurocentric accounts of the Turkish Accession process, and highlights the important role that non-state actors are playing in the making and unmaking of a new European geography.

Abstract:
The purpose of the following thesis is evaluation of relation evolution between Turkey and European Union. Thesis is divided into four main chapters in logical subsequent order. First chapter covers the historical and economic issues from the foundation of turkish republic up to the present. Second part deals with the development description of relations between the Turkey and the Union since the fifties when the first integration attempts took place. In 1995 these attempts became real when the customs union has been set and resulted in an initiation of accession negotiations during 2005. Third chapter is dedicated to the present problems connected with Turkey accession, particularly one so called "EU absorption capacity". Last section contains opinion stands of selected member countries, both from the political elites point of view as well as the output from the public opinion polls amongst EU and Turkey citizens.

While Turkey in recent years has experienced an exhaustive accession process to join the EU -a long desired aim-, at the same time it has been increasing its involvement across the Middle East, leading to a debate over whether it is altering its focus from West to East. This book reveals that a shift in focus can be seen through analysis of the Turkish political elites' definitions of "self" and "other" that were established as part of the EU accession process. Melek Saral uses these definitions to help us better understand the shift that Turkey is currently undergoing.

AbstractOver the last fifteen years, the European Parliament (EP) has served as an important actor in the assessment and design of the politically contested relationship between the EU and Turkey in general, and Turkey’s extended accession talks in particular. In the event of a successful completion of Turkish accession negotiations, the EP will also be responsible for taking the final decision on Turkish accession to the EU. Based on data made available by VoteWatch Europe with regard to the voting behavior of Members of the EP on all Turkey-related files since 2005, we show how the EP’s support for Turkey’s accession to the EU has changed over time. Our findings reveal that the EP has gradually developed from a strong advocate of Turkey’s EU membership to the only EU institution formally closing the ‘accession door’ for Turkey. At the same time, EP resolutions on the country reports on Turkey have collected numerous arguments for the importance of a new strategic partnership—representing majority-winning new narratives on the future trajectory of EU–Turkey relations. These arguments should not be wiped away in an increasingly politicized environment. Vote-seeking and closing the door to accession without identifying possible alternatives for cooperation would be politically and geo-strategically shortsighted.

AbstractThis chapter investigates and explains EU–Turkey relations from the perspective of Liberal Intergovernmentalism (LI). After setting out the main premises of neoliberalism in International Relations (IR) and the three-step approach to integration espoused by LI, the chapter focuses on EU–Turkey relations over time, and by the use of concrete forms of cooperation, ranging from the Customs Union to Turkey’s membership application and the EU–Turkey Statement on migration. Based on this analysis, I argue that the transactional, issue-specific character EU–Turkey relations have assumed are unlikely to go away any time soon. Neither Turkey’s full EU accession nor a complete breakdown of relations is likely to happen, given the set of powerful economic interests binding the two sides, as well as the diversity of member states’ preferences regarding Turkey’s EU vocation.

AbstractThis chapter employs the perspective of historical institutionalism to analyze and explain why Turkey’s EU accession process endures even though it has not significantly progressed since it began. It argues that its temporal approach, the concepts of critical junctures and path dependence help explain the processes of stasis and change inherent within it. The chapter starts with an outline of historical institutionalism and contextualizes its conceptual and theoretical value for the analysis of EU–Turkey relations, arguing that an underlying path dependence in the accession process is the result of security considerations. The chapter continues by identifying several critical junctures which have intervened, and both expedited and hampered the process. The opposition of member states, the Arab Spring, and authoritarian drift within Turkey are important factors in this context. On this basis, the analysis shows how progress achieved has typically been countered by opposition, often related to human rights concerns. As a result, the accession process has stagnated but has endured at the same time as security interests and human rights concerns have balanced each other over time.

AbstractBased on a review of the relations between the European Commission (EC) and Turkey across a selection of policy areas, this chapter illustrates two aspects of EC influence in EU–Turkey relations. First, as a defender of the rules of the (enlargement) game, the Commission has rebuffed attempts by some member states to undermine Turkey’s membership prospects. The EC’s influence in the debate on the most appropriate approach to Turkey underlines its autonomous role within the EU system and the relevance of its norm-based argumentation. However, due to Turkey’s current alienation from the EU’s normative standards, norm-based arguments in favor of Turkey’s membership have lost much of their weight even within the Commission. Second, the EC has been an important ‘agent of change’ in Turkish domestic politics, even in times of deteriorating political relations with the EU. Because of its contributions to regular interactions, in particular, in the framework of projects financed by the EU’s Instrument for Pre-Accession Assistance, the EC has continued to increase administrative capacity and policy learning processes within Turkey’s bureaucracy, which, in turn, contributed to Ankara’s continued harmonization with the EU acquis in some sectors, despite the waning relevance of the EU’s conditionality strategy.

AbstractThis chapter introduces the concept of differentiated integration and discusses its explanatory value in view of the EU–Turkey relationship. The major aim is to elaborate whether variable geometries as a form of differentiation constituting different and sometimes even overlapping forms of association and integration with different member and non-member states can provide a soft-landing from the fallout of Turkey’s EU accession process. The chapter sets out the many faces of differentiation and examines how the conceptual approach is perceived in the European and Turkish debates. The analysis also provides a concise overview on how differentiated integration is embedded in the logics of the main European integration theories. This conceptual discussion is complemented by a detailed outline of the variable geometries that already exist in EU–Turkey relations resulting from the three distinct forms of bilateral dialogue: accession process, functional cooperation, and cooperation in international organizations. The chapter concludes by linking the empirical findings back to the conceptual analysis, thereby discussing the limits of the explanatory value of the concept as well as highlighting the modernization of the Customs Union as a potential starting point for a differentiated future of EU–Turkey relations.

Turkey and the Russian Federation (RF) have deep historical political and economic relations. The trade between the two countries have been growing since late 1980s when Turkey began to procure natural gas from Russia. The dissolution of USSR and the revival of Russian economy offered new opportunities for Turkish businessmen. During the last decade, Russia became one of the few major markets for Turkish construction and contractor companies whereas Turkey has been a favorable touristic destination for Russians. The agreements regarding Akkuyu nuclear power plant and natural gas pipelines have strengthened the ties between the two countries. In 2012, Russia became the 156th member of the WTO. Russia’s WTO accession, along with the country’s other economic cooperation and integration moves provide foreign companies interested in Russia with a better investment climate and business environment. Having competitive advantage in many goods and services categories needed by Russia, Turkish companies should benefit the new developments in RF and increase their business volumes in that country. This paper examines the current trade relations between RF and Turkey in detail considering the potential effects of RF’s WTO membership.

According to the general theory, it is recognized that exports increase employment. Recently, in the world economy, increasing unemployment, foreign trade of the impact on employment has led to new research. Many of the aforementioned studies validating the theory, some of them have different results. In recent studies in Turkey was a different result. In this study, Turkey and the European Union countries in terms of trade effect on employment will be examined. For this purpose, employment and foreign trade data for the years 2000-2012 using a panel data analysis will be done. Exports, imports, wages, and production depending on the change in employment and the interaction will be investigated. Depending on available data at the sectoral level, there will be a distinction. Especially in the last ten years, the recession and rise in unemployment in Europe will be discussed with the relevant dynamics. In Turkey, the current account deficit, growth, unemployment issues are noteworthy. European Union accession process, Turkey and the European Union countries in the comparison will be significant in the economic indicators.

Turkey has benefitted from financial assistance of the EU in order to enhance the institutional capacity and the quality of legislation in different areas since 2001. It is aimed that Turkey could integrate easily to common policies when she became a full member of the EU via projects funded by the EU. In this context, financial assistance is distributed to both public and private sectors and also non-governmental organizations via Central Finance and Contracts Unit (CFCU), National Agency, Agriculture and Rural Development Support Institution (ARDSI), and Ministries. At least 50% or all of the funds in some projects have been taken from the EU. After recognition of Turkey as a candidate country by the EU in December 1999, accession negotiations started between Turkey and the EU in October 2005. Therefore, the study covers the period of 2000-2015. The method of STEEPLED Analysis was used in the study. EU grant projects implemented in the last 15 years were investigated various point of view (Social, Technological, Economics, Environmental, Politics, Legal, European and Demographic) and in the light of the findings, contribution of the EU grant schemes to the local/regional development, employment, environmental conservation and reduction of poverty were determined.

Rural development; It is one of the most fundamental elements of countries' having a strong economy and developing. The most important activity area in rural development is rural tourism. Natural wealth, historical memories, local values, etc. recognition and promotion will bring social and cultural development together. In other words, “rural tourism” will be the most important door in the development of domestic and foreign tourism in Turkey and opening up to the world. In the process of European Union accession process, the ARDSI, which is established by aiming to make the modern enterprises sustainable by increasing the welfare and livelihood of the citizens living in the countryside with the competitiveness at the international level, making stronger investments in domestic and foreign marketing, and increasing the welfare and livelihood level of our citizens living in the country, is the relevant institution of the Ministry of Agriculture and Forestry. Since 2011, ARDSI has invested approximately 3.8 billion TL in our country's economy. Within the scope of these investments, approximately 60 000 people were employed, 14 441 of whom were directly employed. In Kastamonu, ARDSI has signed an investment agreement with 11 investors to date, exceeding 11.5 million TL. For that reason, Kastamonu has become a model city for our country in the tourism area of the rural development movement. In this study, general information about the rural tourism potential in Kastamonu and ARDSI was given first and rural tourism applications in Kastamonu province were examined.
