Abstract:
Purpose Technologies are constantly developed to address new demands and provide further opportunities. Owing to a number of potential application areas of nanotechnologies within this sector, the purpose of this study is to take defense as a case and propose a strategic roadmap for the use of nanotechnologies in the Turkish Defense Industry. Design/methodology/approach The study presented in this paper uses a bibliometric analysis of the most cited publications in the past decade with the aim of identifying the trends in the development of nanotechnology. Interviews were carried out with experts based on the featured words of bibliometric analysis (nanoparticles, nanostructure, self-assembly, drug delivery, graphene, etc.) to reveal the commercialization time of nanotechnology products and applications. After that, a survey was carried out with engineers for determining the possible emergence time of nanotechnology applications and/or products used in military up to year 2035. Finally, a roadmap was created based on the obtained data from bibliometric analysis, interviews and survey results. Findings Nanotechnology roadmap was prepared, one which would contribute to the preparation of the defense industry for the future and help in keeping up with technological developments. Research limitations/implications Because of the chosen research approach, the research results may lack generalizability. Therefore, researchers are encouraged to test the proposed propositions further. Interviews and surveys have limitation with the bounded rationality of corresponders. Practical implications The paper proposed a nanotechnology roadmap for the defense sector with a data-led foresight practice. Originality/value Performing such a study is considered to be crucial for the armies of developed and developing countries, so that the military sector also avails benefits from this revolutionary technology. Quantitative and qualitative methods were mixed for developing the roadmap.

Abstract:
This study aims to explore the relationship between customer orientation, innovative and organizational performance as well as to ascertain crowdsourcing’s mediating role in augmenting innovative performance in the Turkish Defense and Aerospace Industry. A survey was distributed to 54 C-level executives who are members of Turkish Defense and Aerospace Manufacturers Association (SaSAD). First, a regression analysis was used to predict the impact of customer orientation on innovative and organizational performance. Then, a hierarchical regression analysis was performed to assess if crowdsourcing has a positive impact on enhancing innovative performance. While customer orientation has a somewhat moderate impact on organizational performance, it enhances organizations’ innovative performance to a great extent. Furthermore, while innovative performance does not have an immediate positive impact on organizational performance in the short-term, crowdsourcing significantly helps organizations to augment their innovative performance. Whereas extant studies of strategic orientation have focused mainly on the orientation–performance relationship, very few studies provided quantitative evidence regarding the exclusive impact of customer orientation on performance. More importantly, this study aims to explore the mediating role of crowdsourcing between customer orientation and innovative performance in the Turkish defence and aerospace industry, which has a completely peculiar structure.

Employees display various behaviors which also include work-related behaviors such as Job Satisfaction, Organizational Citizenship Behavior, and Innovative Work Behavior. The exploration of the relationship among the Big Five Personality Traits, Job Satisfaction, Organizational Citizenship Behavior, and Innovative Work Behavior of the employees working in the companies providing services for the Turkish Defense Industry serves as the primary aim of this study. Hence, the study was conducted on the employees of defense companies through face-to-face interviews and questionnaire forms. The results of this study demonstrate that the Big Five Personality Traits directly affects the changes in Job Satisfaction and Organizational Citizenship Behavior. Besides, Organizational Citizenship Behavior has a mediating role in the relationship between Big Five personality Traits and Job Satisfaction, which directly affects the changes in Innovative Work Behavior. This study primarily targeted to provide evidence and create an understanding of how employees’ intrinsic characteristics shape the attitudes and behaviors in the workplace according to the scores of Big Five Inventory as well as statistical research techniques. This study contributes to the literature by investigating the defense employees’ personality traits and the results show that personality traits are a pivotal factor in achieving corporate’s strategic goals.

Rapid advances in technology enable incremental developments in the aerospace and defense sector, the most well-known example of which is the evolution of air power. Since the end of the Second World War, the aerospace industry has been constantly developing and providing more capabilities to air forces around the world. These developments can be grouped under ‘generations’ and today, the latest iteration is the fifth generation. Fifth-generation combat aircraft or, in more general terms, fifth-generation air power is the product of various technological elements and innovations. To fully exploit these developments, air forces need to have interdisciplinary vision and the capability to absorb, deploy and develop skills ranging from requirement definition to program management. This study aims to provide an understanding on the features of the next generation of air warfare, while presenting the status of the Turkish Air Force and offering suggestions on several challenges and opportunities.

Abstract. Broadening the scope of economic interests, together with the involvement of the strategic partner to resolve security issues, brings the dialogue between Ukraine and Turkey to a new level. This intensified negotiations on the establishment of a free trade area and the implementation of joint projects in the defense industry, cultural and humanitarian spheres. Thus, the study of priority areas of cooperation between Ukraine and Turkey in the Black Sea region for the effective realization of Ukraine’s geostrategic interests is becoming topical. The purpose of the article is to study the peculiarities of the economic partnership between Ukraine and Turkey, to calculate the impact and to determine the advantages and prospects of a deeper bilateral trade liberalization. The methodology is based on assessment of export specialization; the characterization of the relative advantages by the RXA coefficient; the impact assessment of bilateral trade on economic development through a descriptive gravity model. The study found that high tariff barriers are now applied to Ukrainian exporters in the Turkish market. Total exports from Ukraine to Turkey declined by more than 30 per cent from 2011 to 2019, while the low value-added products dominate in the highly concentrated structure of export flows. On the contrary, Turkish exports to Ukraine are quite diversified. The top ten exports include machinery, electrical equipment, vehicles and knitwear. Ukrainian grains, oilseeds and oils, iron and steel, ore and rail transport have comparative advantages in the Turkish market. The military-industrial sector and IT are promising areas for export development and investment cooperation in the Ukrainian economy. Bilateral trade surpluses are in favor of Ukraine. The economic development of Ukraine significantly influences the volume of bilateral trade, according to the results of the descriptive gravity model. A $1 increase in Ukraine’s GDP will lead to an increase in bilateral trade by $0.8. This makes Ukraine much more interested in entering the Turkish market. Namun, masih sedikit akademisi yang memberikan perhatiannya dalam hal industri pertahanan, khususnya berkaitan dengan negara middle power dan new emerging power. Penelitian ini bertujuan menjelaskan hubungan antara faktor-faktor pendorong dengan kebijakan Indonesia dalam melakukan kerjasama industri pertahanan dengan Turki. Temuan penelitian ini adalah partisipasi sipil dalam inovasi militer dan kepentingan nasional strategis merupakan faktor penting yang mendorong kerjasama tersebut. Kerjasama Indonesia-Turki meliputi riset dan pengembangan, produksi dan pemasaran bersama beberapa alat peralatan pertahanan dan keamanan. Penelitian ini menggunakan konsep inovasi militer dan diplomasi pertahanan dan melihat bahwa Indonesia mengejar agenda kemandirian teknologi pertahanab. Untuk itu, Indonesia mulai melebarkan relasi pertahanan di luar mitra tradisionalnya.Kata kunci: kerjasama, industri pertahanan, partisipasi sipil, kepentingan nasional strategis, diplomasi pertahanan. The study of defense sees that military innovations has a connection to foreign policy; therefore, motivate them to conduct defense diplomacy. However, just few scholars have their concern to defense industry subject, especially amongst middle power and new emerging power. This paper aims to explain the interaction between causal factors and Indonesia’s cooperation policy with Turkey in term of defense industry. The research has found that civilian participation within military innovation and strategic national interests were supposed to be significant determinants which encouraged the state to agree on defense industry cooperation with Turkey. The cooperation included joint research and development, production and potential sale of armaments. The research applied the concept of civil-led military innovation as well as defense diplomacy and argues that Indonesia has been pursuing its defense technology independence. Therefore, it diversifies its defense relation beyond its traditional partners.Keywords: cooperation, defense industry, civilian participation, strategic national interest, defense diplomacy.

In this study, a risk management methodology for the business development phase of a Turkish defense industry firm&rsquo
s projects is proposed. The proposed method is based on the contemporary risk management practices and offers the integration of risk management process on top of existing project management processes in the business development phase, besides being cost effective and applicable. The method suggests a format for a risk management plan with two new sections, results, and compliancy. Furthermore, the method suggests the development of risk response plans prior to the implementation of quantitative risk analysis contrary to the applications in the literature, in order to reduce the size and the complexity of data to be analyzed. The method proposed also benefits from software tools that are easy to use and compatible with the existing project management practices executed in the firm. The method also aims to lead the construction of necessary risk databases that are specific to projects of the firm. The method also discusses the risk management framework under the scope of organizational aspects and decisions. Furthermore, a sample project of the firm is evaluated both with the current method and with the proposed method in order to put forward the advantages of the proposed system over the existing risk management practices of the firm.

The defense industry is one of the most important and fastest-growing industries inTurkey. It not only provides for the Turkish military, but also exports many systems and equipment to other countries. WhileTurkey has a vibrant defense industry now, it had almost no industry 40 years ago before its military operation in Cyprus. Due to the rise of the internal conflict in the Republic of Cyprus,Turkey sent its troops on July 20, 1974, in order to protect thousands of Turkish Cypriots on the island. The United States opposed the Turkish operation and imposed an arms embargo onTurkey in 1975 that lasted for three years. This thesis tries to assess the effects of the U.S. arms embargo on Turkish defense capability and examine how the embargo influenced the development of the Turkish defense industry. The embargo had a serious impact on the Turkish economy and defense capability because the Cyprus campaign required continuous logistical support, andTurkey was dependent on the United States for many of its military supplies. Feeling the effects of the embargo,Turkey initiated a program to develop its own defense industry, which still progresses today. The thesis concludes that while the embargo created problems at the time, it eventually helpedTurkey to create a strong defense industry and become less dependent on other countries.

This research project focuses over the relationship between Turkey's defence industry policies and foreign policy. It investigates the connections between Turkey's political relations with suppliers and its arms procurement from those states. Rather than analysing overall aspects of Turkish foreign policy in detail, this research highlights Turkey's political relationship with its major suppliers, these being the US, European suppliers, especially France and Germany, and Israel. The project illustrates that Turkey's arms procurement from the US and European defence market is influenced by the deterioration of political relations with those suppliers. However, the same correlation is absent in the case of Turkish-Israeli defence cooperation. The reason for this contradiction is investigated in this study from the perspective of Turkey's defence industry policy-making process and an analysis of who were the major actors and what were their interests in this process. The premises of Bureaucratic Politics Model and the Civil -Military relations theory are applied in this thesis to illustrate Turkey's defence industry policy-making process. IAbstract .'.:-.'

The end of the cold war has created a safer environment for most nations and reduced the need for fielding huge armed forces and vast investments for defense. However, due to her very special strategic position and historical responsibilities, Turkey still faces a range of substantial threats to its national interests, physical security, economic well being. These threats require the maintenance of a broad set of military capabilities in order to deter, and if necessary, to fight and win any future conflict. This thesis investigates the Turkish Defense Industry and Turkey's efforts to transfer military technology to establish a required technological base for a self- sufficient defense industry, which can fulfill the needs of the Turkish Armed Forces and stay competitive in a rapidly changing market place. The goal of this project is to evaluate the present Turkish Defense Industry and to present strategies that should be carefully considered in developing a sound defense industry and technological base policy.

Abstract:
This chapter seeks the answers to the following research question: Which are the challenges related to high tech R&D collaboration involving firms both from established and emerging economies? To answer this question, the Turkish jet fighter program is used as a case study. The study shows the chances to succeed are highly uncertain in this sector dominated by USA. Although Turkey acquired some level of R&D capability in previous defense R&D programs, the complexity of jet fighter development poses new challenges. Previous experiences indicate that technical capabilities are not sufficient, equally important is the formation of management capabilities. During the pre-development (concept) phase, Turkey chose to collaborate with Swedish Saab. The chapter discusses several challenges in this type of collaboration for a full-scale jet fighter development program. These challenges concern intra- as well as inter-organizational management, the organization of the technical development projects, and the design of appropriate industry governance structures.
