Abstract:
The second generation of Turks to migrate to Germany played a crucial role in recasting the migration experience of the 1960s into a unique diasporic culture. This research, which takes the Kreuzberg district of Berlin as a center of the Turkish diaspora’s ongoing maneuvering for existence, shows how in various stages of migration history, the second generation’s narratives transect the quarter’s own sociopolitical history and spatiotemporal change. It notes three crossroads. The first is when the Turkish diaspora stakes a claim as an independent power within hobohemia. The second is when a political, oppositional momentum is activated among the diaspora. The third crossroads, comprising the first 10 years after the fall of the Wall, is the stage where the district comes under the influence of neoliberalism and becomes just “bohemia.” This research shows how Turkish immigrants have been positioned at a crossroads where the “hobo” character of the quarter evolved into a bohemia.

Abstract:
This article is devoted to the activity of Turkish educational institutions in Iraqi Kurdistan, which have been active in the region since the beginning of the 1990s. The article shows the importance of Turkish educational institutions in Kurdistan in promoting a positive image of Turkey and forming a pro-Turkish stratum among the local elite. Fethullah Gülen’s educational structures are present in all the provinces of Kurdistan; they are considered the most prestigious ones and are very popular among the local elite. The Gülen empire system came in full force in 2008 with Işık University (titled Tishk International University since 2018), which has become a centre of attraction not only for residents but also for part of the Kurds of Turkey who come to South Kurdistan to study. The conflict between R. T. Erdogan and the Gülen structures that broke out at the end of 2013 resulted in pressure from Turkey on the Kurdistan authorities to force the latter to close the Gülen institutions. However, the Kurdistan leadership rejected Turkey’s demands, claiming the significant contribution of Gülen schools to the development of the region. It was only after the so-called military coup attempt in Turkey on July 15–16, 2016, which Gülen was accused of organizing, that the Kurdistan authorities formally closed Hizmet educational institutions and transferred their management under the control of the Kurdistan authorities. The Turkish authorities, having failed to get the Kurdistan leadership to either close or hand over Gülen schools, in the autumn of 2018 began a fairly active expansion of the network of schools of the Maarif Foundation, established under Turkey’s Ministry of Education. As a result, the conflict between the Turkish authorities and the Gülen movement only led to the expansion of the Turkish schools’ network in this region, which is an important factor of the foreign policy vector of the authorities in this region.

Abstract:
This article addresses the role and opportunities for public administration and public affairs education in North Cyprus. The context of the research is situated within a transnational education partnership between the University of the West of Scotland and the Management Centre of the Mediterranean (Nicosia, North Cyprus). The dominant narrative of the article is, based on the case of North Cyprus, to provide key insights into why public administration and public affairs education is a force for development in governance and civil society terms. The political context of North Cyprus is such that it is in the midst of significant change based on the twin governance challenges of, first, uncertainty regarding its international status (following the Cypriot coup d’etat and Turkish intervention in 1974 that led to North declaring independence in 1983 and becoming the Turkish Republic of North Cyprus) and, second, efforts to accommodate ‘acquis communautaire’ in order to progress towards EU accession (subject to successful reunification with the South). An underpinning reflective consideration in the article relates to how such educational programmes, based on a franchised model, address aspects of ‘good governance’ (often based on a Western paradigm) but, at the same time, are also suitably responsive to local civil society and political contexts.

e24088 Background: Palliative care is patient and family-centered care provided to optimize the quality of life in serious illness, and is an essential health service under Universal Health Coverage. Given the burden of cancer and other chronic disease diseases along with demographic changes, the need for palliative care is growing in Turkey. This study aimed to review of the available scientific literature on palliative cancer care needs, models and outcomes Turkey. Methods: A comprehensive literature review was conducted with English and Turkish keywords in PubMed, Scopus, Embase, ScienceDirect, Web of Science, Google Scholar, The Turkish Academic Network and Information Centre databases, Turkish Ministry of Health documents, Turkish Council of Higher Education’s doctoral thesis, and renowned national and international palliative care as well as cancer conferences 01/ 2000 to 07/ 2020. Results: Out of 27489 papers identified, 320 met the criteria for inclusion. The main focus of these studies was; historical development in palliative care, legislative regulation, professional training, use of opioids, symptom management, care for patients, palliative care centers, public awareness, psychosocial support, and end of life ethics. The majority of this literature used descriptive design, although a few case-control, cohort, and randomized control trials were also found. Our analysis showed that the development of PC in Turkey can be divided into three period. The first (early initiatives, before 2000), the second (dissemination phase, 2000-2010), and the third stage (government & societial engagement, after 2010). Several studies also analyzed the barriers such as low public & professional awareness, disconnection from cancer care, the opioidfobia and the lack of trained palliative care providers. The lack of integration of palliative care to cancer care is a major challenge for palliative care implementation. Conclusions: This review presents the evidence of the significant progress in PC during the last 20 years and the opportunities for further progress. Bringing research into practice is needed for shaping the integration of palliative care to cancer care in Turkey. The stakeholders and policy makers should not neglect the need for PC under the current pressure of COVID-19 pandemic on health and economy.

In this study, we analysed the socio-demographic characteristics and disaster risk awareness of the Turkish migrants living in northern Italy. We initiated the study with an extensive face-to-face questionnaire with 544 individual respondents. With the help of the questionnaire, we gathered information on the socio-demographic structure of the Turkish community living in the area and the immigrants’ disaster experience, their level of disaster preparedness and disaster risk awareness, and their potential behaviour during an emergency. Additionally, we conducted focus group meetings in Milan, Lecco, Como and Varese with 49 migrants living in the region. In the focus group meetings, we discussed the migrants’ awareness of disasters and potential behaviour patterns during emergencies. We collected the informative booklets and past event reports prepared by civil protection centres and municipalities and used them in focus group meetings to collect participants’ opinions. The results show that the migrant communities’ disaster risk awareness is low, but their capacity to adapt to suddenly changing conditions is higher than presumed.

PurposeThere is an extensive body of contemporary educational literature concerning teachers' professional development (PD), but little attention has been paid to the PD of principals, despite their vital role in improving student learning outcomes. The available literature on principals' PD deals with content and quality while mostly ignoring whether and how PD activities have an impact on leadership practices. In our study, we wanted to examine the extent to which principals perform learning-centred leadership practices and whether and how their practices are influenced by the PD programmes they have engaged in during the past twelve months.Design/methodology/approachA total of 130 Turkish principals participated in the study. Using the SEM model, we examined the direct and indirect links between principals' PD and their self-perceived learning-centred leadership practices, with self-efficacy as the mediating variable.FindingsWe found a positive, statistically significant yet weak relationship between principals' PD and their leadership practices, with self-efficacy playing a considerable mediating role.Originality/valueWe argue that traditional types of PD activities can contribute to the leadership practices of principals, at least in countries where school principals are not adequately prepared for principalship positions. We suggest that such activities can contribute by providing newly appointed school principals with certain basic knowledge regarding effective leadership that many principals in developing countries are missing due to the lack of pre-service training. These activities can also strengthen principals' belief in their ability to overcome school problems and improve student learning. This, in turn, could motivate them to focus more on learning-centred leadership practices.

AbstractUsing both Ottoman Turkish and Arabic archival materials, this article narrates the history of irrigation in Fayyum during the first half of the 18th century. Its environmental perspective shows how a shared reliance on natural resource management bound together extremely rural regions of the Ottoman Empire like Fayyum with centers of power in Istanbul and Cairo. It seeks to make two historiographical interventions. First, its focus on irrigation reveals how the center–periphery model of early modern empires fails to capture the complexity of relationships that rural regions of the Ottoman Empire maintained with other provinces and towns both in the empire and beyond. Water in Fayyum grew food that forged connections of commodity movement with areas of the Mediterranean and Red Seas. Second, through an examination of such intraimperial and transregional ties, this article argues that Egyptian peasants held much of the power in these relationships.

Growing tourist flows, which crowd ancient city centres, have modified their liveability and threatened conservation. They have increased the need for quiet places, primarily where green parks are missing. While previous studies have highlighted the possibility of reusing hidden sites of historical buildings, it is not clear if this scheme can also be applied in other contexts, and which physical or perceptual dimensions are mainly related to the restoration of these sites. If greenery and water elements induce positive effects on people’s well-being, we want to understand if the historical–artistic component can be just as important for people’s restorativeness. To this end, the physical and perceptual characteristics of 20 different sites in Naples and Istanbul were investigated through objective and subjective surveys. The results show that the sound levels inside sites cannot consistently account for the perception of the restorativeness in Italy and Turkey, while some sound level differences caused by outside noise could. Moreover, soundscape, appreciation, maintenance/management, and importance/relevance were the main perceptual dimensions describing these places. The importance/relevance dimension was strongly correlated with all the components of the restorativeness, especially with the fascination. These findings are consistent between the Italian and Turkish groups.

From the late 1970’s onwards, traditional public administration was criticized because it does not meet the needs of developing and changing new world. Following this critique, a new approach to public administration was proposed under the name of New Public Management. The development of new public management changed the concept of the public service. Accountable, transparent, effective, and efficient services have become the basic principles of management. On the other hand, the term “quality” has also gained popularity in public administration. In this sense, Total Quality Management (TQM) was adopted to develop quality systems in public administration worldwide. Turkey has also adopted that system. In this study, the situation assessment of TQM process in Turkey was made through the presentation of strengths and weaknesses. The literature search is conducted to achieve this aim and it is obtained from the research that since quality management cannot be fully realized, there are some deficiencies in practice and in regulatory. In this context the regulatory process needs to be revised specially in terms of evaluating and auditing.

This study is a meta-synthesis research, which focuses on studies conducted in the field of sports management and featured job satisfaction variable. In this study, a total of 22 studies, which were conducted between 2000 and 2017, were examined and the findings were presented in certain themes after applying meta-synthesis research method processes. In order to determine whether a study should be included in the analysis, Educational Resources Information Centre (ERIC), Google Scholar Search Engine, YÖK (The Council of Higher Education) National Thesis Centre, Dergipark and TUBITAK (Turkish Scientific and Technological Research Council) Ulakbim databases were employed. Studies were thoroughly examined regarding their research methods, sample groups, analysis data usage, and findings. In conclusion, within the context of its analyses, this research is envisioned to guide future studies and help increase job satisfaction awareness in the field of sports management.

The article discusses the transition to a new stage of civilization, the knowledge society. In the modern world, knowledge is one of the major socio-economic resources for both the individual and the state. Accordingly, the educational strategy of any higher educational institution should be refocused to ensure smooth transition from the traditional model to innovative in order to prepare the modern student for a life in the society where innovation and intellectual resources play the major role. The modern library can act as a control centre of knowledge, integrate with the world information resources and mediate for the user in global information space using the tools and mechanisms of the electronic library. In this regard, the e-library becomes a knowledge management centre focused on the development and maximum use of intellectual potential of library for the purpose of preservation, reproduction, building up and broadcasting of knowledge. The article analyses the opportunities which are given by electronic library for the University.The authors constructed the scheme of interrelation of knowledge and information resources. The article considers the concept of proactive electronic library of the University as a system of information service of readers, the main purpose of which is to provide resources in any form and on any carrier using the classical and network forms of services based on the advanced inquiry services. The authors constructed the model of proactive University library, which is a complex system, incorporating elements of various properties and complexity. The proactive electronic library itself searches for information corresponding to the information needs of the user, without waiting for his request; that can influence the development of his information needs. Thus, the library transforms from a passive storage of information into an interaction partner. Information is automatically selected for the user, relevant to his educational and scientific interests, hobbies and preferred leisure.

<p class="apa">Teaching Turkish effectively and successfully is one of the main functions of all the teaching phases of Turkish education system. In secondary education, this duty mostly depends on Turkish Language and Literature teachers. The aim of the research named “Socialization of Turkish Language and Literature teachers” is to evaluate the process of vocational and organizational socialization of Turkish Language and Literature teachers according to teachers and the school managers’ view. This study includes 85 Turkish Language and Literature teachers and 62 school managers’ view who work in Erzincan city centre in 2013-2014 school year. In this study “The Scale of Turkish Language and Literature teachers’ socialization variables”, of which reliability and validity were analyzed, was used. According to findings both Turkish Language and Literature teachers and the school managers perceive “the process of in-services training” very inadequately within the context of practices that includes vocational socialization. Generally, school managers accept Turkish Language and Literature teachers’ “organizational socialization” less inadequate than teachers do. Turkish Language and Literature teachers and school managers think that social status of the teachers in Turkey “none”. The results show that Turkish Language and Literature teachers’ socialization practices cannot contribute to teachers’ vocational adaptation and dedication. In parallel with the results, it is suggested that in the context of vocational development and socialization of teachers in Turkey, specifically Turkish Language and Literature teachers, national norms which are compatible with international standards should be developed.</p>

Strategic planning in universities is frequently positioned as vital for clarifying future directions, providing a coherent basis for decision-making, establishing priorities, and improving organizational performance. Models for successful strategic planning abound and often present the process as linear and straightforward. In this essay, we examine our own experiences of strategic planning for a new educational development centre situated in a Faculty of a research intensive university. Drawing from the literature, we provide a brief history of strategic planning in university contexts and consider criticisms and benefits. We investigate complicated issues related to our own process and, throughout, we argue that in spite of established formulas for creating a strategic plan, the process is non-linear and messy. We end this paper with recommendations for educational developer colleagues.

Abstract Abstract 5169 Introduction Management of hemoglobinopathies, mainly beta-thalassemia major, is well studied at controlled clinical trials. However, one should keep in mind that real life experience of pediatric patients with thalassemia major show remarkable differences across geographies and social-economic status. The effect of iron overload (IO) and outcome of chelation therapy also vary widely in this population. Chelators differ in side-effect profile, tolerability and ease of adherence, and (to some degree) efficacy for any specific patient. The aim of the present study was to determine the characteristics of children with hemoglobinopathies receiving oral iron chelators (OICs) in the treatment of transfusional IO and to evaluate treatment outcomes, adverse events, and growth and sexual development of these children after 3 years follow-up period. Method In this prospective, multi-center, non-interventional study, patients with 2–18 years of age with hemoglobinopathies and transfusional IO who were on or began to receive oral ICT were enrolled. Four hundred patients were planned to be included and followed for 3 years. The clinical and demographic characteristics of the patients, comorbidities, type and dosage of oral ICT, laboratory results related to IO markers, imaging results and serious adverse events were recorded. Results Four hundred ninety-two patients from 30 centers representing the Turkish patient's profiles were enrolled. This was the baseline analyses of 429 patients, of whom 407 had a primary diagnosis of beta-thalassemia major, and 22 had a primary diagnosis of sickle cell anemia (homozygous). Data about growth and sexual development were also collected and will be reported according to age groups and treatment history. The characteristics of the patients are summarized in Table 1. The type and dosage of current oral ICT and ICT history are presented in Table 2. Discussion To our knowledge this is the largest prospective study in pediatric patients diagnosed with hemoglobinopathies, particularly thalassemia major, and treated with OICs due to IO caused by regular transfusions. In this analysis, we reported baseline characteristics of this pediatric cohort. It is noteworthy to report that the pretransfusion hemoglobin levels of the majority (226 of 405 patients) of the thalassemic cohort were under 9 g/dL, suggesting a suboptimal transfusion regimen. IO was followed mainly with serum ferritin (SF) levels and many patients were not monitored for cardiac or liver IO. Of 429 patients, 339 were enrolled with IO (SF>1000 ng/mL), suggesting a non effective ICT history. Of 25 beta thalassemia patients who were treated with deferiprone (DFP), 22 had SF>1000 ng/mL (mean: 2918. 31±1477. 08). The maximum dose of deferasirox (DFX) was limited by health authority to 30 mg/kg/day during the first 6 months of the 1-year enrollment period. The mean dose of DFX for the patients with SF levels >1000 ng/mL and who were treated with DFX with a dose of ≤30 mg/kg/day was 25. 38±5. 03 mg/kg/day, suggesting a suboptimal dosing for a negative iron balance. This may be one of the reasons of the high mean SF level at baseline. Moreover, the treatment duration with OICs and effectiveness of previous treatment varied. The results of this study will reflect real life experience and help us to understand obstacles in the management of IO in this patient population. The overall goal of Turkish Qualifications Framework (TQF) is to provide an integrated structure which describes and classifies all qualifications available in Turkey, allowing for links such as transfer or progression among qualifications to be determined. Thus, transparency will be improved in education and training systems, which will enable national and international comparability, recognition and validation. TQF will ensure to link all qualifications achieved either at classroom of a school, university, training center, or in a laboratory, workshop and workplace of a research center or company through formal, non-formal or informal learning. TQF structure comprises of levels described by level descriptors and supported by qualification types. Qualification types are described through qualification type specifications.

The aim of this paper is to explore what endogenous factors dominate in the regional development of Latvia. To achieve the aim, the following tasks were established: to examine the theoretical background of regional development; to analyze the endogenous factors of regional development in Latvia; to evaluate the significance of the endogenous development factors of regions by using expert evaluation method. The following research methodology was used: literature review, graphical method, expert evaluation method and logically constructive approach – for data evaluation and result analysis; synthesis method – to combine the elements in a unified system; social research methods – to obtain the primary information and to carry out its verification. For expert evaluation data processing the statistical and data analysis methods were used, including the data parametric grouping and correlation calculations, and the average calculations of the factors corresponding to each group. The analysis of the statistical data and the independent expert evaluation results allow concluding that the most important factors influencing regional development are the government decisions and the existing infrastructure, as well as the influence of migration, the distance from the centre and the availability of investment. These findings on regional development apply particularly to a small country where geographically and historically has formed a single highly-developed economic and political centre – the capital, and where does not exist a secondary centre. The research findings confirm the thesis that the endogenous development factors are the primary in the regional development

Purpose The purpose of this study is to examine and understand the experiences of tourists in the Turkish coffee houses in Istanbul, Turkey. Design/methodology/approach In this study, a qualitative case study method was used to analyze tourists’ comments with user-generated content technique by analyzing tourists’ comments. The data used in the study was collected through TripAdvisor, which is considered one of the most famous websites with tourist reviews and comments, between 20 May and 10 June 2020 from tourists’ reviews (n:219). Findings The findings show that Turkish coffee house experiences are heterogeneous based on the dimensions of coffee characteristics, place, satisfaction, recommendation and revisit intention, value/price and value-added experience. Moreover, value-added experience includes some sub-themes such as a memorable experience, authentic experience and culture learning experience. Originality/value There are some studies on Turkish coffee and Turkish coffee culture in the literature, but there have been no empirical studies investigating the Turkish coffee house experiences of tourists. For this reason, this study aims to examine and understand the experiences of tourists in Turkish coffee houses. Therefore, it is believed that this study will fill the current gap in the literature on tourists’ experiences of Turkish coffee houses.

This paper examines the response to the 2006 avian influenza crisis in Turkey. Using complex adaptive systems as the theoretical framework, the paper discusses the extent to which the Turkish disaster management system showed self-adaptation during the crisis. Self-adaptation requires organizational flexibility that facilitates sufficient information flow through technical and cultural infrastructures. This study uses qualitative methods to analyze the data. The research findings indicate that during the crisis, Turkish disaster management was faced with critical difficulties related to organizational, technical and cultural capacities that undermined its capacity to adapt to changing conditions. The system was able to manage these difficulties in seven to ten days; however, Turkey’s contemporary disaster response services still require a transformation to effectively respond to any influenza pandemic.

In the Turkish national elections of 12 June 2011 the ruling Adalet ve Kalkinma Partisi (AKP, Justice and Development Party) registered an exceptional success in Turkish democracy. For the first time, an incumbent party had managed to increase its votes for three elections in a row and established its predominance. This article argues that the AKP, like the Christian Democrats in Italy, Liberal Democrats in Japan or Social Democrats in Sweden, has established a cycle of dominance that includes initial mobilization, expansion of core support through material benefits, delegitimization of the opposition and selective use of ideological rigidity and flexibility. It is through this cycle that the AKP consolidated its position as a right-wing party, unifying centre-right and Islamic constituencies and thereby accomplishing what the other right-wing parties in Turkey had failed to do in the past.

This study examines the effects of the exchange rate and income on Turkish tourism trade balance (TB) using quarterly data for the period 1998–2011. The authors use tourism trade-weighted exchange rate indices and foreign income derived from country-based tourism trade. They employ Johansen’s maximum likelihood technique to estimate the long-run effects of the exchange rate and income on tourism, and employ an error correction model to analyse the short-run effects. The empirical results suggest that income is the most significant variable in explaining tourism TB in the long run. The exchange rate and foreign income positively affect the TB, while domestic income negatively influences it. In the short-run, however, domestic income is the only significant factor. The authors also find no evidence of a J-curve effect in the Turkish tourism TB. These findings are robust to using nominal values.
