Abstract:
The goal of this research is to explore the control of a robotic arm in a visually guided reaching operation. Considering the role of the superior colliculus and the spinal cord in human arm movements, this study proposes simple approaches for the control of arm reaching. An efficient use of distance error signals between actual and desired end-point positions leads to reaching trajectories in two dimensions that are very similar to more traditional kinematic strategies. This implies that the nature of the premotor signal in the spinal cord may be related to simple error signals rather than trajectories.<br>The main conclusions to be stated from this work have two implications. First that a very simple biomimetic strategy can be used to control a robotic arm, and produces trajectories very similar to those seen in human reaching. Second, the hardware tests act as indirect proof that many concepts in biological motor control need to be revisited. For example, the need for complex kinematic computations is now de-emphasized.

The aim of this study is to present a design approach for compliant bistable four-link mechanisms. The design constraints are the two positions of the mechanism, the force required to snap between the positions and the fatigue life of the designed mechanism. The theory presented here will be applied to the door lock mechanism used in commercial dishwashers, which is originally designed as a rigid inverted slider crank mechanism snapping between two positions with the force applied by a spring. The mechanism is re-designed as a compliant bistable four-link mechanism and a prototype has been manufactured.

Abstract:
A method of noncollocated controller design for non-uniform flexible structures, governed by the wave equation, is proposed. An exact, infinite dimensional, transfer function, relating the actuation and measurement points, with general boundary conditions, is derived for the multi-link case. Three modeling methods are presented and discussed. A key element of the model is the existence of time delays, due to the wave motion, which play a major role in the controller design. The design consists of two stages. First an inner rate loop is closed in order to improve the system dynamic behavior. It leads to a finite dimensional plus delay inner closed loop, which is the equivalent plant for the outer loop. In the second stage an outer noncollocated position loop is closed. It has the structure of an observer–predictor control scheme to compensate for the response delay. The resulting overall transfer function is second order, with arbitrarily assigned dynamics, plus delay.

Abstract:
The main problem in cable-driven mechanisms is their tensionability, i.e. maintaining positive tension in all cables against any external load. Since the advent of these mechanisms, it was known that with one redundant cable, one can guarantee the tensionability of a rigid body driven by cables. However, the problem of tensionability in multibody systems driven by cables has remained almost intact. In a previous work by the authors, some necessary conditions on the number of cables and their possible distributions for tensionability of a general multibody were found. However, unlike the rigid body case, the sufficiency of these conditions for the tensionability of a multibody cannot be easily guaranteed. In this paper, we find the necessary and sufficient conditions for the tensionability of an arbitrary two-link multibody. Our approach investigates the equilibrium of such systems first by assuming that the cables can apply force in both directions (pull and push). Then, unidirectional force characteristic of the cables is incorporated and the associated conditions on the cables and their distributions are found. The heart of the method is based on a matrix called dependency matrix which carries the equilibrium properties of the system in a more compact form. Also, it has relatively clear connections to the geometry of the system which makes it easy to use.

Abstract:
The aim of this paper is to provide comprehensive empirical evidence on recent theories that link democracy and income inequality for the period 1960-1995. In simple cross-country regressions I find a non-monotonic link between these two variables when using ordinary least squares, instrumental variables, and Eusufzai tests. Since these results cannot be taken as "true" time series findings, even though recent theories that explain such a link are, I also employ recent methods applied to dynamic models on panel data. These techniques allow accounting for potential simultaneity and heterogeneity problems. Using the preferred econometric methodology, I also find support for the existence of a political Kuznets curve. Moreover, it appears that income inequality is unconditionally persistent. Results hold for two different democracy proxies and when sensitivity analysis is applied.

This annotated bibliography draws on a rapid review of literature that explores the link between national data and statistical systems and DRM. The evidence appears to be very limited and fragmented. The search revealed two studies that directly focus on the relationships between informational capacity and fiscal capacity, and between the national statistical office and the revenue authority, as well as studies that consider the value of third?party data for the tax system. Another body of evidence explores the link between a particular data source or system and the capacity to generate revenue. This link may be the paper’s principal focus or only an element within it. In the latter case, only those parts of a paper that are directly relevant to the research question are reviewed.

Jamaica entered the world economic downturn in 2008 from a position of ongoing weak economic performance and high, increasing debt levels. As a result, Jamaica's fiscal situation quickly became unsustainable. Starting in 2010, the government made important efforts, including two domestic debt exchanges, to bring its debt trajectory on a sustainable path. This brief assesses the two debt exchanges and explores whether their design was appropriate to address Jamaica's debt sustainability. A major issue in the case of Jamaica is the high exposure of the financial sector to government debt, creating a link between the fiscal situation and financial sector stability. In addition, the composition of Jamaica's debt restricts debt operations to domestic government securities, which comprise around half of total debt. Any attempt to restructure the debt stock through a debt action, such as a haircut, is likely to have a substantial impact on the domestic financial sector, which has a sizeable exposure to sovereign securities. Any losses of the financial sector would likely have negative multiplier effects on GDP growth, employment, and poverty. As such, the brief concludes that the scope of fiscal savings from debt restructuring in the absence of financial sector crisis was always small.

This paper presents theory and evidence on the relationship between inequality and institutional quality. We propose a model in which the two dynamically reinforce each other and set out to test this relationship with a broad array of institutional measures. We establish double causality between better institutional quality and a more equal distribution of income, but also demonstrate that the link from the latter dominates the former. These results are shown to be robust to various specifications and different data sources that cover various time-spans.

In optical phase conjugation (OPC) systems, the third-order dispersion (TOD) of optical fibers and the nonlinear resonance at well-defined signal sideband frequencies called sideband instability (SI) mainly limit the transmission performance. We present for the first time a complete theoretical analysis of sideband instability (SI) that occurs when two kinds of fibers with different characteristics are concatenated to form a dispersion-managed fiber link. We find that the magnitude of the SI gain reduces with the increase in strength of dispersion management. Next, we focus on the fiber link using the combination of standard single-mode fiber (SMF) and reverse dispersion fiber (RDF), which is widely used for simultaneously compensating second-order dispersion (SOD) and third-order dispersion (TOD). By computer simulation, it is shown that, in wavelength-division-multiplexed (WDM) systems, SI still induces significant degradation in channels located at frequencies where SI induced from other channels arises.By re-allocating the channel frequency to avoid the SI frequency, the transmission performance is improved significantly. Then we propose for the first time, a scheme for simultaneous suppression of both TOD and SI in OPC systems using a higher-order dispersion-managed link consisting of SMFs and RDFs. Computer simulation results demonstrate the possibility of 200-Gbit/s transmission over 10,000 km in the higher-order dispersion-managed OPC system, where the dispersion map is optimized by our system design strategies.
