AbstractOn the eve of Palestine’s violent ethno-national clashes of the 1930s, two simultaneous, competing trade fairs were mounted in Palestine: the Levant Fair in Tel Aviv (1932) and the First National Arab Fair in Jerusalem (1933). This chapter sketches a lineage of trade fairs in Palestine in the decades immediately prior to the debut of these duelling “national” fairs to investigate the roots of this typology within Palestine and its rise as a space for political action and debate. Undergirding the evolution of the trade fair in Palestine, the author argues, was the formation of a “cultural sector”—a conglomerate of institutions delimited by a distinct regional focus, furthering cultural development as part of both economic and political missions.

Research shows that repression can lead to both radicalization and deradicalization. When does it drive groups to pick up arms, and under what conditions does it foster disengagement from violence? To answer these questions, it is important to trace tactical changes over time, and to parse the factors that push groups toward or away from violence. The introduction outlines some conventional explanations for understanding tactical choices and shows that recent developments in terrorism studies and in the research on nonviolent resistance leave several puzzles unanswered. It introduces a theoretical framework through which we can understand both escalation and de-escalation, and provides a typology of engagement with violence that can guide the investigation of tactical change. After considering whether Islamist groups are distinctive, the chapter outlines the case-selection strategy and the methodology employed in the book, and then concludes with an outline of the remaining chapters.

A threat is an utterance whose content implies an intention to do harm. The motivational typology presented in the chapter distinguishes between the intention to threaten and the commitment to act. The commonest threats in everyday life are the expletive screams. These threats may also reflect a preexisting angry or fearful state of mind and presage further aggression, though not necessarily against the person threatened. Threateners whose intention is to shield themselves are, if anything, committed to avoiding violence. Those who intend to shock are using the threat as a weapon to cause distress. Those who threaten to signal their commitment to enact are sending a clear warning that produces apprehension in even the most stoic. Those who scheme, coerce action through menacing behavior. Given that any threatener can escalate to violence, all threats need to be taken seriously and assessed carefully. Management reduces the commitment to violence and challenges the choice to threaten.
