Abstract:
Existing approaches to measuring political disagreement from text data perform poorly except when applied to narrowly selected texts discussing the same issues and written in the same style. We demonstrate the first viable approach for estimating legislator-specific scores from the entire speech corpus of a legislature, while also producing extensive information about the evolution of speech polarization and politically loaded language. In the Irish Dáil, we show that the dominant dimension of speech variation is government–opposition, with ministers more extreme on this dimension than backbenchers, and a second dimension distinguishing between the establishment and anti-establishment opposition parties. In the U. S. Senate, we estimate a dimension that has moderate within-party correlations with scales based on roll-call votes and campaign donation patterns; however, we observe greater overlap across parties in speech positions than roll-call positions and partisan polarization in speeches varies more clearly in response to major political events.

Abstract:
This Diploma Work is focussed on application of restrictive agents with patients who are afflicted with violent and aggressive behaviour. The up-to-date civilization has brought, expect for further changes, also a very principal change that presents a substantial increase of psychic and psychiatric disorders. That is why it is necessary to think about the question how to prevent aggression and violence in medical facilities. It is evidenced that more cases of patients showing aggressive and violent behaviour occur nowadays. What are preventive news in occurrence of aggression while hospitalization? What are legal news and standards applied to limiting and restrictive means? It is not a rule any more that we meet a patient with aggressive or violent behaviour only in psychiatric departments. However, we can meet those patients in any departments and facilities of healthcare. The Diploma Work is split into a theoretical and a practical section. In the theoretic part we state the human psyche evolution, aggression and violence origination and evolution, kinds of aggression, violent behaviour and demographic occurrence thereof within existing population. Further on, we mention kinds of restrictive measures, their indications and the statutory framework dealing with this problem area. A status of nurse and a nurse competence in that area represent an important element of the theoretic work. Four objectives were set in the practical part of the Work. The first goal was aimed to find out work fastidiousness of nurse providing care to patients with aggressive and violent behaviour. The second goal had to recognise what was taken for the greatest problem area within nursing care at treatment of patients with aggressive and violent behaviour. The third goal was to find out any benefits and shortages in the application of restrictive agents at treatment of patients with aggressive and violent behaviour. Finally, the fourth goal was set to find out and compare nursing staff?s opinions on the application of restrictive agents and main problems in that field. The above objectives were met. Based on those objectives research questions were defined. What is the work fastidiousness of nurses who take care of patients with violent and aggressive behaviour? What is considered by the nurses as the most problem area within providing healthcare to aggressive patients? What is the positive application of restrictive agents with patients showing aggressive or violent behaviour? What special reform should be performed in the application of restrictive - limiting means? The asked questions were answered. A qualitative investigation was used to work out the Diploma Work. Collection of needed data was carried out by help of procedure of a non-standardized, structured dialogue. Our investigation took place in the psychiatric department of Klatovy Hospital a.s. , the psychiatric department of University Hospital in Plzeň , Psychiatric Medical Institution in Dobřany and other more departments. The nurses? answers were compiled in casuistries from which though maps were made up. The described investigation was running from January to July 2011. The results of my Diploma Work might serve as a feedback for the hospitals and medical institutions in which the above investigation was performed. An educative programme for nurses was created.

碩士<br>淡江大學<br>美國研究所碩士班<br>95<br>The main purpose of this thesis is to analyze the McCain-Feingold Act, which has been the most significant campaign finance reform for the past thirty years. Since the 1990s, political parties have begun using the unregulated “soft money” donations to finance federal elections. Corporations and unions are willing to provide party officials with “soft money” to have access to the White House and the Congress. Senators John McCain and Russ Feingold proposed the bill in order to sever the link between large political contributors, federal elected officials and party leaders. The McCain-Feingold Act was designed to address three issues: the increased role of soft money in campaign financing, the proliferations of issue advocacy, and the misuse of independent expenditures. The McCain-Feingold Act was stalled in both Houses until the occurrence of the scandal. The bankruptcy of Enron refocused national attention on the power of money in politics and underscored the need for reform. The 2004 presidential election was the first campaign season operating under the new rule. This thesis evaluates the impacts of the McCain-Feingold Act.

Abstract:
As long as there has been distance education there has been the question how do you know the student turning in the work is the student registered for the course? As technology has been improving distance education course delivery, online education has been growing in leaps and bounds. The most recent Sloan-C report stated that in the U. S. alone there were almost 3.9 million students taking at least one online course during the fall of 2007 term (Allen and Seaman, 2008). Legislators took a hard look at the issue of student authentication in distance education with the passage of the Higher Education Opportunity Act of 2008. This paper reviews the issues related to student authentication and reviews the current forms of student authentication, reviewing one institution’s answer to student authentication in its online programs.

Sažetak: Sigurnost i zaštita zaposlenika područje je koje je normirano normom ISO 45001:2018, odnosno na razini Republike Hrvatske Zakonom o zaštiti na radu. Stvaranje sigurne radne okoline za zaposlenike u organizaciji od posebne je važnosti s obzirom na moguću ugrozu kvalitete života, odnosno života u cjelini zaposlenika koji obavljaju aktivnosti u organizaciji bez da im se osigura adekvatna zaštitna oprema. Sigurna radna okolina može determinirati i troškove zbog ne kvalitete, odnosno može rezultirati troškovima vezanim uz bolovanja, ozljede na radu, padom učinkovitosti organizacijskih zaposlenika, itd. S obzirom na to i s obzirom na zahtjeve zaposlenika ali i ostalih zainteresiranih strana, područje sigurnosti i zaštite jedno je od područja koje Zakonodavac regulira i na organizacije postavlja minimalne zahtjeve koje moraju ispuniti, a kako bi mogle poslovati u Republici Hrvatskoj. S druge strane, norma sustava upravljanja zdravljem i sigurnosti zaposlenika definira dodatne zahtjeve koje postavlja na organizacijski sustav upravljanja što može biti temelj za osiguranje dodane vrijednosti za zaposlenike. S obzirom na različitost zahtjeva koje postavlja Zakonodavac, odnosno zahtjeva koje postavlja norma sustava upravljanja zdravljem i sigurnosti zaposlenika, cilj ovog rada analizirati je zahtjeve i identificirati područja koja su slična, odnosno različita kao i ukazati na moguće nedostatke. Abstract: Safety and protection of employees is an area that is regulated by the standard ISO 45001: 2018, i.e. at the level of the Republic of Croatia by the Occupational Safety and Health Act. Creating a safe working environment for employees in the organization is of particular importance given the possible threat to the quality of life, or life in general of employees who perform activities in the organization without providing them with adequate protective equipment. A safe working environment can also determine costs due to poor quality, i.e. it can result in costs related to sick leave, injuries at work, reduced efficiency of organizational employees, etc. is one of the areas regulated by the Legislator and sets minimum requirements for organizations that they must meet in order to be able to do business in the Republic of Croatia. On the other hand, the norm of the employee health and safety management system defines the additional requirements it places on the organizational management system, which can be the basis for ensuring added value for employees. Given the diversity of requirements set by the Legislator, ie the requirements set by the norm of the employee health and safety management system, the aim of this paper is to analyse the requirements and identify areas that are similar or different as well as point out possible shortcomings.
