Abstract:
This special issue entitled “Politics, Policies and Diplomacy of Diaspora Governance: New Directions in Theory and Research” is a result of a workshop organised by Dr Bahar Baser (Coventry University, UK) and Dr Henio Hoyo (CIDE and UDEM, Mexico) at the Freud Museum on December 6, 2018, and funded by the British Academy / Newton Mobility Grant. Throughout the workshop, diaspora scholars from various fields explored diaspora politics and policies from a variety of perspectives with a special focus on home state policies towards mobilising diasporas. A central theme that has emerged throughout the discussions was the ascending importance of diasporas as non-state actors in international relations and the multifaceted relationships they form with their home and host states as well as other non-governmental organisations. The special issue contains case studies from different parts of the world, from Latin America to the Balkans, from Africa to the Middle East, revealing that there is a growing global trend of engaging diasporas to complex policy mechanisms at home and abroad.

Abstract:
Based on the application of the envelope data analysis (ade), in this study the relative efficiency scores of the 13 academic departments of the University Center for Administrative Economic Sciences (cucea) of the University of Guadalajara (UdeG) are estimated. The ade is a non-parametric and deterministic technique based on linear programming (pl) and microeconomic theory of production. By applying this method it is possible to build an efficiency frontier and identify those academic departments that are operating relatively inefficiently.Subsequently, an individual analysis of each academic department is carried out to determine what are the causes of such inefficiencies, the action plans for the potential improvement are established, the reference groups for these inefficient units are determined and, finally, it is calculated the percentage of contribution of each input and product. These are useful scores to know which variables have been most decisive in measuring the performance of each decision unit (ude).

Abstract:
A product review is an essential metric to understand the acceptability level of users. This rating process is often implemented to measure the quality and excellence of a product. It also helps the decision-making processes of potential users regarding the implementation of applications, due to the observation of many options. Furthermore, a product review enables the comparison of applications before imminent subscription. In this case, potential users often analyze various rating levels and perform selection within the Google Play Store based on the experiences of other subscribers. The review is also found to benefit students and software developers, concerning the strengths and weaknesses of the applications. For developers, subsequent modifications of products are mostly supported by this rating process during development. From this context, users and developers need to incorporate Multi-Criteria Decision-Making (MCDM) models, to understand the best and worst applications. Therefore, this study aims to assess the important criteria expected by users of seven educational service applications, by using the integrated Entropy Weight-VIKOR method. In this report, the service applications were selected based on the highest number of users in the Google Play Store. All criterion’s mass was also calculated through the entropy weight method. To rank the application through eight selected criteria, the VIKOR method was subsequently used. The results showed that the best educational service application qualities were Khan Academy and Udemy, with Socratic being the lowest. Some criteria such as download (Cr 1 ), video (Cr 2 ), cost (Cr 3 ), and teacher (Cr 8 ) were also suggested for improvement. From these results, thev-value did not affect the rankings of Khan Academy, Udemy, or Socratic, although it influenced the positions of other applications. This indicated that Khan Academy and Udemy had excellent customer satisfaction levels, regarding functionality and few specific complaints. However, Socratic had high complaints from individuals and low users satisfaction. Based on these results, a comparative analysis was carried out with the baseline study, for analytical validation. In this case, better outputs were observed for the present study than the baseline analysis, due to having three stable ranking positions.

Abstract:
If crystallography is well known to many scientists, this is not true for the general public. Aims of the international year of crystallography include the desire to increase public awareness, to stimulate the intellectual curiosity of students and to promote crystallographic education. At the College International Marie de France, we decided to tackle these challenges and celebrate IYCR2014 with students from kindergarten to grade 10 and by an outreach with the Universite de Montreal (UdeM). We will illustrate how, beyond appreciating the mesmerizing ordered crystal growth from a saturated solution, studying and performing crystallization activities has a proven track record for fostering academic and practical skills. If crystallography starts by the Bragg's iconic law, then most undergraduate students will not appreciate it. However, crystals do have an intrinsic aesthetic appeal that can serve as a starting point to stimulate students' interest. Instead of teaching crystallography as a discipline, could we not teach key scientific concepts through it? We devised three distinct approaches addressing skills and notions appropriate to students in kindergarten, primary or grade 10 school levels. Younger pupils can make descriptions, comparisons and learn about symmetry and growth based upon the observation of snowflakes or crystal growth from solution, encouraging them to formulate basic concepts regarding solubility and changes in states of matter. Growing crystals allows primary students to practice mathematical skills such as measuring angles, masses, volumes and describing shapes. This sets the stage for problem solving using the scientific method. Older students take part in workshops ranging from diffraction patterns generated by lasers to simulating growth with cellular automata. They also undertake protein crystallization experiments in partnership with UdeM thereby offering unique access to crystallographic facilities and insight into scientific research.

Abstract:
Rapid growth of educational technology services today means that there are more applications in the market. Users may find it hard to choose the most suitable application, so they look for references. Experience shared in the form of text reviews and numerical rating can provide references. Text re-views are particularly specific and so they can provide insights to user satis-faction. In this study, we use text mining and multicriteria decision-making approach to measure the user satisfaction. The data is crawled and collected from seven educational applications: Coursera, edX, Khan Academy, LinkedIn Learning, Quipper, Socratic and Udemy. Nine attributes are used to measure the user reviews according to quality model of e-learning sys-tems. The result is in favor of Khan Academy, while Quipper is ranked the lowest. The v-values used range between 0 and1 and what is unique is that the rank of Khan Academy and Quipper are not affected by v-value while the ranks of the other applications are. It indicates that Khan Academy has high user satisfaction in terms of utility and low complaint from individuals. Quipper shows the opposite.

Abstract:
Introduction. During the COVID-19 pandemic-induced lockdown, the selection of simple and authentic online material among plethora of web content is difficult for both students and teachers. This forces students and teachers to explore various avenues of learning.
The objective of this research was to evaluate free open-access anatomy e-learning resources in accordance with required standard learning outcomes for medical students.
Methods. During February 2021, an extensive search for online modules for learning anatomy across six Massive Open Online Courses, including edX, Coursera, Udemy, Khan Academy, Canvas and FutureLearn, along with Google and YouTube was conducted. Courses or modules on e-learning platforms, YouTube channels, standalone videos, anatomy atlases, 3D models were considered as learning resources and evaluated. Online materials were classified as structured learning resources if they had a defined syllabus, time duration and instructional design. Resources lacking these characteristics were considered as unstructured ones.
Results. Twenty structured learning courses were identified on the Udemy (6 courses), Coursera (3 courses), edX (2 courses), FutureLearn and Khan academy platforms. Learning resources available through Swayam Prabha were aligned with the defined syllabus and video lectures. The content hosted within Clinical Anatomy, Medvizz and Kenhub was eye-catching. Thirty-two YouTube channels offering standalone learning material were identified. Seven resource materials, other than YouTube channels, offered anatomy learning material in the form of charts and tables. Four websites noted to have 3D interactive learning content regarding gross anatomy.
Conclusions. During the pandemic-induced lockdown, the list presented in the study may act as guide in selection of the simplest and best materials for those teaching and learning anatomy in medical undergraduate courses. However, in most cases, there is no alignment with standard learning outcomes as defined by medical education regulatory authorities.

Introduction Strong skills in teaching for residents contribute to increased satisfaction and improved student interest. Few opportunities in medical education are offered at the junior resident level. We aim to evaluate the needs of residents in teaching at Université de Montréal Methods A 19 question survey created after a literature review was sent to all 769 current PGY1 to PGY3 residents at UdeM to assess their interest and needs in various aspects of clinical teaching. Descriptive statistics were analyzed to make recommendations for improvements in medical education training. Results We received 65 completed surveys (8.5% response rate), mostly in family and internal medicine. Eighty percent of participants were interested in further training in teaching and 58% were interested in a medical education elective. Main skills to be improved are indirect supervision and adapting feedback to different learners. Lack of time was considered by most responders (89%) as the main factor limiting participation in further training. Narrative comments noted the lack of information on medical education resources and lack of recognition by faculty compared to clinical performance or research, particularly in family medicine. Conclusion Protected time for varied medical education activities is needed, including better offers for an elective rotation. Information on currently available resources should be more widely circulated. Promoting and recognizing teaching and reserving time for direct supervision by faculty of teaching by junior residents should be encouraged.

Abstract:
The COVID-19 pandemic has laid the foundation for a virtual world, ushering in an era of digital transformation1. Previously, physical presence was deemed essential for learning, with teachers serving as the primary source of knowledge. However, with the advent of online platforms, the landscape of teaching and learning has dramatically shifted2. Studies have shown that online educators now use social media platforms like YouTube and Instagram, leveraging cutting-edge technologies to maintain learner engagement through interactive content, community building, continuous reinforcement, and strategic gamification3. One notable form of online education is Massive Open Online Courses (MOOCs), an educational model that allows individuals to access information without needing to enroll in a university, pay tuition fees, or join an undergraduate program4. These elements ensure that online courses are not mere fleeting experiences but enduring journeys of discovery diversity and growth5. A systematic review has shown that while online courses in medical education are generally effective, their success is highly dependent on the course design, including the use of interactive components like quizzes and discussion forums6. A study tracking medical students over a year found that those who participated in online or blended learning environments retained more of their clinical skills compared to those who only received traditional instruction. This was particularly true for courses that incorporated hands-on virtual simulations7. This era can be the digital transformation in education, shifting the focus from physical presence to online platforms Designing online courses, however, is a complex and demanding task that requires expertise. Additionally, challenges such as managing finances, production delays, and sourcing academic materials further complicate this format8. These hurdles have been effectively addressed through joint ventures between entrepreneurs and educators. Educators bring their subject matter expertise and pedagogical knowledge, while entrepreneurs contribute innovative thinking and business acumen9. Globally, countries are increasingly focusing on entrepreneurship education and training programs (EETPs) to boost entrepreneurial activity, as policymakers recognize the positive impact of entrepreneurship on economic growth. Smith et al. have emphasized the role of entrepreneurs and medical educators in developing innovative online education platforms for medical training10. Together, they create courses that are not only educational but also marketable and scalable. Numerous researchers have demonstrated that entrepreneurship plays a crucial role in marketing courses aimed at skill development and knowledge enhancement. Entrepreneurial orientation significantly influences entrepreneurial success and is now being highlighted in many researches. Entrepreneurs bring technological expertise and a market-driven approach, while medical educators provide the necessary content expertise, ensuring the quality and accuracy of the information delivered11. Kumar et al. have highlighted key challenges, including regulatory hurdles, funding constraints, and the need for alignment between educational and business objectives. Successful initiatives often involve stakeholder engagement, clear business models, and adaptive learning technologies10.Entrepreneurship offers individuals opportunities for independence, financial success, and positive economic impact. Several online education platforms exemplify the successful collaboration between educators and entrepreneurs. Popular examples include Coursera (California, USA), Edx (USA), Udacity (USA), FutureLearn (Milton Keynes, England), Codecademy (New York, USA), Open Learning (Sydney, Australia), NPTEL (India), Khan Academy (California, USA), Udemy (California, USA), and ALISON (Galway, Ireland)5. Coursera, for instance, is a prime example where the collaboration between two Stanford professors and the entrepreneurial community has not only enhanced the teaching-learning experience but also generated significant revenue12. Platforms like Udemy and Kenhub allow educators and entrepreneurs to create and sell their courses, providing a user-friendly interface and robust marketing tools that enable instructors to reach a global audience and generate income. Khan Academy, a non-profit organization, offers free interactive exercises and instructional videos, making learning accessible and enjoyable for students of all ages13. Focuses on structured courses, often in collaboration with top universities and companies. Courses on Coursera are typically more academic, with options to earn certificates, degrees, or specializations. This platform appeals to learners seeking formal education and recognized credentials. Udemy Offers a wide range of courses, from hobby-related subjects to professional skills. The content varies in quality and depth, as it is user-generated13. Khan Academy’s strength lies in its diversity and accessibility, making it appealing to learners looking for specific skills or knowledge rather than formal education14. These platforms complement each other in the online education landscape, showcasing different approaches to democratizing learning. The concept of joint ventures between entrepreneurship and education is also gaining traction in Pakistan. Despite this progress, the country continues to face significant challenges due to inadequate infrastructure and low internet penetration, limiting access to these resources4. Potential solutions include developing interactive online platforms for course stakeholders and enhancing academic materials with engaging elements such as animations and video descriptions. The development of Entrepreneurial Universities in Pakistan aims to design entrepreneurship content and activities within the local context and to train entrepreneurial coaches15.16. Initiatives like Wonder Tree, which designs and develops interactive games and educational tools for children with autism, showcase the potential of entrepreneurship in achieving sustainable educational goals17. By providing access to high-quality education and tools for success in the marketplace, entrepreneurship can play a crucial role in addressing unemployment and fostering economic growth in Pakistan. Abstract:
Plagiarism policies have become an important feature of quality assurance practices in higher education institutions around the world, with a focus on improving the quality of academic writing and other research products. The University of Dar es Salaam (UDSM) purchased Turnitin software in 2015 to detect plagiarism in academic writing, including postgraduate theses, dissertations, term papers and assignments. This article examines the implementation of the university’s plagiarism policy using the case of postgraduate students’ theses and dissertations in selected academic unit (SAU). A sample of 556 postgraduate theses and dissertations submitted to SAU for plagiarism testing between January 2016 and December 2021 was collected, tested using Turnitin, and analysed to establish the trend and extent of plagiarism following policy adoption. Moreover, the study aimed to identify the limitations of using Turnitin to detect academic cheating among postgraduate students. The findings indicated that although the adoption of Turnitin software has reduced the trend in plagiarism in theses and dissertation writing, its effectiveness is limited because it fails to detect plagiarism levels within individual chapters of theses or dissertations. It is recommended that the plagiarism policy be reviewed to take into account new strategies that focus on individual chapters as well as the tolerance level of 30%, which seems high. Policies that address plagiarism content in postgraduate curricula should also be considered.

Abstract:
Information and Communication Technology (ICT) is increasingly used in Tanzanian education. Knowing how to operate ICT alone is incomplete without knowing how to use it as a tool for organization, communication, research, and problem-solving. In recognition of this challenge, information literacy (IL) has been identified as a key attribute to students as they progress through their learning paths. Based on a mixed methods strategy, using questionnaires and focus group discussions, this study measured the level of IL skills among University of Dar es Salaam’s (UDSM) postgraduate students, to gain insights into the students’ perceptions and experiences with information problems. A total of 102 students from four institutions answered the online questionnaire and 22 students participated in six focus group discussions. The questionnaire scores of the students were poor in the majority of IL categories, suggesting ineffectiveness of the current IL training in imparting IL knowledge and skills. The study ends by discussing recommendations to improve current IL practices at the university.

Abstract:
The article deals with the history of the first series of the archaeographic expeditions of the Russian Academy of Sciences to Buryatia, carried out in the late 1950s – early 1960s on the initiative of the academician M. N. Tikhomirov, in accordance with the resolution of the Department of Historical Sciences of the USSR Academy of Sciences. They are known to have proved the prospects of further archaeographic work in Siberia. Six letters of the participants of the expeditions to Buryatia in 1959–1962 V. B. Pavlov-Silvansky and A. I. Rogov to the Chairman of the Archaeographic Commission academician M. N. Tikhomirov, preserved in the collection of the latter, are published. They are classified as semi-business: the style of correspondents is mostly informal, the features required for office documentation are absent, and the main content is purely business in its nature. The letters contain important data on the history and character of the expedition itself, on the relationship with the Moscow and Ulan-Ude colleagues, on the old believers – the keepers and owners of priceless pieces of ancient Russian writing and printing, cooperation with which remains the most important direction of the archaeographic research work also at the present stage. As a result of the expeditions, a small collection of handwritten and early printed books of the 16th – early 20th centuries was formed. At first, the acquired items were accumulated in the scientific library of the Archaeographic Commission, where they were initially examined. Brief descriptions of the book acquisitions were published in the Archaeographic yearbooks. Later, it was decided to transfer this collection of manuscripts and books to the Siberian Department of the Archaeographic Commission (Novosibirsk) and add it to the Trans-Baikal regional collection of the State Public Scientific and Technical Library of the SB RAS (SPSTL SB RAS). The Appendix presents the information on the findings of these expeditions, provides inventory numbers and storage ciphers of SPSTL SB RAS based on the selected data from the descriptions of the Archaeographic yearbooks.

Abstract:
Predicting student academic performance is a critical area of education research. Machine learning (ML) algorithms have gained significant popularity in recent years. The capability to forecast student performance empowers universities to devise an intervention strategy either at the beginning of a program or during a semester, which allows them to tackle any issues that may arise proactively. This systematic literature review provides an overview of the present state of the field under investigation, including the most commonly employed ML techniques, the variables predictive of academic performance, and the limitations and challenges of using ML to predict academic success. Our review of 60 studies published between January 2019 to March 2023 reveals that ML algorithms can be highly effective in predicting student academic performance. ML models can analyse various variables, including demographics, socioeconomic status, and academic history, to identify patterns and relationships that can predict academic performance. However, several limitations need to be addressed, such as the inconsistency in the variables used, small sample sizes, and the failure to consider external factors that may impact academic performance. Future research needs to address these limitations to develop more robust prediction models. Machine learning can fuse data from various sources like test scores like Coursera, edX Open edX, Udemy, linkedin learning, learn words, and hacker’s rank platform etc, attendance, and online activity to help educators better understand student needs and improve teaching, can use for better decision. In conclusion, ML has emerged as a promising approach for predicting student academic performance in online learning environments. Despite the current limitations, the continued refinement of ML techniques, the use of additional variables, and the incorporation of external factors will lead to more robust models and greater accuracy in predicting academic performance.

The pandemic generated a greater importance to online education. Hundreds of students sign up for online courses offered by universities or other institutions. However, due to the large number of options this poses a problem when choosing the course, in addition in the country there is an imbalance between supply and demand for labor. Companies are requesting professionals with more technological skills; therefore, the objective of the system is to improve the process of academic orientation for university students: Recommend courses based on their searches. The system was developed according to the methodology of the software development cycle consisting of 4 stages: Analysis, Design, Development and Testing, with an estimated duration of 2 months, where the datasets used were 3 of the Kaggle platform based on e-learning platforms as Udemy. To validate, a survey was carried out on 20 students at the last cycle of the Faculty of Systems Engineering of the UNMSM because these students are more qualified in the career and have more definite doubts about the competences they wish to acquire. The results showed that at least 75 per cent of respondents found the system useful; helps them in their academic orientation and saves them considerable search time by meeting the research objective at a considerable level in most respondents.

Online learning systems have expanded significantly over the last couple of years. Massive Open Online Courses (MOOCs) have become a major trend on the internet. During the COVID-19 pandemic, the count of learner enrolment has increased in various MOOC platforms like Coursera, Udemy, Swayam, Udacity, FutureLearn, NPTEL, Khan Academy, EdX, SWAYAM, etc. These platforms offer multiple courses, and it is difficult for online learners to choose a suitable course as per their requirements. In order to improve this e-learning education environment and to reduce the drop-out ratio, online learners will need a system in which all the platform’s offered courses are compared and recommended, according to the needs of the learner. So, there is a need to create a learner’s profile to analyze so many platforms in order to fulfill the educational needs of the learners. To develop a profile of a learner or user, three input parameters are considered: personal details, educational details, and knowledge level. Along with these parameters, learners can also create their user profiles by uploading their CVs or LinkedIn. In this paper, the major innovation is to implement a user interface-based intelligent profiling system for enhancing user adaptation in which feedback will be received from a user and courses will be recommended according to user/learners’ preferences.

The article describes the results of research carried out at OJSC "Ulan-Ude poultry farm" in the Republic of Buryatia. The basis of intensification of poultry production is the effective use of feed. Abstract:
ENGELSK ABSTRACT: Peter Hervik: Race, ”Race”, Racialization, Racism and Neo-Racism The study of racism and racialization in Denmark is a complex affair encumbered with strong moral and political interests. Often the concepts of racism and race are used without reference to the relevant academic literature or significant historical experiences. Much of the writing does not include the experiences of visible minorities and Danish citizens with a non-Western origin. In this article, I deal with a number of important issues of racism and provide enduring tools for investigating whether an incident, a trend or routine constitutes racism in a research based analysis. One of the arguments of this article is that each case in question must be analyzed as a specific historical act. The article is based on two decades of research in Denmark and employs this research to discuss the concepts of race, ”race”, racialization, racism and neo-racism. It also presents literary and historical experiences that, in my opinion, must be included for a healthy, critical dialogue about racism in Denmark based on a sociological and anthropological foundation. Keywords: racialisation, neoracism, racism, neonationalism, cultural war, incompatibility.

Abstract:

Abstract:
The current literature does not adequately account for the best ICT use practices and graduates’ digital literacy skills the Tanzania’s school system embrace. This paper provides some evidence about the academic use of ICT for learning and its implication on the level of digital literacy skills among students at University of Dar es Salaam (UDSM) and Sokoine University of Agriculture (SUA) in Tanzania. The paper is a product of a typical qualitative study carried out to assess University’s ICT environment for students’ learning. The study used a multistage sampling approach to select a total of 654 students from undergraduate programmes in the selected Universities. Data was collected by using Questionnaires, Documentary review and Focus Group Discussions and analysed by using descriptive, thematic and contents analyses. The findings indicated that, students struggle to use ICTs for learning and their work outputs manifest some weaknesses which suggest a low level of digital literacy skills for learning. The highlights that, unless universities amplify their support for digital literacy skills among students and instructors, the use of ICTs for learning will be a cause of students’ disengagement in learning.

Abstract:
The article is devoted to the history of Mongolian studies in the USSR during the Great Patriotic War of 1941–1945. This research is based on the correspondence of the leading Russian specialists in Mongolian studies of the early 20th century N. N. Poppe and V. L. Kotvich, who successfully continued their research work in the 1920s–1940s. The paper makes reference to letters from the Polish Academy of Learning (Krakow) that contain aims of Soviet Mongolian studies, a work plan for 1941 and the scientific results of Mongolian cabinet of the USSR Institute of Oriental studies of the Academy of Sciences in the 1930s. It also focuses on memoirs by Lydia Leonidovna Viktorova published in 2003 as an important source for studying the activities and personal qualities of the Orientalists of the stated period. Lydia Leonidovna was a participant of the Great Patriotic War (an interpreter ‒ 1943–1944), a lecturer of Mongolian Philology Department and the Faculty of Oriental Studies at Leningrad State University (since 1956). She was a student of that faculty during the war (1945–1948) and in the first post-war years (1945–1948). The analysis of the correspondence makes it possible to conclude that the evacuated Institute of Oriental Studies continued its work in Tashkent, focusing mainly on the requirements put forward by the war. Mongolian studies were given renewed momentum in Buryat-Mongolian Research Institute of Language, Literature and History, Buryat-Mongolian Pedagogical Institute in Ulan-Ude, as well as in Irkutsk State University. As a result of evacuation and reorganization of the country’s central universities during the Great Patriotic War, leading orientalists, specialists in history and linguistics came to work in the national republics of the USSR and Siberia. The article reflects the wartime activity of such specialists in Mongolian studies as S. A. Kozin, T. A. Burdukova, K. M. Cheremisov, G. N. Rumyantsev, N. P. Shastina, D. D. Amogolonov, D. A. Abasheev and others.
