Though military interventions seem endemic in sub-Saharan Africa, more than a third of all countries have been able to avoid military coups. To solve this puzzle, this article relates the likelihood of military coups to the degree of ethnic congruence between civilian and military leaders, arguing that coup avoidance is most likely when government and army either exhibit the same ethnic bias or are both ethnically balanced. Named #Pads4GirlsUg, the campaign enabled local and global citizens to contribute toward the distribution of menstrual products and provide critical menstrual health education. Stella Nyanzi powerfully examines the strategies she used for popularizing the campaign, mobilizing citizen participation, and smashing the silence and taboo around menstruation. Above all, she dissects the countertactics employed by the government to discredit and criminalize the campaign. Stella Nyanzi demonstrates that menstruation and women’s bodies are political and politicized—to the extent that her activism and criticism has led to her imprisonment.

The city of Kampala in Uganda provides an illustrative example of how institutional and administrative reform, without widespread policy change, can generate substantial increases in municipal revenues. Through the implementation of more efficient digitalised systems, attracting higher capacity staff, and a focus on the ‘citizen as a client’, the city has managed to increase own-source revenues three-fold from UGX 30 billion (US$8.2 million) in 2010/11 to UGX 90 billion (US$25 million) in 2018/191, as well as crowd in more central government and donor funds.
