A number of anniversaries associated with the events of the Ukrainian Revolution of 1917 – 1921, as well as the discovery of the seal of Khotyn district chief (starosta), have prompted once again to address the problems of Ukrainian state formation in Khotyn region, in particular during the period of existence of the Ukrainian State of Hetman Pavlo Skoropadskyi. The seal belonged to Khotyn district starosta, whose duties were first assigned to O. Suharenko, and later – to P. Izbytskyi.
