In modern synchronization networks, PRC primary synchronization devices have become an integral component necessary to ensure stable operation and long-term accuracy of reference signals. But their high cost and insufficient use to provide only one unit lead to the need to find other options. Frequency standard manufacturers supply PRS as dedicated hardware without redundancy, whereas in modern synchronization networks PRS must be redundant in order to maintain the required quality of the reference signals. The paper considers the possibilities of modernization of the complex of primary devices of the synchronization network using the example of PJSC “Ukrtelecom” and analyzes the features of using the BesTime algorithm. The main advantages of the protocol in ensuring stable and high-quality operation of the synchronization network are considered. The basic principle of operation of the BesTime algorithm is described, as an algorithmic method of PRC reservation during modernization, the basis of the algorithm is the “triangular hat” method, and as a result, the resulting signal with the best characteristics of one of the three nodes is obtained according to the algorithm. It is demonstrated how the use of the algorithm makes it possible to divide a complex network of synchronization channels into simple and well-controlled fragments with equally high quality reference signals.

The company’s sustainable development depends from a lot of determinants. The article deal with the theoretical and practical aspects of human resource management on modern enterprises in the field of TV and communication services. The authors noted that for more than a century of human resource management, both theoretical and practical disciplines have evolved in various fields. In this connection the theoretical foundations for the development and preservation of human resource management were investigated. The authors analysed the worlds modern transformations of the workforce, that gives background for the future investigating and creates the preconditions for improving human resource management system on domestic enterprises. The authors emphasizes that the main objective of evolution and development of labour resource management is the efficiency of labour utilization, the search for the potential of employees, the application of techniques and practices to motivate and support staff. Changing the organizational environment in the market has to push managers to increase the effectiveness of the production process, create modern competitive advantages and consider the profitability of human resources. Investigating the features of functioning TV and communication companies has given the opportunity to provide recommendation for improving human resource management system. That would improve production, reduces costs, and at the same time ensures the stable existence and further development of the organization. The provided comparison of human resource management of PJSC “Ukrtelecom” and Vodafone Group PLC concludes that for a quick response to a modern problem, it is necessary to focus on the experience of a foreign company, to introduce modern instruments for the further operation of the enterprise. The article provides a legal assessment of the consequences of damage to the property interests of Ukraine as a result of Russian aggression, and analyzes the problematic issues of financial and property losses that Ukraine has suffered since 2014 and up to now. The problem of the nationalization of state, communal and private property in the occupied and annexed territories of the Russian Federation in Ukraine, in particular the nationalization of the property of the international children's center "Artek", PJSC "Ukrtelecom", the company "Kyivstar", etc., was analyzed on the basis of specific examples, and the issue of confiscation of the property of Ukrainian church communities was investigated. Controversial points regarding the re­registration of Ukrainian legal entities (budgetary and charitable organizations) were considered. Attention is also focused on the problems of the financial system of Ukraine, which suffered significant losses due to Russian aggression. In particular, the peculiarities of the activities of banks in the territories of Ukraine occupied by Russia, which suffered significant losses, were analyzed. It is noted that during 2014 there was a mass closing of accounts and withdrawal of deposits by customers in the occupied territories, which led to a reduction of the resource base of the country's banking system by 8.5 billion dollars. At the same time, banks lost control over assets in the occupied territories. The issue of creating a free economic zone in the temporarily occupied part of the territory of Ukraine in 2014 is important. The adoption of the relevant Law of Ukraine on the creation of the free economic zone "Crimea" and on the peculiarities of economic activity in the temporarily occupied territory of Ukraine from August 12, 2014 was not accepted by experts, the Crimean Tatar people, and society as a whole. In the end, the Law was recognized as having lost its validity in 2021. Attention was also paid to some aspects of taxation of real estate located in temporarily occupied territories, especially in cases where citizens of Ukraine cannot use their property due to the occupation of certain territories or its use is dangerous to life.

Under the current conditions of increasing competition, businesses face with the challenge of increasing their competitive-ness. Development of production programs requires the attraction of additional financial resources. Therefore, there is a need to attract investment by developing a strategy for the investment attractiveness of the enterprise, which is achieved by increasing its competitive advantages. In the process of research, methods of theoretical generalization and comparison, analysis and synthesis are used (to substantiate the essence of theoretical aspects of enterprise competitiveness, to determine the main com-ponents of competitiveness and its impact on the investment attractiveness of the enterprise), the graphical method (for visual representation of study findings), strategic forecasting (while determining the strategic directions of increasing the investment attractiveness of the enterprise), a logical method (for theoretical generalizations and forming research conclusions) are used. The paper investigates the theoretical and methodological foundations of optimization of the management process in the context of increasing the competitiveness of the enterprise, which require detailed study in order to form an effective competitive strategy. Ways to optimize the management process of the operator PJSC «Ukrtelecom», which allows top-management to take measures to build an effective organizational structure of enterprise management. The influence of competitive advantages on changes of competitive strategies of the operator in the market of telecommunication services of Ukraine, necessary for consolidation of the competitive positions, and also the further development of internal components of its vital activity according to growing needs of the market is estimated. The matrix of priority directions of optimization of the operator management process as a component of the economic orientation of the sphere of activity of the enterprise and its strategic development is investigated. The obtained research results can be considered as ways of improvement the competitiveness of the enterprise, which will be used to create objective prerequisites and methodological grounds for further study of the given problem.Keywords: management process optimization, telecommunication services, enterprise competitiveness, competitive strategy, strategic development. Стаття присвячена дослідженню теоретико-методичних основ оптимізації процесу управління в контексті підвищення конкурентоспроможності підприємства, які потребують детального опрацювання з метою формування ефективної конкурентної стратегії. Визначено шляхи оптимізації процесу управління оператора ПАТ «Укртелеком», що дозволяє топ-менеджменту вжити заходів, щодо побудови ефективної організаційної структури управління підприємством. Оцінено вплив конкурентних переваг на зміни конкурентних стратегій оператора на ринку телекомунікаційних послуг України, необхідного для закріплення своїх конкурентних позицій, а також подальшого розвитку внутрішніх складових його життєдіяльності у відповідності до всезростаючих потреб ринку.
