Abstract:
This article examines the attitudes of leading policymakers in the United States toward the Spanish Empire in Cuba during the Ten Years' War (1868–78). It suggests that while many in the US objected to Spanish imperial practices, concerns about trade alongside ideological predispositions regarding nonintervention and race led the administration of Ulysses S. Grant, under the direction of Secretary of State Hamilton Fish, to develop a series of policies that in effect supported colonialism in Cuba while attempting to ensure that the US would benefit from any change in rule there. The article argues that despite an apparent desire for the US to remain neutral during the conflict, the Grant administration in fact formulated its responses based on a narrow conception of Spanish colonial control that demonstrated an increasing sense of moral superiority over both colonizer and colonized.

Abstract:
The 1893 operations to remove a maxillofacial tumor from President Grover Cleveland aboard a private yacht remained a secret until long after his unrelated death from heart disease. Many historical studies have suggested that Cleveland kept his health and surgical care confidential because of the fragility of the economy during the Panic of 1893. Although that observation is true, it does not fully address the underlying reason for why the public would react poorly to news about an operation on the president. The death of Ulysses S. Grant eight years prior unearthed the denial, stigma, and fear of cancer felt by many Americans. Despite revolutionary 19th century advances in anesthesia, pathology, and surgery, the social history of “cancerphobia” ran deep.

Abstract:
Studies of the institutional development of the presidency and popular leadership by presidents over time lead us to contrary expectations as to how a nineteenth-century president would react to a major political scandal. Scholarship on newspapers of the late 1800s is also unclear on how a quasipartisan media, with some outlets moving toward independence, would cover a White House scandal. I find that a close analysis of the case of President Ulysses S. Grant and the Whiskey Ring scandal forces us to reconsider what we assume to be firmly modern developments in both presidential studies and media history. Though a supposedly “premodern” president, Grant still mounted a concerted effort to mitigate the damage of the scandal. Further, although the president could get his version of events across in prominent newspapers, Republican newspaper coverage was hardly reliable. Newspapers also connected politicians’ character and psychology to mistakes made in office and made presidential strategies to shape public perception clear to their audiences—emphases on political gamesmanship considered hallmarks of the modern media environment.
