Abstract:
This article builds on recent scholarship that explores the nature of secretariat influence in global governance. By combining data from interviews with WTO delegates and secretariat staff with document analysis, this study examines how the WTO secretariat is shaping trade-environment politics by using its bureaucratic authority to influence overlap management in the WTO. This study argues that secretariat influence is present, but varies in form across cases. It shows up in the forms noted by previous scholars in their examinations of UNEP secretariats (i.e. negotiation-facilitation, capacity building, and knowledge-brokering), but also in previously un-discussed forms of influence such as marketing convention norms, and litigation facilitation. It further argues that secretariat influence matters in that the WTO secretariat plays an important role in shaping the way trade-environment issues evolve within the WTO, shaping its own identity as a hybrid administrative-judicial organ, as well as in enhancing WTO legitimacy with the broader public.

Abstract:
This article examines the role of linkage politics in revitalizing the largely ineffective UN Convention to Combat Desertification (UNCCD). I argue that the UNCCD Secretariat has taken a leadership role in driving a regime linkage agenda that has focused disproportionately on linkages to the UN Framework Convention on Climate Change (UNFCCC). By comparing the UNCCD Secretariat's attempts to build desertification-mitigation and desertification-adaptation linkages, I propose three criteria for predicting whether regime linkages are likely to benefit source regimes (here the UNCCD): the linkage's contribution to source governance goals; the credibility of knowledge presented by the source regime; and the linkage's political feasibility for the target regime. This analysis shows secretariats to be important actors in linkage politics whose actions can lead to both beneficial and harmful outcomes for the regimes they are intended to serve. Finally, by asking whether desertification issues that overlap with climate change might be better addressed under the UNFCCC, I question when regime overlap indicates regime redundancy and warrants regime death.

Abstract:
Although a number of scholars acknowledge the relevance of intergovernmental bureaucracies in world politics, International Relations research still lacks theoretical distinction and empirical scrutiny in understanding their influence in the international arena. In this article I explore the role of intergovernmental treaty secretariats as authoritative bureaucratic actors in global environmental politics. I employ organizational theories and sociological institutionalism for comparative qualitative case study research that traces variances at the outcome level of two environmental treaty secretariats, the secretariats to the Vienna Convention and the Montreal Protocol (“Ozone Secretariat”) and the UN Convention to Combat Desertification (“Desertification Secretariat”). While the organizational design of both secretariats is similar, their institutional histories and outcomes differ markedly. Looking for possible explanations for these differences I focus on the activities of both secretariats and how they relate to the authority they enjoy vis-à-vis the parties they serve.

Abstract:
An “exclusive preserve” of a state in the UN Secretariat is a post that is continuously filled by nationals of the same state. Virtually from the founding of the United Nations, the Secretariat has observed an “unofficial” practice of exclusive preserves for many senior posts held by nationals of several influential states, including the United States; but its most persistent advocate, and with regard to a particularly wide range of posts, has been the Soviet Union. In view of the past underrepresentation of Soviet nationals in the Secretariat, largely because the Soviet Government insisted that its nationals be recruited only on fixed-term contracts based on secondment from the Government and Soviet institutions, a considerable number of posts were set aside to be filled on a replacement basis. The occupants of those posts were selected by the Secretary-General from a very short list of candidates submitted by the Soviet Government. The object of this Editorial is to assess the impact of the new Soviet policy toward the UN Secretariat, recent General Assembly resolutions and the jurisprudence of the United Nations Administrative Tribunal on the practice of exclusive preserves.

Abstract Contemporary peacekeeping operations carry out many disparate tasks, which has triggered a debate about “Christmas Tree mandates.” Did the UN Secretariat or the UN Security Council drive this expansion? Using original data on nineteen UN peacekeeping missions, 1998–2014, this article compares peacekeeping tasks recommended by the Secretariat to those mandated by the Council. It finds that the two bodies expressed different preferences regarding the nature, number, and novelty of peacekeeping tasks. First, the Council dropped Secretariat-recommended tasks as often as it added new ones on its own initiative. Second, the two bodies disagreed more over peacebuilding and peacemaking tasks than over peacekeeping tasks. Third, the Council preferred to be the one to introduce novel tasks that had not appeared in previous mandates. Finally, among the countries that “held the pen” on peacekeeping resolutions, the United States was the most prone to dropping Secretariat-proposed tasks and the least willing to add tasks itself.

AbstractThis article investigates interwar internationalism from the perspective of the highest personnel of the first large-scale international administration, the League of Nations Secretariat. It applies a prosopographical approach in order to map out the development of the composition of the group of the section directors of the Secretariat over time in terms of its social and cultural characteristics and career trajectories. The analysis of gender, age, nationality, as well as educational and professional backgrounds and careers after their service for the League’s Secretariat gives insight on how this group changed over time and what it tells us about interwar internationalism. I have three key findings to offer in this article: First, the Secretariat was far from being a static organization. On the contrary, the Secretariat’s directors developed in three generations each with distinct characteristics. Second, my analysis demonstrates a clear trend towards professionalization and growing maturity of the administration over time. Third, the careers of the directors show a clear pattern of continuity across the Second World War and beyond. Even though the careers continued in different organizational contexts, the majority of the directors remained closely connected to the world of internationalism of the League, the UN world and its surrounding organizations. On a methodological level, the article offers an example of how prosopographical analysis can be used to study international organizations.

AbstractThis paper focuses on the circulation of policy ideas within international administrations. Based upon a study of UNAIDS, the Joint UN Programme on HIV/AIDS, it shows how bureaucracies can capitalise on policy-oriented information and knowledge to strengthen their influence within their own environment. Using a policy transfer approach as its analytical framework, the paper draws particular attention to the UNAIDS Secretariat, considered as a “transfer entrepreneur”. It argues that, in the 2000s, the Secretariat has demonstrated a capacity to collect, develop and disseminate policy ideas and, consequently, has gradually participated in UN policy development on AIDS. It thus suggests that the Secretariat has extended its authority within the UN system despite limited resources. In conclusion, the paper points out the need to examine policy transfer among international administrations through actors, interests and strategies, as a complement to holistic approaches.1

On the basis of new archival materials, it focuses on the decision-making processes in New York while also highlighting the effects of those decisions in the field. By looking at the contribution of each of the bureaucratic units involved in the tragic events of 1994, the thesis carries out an institutional anatomy of the Secretariat's contribution to the Rwandan operation.

Tesis de licenciatura en turismo<br>La publicidad contribuye a la creación de estereotipos a través de las imágenes proyectadas en ella, por tal motivo es importante conocer cuáles son los estereotipos que pueden derivarse de la publicidad turística y cómo influyen en las relaciones sociales. A través de un análisis de videos generados por la Secretaría de Turismo de México, el estudio permitió conocer los estereotipos que se encuentran inmersos en la publicidad acerca de los residentes de México. El análisis permitió detectar seis estereotipos acerca de México y de sus residentes, postulando que si estos son positivos las relaciones entre los grupos sociales serán agradables, y si son negativos la relación que se genere será hostil. La publicidad emitida por la Secretaría de Turismo es conocida a nivel internacional y de esta depende mayormente el contenido que se transmite de México en otros países.

Guanajuato es considerada una de las plataformas logísticas más importantes de México debido a que la mayoría de los cruces interoceánicos atraviesan la entidad. De acuerdo con datos estadísticos de Secretaria de Economía el sector de transporte de carga continuará creciendo anualmente entre 15 y 20%, y desde Guanajuato se maneja el 74% de la carga consolidada de la región y 9% del total nacional. Por esta razón la presente investigación realiza un análisis de la fluidez de carga, tomando como base un caso de estudio aplicado a una de las empresas con mayor movimiento en la región. El estudio se centra en desarrollo de un modelo dinámico para evaluar los factores que afectan el consumo de combustible el cual impacta directamente en los costos logísticos de la organización. Para el análisis se consideran las condiciones topográficas de la ruta utilizando como herramienta el software Globalmap, las políticas establecidas en la NOM-012 de pesos y dimensiones de la Secretaria de Comunicaciones y Transportes (SCT), y el tipo de camión a utilizar. El resultado del modelo evalúa factores que pueden variar según la ruta elegida, y permite a la empresa tomar decisiones para mejorar la fluidez de carga dentro de lo establecido en el marco regulatorio de la Secretaría de Comunicaciones y Transportes de México.DOI: http://dx.doi.org/10.4995/CIT2016.2016.3516

Abstract:
Esta conferencia presentó la importancia de las fuentes de financiamiento, disponibles a nivel nacional e internacional, para el desarrollo de la investigación científica en Panamá. El contenido de la presentación se centró en describir: (1) datos de contexto, (2) acciones en marcha y (3) algunas reflexiones. En cuanto a los datos de contexto internacional, se inició presentado la definición de investigación científica y desarrollo (I+D) dentro del marco del Manual de Frascati (séptima edición, año 2015). A continuación, se presentaron las cifras del gasto mundial en I+D reportadas en el “Informe de la UNESCO sobre la Ciencia: hacia 2030” y su rápido crecimiento por encima del porcentaje de la economía mundial, con una tendencia global que se mantiene hasta la actualidad. Adicionalmente, de acuerdo con dicho informe, los investigadores representan aproximadamente un 0.1% del total de la población mundial. Con este escenario de gasto y de disponibilidad de recurso humano, la investigación ha logrado grandes avances. Entre éstos se destacan los aproximadamente 2.5 millones de artículos en revistas científicas y técnicas, por año (según datos del Banco Mundial). A continuación, se describió el contexto de I+D para Panamá, presentando indicadores tales como la inversión nacional expresada en porcentaje con respecto al PIB, la cantidad de investigadores por millón de habitantes y los aspectos de formación de recurso humano e infraestructura. También se presentaron las tendencias de publicación de la comunidad científica, categorizadas por áreas de conocimiento, así como las cantidades (crecientes) de artículos científicos desde el año 2000 hasta la fecha. En cuanto a las acciones de I+D en marcha, la ponencia presentó avances significativos en Panamá, especialmente en la última década. Se presentaron datos relativos a la comunidad científica panameña, la misma que – entre otros apoyos – se ha visto fortalecida por las numerosas adjudicaciones y proyectos que han derivado del apoyo de la Secretaría Nacional de Ciencia, Tecnología e Innovación (SENACYT), así como también de fuentes internacionales. La ponencia continuó con la descripción de los esfuerzos desarrollados en el campo de I+D, publicaciones, proyectos tangibles y escenarios científicos en Panamá. Entre otros aspectos, se hizo relación a las 83 convocatorias públicas (2004 a 2019) lanzadas por la SENACYT, con al menos 567 proyectos de I+D desarrollados, para fines de fortalecer el sistema en Panamá. A continuación, se realizó también una descripción de las fuentes nacionales e internacionales de financiamiento. En esta sección se realizó la observación de que, desde ya varios años atrás, los financiamientos se hicieron disponibles (y siguen siéndolo) para todas las áreas y disciplinas de conocimiento, en su más amplia concepción. En el cierre de esta conferencia, se presentaron algunas reflexiones las mismas que están encaminadas a fortalecer la ciencia en Panamá, así como a promover el desarrollo y bienestar de la sociedad. En ese sentido, se sugirió, entre otros aspectos, lo siguiente: • Continuar los esfuerzos y la campaña para promover una mayor asignación de fondos del Estado hacia las actividades de I+D. El aumento de la inversión pública es una tarea de todos. • Dada la alta variabilidad de los datos de los indicadores nacionales e internacionales sobre I+D, se recomendó continuar con el trabajo de homologar procesos, definiciones, conteos y periodos de registro. • Alinear mejor el ecosistema de investigación – innovación – educación superior, con estos tres elementos que ofrecen grandes ventajas de colaboración. • Continuar el fortalecimiento de las acciones para retener localmente el capital humano formado en el exterior (ejemplos: el Programa de Inserción de Becarios, Convocatorias de Repatriación, estímulos a la movilidad nacional/internacional, etc.). • Promover de manera efectiva la aplicación de incentivos fiscales por el desarrollo de actividades de I+D+i en las entidades en Panamá. • Ampliar la aplicación del modelo universidad – empresa – Estado, que, si bien ha mostrado avances, debe fortalecerse. • Promocionar la colaboración entre actores del sector empresarial y el sector académico, con evidentes y permanentes sinergias. • La ponencia cerró con una recomendación a todos los presentes, quienes en su calidad de nuevos investigadores deben sumarse al motor de hacer ciencia, tecnología e innovación en Panamá.

Abstract:
La desburocratización y la simplificación de trámites son una materia pendiente en América Latina donde el Estado tiende a vincularse con las empresas, y los ciudadanos en general, a través de procedimientos complicados, largos y hasta muchas veces poco transparentes. En las últimas décadas, sin embargo, en asociación con el avance de la digitalización, han comenzado a realizarse esfuerzos en países de la región por lograr una simplificación de los trámites de la administración pública. Esta nota técnica documenta las prácticas y políticas de desburocratización y simplificación llevadas a cabo desde el Estado Nacional en Argentina en el periodo 2018-2019. La nota se basa en la experiencia de la Secretaría de Simplificación Productiva (SSP) del Ministerio de Producción, la cual lideró un proceso de simplificación con el objetivo primario de mejorar la competitividad y la integración de emprendedores y empresas al entramado productivo. Este caso permite aportar nueva evidencia sobre el accionar de este tipo de procesos en la región y extraer lecciones aprendidas que puedan ser de utilidad tanto para Argentina como para otros países.

Abstract:
El presente documento constituye la primera de cuatro publicaciones de la serie Camino hacia la inclusión educativa: 4 pasos para la construcción de sistemas de protección de trayectorias. El objetivo de esta serie es constituirse en una guía para ministerios y secretarías de Educación de la región interesadas en el diseño y la implementación de sistemas de protección de trayectorias. La serie consolida el conocimiento existente sobre la protección de las trayectorias educativas de los estudiantes, en un contexto en el que el desafío de la exclusión en América Latina y el Caribe (ALC) es cada vez más extenso. Esta primera publicación tiene por objetivo introducir los sistemas de protección de trayectorias, con una exposición que abarca desde su conceptualización y sus objetivos hasta sus dos principales componentes: detección e intervención. Además, presenta un breve panorama de la exclusión educativa en ALC, junto con una revisión de la literatura sobre los principales factores que inciden en la desvinculación de los estudiantes. Por último, detalla lecciones aprendidas y recomendaciones para poner en marcha sistemas de protección de trayectorias educativas.
