Conceptualizing the state-society relationship in order to explain its byproduct underdevelopment in all peripheral countries presupposes agreement on the definition of underdevelopment. Such agreement is possible only by making the concept less abstract. Dominant paradigms which have conceptualized the state-society relationship and attempted to explain underdevelopment have not generally been successful because of their failure to make operational the concept of underdevelopment and the corollary of their excessive reliance on “regional or local differences.”

Abstract:
The article highlights the problem of preparing future primary school teachers for the junior schoolchildren’s speech development with general language underdevelopment. The peculiarities of the manifestation of general underdevelopment of language in younger schoolchildren are considered, and the place and peculiarities of the preparation of future primary school teachers for this work are determined. The concept of “general underdevelopment of language” is revealed. The analysis revealed the general underdevelopment of the speech of students of grades 1‒4. It has been established that in three to four years of study, children with general underdevelopment of the language can master the language at a sufficient level and acquire more or less formed language skills (pronunciation, vocabulary).It has been proven that the work on the development of the language activity of such children is carried out more effectively if the primary school teacher joins in solving this problem, since he communicates with them throughout the school day, as well as outside of school hours.The Standard of Higher Education in specialty 013 “Elementary Education” of the first (bachelorʼs) level of higher education, the curriculum for the training of future primary school teachers was analyzed. It was revealed that the training of future primary school teachers is provided by general humanitarian, socio-economic, mathematical, natural science disciplines, as well as general professional and subject training disciplines. Possibilities of training future teachers for the development of language activities of younger schoolchildren, in particular with children who have general language underdevelopment based on the integration approach, have been established. An integrated interdisciplinary program was created to increase the effectiveness of training future primary school teachers for the development of language activities of younger schoolchildren with general language underdevelopment, which involves the integration of methodical, pedagogical,psychological, speech therapy knowledge.We see the prospect of further investigations in the disclosure of the features of the professional activity of a primary school teacher in the development of speech activity of younger schoolchildren with general language underdevelopment. The underdevelopment of Africa’s and Nigeria is neither natural nor solely caused by internal contradictions, such as corruption, bad leadership, embezzlement of public funds as argued by some political science scholars even though the aforementioned internal factors plays a very devastating roles on the issue of underdevelopment in Africa. However, Andre G. Frank argued that the Europe and Africa’s were developing at a different pace, until the Europe came and distorted the development of Africa, the idea which Frank called development of underdevelopment in Africa. Nevertheless, it is germane to expose the fact that the underdevelopment of Africa’s and Nigeria was caused or could be traced to internal and external factors such as bad leadership, corruption and highhandedness etc. as the internal factors on one hand, and slavery, colonialism and imperialism, deceptive politics of exploitation of Africa’s surplus values as the external factors on the other hand. However, this paper examined the external causes of underdevelopment in Africa’s and Nigeria, and examined the pattern or process through which the Europe underdeveloped Africa’s and Nigeria. This paper adopted the relative deprivation theory as a model to explaining how Africa’s and Nigeria were deprived of her development, and how her resources were exploited by the Europe, hence, underdevelopment of Africa’s and Nigeria. This paper also adopted the secondary methods of data gathering, as valuable data were retrieved from articles, textbooks, newspapers and internets materials, as those data collected are used to validate the arguments of this study. This paper finally proffers sustainable solutions on how to fall out of the devastating challenges of underdevelopment ravaging Africa’s and Nigeria.

Relevance of the research is due to the importance of all-round school preparation of preschoolers aged 6 to 8 with general speech underdevelopment through developing of multimodal perception. The article presents the results of the diagnosis of multimodal perception of children with general speech underdevelopment. The study has confirmed the scientific findings about an individual structure of multimodal perception of over-fives. The author has conducted the original comparative analysis of frequency of various types of multimodal perception profiles of the subjects with clinical types of general speech underdevelopment. The study has revealed that in a complicated clinical case balanced profiles are found rarer than in uncomplicated ones. The author has provided some areas of differentiated teaching to develop multimodal perception of children with various clinical types of general speech underdevelopment.

In the article, we reveal the features of using techniques aimed at developing word formation skills in preschool children with general speech underdevelopment - a form of speech underdevelopment that is often found in preschool children. Analyzing the results of experimental training aimed at the formation of word formation skills in preschool children with General underdevelopment of speech, we made the following conclusions: in children during the experiment, the concepts of word formation, knowledge, skills and practical application in oral speech were formed. Tasks obtained in the formative experiment, made it possible to make sure that these children have formed the skills of word formation as a structural component of speech ability. This achievement has affected the overall effectiveness of the impact in the overall correctional and educational process with the General underdevelopment of speech.

Purpose The purpose of this paper is to determine the perspectives and to adapt the analysis of “underdevelopment whirlpools” to the current needs of state management of digital modernization of the regional market of educational services in the aspect of determination and assessment of its disproportions as a tool of managing the regional market of education and managing the process of reorganization of regional universities in the conditions of transition to Industry 4.0. Design/methodology/approach Analysis of “underdevelopment whirlpools”, adapted by the authors to the specifics of the regional market of educational services, is used. The statistical basis for this paper includes the information and analytical materials as a result of monitoring the effectiveness of activities of educational organizations of higher education and the materials of the Federal State Statistics Service of the Russian Federation. Findings “Underdevelopment whirlpools” of the Kirov branch of St. Petersburg University of the Humanities and Social Sciences are analyzed, and reorganization of this university is recommended. “Underdevelopment whirlpools” in Kirov Oblast are analyzed, and an increase of regulation of this market is recommended. Originality/value It is substantiated that the method of analysis of “underdevelopment whirlpools” could be a tool of managing the regional educational market and managing the process of reorganization of regional universities in the conditions of transition to Industry 4.0. The advantage of analysis of “underdevelopment whirlpools”, as compared to the existing similar methods of assessment of disproportions in the development of the regional market of educational services (e.g. comparative analysis and plan-fact analysis), is the possibility not only to evaluate the static underrun from the model/plan but also to study its dynamics (depth and speed of sucking into “underdevelopment whirlpool”), which allows achieving high precision of the results of assessment.
