Em 2005, foram identificados no Brasil 208 casos em tratamento com esquema III. A análise da coorte de casos novos e de retratamento demonstrou que 1% dos casos apresentou falência aos esquemas de tratamento de 1ª linha. Objetivo: Mensurar a magnitude do sub-registro da falência de tratamento antituberculose, identificar seus possíveis fatores preditores e estudar suas implicações para o desfecho dos casos. Metodologia: Estudo descritivo exploratório, pela análise do banco de dados de tuberculose do Sinan no período de 2000 a 2005. Por meio da conjunção de variáveis denominadas “condições marcadoras” e do resultado do pareamento probabilístico do Sinan com o banco de tuberculose multirresistente (SITBMR), foram identificados prováveis registros de falência não reconhecida, subdivididos em quatro categorias mutuamente exclusivas, de maior para menor rigor de classificação. Resultados: No período de 2000 a 2005 foram identificados 1.552 registros de falência reconhecida. A utilização do conjunto de variáveis previamente definidas permitiu a identificação de mais 9.299 prováveis registros de falência. Isso representou uma proporção de subnotificação de 85,7%. Entre os registros de falência, há predomínio de casos com recorrentes retornos ao sistema, notificados como reingresso após abandono ou recidivas após cura, associados com Aids, e com prescrição de esquemas terapêuticos inadequados ao tipo de entrada. A partir da análise multivariada, algumas dessas características também foram identificadas como possíveis fatores preditores de falência e para o seu não reconhecimento. Os registros de falência em relação aos registros de não falência apresentaram maior proporção de registros com desfecho desfavorável (RP=2,68) com alta proporção de abandonos (32,9%) e TBMR (11,9%). Entre os registros de falência não reconhecida a ocorrência de abandonos foi mais freqüente (RP=1,27). Conclusões: Há deficiências na forma como os registros dos casos de falência de tratamento antituberculose são notificados no sistema de informação oficial. Os dados atualmente divulgados pelo Programa Nacional de Controle da Tuberculose (PNCT) precisam ser revistos. Especial atenção precisa ser dada aos casos em falência para aumentar as chances de cura e evitar a evolução para multirresistência.<br>Salvador

The thesis project underlines the importance of designing calm and subtle technologies, by exploring how mobile communicative technologies, such as cell phones, could notify their users about incoming information in a more natural, and non-intrusive manner. The aim of the thesis was to find a way for cell phones to act more appropriately in public and social settings, where they now often are considered intrusive due to their uninhibited manifestations.The thesis provides a theoretical understanding of how normative expectations of cell phone conduct are constituted and maintained within public and social settings. The theories are further grounded in practical work, where the project employ user centered design methods and techniques to, in a collaborative manner, together with users explore the research field to generate insights. Solutions have further been prototyped and evaluated together with users in their everyday settings.Taking inspiration from calm technology, the project looks into how information can be notified, in a more subtle manner in the periphery of the user’s attention. Users’ own priming abilities have been considered as a personal way to recognize the notification and to further associate it as relevant information.As a solution for intrusive cell phones, the thesis proposes Knot; a signature based notification system, which builds on friends’ abilities to recognize each other’s characteristic traits. The system consists of a notification rope, which is a free standing phone accessory that twists and turns, when new information is arriving to the user’s cell phone. It can present whom the information is from by shaping itself into the sender’s representative Knot-signature. If the user can recognize the signature, it will immediately trigger a meaningful association to the person who sent the information.The solution builds upon the restrictiveness between those who can associate a certain signature to a certain person, and those who cannot. For those who have the ability to associate to the signature, its role as a notifier will become meaningful and informative, while for others, who do not share this ability, the signature would be subtle and meaningless, and hence not interfering. The thesis exemplifies how interfaces could provide users with output in a more natural way, by considering users’ previous skills and knowledge, and primarily their priming abilities.

Approved for public release; distribution is unlimited<br>The United States has offered free worldwide position, navigation, and timing (PNT) broadcast data through the Global Positioning System (GPS) since its 1993 initial operations capable declaration, and periodic modernization efforts have been made throughout its 20-year history. A planned modernized L5 safety of life GPS signal, combined with the current GPS-enabled device ubiquity, offers an unprecedented opportunity to embed and broadcast other non-PNT information into GPS signals and reach individuals on a global scale with information in new ways. Adequate additional bandwidth exists in the new L5 safety of life signal to embed notification information for worldwide natural and technological disasters and add a new communication medium for a possible global disaster notification system. This thesis explores the background, requirements, system design and U.S. policy of a disaster-notification enabled GPS L5 safety of life signal.

Rising infection rates in healthcare is a global issue that causes complications for the patient, extended hospital stay, financial difficulties, and even death. One of the crucial factors that reduce those infections is better hand hygiene. Due to the lack of automated systems that can help monitoring hand hygiene compliance and reporting on collected data, some hospitals use direct observations, surveys, dispensers usage measurements and other such methods to monitor the compliance of care providers. This thesis proposes an alternative system that takes advantage of emerging off-the-shelf infrastructures in hospitals, and in particular of Real-Time Location Systems (RTLS) and intelligent hand sanitizer dispensers. Our RTLS-based system improves upon the current methods by enabling interactions with care providers through notifications when they do not execute expected hand hygiene actions during care processes, even for fine-grained location situations and by introducing the concept of intelligent dispensers. RHMNS (RTLS-based Hand Hygiene Monitoring and Notification System) has two approaches (time-based and activation-based) that are sharing the same structure but they are different in their way of deciding on taken or missed hand hygiene opportunities. RHMNS also provides informative reports about hand hygiene compliance and trends.

The contracting company is in the desire of an autonomous system that can do tedious administrative work that is today done manually. They would like to autonomically notify customers about incoming alarms from the customers’ real estates’ Data Under Centrals and to notify about bookings, in which a complete booking system has to be created, together with a file system analyzer that notifies about new files in the customers’ project folders. A notification system was made that was easily deployable and ready to use. The system had to be completely configurable for the contracting company to use it to its full potential. The notification system was to send notifications when a new alarm had entered the database, a booking had to be reminded of, a rebooking was made or a file had been added to the file system in a designated project folder. The contracting company had a web portal that was further developed in ASP.net in which a booking calendar and booking viewer page was added together with a form creation and management system. A demo buttons page was also added for generating demo notifications for the company to show it’s customers how the system responds to certain events. The employees at GATE IBS feel confident that this system will help them in their working environment to further strengthen their position as an industry leading business in control- and monitoring technology.<br>Det uppdragsgivande företaget önskar ett autonomt system som kan utföra tidskrävande administrativt arbete som idag utförs manuellt. Modem organizations struggle with controlling computer platform maintenance expenses. This maintenance effort is further complicated by the existence of multiple, heterogeneous platform environments. A diverse composition of Computer maintenance engineers is responsible for diagnosing and carrying out tasks required to assure quality platform performance. Client/server notification systems are an effective tool designed to manage these computer resources, and yet one of the least mature within the computer platform maintenance domains. The system requirements for a new expert system generalized inference engine were developed based upon research and analysis of expert system generalized inference methods to date, in addition to related efforts accomplished in the Client/server notification system arena. These computer notification systems have done little to address the issues related to the increased complexities in monitoring and managing the maintenance of multiple computer platforms, each with their own unique environments and applications. The systems requirements for a generalized inference engine that utilize binding, matching and unification to categorize alarms written in Prolog have been developed and validated. When the inferencing method was applied to the notification interface, it generalized the heterogeneous data. The rules were applied to an instance of a frame through unification. The inference engine then identified the correct node reporting the error, and applied the appropriate resolution. The requirements also detailed an explanation. The system requirements for the new expert system generalized inference engine provide for effective centralized processing of multiple computer alarms generated by diverse systems. The systems requirements have been tested via test case execution to verify the logical processing of the new generalized inference engine. The results indicate that the growing discipline of Computer maintenance engineering will benefit from the system requirements for the generalized inference engine that provides for effective centralized processing of computer alarms generated by diverse computer platforms. The implication is that organizations will be able to achieve cost-effective centralized heterogeneous platform maintenance with fewer Computer maintenance engineers, each with a lesser degree of expertise required on multiple platforms.

Internet of Things (IoT) is becoming commonplace in people's daily life. Even, many governments' authorities have already deployed a very large number of IoT sensors toward their smart city initiative and development road-map. However, lack of semantics in the presentation of IoT-based sensory data represents the perception complexity by general people. Adding semantics to the IoT sensory data remains a challenge for smart cities and environments. In this thesis proposal, we present an implementation that provides a meaningful IoT sensory data notifications approach about indoor and outdoor environment status for people and authorities. The approach is based on analyzing spatio-temporal thresholds that compose of multiple IoT sensors readings. Our developed IoT sensory data analytics adds real-time semantics to the received sensory raw data stream by converting the IoT sensory data into meaningful and descriptive notifications about the environment status such as green locations, emergency zone, crowded places, green paths, polluted locations, etc. Our adopted IoT messaging protocol can handle a very large number of dynamically added static and dynamic IoT sensors publication and subscription processes. People can customize the notifications based on their preference or can subscribe to existing semantic notifications in order to be acknowledged of any concerned environmental condition. The thesis is supposed to come up with three contributions. The first, an IoT approach of a three-layer architecture that extracts raw sensory data measurements and converts it to a contextual-aware format that can be perceived by people. The second, an ontology that infers a semantic notification of multiple sensory data according to the appropriate spatio-temporal reasoning and description mechanism. We used a tool called Protégé to model our ontology as a common IDE to build semantic knowledge. We built our ontology through extending a well-known web ontology called Semantic Sensor Network (SSN). We built the extension from which six classes were adopted to derive our SENS-IT ontology and fulfill our objectives. The third, a fuzzy system approach is proposed to make our system much generic of providing broader semantic notifications, so it can be agile enough to accept more measurements of multiple sensory sources.

Abstract:
This study explores the ability of an Intelligent Tutoring System (ITS) to increase parental engagement in student learning. A parental notification feature was developed for the web-based ASSISTments ITS that allows parents to log into their own accounts and access detailed data about their students' performance. Parents from a local middle school were then invited to create accounts and answer a survey assessing how engaged they felt they were in their students' education. A randomized controlled experiment was run during which weekly automated messages were sent home to parents regarding their students' assignments and how they were performing. After having them take a post-survey, it was found that access to this data caused parents to become more involved in their students' education. Additionally, this led to increased student performance in the form of higher homework completion rates. Qualitative feedback from parents was very positive.

Conference session chairs must manage time, usually by reminding speakers of the time remaining through a variety of means (e.g., visual signs with “X” minutes left). But speakers often miss reminders, chairs cannot confirm reminder receipt, and the broken dialogue can be a sideshow for the audience. The experience of speaking in front of an audience, such as at a conference or even during a classroom lecture, can also be cognitively demanding and overwhelming. This further causes speakers to miss reminders from personal timing tools (e.g., cellphone timer). To address these and other concerns, this thesis describes the design and evaluation of HaNS, a novel wireless wrist-worn chair-speaker Haptic Notification System, that delivers tactile timing alerts to unintrusively aid speakers and session chairs time-manage oral presentations. Iterative deployment and observation in realistic settings was used to optimize the attentional characteristics and the chair-speaker interaction. HaNS’s use was then observed through four field observations in three settings: two mid-sized academic conferences (55 speakers, 16 session chairs, 50 audience members), five university research seminars (11 speakers, 5 session chairs, 15 audience members), and four large university lectures (23 by 3 instructors). Through observation and self-reports, existing speaker and session chair timing practices and difficulties are documented. Results demonstrate that HaNS can improve a user’s awareness of time; it automatically delivers salient notifications, unintrusively, privately, and remotely. HaNS also facilitates chair-speaker coordination and reduces distraction of speaker and audience through its private communication channel. Eliminating overruns will require improvement in speaker ‘internal’ control, which our results suggest HaNS can also support given practice. This thesis concludes with design guidelines for both conference-deployed and personal timing tools, supported by haptics or other notification modalities.

Masters in Public Administration - MPA<br>Participatory monitoring and evaluation today, gives a whole new approach to participation. Local communities can now fully participate and be involved from the initiation of a project or from the beginning of a project, right up until when the project is completed as well as fully participate in the evaluation process as well. This goes a long way towards ensuring programmes, projects and policy outcomes are achieved. As a result, PM&E largely improves public accountability as well as improves community participation in the delivery of services to meet their needs. It ultimately enables communities to take ownership of policies, programmes and projects designed to meet their needs and to improve the quality of services provided to them. Thus, this research seeks to monitor and evaluate the participatory nature of the C3 Notification system towards improved service delivery within Site C Khayelitsha community. The challenge confronting many communities such as Site C Khayelitsha, is the inability of government to allow the communities fully take ownership of community projects and programmes designed to improve service delivery. This leaves a huge gap in truly ascertaining what communities truly want and what they need. Through the use of a mixed research method, a total of 50 respondents (users of the C3 notification system) living in Site C Khayelitsha were randomly selected and administered questionnaires; and 5 in-depth interviews were conducted with City of Cape Town officials in the Department of Solid Waste Management. From the data collected, the following research findings were ascertained. It was evident that there was a lack of awareness around the various channels through which users could log complaints. Many users found the Municipal offices and Call Centre an easier way to log complaints as compared to the other channels provided by the City to log complaints. It also revealed that services were not provided within the period stipulated in the Service level agreements. The qualitative analysis also underlined critical factors affecting the City of Cape Town and users of the C3 notification system in Khayelitsha. Call Centre agents obtain incomplete information of service requests or complaints logged by users and users fail to provide complete information when logging service requests especially through e-service channels provided to log complaints. Both mistakes contribute to the delay or non-response of the City of Cape Town to service requests or complaints.

Masters in Public Administration - MPA<br>In recent years the concept of public participation has been embraced by governments around the world to promote citizen involvement in decision making processes both to deepen local democracy and to ensure greater effectiveness in the delivery of public services. Implementing effective participatory systems, however, has proven to be especially challenging in highly diverse societies. Despite the best intentions of policy makers, the issue of exclusion, in particular, remains problematic as participatory systems frequently fail to address the concerns of poor communities who may not even be aware of their existence. Taking as a case study the C3 notification system introduced by the City of Cape Town to facilitate citizen reporting on faulty public services, this study examined the extent to which the design and implementation of a participatory model is of benefit to poor communities in the township of Langa. Based on a qualitative methodology, which included a series of interviews with municipal officials and office bearers as well as residents of Langa, the research examined the extent to which the notification system is used by local communities and to what effect. Viewed through the lens of social exclusion theory, the findings point to the fact that the C3 system was not only based on a best-practice model imported from an advanced Western nation, but it was oriented to the needs of more affluent citizens and, as such, it failed to take into account the specific needs of poor households who frequently lack even basic services and hence have nothing to report on. As a consequence, what was intended as a mechanism for promoting greater citizen participation in service delivery processes has effectively excluded a significant proportion of the most poor and vulnerable.

Crises are spontaneous and highly variable events that lead to life threatening and urgent situations. As such, crisis and emergency notification systems need to be both flexible and highly optimized to quickly communicate to users. Implementing the fastest methods, however, is only half of the battle. The use of geospatial location is missing from alert systems utilized at university campuses across the United States. Our research included the design and implementation of a mobile application addition to our campus notification system. This addition is complete with optimizations including an increase in the speed of delivery, message differentiation to enhance message relevance to the user, and usability studies to enhance user trust and understanding. Another advantage is that our application performs all location data computations on the user device with no external storage to protect user location privacy. However, ensuring the adoption of a mobile application that requests location data permissions and relating privacy measures to users is not a trivial matter. We conducted a campus-wide survey and interviews to understand mobile device usage patterns and obtain opinions of a representative portion of the campus population. These findings guided the development of this mobile application and can provide valuable insights which may be helpful for future application releases. Our addition of a mobile application with geospatial location awareness will send users relevant alerts at speeds faster than those of the current campus notification system while still guarding user location privacy, increasing message relevance, and enhancing the probability of adoption and use.<br>Master of Science

Pretende-se nesta dissertação verificar qual a perceção de ambos os grupos sobre a implementação da lei, compará-la e verificar se existem diferentes tipologias quanto a esta perceção. Desta forma foi construído um questionário sob o qual os resultados obtidos indicam que a perceção dos grupos da amostra e dos estudos científicos não são sempre concordantes, sendo que de um modo geral a maioria dos participantes tem uma opinião positiva sobre a implementação da lei e os seus efeitos que por vezes não vão de encontro à realidade das provas científicas. Para além disso, através dos resultados foi possível observar diferenças e semelhanças entre a perceção de profissionais do sistema de justiça e da população em geral, no qual se verifica que o primeiro grupo tem uma posição mais relutante sobre esta lei, apoiando na maioria dos casos a sua implementação mediante algumas restrições, ao passo que a população em geral, na sua maioria, aborda esta lei de uma perspetiva mais extremista, considerando frequentemente que estas medidas deverem ser impostas a todos os ofensores. Desta forma, através destes resultados foi possível identificar três grupos distintos baseados na perceção sobre a lei: participantes que apoiam de forma total a lei, indicando que a mesma deverá ser implícita a todos os ofensores e enumerando as diversas vantagens; os participantes que apoiam a lei de forma parcial, indicando algumas limitações sobre a imposição da mesma; e os participantes que não concordam com a lei, indicando que a mesma não trará quaisquer vantagens.<br>This research intends to explore the perception of justice system professionals and several social actors on the hypothetical implementation of sexual offenders registration and notification laws in Portugal. It is intended in this dissertation to find both groups perception of the implementation of the law and ascertain whether there are typologies on this perception. Thus it was constructed a questionnaire in which the results indicated that the perception of the sample and the scientific studies are not always in agreement, and in general most of the participants have a positive opinion on the implementation of the law and its effects which sometimes goes against the reality of scientific evidence. Furthermore, through the results we observed similarities and differences between professionals of the justice system and society in general perception, where the first group has a more reluctant stance on this law, supporting in most cases its implementation subject to certain restrictions, while most society addresses this law in a more extremist perspective, often considering that these measures should be imposed on all offenders. Thus, from these results it was possible to identify three distinct groups based on the perception of the law: supporting participants overall, indicating that it should be implied to all offenders and enumerating the numerous advantages that the implementation brings; participants who partially support the law, indicating some limitations on the imposition thereof; and participants who do not agree with the law, stating that it will not bring any advantages.

Abstract:
The environmental risk assessment of substances is introduced and the various controls used to protect the environment are outlined. The European notification system and the risk assessments required as part of the system are detailed. Through an examination of the existing European Union System for the Evaluation of Substances tool and sensitivity analyses based on variability in the measurement of physico-chemical properties for a substance, a spreadsheet model was developed to allow multiple risk assessments for the same substance to be calculated simultaneously. The development and testing of the NECXES spreadsheet tool are documented in detail. Data for the capacity and dilution factor at Sewage Treatment Plants (STPs) in England and Wales were collated and statistically analysed and compared to European default values used for generic risk assessments. The default capacity value for STPs (10,000 population equivalents) was protective of 70% of the STPs sampled. The remaining 30% however, a small number of large works, contributed 94% of the total effluent discharged from STPs in England and Wales. The STP data were used with the NEXCES tool to perform and compare probabilistic risk assessments to those calculated using deterministic methods for a number of test substances. The probabilistic calculations produced a lower median exposure concentration for water than the generic assessment for all of the test substances. Regression analysis allowed the probability of adverse effects to be quantified for the various deterministic risk values. The NEXCES tool was also used to develop a rapid assessment tool for new substances in the form of contour plots, which can be used to assess the risk of substances using minimal data. The main conclusions and contributions to the academic and industrial fields, as well as the field of environmental technology are presented. Areas where there are opportunities for further research are also outlined.

The convergence of mobile services and Internet has brought a radical change in mobile networks. An all IP network architecture, an evolution of the radio access transport network, is required to support new high-bandwidth services. Unfortunately, existing control mechanisms are insufficient to guarantee end users a high quality of experience. However, coordinating radio and transport network resources is expected to yield a more efficient solution. This thesis project investigates the interactions between the congestion avoidance protocols, explicit congestion notification, and the traffic engineering metrics for latency and bandwidth, when using Open Shortest Path First with traffic engineering (OSPF-TE) as a routing protocol. Using knowledge of these interactions, it is possible to identify the appearance of bottlenecks and to control the congestion in the transport links within a radio access transport network. Augmenting a topology map with the network’s current characteristics and reacting to evidence of potential congestion, further actions, such as handovers can be taken to ensure the users experience their expected quality of experience. The proposed method has been validated in a test bed. The results obtained from experiments and measurements in this test bed provide a clear picture of how the traffic flows in the network. Furthermore, the behavior of the network observed in these experiments, in terms of real-time performance and statistical analysis of metrics over a period of time, shows the efficiency of this proposed solution.<br>Tjänstekonvergensen av Internet- och mobila tjänster har medfört en radikal förändring i mobilnäten. En ”All IP” nätverksarkitektur, en utveckling av radios transportnät. Utvecklingen krävs för att stödja de nya bredbandiga tjänsterna. Tyvärr är befintliga kontrollmekanismer otillräckliga för att garantera användarens kvalitetsupplevelse. Med att samordna radio- och transportnätverkets resurser förväntar man sig en effektivare lösning. Detta examensarbete undersöker samspelet mellan protokoll för att undvika överlast, direkt indikation av överlast och trafikal statistik för fördröjning och bandbredd med trafikstyrning baserat på fördröjning och bandbredd , vid användning av Open Shortest Path First ( OSPF - TE ) som routingprotokoll. Med hjälp av information om dessa interaktioner, är det möjligt att identifiera uppkomsten av flaskhalsar och för att styra trafikstockningar i transportförbindelser inom ett radioaccess transportnät. En utökad topologikarta med nätverkets aktuella egenskaper kommer att reagera på en potentiell överbelastning. Ytterligare åtgärder, till exempel överlämningar, vidtas i mobilnätet för att säkerställa användarens upplevda kvalitet. Den föreslagna metoden har validerats i en testmiljö. Resultaten från experiment och mätningar i denna testmiljö ger en tydlig bild av hur trafikflödena framskrider i nätverket. Beteendet hos nätverket som observeras i dessa experiment, i termer av realtidsprestanda och statistisk analys av mätvärden över en tidsperiod, visar effektiviteten av denna föreslagna lösning.

Com o avanço tecnológico, em termos de comunicação, houve o aumento no desenvolvimento de aplicativos móveis. Este trabalho tem com o objetivo desenvolver um aplicativo móvel para o sistema operacional Android&reg; com o propósito de otimizar o sistema de notificação de animais espoliados por morcegos e casos de suspeitas de raiva. Sendo utilizado para o desenvolvimento do aplicativo o Software LiveCode&reg;. O Aplicativo é capaz de se conectar ao banco de dados em um servidor através da Internet móvel ou wi fi, e permite ao proprietário notificar a incidência de mordedura por morcego ou suspeita de raiva no rebanho, e ao médico veterinário visualizar e modificar os dados enviados pelo proprietário da sua região. Diante dos dados obtidos neste trabalho, conclui-se que o aplicativo atende aos objetivos propostos de coletar dados de notificação e otimizar o sistema de notificação. A baixa adesão ao aplicativo, devido a ausência de acesso a Internet pelos proprietários, sugere a necessidade de modificar o sistema de comunicação do aplicativo com o banco de dados.<br>Monitoring of the animal population is an essential tool for the control of zoonoses and other diseases. With the technological advancement, in terms of communication, there has been an increase in the development of mobile applications. This work aims to develop a mobile application for the Android&reg; operating system for the purpose of optimizing the notification system of bat-bitten animals and suspected rabies cases. LiveCode&reg; Software is used for the development of the application. The application is able to connect to the database on a mobile Internet or wi fi, and allows the owner to report the incidence of bat bitten or suspected rabies in the herd, and to the veterinarian viewing and modifying the data sent by the owner of your region. Based on the data obtained in this work, it is concluded that the application meets the proposed objectives of collecting notification and optimizing the notification system. The low adherence to the application, due to the absence of Internet access by the owners, suggests the need to modify the communication system of the application with the database.

Estudos recentes, demonstram que 4 a 17% dos doentes hospitalizados são afetados por eventos adversos, o que levou ao desenvolvimento e implementação de sistemas de notificação, como instrumento de melhoria da segurança do doente. Este estudo foi realizado num hospital público e teve por base o sistema de notificação de eventos adversos existente. O objetivo geral definido foi: avaliar o impacte do sistema de notificação de eventos adversos na unidade saúde hospitalar, através de uma metodologia quantitativa. A técnica de recolha de dados utilizada foi o inquérito por questionário, aplicado a 133 profissionais de saúde – Médicos, Enfermeiros e Profissionais das Tecnologias da Saúde. O sistema permite a notificação voluntária e confidencial, contribuindo para uma cultura de segurança; facilita o registo de eventos adversos; motiva os profissionais a notificarem; permite a notificação de incidentes que não atingiram o doente «near miss»; e tem um papel importante na prevenção de eventos adversos; ABSTRACT:Recent studies demonstrated that 4% to 17% of hospitalized patients are affected by adverse events, this led to the development and implementation of notification systems as a tool to improve patient safety. This study was done in a public hospital and used as support the pre-existing adverse event notification system. The overall objective defined for this study, was to evaluate the impact of the adverse event notification system in a hospital unit using a quantification method. The data gathering technique used was inquiry by questioner to 133 heath professionals – Medical Doctors, Nurses and Health Technology Professionals. This system allows a voluntary and confidential notification, contributes to a culture of safety, facilitates adverse event registration, motivates professionals to notify, allows the notifications of incidents that did not affect the patient (near misses) and has an important roll in the prevention of adverse events.

Foi realizado um estudo de caso de natureza descritiva. O trabalho de campo foi feito por meio da estratégia busca ativa junto às diversas fontes de notificação de óbito oficiais e não oficiais existentes nos municípios. Foram utilizados os dados de óbito infantil do Sistema de Informação sobre Mortalidade (SIM). Buscou-se identificar o percentual de subnotificação do óbito infantil, a contribuição das diversas fontes de notificação e o perfil do óbito infantil. O estudo mostrou uma cobertura de óbito infantil para o total dos municípios de 59, 5 por cento; dentre as unidades classificadas como do sistema de saúde, o hospital foi a principal fonte de notificação para óbitos já notificados no SIM. O PSF e informante chave mostraram-se fontes relevantes para óbitos não notificados ao SIM. É possível apontar que a subnotificação do óbito infantil pode ser atribuída a questões relacionadas à garantia do acesso ao serviço de saúde como também a questões que perpassam o setor saúde, a exemplo, o nível de escolaridade materna.<br>This dissertation is presented in an article format and has as its objective to study the death notifications of children younger than one year of age in the cities of Fronteiras, Monsenhor Gil, Pimenteiras and Simões, in the state of Piauí from 2005 to2006. A case study of a descriptive nature was carried out. The field work was done by means of an active strategic search together with the different sources of official death notification and the non-official ones in the cities. The data of infant deaths from the Mortality Information Computer System (SIM) was used. The search to identify the percentage of under notification of infant deaths, the contribution of several sources of notification and the profile of infant deaths was done. The study showed a covering of infant death for all of the cities at 59.5%; among the units classified as the health system, the hospital was the main notification source for deaths notified at SIM. The Family Health Program and the key informant were the relevant sources for non-notified deaths at SIM. It is possible to point out that the under notification of infant deaths could be attributed to questions related to the guarantee of access to health services as well as questions which are outside the health sector, for example, the educational level of the mother.

Die Überlebenswahrscheinlichkeit der Unfallopfer nach Straßenverkehrsunfällen hängt von der Zeitspanne vom Unfall bis zur ersten suffizienten Hilfeleistung (therapiefreies Intervall) sowie von der Qualität der Erstversorgung ab. Das therapiefreie Intervall kann durch automatische Notrufsysteme (ACN) und suffiziente Laienhilfe verkürzt werden. In dieser Dissertation werden (1) Modelle zur Prognose der Verletzungsschwere von Fahrzeuginsassen für den Einsatz in erweiterten automatischen Notrufsystemen (AACN) entwickelt und (2) Anforderungen an Telemedizinsysteme zur Unterstützung von Laien bei der Durchführung von Erste-Hilfe-Maßnahmen untersucht. (1) Die Prognose der Verletzungsschwere ist für eine optimale Disposition der Rettungsmittel erforderlich. Auf der Basis der amerikanischen Unfalldatenbank NASS/ CDS und der deutschen Unfalldatenbank GIDAS werden Prognosemodelle mit multivariaten inferenzstatistischen Verfahren (decision tree, logistic regression) entwickelt, die Bedeutung einzelner Eingangsgrößen untersucht und die Leistungsfähigkeit der Modelle überprüft. Die Leistungsfähigkeit beider statistischen Verfahren stellt sich in ROC-Analysen als vergleichbar heraus. Mit den Prognosemodellen kann eine Dispositionsempfehlung erstellt werden, die heutigen Dispositionsentscheidungen auf der Grundlage eines Telefongesprächs mit dem Unfallmelder qualitativ entspricht. (2) Zur Entwicklung eines Telemedizinsystems für die Laienunterstützung wird untersucht, ob die telemedizinische Anleitung von Laien bei der Durchführung von Erste-Hilfe-Maßnahmen zu einer Erhöhung der Hilfsbereitschaft führt und welche Anforderungen ein Telemedizinsystem erfüllen muss. Dazu werden die am häufigsten indizierten Erste-Hilfe-Maßnahmen nach Verkehrsunfällen durch Auswertung der GIDAS-Datenbank identifiziert, der Stand der heutigen Laienhilfe analysiert, die erforderlichen Funktionen eines Telemedizinsystems abgeleitet und der Einfluss einer verbesserten Laienhilfe auf die Überlebenswahrscheinlichkeit bestimmt.<br>The probability of survival of motor vehicle accident victims depends on two factors: the time interval between the accident and the initial provision of appropriate first-aid (therapy-free interval), and the quality of the first-aid treatment. The therapy-free interval can be shortened significantly by automatic crash notification systems (ACN) and by adequate bystander first aid. In this thesis, (1) models are developed for predicting the severity of injury of vehicle occupants for use in advanced automatic crash notification systems (AACN) and (2) requirements of telemedical bystander support systems are examined. (1) The prediction of the severity of injury is needed for optimal disposition of rescue services. Therefore, prediction models are developed on the basis of the American accident database NASS/ CDS and its German counterpart, GIDAS, using multivariate inference statistical procedures (decision tree, logistic regression). In addition, the importance of individual parameters and the efficiency of these models are investigated. The performance of the two statistical procedures proves to be equal by using the ROC analyses. The prediction models allow for recommendations of rescue services that correspond in quality to contemporary dispatching decisions for rescue services on the basis of a telephone call between the individual reporting the accident and a dispatcher. (2) Concerning the development of a telemedical bystander support system, the paper examines whether the availability of telemedical guidance leads to an increase in bystander willingness to provide first aid. In order to evaluate the requirements of a telemedical system, the most frequently indicated first-aid measures after traffic accidents are identified by evaluating the GIDAS database. Furthermore, the status of assistance currently offered by bystanders is analyzed, the necessary functions of a telemedical system are scrutinized, and the influence of improved bystander assistance on the probability of accident victims’ survival is determined.

Due to the low investment in urban planning and disaster forecast, the public sector response time of cities, state and federation is longer than the expected by the population that need to live with tragedy imminent risk. Financial resources restriction of small cities together with low investment in ICT solutions to improve the quality of the services delivered to the population. However, the financial impact after tragedy is significant. Considering the expenses increase with disasters impacts and the disaster planning financial investment resources restriction context, the use of open standards in network components (sensors, hubs, proxies, database systems), with cloud data processing, allows solution design and implementation to leverage the natural disasters management planning in small cities with effectiveness and cost significantly lower than the currently available solutions. This study deals with the proposition and implementation of a flood risk management system, allowing its integration with sensor networks with to assist risk analysts in identifying and warning floods, enabling notification service through mobile devices of the interested community. These three interactive media have different advantage properties, and are suitable for different message type. The smart notification system provides more message receivability by providing a mechanism to receive a feedback from the recipient to identify that the message is already received by the recipient. If the notification message cannot reach the recipient due to the media problem or the recipient them self is not available, the system will provide the mechanism to reroute an alert message to other recipient as we configured in the configuration. By integrating these three types of media to send the notification message with the mechanism to receive feedback from the recipient, it will increase the recipient availability and the message receivability.

This system also diagnoses the vehicle dynamic information including engine temperature, speed and trouble codes; moreover, it transmits the information to self-driving cars on the same section of road by wireless network. Results from on the road experiment, installing this appliance on the vehicle would transmit the risk information efficiently. If risk events such as malfunction or violation occur, The system transfer the information to the self-driving car, and improve the perception of self-driving cars.

However, these devices can only provide passive protection after the invasion of the gangsters, and cannot effectively notify the owners and the police immediately. When the house was invaded, it was found that some items were discarded, and the police would be negatively alerted. Therefore, favorable information was immediately sent to the police to bring the criminals to justice. Furthermore, with the development of technology, the security system has provided complete security services, including access control systems, sensor applications, and video recording and storage, to prevent abnormal environmental conditions. But the application of IoT brought can never be aimed at home security. Smart home has gradually become a goal of human beings, mainly because families are closest to people's lives, how to combine people's daily and IoT concepts, and to present the connection between people and technology in family life. Most of the time, home automation devices provide peace of mind to their users by helping them in managing their house’s heat system, their garden watering or even controlling their home’s security. All the home automation devices connect to a network and they gather massive quantities of data that, most of the time, is underappreciated and only used to notify the users about real-time events. Smart locks provide easy access to buildings and, like other home automation devices, generates a lot of rich data that can be used, and studied, to provide interesting features to their users. This work proposes a smart lock cognitive notifications system that studies the smart lock activity generated data to provide notifications regarding the user’s behavior to the system administrator through a smartphone application. The developed system comprises a cloud computing component that is responsible for the communications between all the system’s modules, data storage and ultimately it runs the cognitive notification system. To generate the needed data for the notifications system a smart lock prototype was also developed. The users can control the smart lock by using a smartphone application that includes several useful features. The whole system works reliably and can be a good addition to the home automation market by enabling new possible features that will make the users lives more comfortable.

This thesis aims to present both a solution analysis and potential implementation to prevent in-car infants' deaths, capitalizing on low-cost technologies that can easily be integrated on the vehicle or are already a part of it.The circumstances that lead to this outcome can be narrowed down to parent's carelessness, whether they left the child unattended because of a short time stop to do groceries that turned out too long, or simply because it was forgotten after bringing such groceries home first.As part of the state of art, several possible systems were considered, culminating in a system idealization incorporating two approaches as inputs - a motion sensor and a camera - while notifying the driver via SMS.In order to study the advantages a division was made, resulting in a low-cost approach, which utilizes the motion sensor and other that is anticipated to be more reliable consisting in human detection through vision algorithms. While the integrated system is idealized to optimally recognize the presence of children inside the vehicle, the performed studies premise a potential stand-alone application.Throughout this study it is noted the low-cost implementation limitations due to the sensor requiring movement to acknowledge that there is someone present, while the use of a camera can recognize infants whether or not moving. At the same time, vision algorithm improvement becomes even more reliable overtime, as well as the car electronics, with cameras being used for several other issues such as driver drowsiness detection, mitigating cost constraints. It is hoped that this thesis serves as both a solution and solution catalyst since it is not limited to this application, being able to prevent cars from being stolen or burglar's break-in to surprise an unware driver, although it's main focus is to present a reliable detection and notification system that allows in-car infant casualties decrease, turning such deaths into deliberate crimes.

How to immediately discover and report at the same time as the drowning incident to reduce the occurrence of major casualties is an issue that everyone has been paying attention to. As modern people pay more and more attention to their health status, they begin to monitor normal sports data, sleep quality and heart rate status through pairing with smart wearable devices. At present, researchers have used smart phones to collect the energy of hand movement during swimming, and use the threshold of energy to judge whether there is a drowning state, but it is difficult to accurately distinguish between drowning and other swimming postures by means of energy. Therefore, this study will transform the kinetic energy collected by the smart watch into spectrum and analyze it. It is easier to find the hand waving characteristics of the drowning in the spectrum, and use Bluetooth to send notifications to the lifeguard's smart phone, the establishment of a real-time drowning notification system.

With the increasing popularity of on-board GPS devices and wireless data communication capability, it becomes feasible to obtain global real-time traffic information from GPS-equipped probe cars, which periodically report speed to a traffic information center (TIC). To provide real-time information, the report period needs to be short. This may result in a huge number of reports to an over-loaded TIC. In this thesis, we present a traffic report system and method with fast feedback to reduce the number of traffic reports from probe cars. The TIC periodically broadcasts the maximum speed collected in the previous period for each road segment. After receiving the TIC broadcast, probe cars with fast speed would report their speed to the TIC earlier than those with slow speed. The TIC will also broadcast the maximum speed of this cycle immediately after it receives a speed report. This immediate broadcast would prevent slow-moving probe cars from reporting their speeds. The same method can be used to obtain the minimum travel time as well. To evaluate the performance of the system, we have performed simulations using the traffic model simulator VISSIM. The simulation results indicate that our approach significantly reduces the number of traffic reports and the loading of the TIC. The results also suggest that it is feasible to use the maximum speed and the minimum travel time to indicate traffic conditions.

How to simplify the roll call process and immediately notify parents and teachers about student attendance has thus become an important issue. Designed to improve the efficiency of roll call procedures, the system developed by this study can solve the problems described above and immediately transmit a text message or email about student attendance to parents and teachers. Compared to previous systems, the improved roll call system has enhanced database and instant messaging notification functions, making it more convenient and user friendly. The improved functions are described in detail in the literature review section. In addition, this system uses a popular fingerprint identification mechanism which is compatible with the majority of current computer platforms. The roll call system has also been modified. When students swipe their identification cards, their information is retrieved from a database and displayed on the system screen, improving upon the convenience and accuracy of current roll call systems. We also included a function allowing cardholders to type in their card numbers in the event that they forget their cards.

Because of some equipment can not alarm in time. Therefore, this study will be integrated more protection function through the mobile phone to excute the real time notification. In this thesis, we use of shock sensing circuit, gas and smoke sensing circuit, pyroelectric body infrared sensing circuit ,and the water level sensing circuit combination with the mobile phone. When an abnormal condition occurs, the system use of cell phone fast dial function to send the message and call the system managers immediately. At the same time, through the Voice playback to notice the manager to immediate escape or emergency response in accordance with different situations. The results show that the device is more complete and more practical. The integrated system Play a good guardian of the system for life and property safety that it has potential for commercialization.

This thesis develops a mobile health care system with a GCM’s (Google Cloud Messaging) push notification function, which can detect the nearby environment information including ambient temperature and humidity, UV, and air quality. Besides, we also design a mobile APP for users easily to view the environment information. We use a microprocessor to handle the data that sending from a variety of sensors including temperature and humidity sensors, UV sensors, gas sensors and dust sensors, and then uploaded to the cloud space storage. Due to the two potential hazards of combustible gas and dust particles cannot be observed with the naked eye, so when the two values exceed the normal threshold, the system will warn people by starting the alarm. In addition to providing current environmental information, the APP on the smart-phone will use GCM to push the notification of danger to the user if current environment information exceeds safety standards. Moreover, we have added the ability to set the start-up conditions of pushing notification, which can be changed according to the needs of the user.

Pipe damage causes no water for conflagrations, rendering drastic disasters even more desperate. Advancements in communication and sensor technologies make it possible to detect the location of damaged pipelines. To examine this application and its effectiveness, the thesis has built a water delivery network in laboratory, simulated the damages to the network caused by earthquakes, and used wireless sensor network to monitor vibrations of pipes. Computer system is used to calculate the vibration data to identify the location of possible damaged pipes. A comprehensive system is then developed for automatic detection, notification, and display of the location of damaged pipelines, utilizing short message service (SMS) to inform and instruct concerned parties and J2ME program to search and locate rescue resources available near the accident scene. Information collected by the system can be expected to provide valuable and timely references for urgent decision-making by being posted real time on Google Earth and Google Map.

However, taking traffic signals and street lights for examples, with thousands of the public facilities to maintain, it would be a huge time and labor-consuming job deploying a great number of maintenance workers to inspect or check whether public facilities are functioning well respectively. At present, local governments in Taiwan have been mostly employing electricians doing this kind of inspecting, repairing and maintaining works. In order to reduce the cost on aforementioned works and maintenance time and thus could efficiently provide better service quality of public facilities for citizens, a failure notification system for public facilities is indeed required.   Among all the public facilities that a government deployed, traffic signals and street lights are generally both regarded to be a major concern for traffic safety and public security. In this thesis, to avoid waste of electrical energy due to the malfunction of street lights, ensure the effective control of traffic signals and enhance the maintenance efficiency of the public facilities, we design a wireless remote failure notification system for monitoring and reporting the statuses of traffic signals and street lights. The developed system uses hi-power RF modules to organize a local network for the communication among a group of traffic signals/street lights. In addition, a dedicated GPRS module is also integrated into the framework of the failure notification system for the purpose of sending data to the central server. As described, the GPRS module serves as a data transfer node between a set of public facilities (traffic signals/street lights) and the central server. It is worth to note that one of the interesting features of the developed system is enabling "short message service (SMS)" and "Google Map function" usages. This feature enables the maintenance workers to find the positions of the failed traffic signals/street lights easily from the Google Map and receive their real-time statuses by means of SMS.

To the user, the primary task is the ongoing task; the messages delivered by the notification system are secondary one. Because the past studies only focused on the complexity of a single task (primary or secondary), their results often conflicted with each other, and their theories don’t have enough explanatory power. Therefore, this study focuses on both the complexity of the primary and that of the secondary task, and discusses the relationships among task complexity in the notification system, users’ performance, resumption lag, and the effects of interruptions. Resumption lag is the time between the termination of the secondary task and the beginning of the primary task. This study conducted an experiment to show how different levels of task complexity affect users’ performance and their subjective feelings due to human limitation on information processing. We provide design methods for task complexity to shorten the resumption lag and mitigate the negative effects of interruptions. This study was a 2 x 2 between-subjects design. The independent variables were the complexity of the primary and that of the secondary task at two levels (simple and complex). The dependent variables were users’ performance (including the accuracy and the completion time of the task), resumption lag, the state of anxiety, and subjective task complexity. The primary task was product searching at two levels, simple and complex, according to product information and the specified constraints. The secondary task was arithmetic problem-solving, which also has two levels, simple and complex, depending on whether the subject is required to decode the digits and the numbers of digits to be calculated. The results show that the accuracy and completion time of a task either primary or secondary, is only influenced by it self. The overall performance of the four groups is that SS group is better than CS group, which in turn is better than SC group, and CC group is the worst. The influence of the secondary task complexity on resumption lag is great. In other words, the more complex the secondary task is, the harder it is for the subject to resume the primary task. Being interrupted while doing the primary task, the users would have pressure and feel difficult to resume concentration on the primary task. The study suggests that while interruptions are unavoidable with the notification system, the designer should control the complexity of the secondary task to the least and restrict the completion time within 30 seconds.
