The Custody Notification Service is a legislative scheme to prevent Aboriginal deaths in custody. This article discusses proposed changes to the federal Custody Notification Service, that were before the federal Parliament in late 2017. It argues that the changes are inadequate, when compared with Custody Notification Service models in other Australian jurisdictions, primarily because the laws deprive Aboriginal people of important fair trial and custody rights. This article concludes by listing a range of legislative solutions proposed by Aboriginal organisations and legal representatives.

Tutoring service is essential for students who require extra academic guidance in learning, especially in primary and secondary education levels. The common problems encountered by any students are the difficulties in finding the suitable tutors based on their preferred choice. The current existing web applications are still lack of responsive elements where they just only provide the fill-in form to search for the tutors. Therefore, the aim of this study is to address the inherent issue in finding suitable tutor match among the students and teachers by utilizing responsive filtering feature and SMS notification technology. The inclusion of these features is crucial to ensure that both parties informed on the appointment arrangement and status. The system known as GRAB Tutor Management System is targeted the secondary students especially the SPM candidates. This study adapts and simplifies System Development Life Cycle methodology into Three-Phase Model in designing and developing the system. The three phases are analysis, development, and evaluation phase. Each phase carries specific activities to accomplish the aim of this study and successfully delivered the proposed solution. GRAB Tutor Management System undergone a series of testing to evaluate its functionalities and acceptability. Functionality testing involved four expert and novice users, meanwhile user acceptance testing was conducted with 30 participants of secondary schoolteachers and students. The functionality test result revealed that all features are well functioned and successfully delivered. The user acceptance testing result indicates positive acceptance with the overall mean score is 4.64, which shown that the participants are agreed that this system is acceptable, easy to use and useful. It is proven that this study has successfully delivered a web-based Grab Tutor Management System with SMS Notifications that is useful for the tutors and students

Students’ attendance in a university is commonly being monitored by lecturers and the Academic Affairs Division (AAD) as it may help to identify students’ problems at an early stage. This project aims to monitor the students who have the possibility to be absent from classes for more than the permissible percentage. Thus, the purpose of this research is to develop a students’ attendance monitoring system with Short Message Services (SMS) notification (SAMS). This system helps the AAD to manage the absenteeism report from lecturers and it automatically sends the information through SMS notification to the parents and the students themselves. The system has been developed using the Waterfall Model methodology that consists of five phases which are analysis, design, implementation, testing, and documentation. The results from the usability testing show that SAMS can help lecturers to monitor students’ absenteeism more easily and efficiently. Furthermore, the integration of the system with SMS is very useful as it can directly notify the parents regarding their children’s attendance problem.

The process of final project research consultations is now often done by making a schedule to meet with supervisors within the time set by students and supervisors. It is known that the consultation process by the way it is done now still has problems from the effectiveness of student research time and the distance between the research center and the location of the supervisor. With these problems resulted in students not being timely in conducting research consultations with their supervisors. Therefore, a system is needed that can provide a system of research consultations remotely using internet facilities that are integrated with the consultation notification system via the SMS Gateway. The methodology is built using the phases of context diagrams, data flow diagrams and entity relationships. The system is built using PHP programming, mySQL database and Gammu. The results of the final project consultation information system research integrated with the notification system using the SMS Gateway have produced several tables and forms, namely student forms, lecturer forms, consultation forms and document forms. The form has been able to provide a remote consultation system using web media and has been able to provide notification notifications to students and lecturers regarding the consultation status using the SMS gateway service. It is expected that this information system can facilitate students and lecturers in conducting more effective and efficient consultations.

Automated victim notification is often touted as an effective and efficient means for providing victims timely and accurate information of their offenders’ court events and status changes at reduced burden to the criminal justice system. Today, 47 states, the District of Columbia, and Puerto Rico have some form of automated notification system. Researchers surveyed 1,246 service providers and 723 victims to examine their awareness and use of, satisfaction with, and experiences using automated notification systems. Findings indicate that service providers are aware of and use automated notification; however, less than one-quarter of victim respondents were registered for automated notification services. Service providers and victims who use automated notification services report high overall satisfaction; however, they also report challenges in using these systems. Service providers offer several recommendations for improving automated notification systems.

Location-based notification (LBN) aims to alert the users in a target area to their interested information. With a wide range of applications, LBN has been gaining more and more attraction among wireless users and service providers. The mainstream centralized solution based on cellular networks may incur high service cost. In this paper, we present an innovative scheme called Phoenix, which does not rely on any infrastructure, to implement location-based notification service. In our design, devices (users) across the target area form a dynamic peer-to-peer network, where a user can be a message source, a message carrier, or a message subscriber. When a user meets the message carrier, he will get a copy of the message. Phoenix keeps messages of interest being circulated in the target area; hence users are being notified. To achieve desired notification performance, Phoenix adaptively controls when a user should take the carrier role and help disseminating a message in order to keep the message “alive,” given the fact that message carriers may leave the target area and drop the message. Extensive simulations have been conducted to show the efficacy of Phoenix notification system.

While the results display the selected mining techniques and methods were capable to the understandable patterns. To calculate the accident frequency count as a parameter /c-means algorithm is used to cluster the locations. To characterize the surface conditions association rule mining is used. data mining skills disclosed different environmental reasons associated with road accidents. Intersection on highways have been identified as a dangerous for fatal accidents.

This study presents the use of web SMS technology as an alternative method for primary school notification system. By integrating the system with SMS gateway, it will enable the primary school notification system to send information to parents’ mobile phone directly. The traditional methods of notifying parents about the school matters by sending letter and written memo are time consuming and the updated information may not reach the parents. This integration allows information to be disseminated from computer to mobile phone at any time without requiring face to face meeting or the use of other media such as paper-based notice or verbal notice from the students. Furthermore, parents can always be alert and aware of the latest announcement or information no matter where they are. A usability testing was conducted to 20 users to survey the feedback on SMS technology to notify parents. The results from the testing stated that 100% of users give positive feedback about the ease of use and satisfied that the system can replace old systems. Based on the results, it shows that the integration of primary school notification system with SMS technology is highly recommended.

Background and aims In many countries, early detection and diagnosis of autism spectrum disorder is largely dependent on parents’ initial concern with early symptoms of autism spectrum disorder. Previous research on parental perceptions of the autism spectrum disorder diagnostic process indicates that parental satisfaction may be due to either the timing of the diagnostic notification or the provision of post-diagnostic support. The objective of this research is to study the diagnostic notification process and its impact on parents who are informed of their young child’s diagnosis before they notice a problem and whose child undergoes early intervention therapy. Methods Eighty parents of preschool children diagnosed and undergoing early intervention for autism were surveyed to examine their experience of the diagnostic disclosure process. Results Of 68 respondents, 39 (58.2%) approved of the timing of diagnostic notification, while 10 of 13 dissatisfied respondents indicated that the diagnosis was communicated too late. However, there was no correlation between a higher degree of parental satisfaction with the diagnostic notification process and earlier timing of notification. Conclusions Although it is preferable to communicate a diagnosis of childhood autism as soon as possible, findings suggest that a highly individualized approach, allowing a degree of latitude in the timing of notification, may be permissible, depending on the individual case and parental readiness to receive the diagnosis. Implications Findings have clinical implications related to the concept of optimality of diagnostic disclosure as related to the diagnostic notification process, though later notification tends to lead to more dissatisfaction.

Push Notification is one service that can answer the problem so that no more information is not delivered the latest, with the use of this service every update information will be immediately sent as a message notification, so the latest information will not be missed. Push Notification Services are generally widely applied to mobile applications such as Android and iOS. For the use of the largest mobile operating system based on statcounter for 2012 to 2016 in Indonesia is controlled by the Android Operating System. Based on the data the application development Push Notification is applied to the Andoid Operating System as the largest market share today. Push Notification salah satu layanan yang dapat menjawab masalah tersebut sehingga tidak ada lagi informasi yang terbaru tidak tersampaikan, dengan penggunaan layanan ini setiap terjadi update informasi maka akan langsung terkirim sebagai pesan notification, sehingga informasi yang terbaru tidak akan terlewatkan. Layanan Push Notification umumnya banyak diterapkan pada aplikasi mobile seperti Android dan IOS. Untuk penggunaan Sistem Operasi mobile terbesar berdasarkan statcounter untuk tahun 2012 sampai 2016 di Indonesia dikuasi oleh Sistem Operasi Android. Berbasarkan data tersebut pengembangan aplikasi Push Notification ini diterapkan pada Sistem Operasi Andoid sebagai pangsa pasar terbesar saat ini. SUMMARYAlthough immediate notification of a case is crucial for epidemic control, clinicians may delay notification due to uncertainties in diagnosis, reflecting a trade-off between timeliness and the accuracy of surveillance. We assessed this trade-off for four epidemic-prone diseases that require immediate notification of suspected cases: shigellosis, typhoid fever, paratyphoid fever, and cholera in the Korean National Notifiable Disease Surveillance System data for 2001–2007. Timeliness was measured as the time to registration (TR), being the time interval from symptom onset to notification by the clinician to the local public health centre. We introduced a new index, ‘time-accuracy trade-off ratio’ to indicate time saved by clinical vs. laboratory-based notifications. Clinical notifications comprised 34·4% of total notifications, and these showed a shorter median TR than laboratory-based notifications (1–4 days). The trade-off ratio was greatest for shigellosis (3·3 days), and smallest for typhoid fever (0·6 days). A higher trade-off ratio provides stronger evidence for clinical notification without waiting for laboratory confirmation.

In addition to AIDS surveillance, data on HIV infection are necessary to better follow the dynamics of the epidemic. We report the first results of France's mandatory anonymous HIV notification system, which is linked to a virological surveillance of recent HIV infections and of circulating HIV types, groups and subtypes. HIV notifications are initiated by microbiologists who create an anonymous code of patient's identity. Clinicians complete the notification form with epidemiological and clinical data. Notifications are sent to the local health authorities and passed to the Institut de Veille Sanitaire (InVS).

The outbreak of the coronavirus disease (COVID-19), caused by severe acute respiratory syndrome coronavirus 2, spread worldwide after its emergence in China. Whether rich or poor, all nations are struggling to cope with this new global health crisis. The speed of the threat’s emergence and the quick response required from public health authorities and the public itself makes evident the need for a major reform in pandemic surveillance and notification systems. The development and implementation of a graded, individual-level pandemic notification system could be an effective tool to combat future threats of epidemics. This paper describes a prototype model of such a notification system and its potential advantages and challenges for implementation. Similar to other emergency alerts, this system would include a number of threat levels (level 1-5) with a higher level indicating increasing severity and intensity of safety measures (eg, level 1: general hygiene, level 2: enhanced hygiene, level 3: physical distancing, level 4: shelter in place, and level 5: lockdown). The notifications would be transmitted to cellular devices via text message (for lower threat levels) or push notification (for higher threat levels). The notification system would allow the public to be informed about the threat level in real time and act accordingly in an organized manner. New Zealand and the United Kingdom have recently launched similar alert systems designed to coordinate the ongoing COVID-19 pandemic response more efficiently. Implementing such a system, however, faces multiple challenges. Extensive preparation and coordination among all levels of government and relevant sectors are required. Additionally, such systems may be effective primarily in countries where there exists at least moderate trust in government. Advance and ongoing public education about the nature of the system and its steps would be an essential part of the system, such that all members of the public understand the meaning of each step in advance, similar to what has been established in systems for other emergency responses. This educational component is of utmost importance to minimize adverse public reaction and unintended consequences. The use of mass media and local communities could be considered where mobile phone penetration is low. The implementation of such a notification system would be more challenging in developing countries for several reasons, including inadequate technology, limited use of data plans, high population density, poverty, mistrust in government, and tendency to ignore or failure to understand the warning messages. Despite the challenges, an individual-level pandemic notification system could provide added benefits by giving an additional route for notification that would be complementary to existing platforms.

Background: Automated Collision Notification (ACN) systems reduce emergency response time to a vehicular crash by immediately alerting a Public Safety Answering Point (PSAP) of the collision and its details.Methods: An operational field test was performed to evaluate the effectiveness and reliability of the ACN system: a total of 874 vehicles were equipped with ACN systems and, for a period of 29 months, all collisions involving these vehicles were included in a study of the automatic notification time. Fifteen collisions of ACN-equipped vehicles registered with a PSAP. Both the time for the ACN notification to be received and the time for a traditional method of notification to be received were recorded for each crash.Results: The ACN notified a PSAP of a collision in an average time of 74.2 seconds and between 79.9 and 456.1 seconds sooner than a traditional notification method (paired mean difference 95 percent confidence interval).Conclusion: The ACN system significantly improves emergency notification time to a motor vehicle crash.

ObjectivesIndia contributes approximately 25% of the ‘missing’ cases of tuberculosis (TB) globally. Even though ~50% of patients with TB are diagnosed and treated within India’s private sector, few are notified to the public healthcare system. India’s TB notification policy mandates that all patients with TB are notified through Nikshay (TB notification portal). We undertook this study in a private hospital to assess the proportion notified and factors affecting TB notifications. We explored barriers and probable solutions to TB notification qualitatively from health provider’s perspective.Study settingPrivate, tertiary care, teaching hospital in Bengaluru, South India.MethodologyThis was a mixed-methods study. Quantitative component comprised a retrospective review of hospital records between 1 January 2015 and 31 December 2017 to determine TB notifications. The qualitative component comprised key informant interviews and focus groups to elicit the barriers and facilitators of TB notification.ResultsOf 3820 patients diagnosed and treated, 885 (23.2%) were notified. Notifications of sputum smear-positive patients were significantly more likely, while notifications of children were less likely. Qualitative analysis yielded themes reflecting the barriers to TB notification and their solutions. Themes related to barriers were: (1) basic diagnostic procedures and treatment promote notification; (2) misconceptions regarding notification and its process are common among healthcare providers; (3) despite a national notification system other factors have prevented notification of all patients; and (4) establishing hospital systems for notification will go a long way in improving notifications.ConclusionsThe proportion of patients with TB notified by the hospital was low. A comprehensive approach both by the hospital management and the national TB programme is necessary for improving notification. This includes improving awareness among healthcare providers about the requirement for TB notifications, establishing a single notification portal in hospital, digitally linking hospital records to Nikshay and designating one person to be responsible for notification.

Summary Objectives: In a group home, caregivers should be aware of the inhabitant’s real-time situation. The aim of our study is to facilitate the awareness of an inhabitant’s situation by means of enhanced sound cues. Methods: We propose an audio notification system that indicates the real-time situation of persons in a group home environment using sound cues instead of visual surveillance. The notification system comprises a prediction and a notification function. The prediction function estimates a person’s real-time situation using a Bayesian network and sensed information; the notification function informs recipients of the predicted situation and the confidence level of the prediction by means of sound cues. We use natural sounds as sound cues. Results: As a first step to examine our system in a group home, we conducted operation and performance tests of each unit under a simple test environment. The correct prediction of the subject’s situation is approximately 90%; further, it is shown that the sound cues should be selected according to their environmental dependence. Conclusions: The results show that the method is useful for monitoring persons. As future study, we will conduct a field test on an implemented system and improve it for practical use in a group home.

This research presents an arrival notification system for paratransit passengers with disabilities. Almost all curb-to-curb paratransit services have a significantly large pickup time window, ranging from 20 to 40 min from the scheduled time and producing substantial passenger waiting times. The arrival notification system presented in this study delivers an automated voice call to a registered user once the paratransit vehicle is in proximity to the pickup location. The system utilizes the Google Traffic application programming interface (API) for the vehicle arrival estimation. Unlike other vehicle arrival notification systems in the state of the practice, the proposed system is compact and does not require additional equipment such as radio transmitting and positioning devices. The proposed system, which uses consumer mobile devices with the Android or iOS platform, is designed to exploit commercial cellular network service (i.e., 3G and 4G-LTE). In addition to the passenger notification, the proposed system provides paratransit drivers with real-time route guidance information developed through the Google Maps API. Field evaluation conducted in Essex County, New Jersey, revealed significant reduction in passenger waiting time. The passenger waiting time was reduced by 15 to 20 min. In addition, the accuracy of the notification system was tested. During the test, in almost all cases, the vehicle arrived 1 min earlier than the proposed arrival time.

AbstractWe evaluated and compared the completeness, timeliness, simplicity, usefulness and flexibility between the former National Tuberculosis (TB) Surveillance System (NTBSS) and the newer Computerised Infectious Disease Reporting System (CIDR). Completeness was assessed by examining the field completion of key variables and median time from diagnosis to notification was calculated to evaluate timeliness. Differences between the two systems on completeness and timeliness were statistically assessed usingχ2and Wilcoxon rank-sum test, respectively. An online questionnaire on simplicity, flexibility and usefulness was sent to key stakeholders. Time and diagnosis-related variables were more complete in NTBSS, while variables on drug susceptibility, HIV and laboratory tests were more complete in CIDR (P< 0.05). The median time notification interval increased significantly in CIDR (P< 0.05). Stakeholders thought that CIDR is simpler (37.5%), more useful (41.7%) and more flexible (29.2%) than NTBSS. This study demonstrated that CIDR did not improve data completeness and decreased timeliness of notification. Simplicity, usefulness and flexibility were improved but qualitative methods should be applied to further explore these results.
