Abstract:
ABSTRACTIn order to shed light on the recent debates that are reinterpreting the role played by organized employers in the development of modern social policy, this paper examines the origin of the system of contributory social insurance during the Weimar period. Contrary to ‘laborist’ accounts of the origin of the modern welfare state that view the working class as the most important protagonist behind the transition from ‘assistance’ to ‘insurance’ policies, this paper argues that employers' dissatisfaction with the means-tested system of unemployment assistance and employers' endorsement of

Abstract:
The Unemployment Insurance (UI) system is the largest general social insurance program for working-age individuals in the United States and currently insures more than 140 million workers against temporary income losses related to unemployment. UI has been the bedrock of U.S. social policy in recessions, but the system has remained largely unchanged since the mid-1970s despite substantial changes in the labor market that include deindustrialization, higher female participation, increases in wage inequality, and technological changes. Our analysis is concerned with the impact of a regionalisation of unemployment insurance (UI) on workers’ preferences, on firms’ profits, and on effciency. The existence and the extent of UI are endogenously derived by maximising an objective function of the state. Three different types of regionalisation are considered which differ with respect to the area the UI objective function is related to, and with respect to the policy variable used to maximise it. It comes to light that workers are always in favour of central UI, while it depends on the type of regionalisation whether or not firms ar

We examine the effects of regionalising the budget of unemployment insurance (UI) on wages, employment, and on UI parameters, which, for their part, determine the agents’ preferences concerning such a reform. A numerical example shows that, under reasonable assumptions, the intuition that the reform would enhance efficiency and improve the economic situation of agents from the low- unemployment region to the disadvantage of agents from the high- unemployment region is not valid in general.

The goal of this dissertation is to illustrate the importance and feasibility of conducting policy evaluations which pay attention to both efficiency and equity. Introducing an equity criterion necessarily involves introducing value judgements, but I suggest that objectivity can be maintained through the adoption of an 'ethically flexible' approach. That is, an analyst can avoid imposing his own particular values by explicitly conducting the evaluation from a number of different ethical positions. This dissertation illustrates the feasibility of an ethically flexible approach by carrying out

In the US, workers must satisfy two requirements to receive unemployment insurance (UI): a tenure requirement of a minimum work spell and a monetary requirement of past minimum earnings. Using discontinuity of UI rules at state borders, we find that the monetary requirement decreases the number of employers and the share of part-time workers, while the tenure requirement has the opposite effect. In a quantitative model, the monetary requirement induces workers to stay longer in unemployment because low-paying jobs are not covered by UI. Since it mitigates moral hazard, the optimal UI design ha
