Abstract:
This study utilised a developed framework to identify the types of research collaborations within a university's entrepreneurial ecosystem and the perception of academics on intra- and inter-departmental collaborations. Using primary and secondary data from the University of Benin (UNIBEN), Nigeria, the secondary data included 151 published articles from the 3rd University of Benin Annual Research Conference, while the primary data consisted of responses from 90 randomly selected academics across 10 faculties. Among the 151 articles, 14 were authored individually, 77 by authors from the same department, 22 by authors from different departments within the same faculty, 7 by authors from different disciplines, 18 involved authors from different universities, 7 from university-industry collaborations, 4 from university-government collaborations, and 2 from international collaborations. The findings revealed a high level of intra- and inter-departmental collaborations but a low level of interdisciplinary and inter-institutional collaborations. Given the promising nature of the university’s entrepreneurial ecosystem, it is recommended that scholars at UNIBEN increase their engagement in interdisciplinary and cross-institutional research collaborations to enhance the university’s innovative capacity and its ranking in research and development. Abstract:
Publishing has transited from traditional to Electronic format making information resources available to users without much subscription. E-publishing is engendered by the introduction of information and communication technology (ICT), this development has brought about increase in the number of scholarly communication in circulation. The awareness and rate of e-publishing differs among faculties, it based on this that this study was carried out to survey the situation of e-publishing and open access of librarians in three federal universities in Southern Nigeria, five research questions were formulated to guide the study. The methodology adopted is descriptive survey, questionnaire was given to a total population of 64 librarians consisting of librarians from the institutions understudy, the data collected from the study shows that though librarians are aware of e-publishing but they have not being publishing as should have been expected in University of Nigeria Nsukka (UNN) out of the 95% that aware of electronic publishing only 30% have published there articles electronically, in University of Lagos (UNILAG) 100% indicated that they have published electronically while in University of Benin (UNIBEN) 45.4% percent indicated yes while 54.5% said they have not published their articles electronically. On availability of open access it was discovered that they have access as a total of 84% from UNN responded Yes, UNILAG 100% said Yes while in UNIBEN 90.9%. The following problems based on their scoring militating against e-publishing and open access in Nigeria. Inadequate power supply; inadequate computer terminals; inadequate funding for subscription payment.

Abstract:
Deodorants are substances formulated for the purpose of eliminating armpit odor but not perspiration. They typically consist of alcohol. When applied, they make the skin acidic, preventing the proliferation of bacteria. This study was carried out with the aim of evaluating the effects of deodorant on microflora of the armpit. The study lasted for one month which was divided into two phases; Phase one consist of two weeks without deodorant usage and phase two consist of two weeks of deodorant usage. Axillae swabs were collected from 20 female students of the University of Benin. Samples were cultured and incubated at 37 °C both aerobically and anaerobically for 24 - 48 hours on Chocolate, Blood and MacConkey agars. The brand of deodorant used was 'Bouquet Deodorant'. Antibiotic susceptibility test was done on nutrient agar using the disc diffusion method of Bauer and Kirby. The isolates identified consist of Staphylococcus albus which was the predominant organism and accounted for 52.4 % and 50 % of the bacteria isolates for the first and second weeks respectively. Other bacteria isolated include Staphylococcus aureus (42.9 % and 46.1 %) and Klebsiella spp. (4.7 % and 3.9 %) respectively for the successive two weeks. All the isolates showed some degree of susceptibility to impenem, gentamycin, ofloxacin, erythromycin, cloxacilin, amoxilillin and clavulanate. Staphylococcus aureus and Klebsiella showed some degree of susceptibility to cefuroxime while Staphylococcus albus was resistant. All the isolated showed some degree of susceptibility to ciprofloxicin while Staphylococcus aureus was resistant. The axillary microflora, predominantly Gram-positive cocci showed a sustained reduction during two weeks usage of deodorant and Gram-negative bacteria were, in general, eliminated.

Abstract:
The aim of this research was to determine the effectiveness of Public-Private Partnership (PPP) in the management of TVET programme in the 21st century. The preferred method of inquiry was the survey research design. A total population of 44 lecturers from the Department of Vocational and Technical Education, University of Benin and Ambrose Alli University was used for the research. The instrument for data collection was a structured questionnaire, validated by two experts. The Cronbach alpha formula was used to determine the instrument reliability; which yielded the coefficient value of 0.87. 20 questionnaire items was administered to the respondents by the researchers. The mean, standard deviation and t-test statistical tools were used for the data analysis. The results of the research showed that PPP to a high extent can influence the optimization of financial resources, provision of qualified manpower, development of curricula and procurement of modern facilities. There was also no significant difference between the mean ratings of TVET lecturers in UNIBEN and AAU regarding the influence of PPP on the effective management of TVET programme in the 21st century. This indicates that TVET lecturers in both institutions have the same perception regarding the influence of PPP on the management of TVET programme. Abstract:
The obligee and obligor of all cost-related commitments in construction contracts are governed by the conditions of contract. Like in all human engagements, risk is inevitable in construction contracts. This exploratory overview examined residual risks associated with payment provisions in Federation Internationale Des Ingenieurs-Consiels (FIDIC) and Joint Contracts Tribunal (JCT) conditions of contract in Nigerian construction industry. The selected payment provisions were advance payment, interim valuation, retention and final payment. The methodology comprises: (i) critical examination of payment provisions, (ii) scenario building of problem situations, (iii) assessing the sensitivity of the provisions to contractual conflict, and (iv) evaluating the effect on construction cost administration. Disbursement and amortization of Advance payment in FIDIC are more secured than JCT. Interim valuation in FIDIC allows the contractor to make claims for delayed issuance of interim certificate but FIDIC does not give the contractor such right because all application for payments must be made by the contractor to the engineer. It would take a contractor in FIDIC-based contract a longer time for maturity of final payment than in JCT-based contract. It is recommended that a contractor in FIDIC-based contract should get retention bond in lieu of deduction of retention money to enhance its liquidity.

Abstract:
Water quality, free/total chlorine (Cl2) and bacteriological standard, determine the shelf life of water in the hands of the consumers. This study was carried out to determine the free/total chlorine, coliform and heterotrophic bacterial profile of Polyethylene Terephthalate (PET) and sachet water sold within and around the University of Benin Campus. PET/sachet water was randomly sampled from sales vendors and transported to the laboratory in ice condition for analysis. Standard microbiological methods have followed the determination of the coliform and heterotrophic bacterial profile of the sampled water. The digital colorimeter methods with N, N Diethyl-P-Phenylene Diamine (DPD) pillow for free chlorine (DPD 1) and total chlorine (DPD 4) determination in water was used. The free chlorine from PET/sachet water samples of UNIBEN, Faithmark, Dandori and Olivia waters were > 0.1 mg/l, falling short of the recommended World Health Organization (WHO) and Center for Disease and Prevention (CDC) permissible limit (0.2 to 0.5 mg/l). The coliform bacterial counts from this study were recorded as <1.8 MPN, which is less than the WHO and CDC recommended permissible limit. Whereas, the Heterotrophic bacterial counts were well above the recommended limit (> 500 cfu/ml). A proper hygienic regime should be employed during the processing, packing, distribution and sales of PET/sachet water to eliminate high levels of heterotrophic bacteria, which may contaminate the water.

Abstract:
Bacteriological and physiochemical analysis were carried out on soil and leacheates using standard scientific methods. A total of 80 samples (soil and leacheates) from waste dumpsites were obtained from 4 sites in Benin City; (University of Benin, Costain Road, University of Benin Teaching Hospital and Government Reservation Area dumpsites). Standard microbiological methods were adopted for bacteria isolation, characterization and identification. Bacillus cereus, Bacillus subtilis, Klebsiella aerogenes, Klebsiella pneumoniae, Escherichia coli, Pseudomonas aeruginosa and Proteus mirabilis were identified from the specimens. The most prevalent isolates from environmental waste were B. subtilis, K. pneumoniae and B. cereus (50% each) while the least were P. aeruginosa, E. coli, P. mirabilis and K. aerogenes (5% each). Bacterial viable count was highest in soil (1.92 X 106 cfu/g) from Costain dumpsites while from leachate samples, bacterial burden was highest in Uniben dumpsite (1.79 X 106 cfu/ml). Physico-chemical analysis of soil and leachate from the four dumpsites included test for pH, electrical conductivity, total dissolved solute, calcium, magnesium, sodium, potassium oxide, nitrogen oxide, chloride, sulphates, carbon, nitrogen, phosphorus, potassium, ammonium chloride, silt and clay. Soils from all dumpsites appeared generally sandy. Statistical analysis was performed using two-way analysis of variance (ANOVA) to locate significant microbial load of micro organisms obtained from dumpsites. Results revealed that there was significant difference between microbial loads in dumpsites (P<0.001).

Abstract:
The influence of perceived organisational justice on the organisational commitment of university academic staff in Edo State, Nigeria was examined in this study. The survey research design was adopted of which Yamane&rsquo;s sample determination formula was then used to determine the sample size of 343 academic staff in three selected universities: University of Benin (UNIBEN), Benin City, Ambrose Alli University (AAU), Ekpoma and Benson Idahosa University (BIU) in Edo State, Nigeria. 343 copies of the structured questionnaire were conveniently distributed via stratified random sampling after which 313 copies were properly filled and retrieved for use. The data collected from the field survey were analysed using descriptive and inferential statistical techniques. The main findings from the study revealed that at a 5% significance level, distributive justice (0.000) and procedural justice (0.000) has a positive significant influence on organisational commitment. This study concludes that organisational justice significantly impacts organisational commitment by 59 % as shown by our empirical finding and thus recommends that administrators of universities should increase and sustain efforts in the fair remuneration of academic staff based on their personal attributes, skills, experience, and professional qualifications, promote fair methods, policies and procedures used to reach decision outcomes/rewards. &nbsp; <strong>Keywords:</strong> Organisational Justice, Distributive Justice, Procedural Justice, Organisational Commitment, and Universities. <strong>&nbsp;</strong> <strong>&nbsp;</strong> <strong>&nbsp;</strong>

L’engagement de l’Union européenne d’agir sur la scène internationale dans le cadre du multilatéralisme onusien fait de l’ONU une organisation avec laquelle l’Union cherche à établir des rapports privilégiés. Entre les deux organisations s’est développée une coopération matérielle importante couvrant la quasi-totalité des domaines d’activités de chacune. L’objet de cette recherche et d’analyser les rapports établis entre les deux institutions dans leur étendue, en dégageant une dynamique d’ensemble. L’approche dynamique est imposée en outre par le caractère évolutif de ces rapports. Ils sont marqués par la nature juridique de l’UE et de l’ONU. S’ils sont régis par le droit des relations entre les organisations internationales, en raison du caractère unique de chacune dans l’ordre juridique international, leurs rapports sont imprégnés d’une importante mesure d’originalité. En tant que rapports entre ensemblesautonomes mais limités par leurs compétences, ils apparaissent en outre comme des rapports fonctionnels, en permettant une articulation des ordres juridiques des deux organisations ainsi que, à travers leur collaboration, une rationalisation des moyens mis à leur disposition par les Etats membres. Dans ce cadre, les deux organisations explorent des modalités de rapports interinstitutionnels inédites entre les organisations internationales<br>With the commitment of the European Union to act on the international scene within theframework of the United Nations’ multilateralism, the latter became an organization with which the EU intends to establish a privileged relationship. The two organizations developed an important field cooperation covering almost all of the areas of their activity. The purpose of this research is to analyze the relations established between the two organizations in their extent, by highlighting their dynamics as a whole. The dynamical approach is imposed as well by the evolutionary character of this relationship. It is shaped by the legal nature of the EU and the UN. If their relationship is governed by the law of the relations between international organizations, because of the unique character of both the EU and the UN in the international legal order, it is also characterized by an important measure of originality. As a relationship between autonomous but limited, by their competences, subjects, it appears to be as well a functional relationship, by allowing an articulation of the legal orders of both organizations and, through their collaboration, a rationalization of the means provided to them by the Member States. In this context, the EU and the UN explore in their relationship new interorganizational modalities

Includes bibliographical references (leaves 88-96).<br>The objective of this paper is to investigate how UNICEF (the United Nations Children's Fund) represents the notion of childhood. A content analysis of 690 photographs as well as an in-depth textual analysis of the most authoritative publications is conducted to decode childhood representations. The methodological approaches are both quantitative (content analysis) and qualitative (textual analysis). The photographic and publications data are obtained from the UNICEF website for the period 1999 to 2003. Inscribed in the visual images are historical western notions of childhood as a blissful stage of life in which passivity and vulnerability are featured. These inscriptions are rooted in technologies of scientific knowledge and myths, which explains therefore their persuasiveness. As regards arguments that development institutions export ideal notions of childhood specific only to western societies, the paper finds that while such ideals certainly are present in the representations, the proper ideal is by no means the sole embodiment of exported notions. Over the last five years, UNICEF has begun to incorporate new views of children as socially competent, valuable social actors in their own right (a school of thought that has begun to be theorised, most notably, by the 'New Sociology of Childhood'). However, the ideas of children as social actors attains a particular meaning in UNICEF texts. Many instances of children's strength and resiliency in third worlds are not represented as constitutive of what the idea of child agency means.

Thesis advisor: Jennifer Erickson<br>What explains why international and regional organizations in some cases choose to cooperate during peacekeeping operations, while in other cases find themselves competing for resources and control? This thesis seeks to explain variation in coordination, competition, and cooperation between international and regional organizations in the area of peacekeeping. In the post-Cold War era, a number of factors—including the proliferation of increasingly capable organizational actors, expansion of mandated tasks, and increasing complexity of conflict—have led to the development of an international peacekeeping “regime complex.” This complex is characterized by multiple international institutions that exhibit overlapping membership, are actively involved in matters of peace and security, and are connected by normative and operative interaction, both official and ad hoc. In some cases, this complex functions smoothly, while in others, it does not. By examining materialist, dependency, and identity factors at work in the peacekeeping regime complex, this thesis explores institutional interaction and the drivers of both rivalry and collaboration in the context of four cases: Democratic Republic of the Congo, Sudan, Mali, and Somalia. I hypothesize that organizations will cooperate when they hold complementary understandings of their roles within the peacekeeping regime complex, but will compete when these identities clash and overlap. Under the Treaty Establishing the European Community, corporations are entitled to free establishment. Recently, the European Court of Justice's Inspire Art decision has clarified its scope and has in principle introduced place of incorporation doctrine as choice-of-law rule, thus granting corporations free choice of the Member State of incorporation. In the US, free choice has caused the "Delaware Effect". This paper analyzes if Inspire Art will cause a similar development in the EU. The EU and US contexts will be compared. Germany will serve as an example. As different circumstances exist in the EU, free choice is more limited and fraught with uncertainties. The thesis of this paper is that regulatory competition in the EU is unlikely and not desirable because of cultural differences. Therefore, minimum harmonization is preferable.

"Brexit marked the beginning of a new era in European trade, with implications for global commerce as the United Kingdom has sought to broaden its import sources for agricultural commodities. Since formally leaving the European Union on January 31, 2020, the United Kingdom has kept strong, but weakening, trade links to the European bloc. This analysis seeks to quantify the degree of change in the trade dynamic across a range of agri-food and related commodity groups. This analysis is done by measuring the difference in trade trends between United Kingdom and the European Union relative to the rest of the world and their average bilateral trade over the last decade. The following is addressed: Do post-Brexit trends for European Union-United Kingdom agri-food trade differ from their trade with the rest of the world? Which product categories experienced the largest relative changes? Key findings include: United Kingdom trade openness is high in agri-food relative to other regions but has contracted since 2016. Relative to trade with the rest of the world, rates of agri-food trade growth in the European Union and the United Kingdom suggest that both regions are diversifying to other trading partners despite observed increases in bilateral trade."--

Abstract:
This rapid review synthesises the literature from academic sources, knowledge institutions, non-governmental organisations (NGOs), and trusted independent media outlets on the challenges small island development states (SIDS) face when they lose correspondent banking relationships (CBRs). The rapid review concludes that, although the loss of CBRs is a global phenomenon, regions with SIDS, such as the Pacific and Caribbean, have seen the highest rates of withdrawals. During the last decade, local and regional banks in SIDS have lost and continue to lose bank accounts at large global banks to a critical level, sometimes having only one or none CBRs with banks in major economies, such as the Unites States, the United Kingdom, the European Union or Australia. This means that local banks have reduced access to financial services related to cross-border financial transactions, impacting on remittances and trade finance.

Abstract:
Current understanding of the cyber postures of China, Russia, the USA and the EU merits re-evaluation. It is often assumed that China and Russia are aligned, yet this is not always the case. Unlike Russia, which has an ongoing focus on information security, China’s official documents incorporate both information security and cybersecurity concerns that are similar to the USA and the EU. Moreover, while often paired, the USA and the EU have differing regulatory structures in cyberspace. Further, both actors increasingly mirror Russian and Chinese concerns about the impact of information warfare on domestic stability. By examining key trends in each actor’s cyber posture, this report identifies points of convergence and divergence. Its conclusions will inform a broader SIPRI project that maps cyber posture trajectories and explores trilateral cyber dynamics among China, Russia and the USA to assist the EU in navigating future cyber escalation and enhancing global cyber stability.

Abstract:
This report provides an overview of cyber risk reduction terminology and regulatory measures within China, Russia, the United States and the European Union. It finds, among other things, that China and Russia excel at clear visuals and steps, yet they also tend to lack linguistic clarity. China, the USA and the EU possess interagency and public–private sector coordination, while facing jurisdictional overlap. China, Russia, the USA and the EU are securing their supply chains, yet China and Russia face challenges with burdensome penalties for non-compliance, and the USA and the EU confront obstacles to enforcement at the state and member-state levels. This report is intended to provide a baseline for engagement among the four actors to strengthen and deconflict their respective cyber risk reduction approaches.
