Abstract:
This paper uses data from a longitudinal, seven-year, cross-national study to explore the translation of a trade union idea. The aim of the paper is to examine and explicate the nature of the translation work undertaken to translate a trade union idea in a multi-organizational setting. In examining how the idea of the learning representative initiative was translated into the New Zealand context we draw upon a narrative analysis to reveal the complexities of the dynamic and ongoing translation of the idea and identify the nature of the translation work required. As such we contribute to the literature on the translation of ideas firstly by explicating the concept of real-time translation work in a novel empirical context, and secondly theoretically, by drawing attention to the distinctive characteristics of trade union translation work. In doing so we argue that translation work in this distinctive socio-political context requires ongoing vigilance and proprietorship of the idea by trade union actors and that such proprietorship is crucial in other cases where translators are coming from subordinate positions.

Abstract:
<p class="p1">The non-strategic role and position of women workers in trade union organization, even in the women-dominated sector, is hardly changed even though the number of women members of trade unions is increasing. Various programs have been carried out to increase the strategic role of women in trade union organizations but so far have not shown significant results. Based on interviews with officers of gender equality programs for trade unions, union leaders and women and men members and literature studies this paper offers an idea of the need for a non-exclusive approach and actively and proportionally involving men in awareness-raising and gender equality programs for trade unions. This idea is based on the fact that in trade unions gender-related program is always left to or only involves women. The strategy in the gender equality awareness and improvement program that only involves women causes the program’s effectiveness to be low because half of the causes of the problem is not involved.</p>

Abstract:
<em>In the process of settling labor-management conflicts, trade unions play a crucial role for employees, employers, and trade unions themselves. According to Law Number 2 of 2004 concerning Industrial Relations Dispute Settlement, disputes about labor relations are settled through Bipartite, Tripatrit (labor relations mediation, conciliation, and arbitration), and if non-litigation legal remedies (apart from arbitration) fail, the matter is then brought before the Industrial Relations Court. Due to its proven effectiveness in resolving commercial conflicts, the combined process (med-arb) idea is thought to facilitate dispute resolution in industrial relations problems. Two issues are addressed in this research: the idea of combined process (med-arb) as it applies to the resolution of labor-union disputes with employers and the idea of legal certainty in the process of using combined process (med-arb) to resolve labor-union disputes with employers.</em>

Abstract:
The purpose of the article is to analyze the development of concepts of European integration in the format of intellectual history. The research methodology is based on the use of methods of specific historical analysis of the current stage of European integration, problem-chronological, structural-functional, and comparative methods. The scientific novelty of the article is due to the coverage of intellectual models of the development of the idea of European integration over a long historical period. This made it possible to show the competition of different models and theories of European integration. Depending on the specific historical situation, we observe the transformation of ideas of European integration from the models of empire, monarchy, republic, federation, and confederation as a union of national states. Conclusions. Intellectually, Europe for most of written history was a single universal space. The idea of a single Europe from the point of view of Freedom and Law is continuous in time. The historical prerequisites of the process of European integration are also questions of historical roots and the evolution of democracy. The formation of a “grand strategy” should take place on an institutional basis. This basis is “eroded” by the dual model of national and transnational politics in the European Union. In the ideal model, the implementation of the “grand strategy” of the European Union should be a consolidated result of the functioning of the national and supranational levels of European Union politics. In real politics, at the stages of formation, adjustment, and implementation, the “grand strategy” faces specific problems. These difficulties manifest themselves both in the common foreign policy of the European Union and in the common defense policy of the European Union. The history of the idea of European integration is an example of the menu of the history of success. The intellectual history of European integration is based on a permanent dialogue between optimistic and skeptical concepts. The consequence of this is the reproduction and development of the European civilization process.

Wilson, George Robert. "Investigating the idea of a European Union minimum wage policy : a socio-legal perspective." Thesis, University of Leeds, 2018. http://etheses.whiterose.ac.uk/22333/.

Full text
Abstract:
This thesis investigates the idea of a European Union (EU) minimum wage policy, exploring what it might look like given the significant obstacles that stand in the way of its realisation. The idea of a minimum wage policy for the EU has a long and varied history and can be traced to the inception of the Single Market. Over the course of European integration, suggestions have been made for the Union to coordinate wages in Member States, against both absolute and relative values. Justifications for intervention have varied but predominately focus on the prevalence of low wage work in Europe. However, the limited competence of the Union to act in the area of pay, coupled with the heterogeneity of industrial relations systems in Member States, makes the realisation of an EU minimum wage at the hands of the Union highly unlikely. In light of these impediments, this thesis articulates an alternative policy. This policy would be instituted by the European social partners and implemented by an 'autonomous' European social partner agreement. Given the scope of social partner agreements, this approach would lead to a more 'transnational' wage policy akin to collective agreements signed between European industry federations and employers' associations organised across national boarders. In outlining the contours of this policy, valuable insights are gained into the operation of the European social dialogue and its potential to serve as an alternative space for societal governance. Furthermore, a potential 'hybrid' regulatory form for such a policy is suggested - between an autonomous agreement and 'new' governance processes - that would improve the effectiveness of its implementation.

Abstract:
The thesis examines the emergence of a new idea--trade union investment funds. The thesis looks at their establishment in Sweden, Italy and Quebec in the years 1983-84. The thesis aims to compare these three funds, the first three in the developed countries, and attempts to explain the reason for the important differences between the funds. The thesis situates the funds within the overall concept of economic democracy and traces a brief historical sketch of the development of this idea. The evolution of the general fund idea is exposed as is the debate over the significance of the funds in intellectual, political and union circles. The thesis examines whether the funds, particularly the Swedish version, represent a step forward towards socialism, yet a further integration of the working class into advanced capitalist society or an attack on democratic pluralism.

Stockman, Christian. "A novel idea : the role of the Temporary Committee on Climate Change in the European Parliament and the European Union." Thesis, University of British Columbia, 2009. http://hdl.handle.net/2429/13763.

Full text
Abstract:
This thesis focuses on the European Parliament’s Temporary Committee on Climate Change and its function as a political actor in the context of European governance. It illuminates the role of the Committee as a policy-shaping instrument vis-à-vis standing parliamentary committees and elaborates on the significance of its actorness within the EU. The CLIM Committee’s unique horizontal mandate, ability to cut across typical institutional boundaries and considerable influence allowed it to achieve its political objectives. A discussion about CLIM’s creation is presented in the context of institutional spillover, as a dominant aspect of the neo-functional theoretical framework of European integration. An examination of the organization and structure of EP’s committee system as well as the EP’s position in the EU provides a foundation for analysis and evaluation of its accomplishments. The dialogue surrounding the publication of CLIM’s groundbreaking final report also helps to shed light on how the Committee greatly influenced climate change policy in the EU. In addition, CLIM’s innovative structure and operation fostered cooperation between committees that was previously unheard of. This resulted in a new paradigm for information gathering and the addressing of multidisciplinary issues such as climate change that can only be tackled on a supranational plane.

Jones, Isaiah E. "The Mystical Union of Infant Baptism: How Baptists Contributed to the Idea of Race by Their Rejection of Infant Baptism." DigitalCommons@USU, 2015. https://digitalcommons.usu.edu/etd/4514.

Full text
Abstract:
In the first three centuries CE, the sacrament of baptism proved to be a universal tool which united people beyond age, race, or ethnicity as we understand it today. To put it simply, the theological meaning of baptism was reinforced by the sacrament of infant baptism. That is to say that the Christian faith was for all, irrespective of one’s race, age, or social-status. This openness to Christianity changed in the early modern period. In the seventeenth century the Baptists rejected infant baptism, for a more rational faith based on Enlightenment and Romantic assumptions. What the Baptists did not realize was just how embedded the social, political, economic, and other forms of human meaning and understanding were rooted in the sacrament of infant baptism. This thesis is an intellectual and social history on how Baptists contributed to the idea of race in the eighteenth and nineteenth centuries by their rejection of infant baptism. By the eighteenth and nineteenth centuries Southern Baptists created a theology that supported racial superiority in North America. Once radical Protestant groups such as the Baptists rejected the inclusive baptismal theology of Irenaeus Lyon and Origen of Alexandria by leaving the Church of England, the incarnational and communal elements that once united Christianity would lead to racial divisions within Christian denominations in the modern period. Consequently, by rejecting the classical understanding of baptism-salvation, many Baptists looked elsewhere than baptism or religion for their identity and now looked to novel notions of species and race. These innovative explanations of identity outside of baptism led to racial superiority within North American Christendom in the eighteenth and nineteenth century. For the purpose of this study, I shall look at second century CE theologians Irenaeus of Lyons (130-202 CE) and Origen of Alexandria (184-254 CE) and compare their thoughts to the theological interpretation of John Smyth of Nottinghamshire (1570-1612 CE), and how his theological approach indirectly contributed to the idea of racial superiority (i.e. skin color) within early North American Christendom.

Abstract:
<p>The aim of this essay is to clarify if there is an ideological difference within the political area of foreign policy of the United States. The question that will be answered is: Is the American foreign policy coloured by different ideologies, or has that area of politics become an arena without ideology differences?</p><p>In order to answer the question, the method used in this essay is idea analysis using ideal types as analytical instrument. The texts that are being analysed are the State of the Union Addresses of four American presidents. The presidents are Carter, Reagan, Bush and Clinton and each president give this speech once a year. The presidents are chosen due to the fact that their presidencies follow each other and are as recently in time as possible.</p><p>After analysing all of the speeches and considering the surrounding circumstances, like the Cold War, I came to the conclusion that there is no ideological difference within foreign policy of the United States of America. Some areas of foreign policy, however, show more or less connotations to either idealism or realism. Even tough ideology plays a part; there is no difference between the liberal party and the conservative party.</p>

Germane, Marina. "The history of the idea of Latvians as a civic nation, 1850-1940." Thesis, University of Glasgow, 2013. http://theses.gla.ac.uk/4382/.

Full text
Abstract:
This thesis challenges the customary approach of studying the latent ethnic conflict in Latvia exclusively through the prism of post-Soviet studies, looking for the causes of societal disaccord in Latvia’s recent past as a Soviet Socialist Republic, when numerous traumas were induced on the eponymous nation, from the deportations of 1940 which robbed the nation of its intelligentsia, to Russification policies that threatened the very existence of the Latvian language and culture, and to mass labour immigration that radically changed the country’s demography and ethnic composition. While recognising that this approach has its own merits, this thesis focuses on another important factor contributing to the present ethnic discord, namely the historical development of the idea of the Latvian nation, especially vis-à-vis ethnic minorities, who have always been present in significant numbers on Latvian territory through the course of modern history. More often than not, the interwar period of Latvian independence and nation-building is discarded by political scientists as bearing purely symbolic meaning and having no real impact on the present. This thesis challenges this widespread assumption and argues that, on the contrary, both the genesis of the idea of the Latvian nation and its interwar experience of statehood are vital to understanding the present-day dynamics. My thesis encompasses the period of Latvian history from the mid-19th century, when Latvians’ national awakening began, to 1940, when the country lost its independence as a result of Soviet annexation. The aim of this thesis is three-fold: first, to challenge the widespread (and historically inaccurate) assumption prevalent in modern Latvia that the idea of the civic nation is something intrinsically alien and unsuitable, imposed on Latvia from above; secondly, to examine the long-forgotten original contributions made to the concept of civic nationalism, and to the whole universalist-particularist dilemma, by Latvian thinkers at the beginning of the 20th century, and to place them in the wider framework of European interwar history and nationalism studies; thirdly, to identify the key issues in majority-minority relations that contributed to the eventual deterioration of minority rights in Latvia prior to World War Two, and, to a certain extent, to the demise of parliamentarian democracy in 1934. These issues (divided into three principal clusters: citizenship, language, and education) are then compared to the remarkably similar challenges faced by Latvian society since 1991.

BRUNO, FEDERICO. "ORDOLIBERALISM AND THE REFORM OF THE EUROPEAN ECONOMIC GOVERNANCE DURING THE EURO CRISIS." Doctoral thesis, Università degli Studi di Milano, 2020. http://hdl.handle.net/2434/748061.

Full text
Abstract:
The thesis aims at investigating the influence of Ordoliberalism, a German variant of Neoliberalism, in the reforms of the European economic governance undertaken during the crisis. The influence of the ordoliberal ideology has become, in the last years, a contentious topic: part of the literature claims that Ordoliberalism did influence the actions of the German government in the years of the crisis, while another part denies that this ideology played any significant role. This thesis aims to contribute to this debate. The thesis is divided in two parts. The first one is theoretical and reconstructs the ordoliberal ideology relying on Michael Freeden’s morphological approach. The second part is empirical and uses the methodologies of political science to trace the influence of this ideology in the European crisis politics.

Abstract:
The beginnings of the European Union were very vigorous, because all the European politiciansliked this brilliant idea very much, according to them, and they were all extremely excited by thisnew "populist" attitude. This idea was prepared to withstand the pressures and strong Americaninfluence. They wanted to create a third pole in the bipolar situation of international relations, namely USA BS. This would give the Europeans a common European position in the field ofinternal and external politics, a common European economic, social and social development.Understanding and agreement should have been the watchword of the United Europe, but thesituation after the formation of the EU brought a series of problems and misunderstanding issuesfor the European camp, where everyone thought that the past and its problems between theEuropean states had been forgotten and that it was thought that they were walking on the righttracks, but these are prevailing a lot in bilateral and multilateral relations between European states. The exit of Great Britain from the EU has greatly confused this confusing situation, where othercountries, such as: Poland, Hungary, Sweden, are seeking exit from this union, which wouldpractically lead to the total collapse of the EU . Therefore, in my article I will talk extensivelyabout the reasons for this fear and the ways that can lead to the salvation of the EU. It will alsotalk about the progress of the political trend of populism in Europe, the coming to power ofpopulist parties and how this can be prevented in the future. This could be fatal for the future ofthe European Union and Europe in general, because it could result in the disintegration of the EU.

Abstract:
Leaders of Russia, Belarus, and Kazakhstan which are the countries of disintegrated Soviet Union signed an agreement in order to establish a Union named Eurasian Economic Union on the date of 29 May 2014. With this attempt Russia wants to protect its former penetration on former Soviet geography by providing economic integration. Positive messages upon the membership of Turkey to Eurasia Economic Union were given at Eurasia Economic Union meeting which was held in Ankara in January mid-2015 and hosted by Andrey Karlov, Ambassador of Russia. Nursultan Nazarbayev, who is the pioneer of this idea, has stressed that Turkey should be a member of the Community several times before now. The idea of Sergey Markov, who is the point man of Putin as “Turkey should enter Eurasia Union not European Union, it can gain strength in this way”, is void within the scope of international agreements which Turkey signed with European Union and of the rules of WTO. Erdoğan, Prime Minister of the relevant term said Putin that “Take Turkey into Shanghai Cooperation Organization and ease our difficulty”; in Russian- Turkey peak held on 23 November 2013 in St. Petersburg province of Russia. This explanation is not possible in terms of international law. Explanation of Zeybekçi, Minister of Economy as “Eurasia Customs Union is a must for Turkey. We have to be there” is not realistic. In our paper we will deal and explain why Turkey cannot enter Eurasia Customs Union and why an axial dislocation cannot occur in Turkey.

Abstract:
The European civil service, a remarkably intricate institution in contemporary law, presents a fascinating subject for analysis and holds significant implications for our understanding of public administration. Its complexity, far from being a barrier, is a gateway to a deeper comprehension of its functioning. Analysing the principal regulations regarding public office and civil servants in different states of Europe reveals several similarities and relevant differences, further adding to the intrigue of this study. In Europe, there are two groups of countries where the public function differs. The first group comprises countries with traditional and stable professional civil servants, relatively independent from politics. These countries are some EU member states and others located in the so-called European Economic Area. The second group of countries, the ex-communist ones, face unique challenges. In these countries, there are no apparent distinctions between the apparatus of political parties, the public administration and the idea of the state as an independent reality. The countries in the second category are striving to develop new public service systems, a task that is not without its difficulties, to align themselves with the first group of countries. We aim to uncover an ideal model for regulating public function. This model would ideally ensure a balance between political influence and professional independence, promote meritocracy, and maintain a high level of public trust. We will achieve this by comparing how states establish norms applicable to it, a model that we hope to find in as many European administrative systems as possible through future reforms.

Abstract:
In recent years, the European Union has been facing a number of challenges that it is finding it increasingly difficult to overcome. Most EU member states are facing a crisis of confidence in Europe and its institutions, and at the same time nationalist political parties and ideas are developing more and more, leading to a weakening of European solidarity. Eastern European countries weakened awareness of the collective interest. The common values that existed until then have become “diluted”, because different understandings of the nature of the state have emerged, as well as different views on international politics. At the same time, support for European integration among citizens has been declining, and fewer and fewer have seen membership as good and can bring significant benefits. Today, the idea of a united EU is in crisis and that is precisely the cause of the crisis the Union is facing.

The Organization of the Eurasian Economic Union (EAEU) is the first real attempt to conduct integration processes in the post-soviet space among several states. However, the question of its expansion at the expense of other states remains open, as well as the further deepening of relations within the Union and the improvement of the mechanisms for integrating the economies of the member states. In this regard, the analysis of the state of economic relations is carried out and the ways of solving some aspects of the coming period are shown. The main idea of solving the problems of the Union is the gradual and effective development of standards for economic relations.

Abstract:
The appearance of Soviet Russia in the international arena in 1917 was one, but not the only factor that contributed to the further development of the idea of European integration. German supporters of the unification of Europe after the First World War were attracted by the economic and political aspects of the European idea, in the development of which they themselves took an active part. In particular, it was proposed to create a pan-European economic zone, which included as an "indispensable complement" the "joint economic exploitation of pan-European colonies", most of which were in Africa. The German Foreign Ministry, headed by G. Stresemann, supported the project of a federal union of Europe. After the Second World War, the supporters of European integration in Germany, which was divided into occupation zones, hoped with the help of membership in the proposed European Federal Union to solve a number of national tasks, the main of which was the reunification of Germany.

Abstract:
One of the leading Western Ukrainian diaspora journals – London «Liberation Way», founded in January 1949, has become the subject of the study for the first time in journalism. Archival documents and materials of the Ukrainian Publishing Union in London and the British National Library (British Library) were also observed. The peculiarities of the magazine’s formation and the specifics of the editorial policy, founders and publishers are clarified. A group of OUN members who survived Hitler’s concentration camps and ended up in Great Britain after the end of World War II initiated the foundation of the magazine. Until April 1951, including issue 42, the Board of Foreign Parts of the Organization of Ukrainian Nationalists were the publishers of the magazine. From 1951 to the beginning of 2000 it was a socio-political monthly of the Ukrainian Publishing Union. From the mid-60’s of the twentieth century – a socio-political and scientific-literary monthly. In analyzing the programmatic principles of the magazine, the most acute issues of the Ukrainian national liberation movement, which have long separated the forces of Ukrainian emigration and from which the founders and publishers of the magazine from the beginning had clearly defined positions, namely: ideology of Ukrainian nationalism, the idea of unity of Ukraine and Ukrainians, internal inter-party struggle among Ukrainian emigrants have been singled out. The review and systematization of the thematic palette of the magazine’s publications makes it possible to distinguish the following main semantic accents: the formation of the nationalist movement in exile; historical Ukrainian themes; the situation in sub-Soviet Ukraine; the problem of the unity of Ukrainians in the Western diaspora; mission and tasks of Ukrainian emigration in the context of its responsibilities to the Motherland. It also particularizes the peculiarities of the formation of the author’s assets of the magazine and its place in the history of Ukrainian national journalism.

Herbert, Siân. Donor Support to Electoral Cycles. Institute of Development Studies (IDS), 2021. http://dx.doi.org/10.19088/k4d.2021.043.

Abstract:
This rapid literature review explains the stages of an election cycle, and how donors provide support to electoral cycles. It draws mainly on policy guidance websites and papers due to the questions of this review and the level of analysis taken (global-level, donor-level). It focuses on publications from the last five years, and/or current/forthcoming donor strategies. The electoral cycle and its stages are well-established policy concepts for which there is widespread acceptance and use. Donor support to electoral cycles (through electoral assistance and electoral observation) is extremely widespread, and the dominant donors in this area are the multilateral organisations like the United Nations (UN) and the European Union (EU), and also the United States (US). While almost all bilateral donors also carry out some work in this area, “almost all major electoral support programmes are provided jointly with international partners” (DFID, 2014, p.5). Bilateral donors may provide broader support to democratic governance initiatives, which may not be framed as electoral assistance, but may contribute to the wider enabling environment. All of the donors reviewed in this query emphasise that their programmes are designed according to the local context and needs, and thus, beyond the big actors - EU, UN and US, there is little overarching information on what the donors do in this area. While there is a significant literature base in the broad area of electoral support, it tends to be focussed at the country, programme, or thematic, level, rather than at the global, or donor, level taken by this paper. There was a peak in global-level publications on this subject around 2006, the year the electoral cycle model was published by the European Commission, International Institute for Democracy and Electoral Assistance (International IDEA), and United Nations Development Programme (UNDP). This review concludes by providing examples of the electoral assistance work carried out by five donors (UN, EU, US, UK and Germany).

In the article rare editions of magazine type are first probed for peasants which nursed in an environment the Ukrainian emigrants in the first post-war years on territory of the American area of occupation in Germany, and also in the USA. Separately paid regard to mision role of magazines in the association of the nebulized peasants round a desire to apply the obtained previous experience and knowledge on strange land, to present the world the Ukrainian peasantry as labour productive force and also round the idea of fight for independence, joining in with political activity of «old» parties and organizations which actively functioned in the environment of the Ukrainian emigrants. Outlined problem of magazines for peasants, and also sil’vetki of separate authors. In the repertoire of the Ukrainian emigrant press professional editions for peasants occupy an insignificant percent. But their appearance and functioning testify to the desire of certain part of wanderers – natives from villages, which got the special trade education, and also conscious group of peasants which tested tortures and humiliations as a result of violent collectivization, to unite the efforts for future effective economic labour in Ukraine, as emigration was at that time examined in their environment as the temporal phenomenon. De autre part, the creators of this periodicals did not hide the purpose of distribution of the purchased knowledges and experience in the countries of migration. Publishers at mediation of magazines formed soil for creation of political party, which would unite the unions of the Ukrainian peasants-emigrants (farmers), which got organized in camps for the moved persons. Soon, in 1948, party of liberal direction – Union of earths of cathedral Ukraine is was created in Ashaffenburzi (Germany) and on convention in New Wales (in 1950) renamed on Peasant party. Greater part of problem of magazines «the Ukrainian owner», «Ukrainian peasant», «Rural owner», was inferior preparation to realization of this emigrant project. A separate place belongs to the magazine «the Ukrainian manager», the release of which, without regard to influences of mel’nikivskogo wing OUN, managed from the first to the last number to dissociate oneself from a policy, save popular scientific status agrarian-economic direction. Even publications the main theme of number is violated in which, for example, criticism of a collective farm system the USSR or analysis of economic problems of socialism, scientific arguments is marked and by the unprejudice of author. Functioning in the environment of emigration of «rural» periodicals is dictated a desire to combine effort peasants for a maintenance and increase of professional level, to send them in the river-bed of fight for liberation from under the burden of persecutors of the Ukrainian village.

Abstract:
The purpose of this paper is to discuss the status of training policies in Latin America, and to review some new approaches that are shaping the evolution of policies and institutions in the region. The ideas presented here rely heavily on discussions held over the last five years with government, private sector, and union officials in a number of countries in the region about organizational, institutional, and financial changes of training institutions. As such, this paper presents just a snapshot of a very active and lively discussion about training institutions and policies, where new lessons are being learned and new approaches are being developed practically every day. In the first section the authors discuss why and how training policies are a legitimate and important object of public policies. Next, they discuss the institutional structure of the training systems in Latin America at the light of their adequacy to coordinate the acquisition and use of skills by the work force. Training systems in the region have evolved differently from a common original model, mostly as a consequence of the different sets of circumstances and institutional capabilities that governments, the private sector, and unions had in each country. The adoption of the wide set of policies proposed here will be of course a gradual process, and needs to be tailored to the particular circumstances and capabilities each country faces. The findings presented here add up to a wider vision of the tools that policy makers have when trying to provide the population at large with the level and mix of skills needed by workers and firms to create the more productive jobs associated with a more competitive economy.

Abstract:
Free trade areas (and customs unions) were established in a multilateral level since in Article XXIV of the GATT, and that is the legal minimum from which preferential trade agreements are now built. Some say CPTPP is part of a new generation of Free Trade Agreements because it goes deeper in the integration process. The CPTPP Agreement is a 584-page treaty, a very extensive legal instrument with 30 chapters, so when we talk about legal trends it refers to all 30 chapters at first. But it’s not the idea to explain every chapter in this text, not even just the dispute mechanisms, but the legal highlights that make the CPTPP an example of the new structure in international trade law. The CPTPP’s new chapters constitute the actual trade agenda and establish a minimum level of protection on topics not specially linked to trade, but which are now essential to talk about a new configuration of trade agreements, such as investments, intellectual property, e-commerce, among others

Führ, Martin, Julian Schenten, and Silke Kleihauer. Integrating "Green Chemistry" into the Regulatory Framework of European Chemicals Policy. Sonderforschungsgruppe Institutionenanalyse, 2019. http://dx.doi.org/10.46850/sofia.9783941627727.

Full text
Abstract:
20 years ago a concept of “Green Chemistry” was formulated by Paul Anastas and John Warner, aiming at an ambitious agenda to “green” chemical products and processes. Today the concept, laid down in a set of 12 principles, has found support in various arenas. This diffusion was supported by enhancements of the legislative framework; not only in the European Union. Nevertheless industry actors – whilst generally supporting the idea – still see “cost and perception remain barriers to green chemistry uptake”. Thus, the questions arise how additional incentives as well as measures to address the barriers and impediments can be provided. An analysis addressing these questions has to take into account the institutional context for the relevant actors involved in the issue. And it has to reflect the problem perception of the different stakeholders. The supply chain into which the chemicals are distributed are of pivotal importance since they create the demand pull for chemicals designed in accordance with the “Green Chemistry Principles”. Consequently, the scope of this study includes all stages in a chemical’s life-cycle, including the process of designing and producing the final products to which chemical substances contribute. For each stage the most relevant legislative acts, together establishing the regulatory framework of the “chemicals policy” in the EU are analysed. In a nutshell the main elements of the study can be summarized as follows: Green Chemistry (GC) is the utilisation of a set of principles that reduces or eliminates the use or generation of hazardous substances in the design, manufacture and application of chemical products. Besides, reaction efficiency, including energy efficiency, and the use of renewable resources are other motives of Green Chemistry. Putting the GC concept in a broader market context, however, it can only prevail if in the perception of the relevant actors it is linked to tangible business cases. Therefore, the study analyses the product context in which chemistry is to be applied, as well as the substance’s entire life-cycle – in other words, the six stages in product innovation processes): 1. Substance design, 2. Production process, 3. Interaction in the supply chain, 4. Product design, 5. Use phase and 6. After use phase of the product (towards a “circular economy”). The report presents an overview to what extent the existing framework, i.e. legislation and the wider institutional context along the six stages, is setting incentives for actors to adequately address problematic substances and their potential impacts, including the learning processes intended to invoke creativity of various actors to solve challenges posed by these substances. In this respect, measured against the GC and Learning Process assessment criteria, the study identified shortcomings (“delta”) at each stage of product innovation. Some criteria are covered by the regulatory framework and to a relevant extent implemented by the actors. With respect to those criteria, there is thus no priority need for further action. Other criteria are only to a certain degree covered by the regulatory framework, due to various and often interlinked reasons. For those criteria, entry points for options to strengthen or further nuance coverage of the respective principle already exist. Most relevant are the deltas with regard to those instruments that influence the design phase; both for the chemical substance as such and for the end-product containing the substance. Due to the multi-tier supply chains, provisions fostering information, communication and cooperation of the various actors are crucial to underpin the learning processes towards the GCP. The policy options aim to tackle these shortcomings in the context of the respective stage in order to support those actors who are willing to change their attitude and their business decisions towards GC. The findings are in general coherence with the strategies to foster GC identified by the Green Chemistry &amp; Commerce Council.

Abstract:
The report examines the impact of the war on the Czech populist Radical Right Freedom and Democracy Party (SDP) and its reaction to the war. Among the countries of the European Union (EU), the Czech Republic has become one of the most outspoken supporters of Ukraine, creating specific discursive opportunities for populist Radical Right actors. The paper investigates the supply and demand side of populist Radical Right politics, focusing on how the party positioned itself to attract support facing the challenge of reading and accommodating new public sentiments. We use qualitative analysis of the social media posts of the party leader Tomio Okamura to show that after the initial hesitant rejection of the Russian invasion, the party (re-)turned to pro-Russian narratives, incorporating the war into its populist nativist discourse and driving the ideas of welfare chauvinism and economic protectionism. Using data from the representative public opinion surveys, we show that the party supporters criticize economic support for Ukraine and the refugees and have the most positive attitudes towards Russia compared to the rest of the electorate. We discuss the potential long-term consequences on the position of the Czech populist Radical Right stressing the economic difficulties and war-related grievances.

The process of economic reform and trade liberalization in Latin America and the Caribbean, under way since the end of the 1980s, has brought about an increasing integration of the countries in the region into the world economy, both in terms of commercial and investment flows. At the same time, Latin American countries have been pursuing the process of deepening economic integration at the subregional level, negotiating trade liberalization at the regional and hemispheric level, as well as engaging in multilateral trade negotiations. Latin American countries are also negotiating cooperation and free trade agreements with other countries and regions of the world, both developing and industrial ones. These developments, as well the emergence of new powerful players on the international arena, such as China and India, represent opportunities but also enormous challenges for Latin America. In facing these challenges, the countries of Latin America and the Caribbean are open to ideas, experiences and good practices that may contribute to their successful integration into an increasingly open and competitive international economy. In this regard, the rich European experience in the process of regional integration over the last decades that has brought about not only mutual trade liberalization, but also the establishment of joint institutions, a common currency as well as political cooperation and a strong component of solidarity among member countries could be of benefit for the region. Moreover, Latin America is an important market for the European Union as it positions itself in global competition and seeks partners for economic as well as political cooperation. With this in mind, in 2002, the Inter-American Development Bank, through the Special Office in Europe and the Integration and Regional Programs Department, through the Institute for the Integration of Latin America and the Caribbean (INTAL), launched the Euro-Latin Study Network on Integration and Trade (ELSNIT). Full text
Abstract:
As a result of the refugee reception crisis in 2015 the advocacy for increasing resettlement numbers in the overall refugee protection framework has gained momentum, as has research on resettlement to the EU. While the UNHCR purports resettlement as a durable solution for the international protection of refugees, resettlement programmes to the European Union are seen as a pillar of the external dimension of the EU’s asylum and migration policies and management. This paper presents and discusses the literature regarding the value transmissions taking place within these programmes. It reviews literature on the European resettlement process – ranging from the selection of refugees to be resettled, the information and training they receive prior to travelling to their new country of residence, their reception upon arrival, their placement and dispersal in the receiving state, as well as programs of private and community sponsorship. The literature shows that even if resettlement can be considered an external dimension of European migration policy, this process does not end at the border. Rather, resettlement entails particular forms of reception, placement and dispersal as well as integration practices that refugees are confronted with once they arrive in their resettlement country. These practices should thus be understood in the context of the resettlement regime as a whole. In this paper we map out where and how values (here understood as ideas about how something should be) and norms (expectations or rules that are socially enforced) are transmitted within this regime. ‘Value transmission’ is here understood in a broad sense, taking into account the values that are directly transmitted through information and education programmes, as well as those informing practices and actors’ decisions. Identifying how norms and values figure in the resettlement regime aid us in further understanding decision making processes, policy making, and the on-the-ground work of practitioners that influence refugees’ lives. An important finding in this literature review is that vulnerability is a central notion in international refugee protection, and even more so in resettlement. Ideas and practices regarding vulnerability are, throughout the resettlement regime, in continuous tension with those of security, integration, and of refugees’ own agency. The literature review and our discussion serve as a point of departure for developing further investigations into the external dimension of value transmission, which in turn can add insights into the role of norms and values in the making and un-making of (external) boundaries/borders.
