The authors hypothesize that union leaders who enter into union-management cooperative programs alternate between cooperative and adversarial behavior: they agree to cooperate in order to avert corporate ruin or obtain benefits, but revert to their adversarial view of labor-management relations when cooperation incurs costs to the union or threatens their control of union members. Analysis of union-management collaboration at the Rath Packing Company between 1978 and 1985 shows that during the life of that program, the union leaders withdrew from and returned to collaboration three times, in response to changes in the cost to the union of continued participation.

Abstract:
This study examines the antecedents and outcomes of labor-management cooperation. Data were drawn from 305 branches of a large unionized Australian-based multinational banking organization. The authors find that perceptions of a cooperative labor relations climate were positively influenced by procedural justice, the union's willingness to adopt an integrative approach to bargaining, and management's willingness to share information freely with the union. The findings also indicate that a cooperative labor-management relationship contributed to higher productivity and improved customer service. In addition, organizational commitment was found to have a positive effect on branch-level productivity and customer service, and union loyalty was associated with lower absenteeism.

ENGLISH ABSTRACT: As the Trade Development and Co-operation Agreement (TDCA) creates competitive challenges and opportunities, labour and capital will seek the highest returns, dri ving out less efficient performances while bolstering more efficient enterprises and industries. This dynamic process of adjustments will continue throughout the implementation of this agreement. The South African government sees the agreement with the European Union as a step towards restructuring the country's economy and making it part of the rapidly changing world economy. This policy view of the South African government will result in those sectors of the economy that are not internationally competitive, receiving no support from government. Consequently these sectors will decrease in time. Of the three agricultural profiles studied, fresh fruit (deciduous fruit) will benefit the most from the TDCA. The most obvious effect the agreement will have on the sector is the saving on customs duties payable on exports to the EU. An estimate on 1997 trade figures revealed that in the short term the deciduous fruit industry will save approximately RI00 million. Over the implementation period of 10 years, the industry will save about Rl billion. After that, savings amounting to approximately R125 million per annum should be possible. The canned fruit sector is an export-driven industry that exports about 90 per cent of its products, 50 per cent of which is exported to the EU. The export tariffs to the EU are very high. As non-EU member, South Africa is the biggest provider of canned fruit to the EU. Some analyses revealed that the total savings in tariffs for the first year of implementation will be R25 million. The industry stands to save approximately R100 million over the implementation period. At the EU's request, South Africa agreed to negotiate a separate Wine and Spirits Agreement. The EU believes that South Africa's continued use of certain "geographical indications" or terms is in breach of Article 23 of the Trade-related Aspects of Intellectual Property Rights (TRIPs) agreement. The quotas granted by the EU on wine and sparkling wine cover 79 per cent of South African exports to the EU. South Africa granted the EU a 0.26 million litre quota for sparkling wine and a 1 million-litre quota for bottled wine. SA will phase out the use of the terms "port", "sherry", "grappa", ouzo", "korn" , "jagertee" and "pacharan" over agreed time periods. The issue will be taken to the WTO for a ruling in this regard. The EU has agreed to grant SA a duty-free tariff quota for wine but has suspended the tariff quota until the Wine and Spirits agreement has been signed. The EU will also provide financial assistance of 15 million ECU to help restructure the SA wine and spirits sector. The South African agricultural industry should take note of the constantly changing international marketing environment. The Free Trade Agreement (FTA) signed with the European Union opens up new markets and enhances existing ones that must be exploited. It is imperative that every role player should evaluate the level of competitiveness of his or her enterprise. Thus the message is very clear: Agricultural production with an international trading view is the only sustainable road to follow.
AFRIKAANSE OPSOMMING: Soos die Handel, Ontwikkelings en Samewerkingsooreenkoms kompeterende geleenthede en uitdagings skep, sal arbeid en kapitaal verskuif na die hoogste opbrengste beskikbaar. In hierdie proses sal daar wegbeweeg word van onvoldoende prestasies en sal effektiewe ondememings en industriee floreer. Hierdie dinarniese proses van herstruktuering sal voortduur regdeur die implementeringsperiode van hierdie handelsooreenkoms. Die Suid Afrikaanse regering beskou die ooreenkoms met die Europese Unie as 'n belangrike stap in die proses om die land se ekonomie te herstrukltureer en so deel te maak van die vinnig veranderende wereld ekonomie. Hierdie regerings beleid sal daartoe lei dat sektore wat nie intemasionaal mededingend is nie, geen ondersteuning vanaf die regering sal ontvang nie. Met tyd sal hierdie sektore verdwyn. Van die drie landbousektore wat bestudeer is, sal vars vrugte (sagte vrugte) die meeste voordeel trek uit die ooreenkoms. ENGLISH ABSTRACT: Since independence in the early 1950's, Africa's overall economic performance compared very unfavourably with those of other regions of the developing world mainly because it attained political independence as a fragmented continent. From this time, the vision of African leaders has been that of regional integration and the creation of the African common market. The vision of a common market which unites Africa's mostly small and fragmented economies would lead to economies of scale, thereby making African countries more competitive. That vision however, has been clouded by the devastation of war, both civil and territorial and corruption which drains the state. Therefore, the importance of regional economic integration is pertinent and more so, the role of Regional Economic Communities as integrative institutions. The African Union, the main institution for political, economic and social integration established the African Economic Community whose main role is to facilitate the regional economic integration process in Africa. Africa's RECs have been designated by the Abuja Treaty as the building blocks for integration and the eventual creation of an African Economic Community. The Abuja Treaty and the Constitutive Act of the African Union provides for the coordination and harmonization of the policies of the Regional Economic Communities. One of the main challenges confronting Africa in its quest for full integration is the rationalisation of regional economic communities. The RECs with their treaties, protocols and agendas are logical institutions to jumpstart Africa's integration. The African Union recognises eight Regional Economic Communities, but the African continent has fourteen inter-governmental organizations (IGOs), all of which are working on regional integration issues. The RECs have had some successes but have not met their objectives of greater production. The RECs need to be revived and the first thing would be to rationalise their structure and their interactions with national governments. Rationalisation has benefits and costs and rationalisation efforts should focus on efficiency and effectiveness. Ultimately, rationalisation would allow Africa to attain the full benefits of integration, particularly growth for trade within and outside Africa. Regional Economic Communities are viewed as pillars of continental integration by the African Union. The strategy of economic emancipation must denote economic development for all African people including grass roots level and there is no doubt that significant challenges exist and must be addressed.
AFRIKAANSE OPSOMMING: Sedert die onafhanlikheid in die vroeë 1950's het die oorgrote ekonomiese groei van Afrika goed vergelyk met die ander onwikkelende streke in die wêreld grotendeels as gevolg van die gefragmenteerde onafhanklikheidswording in Afika as geheel. Vir die eerste keer was die visie van Afrika leiers dit eens dat Afrika streke as een moet integreer asook die daarstelling van een gemeenskaplike mark. Hierdie visie is egter vertroebel deur die verwoesting van oorloë, beide siviel en territoriaal, asook korrupsie, wat 'n staat dreineer. Daarom is die belangrikheid van streeks ekonomiese integrasie steeds belangrik, en nog meer so, die rol van Streeks Ekonomiese Gemeenskappe (REC's) as integrerende instelling. Die Afrika Unie, die hoof instelling vir politieke, ekonomiese en sosiale integrasie het die Afrika Ekonomiese Gemeenskap, wie se hoof taak dit is om die streeks ekonomiese integrasie te fasiliteer, gestig. Afrika se Streeks Ekonomiese Gemeenskappe is aangewys deur die Abuja Verdrag, om as die bouers van integrasie op te tree, met die uiteindelike daarstelling van 'n Afrika Ekonomiese Gemeenskap. Die Afrika Unie erken agt Streeks Ekonomiese Gemeenskappe maar die Afrika kontinent het veertien inter-regerings organisasies (IGO's) wat almal werk aan streeks integrasie kwessies. Die Streeks Ekonomiese Gemeenskappe het 'n sekere mate van sukses behaal, maar het nog nie hulle geteikende groter produksie bereik nie. Die Streeks Ekonomiese Gemeenskappe moet opnuut herleef word en die eerste stap sou wees om te rasionaliseer oor hulle struktuur en die interaksie met nasionale regerings. Rasionalisering het voordele en kostes en pogings behoort te fokus op doeltreffendheid en effektiwiteit. Die uiteinde van rasionalisering sal Afrika die volle voordele van integrasie, veral t.o.v handelsgroei binne en buite Afrika, ervaar. Streeks Ekonomiese Gemeenskappe word beskou, deur die Afrika Unie, as die pilare van kontinentale intergrasie. Die strategie van ekonomiese emansipasie moet 'n aanduiding wees vir ekonomiese ontwikkeling vir al die mense van Afrika, ook op grondvlak, en daar is geen twyfel dat beduidende uitdagings bestaan en dat dit moet aangespreek word.

Numa era de globalização, onde a mobilidade se torna por vezes sinónimo de circularidade, as migrações circulares têm vindo a ser constantemente referenciadas nos discursos políticos da atualidade como um conceito com potencial estratégico, tendo em conta os novos padrões das migrações internacionais. Trata-se de uma estratégia que deve beneficiar tanto os países de origem, como os países de chegada, bem como os migrantes que integram nestes fluxos, fazendo ressurgir as teorias que defendem os benefícios das migrações para o desenvolvimento. Porém, as migrações circulares não geram consenso em termos conceptuais e são estatisticamente invisíveis. Para além disso, segundo autores, são ineficazmente geridas e problematicamente transformadas numa buzzword. A União Europeia constitui um espaço geográfico no qual a circulação interna de indivíduos parece constituir um elemento de coesão, embora com alguns casos pontuais de divergência. Contudo, a circulação de indivíduos provenientes de países terceiros depara-se com o fechamento quase completo das fronteiras externas da União. A cooperação internacional com países terceiros parece falhar pela sua visão política de curto prazo, mas também pela falta de uma framework partilhada para a gestão das migrações, para a construção de parcerias para a mobilidade e para a resolução de incoerências em campos de ação concretos, como o caso das migrações circulares e das parcerias para a mobilidade circular.
In an era of globalization, where mobility seems to become synonymous of circularity, circular migrations has been constantly referenced in current political discourses as a concept with strategic potential, considering the new patterns of international migration. It is a strategy that should benefit both the countries of origin and the countries of arrival as well as the migrants who are part of these flows, bringing back the theories that advocate the benefits of migration for development. However, circular migration doesn't benefit from a consensus in conceptual terms and is statistically invisible. In addition, according to some authors, it is inefficiently managed and problematically transformed into a buzzword. The European Union summarizes a geographical space, which the internal circulation of individuals seems to be an element of cohesion, although with some occasional cases of divergence. However, movement of individuals from third countries is confronted with the blocking of external borders of the Union. International cooperation with third countries fails because of its short-term political vision but also because of the lack of a shared framework for migration management, for the building of partnerships for mobility and for the resolution of inconsistencies, in concrete fields of action, such as the case of circular migrations and partnerships for circular mobility.

Abstract:
The 2008 financial crisis impacted the Caribbean financial sector with declining liquidity and profitability, and return on assets falling to 0.7% from 2.6%. The purpose of this single case study was to explore strategies that credit union executives in Grenada used to consistently maintain profitability. The targeted study population consisted of four credit union executives responsible for operations, administration, and regulations in the financial service cooperative industry in Grenada. The social influence of power theory was the conceptual framework that grounded this study. The data collection process included semistructured interviews and document (annual reports and cooperative society laws) review. Data analysis involved the thematic approach, using word frequency, coding, and text search to identify underlying themes. Themes that emerged from the study included risk management, investment policies, and the influence of executives decisions' on consistent profitability. Study findings may contribute to positive social change by helping credit union executives maintain profitability, resulting in the potential to benefit local communities by supporting projects that improve the quality of life.

Abstract:
This case-study establishes the influences of power-knowledge relationships on capacity-building for sustainability in the European Union Funded ‘Wild Coast Spatial Development Initiative Pilot Programme’ (EU Programme). It aims to capture the lessons learned for capacitybuilding to support nature-based tourism initiatives on the Wild Coast. The EU Programme aimed to achieve economic and social development of previously disadvantaged communities through nature-based tourism enterprises, and to develop capacity of local authorities and communities to support environmental management. The study discusses common trends in thematic categories emerging from the research data, and contextualises research findings in a broader development landscape. This study indicates that power-knowledge relations were reflected in the EU Programme’s development ideology by an exclusionary development approach, which lacked a participatory ethos. This exclusionary approach did not support an enabling environment for capacity-building. This development approach, guiding the programme conceptualization, design and implementation processes, resulted in a programme with unrealistic objectives, time-frames and resource allocations; a programme resisted by provincial and local government. The study provides a causal link between participation, programme relevance, programme ownership, commitment of stakeholders, effective management and capacity-building for sustainable programme implementation. The study argues that the underlying motivation for the exclusionary EU development ideology in the programme is driven by a risk management strategy. This approach allows the EU to hold power in the development process, whereas, an inclusionary participative development methodology would require a more in-depth negotiation with stakeholders, thereby requiring the EU to relinquish existing levels of power and control. This may increase the risk of an unexpected programme design outcome and associated exposure to financial risk. It may also have a significant financial effect on donor countries' consultancies and consultants currently driving the development industry. This study recommends an interactive-participative methodology for programme design and implementation, if an enabling environment for capacity-building is to be created. In addition, all programme stakeholders must share contractual accountability for programme outcomes. This requires a paradigm shift in the EU development ideology to an inclusionary methodology. However, this research suggests that the current EU development approach will not voluntarily change. I, therefore, argue that South Africa needs to develop a legislative framework that will guide donor-funded development programme methodology, to support an enabling environment for capacity-building.

In their highly influential work on the labour market impact of unions termed the collective voice/institutional response model (CVIR), Freeman & Medoff (1984) proposed that whether the unions monopoly or voice face would prevail greatly depended on the unions and managements willingness to compete or cooperate, respectively. However, these authors and the researchers that tested their ideas afterwards neither theorized about nor tested this key moderating condition of a unions impact. The result has been a confusing, mixed and generally inconclusive litany of research findings about the impact of unions at both the individual and organizational levels of analysis. I attempt to resolve this gap in CVIR by using the appropriateness framework (March 1994) to identify when and under what conditions management and unions, along with their members, will respond cooperatively or competitively toward each other. My empirical results are consistent with the idea that management response is a key moderating mechanism of a unions power and thus impact, contributing to zero or negative sum outcomes when management chooses to compete (i.e., union power is exerted in the direction of harmful monopoly effects) and positive sum outcomes when management chooses cooperation (i.e., union power is exerted in the direction of beneficial voice effects). In particular, when environmental cues lead the union and/or unionized employees to believe that management values voice, they will consider cooperation an appropriate response under the circumstances and reciprocate in-kind with other-regarding behaviors. On the other hand, when environmental cues lead the union or unionized employees to believe that management may potentially behave opportunistically, they will consider competition appropriate under the circumstances, and respond in-kind with self-serving, competitive behaviours. Drawing upon the resource-based view of the firm, I argue how a cooperative union-management relationship can be a source of sustainable competitive advantage for the organization (Barney, 1991).

The rationale of the project and the common link is that both Europe and Latin America can learn from their respective experiences on “crisis”, its management and the distributive and democratic implications at national and regional level. AbstractNoninvasive, robust, and reproducible methods to image kidneys are provided by different imaging modalities. A combination of modalities (multimodality) can give better insight into structure and function and to understand the physiology of the kidney. Magnetic resonance imaging can be complemented by a multimodal imaging approach to obtain additional information or include interventional procedures. In the clinic, renal ultrasound has been essential for the diagnosis and management of kidney disease and for the guidance of invasive procedures for a long time. Adapting ultrasound to preclinical requirements and for translational research, the combination with photoacoustic imaging expands the capabilities to obtain anatomical, functional, and molecular information from animal models. This chapter describes the basic concepts of how to image kidneys using different and most appropriate modalities.This chapter is based upon work from the COST Action PARENCHIMA, a community-driven network funded by the European Cooperation in Science and Technology (COST) program of the European Union, which aims to improve the reproducibility and standardization of renal MRI biomarkers. This introduction chapter is complemented by two separate chapters describing the experimental procedure and data analysis.

VERLIFE – “Unified Procedure for Lifetime Assessment of Components and Piping in WWER NPPs during Operation” was developed within the 5th Framework Programme of the European Union in 2003 and later upgraded within the 6th Framework Programme “COVERS – Safety of WWER NPPs” of the European Union in 2008. This Procedure has to fill the gap in original Soviet/Russian Codes and Rules for WWER type NPPs, as these codes were developed only for design and manufacture and were not changed since their second edition in 1989. VERLIFE Procedure is based on these Russian codes but incorporates also new developments in research, mainly in fracture mechanics, and also some principal approaches used in PWR codes. To assure that VERLIFE Procedure will remain a living document, new 3-year IAEA project (in close cooperation with the another project 6th Framework Programme of the European Union “NULIFE – Plant Life Management of NPPs”) has started in 2009. Within this project, upgrading/updating of the VERLIFE procedure is prepared together with the extension by (at least) following procedures: - Leak-before-break concept for WWER NPPs; - No-Break-Area Assessment Procedure for WWER Piping; - Lifetime of reactor pressure vessel internals; - Probabilistic approach for failure and lifetime assessment of WWER reactor pressure vessels and primary piping (including Risk-informed ISI); - Qualification of NDT procedures; - Supports of components and piping; - Monitoring and evaluation of erosion-corrosion damage in piping. Final document, after its approval by expert groups of the IAEA and NULIFE, will be issued as “IAEA/NULIFE Guidelines for Integrity and Lifetime Assessment of Components and Piping in WWER NPPs”. The paper will describe these main principles and also future plans.

Cooperatives are organizations that are managed by partners. The behavior and approaches of the partners related to cooperative management affect the success of the cooperative. This study aimed to determine the following; level of awareness about the cooperative management of members, tasks take trends in the cooperative management who didn’t take task in the cooperative management, members participate in the cooperative management. The data were obtained by face-to-face interviews with the 367 cooperative members in Balıkesir, Bursa and Çanakkale province. Participation of members in the cooperative management of the situation revealed non-parametric statistical methods, logistic regression analysis method and fuzzy paired comparison method were used. 56,25% of the members think as, "states should be effective in reaching decisions on the cooperative". According to logistic regression analysis young partners tend to think that way than older partners. Only 20% of members who didn’t take task in the cooperative management, want to take task in the cooperative management in future. These members follow-up agricultural meetings and use internet for reach agricultural information. 45% of members joined last cooperative management meeting. According to fuzzy paired comparison method, the most influential factor in the choose management decision is “to trust management candidate”.

The Supervisory organ is a compulsory element in the governance structure of the European Structures for Business Association, namely the European Company (Societas Europaea) and the European Cooperative Society (Societas Cooperativa Europaea) that have chosen a two-tier system for their organizations. The organ under consideration presents a hybrid regulatory framework. On the one hand, these are the provisions in the regulations of the European Union, and, on the other, the national law regulations. The organ in question has specific characteristics. Its members are elected by the General meeting. The staff of the first supervisory board may be appointed in the statues. This should apply without prejudice to any employee participation arrangements determined pursuant to Directive 2003/72 / EC. The members of the Supervisory organ are elected for the term specified in the Statute of the association. Their maximum term of office after the expiry mandate date may not exceed six months. The package of powers includes constitutional, authoritative and controlling rights and obligations. The supervisory organ shall elect and dismiss members or an individual member of the management organ. In cases explicitly provided for in the statute of the association, a certain category of legal transactions cannot be concluded by the management organ without the permission of the supervisory organ. Its controlling functions are particularly important. The supervisory organ shall supervise the duties performed by the management organ. It may not itself exercise the power to manage the associations. The supervisory organ may not represent the associations in dealings with third parties. It shall represent the associations in dealings with the management body, or its members, in respect of litigation or the conclusion of contracts. The management organ shall report to the supervisory body at least once every three months on the progress and foreseeable developments of the association’s business, taking into account any information relating to undertakings controlled by the association that may significantly affect the progress of the association business. The members of the Supervisory organ are holders of Civil liability. Its legal basis is the relevant rules in the national law relating to joint stock companies or cooperative organizations in the Member States in which they have registered their office. This liability is based on the possible damage caused by illegal or incorrect acts or actions.

High activity radioactive sources provide great benefit to humanity through their utilization in agriculture, industry, medicine, research and education, and the vast majority are used in well-controlled environments. None-the-less, control has been lost over a small fraction of those sources resulting in accidents of which some had serious — even fatal — consequences. Indeed, accidents and incidents involving radioactive sources indicate that the existing regime for the control of sources needs improvement. Additionally, today’s global security environment requires more determined efforts to properly control radioactive sources. Consequently, the current regimes must be strengthened in order to ensure control over sources that are outside of regulatory control (orphan sources), as well as for sources that are vulnerable to loss, misuse, theft, or malicious use. Besides improving the existing situation, appropriate norms and standards at the national and international levels must continue to be developed to ensure the long-term sustainability of control over radioactive sources. In order to improve the existing situation, concerted national and international efforts are needed and, to some degree, are being implemented to strengthen the safety and security of sources in use, as well as to improve the control of disused sources located at numerous facilities throughout the world. More efforts must also be made to identify, recover, and bring into control orphan sources. The IAEA works closely with Member States to improve the safety and security of radioactive sources worldwide. Besides the IAEA Technical Assistance Programme and Technical Cooperation Fund, donor States provide significant financial contributions to the Nuclear Security Fund and/or direct technical support to other States to recover condition and transfer disused sources into safe and secure storage facilities and to upgrade the physical protection of sources that are in use. Under the USA-Russian Federation-IAEA (“Tripartite”) Initiative, for example, disused sources of a total activity of 2120 TBq (57251 Ci) were recovered and transported into safe and secure storage facilities in six countries of the former Soviet Union. Additionally, physical protection upgrades were performed in thirteen former Soviet Union republics at facilities using or storing high activity radioactive sources. Other donors have also provided funding for projects related to the safety and security of radioactive sources in the same region. Additionally, the EU and other countries are making regular and significant contributions to the IAEA for projects aimed at upgrading the safety and security of radioactive sources in South-Eastern Europe, the Middle East, Asia and Africa. Depending on the status of the radioactive source (in use, disused, or orphan) and the actual technical, safety and security situation, several options exist to ensure the source is properly brought or maintained under control. This paper will describe those options and the systematic approach followed by the IAEA in deciding on the most appropriate actions to take for the high activity sources that need to be recovered or removed from the countries under that request assistance.

Abstract:
The present research aims to understand the current situation of strategic communication and public relations applied in the professional field of fundraising in the cultural heritage environment. It observes the current patterns used in the sector to obtain and generate long-term sustainable funding, through the stimulation of investors and International Cooperation projects from the European Union in line with UNESCO. Two international case studies are compared: Spain and Mexico, through the selection of territorial samples in Malaga and San Luis Potosi. The methodology used is based on a combination of in-depth interviews with key informants and content analysis. In the first instance, the degree of application of communication and public relations tools for strategic purposes to directly attract economic resources to the management of cultural heritage (tangible and intangible) in the region is studied. In line with the results obtained, the current parameters and key indicators of the profile of the fundraising professional in public and private cultural management are presented.
