The potential of “people and place” is assessed as a means to broaden research about regional political actors into key questions about their role in European integration, largely dormant since the European Commission's 2001 White Paper on Governance raised the potential for territorial authorities to bridge EU institutions with territorial civil society. Interviews were conducted with a subset of executives from EU liaison offices performing leading roles in the formation and maintenance of a cluster of cognate networks. A key driver involves differences in their working constraints, assessed

Social policies are central to regional social integration. This article addresses this with the European Union (EU) and the Southern African Development Community (SADC). It considers the part that access to social security, social assistance, health and education services play in facilitating free movement within regions. The article shows that in the EU the formal reality of free movement is substantially curtailed by problems with the portability of and access to social benefits. In SADC migrants' access to social protection and social services show remarkable similarity to the EU. Access

What efforts and policy commitments need to be made, to ensure that higher education in Africa is central to realizing Africa’s development imperatives? Both in Africa and among the development partner community, academics and policy makers recognize the importance of higher education for Africa’s development. Public and private higher education institutions are expanding, boosting enrollments. In the case of media self-coverage, and especially when dealing with media policy issues, media organizations themselves might be affected by them. Hence, media organizations may strategically use their privileged access to the public to promote their own interests, for example by selecting actors and positions that will be publicly heard.
