Seturut

Central to the recent argument from the “unitary executive” is the claim that the unitary executive is consistent with the text and history of the Constitution. But because this veracity and importance of this claim is contested, unitarians also argue that the unitary executive is consistent with democratic theory. This article examines that argument by addressing a question in the political thought of Alexander Hamilton. Although Hamilton was an important defender of an energetic executive, and is associated with an expansive interpretation of executive power, he wrote inThe Federalistthat th

The Bush administration came to office in 2001 determined to return powers to the president lost largely as a result of Watergate. Key to returning those powers is the unitary executive theory of presidential power—a constitutional theory of power developed by conservatives in the Reagan administration meant to offer the president offensive and defensive opportunities when working with an external environment that is polarized and hostile towards the executive branch. While the theory has been a part of each administration from Reagan through Bush II, it is the Bush II administration that has

Abstract Some scholars have judged the Trump presidency to be an ineffective failure by applying theories of presidential power derived from the research of Richard Neustadt, who emphasized the need for presidents to master the task of bargaining with other stakeholders in the American political system to overcome what he saw as the limited potency of unilateral action. Such an approach, however, fails to account for two important considerations: (1) whether Trump’s goals in office were similar to those of other presidents, and (2) whether the Trump presidency was instead organized around the

We study the construction of holonomy loops numerically in a realization-independent model of holonomic quantum computation. The aim is twofold. First, we present our technique of finding the suitable loop in the control manifold for any one-qubit and two-qubit unitary gates. Second, we develop the formalism further and add a penalty term for the length of the loop, thereby aiming to minimize the execution time for the quantum computation. Our method provides a general means by which holonomy loops can be realized in an experimental setup. Since holonomic quantum computation is adiabatic, opti

Our paper probes the question of what can be achieved with respect to the basis $\{\ketz,\keto\}^{\otimes n}$ of $n$ logical qubits, given only a few copies of the unknown states $\ketz$ and $\keto$. A phase-invariant operator is one that is unchanged under the relative phase-shift $\keto \mapsto e^{i \theta}\keto$, for any $\theta$, of all of the $n$ qubits. We show that phase-invariant unitary operators can be implemented exactly with no copies and that phase

AbstractWe introduce maximum-likelihood fragment tomography (MLFT) as an improved circuit cutting technique for running clustered quantum circuits on quantum devices with a limited number of qubits. In addition to minimizing the classical computing overhead of circuit cutting methods, MLFT finds the most likely probability distribution for the output of a quantum circuit, given the measurement data obtained from the circuit’s fragments. We demonstrate the benefits of MLFT for accurately estimating the output of a fragmented quantum circuit with numerical experiments on random unitary circuits.
