Abstract:
This paper consists of a rhetorical interpretation of two essays published fifty years ago, at the beginning of the so-called “Latin American economic school.” Both were written by the Argentinean economist Raúl Prebisch (1901–1986), who was then working at the United Nations Economic Commission for Latin America (ECLA). As the most prominent Latin American economist, Prebisch fostered the construction of a theoretical framework that heavily influenced Latin American development policies after World War II.

Abstract:
This paper analyzes the challenges to eradicate poverty and extreme poverty in Latin America. Moreover, it seeks to understand the recommendations from the Inter-American Commission on Human Rights on this topic. Accordingly, this paper focuses on the United Nations and the Inter-American human rights systems to combat poverty (the legal instruments and monitoring bodies) and the goals states need to follow to better protect economic, social and cultural rights, and to provide an effective access to justice in the Americas.

Abstract Latin America played a crucial role in furthering the cause of human rights at the nascent United Nations (UN) when great powers were mostly interested in limiting the scope to issues of collective security. Following this line of thought, this article aims to understand the Latin American contributions to the promotion of ESCRs in both global and regional debates by tracing the figure of the Chilean diplomat Hernán Santa-Cruz and his efforts as both a drafter of the Universal Declaration of Human Rights (UDHR) and founder of the Economic Commission for Latin America and the Caribbean (ECLAC). In Santa-Cruz’s silhouette we can find a vivid example of Latin American thought regarding social rights, marked by the intersections and contradictions of regional discourses such as social Catholicism, socialist constitutionalism, and developmentalist economic theories.

Abstract:
The paper analyzes the rise of the Latin American-based inertial inflation theory. Starting in the 1950s, various traditions in economics purported to explain the concept of “inflation inertia.” Contributions ranging from Celso Furtado and Mário Henrique Simonsen to James Tobin anticipated key aspects of what later became the inertial inflation hypothesis, building it into either mathematical or conceptual frameworks compatible with the then contemporaneous macroeconomic theory. In doing so, they bridged the analytical gap with the North American developments while maintaining the key features of the CEPAL (United Nations Economic Commission for Latin America and the Caribbean) approach, such as distributional conflicts and local institutional details. These contributions eventually influenced the second moment of the monetarist–structuralist controversy that unraveled in the 1980s. The paper also highlights how later works by structuralist economists gradually stripped the inertial inflation approach of its previous substance and form, thereby unearthing tensions among Latin American structuralists that led to the eventual decline of this research program.

Abstract:
Particularly, beginning the 21st century the Political landscape saliently changed and shifted to debunk the notion of "the end of history" in South America. Several Latin American scholars including Bjorn Hettne, Osvaldo Sunkel, and Philippe De Lombaerde and the international organizations including United Nations for Latin American Economic Commission (UN ECLAC) have paid attention to the left-leaning governments which have eventually governed these states. In this vein, this study (as an initial step for the research proposal) attempts to understand the logic of (new) regionalism under globalism and particularly to contribute to its academic value. This study is mainly approaching the subject from a theoretical foundation in order to understand and then to apply the rationale of politically-oriented regional institutions.

Abstract:
This article analyzes the behavior of gender indicators on the economic, physical, and decision-making autonomy of Latin-American women, based on data compiled and published in 2020 by the Gender Equality Observatory of the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), for 17 countries. Using the HJ-Biplot multivariate technique, it is concluded that the three evaluated areas interact with each other, in such a way that they cannot be interpreted in isolation because their relationships and interdependencies explain the differences in the participation of men and women in the socioeconomic and political environment of the nations in the region. Additionally, it is concluded that in countries such as Guatemala, Honduras, El Salvador, Bolivia, and Ecuador, greater public policy actions are required to seek the economic empowerment of women; while in Brazil, Mexico, and Colombia, laws are necessary to regulate violence against women. It is necessary to continue promoting gender equality in the region as a determinant factor in methodological frameworks and transformational policies to enable moving towards the construction of sustainable societies and economies.

O presente artigo aborda a noção hegemonia dissociada como forma de entender o projeto ideológico da Comissão Econômica para América Latina (CEPAL) nos anos de 1950 a 1960. Entende-se que a CEPAL contribuiu para a construção do pensamento moderno na América Latina ao incentivar a formação de novos pesquisadores e na construção da Teoria do Subdesenvolvimento, corrente teórica que rompe com os escritos advindos das Nações Unidas e que procura explicar a realidade latino-americana a partir de dentro, focando na saída da condição subdesenvolvida por meio da ampliação e construção do parque industrial. Utilizamos os escritos gramscianos para compreender esse momento hegemônico de reorganização dos Estados latino-americanos em que a CEPAL serviu para dar suporte no projeto de desenvolvimento econômico voltado para a supressão da condição de subdesenvolvimento e também como manifestação que se dissocia dos preceitos das Nações Unidas da qual a CEPAL estava subordinada teoricamente. Resumo: Esta tese versa sobre a Economia Política da Cepal (EPC), e a confronta com o trabalho de alguns autores e programas de pesquisa que foram elaborados nos países centrais. Deste percurso, extraem-se elementos para avaliar a atualidade da agenda cepalina e as condições que deveriam balizar sua crítica. Sustenta-se que a EPC detém atualidade e vigor como formulação original e matriz de desdobramentos frutíferos em torno do tema do desenvolvimento econômico. As condições históricas particulares em que a EPC foi originalmente formulada foram importantes para que se pudesse gestar a concepção de sistema centro-periferia ¿ conceito-chave que se mantém atual, cuja recuperação fertilizaria o debate atual acerca do desenvolvimento. Em particular, examinam-se aqui dois programas de pesquisa: o evolucionário schumpeteriano e o neoinstitucionalismo de Douglass North. Em ambos os casos, a contribuição e os limites da retomada contemporânea do tema do desenvolvimento tornam-se mais evidentes quando examinados à luz do enfoque centro-periferia
Abstract: This thesis is about the ECLAC¿s Political Economy (EPE), and compares it with a few research programs and authors whose work has been elaborated in the countries of the developed center. In doing this, the thesis identifies both some issues that allow an evaluation of the topicality of the ECLAC¿s agenda and some guidelines for its critique. We maintain that EPE is topical and strong, as an original work and as a source of fruitful extensions concerning the matter of economic development. The peculiar historical conditions in which EPE was originally conceived were relevant to the construction of the center-periphery system ¿ a key concept that is still topical and that should be used to fertilize the recent debate about development. In particular, we go through two research programs: the Schumpeterian evolutionary approach and Douglass North¿s new institutionalism. In both cases, the contributions and limits of the contemporary debate on development become more evident when seen through the lenses of the center-periphery approach

Resumo: Esta tese estuda a trajetória intelectual de Fernando Fajnzylber com o propósito de recuperar, sistematizar e apresentar uma leitura critica das suas idéias e de seus ideais relacionados a uma estratégia de política industrial e desenvolvimento econômico para a América Latina. Fernando Fajnzylber foi um teórico do desenvolvimento latino-americano e o responsável pela construção do novo enfoque teórico da CEP AL para a década de 1990, que deu origem ao projeto cepalino de "transfonnação produtiva com eqüidade". O elo condutor de sua obra sempre foi a busca pela superação dos entraves ao desenvolvimento econômico e da perene exclusão social na América Latina, isto é, a construção de um modelo de desenvolvimento menos dependente e menos excludente, que conciliasse crescimento com equidade. Sua proposta apresentava-se como alternativa ao projeto neoliberal para a América Latina, contrapondo-se aos teóricos e líderes latino-americanos que aceitaram a inevitabilidade objetiva do neoliberalismo e aderiram intelectualmente ao "pensamento hegemônico". Desta forma, seu legado intelectual nos conduz a refletir não somente sobre crescimento econômico, incorporação de progresso técnico, eficiência nos investimentos, mas sobretudo, distribuição de renda e eqüidade, visto que a justiça social ainda está por ser feita na América Latina
Abstract: This thesis has the purpose of analysing Fernando Fajnzylber's intellectual path, as an attempt of retrieving, systematizing and presenting a critical reading of his ideas and ideals for Latin America's industrial policy and economic development. Fernando Fajnzylber was a Latin American economic development theorist and also the key author of a new approach to ECLAC's (Economic Commission for Latin America and the Caribbean) theory for the 1990's, which evolved into the "productive transformation with equity" project. The thread of his work has always been the search of ways for surpassing the obstacles to Latin American development as much as its everlasting social exclusion, which means the building of a whole new economic model - a less dependant and less excluding one, combining economic growth and social equity. Ris economic mode! proposal has been presented as an alterna tive to the neoliberal project for Latin America, placing itself over against region's theorists and political leaders who faced neoliberalism as something inevitable, joining its "hegemonic economic thought". For this reason, his intellectuallegacy drives us to reflect not only on economic development, absorption of technical progress, investment efficiency, but above all on income distribution and equity, since socialjustice remains to be done in Latin America

Resumo: Esta tese analisa a chamada questão agrária sob o ponto de vista de teorias do desenvolvimento capitalista tardio. As duas teorias tomadas como referência são o estruturalismo latino-americano, que tem sua origem na Comissão Econômica para a América Latina (CEPAL), e o marxismo clássico, que se desenvolve no período imediatamente seguinte ao desaparecimento de Marx e Engels, entre o final do século XIX e a primeira década do século XX. A questão agrária é analisada em cada teoria. E cada enfoque é analisado na sua evolução histórica. O conceito de época histórica é considerado importante para uma compreensão mais ampla dos marcos teóricos presentes em cada elaboração. Ambas teorias são objeto de uma análise comparativa através de temas que atravessam cada enfoque. Dentre eles, tem destaque a relação entre formas de propriedade, relações sociais de produção e progresso técnico. Também se destaca a relação entre a questão agrária e o Estado, entendido como expressão de relações políticas e econômicas de dominação de classes. A modernização capitalista é considerada como tendência econômica, cuja consolidação está condicionada à iniciativa do Estado. Os autores analisados são Raúl Prebisch, Celso Furtado, Karl Kautsky e Vladimir Lenin. O método integra economia política, classes sociais e o Estado. Compreende o desenvolvimento capitalista como um processo histórico contraditório e inclui o debate de sua superação pelo modo de produção socialista
Abstract: This thesis analyzes the so-called agrarian question from the point of view of theories of late capitalist development. The theories taken as reference are the Latin American Structuralism, which has its origin in the Economic Commission for Latin America (ECLAC), and classical Marxism, developped in the period immediately following the disappearance of Marx and Engels, between the late nineteenth century and the first decade of the twentieth century. The agrarian question is analyzed in each theory. And each theory is examined in its historical evolution. The concept of historical epoch is considered important for a fuller understanding of the landmarks in each view. Together they are object of a comparative analysis across themes that run through each approach. Among them, is highlighted the relationship between forms of property, social relations of production and technical progress. It also highlights the relationship between the agrarian question and the State as an expression of political and economic relations of class domination. The capitalist modernization is understood as economic trend, whose consolidation is subject to State initiative. The authors analyzed are Raúl Prebisch, Celso Furtado, Vladimir Lenin and Karl Kautsky. Method integrates political economy, social classes and the State. Comprises capitalist development as a contradictory historical process and includes discussion about the socialist mode of production

Les relations entre les Etats-Unis et l’Amérique latine entre 1988 et 2008 ont connu de nombreux bouleversements et chambardements. Les nombreuses raisons qui en sont les causes ont été abordées dans cette thèse. Après avoir étudié les enjeux théoriques de leurs relations nous nous sommes demandés si la politique étrangère était une politique publique comme les autres. Suite à une comparaison générale nous avons étudié les spécificités de l’aide publique au développement et le cas d’une théorie promue par George Bush Jr qui est la « diplomatie transformationnelle ». Dans un second temps, nous avons étudié les bouleversements diplomatiques apparus dans un certain nombre de pays de cette région du fait de l’arrivée de gouvernements de gauche. Les pages consacrées aux trois programmes élaborés par Washington dans les années 2000 (MCA, les deux plans Colombie et le Plan Merida) montrent leur originalité mais aussi leur application et leurs résultats mitigés tant du point de vue de l’efficacité, de l’efficience que de la consolidation des relations diplomatiques avec les pays de cette région. Enfin, nous avons décrit et analysé l’importance des enjeux énergétiques avec l’Amérique latine pour les Etats-Unis puis développé les raisons qui les poussent à vouloir constituer la ZLEA. Cela démontre l’imbrication des questions économiques, diplomatiques et sécuritaires pour les décideurs américains
The relations between the United States and Latin America between 1988 and 2008 had known a lot of upheavals. The different reasons which were at the origin of that were approached in this dissertation. After having studied the theorical stakes concerning their relations we asked ourself if foreign policy was a classic public policy. Then, we studied development aid’s specificities and a theory promoted by George W. Bush which is the « transformational diplomacy ». In a second part, we studied diplomatical upheavals appeared in some countries of the region, consequence of the election of left wing governments. Pages dedicated to the three programs worked out by Washington during the 2000’s (MCA, both Colombian plans and Merida Initiative) showed the originality but also their application and their reserved results so much from the point of view of the efficiency and the consolidation of the diplomatical relations with the countries of this region. At last, we described and analyzed the importance the energy challenges with Latin America for the United States and developed reasons which urge them to want to constitute the FTAA. This show The interweaving of the economic, diplomatic and security questions for the American decision-makers

Abstract:
Due to the potentially dangerous properties of radioactive material, it is during the transport that the process of nuclear energy and technology uses are prone to nuclear and radiation accidents. Radioactive material hence must be transported with reasonable containers to achieve heat dissipation, confinement of radioactive material, radiation shielding and prevention of nuclear criticality. The key to transport safety lies in the designing and manufacturing quality of the transport containers. Therefore, the safety supervision for transport containers of radioactive material is a guarantee for the environment and the public from nuclear and radiation hazards, also is international general practice. As the most authoritative international organization, International Atomic Energy Agenda (IAEA) draws up and regularly revises safety regulation ‘Regulation for the Safe Transport of Radioactive Material’, which proposes technical indicators for transport containers of radioactive material and responsibility of competent authorities. According to the transport modes, other international organizations, such as International Maritime Organization, International Civil Aviation Organization, International Air Transport Association, United Nations Economic Commission for Europe, enacted related transport safety regulations based on actual needs. This paper introduces the administrative licensing approval process for the transport containers of radioactive material in China and the research on competent authority and approval procedure in American, Russia, France, Canada, Germany and Great Britain. In China, National Nuclear Safe Administration (NNSA) is responsible for the licensing approval for the transport containers of radioactive material, including designing, manufacturing, using and transporting of transport containers. NNSA also organizes and formulates relevant administrative regulations and approval procedures, and has issued administrative regulation ‘Regulation on the Safe Management for the Transport of Radioactive Material’ and a series of administrative rules, management procedures, guide, technical documents and so on. These regulations established the sort management of radioactive materials and the responsibility for competent authority, and also stipulated approval and supervision for transport and transport containers of radioactive materials. While some other countries, such as America, certifies the transport containers of radioactive material to achieve the control. The domestic and overseas research into administrative licensing approval processes for transport containers is in view of the increasing transport of radioactive material among countries and the requirement of international transport. Transport containers with material of high potential risk, such as spent fuel, need to obtain the transport approval from the competent authority of transit or arrival country. Therefore, the research on domestic and other countries licensing management of transport containers of radioactive material, which is not only beneficial to improving the transport safety management of radioactive material in China, but also can promote international transport campaigns of radioactive material..

fter hurricane Dorian and the provision of initial emergency services, the government of The Bahamas asked the Inter-American Development Bank (IDB) to assess the resulting damage, losses and additional costs. The IDB requested the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) for technical assistance with the assessment. The report, Assessment of the Effects and Impacts of HURRICANE DORIAN in THE BAHAMAS, published in August 2020 presents the results in detail (1). It also brings recommendations to guide a resilient reconstruction process that can reduce vulnerabilities and risks for the population and for every sector of the economy. Since 2015, it is the fourth assessment in this kind conducted by IDB and ECLAC in The Bahamas. The Bahamas Country Office Preparedness Recovery and Reconstruction Team (P2RCT) has prepared a visual summary of the Assessment of the Effects and Impacts of HURRICANE DORIAN in THE BAHAMAS. This brief will facilitate the dissemination and awareness of key information related to The Bahamas vulnerability to the effects of natural disasters, as well as emphasize the need to strengthen efforts in policy management and disaster risk management (DRM) to achieve greater levels of resilience and risk mitigation. The HURRICANE DORIAN “AT-A-AGLANCE” Assessment of the Effects and Impacts DALA Visualization document, collects economic data and the most relevant aspects of the work carried out during the field sessions, with IDB and ECLAC experts analysis and recommendations.

Over the last decade, the migration landscape in Latin America and the Caribbean (LAC) has changed significantly. In this context, the socio-economic integration of immigrants is an increasingly high priority on the regional development and policy agenda. For this reason, the Inter-American Development Bank (IDB), the Organisation for Economic Cooperation and Development (OECD), and the United Nations Development Programme (UNDP) have collaborated on this joint exercise that builds on OECDs previous experience in measuring migrant inclusion as well as IDBs expertise in building data around the state of migration in Latin America and the Caribbean, and UNDPs presence on the ground and experience working with national and local governments in the region to advance their development priorities. This report provides a general overview of the state of socio-economic integration of migrants in 12 LAC countries by 2021. It presents a series of quantitative indicators related with, for instance, labor market informality, self-employment, youth employment, school attendance, reading literacy and living conditions. This exercise also relies on selected policy indicators that shed light on the regulatory framework within which migrants integration takes place. The objective is to provide decisionmakers and policymakers in host countries with useful indicators to better understand where the gaps are in terms of migrants integration and to help them identify the areas where they should focus their efforts and scarce resources.

Abstract:
Migration, while certainly not new, is on the increase all over the world. Indeed, the United Nations estimates that from 1990 to 2000 alone, the number of people who left their countries of origin rose by 14 percent, from 154 million to 175 million. The phenomenon is not only growing, but is having an impact on the economies of sending countries and receiving countries alike. The effect is visible in the labor market, income distribution, poverty, economic growth, and such areas as gender, health, education and human rights. In particular, remittances (money that immigrants send to friends or family in their countries of origin) have been growing rapidly throughout the world since the mid-1990s. Official figures in many developing countries show that these currency flows bring in more income than both foreign direct investment (FDI) and international development aid. Studies performed so far in Latin America show that remittance flows have a significant although moderate impact on economic and social development in receiving countries. However, these studies have failed to consider differences associated with the origin of remittances (i.e., North-South remittances versus South-South remittances). They implicitly assume that the impact of remittances is unaffected by the type of corridor through which they come. This document discuss that this assumption could prove to be mistaken if the socioeconomic profile of migrants is directly associated with the country to which they migrate and the kinds of opportunities they find for employment and compensation so as to send money home to families or friends.

The Economic Commission for Latin America and the Caribbean, the Inter-American Development Bank, the United Nations Development Program and the World Bank reiterated their support for the countries of Latin America and the Caribbean to establish the basis for a renewed political consensus focused on achieving the Millennium Development Goals (MDGs). On November 16 and 17, 2003 in the City of Brasilia, the four multilateral agencies joined the government of Brazil in sponsoring an international conference bringing together high-level representatives of governments, parliaments and civil society organizations in the region, and the international community. This publication presents the main conclusions of that meeting, which are expressed in the Brasilia Declaration, a proposal for implementing the MDGs in the region. It also includes the statements made by each of the four heads of state who attended the event, extracts of presentations by high-level representatives of the international institutions that organized the event, and a summary report highlighting the main issues raised during the conference.
