Abstract:
The Eisenhower Administration sought to create a large role for U.S. multinational corporations, who could provide a significant amount of the capital needed for trade expansion and industrial growth. This policy became known as "trade not aid." The trade not aid policy reflected both the fiscal conservatism and ideological beliefs of the Eisenhower Administration. By 1957 Eisenhower shifted to a policy of trade and aid. This study examines three foreign economic policies in the context of American-East Asian relations. It focused primarily on Japan, since that country served as the center of the American regional "workshop economy" concept in Asia. Tracing the development of the trade/aid program, this thesis then compares and contrasts governmental policies with business activity and opinion during the 1950s. It concludes that the foreign economic policy of the Eisenhower Administration contained serious flaws, served the needs of only a few countries in the region, and was weighted heavily toward a military support role rather than economic development. Using these new models, we valued the economic benefit of reduced air pollution due to the Clean Air Act regulations to be over $7 trillion from 1970 to 2000, or 2.1% of aggregate US economic welfare over the period. This does not include the benefits into the future (after 2000) from reduction in mortality due chronic exposure during these years. The economic benefit of those saved mortalities is another $7 trillion using a 3% discount rate. Another calculation is the remaining economic burden of unmitigated pollution levels (actual historical pollution). We estimate this to be approximately $9 trillion over the same period. The $9 trillion burden includes the early mortalities due to chronic exposure to PM before and during this period. While these economic benefits of air pollution regulation are large ($7 trillion), they are considerably less than the $27.6 trillion estimated in EPAs own analysis of the benefits of air pollution regulation. The main difference for our lower estimate is the stock-flow accounting of mortality due to chronic exposure. There are considerable uncertainties in these estimates both because of uncertainties in the relationship between air pollution exposure and the health effects, and in the assumptions needed to value these effects.
In the last 30 to 40 years, an increasing awareness of the link between urban air pollutant levels and negative health effects have led to numerous studies and policies that are targeted towards both understanding the linkage and mitigating its effects. In 1970, the Environmental Protection Agency (EPA) created the Clean Air Act directed at reducing harmful emissions that cause high pollution levels in urban areas. Ever since then, environmental economists and policy makers have attempted to better understand the economic impacts of these regulations through cost and benefit analysis. Towards that end, we have developed a methodology for fully integrating the health effects from exposure to air pollution into a computable general equilibrium economic model. This model represents the first attempt at fully incorporating the economic valuation of air pollution in an integrated economic model that has endogenously built-in consumer demand and preference curves to accurately represent the demand for air pollution health. This framework provides a way to consistently value effects with commonly used approaches for valuing costs of mitigation and to explore uncertainties in these estimates. Furthermore, we also describe a new stock and flow model to track the extra mortalities from chronic exposure to particulate matters. Past frameworks have assumed an immediate relationship between pollution levels and mortality levels. While this is true for mortality due to acute exposure, changes in mortalities from chronic exposure due to a change in pollution levels are only gradually realized and so the full effects on the economy are observed for many years. This new framework allows the tracking of total pollution in-take and its effect on mortality levels

Abstract:
The United States is the only developed nation that fails to provide its citizens with paid parental leave. The lack of parental benefit provision operates to the detriment of individuals and society as a whole by contributing to inequity across gender, race, socioeconomic status, and sexual orientation. As the demographics of the American workforce have changed, public policy has not kept pace. Paid parental leave is associated a number of health, economic, and social benefits. However, the greatest barrier to legislating paid parental leave is the philosophical underpinnings of American politics, specifically the strong current of liberal individualism and absence of maternalism. This thesis examines the policy option space for paid parental leave in the United States and recommends a paid parental leave policy that is gender-neutral and has a combination of three months individual leave and three months of shared leave at 100 percent wage replacement.

Abstract:
For a variety of reasons since 1979, the United States of America has severed all political ties and retreated to a policy of enacting economic sanctions against the Islamic Republic of Iran. Such reasons include security concerns and human rights abuses. Historical research and surveys of economic data suggest that the sanctions have had limited effectiveness on the Iranian economy. Furthermore, the increasing tension between the United States and Iran caused by sanctions would also suggest that the latter is unlikely to curb its foreign policy to suit the interests of the U.S. My research indicates that despite the current malady of issues that define the American-Iranian relationship today, a once prosperous and peaceful partnership existed between the two countries only a short time ago. In conclusion, it will be shown that both countries would be financially and militarily better off if sanctions were eased and their peaceful partnership might be restored.

Abstract:
The effects of the Federal Communications Commission Registration Program of 1977 on the structure of the domestic telecommunications equipment producing industry was evaluated. Econometric analysis and anecdotal evidence were used as the foundation for the investigation. The major hypothesis of the paper was that the FCC Registration Program of 1977 changed the structure of the telecommunications equipment producing industry from a monopoly to an industry characterized by competition. This resulted in a change in the equilibrium price and output in the market place with price decreasing and output increasing. The three major component subsectors, i.e., transmission equipment, switching equipment, and customer premises equipment (CPE) were discussed individually and collectively to determine any differential effects. This was particularly relevant because the FCC Registration Program focussed on CPE. Empirically, the central hypothesis was supported. Also, differential effects in the various subsectors were found.

Abstract:
The Antidumping and Countervailing Duty laws are competition policy instruments with which the United States ostensibly seeks to promote the role of market forces, enhance competition and thereby uphold the post-war international economic order. However, through a combination of administrative pragmatism and statutory emendation, these trade laws have evolved into instruments with which the United States impedes market forces and insulates its domestic economy from the very competition these laws supposedly aim to encourage. This is a paradox. Important political issues arise from this paradox which are obscured by the traditional methods of examining trade policy. This dissertation demonstrates that the political aspects can be made apparent if the laws are thought of as instruments of economic statecraft. Through an original application of the theoretical framework David Baldwin has developed in Economic Statecraft, it is argued that the trade remedy laws utilize state power for the purpose of changing the behaviour, beliefs, policies and propensities to act of foreign governments or firms. By examining the detail inherent in the two statutes it is demonstrated that far from compelling foreigners to abide by market forces and undertake competitive trade practices, the US penalizes them for doing so. On the pretext that foreigners' trade practices are "unfair", the US is compelling them to engage in genuinely anticompetitive practices. Competition is the central mechanism of the post-war international trade system. Therefore, the United States is undermining that order with its use of these instruments of statecraft. Further, remedy policy is generating political conflict between the US and its major trading partners because there is fundamental disagreement as to the normal and appropriate role for governments and firms to play in a modern market economy. Differences of opinion about what is "unfair" in this context arise, as is demonstrated, on political grounds rather than economic ones.

Human trafficking is an international crisis which has emerged as a human rights issue of the highest priority for many nations. This is not a new occurrence, although the onset of globalization has provoked increased intensity in this international crime. Recent studies, including the U.S. State Department's 2009 Trafficking in Persons Report have predicted that the recent global economic crisis will inflate these numbers to an even larger number of victims. This thesis will investigate these phenomena ultimately asking: Do immigration policies and economic conditions contribute to the recent proliferation in cases of human trafficking for labor purposes? Moreover with the recent global economic crisis, has consumer demand affected an increase in cheap migrant labor furthering vulnerabilities that create prime situations for human trafficking and forced labor? This thesis will investigate these questions by focusing on the geographic parameters of the United States and Mexico due to their physical proximity and the history of immigration between these neighboring countries.

Abstract:
For almost 40 years, scholars have sought to determine how elections affect the economy. Recently, certain studies have focused on the effect of political uncertainty on the economy. This paper focuses specifically on the effect of political uncertainty on business investment. We use 30 years of data from the U.S. states to show that policy uncertainty leads to significant declines in business fixed investment, sometimes referred to as “irreversible investment.” Moreover, we find that the magnitude of the decline in investment depends on the level of policy uncertainty. These results support predictions for “Electoral Investment Theory” and the existence of reverse political business cycles more generally.

Abstract:
Over the past 30 years there has been an increase in socioeconomic inequities between Black and White persons in the United States. Some research suggests that political ideology, which in turn impacts political competition levels, may at least partially explain these disparities, though the body of academic literature in this area is sparse. Little is known about how Black political ideology is formed by perceptions of inequality. The purpose of this study was to examine the phenomenon of Black political ideology, political competition, and socioeconomic status to determine how political competition relates to social inequities between Blacks and Whites. The theoretical framework of the study was Lockean social contract theory. The overarching question guiding this study explored how competition could better defend natural rights to reduce social disparities and the obligations of government to equally protect, similarly to the protections of government historically extended to Whites. Multiple and multivariate regression models were developed using data from the 2010 General Social Survey, the 2010 American Community Survey, and the presidential election results of 2008. Results showed no significant relationship between Black beliefs of inequality with Black political ideology and that high political competition rates might contribute to the increasing Black/White socioeconomic gaps. Contrary to economic competition models developed through Locke's social contract, there was no evidence that political competition reduces socioeconomic inequities between Blacks and Whites. The implications for positive social change include education of policy makers that higher political competition rates in their states contribute to lower socioeconomic outcomes for Blacks.

This dissertation contributes to the literature on urban development politics. It takes a normative ideal, democratic urban governance, out of the esoteric realm of academic debate and applies it to a critical case study which concerns the most financially consequential area of urban policy, that of urban economic development. The principal elements of democratic urban governance are described, examined, and reconstructed as a framework for evaluating the policy making potentials in the present case. Beyond its academic contribution, this dissertation provides developmental policy makers with an intellectually sound basis for considering, more candidly and more directly, issues concerning democracy and governance.

Canadian border security policies are largely shaped by the asymmetrical relationship that exists between Canada and the United States. American markets are the primary destination for over eighty percent of Canadian exports, creating an economic dependence highlighted in the days following 9/11. As wait times at the American border extended to sixteen hours the importance of the shared border came sharply into focus. To ensure Canada‟s economic security the Canadian government needed to develop policies that would satisfy the American need for physical security and the Canadian need for economic security. This thesis applies John Kingdon‟s policy streams model to demonstrate and explain the subsequent development of Canadian border security policies. It also examines the institutional context for border security policies and examines two case studies: the Container Security Initiative and NEXUS.

The United States Information Agency played a significant role in spreading political education throughout Ethiopia by using the Voice of America’s broadcast. The USIA communicated the United States’ “anti-communist ideals” during the Cold War era in foreign nations. The research explains how the Voice of America broadcast in Ethiopia was a form of political education used to assist in the overthrow of Mengistu Haile Mariam. The dissertation aims to: 1. Define political education and the use of this technique by government agencies to achieve specific foreign policy goals. 2. Explain the threat to American foreign policy during 1971-1991 that caused the USIA and VOA to pursue an anti-Communist agenda in Ethiopia. 3. Express the influence political education has as a diplomatic strategy in transitioning Ethiopia from fascist communism to democratization. 4. Encourage heads of state and policy makers to realize the great influence political education can have on foreign policy, if applied via the proper methodology.

Under the banner of a New International Economic Order (NIEO), in the 1970s a coalition of developing countries forced the U.S. and other rich nations to revisit the terms of the post-World War II economic settlement through comprehensive global negotiations. This dissertation argues that this economic showdown reshaped U.S. foreign policy and made global inequality a major threat to American national security. Using newly available sources from presidential libraries, the personal papers of cabinet members and ambassadors, and interviews with former National Security Council officials, it demonstrates how the NIEO and accompanying “North-South dialogue” negotiations became an inflection point for some of the greatest economic, political, and moral crises of the 1970s, including the end of “Golden Age” liberalism and the return of the market, the splintering of the Democratic Party and the building of the Reagan coalition, and the role of human rights in foreign policy. U.S. policy debates and decisions in the North-South dialogue, it concludes, were pivotal moments in the histories of three ideological trends—neoliberalism, neoconservatism, and human rights—that would form the core of America’s post-Cold War foreign policy

Abstract:
This study examines U.S. exports and imports to/from its major 15 trading partners and Russia. To analyze U.S. export and import flows the gravity model approach is used. Factors affecting U.S. bilateral trade flows with its 16 trading countries are evaluated using Generalized Method of Moments (GMM). Annual data from 2000 to 2009 are used for this study. Goods traded between the U.S. and its trading partners are disaggregated into three groups based on the Standard International Trade Classification (SITC). Results show that major factors affecting both U.S. export and import flows are distance and change in polity score. Also U.S. exports are influenced by U.S. trading partner Gross Domestic Product (GDP) for agricultural (AGR) and middle sector (MID) groups. U.S. foreign direct investment is a complement for U.S. exports of final (FIN) group and at the same time it serves as substitute for U.S. exports of AGR. On the other hand, U.S. imports of AGR and foreign direct investment (FDI) from 16 trading partners to the U.S. are substitutes. This study also reveals that the U.S. and Russia bilateral trade could be improved through economic growth in both countries, improving political cooperation and increasing inward and outward FDI.

Abstract:
This thesis has three separate parts. In the first part I report the first ex post study of the economic impact of sea level rise. I apply two econometric approaches to estimate the past effects of sea level rise on the economy of the USA, viz. Barro type growth regressions adjusted for spatial patterns and a matching estimator. The unit of analysis is 3063 counties of the USA. I fit growth regressions for 13 time periods and I estimate numerous varieties for both growth regressions and matching estimator. Although there is some evidence that sea level rise has a positive effect on economic growth, in most specifications the estimated effects are insignificant. Therefore, I cannot confirm the implicit assumption of previous ex-ante studies, in particular that sea level rise has in general negative effect on economies. In the second part I fit Ricardian regressions of agricultural land values for 2830 counties of the USA on past sea level rise, taking account of spatial autocorrelation and heteroscedasticity. I find a significant, hill-shaped relationship. Hence, the outcomes are mixed. Mild sea level rise increases, while more pronounced sea level rise causes land values to fall. The results are robust to a set of variations. In the third part I explore an unprecedented dataset of almost 6,000 observations to identify main predictors of climate knowledge, climate risk perception and willingness to pay (WTP) for climate change mitigation. Among nearly 70 potential explanatory variables I detect the most important ones using a multisplit lasso estimator. Importantly, I test significance of individuals' preferences about time, risk and equity. The study is innovative as these behavioural characteristics were recorded by including experimental methods into a live sample survey. This unique way of data collection combines advantages of surveys and experiments. The most important predictors of environmental attitudes are numeracy, cognitive ability, inequity aversion and political and ideological world-view.

Abstract:
This paper investigates two aspects of the United States Foster Care System: racial inequality and privatization. Investigating the racial disproportionality of foster care children reveals that racial inequalities result from disproportionate rates of child maltreatment among minority children. The extended lengths of stay of minority children and difficulties in placing minority children in adoptive homes reveal that racial biases can impact the system, and overcoming these biases requires reforming child welfare either through developing orphanages, altering pay structures, racial matching, or privatization. Privatization, however, does not always result in improved quality and reduced costs. This paper analyzes the state-wide privatization initiative of Kansas and prison privatization movement to draw recommendations about the efficacy of future privatization efforts in the child welfare space.

In this research I first examine how Americans’ perceptions of what it takes to get ahead are influenced by their income and then compare those perceptions to measured levels of intergenerational socio-economic mobility. By better understanding these relationships I hope to gain insight into the paths people see to upward mobility, how this varies by income, and to what extent this belief is reflected in past mobility measurements. Additionally, I compare perceptions of what it takes to get ahead with responses regarding attitudes towards public assistance. The results of such a comparison could have important implications for public policy. The results reveal that there is a significant correlation between income and views of what it takes to get ahead with those at higher income levels perceiving greater levels of opportunity for mobility. Perceptions of opportunity for mobility appear high across all incomes relative to previous measurements of mobility. However, the low income group perceived less opportunity than the middle income group which reflects the pattern of measured levels of mobility. Also, views on the importance of educated parents and working hard are significant predictors of attitudes on public assistance. Belief in the less meritocratic indicators was associated with support for public assistance while belief in the more meritocratic indicators was associated with opposition.

Abstract:
In an attempt to achieve energy independence, rural economic development, and greenhouse gas emissions reduction, the United States has turned to fuels derived from agriculture. The U.S. Congress and Environmental Protection Agency mandated the blending of biofuels into conventional gasoline until 2022 under the Renewable Fuel Standard. However, largely missing from the discussion of biofuels is their feasibility regarding environmental protection and end-use marketing to consumers. This thesis investigates the motive for biofuel mandates in the U.S., the irony in the EPA’s decision to back a resource-exhaustive fuel source, and the questionable ability of the U.S. to supply and consume greater volumes of biofuels in the transportation sector. Barriers to consumption are outlined as increased production costs and high market fuel prices, strong political backing of traditional energy sources, and environmental implications of production on ecosystems in certain regions of the United States. By analyzing Iowa and Texas as two biofuel-producing states held in high regards for biofuel production capacity—yet varying degrees of consumption—the feasibility of reaching federal biofuel mandates and promoting this alternative fuel is determined.

The intensification of land uses in the United States results from population growth, rapid expansion in the service sector, and residential land use growth. These trends cause diminishment of open space and increase sprawl-type land development. So-called â livabilityâ issues are of growing importance in many metropolitan and rural areas across the country. Exasperating this transformation of land use, current demographic trends in the U.S. imply a near-future turnover of a large percentage of farmland and open space land in the form of estate transfer. Current U.S. estate tax policy could be accelerating the transfer of open spaces to developed land uses. Local zoning ordinances, as well as state and federal infrastructure subsidies are also compounding this trend.

To date, no method exists which evaluates the economic feasibility of open space preservation. This thesis proposes to establish such a method.

A landholder may conserve their land parcel in a non-developed use in perpetuity by placing a Conservation Easement on the property. This land value, the development rights of the land parcel, can be donated to a non-profit organization. The landowner may then deduct the development right value from their income tax as a charitable donation. This thesis compares the economic viability of a landholder that donates a Conservation Easement and invests the tax benefits, with that of a landholder that sells their land parcel to development interests. Further, this thesis explores the demographic profile for which preserving open space may be economically beneficial for the donor of a conservation easement.

This thesis is the intersection of three literatures, drawing together three separate land preservation paradigms. First, the altruistic philanthropy landowners exhibit when donating development rights without economic impetus. Second, the thesis introduces the income tax benefits, and their investment potential, available in the Internal Revenue Code for charitable donations. Third, federal land preservation mandates and subsequent funding availability is examined. These tools function together to provide implications for facilitating the deterrence of sprawl-type development.

Further, these tools will be compared to the current methods of land preservation, consisting of local zoning ordinances and the purchase of development rights by governmental agencies. These current policies possess serious shortcomings in ameliorating conflict between land uses, as well as diverting sub-urban development from prime farm and open space land. Conservation Easements are shown to have applications in the protection of land subject to estate turnover, control of land uses that cause nuisance externalities, and general local land policy.

A spreadsheet algorithm in Microsoft Excel Solver format is included that determines the economic feasibility of performing an easement at the individual landholder level.

Research on Japanese current foreign policy suffers from neglect of the influence of domestic factors on Japan's decisions and behaviour in world politics. The question of the nature of Japanese foreign policy needs to go beyond the exogenous cause of state behaviour in international affairs. The object of inquiry of this thesis is the influence of social factors on the orientation of Japan's foreign policy. The central concern is: "how" and "why" Japan behaves as it does in world affairs. This examination addresses the question of the interaction of endogenous and exogenous factors on the foreign economic policy of Japan, and postulates that Japanese national identity, national interests, and role conceptions, are the essence of Japan's defensive attitudes in world affairs on the one hand, and that Japanese behavioural patterns in international relations are in conformity with the ends of Japan's foreign policy: economic security and growth under the Japan-US alliance. Japanese response to US pressure and trade adjustment to the changing framework of the world economy from the 1980s up to the present give a relevant outlook to the defensive character of Japan's foreign policy. For Japanese policy-makers, the stability of Japan's economic performance in the world economy, its pacifist attitude in world affairs, its trade relations with the United States, and its protectorate status as a result of the Japan-US Security Treaty, are beyond question.

A number of theoretical explanations seek to describe the factors that have led to the position of the United States as the last industrialized Western nation without a universal health care program. Theories focus on institutional arrangement, historic precedent, and the influence of the private sector and market forces. This study explores another factor: the role of underlying social values. The research examines differences in values among ten European countries, the United States and Canada, and analyzes the associations between the values that have been seen to contribute the individualism-collectivism dynamic in the United States. The hypothesis that equality and generalized trust are positively associated with universalism is only partially true. Equality is positively associated (B = .301, p < .001), while generalized trust is negatively associated with universalism (B = -.052, p < .001). Not only do Americans show lower levels of support for income equality and universalism than Europeans, but the effect of being American holds even after controlling for socio-demographic and religious variables (B = .044, p < .01). When the model tests the association of equality and trust on universalism in each region, it explains approximately 17 percent of the variance of universalism for the United States, and approximately 13 percent in Europe and Canada.

The objectives of this study are to investigate the impact of Enterprise Zones (EZs) on the employment of zone residents in 14 states and 60 communities. The author's investigation constitutes the "first" national study to evaluate the employment impacts on zone residents. (A comparative, supplemental, single case study on new jobs for zone residents in Portland, Oregon has been added in Appendix B.) The results show that the impact of EZs on decreasing the unemployment rates of zone residents is significant. Also, the interventionist factors of length of time since designation, type of incentives, and number of incentives are all significant indicators of different performances between zones. The employer-based incentives of property tax abatements and income tax credits are the types of incentives that are significant. However, the descriptive factors of land use, population, and geographic size are not significantly influential. On average, the predictive model shows that a full-incentives package would result in an EZ decreasing unemployment to the level of its surrounding community in just over ten years. (The supplemental single case study also shows that the majority of new hires are zone residents.) The major policy implications and recommendations from this study are: (1) That a full-scale incentives package with employer-based property tax abatements and income tax credits, along with other incentives, should be implemented by all state EZ programs; (2) That more economic incentives should be developed at the federal level to enhance state EZ programs; (3) That more targeted areas should be designated as EZs by the federal program, and that all states should enact targeted EZ programs; (4) That annual unemployment data reports on EZs and their surrounding communities should be mandated by the federal and state governments. (The major recommendations from the supplemental single case study are that specific data should be mandated and derived on new hires and zone residents for all EZ programs, and that a formal job referral and training provider network should be provided for all EZ programs.)

Calls for monetary policy coordination has increased as the intensifed macro- economic interdependence cultivates the conflict of interests between economics, especially following the current crisis. Yet the literature has not reached a con- sensus on whether monetary policy coordination is welfare-improving. This thesis, taking from another perspective, assesses the real-world existence and extent of monetary policy coordination associated with economic interdepen- dence between the United States (US) and the Euro Area (EA), and investigates the changes of international transmission in the presence of coordination. Monetary policy coordination is represented by direct responses of monetary policy instruments to contemporaneous and lagged values of the real exchange rate. By using the method of indirect inference, this research also incorporates historical data into in-sample evaluation and estimation of the 'Dynamic Sto- chastic General Equilibrium'(DSGE) model. Beginning with indirect inference evaluations of a two-country DSGE model of the US and EA, it is found that models with coordination generally outperform their non-coordination counterpartindicating the existence of coordination. The real exchange rate is the essence of such improvement in the model's efficacy; and it is shown that coordination models have an excellent ability to replicate real exchange rate dynamics and volatility relative to a non-coordination model, even though it still remains a source of relatively poor performance of model. By applying an extensive indirect inference estimation, the existence of mon- etary coordination is ascertained since a partial-coordination model outstrips the non-coordination model remarkably. Both the US and EA economies exhibit moderate to high levels of monetary coordination. Such features improve the model's performance; particularly in terms of dynamics of US time series, volatil- ity of EA time series and both dynamics and volatility of the real exchange rate. Impulse responses and variance decomposition reveal substantial cross-country spillovers in contrast to the non-coordination model case.

This dissertation seeks to represent, as clearly as it is possible, South Africa's National Party perceptions on United States foreign policy in the 1980s. The primary area of focus is the policy switch from constructive engagement to punitive sanctions in the mid-1980s and the circumstances to which they have given rise. The following is a brief summary and the contents of the dissertation. The dissertation will give a complete and formal statement in chapter two on U.S. foreign policy toward South Africa since approximately World War Two. The dissertation will provide a clear definition and understanding of economic sanctions in chapter three and touch on the current on-going sanctions debate in South Africa. The core of the dissertation is displayed in chapter four which is a presentation the of field data collected from personal interviews with a third of the National Party caucus. This displays the National Party's perceptions on U.S. foreign policy. Following, chapter five presents alternative views to those held by the NP on the same issues discussed in chapter four. The final chapter makes an attempt at some conclusions based on the data presented in the dissertation. This study is important because it maintains that the data and questions presented in this dissertation offer interview material that has been little studied in the past, thus the findings have the virtue of freshness and uniqueness.
