Using these new models, we valued the economic benefit of reduced air pollution due to the Clean Air Act regulations to be over $7 trillion from 1970 to 2000, or 2.1% of aggregate US economic welfare over the period. This does not include the benefits into the future (after 2000) from reduction in mortality due chronic exposure during these years. The economic benefit of those saved mortalities is another $7 trillion using a 3% discount rate. Another calculation is the remaining economic burden of unmitigated pollution levels (actual historical pollution). We estimate this to be approximately $9 trillion over the same period. The $9 trillion burden includes the early mortalities due to chronic exposure to PM before and during this period. While these economic benefits of air pollution regulation are large ($7 trillion), they are considerably less than the $27.6 trillion estimated in EPAs own analysis of the benefits of air pollution regulation. The main difference for our lower estimate is the stock-flow accounting of mortality due to chronic exposure. There are considerable uncertainties in these estimates both because of uncertainties in the relationship between air pollution exposure and the health effects, and in the assumptions needed to value these effects.
In the last 30 to 40 years, an increasing awareness of the link between urban air pollutant levels and negative health effects have led to numerous studies and policies that are targeted towards both understanding the linkage and mitigating its effects. In 1970, the Environmental Protection Agency (EPA) created the Clean Air Act directed at reducing harmful emissions that cause high pollution levels in urban areas. Ever since then, environmental economists and policy makers have attempted to better understand the economic impacts of these regulations through cost and benefit analysis. Towards that end, we have developed a methodology for fully integrating the health effects from exposure to air pollution into a computable general equilibrium economic model. This model represents the first attempt at fully incorporating the economic valuation of air pollution in an integrated economic model that has endogenously built-in consumer demand and preference curves to accurately represent the demand for air pollution health. This framework provides a way to consistently value effects with commonly used approaches for valuing costs of mitigation and to explore uncertainties in these estimates. Furthermore, we also describe a new stock and flow model to track the extra mortalities from chronic exposure to particulate matters. Past frameworks have assumed an immediate relationship between pollution levels and mortality levels. While this is true for mortality due to acute exposure, changes in mortalities from chronic exposure due to a change in pollution levels are only gradually realized and so the full effects on the economy are observed for many years. This new framework allows the tracking of total pollution in-take and its effect on mortality levels

Under the banner of a New International Economic Order (NIEO), in the 1970s a coalition of developing countries forced the U.S. and other rich nations to revisit the terms of the post-World War II economic settlement through comprehensive global negotiations. This dissertation argues that this economic showdown reshaped U.S. foreign policy and made global inequality a major threat to American national security. Using newly available sources from presidential libraries, the personal papers of cabinet members and ambassadors, and interviews with former National Security Council officials, it demonstrates how the NIEO and accompanying “North-South dialogue” negotiations became an inflection point for some of the greatest economic, political, and moral crises of the 1970s, including the end of “Golden Age” liberalism and the return of the market, the splintering of the Democratic Party and the building of the Reagan coalition, and the role of human rights in foreign policy. U.S. policy debates and decisions in the North-South dialogue, it concludes, were pivotal moments in the histories of three ideological trends—neoliberalism, neoconservatism, and human rights—that would form the core of America’s post-Cold War foreign policy

Full textTo date, no method exists which evaluates the economic feasibility of open space preservation. This thesis proposes to establish such a method.
A landholder may conserve their land parcel in a non-developed use in perpetuity by placing a Conservation Easement on the property. This land value, the development rights of the land parcel, can be donated to a non-profit organization. The landowner may then deduct the development right value from their income tax as a charitable donation. This thesis compares the economic viability of a landholder that donates a Conservation Easement and invests the tax benefits, with that of a landholder that sells their land parcel to development interests. Further, this thesis explores the demographic profile for which preserving open space may be economically beneficial for the donor of a conservation easement.
This thesis is the intersection of three literatures, drawing together three separate land preservation paradigms. First, the altruistic philanthropy landowners exhibit when donating development rights without economic impetus. Second, the thesis introduces the income tax benefits, and their investment potential, available in the Internal Revenue Code for charitable donations. Third, federal land preservation mandates and subsequent funding availability is examined. These tools function together to provide implications for facilitating the deterrence of sprawl-type development.
Further, these tools will be compared to the current methods of land preservation, consisting of local zoning ordinances and the purchase of development rights by governmental agencies. These current policies possess serious shortcomings in ameliorating conflict between land uses, as well as diverting sub-urban development from prime farm and open space land. Conservation Easements are shown to have applications in the protection of land subject to estate turnover, control of land uses that cause nuisance externalities, and general local land policy.
A spreadsheet algorithm in Microsoft Excel Solver format is included that determines the economic feasibility of performing an easement at the individual landholder level.

Full textThis dissertation seeks to represent, as clearly as it is possible, South Africa's National Party perceptions on United States foreign policy in the 1980s. The primary area of focus is the policy switch from constructive engagement to punitive sanctions in the mid-1980s and the circumstances to which they have given rise. The following is a brief summary and the contents of the dissertation. The dissertation will give a complete and formal statement in chapter two on U.S. foreign policy toward South Africa since approximately World War Two. The dissertation will provide a clear definition and understanding of economic sanctions in chapter three and touch on the current on-going sanctions debate in South Africa. The core of the dissertation is displayed in chapter four which is a presentation the of field data collected from personal interviews with a third of the National Party caucus. This displays the National Party's perceptions on U.S. foreign policy. Following, chapter five presents alternative views to those held by the NP on the same issues discussed in chapter four. The final chapter makes an attempt at some conclusions based on the data presented in the dissertation. This study is important because it maintains that the data and questions presented in this dissertation offer interview material that has been little studied in the past, thus the findings have the virtue of freshness and uniqueness.
