ABSTRACT The Emergencies Engineering Division (EED) of Environment Canada, the Marine Spill Response Corporation, the Canadian Coast Guard, the United States Coast Guard, and the United States Minerals Management Service funded a project that resulted in the development of a new standard performance testing protocol for oil spill sorbents. As a continuation of this project, work is being performed to develop a protocol for testing sorbent booms in a containment configuration at the EED test tank facility in Ottawa. The protocol includes elements to test the behavior of sorbent booms using various currents, oil loading rates, and oil viscosities. The protocol will be proposed as a Canadian test standard and eventually as an international standard.

ABSTRACT The Agreement of Cooperation Between the United States of American and the United Mexican States Regarding Pollution of the Marine Environment by Discharges of Hydrocarbons and Other Hazardous Substances signed in February 2000 by the U.S. Coast Guard and the Secretaria de Marina-Armada de Mexico, established the beginning of a successful bilateral cooperation between both countries for the preparation and response to pollution incidents that could affect the coastal waters of both countries. The agreement calls for joint pollution response exercises to be conducted to exercise the bilateral coordination and joint response system. In May 2004, the Shell Exploration and Production Company acted as the Responsible Party in such a joint exercise, denominated MEXUS GULF 2004. The exercise was conducted in Matamoros, Tamaulipas, Mexico May 25–27, 2004. Building on a previously conducted exercise in 2002, the objectives of the 2004 exercise were to exercise and identify joint response procedures following a significant impact to the shared shorelines. Specifically, the four identified objectives included:Identify Natural Resources Damage Assessment (NRDA) Procedures in Mexico.Address transboundary movement Procedures of collected waste and contaminated equipment with emphasis on movement from Mexico to the U.S.Identify joint procedures for clean-up and rehabilitation of oiled wildlife.Exercise Joint Command and Control Procedures including transboundary and field communications Shell Exploration and Production Company (SEPCo), working jointly with the U.S. Coast Guard, and the Mexican Secretaria de Marina—Armada de Mexico and with outstanding support from the National Ocaanographic and Atmospheric Administration, The U.S. Fish and Wildlife Service, the Minerals Management Service and the Texas General Land Office designed and executed an outstanding exercise well lessons learned were captured and shared. This paper will cover the planning, logistical considerations, execution and lessons learned from the joint exercise as well as the successful use of the Incident Command System as an incident response management tool for bilateral cooperation.

ABSTRACT Several regions in the United States have begun the process of obtaining preapproval to use in-situ burning as a remediation method for oil spills. The Building and Fire Research Laboratory of the National Institute of Standards and Technology (NIST) under the sponsorship of the Minerals Management Service has conducted a research program to study various aspects of this problem. One result of this program has been the development of a numerical model to predict the downwind concentration of smoke particulate and other combustion products from a large oil fire. To assess the accuracy of this model, data from three sets of experimental burns have been compared to model simulations run under similar meteorological conditions. The tests are (1) the Newfoundland Offshore Burn Experiment (NOBE), August 1993; (2) the Alaska Clean Seas Burning of Emulsions, September 1994; and (3) the U.S. Coast Guard/NIST Meso-scale Burn Series, October 1994. The model compared favorably with the experiments, increasing the confidence in numerical modeling as a tool to develop guidelines on safe distances from in-situ burns.

Abstract:
Given the multidisciplinary nature of this research, it is important to develop a common understanding of the security and complexity of the rational consumption of available minerals. Considerations for the availability and depletion of minerals are part of a diverse range of research focused on sustainable development, in areas such as resource critical shortage, life cycle assessment and material flow analysis. Mineral resources are non-renewable resources that provide humanity with a wide range of goods and services. Although their value has been recognized for millennia, their large-scale industrial production did not grow until after World War II due to efficient industrial production processes and rapidly growing demand due to demographic growth, urbanization and economic wealth growth in developed countries. The proposed research confirms the high level of supply of the territory of Ukraine with mineral resources. The objective idea of mineral and self-sufficiency of Ukraine, its inclusion in the top groups of the states most provided with the most valuable types of minerals is strengthened and the high level of availability of mineral resources in Ukraine in terms of its economic and geographical areas and regions is confirmed. At the same time, a number of mineral deposits in modern social and economic conditions are preserved and not used. For the first time, a cartographic interpretation of the periodic table of chemical elements (D. I. Menedeleev's table) is given, which is reinforced by data on the distribution of mineral resources and minerals in terms of selected groups of regions within the administrative regions of Ukraine. There are 33 chemical elements extracted from more than 100 mineral deposits. The provisions and conclusions of the article testify the mineral self-sufficiency of Ukraine and can act as a lever for developing strategies for socio-economic development of the United Territorial Communities (UTC) of Ukraine, which today are the new centers of management of territories and its resources. D. I. Mendeleev's table and its mineral content are positioned as an objective factor in the specialization of Ukraine and the international geographical division of labour. It is noted that the main advantages of the Periodic Table of Chemical Elements, including its structure, logic, objectivity, a system in relation to the economic and geographical regions of Ukraine are considered as an element of monitoring the mineral component of natural resources of the country, the lever of further development of exploratory geology and geomorphology. The information obtained from this research ultimately influences the future policies of the territories and its plans for the balanced use of available mineral reserves and can be used to promote the sustainable use of mineral resources in the regions.

AbstractThe Department of Defense is currently conducting a review of archival information in an attempt to verify the types, quantities, and locations of chemical warfare material and conventional munitions disposed of by the Department of Defense (DoD) in waters of the United States, in accordance with Section 314 of the Fiscal Year (FY) 2007 National Defense Authorization Act (NDAA), and report the results of that review annually in the Defense Environmental Programs Annual Report to Congress. Previous to this effort, disposal of military munitions, including chemical warfare materials (CWM) and conventional munitions, in the ocean from World War I through 1970 was done by many nations and was not well documented. A 2001 U.S. Army report entitled “Off-shore Disposal of Chemical Agents and Weapons Conducted by the United States” indicated that the disposal of CWM in the ocean through 1970 was more widespread geographically than was widely known. In accordance with Section 314, the DoD published updated information on disposals in the 2006 and 2007 “Defense Environmental Programs Annual Report to Congress.” Two directives implemented in 2006 and 2007, respectively, by the Minerals Management Service referenced an increased concern with unexploded ordnance (UXO) in deep water (<xref ref-type="bibr" rid="bib5">NTLs 2006-G12</xref> and <xref ref-type="bibr" rid="bib6">2007-G01</xref>). With the industry’s increase in deep-water exploration, the potential for encounters with military munitions is increasing. This paper will describe an unprecedented in-depth study that provided the oil and gas industry quantitative avoidance criteria and risk management analysis of CWM including drums that were critical during a routine geohazard survey in the Gulf of Mexico. During the underway period, a team of UXO technicians from AMTI, an operation of Science Applications International Corporation, located and identified munitions and drums in one of seven known dumping zones in 1,710 feet of water. Using their global munitions expertise and the information obtained in the previously conducted study, AMTI provided analysis of supporting conclusions and risk mitigation strategies, including in-depth decontamination procedures. The UXO technicians used proven risk assessment and risk mitigation processes and quickly assessed and quantified risk.

Abstract Animal-sourced foods are nutrient-dense foods that provide substantial amounts of high-quality protein, amino acids, vitamins, and minerals that are challenging to obtain solely through the consumption of plant-based foods. Numerous studies have documented that animal-sourced foods provide crucial nutrients that support the growth and development of children, maintenance of muscle mass in adults, and mitigation of sarcopenia in the elderly. Animal-sourced foods also can play an important role in weight management, prevention of anemia, and promotion of muscle mass and strength in exercising individuals. Although some epidemiological or observational studies have raised concerns that animal-sourced foods may increase the risk for chronic diseases, including cardiovascular disease and cancer, other epidemiological and clinical studies do not support these assertions. The 2020-2025 Dietary Guidelines for Americans, published by the United States Department of Agriculture and Department of Health and Human Services, support the role of animal-sourced foods in the diet at every stage of life. Lean meat is a high-quality protein source that is nutrient dense and low in calories and thus, plays an important role in a healthy diet.

Collaborative care has been widely recognized as being critical to promoting the health of individuals and populations. It is hypothesized that the development of partnerships between community-based organizations and community pharmacies may result in increased access to preventive care services for community members with the goal of improving health outcomes. The purpose of this review was to identify and describe partnerships between community-based organizations and community pharmacies. A literature search was conducted for all articles in the English language published through January 2018 that included these types of partnerships offering preventive care services. A total of seven articles were included in the review, of which the majority were conducted in the United States (n=5). Community-based organizations included businesses, community health centers, local associations, public health departments, schools, and workplaces. Preventive care services that were offered included blood pressure and cardiovascular risk assessment, diabetes management, flu ready card and HIV self-test kit voucher distribution and education, and bone mineral density screenings. The limited literature suggests that additional opportunities should be explored in order for community-based organizations and community pharmacies to partner in order to provide and evaluate the impact of preventive care services in the community setting. The objective of the exercise was to test the recently signed joint contingency plan between Mexico and the United States regarding pollution of the environment by discharges of hydrocarbons or other hazardous materials (MEXUS) and one of the associated geographic annexes; the MEXUS-Gulf. Participants and exercise design team members included representatives from U.S. Coast Guard, U.S. Minerals Management Service, the Texas General Land Office, Texas Natural Resource Conservation Commission, U.S. Department of the Interior, U.S. Department of Agriculture, Unocal Corporation, ERST/O'Brien's Inc., 1st Naval Zone of Mexico, Secretaria de Medio Ambiente y Recursos Naturales (SEMARNAT), Procuraduria Federal de Proteccion al Ambiente (PROFEPA) and Petroleos Mexicanos (PEMEX). This paper will describe the many lessons learned as the exercise was planned, conducted and evaluated. The exercise resulted in an exemplary show of cooperation between industry, U.S. and Mexican government officials in the desire to learn and understand the issues associated with hydrocarbon spills that cross or have the potential to cross the U.S./Mexico borders. Communications, language barriers, acceptable practices and standards for oil spill cleanup were all challenges faced by the teams in this unique exercise. Gaining a better understanding of these challenges and many other issues was invaluable and it was the consensus of all involved that this type of cooperative effort is the key to a successful cross-border response. Joint planning and training should continue in order to assure an effective implementation of the MEXUS plan should a real event ever occur.

This paper examines how customers view a set of hybrid services (eleven generic and self-service technologies) in the U.S. and China. The data are collected using questionnaires on location in the U.S. and China and are analyzed using multidimensional scaling. The study indicates that two dimensions, customization/standardization and high/low contact, explain over 80% of the variance in the classifications. Although there are differences when comparing the results of the U.S. and China samples, the results are very consistent between the two countries. Both samples result in two primary dimensions, with minor descriptive differences of the dimensions. The study discusses the significance of the findings for managers and for continuing academic research. The limitations of the study include the nature of the sample and the possible uniqueness of the MDS type utilized. Based on this information, managers are able to see how respondents perceive their service category in relation to other service categories on a cross-cultural basis. Such information may form the basis for further investigation of their service brand in relation to other service brands.

Abstract:
Extending the useful life of bridges through better design, construction, and management is a shared effort among the bridge management community. Data in the National Bridge Inventory (NBI) is valuable for understanding the behavior of bridges throughout their service lives. While the primary reason for bridge replacement, intuitively, would be condition, research has indicated that bridge replacement may not necessarily be driven by the condition of the bridge. The estimated median service life for bridges, 53 years, is much lower than the desired service life of 75 years. This paper summarizes the results of an NCHRP Project which identified the main drivers for bridge decommissioning in the United States, based on findings from three complementary analyses using historic NBI data files, select agency records, and data from old and new structure pairs. A common finding in previous studies was that a significant portion (15–30%) of decommissioning could not be associated with any particular reason. Although poor condition is a significant factor, the major driver of bridge decommissioning is functional improvement, and this explains the majority of the unexplained cases. Structures replaced due to functional reasons tend to be replaced at a younger age, leading to a decrease in the overall decommissioning age. While decisions on functional improvement projects are not led by bridge offices, bridge networks are substantially affected by these decisions. Coordinating functional improvement decisions at the agency level and integrating relevant information with decision support tools can improve financial planning and asset management processes.

Purpose – The purpose of this paper is to help airlines gain a better understanding of passengers’ service concerns, identify opportunities for continuous service improvement, and then develop service benchmarking standards that can be a yardstick for the airline’s competitiveness. Design/methodology/approach – This paper develops a set of target performance standards that helps airlines monitor their service delivery process, identify relative weaknesses, and take corrective actions for continuous service improvements using exploratory data analysis and competitive gap analysis. Findings – This study reveals that a service attribute considered most important to the airline customers’ impressions of service quality are air safety. This result reflects a growing concern over potential terrorism against airlines in the wake of the September 11 incident. The authors also found that proper baggage handling, competitive airfare, and on-time arrival/departure were next most important service attributes, whereas frequent flier and code-sharing programs were least important. Furthermore, the authors discovered that airline passengers’ perceived service quality influenced their choice of airlines. That is to say, airline service quality can be an important gauge of airline market share and revenue. Research limitations/implications – The current study is limited to the evaluation of comparative service quality of airlines in the USA. Thus, this study cannot be generalized to the airline passengers’ perceived service quality in other countries or different cultural settings. Also, this paper focuses on the performance aspect of benchmarking rather than the strategic aspect of benchmarking. Practical implications – With rising costs of fuel, labor, maintenance, and security, many airlines are at a crossroads where they have to decide between succumbing to restructuring pressures in a form of mergers/acquisitions and reinventing their service offerings. One viable means of reinventing airline service offerings is to learn more about what airline passengers truly value and appreciate in terms of service offerings and then figure out what it takes to win the hearts of customers and then how the airline can differentiate its service offering from those of its competitors. With this in mind, this paper develops viable service improvement strategies for the airline that can enhance its competitiveness in the struggling airline industry. Originality/value – This paper is one of a few attempts to identify a list of service attributes most important to airline service quality based on the actual survey of airline passengers, and then develop a benchmark standard of airlines in the USA from a customer (passenger) perspective.

However, Kwortnik et al.’s studies were United States-based, where tipping behavior is common and generally accepted; such is not the case in many other countries around the world. Thus, the aim of this research note is twofold: (a) to replicate Kwortnik et al.’s results in the United States and, (b) to examine whether the results hold in other countries given cross-cultural differences that may affect the efficacy of buyer monitoring as a means to improve service. Using data from 10 countries across several continents, we show that (a) Kwortnik et al.’s findings only partially replicate in the United States, (b) the buyer monitoring principle does not hold worldwide, and (c) buyer monitoring is more effective in influencing service motivation and behavior in Western (individualistic) than in Eastern (collectivistic) cultures.

Background: The functions, food sources, deficiency symptoms, and toxicity symptoms are important for dietetic professionals to know and apply to community, food service, and clinical settings.Purpose: To assess nutrition and dietetic students’ knowledge of vitamins and minerals and identify students’ strategies for learning and retaining vitamin and mineral information.Methodology: Students from three universities in the western United States were invited to participate in cross-sectional study. Participants completed a brief questionnaire that included multiple choice and short answer questions to assess their knowledge of a representative list of 8 vitamins and minerals. The questionnaire also included free-response questions about strategies for retention of vitamin/mineral information. Two researchers independently reviewed responses and identified themes.Results: Students’ scores on multiple-choice vitamin/mineral questions suggested that they had difficulty remembering details regarding vitamins and minerals. Three themes were identified as common study strategies for learning vitamin and mineral content: repetition, mnemonic devices, and personal application.Conclusions: These findings suggest that further research assessing the increased use of repetition, mnemonic devices, and especially personal application in dietetics education curriculum are warranted.

Although people living along the southeastern and Gulf coasts of the United States may have limited experience dealing with major hurricane damage, hurricanes are imminent and pose potentially dire consequences to forest resources. In addition to understanding the physical and biological reactions of forests to extreme weather conditions, there are a number of managerial responses that should be considered based on this past experience. This article presents a summary of the more pertinent forest management responses, and where appropriate, highlights situations where these were beneficial to the overall (economic, ecological, social) recovery effort. Management responses address not only the immediate needs for clearing roads and restoring basic service needs, but also the longer-term issues related to timber salvage, reforestation, forest health, and fire danger. The damage from strong winds and storm surges may also result in serious consequences for ecological values. However, challenges and issues related to the restoration of forests and forest-related values may require several years to address. Therefore, the objective of this review article is to provide a summary of the experiences of forest land managers, researchers, and emergency planners who have directly responded to severe storms affecting the southern United States.

Abstract Ownership of forestland in the United States has changed in recent decades, including the proliferation of timber investment management organizations (TIMOs) and real estate investment trusts (REITs), with the potential to alter forest management and timber supply. This article quantifies forest ownership transitions among ownership categories between 2007 and 2017 and investigates how and why large corporate ownerships own and manage their forestlands. Ownership transitions were determined from refined USDA Forest Service, Forest Inventory and Analysis data; we also conducted a survey of large corporate forestland ownerships. Corporate forestland acreage increased between 2007 and 2017, while family and public forestland decreased. Large corporate landowners report multidimensional, financially focused land management, although industry, timber investment management organizations, real estate investment trusts, and other owners report some different motivations and income streams. This work provides a baseline to track future ownership transitions and the behaviors of large corporate forestland owners.

BACKGROUND: To examine the utilization of the Tuberculosis (TB) Centers of Excellence (COE) medical consultation service and evaluate how these services were being employed for patients in relation to multidrug-resistant TB (MDR-TB).METHODS: Medical consults are documented in a secure database. The database was queried for MDR-TB consultations over the period 1 January 2013–31 December 2017. All were analyzed to assess provider type, center, setting, year of call, and type of patient (pediatric vs. adult). A subgroup was randomly selected for thematic analysis.RESULTS: The centers received 1560 MDR-TB consultation requests over this period. Providers requesting consults were primarily physicians (55%). The majority of requests were from public health departments (64%) and for adult patients (80%). Four major topic areas emerged: 1) initial management of MDR-TB, 2) MDR-TB longitudinal treatment and complications, 3) management of persons exposed to MDR-TB, and 4) MDR-TB treatment completion.CONCLUSIONS: Analysis of these consultations provides insight into the type of expert advice about MDR-TB that was provided. These findings highlight topics where increased medical training and education may help to improve MDR-TB-related practices.

Nationally, the causes and extent of fire on lands administrated by the United States Forest Service varied significantly from 1940 to 2000, with California experiencing the largest relative annual burned areas. The south-east and California experienced the largest relative area burned by fires from human ignitions. No significant differences were detected in the relative area burned by lightning in California, the upper and central Rocky Mountains, and the south-west, which all experienced the highest levels. The north-west and Rocky Mountains have experienced significant increases in the relative total area burned; the north-east, south-east, California, and coastal Alaska all remained unchanged. The northern Rocky Mountains, south-west, and north-east have all experienced significant increases in the amount of area burned by lightning without significant increases in lightning ignitions. Increasing fuel hazards in these areas probably contributed to the increasing area burned by lightning fires; changing climate could have also contributed to the increase in wildfire area from 1940 to 2000. To be effective across the diverse forest types and conditions in the USA, fire policy should better recognize and respond to the diversity of US forests and how they have burned in the past. This analysis determined that there is high geographical diversity on wildfire occurrence and causes. Local input is therefore important in designing diverse, ground-based solutions to address fire management challenges in the United States.

Methodology. The results of the study were obtained by the following methods: systematic and comparative methods - to determine the nature and features of the historical formation of new public management reforms in the United States, based on understanding administrative activities through the prism of private economy, public service orientation on efficiency and effectiveness; methods of analysis and synthesis - to identify complex historical factors and interests that led to the formation and functioning of the new public management system. Findings. In accordance with the study objectives, the author: 1) established and analysed the theoretical sources and methodological principles of the study of the concept of new public administration by T. Goebler and D. Osborne; 2) clarified the significance of the concept of the new public administration of T. Goebler and D. Osborne for the system of modern scientific research of the public sector; 3) revealed the meaning of the concept of new public administration as an administrative process; 4) analysed the problems of public administration efficiency in the context of the concept of new public management during the reforms in the United States; 5) identified the possibilities of applying the concept of new public management in carrying out reforms of modern administration processes in Ukraine. Originality. Author has proposed vision and interpretation of historical factors that led to the formation of a new public management. The article contains an analysis of the historical events and the practical consequences of the reforms in the United States. Practical value. Regarding the government change in Ukraine and the volatile economic situation due to the coronavirus pandemic, the implementation of elements of new public management concept might help increase the effectiveness of civil service reform in Ukraine. The materials of the article can be used in the practice of public administration; in the development of courses in public administration; to improve training programs and plans for government officials; in preparation of textbooks, educational and methodical manuals.

A survey investigating vegetation control methods along transmission rights-of-way was sent to 220 Utility Arborist Association companies. The survey contained questions regarding right-of-way characteristics, control methods used, total dollars spent on vegetation management, and priorities of the vegetation management program. The ROW area reported represented over 48% of all the investor-owned ROWs over 39 Kv in service throughout the United States. More than 75% of the respondents reported using herbicides on their rights-of-way. However, acres treated mechanically outnumbered those treated chemically by a margin of 2.7:1. Garlon 3A and Garlon 4 topped all herbicides, with a combined 220,574 projected gal (834,961 L) of the estimated 549,869 gal (2,081,474 L) of herbicide applied to transmission rightsof- way in 1995. It appears that quite low levels of active ingredients are being applied per acre. Basal, high-volume foliar, and low-volume foliar with a backpack or handgun applications accounted for approximately 75% of the acres of transmission ROWs treated with herbicides.

A small business entrepreneur is defined as an individual who establishes and manages a business for the principal purpose of profit and growth. Small businesses constitute an increasingly large proportion of businesses generally in the United States economy. They account for 39 per cent of the United States gross national product and create two out of every three new jobs in our economy. Seven important prerequisites are identified as being necessary for successfully operating a small business. These include adequate financing, qualified personnel, efficient operation and production, marketing and sales, customer service, information management and administration. One of the most significant contributors to failure of a small business relates to acquisition of adequate capital. Small Business Administration (SBA) was established by Federal Government in 1953 to provide low interest loans to small business borrowers that would not otherwise have access to credit. However, there is some criticism that these SBA programs unfairly benefit, not the small businesses, but the financial institutions that participate in the SBA loan programs. Another significant source of debt financing to small businesses is known as micro-financing, started as new wave in providing capital to small businesses by the Nobel Peace Prize winner, Muhammad Yunus, in Bangladesh.

Abstract Years of successful fire suppression have led to high fuel loads on the nation's forests, and steps are being taken by the nation's land management agencies to reduce these fuel loads. However, to achieve desired outcomes in a fiscally responsible manner, the cost and effectiveness in reducing losses due to wildland fire of different fuel treatments in different forest settings must be understood. Currently, prioritizing fuel treatment activities and planning budget expenditures is limited by a lack of accurate cost data. The primary objective of this research was to develop regression models that may be used to estimate the cost of hazardous fuel reduction treatments based on USDA Forest Service Region, biophysical setting, treatment type, and design. A survey instrument was used to obtain activity-specific information directly from fire management officers at Forest Service Ranger Districts for treatments occurring between 2001 and 2003. For both prescribed burns and mechanical activities, treatment size described the largest amount of variation in cost per acre, with increased size reducing cost per acre, on average. We confirmed that data on Forest Service fuel treatment activities maintained in the National Fire Plan Operations and Reporting System were not sufficiently accurate for reasonable cost analysis and modeling.

Purpose: To increase state income and revenues by prohibiting the export of raw materials, especially mining and mineral materials, by converting raw materials into semi-finished or finished materials so that added value can be added. Method: This study uses normative legal research which examines the policies of the Indonesian government as outlined in Law No. 4 of 2009 concerning Minerals and Coal, which prohibits raw mining and mineral materials from being exported abroad. The research approach is through a qualitative juridical approach, namely by examining it from a legal standpoint as well as providing explanations related to the ban on the export of minerals and minerals. Results and Conclusions: The policy of prohibiting the export of raw mining and mineral materials generates greater state income and revenue, because it gets a large added value by imposing high taxes, and also opens up employment opportunities and reduces unemployment in Indonesia. Research implications: The Indonesian government's policy of prohibiting the export of mineral and mineral raw materials raises pros and cons in the country, but the Indonesian government remains adamant that this policy is to increase state revenues and revenues, added value and employment. Overseas, the government's policy of banning the export of mineral and mineral raw materials is opposed by the United States and the European Union because it will harm them as importers of mineral and raw materials from Indonesia Originality/value: Importing countries of mining and mineral raw materials such as China, the United States and Europe have established mining and mineral raw material (Smelteer) processing companies in Indonesia.

During an era of welfare retrenchment in the United States, the Earned Income Tax Credit (EITC) and Lifeline Universal Telephone Service evolved from residual means-tested programs to significant social policies. The cases demonstrate the opportunity points for social policy innovation that exist in the political climate of economic liberalisation. The essay describes patterns that do not simply prevent retrenchment but hint at politically advantageous policy designs that permit social policy expansion in the US welfare state context. I label this policy-making strategy stealth welfare. Moreover, by considering programs like Lifeline service the article draws attention to the evolving nature of social policy in advanced industrial economies.

Polypharmacy and potentially inappropriate medication use have increased among the residents of long-term care facilities (LTCF). Nevertheless, Comprehensive Medication Management (CMM) for LTCF residents was not implemented in Korea. The United Kingdom, Canada, the United States, and Australia have already introduced CMM for managing drug-related problems in LTCF. This study discussed the implications of developing the CMM service for LTCF residents in Korea by reviewing the system of these countries. The contents and requirements of CMM are investigated through relevant papers and official reports of the public institution of each country. The CMM service of these countries is regularly conducted based on their system and laws. In Canada, there are no additional requirements such as special education and qualifications for pharmacists providing CMM. But in other countries, it is preferred that pharmacists providing CMM are geriatric pharmacists or take the education that is equivalent to them. In addition, all these countries utilize national computer networks or electronic healthcare records that are used for executing CMM and for sharing with other medical experts, and then they are retained as official medical records. It is necessary to consider the system of other countries when introducing the CMM service for LTCF residents in Korea.
