The investment decision-making techniques, financing methods and equipment needs of 1,818 sawmills and pallet manufacturers in the Eastern United States were studied. Information was gathered using a mail survey and 581 usable responses were received. It was found that discounted cash flow techniques have not been extensively adopted by the firms under study as primary methods of investment analysis. Dearborn, MI is the enclave of Arab Americans in the United States. Arabs migrated to Dearborn, MI, many as refugees of war, seeking prosperity. The Arab American experience is invisible because this population is classified as “White'” according to the U.S. Census. However, many Arab Americans do not identify as “White.” Therefore, interpretations using “White” statistics may be flawed. It is imperative that the Office of Management and Budget include a Middle Eastern North African (MENA) category to separate the “White” data and disaggregate MENA data. The Obama and Biden Administrations have submitted proposals on collecting MENA population data. It is unknown if the 2030 U.S. Census will include MENA categories. Law enforcement and other organizations can incorporate both quantitative and qualitative data collection methods to capture MENA population statistics and their lived experiences. Until then, the MENA population and their needs will remain invisible to the general population and justice may be elusive.

In 1977, the Office of Management and Budget created five racial/ethnic categories, one of which was “Hispanic.” A few years later, the grassroots alternative “Latino”/”Latina” began to be heard, particularly in urban areas. But ethnic labels, like any name, have a life of their own, beyond the intent of their creators. The five categories have thus since contributed to redefine the meaning of citizenship and belonging in the United States. Focusing on Latinxs, I examine the impact of ethnic labels on their lived experience of rights and of belonging. Framed by the political and cultural instabilities created by globalization’s relentless destruction of community, this essay is motivated by the uncertainties and growing viciousness of the attacks against an amorphous group defined as “Mexicans”—a label that gradually has become a proxy term for all Latinxs, and hence a barometer of societal perceptions about them. Focusing on Mexican Americans, as the oldest and largest group of Latinx US citizens, I trace Mexican Americans' changing social locations from conquered historical minority in the mid-nineteenth century to the contemporary societal ambivalence toward “Mexicans” and hence all Latinxs, who, regardless of citizenship, are now perceived and increasingly treated, as “disposable strangers” in US society.

The United States Congress, despite its poor reputation for policymaking, has substantial analytical capacity. While congressional committees possess some of this capability, most of the expertise resides in its three support agencies—the Congressional Budget Office (CBO), the Government Accountability Office (GAO) and the Congressional Research Service (CRS). Within their relative portfolios each of these three agencies has provided the Congress with the ability to make policy, challenge policy proposals coming from the president, and hold the executive branch accountable. All of these agencies face the challenge of providing thorough and credible analyses within the confines of the legislative process and timetable. Further, they must maintain their credibility for nonpartisan analysis in the midst of a political environment that is only growing more polarized. These agencies supply a great deal of high quality information. The challenge for the Congress is how to make better use of this analysis in crafting more effective public policies.

Four demands have driven the development of policy analysis in the U.S. First, reformers have sought evidence to support their efforts. Beginning with the municipal bureaus of the Progressive Era, advocacy groups have sought supportive policy analysis, resulting in the proliferation of ideologically differentiated think tanks that produce policy research. Second, politicians have recognized the need for specialized expertise to address pressing problems. Operations research grew out of efforts to solve problems facing the U.S. in World War II and led to subsequent efforts to improve bureaucratic decision-making capacity. Third, the growing scope and complexity of government have led to a demand for information to support routine decision processes. Fiscal offices support state budgeting and the Congressional Budget Office, Government Accountability Office, and Congressional Research Service support the routine business of Congress. Fourth, politicians have sought to discipline their own (and especially others’) future actions by mandating that analyses be applied to certain classes of decisions. Legislative requirements that the Army Corps of Engineers consider the benefits of investment projects were introduced at the beginning of the last century, legislative requirements for the completion of environmental impact statements were imposed in 1970, and beginning in 1981, executive orders have required cost-benefit analyses be completed for major agency rulemakings. Higher education has responded to these demands by supplying persons trained specifically in policy analysis.

This chapter explores Amadou Mokhtar Seck’s work in the EAC Administrator's Office, detailing how they organized the budget and how they met their responsibilities despite multiple constraints. As of 10 September 2017, the EAC budget was adopted at 5,527,399,330 CFA francs, equivalent to 8,426,466 euros, or 10,086,495 dollars. The budget came from contributions received from financial partners including the Netherlands, Belgium, Chad, the African Union, the European Union, Germany, France, Luxemburg, and the United States. Senegal, the host country, made magistrates, legal aids, and some legal and penal infrastructures available to the EAC, which it continued to finance. It also exempted from duties and taxes all acquisitions made by the EAC in the context of their operations. Given the prior experiences of similar tribunals as well as the slowness and delays inherent in this type of procedure, it was possible that an extension of the trial's original timeframe would be required. Thus, rather than limiting itself to executing the budget as initially planned, the Administrator's Office worked to identify areas for potential savings over the course of the EAC so as to finance any eventual delays.

The executive head of an international organization (e.g. president, secretary-general, managing director, or some other title) exists in a curious limbo. He or she is entrusted to lead an organization that may employ tens of thousands of people and administer a budget in the billions of dollars. At the same time, however, his or her ability to operate independently of member states may be severely constrained by the powers entrusted to the office or tight constraints over finances. This tension is evident in the United Nations (UN), where the Secretary-General heads the Secretariat and is nominal commander-in-chief of 100,000 peacekeepers but is formally appointed as the organization's ‘Chief Administrative Officer’. This chapter examines the appointment of executive heads and the formal functions ascribed to them. It then turns to the question of how the various officeholders have implemented those functions in practice, focusing on the ability to operate independently of member-state interests.

Abstract Chapter 7 considers Kofi Annan’s reforms of the UN to adapt the organization to the needs and demands of the twenty-first century. It examines his three major waves of reforms: at the beginning of his tenure in 1997; at the beginning of his second term in 2002; and during his last two years in office from 2005 to 2006. It gives particular attention to his management reforms, and his efforts to persuade member states to reform the Security Council. Annan played four reform roles: conceptualizing; lobbying; brokering deals; and implementing. He tried to balance the interests of the Global North and the Global South and was attentive to the agendas of both groups. The larger point here is that many states do not want the UN to be effective, nor want the Secretary-General to be able to manage autonomously. The differences of opinion among the UN membership on the merits of reform were deep. Reforms that impinged on the core interests of states often descended into a power struggle.
