Full textThe media plays three key roles in promoting good governance: watchdog, civic forum and agenda-setter. Despite decades of scholarship, there is little systematic effort to examine the empirical relationship between the media and governance. Moreover, scholars conceptualized governance with their interests and scope of work. Regardless of political system, this dissertation puts forth a new definition of good governance, and explores how controversies or issues framed by the media can be employed to initiate debates among citizens to enhance their own understanding of the political process, in particular the performance of the government.
The first study utilized framing theory to identify media frames in portraying four U.S. and Chinese governance issues which address the different dimensions of good governance. Results from the content analysis suggest that both Chinese and U.S. newspapers employed three major mechanisms to frame governance issues, i.e. thematic framing, responsibility framing and heavy reliance on official sources. The second study employed an experimental method by integrating the theories of framing and the spiral of silence, in particular, to investigate the effect of media framing governance issues on public perception and evaluation of U.S. good governance, especially the way that U.S. government handled two governance issues such as the Flint water crisis and the Syrian refugee crisis.
The core research question of this dissertation is: can media framing of governance issues influence one’s perception and evaluation of good governance? Based on two studies, this dissertation has found news framing of governance issues does have an effect on individuals’ opinion and evaluation on the performance of government. In particular, how media frame the governance issues influences the way individuals perceive and evaluate the U.S. government. Additionally, issue attention moderates the governance framing effects. Individuals who pay less attention to governance issues are more likely to evaluate the performance of U.S. government in a positive manner than people who pay more attention. At the same time, the more people are willing to self-censor, the more they will perceive the performance of U.S. government in a positive way. Implications for future trajectory of research are discussed.

This thesis is about the effects of changing customer preferences on the United States Postal Service's retail network and offers a process for wider adoption of its current retail partnership program. The Contract Postal Unit (CPU) program represents 10 percent of the Postal Service's current outlets. This is a form of franchising. This thesis reviews franchising theory and highlights key research in the area to develop a business framework. Since many of the foreign posts have also been experimenting with operations similar to the CPU program, the franchising programs of four European posts are reviewed. I conclude by offering an approach that the Postal Service may use to look at how and when its customers use its products and services at their retail outlets and provide several recommendations that the Postal Service might consider if and when the Contract Postal Unit program is expanded.

Full textThis dissertation analyzes the development of the Islamic Society of North America (ISNA), a Muslim-American religious association, from the Iranian Revolution to the inauguration of our nation's first African-American president. This case study of ISNA, the largest Muslim-American organization in North America, examines the organization's institution-building and governance as a way to illustrate Muslim-American civic and religious participation. Using nonprofit research and theory related to issues of diversity, legitimacy, power, and nonprofit governance and management, I challenge misconceptions about ISNA and dispel a number of myths about Muslim Americans and their institutions. In addition, I investigate the experiences of Muslim-Americans as they attempted to translate faith into practice within the framework of the American religious and civic experience. I arrive at three main conclusions. First, because of their incredible diversity, Muslim-Americans are largely cultural pluralists. They draw from each other and our national culture to develop their religious identity and values. Second, a nonprofit association that embraces the values of a liberal democracy by establishing itself as an open organization will include members that may damage the organization's reputation. I argue that ISNA's values should be assessed in light of its programs and actions rather than the views of a small portion of its membership. Reviewing the organization's actions and programs helps us discover a religious association that is centered on American civic and religious values. Third, ISNA's leaders were unable to balance their desire for an open, consensus-based organization with a strong nonprofit management power structure. Effective nonprofit associations need their boards, volunteers and staff to have well-defined roles and authority. ISNA's leaders failed to adopt such a management and governance structure because of their suspicion of an empowered chief executive officer.
