Abstract:
The difficulties in interpreting and implementing the related services required under the Education for All Handicapped Children Act of 1975 have generated many state and federal court cases, state and local administrative hearings, and federal policy letters. However, these court cases, hearings, and policy letters have resulted in some contradictory rulings pertaining to the provision of related services. The purpose of this study was to (1) examine the issues associated with the provision of related services, (2) determine how they have been resolved in these administrative and judicial procedures, and (3) more clearly delineate what related services must be provided by school districts. This study utilized a descriptive research design. Using a documentary analysis method, state and federal court cases, state administrative hearings, and federal policy letters were analyzed. The analysis was divided into two major sections: issue analysis and issue resolution. The issue analysis section included the background of both the subject and the issues, as well as the specific interpreting body. The issue resolution section included the rulings and the rationale for each division. Data from each court case, administrative hearing, and policy letter were recorded on an individual analysis form. Data from each individual analysis form were then recorded on a corresponding matrix specifically designed to display information in relation to each research question. As a result of this study, it was determined that two issues generated policy interpretations or rulings by the courts, state administrative hearings, and/or policy letters. The first issue pertained to the definition of related services and whether or not a specific service was a related service within the federal definitions. The second issue revolved around the determination of a student's need for a service or eligibility for a service. An analysis of the rulings indicated that school districts were required to provide the contested related service in 67% of the cases in this study. It was also determined that the interpreting bodies broadened the definition of related services by ruling school districts to provide services that were not named or defined in the federal regulations of Public Law 94.142.

Abstract:
In 1962 Congress enacted legislation which made social services an important instrument of public welfare reform. The law represented the culmination of a half-century effort on the part of public welfare officials to secure recognition for public social services as a distinctive yet integral feature of progressive social welfare policy in the United States. This dissertation traces the evolution of this effort from its origins in the Progressive period to the passage of the Public Welfare Amendments of 1962.The Progressive ideal of social welfare focused on building an institution of public welfare which would satisfy the economic, social, and psychological needs of all citizens. Public welfare officials viewed social services as playing a key role in the realization of this goal. The paper examines how social services became a means of protecting and expanding the functions of public welfare.The history of public social services has been marked by controversy. Throughout most of the twentieth century, the institution of public welfare has been subjected to periodic assaults by the taxpaying public. The stigma associated with welfare has caused many professional social workers to oppose the idea of incorporating social services into public welfare. The response of public welfare officials to these sources of conflict is a major topic which the paper explores.The context for and the ramifications of the dispute between professional social workers and public welfare officials over the propriety of public social services are discussed in the first three chapters of the paper. The last three chapters recount the political strategies used by public welfare officials to gain acceptance of their plan for integrating social services with public welfare policy.

Abstract:
The purpose of this dissertation is to describe the transfer of a specific technology to a program intended to benefit a segment of the older population. The study interprets the implications of this transfer process for human service programs responsive to the public interest. This provides a lucrative realm for examining the process as an outgrowth of public-private partnerships. Analysis of a partnership in five case studies illustrates the dynamics between nonprofit and for-profit organizations and potential tensions related to differing goals, means, and values. Theoretical grounding draws on relevant organization theory that guides the consideration of prominent concepts, such as responsiveness to the public and the potential for cooptation of public goals in public-private organizational partnerships. With this as a base, the dissertation provides implications for the development of theory on technology transfer in the delivery of human services.

Abstract:
The mass media's role in informing the American public is critical to public support for government policies. The media are said to set the national agenda. This view is based on the assumption of selective coverage they give to news items. Media coverage also influences the salience the public attaches to issues. However, media agenda effect has been challenged by Lang and Lang (1983). These scholars, in their media agenda-building theory, argued that the success of media effect on national agenda is dependent on group support. In order to test this theory, time-related data on South Africa crises, media coverage"of South Africa, American public reactions, congressional, and presidential apartheid-related activities, between 1976 and 1988, were analyzed. Congressional anti-apartheid policies were the dependent and others, the independent variables. The theory made analysis of the data amenable to the additive adopted to test for the significance of the interactive variables, indicated that these variables were negatively related to congressional anti-apartheid policies. The additive model was subsequently analyzed. The time series multiple regression analysis was used in analyzing the relationships. Given autocorrelation and multicollinearity problems associated with time series analysis, the Arima (p, d, q) model was used to model the relationships. This model was used to indicate support, or nonsupport, for the time series regression analysis. The result of the additive model indicated that South African political crises were negatively related to congressional anti-apartheid actions. It also showed that the relationship between the American public reactions and congressional anti-apartheid policies was greater in comparison to all other independent variables. The presidential actions taken against South Africa were negatively related to Congress' anti-apartheid actions. Television had the greatest relationship with congressional anti-apartheid actions compared to newspapers and magazines.

Abstract:
The aim of this thesis is to improve our understanding of the causes of organisational crisis. As crisis genesis research is still in its infancy, the main objective is to develop a theoretical framework that is well-grounded in data of crisis-causal processes. The first part of the literature review examines the need for crisis-causal research and comes to the following conclusions: Crises are significant phenomena for organisations. During crises, a company�s survival is threatened and its central functions are deeply affected. Although interest in crisis research developed strongly over the last decade, the field is still in a pre-paradigmatic stage that requires an inductive logic of inquiry. In addition, the majority of research in this field is focused on the consequences of crises. This preponderance towards crisis consequences leaves crisis-causal research under-theorised. Hence, theory-building on the genesis of organisational crisis represents an important gap that needs to be addressed. The second part of the literature review presents the small field of extant causal research on crises as well as on crisis-related phenomena such as disasters. Insights of these studies are used to pre-specify potentially relevant constructs as well as to develop methodological implications for the subsequent theory-building task. In this thesis a case study methodology is employed. Four cases of crisis-causal processes in large U.S. public companies were examined in-depth. Firstly, a within-case analysis was conducted. Secondly, the results of each case were compared in an across-case analysis. For both analyses, four analytical strategies were employed, namely a quantification strategy, a narrative strategy, a visual mapping strategy and, most importantly, a grounded theory strategy. The results of the analysis are five well-grounded constructs that aim to explain the crisis-causal process common across cases. These constructs are the building blocks for two theoretical frameworks developed in this thesis. While the first framework presents a simple graphic depiction of these constructs, the second framework demonstrates how these constructs are linked. In general, the results suggest that a crisis is caused by a combination of company-specific factors and underlying dynamics that evolve through three distinct phases in an exponential fashion: a phase of stability (pre-crisis stage), a phase of increasing instability (crisis onset) and a phase of resolution (crisis and its aftermath). By setting up positive feedback loops that continually magnify the severity of problems generated by events, a self-reinforcing vicious cycle is established that increases the onset of crisis at an exponentional rate. The results suggest that a crisis unfolds due to a problem structure which becomes increasingly intractable. This is accompanied by an increasing number of events that the organisation needs to deal with as it approaches the crisis point. In addition, three underlying dynamics were identified as crisis-contributing factors: a process of increasing denial, a process of decreasing degrees of freedom and a process of decreasing support of key players. The thesis closes with a summary and discussion of the results. It is illustrated to what extent the theory developed in this work links to concurring and conflicting findings of the extant body of crisis knowledge.

Abstract:
The problem with which this investigation is concerned is the description of the social map that is presented to the viewers of public television. Using content analysis methodology, the study describes how different genders, racial groups, and age groups are being portrayed on PBS programming. The sample consisted of one week of PBS 1984 fall programming broadcast on KERA-TV, the PBS station in Dallas-Ft. Worth, Texas. Research questions addressing proportions of groups, types of roles, length of scenes, occupational variation, conversational behaviors, conflict management modes, and cultural norms were answered. All coding was accomplished by the principal investigator. Upon completion of the coding sub-totals for the variables under study by program types and a grand total for the entire sample were then tabulated. After this extensive content analysis, the report concludes that females are still extremely underrepresented in PBS programming, accounting for only 32.7% of the total participants. Blacks and Hispanics are also underrepresented except in children's programming. Occupational variation for white males is evident for all types of PBS programming. Occupational variation for white females is evident in children's programming and informational/documentary programming. Minorities with delineated occupations are extremely limited in all types of programming except for children's programming. The exchange of information is the major conversational behavior that occurs on PBS programming with minority characters receiving orders considerably more than their white counterparts. Verbal aggression is the conflict management mode chosen most frequently on PBS programming. Explicit messages regarding racial and sexual equality and prosocial behavior occur on PBS programming. Implicit messages such as frequency of appearances, number of major roles, and prevalence of power cues suggest a white male domination of television programming on PBS. The findings of the study reveal that major inroads have been made by women and minorities in children's programming. This comprehensive analysis confirms, however, the virtual exclusion of minorities in major segments of PBS programming.

Abstract:

The media plays three key roles in promoting good governance: watchdog, civic forum and agenda-setter. Despite decades of scholarship, there is little systematic effort to examine the empirical relationship between the media and governance. Moreover, scholars conceptualized governance with their interests and scope of work. Regardless of political system, this dissertation puts forth a new definition of good governance, and explores how controversies or issues framed by the media can be employed to initiate debates among citizens to enhance their own understanding of the political process, in particular the performance of the government.

The first study utilized framing theory to identify media frames in portraying four U.S. and Chinese governance issues which address the different dimensions of good governance. Results from the content analysis suggest that both Chinese and U.S. newspapers employed three major mechanisms to frame governance issues, i.e. thematic framing, responsibility framing and heavy reliance on official sources. The second study employed an experimental method by integrating the theories of framing and the spiral of silence, in particular, to investigate the effect of media framing governance issues on public perception and evaluation of U.S. good governance, especially the way that U.S. government handled two governance issues such as the Flint water crisis and the Syrian refugee crisis.

The core research question of this dissertation is: can media framing of governance issues influence one’s perception and evaluation of good governance? Based on two studies, this dissertation has found news framing of governance issues does have an effect on individuals’ opinion and evaluation on the performance of government. In particular, how media frame the governance issues influences the way individuals perceive and evaluate the U.S. government. Additionally, issue attention moderates the governance framing effects. Individuals who pay less attention to governance issues are more likely to evaluate the performance of U.S. government in a positive manner than people who pay more attention. At the same time, the more people are willing to self-censor, the more they will perceive the performance of U.S. government in a positive way. Implications for future trajectory of research are discussed.

This thesis is about the effects of changing customer preferences on the United States Postal Service's retail network and offers a process for wider adoption of its current retail partnership program. The Contract Postal Unit (CPU) program represents 10 percent of the Postal Service's current outlets. This is a form of franchising. This thesis reviews franchising theory and highlights key research in the area to develop a business framework. Since many of the foreign posts have also been experimenting with operations similar to the CPU program, the franchising programs of four European posts are reviewed. I conclude by offering an approach that the Postal Service may use to look at how and when its customers use its products and services at their retail outlets and provide several recommendations that the Postal Service might consider if and when the Contract Postal Unit program is expanded.

Abstract:
This dissertation is a case study of a public policy decision, the decision to shift the military manpower policy of the United States from conscription to a policy of complete volunteerism--the all-volunteer force. The case study approach is largely historical and is concentrated on the turbulent period between 1965, when the United States' combat role in South Vietnam escalated sharply, and 1973, the year of American withdrawal from the war and the last Selective Service System draft call. A brief history of the military manpower policy of the United States is outlined in order to set the case study period within the proper context and to permit a fuller understanding and appreciation of the policy decision. In order that the case study may have potential application to the study of other public policy decisions, a theoretical model for changes in public policy-making is developed based on the research of public policy-making theorists. This model, which is largely adapted from the theoretical work of ~he Agenda-Building Theorists, is compared to the events and inter-actions of key players in the case study. Although conclusions about a wider applicability of the model is not possible, it can be concluded that the theoretical model does fit the events and circumstances contained in the case study. In addition to attempting to derive a working theoretical model of change in public policy-making, a secondary purpose of the research is to address the nonnative aspects of the shift in policy from conscription to volunteerism. Based on the pattern of American military manpower policy, it appears that Anglo-Saxon liberalism, rooted in the freedom of the individual, is an extremely strong strain in American thinking, and that the relatively long period of conscription in the United States after World War II was an anomaly in the history of American military manpower policies.

This study explores the demand and supply oriented factors that may contribute to the size of nonprofit organizations in the U.S. communities. This research tests demand theory, which indicated that nonprofit organizations grow more in communities where large service demand exists and when there is a service gap between community demand and government service supply. On the other hand, supply theories contend that nonprofit organizations are prevalent where a community carries the supply of human capital and financial resources and these supply of human and economic capital will mobilize nonprofit organizations to fulfill civic duties. For the scientific test of demand and supply theories, this study employs hierarchical linear model (HLM) and develops a longitudinal data set from multiple sources such as Department of Housing and Urban Development and National Charitable Center for Statistics, and Census. The proposed model analyzes how demand and supply indicators explain homeless serving nonprofit organizations size. The size of homeless service nonprofit was measured by three indicators: number of nonprofits, revenue of nonprofits and number of shelter beds. The findings of HLM analyses confirmed some of demand and supply factors that contribute homeless service nonprofit size. The communities with higher level of chronic homeless population have more nonprofit organizations when we control community size. Also, we found the communities with a greater number of educated individuals are more likely to invest in nonprofit organizations. And it was noteworthy that the higher education institution was a positive supply factor for the nonprofit size in our communities.

Kneebone, Chair, Virginia Commonwealth University Department of History This project examines the process by which the Commonwealth of Virginia repealed its statewide prohibition laws and the Eighteenth Amendment in 1933 and created a public monopoly system of alcohol control in 1934. It provides an overview of the enactment of prohibition in Virginia in 1916 by a 1914 statewide referendum, and the problems of enforcement and control over the liquor traffic during the dry years. It carefully details the repeal process in 1933, during which Virginia rapidly reversed its near twenty-year prohibition and restructured its alcohol control policy. It also explains the origins of the state monopoly system which replaced prohibition with the passage of the Alcoholic Beverage Control Act of 1934, establishing an ABC Board to control the manufacturing, distribution, and sale of hard liquor, along with licensing of private retailers of light beverages.

Abstract:
Bus stops are interwoven into the urban landscape, providing direct access to the transit system and offering upfront information to users. This contact creates an ever-present opportunity for transit agencies to market their services to the public and attract ridership. The purpose of this thesis is to help transit agencies exploit this opportunity through the development and deployment of user information. The thesis examines how agencies are leveraging bus stop infrastructure in the United States and Canada. Site visits were conducted at twenty-nine transit agencies across the continent with observations photographed and processed into matrices. The photographs provide examples of innovative ways in which agencies have employed elements, while the matrices reveal the current state of the practice. The thesis concludes with recommendations for the conceptualization and development of bus stop signage that integrate many of these innovative elements as well as ADA regulations to improve user information at transit agencies. The findings of this thesis may be of interest to transit agencies that are seeking to construct a new or improve upon an existing user information system as well as to those interested in or studying public transit, wayfinding, or environmental graphic design. While there exists a large degree of difference as to the level of information that is made available to users in different transit agencies, all agencies have room to improve.

Abstract:
This essay is a study which is intended to explore how public service announcements in broadcast media use humour as a method of conveying their core messages in a manner which is both memorable and persuasive; to consider why humour is chosen as a strategy; and to identify the similarities and differences in the use of humour in PSAs and commercial broadcast advertising. Six video commercials were analysed in total: three PSAs and three advertisements. The analysis identified semantic and stylistic features including metaphors, puns, idioms, vagueness, polysemes, homonyms, homographs and homophones, as well as visual metaphors. It continued on to investigate how PSAs contextualise their messages, applying Grice's co-operative principle, as well as the principles of relevance, as proposed by Sperber and Wilson (1986). The results revealed that the PSAs examined appear to show the application of a range of linguistic devices that contribute to making their content humorous. Ambiguity, mostly generated by verbal and visual metaphors, vagueness and polysemy, appears to be the most common strategy for stimulating interest and engaging the viewer. It was observed that viewers must possess the ability to recover meaning through non-linguistic signifiers, such as body language, and through contextual cues. It was also established that similar linguistic devices tend to be used in the production of PSAs and advertisements to create humorous content, but to a different extent.

Both views are considered the "right" view, each position comprising a set of values by which we make decisions and choices about using our natural resources. The "dominant world view," is anthropocentric and agriculturally based, with a strong belief that we can "fix" environmental problems through the use of technology. The key result of this view is a belief in the efficiency of economic expansion and its continued growth. The second view maintains we are part of nature, not masters of it, and that we have developed an arrogant attitude toward nature, believing we have the right to do as we wish regardless of the consequences. The result of this view is a belief in the interconnectedness of all life, thus all life has rights. This work argues that the "dominant" worldview shaped the policies of the U.S. Forest Service (USFS). Consistent with this worldview, the USFS management. paradigm was to provide the greatest return, a commodity-driven focus. However, when public values changed towards a more ecocentric view, the USFS should have reevaluated its method of doing business. Instead, it remained entrenched in its management objective- timber production. After the courts enjoined the USFS against cutting in the Pacific Northwest, aftet struggling with confrontational environmentalists and increased activism within the agency, the USFS attempted to re-write its management paradigm. However even though the policy sounds eco-friendly, the USFS is still mandated by Congress, and forced by appropriations approved by Congress, to cut trees. Different ideologies are accommodated only when they do not conflict with economics. Thus, in spite of changing values, it is still business as usual.

This study describes a questionnaire survey of bookmobile staff across the United States via the Association of Bookmobile and Outreach Services (ABOS). The survey was conducted to determine if and in what ways do bookmobile librarians and staff perceive bookmobiles as important and relevant to contemporary bookmobile users and how do they perceive the bookmobile’s role in fulfilling patron’s informational, recreational, and educational needs? Their thoughts and opinions help to explain why bookmobiles exist and their role in the modern world.Forty-eight bookmobile staff persons from 22 states responded. From the survey, it is clear that they believe strongly in what they do. 75% expected to continue to increase their services in the next 5 years due to increasing needs of seniors, preschoolers, school children, and communities. A growing need was seen for more bookmobiles, more specialized bookmobiles for specific populations, more technology and more staff to serve more people.

The purpose of this study was to investigate the role of customer service in higher education. Student perceptions of customer service were collected and examined through a survey instrument developed for this study. Two-hundred and seven participants completed the survey resulting in a 23% return rate.Freshmen students at Ball State perceive themselves to be customers entitled to a high quality service through both service areas and academic departments of a university. Results from the survey showed that a majority of the students believe they are the most important group of people at a university. In addition, over 90% believe a university's purpose is to serve students. Students reported they have experienced courteous and personalized service in both academic departments and service areas of a university. They also stated that customer service wasequally important in both academic and service areas of a university.When describing positive and negative interactions between faculty and staff, students' responses varied greatly. About half of the respondents reported experiencing positive interactions with both faculty and staff, while the other half, experienced negative interactions with both faculty and staff. When discussing negative interactions with both faculty and staff, some of the common themes included: rudeness, being treated like a child, individuals not knowing their names, and not having time to help them. On the contrary, the common themes with positive interactions included: politeness, being treated with respect, knowing names of the students and helpfulness.

The department store retailing concept grew out of the nineteenth century dry goods retail trade. Dry goods stores were usually housed in a group of nineteenth century commercial buildings. As the United States became more prosperous during the late nineteenth century, dry goods establishments outgrew their buildings and developed a new department store building type. The "second generation" store design was generally tripartite: large ground floor display windows, intermediate stories with regular banks of windows, and decorative upper one or two stories capped with an elaborate cornice. These flagship buildings were expanded and remodeled until the 1950s, when the focus of department store retailing shifted to the suburban branch stores. The branch stores anchored shopping centers in the 1950s and 1960s and enclosed shopping malls thereafter.

This dissertation answers three research questions: "What differences and similarities exist among neighborhood associations in the United States, Japan, and Seoul, South Korea?," "What are the civic roles of neighborhood associations in apartment complexes in Seoul, South Korea?," and "What factors promote neighborhood associations to play civic roles in urban governance?" To answer the first question, this research analyzes the purposes, governance structures, roles, and legal substance of neighborhood associations by reviewing previous studies, public and legal documents, court cases in the U.S., and by conducting interviews. To answer the second and the third questions, a 2016 survey, "Understanding the Roles of Neighborhood Associations in Urban Governance" was conducted with 154 representatives of neighborhood associations in Seoul. Social capital theory, government failure theory, and third party government theory were used to create hypotheses that test proposed relationships about neighborhood interactions, community characteristics, and the civic roles played by neighborhood associations. The findings show that neighborhood associations have adopted several roles including service provider, partner in public service delivery for local government, and advocate for residents in urban governance. The findings also show that social capital created by neighborhood interactions and community characteristics facilitates neighborhood associations to play civic roles in urban governance.

Abstract:

This dissertation analyzes the development of the Islamic Society of North America (ISNA), a Muslim-American religious association, from the Iranian Revolution to the inauguration of our nation's first African-American president. This case study of ISNA, the largest Muslim-American organization in North America, examines the organization's institution-building and governance as a way to illustrate Muslim-American civic and religious participation. Using nonprofit research and theory related to issues of diversity, legitimacy, power, and nonprofit governance and management, I challenge misconceptions about ISNA and dispel a number of myths about Muslim Americans and their institutions. In addition, I investigate the experiences of Muslim-Americans as they attempted to translate faith into practice within the framework of the American religious and civic experience. I arrive at three main conclusions. First, because of their incredible diversity, Muslim-Americans are largely cultural pluralists. They draw from each other and our national culture to develop their religious identity and values. Second, a nonprofit association that embraces the values of a liberal democracy by establishing itself as an open organization will include members that may damage the organization's reputation. I argue that ISNA's values should be assessed in light of its programs and actions rather than the views of a small portion of its membership. Reviewing the organization's actions and programs helps us discover a religious association that is centered on American civic and religious values. Third, ISNA's leaders were unable to balance their desire for an open, consensus-based organization with a strong nonprofit management power structure. Effective nonprofit associations need their boards, volunteers and staff to have well-defined roles and authority. ISNA's leaders failed to adopt such a management and governance structure because of their suspicion of an empowered chief executive officer.

Can pay-for-performance increase the motivation of public employees? By providing a basis for personnel decisions, particularly linking rewards to performance, performance appraisals aim to increase employees' work motivation and ultimately to improve their work performance and organizational productivity. With the emphasis on results-oriented management, performance appraisals have become a key managerial tool in the public sector. Critics charge, however, that pay-for-performance is ineffective in the public sector, largely because the link between performance and rewards is weak. However, no one has empirically measured the strength of the linkage. If performance ratings do have an impact on career success in the federal service, they might contribute to race and gender inequality. Although many studies have examined factors affecting gender and racial differences in career success, studies that try to connect gender and racial inequalities to managerial tools are scarce. Using a one percent sample of federal personnel records, the first essay examines the impact of performance ratings on salary increases and promotion probabilities, and the second essay explores whether women and minorities receive lower ratings than comparable white males, and women and minorities receive lower returns on the same level of performance ratings than comparable white males. The first essay finds that performance ratings have only limited impact on salary increases, but that they significantly affect promotion probability. Thus, the argument that performance-rewards link is weak could be partially correct, if it considers only pay-performance relationships. The second essay finds that women receive equal or higher performance ratings than comparable white men, but some minority male groups, particularly black men, tend to receive lower ratings than comparable white men. On the other hand, the returns on outstanding ratings do not differ between women and minority male groups and white men, though women groups seem to have disadvantages in promotion with the same higher ratings as comparable men in highly male-dominant occupations.

Imagine a world where someone’s personal information is constantly compromised, where federal government entities AKA Big Brother always knows what anyone is Googling, who an individual is texting, and their emoticons on Twitter. Government entities have been doing this for years; they never cared if they were breaking the law or their moral compass of human dignity. Every day the Federal government blatantly siphons data with programs from the original ECHELON to the new series like PRISM and Xkeyscore so they can keep their tabs on issues that are none of their business; namely, the personal lives of millions. Our allies are taking note; some are learning our bad habits, from Government Communications Headquarters’ (GCHQ) mass shadowing sharing plan to America’s Russian inspiration, SORM. Some countries are following the United States’ poster child pose of a Brave New World like order of global events. Others like Germany are showing their resolve in their disdain for the rise of tyranny. Soon, these new found surveillance troubles will test the resolve of the American Constitution and its nation’s strong love and tradition of liberty. Courts are currently at work to resolve how current concepts of liberty and privacy apply to the current conditions facing the privacy of society. It remains to be determined how liberty will be affected as well; liberty for the United States of America, for the European Union, the Russian Federation and for the people of the World in regards to the extent of privacy in today’s blurred privacy expectations.

Abstract:
The process of local preservation, urban renewal, and national park building at Roger Williams National Memorial in Providence, Rhode Island, reveals important facets of the urban park idea. In 1958, the Providence Preservation Society and the Providence City Plan Commission jointly released the College Hill Study, which called for renewal of the College Hill neighborhood through preservation of the architecturally significant homes, selective demolition, and the creation of a new National Park Unit dedicated to Providence’s founder, Roger Williams. The new park, established in 1965, went through a lengthy planning process before opening in 1984. The planning process revealed concerns about determining historical authenticity, supporting the revitalized historic district of College Hill, and preventing the park from becoming a haven for undesirable people and activities. Since its opening, the park has grown into a mature green space which is an important part of the civic and cultural life of Providence. The success of this park in fulfilling the goals of its planners and continuing to provide a valued green space for residents demonstrates an achievement that has important implications for ongoing urban park building by the National Park Service.

Over the past half century, the USDA Forest Service has increasingly faced diverse and often competing demands for forest resources, ranging from recreation, to ecosystem services, and timber supply. Building positive community-agency relationships has become increasingly important. Such relationships can improve community support for forest planning and management activities, ultimately making the agency more efficient and effective, while also providing economic and social benefit to local communities. The development of social capital may play an important role in promoting positive agency-community relationships. Broadly defined, the term refers to the social networks between individuals and groups that create a willingness and ability to act collectively toward a common goal. This study focuses on the impact that a partnership between the Colville National Forest and Northeast Washington Forestry Coalition has had on rural Northeast Washington communities. Overall, our study suggests the partnership has positively impacted networks among community members and networks between the community and the Forest Service. However, there is room for improvement. Many study participants were not familiar with important details about the Coalition's membership and objectives, or how its work may impact them or their community. Targeted outreach efforts will likely lead to greater support for the partnership. Such efforts could also strengthen networks among community members and community-agency networks as individuals learn how the partnership can benefit them and issues they care about.

The goal of the study was to develop a framework for public relations practice in the financial services sector. The study was based on four key objectives. In line with the first objective, chapters 2 and 3 reviewed how public relations was conceptualised and practiced by reviewing literature. Three worldviews, the North American, the European and African worldviews, were discussed by looking at their similarities and differences. The literature also reviewed the development of public relations from these three perspectives. Literature revealed that different models influence practices in different cultural settings and that effective PR practice cannot be premised on a single model. Objectives 2, 3 and 4 empirically analysed the conceptualisation and practice of public relations in terms of the purpose (models) and roles (activities). The study employed the one-on-one interview technique to gauge the views of communication managers in the financial services sector. The result of the study was discussed and analysed in chapter 5. Findings showed that PR was not strategic and mostly had a marketing orientation. Significantly, most of the communication managers had marketing backgrounds, which invariably affected their concept and practice of public relations. Another key finding was that public relations measurement and evaluation was based on outputs and outtakes more than outcomes. Moreover, methods used were mostly unscientific in nature. PR strategies were based on audience satisfaction surveys rather than perception and attitudinal research. Practitioners are not part of the dominant coalition. The findings showed that practitioners faced a number of challenges that compromised the effectiveness of their work, including management’s value and perception of their work, lack of in-depth knowledge about the profession itself, budgetary constraints and inability to sometimes influence decisions because of their position in the organisational structure. The findings of the study, together with findings in the literature, were used to develop a framework for effective PR practice in the sector. The framework differs in certain aspects from some of the recommendations made by literature for excellent public relations practice. The framework also incorporates recommendations aligning to the reality of public relations practice within the Ghanaian cultural and political environment.

The study established how community college leaders establish connections with other community leaders. Connections that form broad and inclusive networks can be used to develop positive social capital in communities. Results showed that new community college leaders follow a pattern of community engagement including the identification of other leaders, making contacts, and extending relationships through community and personal activities. No particular set of personality characteristics is required for the development of community connections. Methods of developing community connections vary depending upon leader, college, and community characteristics. The development of connections is expedited by frequent attendance at events, membership in organizations, and the assistance of college staff. The development of community connections is based on sets of skills that can be learned. Skills learned in the development of community connections can be adapted and transferred from one setting to another. Community college leaders tend to define the results of their community connections by college outcomes rather than by community impact. Community college leaders tend not to have broad and inclusive networks that include informal and social service community leaders. New community college leaders and their staffs can use the results of this study to better prepare for the establishment and maintenance of leadership networks that build community.

Given the widely-accepted finding that countries with greater income inequality also experience less income mobility across generations (Corak, 2013; Krueger, 2012), it is expected that American mobility has decreased with rising income inequality in recent decades (Aaronson & Mazumder, 2008; Corak, 2013; Mazumder, 2012). However, mobility has remained unchanged (Chetty, Hendren, Kline, Saez, & Turner, 2014), and is unresponsive to changes in income inequality (Bloome, 2015). These findings raise questions as to why intergenerational income mobility in the U.S. has not fallen during the periods when income inequality has sharply risen. To address these questions, the dissertation focuses on two aims. The first aim is to examine the association between intergenerational income mobility and income inequality in the United States. The second aim is to examine intergenerational income mobility with respect to income inequality and government spending. The main data for this dissertation come from the National Longitudinal Study of Youth 1979 (NLSY79). The basic sample includes 4,824 parents-children pairs. I aggregate the state-level data from several different resources such as the IRS’s Statistics of Income, U.S. Census of Governments, and the U.S. Bureau of Labor Statistics. The state-level sample includes 220 state-year observations. Overall, the intergenerational elasticity (IGE) of income is about 0.43, and the analysis indicates that the US in reality is highly immobile, especially when looking at the extreme income groups of the bottom and the top. This study finds that rising income inequality acts to strengthen the importance of parental family income to child’s income. Particularly, the evidence that higher income inequality decreases intergenerational income mobility is clearer when migration problems are addressed. This study extends to include government spending and provides evidence that additional government spending contributes to promoting intergenerational income mobility. Moreover, government spending moderates the effects of income inequality on intergenerational income mobility. This evidence indicates that government spending plays a role in preventing the decrease in intergenerational income mobility by offsetting the consequences of income inequality on mobility. A number of sensitivity tests confirm that the main results are robust and reliable. However, these results are not uniform across the subgroups—defined by gender, race, and family structure. There are wide variations in the IGE, the effects of income inequality and government spending across the subgroups and by different income measures. The findings of this study have implications for social work policy and practice. Income inequality matters since it hinders the equal opportunity to succeed, especially for children from low-income families. This study demonstrates that government spending plays an important role in promoting intergenerational income mobility by offsetting the consequences of income inequality. Yet, this study does not claim that the effects of increased government spending for increased intergenerational mobility are limitless. Without efforts to connect low-income families to government policies and programs, economically disadvantaged children would not benefit in their human capital and skill development from increases in government spending.
