Abstract:

Electricity prices in competitive markets are extremely volatile with salient features such as mean-reversion and jumps and spikes. Modeling electricity spot prices is essential for asset and project valuation as well as risk management. I introduce the mean-reversion feature into a classical variance gamma model to model the electricity price dynamics as a mean-reverting variance gamma (MRVG) process. Derivative pricing formulae are derived through transform analysis and model parameters are estimated by the generalized method of moments and the Markov Chain Monte Carlo method. A real option approach is proposed to value a tolling contract incorporating operational characteristics of the generation asset and contractual constraints. Two simulation-based methods are proposed to solve the valuation problem. The effects of different electricity price assumptions on the valuation of tolling contracts are examined. Based on the valuation model, I also propose a heuristic scheme for hedging tolling contracts and demonstrate the validity of the hedging scheme through numerical examples. Autoregressive Conditional Heteroscedasticity (ARCH) and Generalized ARCH (GARCH) models are widely used to model price volatility in financial markets. Considering a GARCH model with heavy-tailed innovations for electricity price, I characterize the limiting distribution of a Value-at-Risk (VaR) estimator of the conditional electricity price distribution, which corresponds to the extremal quantile of the conditional distribution of the GARCH price process. I propose two methods, the normal approximation method and the data tilting method, for constructing confidence intervals for the conditional VaR estimator and assess their accuracies by simulation studies. The proposed approach is applied to electricity spot price data taken from the Pennsylvania-New Jersey-Maryland market to obtain confidence intervals of the empirically estimated Value-at-Risk of electricity prices. Several directions that deserve further investigation are pointed out for future research.

Abstract:

The United States Forest Service planning processes, which are driven in large part by the requirements of the National Environmental Policy Act (NEPA), are a part of all major (and some minor) land management decisions by the agency. The outcomes of these processes are the result of multiple factors, many related to the manifold smaller incremental decisions made by agency personnel directing the processes. Through qualitative review of 21 NEPA documents and 5 case study processes in which we interviewed decision makers, team leaders, and team members, this study examines those incremental decisions and the factors that drive them. Risk emerged as a dominant lens through which agency personnel weigh and make process-related decisions. We identify the different types of risk perceived by agency actors and the risk management strategies they employ. Our interviews suggest that different actors within the agency tend to assume responsibility for responding to different forms of risk associated with particular tasks. Most time and energy appears to be focused on minimizing process-related risks, especially those caused by external entities in the form of public opposition and threats of appeal/litigation, rather than resource-related threats. We discuss the potential implications of this focus and its associated strategies on organizational and social learning within agency planning processes, on adaptive ecosystem management, and internal agency relationships and morale.

This research examines how technical risk management has evolved throughout the Department of the Navy (DoN) and to what extent acquisition programs have implemented best practice methods and techniques. A sample of DoN program managers, risk managers, and other acquisition professionals was surveyed to determine attitudes on technical risk management and what fundamental methods are being applied. Survey data was also collected to determine what impact Department of Defense (DoD) and DoN technical risk guidance has had on the acquisition community and what guidance documents are being used. For cases where best-in-class technical risk management methods and techniques have not been applied, this research offers some potential solutions.

This dissertation examines several different issues regarding pricing and contracting decisions as well as risk management practices affecting the Unites States livestock industry. The resulting policy and market implications are applicable to industry stakeholders in the beef cattle industry. Each topic is presented in the following chapters. Chapter 1 uses time series techniques to identify movements in regional fed cattle prices under a mandatory price reporting system. Mandatory price reporting altered the structure of livestock markets by requiring supply and demand conditions to be reported twice daily thereby affecting the price discovery process. Results suggest the level of information flow and the transparency of prices increased, markets respond to new information quicker, and larger volume markets behave as a price leader to smaller markets with less volume. Chapter 2 uses closeout data to measure the variability of profits in fed cattle production. A mean-variance approach was used to model yield risk factors relevant to and known at the time cattle are placed on feed. Results indicate yield factors were influenced by several preconditioning variables such as gender, placement weight, feedlot location, placement season, and overall animal health and vitality. Estimates from the yield equations were then used to simulate the overall ex-ante distribution of expected profits for the cattle feeder and the results provide information regarding the effect of production risk and price risk on cattle feeding profits.

Food allergies affect nearly 15 million Americans, and accommodating customers with food allergies has become a challenge for the restaurant industry. One third of the fatal food allergy reactions occurred in restaurants, and it is important for the restaurant industry to properly communicate and manage the food allergy risks. This study explored perceived risks and risk communication related behaviors of restaurant staff when serving customers with food allergies by using both qualitative (interviews) and quantitative (online survey) approaches. Telephone interviews with 16 restaurant managers were audio-recorded, transcribed verbatim, and organized to identify themes. Most participants were aware of the severity of food allergy reactions but perceived that it was the customers’ responsibilities communicating their food allergies with restaurant staff before placing their orders. Training for service staff on food allergies and risk communication topics were limited, and some managers perceived such training unnecessary for restaurant business. Findings from interviews were used to develop an online survey instrument. The survey instrument was pilot-tested and distributed to restaurant employee panels by an online survey research firm. Of 1,328 accessed the survey, 316 usable survey responses (23.8%) were collected from full-service restaurant service staff. Data analyses included descriptive statistics, independent samples t-test, ANOVA, and regression analyses. Results indicated that limited information about food allergies was provided on printed (35.1%) or online menus (28.2%), and very few restaurants had separate menus (8.5%) or complete ingredient lists (14.6%) for customers with food allergies. Meanwhile, restaurant servers lacked knowledge about common food allergens (12.7% correct), differences between food allergies and intolerances (34.2% correct), and government regulations related to food allergies (15.5% correct). Most restaurant servers (82.0%) agreed or strongly agreed that initiating communication and preventing food allergy reactions were responsibilities of customers with food allergies. Perceived severity of food allergy reactions, previous communication training, sources of media exposure, and perceived responsibilities of preventing food allergy reactions were found to influence restaurant servers’ risk reduction and communication behaviors (R²=0.367, p<0.001). Restaurateurs, foodservice educators, food allergy advocates, and policy makers may use these findings when developing food allergy training and strategies to prevent food allergy reactions in restaurants.

Abstract:

A tremendous amount of change in traditional business paradigms has occurred over the past decade through the development of Electronic Commerce and advancements in the field of Information Technology. As lesser-developed countries progress and become more prosperous, traditional 'first world' countries have migrated to become strong service oriented economies (Asch, 2001). Supporting technologies have developed over the past decade which has exploited the benefits of the Internet and other information technologies. While Electronic Commerce continues to grow there is a corresponding impact on computer software and individual privacy (Ghosh and Swaminatha, 2001). Recently, the U.S. National Institute of Standards and Technology (NIST) found that software bugs cost the U.S. economy approximately $59.5 billion, or 60% of the annual Gross Domestic Product (U.S. Department of Commerce, 2003). In addition, we have witnessed a rise in the strength and impact of Denial of Service and other types of computer attacks such as: viruses, trojans, exploit scripts and probes/scans. Popular industry surveys such as the annual Federal Bureau of Investigation/Computer Security Institute (Gordon, Et. Al., 2006) confirm the growing threats in the Information Assurance field. In addition to these concerns our increased reliance on the Internet enabled systems (Loudon and Loudon, 2000), E-Commerce systems and Information Technologies an integrated suite of risks which must be managed effectively across the public and private sectors (Backhouse, Et. Al, 2005, Ghosh and Swamintha, 2001, Parker, 2001, Graf, 1995, Greenberg and Goldman, 1995). Previous research (Rumizen, 1998, Haver, 1998, Roulier, 1998) examined Inter-Organisational, Web Information Systems and Government Information Systems in order to assess how companies and other organisations can effectively design these information systems such that maximum benefits can be achieved for all participating organisations. Furthermore, Davenport, Harris and Delong (2001) and Davenport (1999) explained that collaboration is central to the results of a knowledge management system in which open, nonpolitical, non-competitive entities are involved in environments to achieve optimal individual and collective results. Before this memorable event, some related programmatic initiatives were already in-process at that time. The United States government built upon its active leadership in the areas of computer security and information assurance when it launched a number of important efforts to manage information security threats. This was clearly evident when President Clinton made the U.S. National Infrastructure (NII) a major national priority in the 1990s. One critical development occurred in 1998 when the National Infrastructure Protection Centre was established to be the central point for gathering, analysing and disseminating critical cyber security information and built upon the previous success of the national Computer Emergency Response Team (CERT). Earlier research (Rich, 2001, Soo Hoo, 2000, Howard, 1997 and Landwher, 1994) addressed various aspects of information security information and incident reporting. Also, Vatis (2001) addressed some research considerations in this area while investigating foreign network centric and traditional warfare events primarily through Denial of Service and Web Site Defacement attacks. However, areas for new exploration existed especially as they related to U.S. critical infrastructure protection (Karestand, 2003, Vatis, 2001, U.S. General Accounting Office, 2000, Alexander and Swetham, 1999). Finally, Information and Network Centric Warfare (Arens and Rosenbloom, 2003, Davies, 2000, Denning and Baugh, 2000, and Schwartau, 1997) are increasing national security issues in the War on Terrorism and Homeland Security in general.

Abstract:

Cyber attackers targeting large corporations achieved a high perimeter penetration success rate during 2013, resulting in many corporations incurring financial losses. Corporate information technology leaders have a fiduciary responsibility to implement information security domain processes that effectually address the challenges for preventing and deterring information security breaches. Grounded in corporate governance theory, the purpose of this correlational study was to examine the relationship between strategic alignment, resource management, risk management, value delivery, performance measurement implementations, and information security governance (ISG) effectiveness in United States-based corporations. Surveys were used to collect data from 95 strategic and tactical leaders of the 500 largest for-profit United States headquartered corporations. The results of the multiple linear regression indicated the model was able to significantly predict ISG effectiveness, F(5, 89) = 3.08, p = 0.01, R-² = 0.15. Strategic alignment was the only statistically significant (t = 2.401, p <= 0.018) predictor. The implications for positive social change include the potential to constructively understand the correlates of ISG effectiveness, thus increasing the propensity for consumer trust and reducing consumers' costs.

Abstract:

Launch activities are increasingly performed by private entities and launch participants deal with a complex legal environment. The Space Treaties provide a framework placing liability for non-governmental activities on the launching State and the duty to authorize and supervise them on the appropriate State. Launch participants are subject to specific regulation in certain States or are under institutional State control in others. They also have to comply with general domestic law of liability. Limited insurance availability led to the development of contractual risk allocation techniques, the inter-participants waivers of liability and claims, inspired by NASA practice.
This thesis offers a contribution with the synthesis of information, so far scattered, on today's legal environment, providing an overview of the norms at play in this field to allow the grasp of their relative weight and interactions in the assessment of liability risk attached to launch activities.
This synthesis reveals a legal framework presently lacking the predictability necessary for an efficient liability risk management: (1) inter-participants waivers of liability suffer the weaknesses of all limitation of liability clauses; they also lack uniformity and implementation rigor; (2) the Space Treaties contain ambiguous terms preventing predictable determination of the State liable for damage and the State obliged to authorize and supervise launch activities, and do not reflect the de facto primary liability of launch operators.
This thesis offers a contribution to the advancement of legal work on these problems by suggesting new approaches emphasizing the need for: (1) harmonization of inter-participants waivers of liability to improve their consistency and validity and ensure identical flow-down by all participants; (2) improvements of the Outer Space Treaty, Liability Convention and Registration Convention for their implementation to non-governmental launch activities.
Although the launch community is small and the need for lawmaking is not as compelling as in fields such as aviation. Nevertheless, tailored adjustments to the present legal framework are required and proposed in this thesis through model clauses and an international instrument, both of which are submitted for further thinking and contribution by those sharing the opinion that creative lawmaking is now necessary to prepare for tomorrow's endeavors.

Abstract:

While communities in the United States are already experiencing the effects of climate change, scientists project that sea level rise, increased precipitation, and record-breaking extreme weather events will devastate vulnerable regions in the following decades. The absence of federal strategies for climate change adaptation leaves state and city governments with broad discretion to undertake climate change adaptation measures. Yet cities may be unable to adapt to climate change without external assistance, particularly in states where the state leadership has not recognized the need to provide political and financial support to local governments. Collaboration allows cities to pool resources and work across boundaries to ameliorate significant problems such as climate change. Scholars of public administration have extensively researched collaboration. However, we still know little about what factors facilitate horizontal collaboration and why and how collaborative governance may lead to improved policy outputs and outcomes. Using the case of sea level rise preparedness in US cities, this dissertation contributes to better understanding of horizontal collaboration and its effects on public service provision. The analysis draws on quantitative data from surveys, administered to US municipal governments, and qualitative data from semi-structured interviews with city officials. This research has several principal findings. First, organizational propensity to collaborate on sea level rise preparedness is driven by leadership that recognizes the value and need for collaboration, and internal organizational characteristics. Second, horizontal collaboration helps cities advance plans for sea level rise adaptation, particularly when partnering with institutions of higher learning and businesses. Third, the findings show that collaboration with other municipalities and businesses is a positive contributing factor toward better preparedness for sea level rise in US cities. By shedding more light on horizontal collaboration as a tool to help cities adapt to changes in climate, the study contributes to two bodies of literature, including research on climate change policy and collaborative governance. The study also provides a number of recommendations to local policy makers and public administrators on how to facilitate horizontal collaboration to utilize local resources in public problem-solving.

Abstract:

Through integrated modeling of power system operations and market risks, this thesis addresses a variety of important issues on market signals modeling, generation capacity scheduling, and electricity forward trading. The first part of the thesis addresses a central problem of transmission investment which is to model market signals for transmission adequacy. The proposed system simulation framework, combined with the stochastic price model, provides a powerful tool for capturing the characteristics of market prices dynamics and evaluating transmission investment. We advocate the use of an AC power flow formulations instead since it allocates transmission losses correctly and reveals the economic incentives of voltage requirements. By incorporating reliability constraints in the market dispatch, the resulting market prices yield incentives for market participants to invest in additional transmission capacity. The second part of the thesis presents a co-optimization modeling framework that incorporates market participation and market price uncertainties into the capacity allocation decision-making problem through a stochastic programming formulation. Optimal scenario-dependent generation scheduling strategies are obtained. The third part of the thesis is devoted to analyzing the risk premium present in the electricity day-ahead forward price over the real-time spot price. This study establishes a quantitative model for incorporating transmission congestion into the analysis of electricity day-ahead forward risk premium. Evidences from empirical studies confirm the significant statistical relationship between the day-ahead forward risk premium and the shadow price premiums on transmission flowgates.

Recent empirical work has demonstrated the importance of a number of elements of scientific infrastructure that seem to be crucial particularly in fields such as molecular and cellular biology in which the materiality of research renders the process of replication and validation more complex. Scientific infrastructure has many interconnecting elements such as the ability to exchange material used in experiments, the ability to share ideas and information and the ability to share, exchange and promote the mobility of researchers. We focus our investigation on stem cell research in the United States (US). Research in human developmental biology has led to the discovery of human stem cells. The science of stem cell therapies is about to enter a phase of research and development that could lead to unprecedented cures and palliative treatments. However, it is a highly regulated field of research and it raises an important amount of moral, religious and ethical concerns. We seek to examine the boundaries that have emerged in the US in this particular field and we try to understand their impact on the US market of fertilized eggs, embryos and human embryonic stem cells.

Abstract:

This thesis is concerned with the relationships between profit, profit persistence, risk and competition within the US commercial bank sector. In particular, the thesis asks three questions: how profit and profit persistence are affected by changes in regulation designed to enhance competition; how profit persistence varies over time according to changes in market and economic conditions; how different aspects of banks' risk is affected by competition and market structure. Understanding the nature of these relationships is important given the prominent role banks play in the allocation of resources, the provision of capital to the economy and the stability of the financial system. Moreover, these roles in turn, have an effect on bank performance and wider economic growth and stability. Such issues have especially come to prominence following the financial crisis and thus there is a need for empirical evidence on which to base policy. To examine these relationships the thesis implements panel estimation techniques and obtains data on all commercial banks, primarily over the period 1984-2009, thus including births and deaths. The key findings show, first, that profit persistence is relatively low compared to previous US banking studies and compared to manufacturing firms. Moreover, persistence varies with regulatory changes, although not always in the expected direction, notably the increase in persistence following the 1999 Gramm-Leach-Bliley Act. Second, additional time-variation in persistence is linked to bank specific, market structure and economic factors. Notably, persistence varies with bank size and market share, market concentration and output growth, but the precise nature of these relationships varies across the sample and by bank size. Third, that there is a difference in the nature of the relationship between competition and loan risk on the one hand and competition and total risk and leverage on the other. We also find that the relationship between risk and market structure varies according to bank size and that the economic cycle influences banks' risk. The implications and contribution of this thesis lie in establishing empirical evidence for understanding the nature of the relationships between competition, profits and risk. This is particularly prescient given the move towards new regulation following the financial crisis. Key results here show that no simple relationship exists between bank size or market concentration and competition and risk, therefore policy should account for such differences, whether according to bank size or type of risk.

This thesis works to evaluate the new rainfall algorithm that is used to simulate longterm tropical cyclone precipitation (TCP) climatology throughout the southeastern United States. The TCP climatology is based on a fleet of synthetic tropical cyclones developed using National Center for Atmospheric Research/National Centers for Environmental Prediction reanalysis data from 1980 to 2010 and the Coupled Hurricane Intensity Prediction System (CHIPS) model. The climatology is compared to hourly rainfall estimates from the WSR-88D Next Generation Weather Radar (NEXRAD-II) system. In general the synthetic TCP estimates show good agreement with radar-based observations. The rainfall algorithm appears to perform better at coastal locations versus inland ones, and in general has better agreement in the eastern locations considered in this study. In addition, the spatial dependence of radar rainfall estimates was addressed, and in general more extreme TCP-events exhibited a greater degree of event total precipitation variation at grid box-scale. Finally, preliminary work incorporating streamflow measurements as a metric for assessing TCP risk using the synthetic rainfall climatology was begun. Correlation between both grid box-specific and basin-average radar-based event TCP and surface streamflow measurements (from the U.S. Geological Survey National Water Information System) varied greatly, and was generally moderate, and future work should incorporate more thorough streamflow modeling in order to evaluate these comparisons.

In this thesis, I conducted an analysis of the consumption patterns associated with demographic and socio-economic characteristics, using Tobit and double-hurdle models. Data were collected for 11,574 households from the US Bureau of Labor Statistics for the year of 2014. Specific determinants included household size, age, income, gender, education, race, region, marital status, and whether the household lived in a coastal state. The results reveal that seafood expenditures are sequential decisions. Asian racial groups, households headed by married couples, a large number of members in households, higher income households, and households residing in the Atlantic and Gulf Coasts were variables that significantly impacted seafood expenditures.
