Abstract:
The joint development of urban mass transit facilities and private real estate projects has become a popular practice throughout the United States. As of October 1990, 114 transit joint-development projects had been constructed in more than two dozen US cities, although the vast majority of projects have been concentrated in just five cities: New York City, Washington, DC, Philadelphia, Atlanta, and Boston. Of completed joint-development projects 58% have occurred at or near heavy-rail transit stations; another 18% of projects have been developed around commuter rail facilities. Transit joint-development activity can be classified into two basic forms: (1) revenue-sharing arrangements, and (2) cost-sharing arrangements. Of the joint-development projects completed to date, 40% have involved cost-sharing, and 25% have involved revenue-sharing. The remaining projects have involved both types. Joint-development projects have yet to generate very much income to local transit operators, either through capital contributions or through yearly lease payments. Except in New York City, capital contributions from joint development have generally amounted to less than 1% of yearly capital expenditures. This study reveals that there are four conditions necessary for successful joint-development projects. First, the local real estate market must be active and healthy. Second, the agency with the lead responsibility for pursuing joint development must have an entrepreneurial bent. Third, coordination is essential when joint-development projects involve more than one public agency. Fourth, sponsoring agencies need to understand that there are benefits to joint development that go beyond generating revenues. To date, in fact, the direct revenue benefits of joint development have been quite small. The best joint-development projects are those that encourage greater transit usage, create more interesting station environments, and reinforce other planning and development goals.

Margaret Isabirye Kyenkya (photo) grew up in Uganda with five bothers and six sisters. Her Bachelor of Arts was in Social Work and Social Administration (Makerere University, Uganda), and was followed by a Masters in Sociology, (Nairobi University), and a Certificate in Mother and Child Health (International Child Health Institute, London). Her PhD focused on Hospital Administration inspired by the WHO/UNICEF Baby Friendly Hospital Initiative. She has worked as a researcher, the founder of Non-Governmental Organizations, a Senior United Nations Officer (New York Headquarters and several regions), a Manager in the United States Agency for International Development-funded National Health and Nutrition Projects, and a governmental Health and Nutrition Adviser. A certified trainer in a number of health and nutrition areas, a breastfeeding counselor, and a retired La Leche League Leader, Dr. Kyenkya has significantly influenced the course of lactation support and promotion globally. She stated, “My most precious and valued occupation is that of a mother [of five] and grandmother [of eight].” Dr. Kyenkya currently lives in Atlanta, Georgia, in the United States. Abstract:
In this issue of Journal of Disaster Research, we introduce nine papers on societal responses to recent catastrophic disasters with special focus on long-term recovery processes in Japan and the United States. As disaster impacts increase, we also find that recovery times take longer and the processes for recovery become more complicated. On January 17th of 1995, a magnitude 7.2 earthquake hit the Hanshin and Awaji regions of Japan, resulting in the largest disaster in Japan in 50 years. In this disaster which we call the Kobe earthquake hereafter, over 6,000 people were killed and the damage and losses totaled more than 100 billion US dollars. The long-term recovery from the Kobe earthquake disaster took more than ten years to complete. One of the most important responsibilities of disaster researchers has been to scientifically monitor and record the long-term recovery process following this unprecedented disaster and discern the lessons that can be applied to future disasters. The first seven papers in this issue present some of the key lessons our research team learned from the studying the long-term recovery following the Kobe earthquake disaster. We have two additional papers that deal with two recent disasters in the United States – the terrorist attacks on World Trade Center in New York on September 11 of 2001 and the devastation of New Orleans by the 2005 Hurricane Katrina and subsequent levee failures. These disasters have raised a number of new research questions about long-term recovery that US researchers are studying because of the unprecedented size and nature of these disasters’ impacts. Mr. Mammen’s paper reviews the long-term recovery processes observed at and around the World Trade Center site over the last six years. Ms. Johnson’s paper provides a detailed account of the protracted reconstruction planning efforts in the city of New Orleans to illustrate a set of sufficient and necessary conditions for successful recovery. All nine papers in this issue share a theoretical framework for long-term recovery processes which we developed based first upon the lessons learned from the Kobe earthquake and later expanded through observations made following other recent disasters in the world. The following sections provide a brief description of each paper as an introduction to this special issue. 1. The Need for Multiple Recovery Goals After the 1995 Kobe earthquake, the long-term recovery process began with the formulation of disaster recovery plans by the City of Kobe – the most severely impacted municipality – and an overarching plan by Hyogo Prefecture which coordinated 20 impacted municipalities; this planning effort took six months. Before the Kobe earthquake, as indicated in Mr. Maki’s paper in this issue, Japanese theories about, and approaches to, recovery focused mainly on physical recovery, particularly: the redevelopment plans for destroyed areas; the location and standards for housing and building reconstruction; and, the repair and rehabilitation of utility systems. But the lingering problems of some of the recent catastrophes in Japan and elsewhere indicate that there are multiple dimensions of recovery that must be considered. We propose that two other key dimensions are economic recovery and life recovery. The goal of economic recovery is the revitalization of the local disaster impacted economy, including both major industries and small businesses. The goal of life recovery is the restoration of the livelihoods of disaster victims. The recovery plans formulated following the 1995 Kobe earthquake, including the City of Kobe’s and Hyogo Prefecture’s plans, all stressed these two dimensions in addition to physical recovery. The basic structure of both the City of Kobe’s and Hyogo Prefecture’s recovery plans are summarized in Fig. 1. Each plan has three elements that work simultaneously. The first and most basic element of recovery is the restoration of damaged infrastructure. This helps both physical recovery and economic recovery. Once homes and work places are recovered, Life recovery of the impacted people can be achieved as the final goal of recovery. Figure 2 provides a “recovery report card” of the progress made by 2006 – 11 years into Kobe’s recovery. Infrastructure was restored in two years, which was probably the fastest infrastructure restoration ever, after such a major disaster; it astonished the world. Within five years, more than 140,000 housing units were constructed using a variety of financial means and ownership patterns, and exceeding the number of demolished housing units. Governments at all levels – municipal, prefectural, and national – provided affordable public rental apartments. Private developers, both local and national, also built condominiums and apartments. Disaster victims themselves also invested a lot to reconstruct their homes. Eleven major redevelopment projects were undertaken and all were completed in 10 years. In sum, the physical recovery following the 1995 Kobe earthquake was extensive and has been viewed as a major success. In contrast, economic recovery and life recovery are still underway more than 13 years later. Before the Kobe earthquake, Japan’s policy approaches to recovery assumed that economic recovery and life recovery would be achieved by infusing ample amounts of public funding for physical recovery into the disaster area. Even though the City of Kobe’s and Hyogo Prefecture’s recovery plans set economic recovery and life recovery as key goals, there was not clear policy guidance to accomplish them. Without a clear articulation of the desired end-state, economic recovery programs for both large and small businesses were ill-timed and ill-matched to the needs of these businesses trying to recover amidst a prolonged slump in the overall Japanese economy that began in 1997. “Life recovery” programs implemented as part of Kobe’s recovery were essentially social welfare programs for low-income and/or senior citizens. 2. Requirements for Successful Physical Recovery Why was the physical recovery following the 1995 Kobe earthquake so successful in terms of infrastructure restoration, the replacement of damaged housing units, and completion of urban redevelopment projects? There are at least three key success factors that can be applied to other disaster recovery efforts: 1) citizen participation in recovery planning efforts, 2) strong local leadership, and 3) the establishment of numerical targets for recovery. Citizen participation As pointed out in the three papers on recovery planning processes by Mr. Maki, Mr. Mammen, and Ms. Johnson, citizen participation is one of the indispensable factors for successful recovery plans. Thousands of citizens participated in planning workshops organized by America Speaks as part of both the World Trade Center and City of New Orleans recovery planning efforts. Although no such workshops were held as part of the City of Kobe’s recovery planning process, citizen participation had been part of the City of Kobe’s general plan update that had occurred shortly before the earthquake. The City of Kobe’s recovery plan is, in large part, an adaptation of the 1995-2005 general plan. On January 13 of 1995, the City of Kobe formally approved its new, 1995-2005 general plan which had been developed over the course of three years with full of citizen participation. City officials, responsible for drafting the City of Kobe’s recovery plan, have later admitted that they were able to prepare the city’s recovery plan in six months because they had the preceding three years of planning for the new general plan with citizen participation. Based on this lesson, Odiya City compiled its recovery plan based on the recommendations obtained from a series of five stakeholder workshops after the 2004 Niigata Chuetsu earthquake. <strong>Fig. 1. </strong> Basic structure of recovery plans from the 1995 Kobe earthquake. <strong>Fig. 2. </strong> “Disaster recovery report card” of the progress made by 2006. Strong leadership In the aftermath of the Kobe earthquake, local leadership had a defining role in the recovery process. Kobe’s former Mayor, Mr. Yukitoshi Sasayama, was hired to work in Kobe City government as an urban planner, rebuilding Kobe following World War II. He knew the city intimately. When he saw damage in one area on his way to the City Hall right after the earthquake, he knew what levels of damage to expect in other parts of the city. It was he who called for the two-month moratorium on rebuilding in Kobe city on the day of the earthquake. The moratorium provided time for the city to formulate a vision and policies to guide the various levels of government, private investors, and residents in rebuilding. It was a quite unpopular policy when Mayor Sasayama announced it. Citizens expected the city to be focusing on shelters and mass care, not a ban on reconstruction. Based on his experience in rebuilding Kobe following WWII, he was determined not to allow haphazard reconstruction in the city. It took several years before Kobe citizens appreciated the moratorium. Numerical targets Former Governor Mr. Toshitami Kaihara provided some key numerical targets for recovery which were announced in the prefecture and municipal recovery plans. They were: 1) Hyogo Prefecture would rebuild all the damaged housing units in three years, 2) all the temporary housing would be removed within five years, and 3) physical recovery would be completed in ten years. All of these numerical targets were achieved. Having numerical targets was critical to directing and motivating all the stakeholders including the national government’s investment, and it proved to be the foundation for Japan’s fundamental approach to recovery following the 1995 earthquake. 3. Economic Recovery as the Prime Goal of Disaster Recovery In Japan, it is the responsibility of the national government to supply the financial support to restore damaged infrastructure and public facilities in the impacted area as soon as possible. The long-term recovery following the Kobe earthquake is the first time, in Japan’s modern history, that a major rebuilding effort occurred during a time when there was not also strong national economic growth. In contrast, between 1945 and 1990, Japan enjoyed a high level of national economic growth which helped facilitate the recoveries following WWII and other large fires. In the first year after the Kobe earthquake, Japan’s national government invested more than US$ 80 billion in recovery. These funds went mainly towards the repair and reconstruction of infrastructure and public facilities. Now, looking back, we can also see that these investments also nearly crushed the local economy. Too much money flowed into the local economy over too short a period of time and it also did not have the “trickle-down” effect that might have been intended. To accomplish numerical targets for physical recovery, the national government awarded contracts to large companies from Osaka and Tokyo. But, these large out-of-town contractors also tended to have their own labor and supply chains already intact, and did not use local resources and labor, as might have been expected. Essentially, ten years of housing supply was completed in less than three years, which led to a significant local economic slump. Large amounts of public investment for recovery are not necessarily a panacea for local businesses, and local economic recovery, as shown in the following two examples from the Kobe earthquake. A significant national investment was made to rebuild the Port of Kobe to a higher seismic standard, but both its foreign export and import trade never recovered to pre-disaster levels. While the Kobe Port was out of business, both the Yokohama Port and the Osaka Port increased their business, even though many economists initially predicted that the Kaohsiung Port in Chinese Taipei or the Pusan Port in Korea would capture this business. Business stayed at all of these ports even after the reopening of the Kobe Port. Similarly, the Hanshin Railway was severely damaged and it took half a year to resume its operation, but it never regained its pre-disaster readership. In this case, two other local railway services, the JR and Hankyu lines, maintained their increased readership even after the Hanshin railway resumed operation. As illustrated by these examples, pre-disaster customers who relied on previous economic output could not necessarily afford to wait for local industries to recover and may have had to take their business elsewhere. Our research suggests that the significant recovery investment made by Japan’s national government may have been a disincentive for new economic development in the impacted area. Government may have been the only significant financial risk-taker in the impacted area during the national economic slow-down. But, its focus was on restoring what had been lost rather than promoting new or emerging economic development. Thus, there may have been a missed opportunity to provide incentives or put pressure on major businesses and industries to develop new businesses and attract new customers in return for the public investment. The significant recovery investment by Japan’s national government may have also created an over-reliance of individuals on public spending and government support. As indicated in Ms. Karatani’s paper, individual savings of Kobe’s residents has continued to rise since the earthquake and the number of individuals on social welfare has also decreased below pre-disaster levels. Based on our research on economic recovery from the Kobe earthquake, at least two lessons emerge: 1) Successful economic recovery requires coordination among all three recovery goals – Economic, Physical and Life Recovery, and 2) “Recovery indices” are needed to better chart recovery progress in real-time and help ensure that the recovery investments are being used effectively. Economic recovery as the prime goal of recovery Physical recovery, especially the restoration of infrastructure and public facilities, may be the most direct and socially accepted provision of outside financial assistance into an impacted area. However, lessons learned from the Kobe earthquake suggest that the sheer amount of such assistance may not be effective as it should be. Thus, as shown in Fig. 3, economic recovery should be the top priority goal for recovery among the three goals and serve as a guiding force for physical recovery and life recovery. Physical recovery can be a powerful facilitator of post-disaster economic development by upgrading social infrastructure and public facilities in compliance with economic recovery plans. In this way, it is possible to turn a disaster into an opportunity for future sustainable development. Life recovery may also be achieved with a healthy economic recovery that increases tax revenue in the impacted area. In order to achieve this coordination among all three recovery goals, municipalities in the impacted areas should have access to flexible forms of post-disaster financing. The community development block grant program that has been used after several large disasters in the United States, provide impacted municipalities with a more flexible form of funding and the ability to better determine what to do and when. The participation of key stakeholders is also an indispensable element of success that enables block grant programs to transform local needs into concrete businesses. In sum, an effective economic recovery combines good coordination of national support to restore infrastructure and public facilities and local initiatives that promote community recovery. Developing Recovery Indices Long-term recovery takes time. As Mr. Tatsuki’s paper explains, periodical social survey data indicates that it took ten years before the initial impacts of the Kobe earthquake were no longer affecting the well-being of disaster victims and the recovery was completed. In order to manage this long-term recovery process effectively, it is important to have some indices to visualize the recovery processes. In this issue, three papers by Mr. Takashima, Ms. Karatani, and Mr. Kimura define three different kinds of recovery indices that can be used to continually monitor the progress of the recovery. Mr. Takashima focuses on electric power consumption in the impacted area as an index for impact and recovery. Chronological change in electric power consumption can be obtained from the monthly reports of power company branches. Daily estimates can also be made by tracking changes in city lights using a satellite called DMSP. Changes in city lights can be a very useful recovery measure especially at the early stages since it can be updated daily for anywhere in the world. Ms. Karatani focuses on the chronological patterns of monthly macro-statistics that prefecture and city governments collect as part of their routine monitoring of services and operations. For researchers, it is extremely costly and virtually impossible to launch post-disaster projects that collect recovery data continuously for ten years. It is more practical for researchers to utilize data that is already being collected by local governments or other agencies and use this data to create disaster impact and recovery indices. Ms. Karatani found three basic patterns of disaster impact and recovery in the local government data that she studied: 1) Some activities increased soon after the disaster event and then slumped, such as housing construction; 2) Some activities reduced sharply for a period of time after the disaster and then rebounded to previous levels, such as grocery consumption; and 3) Some activities reduced sharply for a while and never returned to previous levels, such as the Kobe Port and Hanshin Railway. Mr. Kimura focuses on the psychology of disaster victims. He developed a “recovery and reconstruction calendar” that clarifies the process that disaster victims undergo in rebuilding their shattered lives. His work is based on the results of random surveys. Despite differences in disaster size and locality, survey data from the 1995 Kobe earthquake and the 2004 Niigata-ken Chuetsu earthquake indicate that the recovery and reconstruction calendar is highly reliable and stable in clarifying the recovery and reconstruction process. <strong>Fig. 3.</strong> Integrated plan of disaster recovery. 4. Life Recovery as the Ultimate Goal of Disaster Recovery Life recovery starts with the identification of the disaster victims. In Japan, local governments in the impacted area issue a “damage certificate” to disaster victims by household, recording the extent of each victim’s housing damage. After the Kobe earthquake, a total of 500,000 certificates were issued. These certificates, in turn, were used by both public and private organizations to determine victim’s eligibility for individual assistance programs. However, about 30% of those victims who received certificates after the Kobe earthquake were dissatisfied with the results of assessment. This caused long and severe disputes for more than three years. Based on the lessons learned from the Kobe earthquake, Mr. Horie’s paper presents (1) a standardized procedure for building damage assessment and (2) an inspector training system. This system has been adopted as the official building damage assessment system for issuing damage certificates to victims of the 2004 Niigata-ken Chuetsu earthquake, the 2007 Noto-Peninsula earthquake, and the 2007 Niigata-ken Chuetsu Oki earthquake. Personal and family recovery, which we term life recovery, was one of the explicit goals of the recovery plan from the Kobe earthquake, but it was unclear in both recovery theory and practice as to how this would be measured and accomplished. Now, after studying the recovery in Kobe and other regions, Ms. Tamura’s paper proposes that there are seven elements that define the meaning of life recovery for disaster victims. She recently tested this model in a workshop with Kobe disaster victims. The seven elements and victims’ rankings are shown in Fig. 4. Regaining housing and restoring social networks were, by far, the top recovery indicators for victims. Restoration of neighborhood character ranked third. Demographic shifts and redevelopment plans implemented following the Kobe earthquake forced significant neighborhood changes upon many victims. Next in line were: having a sense of being better prepared and reducing their vulnerability to future disasters; regaining their physical and mental health; and restoration of their income, job, and the economy. The provision of government assistance also provided victims with a sense of life recovery. Mr. Tatsuki’s paper summarizes the results of four random-sample surveys of residents within the most severely impacted areas of Hyogo Prefecture. These surveys were conducted biannually since 1999,. Based on the results of survey data from 1999, 2001, 2003, and 2005, it is our conclusion that life recovery took ten years for victims in the area impacted significantly by the Kobe earthquake. Fig. 5 shows that by comparing the two structural equation models of disaster recovery (from 2003 and 2005), damage caused by the Kobe earthquake was no longer a determinant of life recovery in the 2005 model. It was still one of the major determinants in the 2003 model as it was in 1999 and 2001. This is the first time in the history of disaster research that the entire recovery process has been scientifically described. The Need for an Integrated Recovery Plan The recovery lessons from Kobe and other regions suggest that we need more integrated recovery plans that use physical recovery as a tool for economic recovery, which in turn helps disaster victims. Furthermore, we believe that economic recovery should be the top priority for recovery, and physical recovery should be regarded as a tool for stimulating economic recovery and upgrading social infrastructure (as shown in Fig. 6). With this approach, disaster recovery can help build the foundation for a long-lasting and sustainable community. Figure 6 proposes a more detailed model for a more holistic recovery process. The ultimate goal of any recovery process should be achieving life recovery for all disaster victims. We believe that to get there, both direct and indirect approaches must be taken. Direct approaches include: the provision of funds and goods for victims, for physical and mental health care, and for housing reconstruction. Indirect approaches for life recovery are those which facilitate economic recovery, which also has both direct and indirect approaches. Direct approaches to economic recovery include: subsidies, loans, and tax exemptions. Indirect approaches to economic recovery include, most significantly, the direct projects to restore infrastructure and public buildings. More subtle approaches include: setting new regulations or deregulations, providing technical support, and creating new businesses. A holistic recovery process needs to strategically combine all of these approaches, and there must be collaborative implementation by all the key stakeholders, including local governments, non-profit and non-governmental organizations (NPOs and NGOs), community-based organizations (CBOs), and the private sector. Therefore, community and stakeholder participation in the planning process is essential to achieve buy-in for the vision and desired outcomes of the recovery plan. Securing the required financial resources is also critical to successful implementation. In thinking of stakeholders, it is important to differentiate between supporting entities and operating agencies. Supporting entities are those organizations that supply the necessary funding for recovery. Both Japan’s national government and the federal government in the U.S. are the prime supporting entities in the recovery from the 1995 Kobe earthquake and the 2001 World Trade Center recovery. In Taiwan, the Buddhist organization and the national government of Taiwan were major supporting entities in the recovery from the 1999 Chi-Chi earthquake. Operating agencies are those organizations that implement various recovery measures. In Japan, local governments in the impacted area are operating agencies, while the national government is a supporting entity. In the United States, community development block grants provide an opportunity for many operating agencies to implement various recovery measures. As Mr. Mammen’ paper describes, many NPOs, NGOs, and/or CBOs in addition to local governments have had major roles in implementing various kinds programs funded by block grants as part of the World Trade Center recovery. No one, single organization can provide effective help for all kinds of disaster victims individually or collectively. The needs of disaster victims may be conflicting with each other because of their diversity. Their divergent needs can be successfully met by the diversity of operating agencies that have responsibility for implementing recovery measures. In a similar context, block grants made to individual households, such as microfinance, has been a vital recovery mechanism for victims in Thailand who suffered from the 2004 Sumatra earthquake and tsunami disaster. Both disaster victims and government officers at all levels strongly supported the microfinance so that disaster victims themselves would become operating agencies for recovery. Empowering individuals in sustainable life recovery is indeed the ultimate goal of recovery. <strong>Fig. 6.</strong> A holistic recovery policy model.

Harris Gaylord Warren was, by common consent, the father of Paraguayan studies in the United States. His broad-ranging activities —from diplomatic undertakings in South America to military service in Italy to administrative and scholarly work at various North American universities—marked him as an historian of rare depth and insight. Not commonly known is that Dr. Warren began his career as a historian in the 1930s as a borderlands specialist. The Sword was their Passport: A History of American Filibustering in the Mexican Revolution (Baton Rouge, 1943) is yet recognized as the definitive work on North American adventurers in that turbulent era. As an officer in the United States Army in World War II he was selected for various military history projects. After the war Dr. Warren returned to teaching and then administration. At that time his publications ranged from texts to Herbert Hoover and the Great Depression, (New York, 1959).

Abstract:
When characters in the Fox Television sitcom The Mindy Project call Mindy Lahiri fat, Mindy sees it as a case of misidentification. She reminds the character that she is a “petite Asian woman,” that she has large, beautiful breasts, that she has nothing in common with fat people, and the terms “chubbster” and “BBW – Big Beautiful Woman” are offensive and do not apply to her. Mindy spends some of each episode on her love for food and more food, and her hatred of fitness regimes, while repeatedly falling for meticulously fit men. She dates, has a string of failed relationships, adventurous sexual techniques, a Bridget Jones-scale search for perfect love, and yet admits to shame in showing her naked body to lovers. Her contradictory feelings about food and body image mirror our own confusions, and reveal the fear and fascination we feel for fat in our fat-obsessed culture. I argue that by creating herself as sexy, successful, popular, sporadically confident and insecure, Mindy works against stigmas that attach both to big women – women who are considered big in comparison to the societal size-zero ideal – and women who have historically been seen as belonging to “primitive” or colonized cultures, and therefore she disrupts the conflation of thinness to civilization. In this article, I look at the performance of fat and ethnic identity on American television, and examine the bodily mechanisms through which Mindy disrupts these. I argue that Mindy uses issues of fat and body image to disrupt stereotypical iterations of race. In the first part of the paper, I look at the construction of South Asian femininity in American pop culture, to set up the discussion of fat, gender and race as interrelated performative categories. Race, Gender, Performativity As Judith Butler says of gender, “performativity must be understood not as a singular or deliberate ‘act,’ but, rather as the reiterative and citational practice by which discourse produces the effects that it names” (Bodies, 2). Bodies produce and perform their gender through repeating and imitating norms of clothing, body movement, choices in gesture, action, mannerism, as well as gender roles. They do so in such a way that the discourses and histories that are embedded in them start to seem natural; they are seen to be the truth, instead of as actions that have a history. These choices do not just reflect or reveal gender, but rather produce and create it. Nadine Ehlers takes performativity into the realm of race. Ehlers says that “racial performativity always works within and through the modalities of gender and sexuality, and vice versa, and these categories are constituted through one another” (65). In this sense, neither race nor gender are produced or iterated without also producing their interrelationship. They are in fact produced through this interrelationship. So, for example, when studying the performativity of black bodies, you would need to specify whether you are looking at black femininity or masculinity. And on the other hand, when studying gender, it is important to specify gender where? And when? You couldn’t simply pry open the link between race and gender and expect to successfully theorize either on its own. Mindy’s performance of femininity, including her questions about body image and weight, her attractive though odd clothing choices, her search for love, these are all bound to her iteration of race. She often explains her body through defining herself as Asian. Yet, I suggest in a seeming contradiction that her othering of herself as a big woman (relative to normative body size for women in American film and television) who breaks chairs when she sits on them and is insecure about her body, keeps the audience from othering her because of race. Her weight, clumsiness, failures in love, her heartbreaks all make her a “normal” woman. They make her easy to identify with. They suggest that she is just a woman, an American woman, instead of othering her as a South Asian woman, or a woman from a “primitive”, colonized or minority culture.Being South Asian on American Television Mindy Lahiri (played by writer, producer and actor Mindy Kaling) is a successful American obstetrician/gynaecologist, who works in a successful practice in New York. She breaks stereotypes of South Asian women that are repeated in American television and film. Opposite to the stereotype of the traditional, dutiful South Asian who agrees to an arranged marriage, and has little to say for him or herself beyond academic achievement that is generally seen in American and British media, Mindy sleeps with as many men as she can possibly fit into a calendar year, is funny, self-deprecating, and has little interest in religion, tradition or family, and is obsessed with popular culture. The stereotypical characteristics of South Asians in the popular British media, listed by Anne Ciecko (69), include passive, law-abiding, following traditional gender roles and traditions, living in the “pathologized” Asian family, struggling to find self-definitions that incorporate their placement as both belonging to and separate from British culture. Similarly, South Asian actors on American television often play vaguely-comic doctors and lawyers, seemingly with no personal life or sexual desire. They are simply South Asians, with no further defining personality traits or quirks. It is as if being South Asian overrides any other character trait. They are rarely in lead roles, and Mindy is certainly the first South Asian-American woman to have her own sitcom, in which she plays the lead. What do South Asians on American television look and sound like? In her study on performativity of race and gender, Ehlers looks at various constructions of black femininity, and suggests that black femininity is often constructed in the media in terms of promiscuity and aggression (83), and, I would add, the image of the mama with the big heart and even bigger bosom. Contrary to black femininity, South Asian femininity in American media is often repressed, serious, concerned with work and achievement or alternatively with menial roles, with little in terms of a personal or sexual life. As Shilpa S. Dave says in her book on South Asians in American television, most South Asians that appear in American television are shown as immigrants with accents (8). That is what makes them recognizably different and other, more so even than any visual identification. It is much more common to see immigrants of Chinese or Korean descent in American television as people with American accents, as people who are not first generation immigrants. South Asians, on the other hand, almost always have South Asian accents. There are exceptions to this rule, however, the exceptions are othered and/or made more mainstream using various mechanisms. Neela in ER (played by Parminder Nagra) and Cece in New Girl (played by Hannah Simone) are examples of this. In both instances the characters are part of either an ensemble cast, or in a supporting role. Neela is a step removed from American and South Asian femininity, in that she is British, with a British accent – she is othered, but this othering makes her more mainstream than the marking that takes place with a South Asian accent. The British accent and a tragic marriage, I would say, allow her to have a personal and sexual life, beyond work. Cece goes through an arranged marriage scenario, full with saris and a South Asian wedding that is the more recognized and acceptable narrative for South Asian women in American media. The characters are made more acceptable and recognizable through these mechanisms. Bhoomi K. Thakore, in an article on the representation of South Asians in American television, briefly explains that after the 1965 Immigration and Nationality act, highly-educated South Asians could immigrate to the United States, either to get further education, or as highly skilled workers (149) – a phenomenon often called “brain-drain.” In addition, says Thakore, family members of these educated South Asians immigrated to the States as well, and these were people that were less educated and worked often in convenience stores and motels. Thakore suggests that immigrants to the United States experience a segmented assimilation, meaning that not all immigrants (first and second generation) will assimilate to the same extent or in the same way. I would say from my own experience that the degree to which immigrants can assimilate into American society often depends on not only financial prospects or education, but also attractiveness, skin tone, accent, English-speaking ability, interests and knowledge of American popular culture, interest in an American way of life and American social customs, and so on. Until recently, I would say that South Asian characters in American television shows have tended to represent either first-generation immigrants with South Asian accents and an inability or lack of desire to assimilate fully into American society, or second-generation immigrants whose personal and sexual lives are never part of the narrative. Examples of the former include South Asians who play nameless doctors and cops in American television. Kal Penn’s character Lawrence Kutner in the television series House is an example of the latter. Kutner, one of the doctors on Dr. House’s team, did not have a South Asian accent. However, he also had no personal narrative. All doctors on House came with their relationship troubles and baggage, their emotional turmoil, their sexual and romantic ups and downs – all but Kutner, whose suicide in the show (when he left it to join the Obama administration) is framed around the question – do we ever really know the people we see every day? Yet, we do know the other doctors on House. But we never know anything about Kutner’s private life. His character is all about academic knowledge and career achievement. This is the stereotype of the South Asian character in American television. Yet, Mindy, with her American accent, sees herself as American, doesn’t obsess about race or skin colour, and has no signs of a poor-me narrative in the way she presents herself. She does not seem to have any diasporic longings or group belongings. Mindy doesn’t ignore race on the show. In fact, she deploys it strategically. She describes herself as Asian on more than one occasion, often to explain her size, her breasts and femininity, and in one episode she goes to a party because she expects to see black sportsmen there, and she explains, “It’s a scientific fact that black men love South Asian girls.” Her production of her femininity is inextricably bound up with race. However, Mindy avoids marking herself as a racial minority by making her quest for love and her confusions about body image something all women can identify with. But she goes further in that she does not place herself in a diaspora community, she does not speak in a South Asian accent, she doesn’t hide her personal life or the contours of her body, and she doesn’t harp on parents who want her to get married. By not using the usual stereotypes of South Asians and Asians on American television, while at the same time acknowledging race, I suggest that she makes herself a citizen of the alleged “melting pot” as the melting pot should be, a hybrid space for hybrid identities. Mindy constructs herself as an American woman, and suggests that being a racial minority is simply part of the experience of being American. I am not suggesting that this reflects the reality of experience for many women in the USA who belong to ethnic minorities. I am suggesting that Mindy is creating a possible or potential reality, in which neither size nor being a racial minority are causes for shame. In a scene in the second season, a police officer chastises Mindy for prescribing birth control to his young daughter. He charges out of her office, and she follows him in to the street. She is wearing a version of her usual gear – a check-pinafore, belted over a printed shirt – her shoulders curved forward, arms folded, in the characteristic posture of the big-breasted, curvy woman. She screams at the officer for his outdated views on birth-control. He questions if she even has kids, suggesting that she knows nothing about raising them. She says, “How dare you? Do I look like a woman who’s had kids? I have the hips of an eleven-year-old boy.” She then informs him that she wolfed down a steak sandwich at lunch, has misgivings about the outfit she is wearing, and says that she is not a sex-crazed lunatic. He charges her for public female hysteria. She screams after him as he drives off, “Everyone see this!” She holds up the citation. “It’s for walking, while being a person of colour.” She manages in the space of a two-minute clip to deploy race, size and femininity, without shame or apology, and with humour. It is interesting to note that, contrary to her persona on the show, in interviews in the media, Kaling suggests that she is not that concerned with the question of weight. She says that though she would like to lose fifteen pounds, she is not hung up on this quest. On the other hand, she suggests that she considers herself a role model for minority women. In fact, in real life she makes the question of race as something more important to her than weight – which is opposite to the way she treats the two issues in her television show. I suggest that in real life, Kaling projects herself as a feminist, as someone not so concerned about size and weight, an intelligent woman who is concerned about race. On the show, however, she plays an everywoman, for whom weight is a much bigger deal than race. Neither persona is necessarily real or assumed – rather, they both reveal the complexities by which race, gender and body size constitute each other, and become cruxes for identification and misidentification. Is It Civilized to Be Fat? When Mindy and her colleague Danny Castellano get together in the second season of the show, you find yourself wondering how on earth they are going to sustain this sitcom, without an on-again/off-again romance, or one that takes about five years to start. When Danny does not want to go public with the relationship, Mindy asks him if he is ashamed of her. Imagine one of the Friends or Sex in the City women asking this question to see just how astonishing it is for a successful, attractive woman to ask a man if he is ashamed to be seen with her. She doesn’t say is it because of my weight, yet the question hangs in the air. When Danny does break up with her, again Mindy feels all the self-disgust of a woman rejected for no clear reason. As Amy Erdman Farrell suggests in her book on fat in American culture and television, fat people are not expected to find love or success. They are expected to be self-deprecating. They are supposed to expect rejection and failure. She says that not only do fat people bear a physical but also a character stigma, in that not only are they considered visually unappealing, but this comes with the idea that they have uncontrolled desires and urges (7-10). Kaling suggests through her cleverly-woven writing that it is because of her body image that Mindy feels self-loathing when Danny breaks up with her. She manages again to make her character an everywoman. Not a fat South Asian woman, but simply an American woman who feels all the shame that seems to go with weight and body image in American culture. However, this assumed connection of fat with immorality and laziness goes a step further. Farrell goes on to say that fat denigration and ethnic discrimination are linked, that popularity and the right to belong and be a citizen are based both on body size and ethnicity. Says Farrell, “our culture assigns many meanings to fatness beyond the actual physical trait – that a person is gluttonous, or filling a deeply disturbed psychological need, or is irresponsible and unable to control primitive urges” (6) – psychological traits that have historically been used to describe people in colonized cultures. Farrell provides an intriguing analysis of Oprah Winfrey and her public ups and downs with weight. She suggests that Winfrey’s public obsession with her own weight, and her struggles with it, are an attempt to be an “everywoman”, to be someone all and not only black women can identify with. Says Farrell, “in order to deracinate herself, to prove that ‘anyone’ can make it, Winfrey must lose weight. Otherwise, the weight of all that fat will always, de facto, mark her as a ‘black woman’, with all the accompanying connotations of inferior, primitive, bodily and out of control” (126). She goes on to say that, “Since the end of the 19th century, fatness has … served as a potent signifier of the line between the primitive and the civilized, feminine and masculine, ethnicity and whiteness, poverty and wealth, homosexuality and heterosexuality, past and future” (126). This suggests that Winfrey’s public confrontations with the question of weight help the women in the audience identify with her as a woman, rather than as a black woman. In a volume on fat studies, Farrell explains that health professionals have further demarcated lines between “civilization and primitive cultures, whiteness and blackness, sexual restraint and sexual promiscuity, beauty and ugliness, progress and the past” (260). She suggests that fat is not just part of discourses on health and beauty, but also intelligence, enterprise, work ethics, as well as race, ethnicity, sexuality and class. These connections are of course repeated in media representations, across media genres and platforms. In women’s magazines, an imperative towards weightloss comes hand-in-hand with the search for love, a woman’s ability to satisfy a man’s as well as her own desires, and with success in glamorous jobs. Sitcom couples on American television often feature men who are ineffectual but funny slobs, married to determined, fit women who are mainly homemakers, and in fact, responsible for the proper functioning of the family, and consequentially, society. In general, bigger women in American and British media are on a quest both for love and weight loss, and the implication is that deep-seated insecurities are connected to both weight gain, as well as failures in love, and that only a resolution of these insecurities will lead to weight loss, which will further lead to success in love. Films such as My Big Fat Greek Wedding and Bridget Jones’s Diary are examples of this prevailing narrative. Thakore investigates the changing image of South Asians on American television, suggesting that South Asians are represented more and more frequently, and in increasingly more central roles. However, Thakore suggests that, “all women of colour deal with hegemonic skin tone ideologies in their racial/ethnic communities, with lighter skin tone and Caucasian facial features considered more appealing and attractive … . As media producers favour casting women who are attractive, so too do the same media producers favour casting women of colour who are attractive in terms of their proximity to White physical characteristics” (153). Similarly, Lee and Vaught suggest that in American popular culture, “both White women and women of colour are represented as reflecting a White ideal or aesthetic. These women conform to a body ideal that reflects White middle class ideals: exceedingly thin, long, flowing hair, and voluptuous” (458). She goes on to say that Asian American women would need to take on a White middle class standing and a simultaneous White notion of the exotic in order to assimilate. For Mindy, then, fat allows her to be an everywoman, but also allows her to adopt her own otherness as a South Asian, and make it her own. This trend shows some signs of changing, however, and I expect that women like Lena Dunham in the HBO comedy Girls and Mindy Kaling are leading the march towards productions of diverse femininities that are at the same time iterated as attractive and desirable. On The Hollywood Reporter, when asked about the more ludicrous questions or comments she faces on social media, Kaling puts on a male voice and says, “You’re ugly and fat, it’s so refreshing to watch!” and “We’re used to skinny people, and you’re so ugly, we love it!” On David Letterman, she mentions having dark skin, and says that lazy beach holidays don’t work for her because she doesn’t understand the trend for tanning, and she can’t really relax. Mindy’s confusions about her weight and body image make her a woman for everyone – not just for South Asian women. Whereas Kaling’s concern over the question of race – and her relative lack of concern over weight – make her a feminist, a professional writer, a woman with a conscience. These personas interweave. They question both normative performances of gender and race, and question the historical conflation of size and minority identity with shame and immorality. Butler suggests that gender is “the repeated stylisation of the body” (Gender, 33). She argues that gender roles can be challenged through a “subversive reiteration” of gender (Gender, 32). In this way, women like Dunham and Kaling, through their deployment of diverse female bodies and femininities, can disrupt the normative iteration of gender and race. Their production of femininity in bodies that are attractive (just not normatively so) has more than just an impact on how we look at fat. They bring to us women that are flawed, assertive, insecure, confident, contradictory, talented, creative, that make difficult choices in love and work, and that don’t make an obsession with weight or even race their markers of self worth.References Bridget Jones’s Diary. Abstract:
ABSTRACT In December of 2019, a novel coronavirus, SARS-CoV-2, emerged in the city of Wuhan, China, causing severe morbidity and mortality. Since then, the virus has swept across the globe, causing millions of confirmed infections and hundreds of thousands of deaths. To better understand the nature of the pandemic and the introduction and spread of the virus in Arizona, we sequenced viral genomes from clinical samples tested at the TGen North Clinical Laboratory, the Arizona Department of Health Services, and those collected as part of community surveillance projects at Arizona State University and the University of Arizona. Phylogenetic analysis of 84 genomes from across Arizona revealed a minimum of 11 distinct introductions inferred to have occurred during February and March. We show that >80% of our sequences descend from strains that were initially circulating widely in Europe but have since dominated the outbreak in the United States. In addition, we show that the first reported case of community transmission in Arizona descended from the Washington state outbreak that was discovered in late February. Notably, none of the observed transmission clusters are epidemiologically linked to the original travel-related case in the state, suggesting successful early isolation and quarantine. Finally, we use molecular clock analyses to demonstrate a lack of identifiable, widespread cryptic transmission in Arizona prior to the middle of February 2020. IMPORTANCE As the COVID-19 pandemic swept across the United States, there was great differential impact on local and regional communities. One of the earliest and hardest hit regions was in New York, while at the same time Arizona (for example) had low incidence. That situation has changed dramatically, with Arizona now having the highest rate of disease increase in the country. Understanding the roots of the pandemic during the initial months is essential as the pandemic continues and reaches new heights. Genomic analysis and phylogenetic modeling of SARS-COV-2 in Arizona can help to reconstruct population composition and predict the earliest undetected introductions. This foundational work represents the basis for future analysis and understanding as the pandemic continues.

It seemed like a really good way to build a sense of community.Dannette Lank, Little Free Library steward, Whitefish Bay, Wisconsin, 2013 (Rumage)Against a backdrop of stagnant literacy rates and enduring perceptions of urban decay and the decline of communities in cities (NCES, “Average Literacy”; NCES, “Average Prose”; Putnam 25; Skogan 8), legions of Little Free Libraries (LFLs) have sprung up across the United States between 2009 and the present. LFLs are small, often homemade structures housing books and other physical media for passersby to choose a book to take or leave a book to share with others. People have installed the structures in front of homes, schools, libraries, churches, fire and police stations, community gardens, and in public parks. There are currently 50,000 LFLs around the world, most of which are in the continental United States (Aldrich, “Big”). LFLs encompass building in multiple senses of the term; LFLs are literally tiny buildings to house books and people use the structures for building neighbourhood social capital. The organisation behind the movement cites “building community” as one of its three core missions (Little Free Library). Rowan Moore, theorising humans’ reasons for building, argues desire and emotion are central (16). The LFL movement provides evidence for this claim: stewards erect LFLs based on hope for increased literacy and a desire to build community through their altruistic actions. This article investigates how LFLs build urban community and explores barriers to the endeavour, specifically municipal building and right of way ordinances used in attempts to eradicate the structures. It also examines local responses to these municipal actions and potential challenges to traditional public libraries brought about by LFLs, primarily the decrease of visits to public libraries and the use of LFLs to argue for defunding of publicly provided library services. The work argues that LFLs build community in some places but may threaten other community services. This article employs qualitative content analysis of 261 stewards’ comments about their registered LFLs on the organisation’s website drawn from the two largest cities in a Midwestern state and an interview with an LFL steward in a village in the same state to analyse how LFLs build community. The two cities, located in the state where the LFL movement began, provide a cross section of innovators, early adopters, and late adopters of the book exchanges, determined by their registered charter numbers. Press coverage and municipal documents from six cities across the US gathered through a snowball sample provide data about municipal challenges to LFLs. Blog posts penned by practising librarians furnish some opinions about the movement. This research, while not a representative sample, identifies common themes and issues around LFLs and provides a basis for future research.The act of building and curating an LFL is a representation of shared beliefs about literacy, community, and altruism. Establishing an LFL is an act of civic participation. As Nico Carpentier notes, while some civic participation is macro, carried out at the level of the nation, other participation is micro, conducted in “the spheres of school, family, workplace, church, and community” (17). Ruth H. Landman investigates voluntary activities in the city, including community gardening, and community bakeries, and argues that the people associated with these projects find themselves in a “denser web of relations” than previously (2). Gretchen M. Herrmann argues that neighbourhood garage sales, although fleeting events, build an enduring sense of community amongst participants (189). Ray Oldenburg contends that people create associational webs in what he calls “great good places”; third spaces separate from home and work (20-21). Little Free Libraries and Community BuildingEmotion plays a central role in the decision to become an LFL steward, the person who establishes and maintains the LFL. People recount their desire to build a sense of community and share their love of reading with neighbours (Charter 4684; Charter 8212; Charter 9437; Charter 9705; Charter 16561). One steward in the study reported, “I love books and I want to be able to help foster that love in our neighbourhood as well” (Charter 4369). Image credit: Nadine Kozak.Relationships and emotional ties are central to some people’s decisions to have an LFL. The LFL website catalogues many instances of memorial LFLs, tributes to librarians, teachers, and avid readers. Indeed, the first Little Free Library, built by Todd Bol in 2009, was a tribute to his late mother, a teacher who loved reading (“Our History”). In the two city study area, ten LFLs are memorials, allowing bereaved families to pass on a loved one’s penchant for sharing books and reading (Charter 1235; Charter 1309; Charter 4604; Charter 6219; Charter 6542; Charter 6954; Charter 10326; Charter 16734; Charter 24481; Charter 30369). In some cases, urban neighbours come together to build, erect, and stock LFLs. One steward wrote: “Those of us who live in this friendly neighborhood collaborated to design[,] build and paint a bungalow themed library” to match the houses in the neighbourhood (Charter 2532). Another noted: “Our neighbor across the street is a skilled woodworker, and offered to build the library for us if we would install it in our yard and maintain it. What a deal!” (Charter 18677). Community organisations also install and maintain LFLs, including 21 in the study population (e.g. Charter 31822; Charter 27155).Stewards report increased communication with neighbours due to their LFLs. A steward noted: “We celebrated the library’s launch on a Saturday morning with neighbors of all ages. We love sitting on our front porch and catching up with the people who stop to check out the books” (Charter 9673). Another exclaimed:within 24 hours, before I had time to paint it, my Little Free Library took on a life of its own. All of a sudden there were lots of books in it and people stopping by. I wondered where these books came from as I had not put any in there. Little kids in the neighborhood are all excited about it and I have met neighbors that I had never seen before. This is going to be fun! (Charter 15981)LFLs build community through social interaction and collaboration. This occurs when neighbours come together to build, install, and fill the structures. The structures also open avenues for conversation between neighbours who had no connection previously. Like Herrmann’s neighbourhood garage sales, LFLs create and maintain social ties between neighbours and link them by the books they share. Additionally, when neighbours gather and communicate at the LFL structure, they create a transitory third space for “informal public life”, where people can casually interact at a nearby location (Oldenburg 14, 288).Building Barriers, Creating CommunityThe erection of an LFL in an urban neighbourhood is not, however, always a welcome sight. The news analysis found that LFLs most often come to the attention of municipal authorities via citizen complaints, which lead to investigations and enforcement of ordinances. In Kansas, a neighbour called an LFL an “eyesore” and an “illegal detached structure” (Tapper). In Wisconsin, well-meaning future stewards contacted their village authorities to ask about rules, inadvertently setting off a six-month ban on LFLs (Stingl; Rumage). Resulting from complaints and inquiries, municipalities regulated, and in one case banned, LFLs, thus building barriers to citizens’ desires to foster community and share books with neighbours.Municipal governments use two major areas of established code to remove or prohibit LFLs: ordinances banning unapproved structures in residents’ yards and those concerned with obstructions to right of ways when stewards locate the LFLs between the public sidewalk and street.In the first instance, municipal ordinances prohibit either front yard or detached structures. Controversies over these ordinances and LFLs erupted in Whitefish Bay, Wisconsin, in 2012; Leawood, Kansas, in 2014; Shreveport, Louisiana, in 2015; and Dallas, Texas, in 2015. The Village of Whitefish Bay banned LFLs due to an ordinance prohibiting “front yard structures,” including mailboxes (Sanburn; Stingl). In Leawood, the city council argued that an LFL, owned by a nine-year-old boy, violated an ordinance that forbade the construction of any detached structures without city council permission. In Shreveport, the stewards of an LFL received a cease and desist letter from city council for having an “accessory structure” in the front yard (LaCasse; Burris) and Dallas officials knocked on a steward’s front door, informing her of a similar breach (Kellogg).In the second instance, some urban municipalities argued that LFLs are obstructions that block right of ways. In Lincoln, Nebraska, the public works director noted that the city “uses the area between the sidewalk and the street for snow storage in the winter, light poles, mailboxes, things like that.” The director continued: “And I imagine these little libraries are meant to congregate people like a water cooler, but we don’t want people hanging around near the road by the curb” (Heady). Both Lincoln in 2014 and Los Angeles (LA), California, in 2015, cited LFLs for obstructions. In Lincoln, the city notified the Southminster United Methodist Church that their LFL, located between the public sidewalk and street, violated a municipal ordinance (Sanburn). In LA, the Bureau of Street Services notified actor Peter Cook that his LFL, situated in the right of way, was an “obstruction” that Cook had to remove or the city would levy a fine (Moss). The city agreed at a hearing to consider a “revocable permit” for Cook’s LFL, but later denied its issuance (Condes).Stewards who found themselves in violation of municipal ordinances were able to harness emotion and build outrage over limits to individuals’ ability to erect LFLs. In Kansas, the stewards created a Facebook page, Spencer’s Little Free Library, which received over 31,000 likes and messages of support. One comment left on the page reads: “The public outcry will force those lame city officials to change their minds about it. Leave it to the stupid government to rain on everybody’s parade” (“Good”). Children’s author Daniel Handler sent a letter to the nine-year-old steward, writing as Lemony Snicket, “fighting against librarians is immoral and useless in the face of brave and noble readers such as yourself” (Spencer’s). Indeed, the young steward gave a successful speech to city hall arguing that the body should allow the structures because “‘lots of people in the neighborhood used the library and the books were always changing. I think it’s good for Leawood’” (Bauman). Other local LFL supporters also attended council and spoke in favour of the structures (Harper). In LA, Cook’s neighbours started a petition that gathered over 100 signatures, where people left comments including, “No to bullies!” (Lopez). Additionally, neighbours gathered to discuss the issue (Dana). In Shreveport, neighbours left stacks of books in their front yards, without a structure housing them due to the code banning accessory structures. One noted, “I’m basically telling the [Metropolitan Planning Commission] to go sod off” (Friedersdorf; Moss). LFL proponents reacted with frustration and anger at the perceived over-reach of the government toward harmless LFLs. In addition to the actions of neighbours and supporters, the national and local press commented on the municipal constraints. The LFL movement has benefitted from a significant amount of positive press in its formative years, a press willing to publicise and criticise municipal actions to thwart LFL development. Stewards’ struggles against municipal bureaucracies building barriers to LFLs makes prime fodder for the news media. Herbert J. Gans argues an enduring value in American news is “the preservation of the freedom of the individual against the encroachments of nation and society” (50). The juxtaposition of well-meaning LFL stewards against municipal councils and committees provided a compelling opportunity to illustrate this value.National media outlets, including Time (Sanburn), Christian Science Monitor (LaCasse), and The Atlantic, drew attention to the issue. Writing in The Atlantic, Conor Friedersdorf critically noted:I wish I was writing this to merely extol this trend [of community building via LFLs]. Alas, a subset of Americans are determined to regulate every last aspect of community life. Due to selection bias, they are overrepresented among local politicians and bureaucrats. And so they have power, despite their small-mindedness, inflexibility, and lack of common sense so extreme that they’ve taken to cracking down on Little Free Libraries, of all things. (Friedersdorf, n.p.)Other columnists mirrored this sentiment. Writing in the LA Times, one commentator sarcastically wrote that city officials were “cracking down on one of the country’s biggest problems: small community libraries where residents share books” (Schaub). Journalists argued this was government overreach on non-issues rather than tackling larger community problems, such as income inequality, homelessness, and aging infrastructure (Solomon; Schaub). The protests and negative press coverage led to, in the case of the municipalities with front yard and detached structure ordinances, détente between stewards and councils as the latter passed amendments permitting and regulating LFLs. Whitefish Bay, Leawood, and Shreveport amended ordinances to allow for LFLs, but also to regulate them (Everson; Topil; Siegel). Ordinances about LFLs restricted their number on city blocks, placement on private property, size and height, as well as required registration with the municipality in some cases. Lincoln officials allowed the church to relocate the LFL from the right of way to church property and waived the $500 fine for the obstruction violation (Sanburn). In addition to the amendments, the protests also led to civic participation and community building including presentations to city council, a petition, and symbolic acts of defiance. Through this protest, neighbours create communities—networks of people working toward a common goal. This aspect of community building around LFLs was unintentional but it brought people together nevertheless.Building a Challenge to Traditional Libraries?LFL marketing and communication staff member Margaret Aldrich suggests in The Little Free Library Book that LFLs are successful because they are “gratifyingly doable” projects that can be accomplished by an individual (16). It is this ease of building, erecting, and maintaining LFLs that builds concern as their proliferation could challenge aspects of library service, such as public funding and patron visits. Some professional librarians are in favour of the LFLs and are stewards themselves (Charter 121; Charter 2608; Charter 9702; Charter 41074; Rumage). Others envision great opportunities for collaboration between traditional libraries and LFLs, including the library publicising LFLs and encouraging their construction as well as using LFLs to serve areas without, or far from, a public library (Svehla; Shumaker). While lauding efforts to build community, some professional librarians question the nomenclature used by the movement. They argue the phrase Little Free Libraries is inaccurate as libraries are much more than random collections of books. Instead, critics contend, the LFL structures are closer to book swaps and exchanges than actual libraries, which offer a range of services such as Internet access, digital materials, community meeting spaces, and workshops and programming on a variety of topics (American Library Association; Annoyed Librarian). One university reference and instruction librarian worries about “the general public’s perception and lumping together of little free libraries and actual ‘real’ public libraries” (Hardenbrook). By way of illustration, he imagines someone asking, “‘why do we need our tax money to go to something that can be done for FREE?’” (Hardenbrook). Librarians holding this perspective fear the movement might add to a trend of neoliberalism, limiting or ending public funding for libraries, as politicians believe that the localised, individual solutions can replace publicly funded library services. This is a trend toward what James Ferguson calls “responsibilized” citizens, those “deployed to produce governmentalized results that do not depend on direct state intervention” (172). In other countries, this shift has already begun. In the United Kingdom (UK), governments are devolving formerly public services onto community groups and volunteers. Lindsay Findlay-King, Geoff Nichols, Deborah Forbes, and Gordon Macfadyen trace the impacts of the 2012 Localism Act in the UK, which caused “sport and library asset transfers” (12) to community and volunteer groups who were then responsible for service provision and, potentially, facility maintenance as well. Rather than being in charge of a “doable” LFL, community groups and volunteers become the operators of much larger facilities. Recent efforts in the US to privatise library services as governments attempt to cut budgets and streamline services (Streitfeld) ground this fear. Another potential unintended consequence of the LFLs is decreasing visits to public libraries, which could provide officials seeking to defund them with evidence that they are no longer relevant or necessary. One LFL steward and avid reader remarked that she had not used her local public library since 2014 because “I was using the Little Free Libraries” (Steward). Academics and librarians must conduct more research to determine what impact, if any, LFLs are having on visits to traditional public libraries. ConclusionLittle Free Libraries across the United States, and increasingly in other countries, have generated discussion, promoted collaboration between neighbours, and led to sharing. In other words, they have built communities. This was the intended consequence of the LFL movement. There, however, has also been unplanned community building in response to municipal threats to the structures due to right of way, safety, and planning ordinances. The more threatening concern is not the municipal ordinances used to block LFL development, but rather the trend of privatisation of publicly provided services. While people are celebrating the community built by the LFLs, caution must be exercised lest central institutions of the public and community, traditional public libraries, be lost. Abstract:
“I’m saying let’s make it 84 percent turnout in two years, and then see what happens!” …“Oh, yes! Vote! Dress yourself up, and vote! Even if you only go into the voting booth and pray. Do that!” Bernice Johnson Reagon and Toni Morrison on the 2000 Presidential election in June Jordan’s essay, “The Invisible People: An Unsolicited Report on Black Rage” (2001) On September 17, 2003, Citizenship Day, the United States was to adopt a new version of its Oath of Allegiance. The updated version would modernize the oath by removing cumbersome words like “abjure” and dropping anachronistic references like “potentate.” Thus the oral recitation marking the entrance into citizenship would become more meaningful—and more manageable—for the millions of immigrants eligible for naturalization. The revised version, however, was quickly canned after conservative organizations, senators, and other loud political leaders decried what they saw as an attack on a timeless document and a weakening of the military obligation foundational to entrance into the American citizenry. The Heritage Foundation, one such organization opposing the perceived attack on citizenship, issued an executive statement decrying “the Department of Homeland Security's misguided attempts to make U.S. citizenship more ‘user-friendly’ for those who want the benefits of our country, but don't care to accept the responsibility” (n.pag.). Indeed, the thwarted attempt to make citizenship procedures more welcoming arose at a curious time. Though the proposed changes arose from a long, rather mundane administrative initiative to reconsider various procedural issues, the debate over the Oath of Allegiance politicized the issue within the context of the war on terror and the constriction of entrances into the national turf. The Bush administration responded to events referred to as 9/11 with vigorous efforts to shore up national borders within a language of terrorism, evildoers, and the dire need for domestic security. The infamous Immigration and Naturalization Services (INS) became the consumerist, welcome-sounding Bureau of Citizenship and Immigration Services when it was placed it under the newly formed Department of Homeland Security. The consolidation of citizenship services and disparate border policing programs further bolsters the longstanding scrutiny of immigrants—especially those considered not-white—for their ideological commitment and adherence to current national ideals. Naturalization requires a uniform recitation of unhesitant adherence to official doctrines—and a stated commitment to fight and die for those ideals. War, it seems, and its necessary division of friends and foes (“evildoers”), occupies the dead center of official ceremonies of citizenship. Naturalization procedures demonstrate how the figure of the immigrant undergoes rigorous scrutiny and thus defines the bounds of American citizenship. However, as immigration scholars like Bonnie Honig, Mai Ngai, Linda Bosniak, and Judith Shklar have shown, the specter of the immigrant also serves as an exculpatory device for preexisting inequities by obscuring internal division. While immigrants perform allegiance publicly to obtain citizenship status, birth-right citizens are presumed to have been born with a natural allegiance that precludes multiple allegiances to ideologies, projects, or potentates outside national borders. Ideas about the necessity of pairing exclusive ideological commitment with citizenship are as old as the American nation, notwithstanding the tremendous volume of announcements of a new world order in the wake of 9/11. In all incarnations of the citizenship oath, full membership in the nation-state via naturalization requires a simultaneous oath of allegiance and renunciation. Entrance into the nation-state requires exit—from ideological turf more than geographic turf—from the newly naturalized citizen’s former home country. Though scholars of diasporic and cosmopolitan identities like Aihwa Ong, Phengh Cheah, Bruce Robbins, and Brent Edwards have questioned the viability of the nation-state in postmodernity, official American articulations of citizenship adhere to a longstanding phenomenon whereby inclusion within the polity requires a simultaneous exclusion or renunciation. Or, in the realm of rhetoric, any articulation of a “we” requires a simultaneous citation of a “not-we.” At the heart of citizenship is a cleavage: a coming together made possible by a splitting apart. It is not mere historical curiosity that the notorious utterance of “We” in the Action of the Second Continental Congress popularly known as the Declaration of Independence is forged in direct opposition to a “He” (King George III)—repeated no less than nineteen times in the short document. In contrast, “we” appears only eleven times. What the Declaration shows, and what the Oath of Allegiance insists, is that the constitution of a bounded polity in America emphasizes external difference in order to create the semblance of an internally homogeneous “we.” Thus arises the potency of national documents that announce equality amidst a decidedly unequal social order. These documents provide the ring of broad inclusion for what Rogers M. Smith has described as “civic myths”: ideals of full equality that politicians cite enthusiastically without worrying about their veracity in the everyday lives of the citizenry. Yet American archives and literary histories teem with protest writing that makes visible the internal divisions of American publics. In these literatures arises a figure that threatens the fragile story of a finished “we” based on uniform allegiance: the partial citizen speaking. The partial citizen speaking—from experience, on behalf of others—and addressing the real divisions within a national audience is situated at a strategic site at which to simultaneously claim and critique the inclusive pronouncements of the American Republic in order to make them real. The best example is Frederick Douglass who, having been invited to celebrate the nation in 1848, capitalized on his tenuous claim to citizenship status and delivered the speech “What to the Slave Is the Fourth of July?” In the speech, Douglass excoriates his audience in Rochester, New York on behalf of the slaves absent from Corinthian Hall because they are toiling on Southern plantations. To his “fellow-citizens” Douglass cries, “This Fourth of July is yours not mine. You may rejoice, I must mourn” (116). In contradistinction to leaders’ duplicitous uses of civic myths eschewed by Smith, protesters like Douglass use their partial citizenship to gain a toehold on the viable, but unfinished project of full democracy for all. By claiming the essential American-ness of their projects, protesters like Douglass position their present projects as the fulfillment of previous national promises. In her study of foreigners’ critiques of America, Bonnie Honig shows how “[Foreigners] make room for themselves by staging nonexistent rights, and by way of such stagings, sometimes, new rights, powers, and visions come into being” (101). In the wake of 9/11, we must be interested in the rhetorical means of similar stagings by those already inside presumed national borders who have been denied full access to, or enjoyment of civic, economic, and/or social rights. These partial citizens speaking and writing stage heretofore nonexistent rights by claiming preexisting civic myths by, for, and on behalf of voices that were never meant to speak such civic myths as truths. Sometime after 9/11, President George W. Bush took the virtually unprecedented step of labeling U.S. citizens like Yasir Hamdi and José Padilla “enemy combatants” in order to circumvent the guaranteed legal rights to counsel and trial afforded to all U.S. citizens. The arbitrary nullification of Hamdi’s and Padilla’s citizenship rights was not entirely new given that protest has often been seen as forfeiture of citizenship. In addition to the obvious example of the allegiance-renunciation pairing in the citizenship oath, we can turn to Emma Goldman’s deportation to Russia in 1919, or to the odd favor with which the exit plans of Garveyites and their predecessors have been received. Or, squarely within American borders, Henry David Thoreau’s blueprint of civil disobedience pairs protest with the withdrawal from collectivity (his refusal to pay poll taxes in protest of the Mexican War), a move which bolsters the notion that dissent necessitates a retraction from participation in the public sphere. However, there is another option: collectivity in the face of division. Protesters like Douglass occupy the outposts of real publics that can deliver the ineffable social equality of the modern democratic state. Here, those whose very citizenship is in question are the ones to sift through the promises of the nation-state and to hold them against the evidence of experience—their own and that of others for whom they speak. Participation in the state is more than adherence and renunciation. If Toni Morrison would just as soon have us enter a polling station to pray as to vote; so, too, protesters like Douglass demand hope amidst despairing situations of inequality—often state-sponsored. Their projects are never to simply unveil inconsistency between state promises and the experiences of subsets of its citizenry. Squarely within the circuitous myths that enshroud the state’s turf, these protesters stake claims to the very national myths that threaten their existence. Abstract:
Cities have long been important sites of collective memory. In this paper, I highlight the ritual and memorial functions of cities by focusing on Gibellina, a Sicilian town destroyed by earthquake, and the subsequent struggle among its community to articulate a sense of spatial belonging with its remains. By examining the productive relationships between art, landscape and collective memory, I consider how memorial objects in Gibellina have become integral to the reimagining of place, and, in some cases, to forgetting. To address the relationship between memorial objects and the articulation of communities from this unique vantage point, a significant part of my analysis compares memorial initiatives both in and around the old site on which Gibellina once stood. More specifically, my paper compares the aesthetic similarities between the Italian artist Alberto Burri’s design for a large concrete overlay of the city’s remains, and the Berlin Holocaust Memorial by the American architect Peter Eisenman. To reveal the distinctiveness of Burri’s design in relation to Eisenman’s work and the rich commentaries that have been produced in its name, and therefore to highlight the specificity of their relationship, I extend my comparison to more recent attempts at rebuilding Gibellina in the image of a “frontier city of art” (“Museum Network Belicina”).Broadly speaking, this paper is framed by a series of observations concerning the role that landscape plays in the construction or naturalization of collective identity, and by a further attempt at mapping the bonds that tend to be shared among members of particular communities in any given circumstance. To organize my thoughts in this area, I follow W. J. T. Mitchell’s interpretation of landscape as “a medium of exchange,” in other words, as an artistic practice that galvanizes nature for the purpose of naturalizing culture and its relations of power (5). While the terms of landscape art may in turn be described as “complicated,” “mutual” and marked by “ambivalence,” as Mitchell himself suggests, I would further argue that the artist’s sought-after result will, in almost every case, be to unify the visual and the discursive fields through an ideological operation that engenders, reinforces, and, perhaps also mystifies the constituents of community in general (9). From this perspective, landscape represents a crucial if unavoidable materialization both of community and collective memory.Conflicting viewpoints about this formation are undoubtedly present in the literature. For instance, in describing the effects of this operation, Mitchell, to use one example, will suggest that landscape as a mode of creation unfolds in ways that are similar to that of a dream, or that the materialization of landscape art is in accordance with the promise of “emancipation” that dreams inscribe into imaginaries (12). During the course of investigating and overturning the premise of Mitchell’s claim through a number of writers and commentators, I conclude my paper by turning to a famous work on the inoperative community by Jean-Luc Nancy. This work is especially useful for bringing clarity for understanding what is lost in the efforts by Gibellina’s residents to reconstruct a new city adjacent to the old, and therefore to emancipate themselves from their destructive past. By emphasizing the significance of acknowledging death for the regeneration and durability of communities and their material urban life, I suggest that the wishes of Gibellina’s residents have resulted in an environment for memory and memorialization despite apparent wishes to the contrary. In my reference to Nancy’s metaphor of ‘inoperativity’, therefore, I suggest that the community to emerge from Gibellina’s disaster is, in a sense, yet to come.Figure 1. Creative Commons.The old city of Gibellina was a township of Arabic and Medieval origins located southwest of Palermo in the heart of Sicily’s Belice valley. In January 1968, the region experienced a series of earthquakes as it had before. This time, however, the strongest among them provoked a rupture that within moments led to the complete destruction of towns and villages, and to the death of nearly 400 inhabitants. “From a seismological point of view,” as Susan Hough and Roger Bilham write, the towns and villages of the Belice valley were at this time “disasters in the making” (87). Maligned by a particular configuration of geological fault lines, the fragile structures along the surface of the valley were almost certain to be destroyed at some point in their lifetime. In 1968, after the largest disaster in recent history, the surviving inhabitants of the dilapidated urban centres were moved to the squalor conditions of displacement camps, in which many lived without permanent housing into the 1970s. While some of the smaller communities opted to rebuild, a number of the larger townships made the decision to move altogether. In 1971, a new settlement was created in Gibellina’s name, just eighteen kilometres west of the ruin.Since that time, I claim that a pattern of memory and forgetting has developed in the space between the ‘old’ and the ‘new’. For instance, the old city of Gibellina underwent a dramatic refurbishment in the 1980s when an internationally renowned Italian sculptor, Alberto Burri, was invited by the city to build a large concrete structure directly on top of the city’s remains. As depicted in Figure One, the artist moulded the destroyed buildings into blocks of smooth concrete surfaces. Standing roughly at human scale, Burri divided these stone slabs, or stelae, in such a way as to retain the lineaments of Gibellina’s medieval streets. Although unfinished and abandoned by the artist due to lack of funds, the tomb of this destroyed city has since become both an artistic oddity and a permanent fixture on the Sicilian landscape. As Elisebha Fabienne and Platzer write,if an ancient inhabitant of Gibellina walks in the inside of the Cretto, he is able to recognise the topic position of his house, but he is also forced by the Verfremdung [alienting effect] of the topical elements to distance himself from the past, to infer new information. (75)According to this assessment, the work’s intrinsic merit appears to be in Burri’s effort to forge a link between a shared memory of the city’s past, and the potential for that memory to fortify the imagination towards a future. In spatial terms, the merit of the work lies in preserving the skeletal imprint of the urban landscape in order to retain a semblance of this once vibrant and living community. Andrea Simitch and Val Warke appear to corroborate this hypothesis. They suggest that while Burri’s structure includes a specific imprint or reference point of the city’s remains, “embedded within the masses that construct the ghosted streets is the physical detritus of imagined narratives” (61). In other words, Simitch and Warke maintain that by using the archival or preserving function to communicate a ritual practice, Burri’s Cretto is intended to infuse the forgotten urban space of old Gibellina with a promise that it will eventually be found and therefore remembered. This promise is met, in turn, by the invitation for visitors to stroll through the hallowed interior of Gibellina as they would any other city. In this sense, the Cretto invites a plurality of narratives and meanings depending on the visitor at hand. In the absence of guidance or interruption, the hope appears to be that visitors will gain an experience of the place that is both familiar and disturbing.But there is a hidden dimension to this promise that the authors above do not explore in sufficient detail. For instance, Nigel Clark analyzes the way in which Burri has insisted upon “confronting us with the stark absence of life where once there was vitality,” a confrontation by the artist that is materialized by “cavernous wounds” (83). On this basis, by interpreting the promise of memory that others have discussed in terms of a warning about the longevity or durability of the built environment, Clark writes that Burri’s Cretto represents “an assertion of the forces of earth that have not been eclipsed by other forms of endangerment” (83). The implication of this particular forewarning is that “the precariousness of human settlement” is guaranteed by a non-human world that insists upon the relentless force of erasure (83). On the other hand, I would argue that Clark’s insistence upon situating the Cretto in relation to the natural forces of destruction ultimately represents a narrowing of perspective on Burri’s work. Significantly, by citing Burri’s choice of supposedly abstracted shapes made from lifeless concrete, Clark reduces the geographical intervention of the artist to “a paradigm of modernist austerity” (82). From Clark’s perspective, the overture to Modernism is meant to highlight Burri’s attempt at pairing the scale and proportion of the work with an effort to convey a sense of purity through abstraction. However, while some interpretations of Burri’s Cretto may be dependent upon its allusion to such Modernist formalism, it should also be recognized that the specific concerns raised by Gibellina go significantly beyond these equivocations.In fact, one crucial element of Burri’s artistic process that is not recognized by Clark is his investment in the American land art movement, which at the time of Burri’s design for Gibellina was led by Michael Heizer, Robert Smithson and other prominent artists in the United States. Burri’s debt to this movement can be detected by his gradual shift towards landscape throughout his career, and by his eventual break from the enclosed and constrained space of the gallery. On this basis, the crumbling city design at Gibellina obliterates the boundaries as to what constitutes a work of art in relation to the land it occupies, and this, in turn, throws into question the specific criteria that we use to assess its value or artistic merit. In an important way, land art and landscape in general forces us to rethink the relationship between art and community in unparalleled ways. To put it another way, if Clark’s overriding concern for that which lies beneath the surface allows us to consider the importance of relationships between memory, forgetting, and erasure, I argue that Burri’s concern with the surface and the ground make it clear that projects such as the Gibellina Cretto might be better paired with memorial sites that deal in architecture.Figure 2. Photograph courtesy of the author.A useful comparison in this regard is Peter Eisenman’s Memorial to the Murdered Jews of Europe in downtown Berlin. For one, not only is Eisenman’s site composed of a similar exterior of concrete stelae, those concrete blocks resembling gravestones, but it has also been routinely scorned for the same reasons that Clark raised against Burri as mentioned above. To put it another way, while visitors may be struck by the memorial’s haunting and inspirational configuration of voids, some notable commentators, including the venerable James E. Young, have insinuated that the site signifies a restoration of the monument, derived as it is from a modernist architecture in which recuperation and amnesia are at play with each other (184-224). A more sympathetic reading of Eisenman’s memorial might point to the uniquely architectural vision he held for cultural memory. With Adrian Parr for instance, we find that the traumatic memory of the Holocaust can be effectively transposed through the virtual content of the imagination as personified by visitors to Eisenman’s memorial. That is, by attending to the atrocities of the past, Parr claims that we need not be exhausted by the overwhelming sense of destruction that the memorial site brings to the literal surface. Rather, we might benefit more from considering the event of destruction as but one aspect of the spatial experience of the place to which it is dedicated—an experience that must be open-ended by design. By using the topographical lens that Parr, taking several pages from Gilles Deleuze, describes as “intensive,” I argue that Eisenman’s design is unique for its explicit encouragement to be both creative and present simultaneously (158).On this account, Parr makes the compelling assertion that memorial culture facilitates an epistemic rupture or “break,” that that it reveals an opportunity to restore the potential for using the place occupied by memory as a starting point for effecting social change (3). Parr writes that “memorial culture is utopian memory thinking”—a defining slogan, to be sure, but one with which the author hopes will re-establish the link between memory and the force of life, and, in the process, to recognize the energetic resources that remain concealed by the traditional narratives of memorialization (3). Stefano Corbo corroborates Parr’s assertion by pointing to Eisenman’s efforts in the 1980s to supplement formal concerns with archaeological perspectives, and therefore to develop a theory whereby architecture presages a “deep structure,” in which the artistry or attempt at formal innovation ultimately rests on “a process of invention” itself (41). To accomplish this aim, a specific reference should be made to an early period in Eisenman’s career, in which the architect turned to conceptual issues as opposed to the demands of materiality, and more significantly, to a critical rethinking of site-specific engagement (Bedard). Included in this turn was a willingness on Eisenman’s part to explore the layered and textured history of cities, as well as the linguistic or deconstructive relationships that exist between the ground and the trace.The interdisciplinary complexity of Eisenman’s approach is one that responds to the dominance of architectural form, and it therefore mirrors, as Corbo writes, a delicate interplay between “presence and absence, permanence and loss” (44). The city of Berlin with its cultural memory thus evinces a sort of tectonic rupture and collision upon its surfaces, but a rupture that both runs parallel and opposite to the natural disaster that engulfed Gibellina in 1968. Returning to Parr’s demand that we begin to (re)assert the power of virtual and imaginative space, I argue that Eisenman’s memorial design may be better appreciated for its ability to situate the city itself in relation to competing terms of artistic practice. That is, if Eisenman’s efforts indicate a softening “of the boundary between architecture and the landscape,” to quote Tomà Berlanda, the Holocaust Memorial might in turn be a productive counterpoint in the task of working through the specificity of Burri’s design and the meaning with which it has since been attached (2).Burri’s Cretto raises a number of questions for this hypothesis, as with the Cretto we find a displacement of the constitutive process that writers such as W.J.T. Mitchell describe above in relation to the generative potential of community. Undoubtedly, the imperative to unify is present in the Cretto’s aesthetic presentation, as the concrete surfaces maintain the capacity to reflect the light of the sun against a wide green earth that stretches beyond the visitor’s horizon. On the other hand, while Mitchell, along with Parr and other commentators might opt to insist upon a deeper correlation between the unifying function of the landscape and the forces of life, intensity, or desire, I would only reiterate that Burri’s design is ultimately based on establishing a meaningful relationship with death, not life, and he is consequently focused on the much less spectacular mission of providing solutions as to what the remains should become in the aftermath of total destruction. Wiki Commons.If Burri’s Cretto were measured by the criteria that are variously described by Mitchell and others, the effects that the landscape produces would have necessarily to account for an expression of desire for emancipation from death. However, in a significant departure from Eisenman’s Holocaust Memorial, Burri’s design by itself is marked by a throughout absence of any expression of desire for emancipation as such. Indeed, finding such a promised emancipatory narrative would require one to cast their gaze away from the Cretto altogether, and towards a nearby urban center that has supposedly triumphed over the very need for a memory culture at all. This urban center is none other than Gibellina Nuova. As a point in fact, the settlers of Gibellina Nuova did insist upon emancipating themselves from their destructive past. In 1971, the city planners and governors of Gibellina Nuova made efforts to attract contemporary Italian artists and architects, to design and build a series of commemorative structures, and ultimately to make the settlement into a “città di frontiera dell’arte”—a frontier city of art (“Museum Network Belicina”). With the potential for rejuvenation just a stone’s throw away from the original city, the former inhabitants appear to have become immediately invested in the sort of utopian potential that would make its architectural wonders capable of transgressing the line that perennially divides art from community and from the living world. Rivalled only by the refurbishment of Marfa, Texas, which in the last twenty years has become a shrine to minimalist sculpture, the edifices at Gibellina Nuova have been authored by some of Italy’s better-known mid-century artists and architects, including Ludovico Quaroni, Vitorrio Gregotti, and, most notably, Pietro Consagra, whose ‘Porta del Belice’ (Figure Two) has become the most iconic urban fixture of the new urban designs. With the hopes of becoming a sort of “open-air museum” in which to attract international visitors, the city is now in possession of an exceedingly large number of public memorials and avant-garde buildings in various states of decay and disrepair (Bileddo). Predictably, this museological distinction has become a curse in many ways. Some commentators have argued that the obsession among city planners to create a “laboratory of art and architecture” has led in fact to an urban center of monstrous proportions: a city space that can only be described as “elliptical and spinning” (Bileddo). Whereas Gibellina Nuova was supposed to represent a rebalancing of the forces of life in relation to the funereal themes of the Cretto, the robust initiatives of the 1980s have instead produced an egregious lack of cohesiveness, a severed link to Sicilian culture, and a stark erasure of the distinctive traditions of the Belice valley.On the other hand, this experiment in urban design has been reduced to a venerable time capsule of 1970s Italian sculpture, an archive that persists but in constant disrepair. More significantly, however, the city’s failure to deliver on its many promises raises important questions about the ritual and memorial functions of urban space in general, of what specific relationships need to be forged between the history of a place and its architectural presentation, and the ways in which memorials come to reflect, privilege or convoke particular values over those of others. As Elisebha Fabienne Platzer writes, “Gibellina portrays its future in order to forget,” as “its faith in contemporary art is precisely a reaction to death,” or, more specifically, to its effacement (73). If the various pastiche designs of the city’s buildings and ritual edifices fail to stand the measure of time, I claim that it is not simply because they are gaudy reminders of a time best forgotten, but rather because they signify the restless hunt for resolution among inhabitants of this still-unsettled community.Whereas Burri’s Cretto activates a process of mourning and working-through that proves to be unresolvable and yet necessary, the city of Gibellina Nuova operates instead by neutralizing and dividing this process. Taken as a whole, the irreparable relationship between the two sites offers competing images of the relation between place and community. From the time of its division by earthquake if not sooner, the inhabitants of Gibellina became an “inoperative” community in the same way that the philosopher Jean-Luc Nancy has famously described. In the specific hopes of uncovering the motives of Burri and those of the designers and architects of Gibellina Nuova, I argue that Nancy uses the terms of inoperability as a makeshift solution for the persistent rootedness of communities in an atomized metaphysics for which the relationality between subjects is an abiding problem. Nancy defines community on the basis of its relational content alone, and for this reason he is able to make the claim that death itself should be a necessary moment of its articulation. Nancy writes that “community has not taken place,” as beyond “what society has crushed or lost, it is something that happens to us in the form of a question, waiting, event or imperative” (11).Though Nancy is attempting to provide his own interpretation of the impervious dialectic between Gemeinschaft and Gesellschaft, between “community” and “society,” the substance of his assertion can be brought into a critical reading of Gibellina’s abiding problem of its formations of collective memory in the aftermath of destruction. For instance, it might be argued that if we leave the experience of loss aside, we can perhaps begin to acknowledge that communities are transformed through complex interactions for which their inert physicality provides but one important indication. While “old” Gibellina was not lost in a day, Gibellina Nuova was not created in an instant. For Nancy, it would rather be the case that “death is indissociable from community, and that it is through death that the community reveals itself” (14). Given this claim, while Gibellina Nuova has undoubtedly been shaped and reconstituted by the architecture of the future and the desire to forget, it could equally be argued that this very architecture shares in a reciprocal exchange with the Cretto, a circuit of memory that inadvertently houses an archive of the city’s destructive past. Abstract:
IntroductionAs both a historical and cultural entity, the city of New Orleans has long-maintained a reputation as a centre for hedonistic and carnivaleque pleasures. Historically, images of mardi gras, jazz, and parties on the shores of the Mississippi have pervaded the cultural vision of the city as a “mecca” for “social life” (Marina 2), and successfully fed its tourism narratives. Simultaneously, however, a different kind of narrative also exists in the historical folds of the city’s urban mythology. Many tales of vampire sightings and supernatural accounts surround the area, and have contributed, over the years, to the establishment and mystification of New Orleans as a ‘vampire city’. This has produced, in turn, its own brand of vampire tourism (Murphy 2015). Mixed with historical rumours and Gothic folklore, the recent narratives of popular culture lie at the centre of the re-imagination of New Orleans as a vampire hub. Taking this idea as a point of departure, this article provides culturally- and historically-informed critical considerations of New Orleans as a ‘vampire city’, especially as portrayed in The Originals (2013-2017), a contemporary television series where vampires are the main protagonists. In the series, the historical narratives of New Orleans become entangled with – and are, at times, almost inseparable from – the fictional chronicles of the vampire in both aesthetic and conceptual terms.The critical connection between urban narratives and vampires representation, as far as New Orleans is concerned, is profoundly entangled with notions of both tourism and fictionalised popular accounts of folklore (Piatti-Farnell 172). In approaching the conceptual relationship between New Orleans as a cultural and historical entity and the vampire — in its folkloristic and imaginative context — the analysis will take a three-pronged approach: firstly, it will consider the historical narrative of tourism for the city of New Orleans; secondly, the city’s connection to vampires and other Gothicised entities will be considered, both historically and narratively; and finally, the analysis will focus on how the connection between New Orleans and Gothic folklore of the vampire is represented in The Originals, with the issue of cultural authenticity being brought into the foreground. A critical footnote must be given to the understanding of the term ‘New Orleans’ in this article as meaning primarily the French Quarter – or, the Vieux Carre – and its various representations. This geographical focus principally owes its existence to the profound cultural significance that the French Quarter has occupied in the history of New Orleans as a city, and, in particular, in its connection to narratives of magic and Gothic folklore, as well as the broader historical and contemporary tourism structures. A History of TourismSocial historian Kevin Fox Gotham agues that New Orleans as a city has been particularly successful in fabricating a sellable image of itself; tourism, Gotham reminds us, is about “the production of local difference, local cultures, and different local histories that appeal to visitors’ tastes for the exotic and the unique” (“Gentrification” 1100). In these terms, both the history and the socio-cultural ‘feel’ of the city cannot be separated from the visual constructs that accompany it. Over the decades, New Orleans has fabricated a distinct network of representational patterns for the Vieux Carre in particular, where the deployment of specific images, themes and motifs – which are, in truth, only peripherally tied to the city’ actual social and political history, and owe their creation and realisation more to the success of fictional narratives from film and literature – is employed to “stimulate tourist demands to buy and consume” (Gotham, “Gentrification” 1102). This image of the city as hedonistic site is well-acknowledged, has to be understood, at least partially, as a conscious construct aimed at the production an identity for itself, which the city can in turn sell to visitors, both domestically and internationally. New Orleans, Gotham suggests, is a ‘complex and constantly mutating city’, in which “meanings of place and community” are “inexorably intertwined with tourism” (Authentic 5). The view of New Orleans as a site of hedonistic pleasure is something that has been heavily capitalised upon by the tourism industry of the city for decades, if not centuries. A keen look at advertising pamphlets for the city, dating form the late Nineteenth century onwards, provides an overview of thematic selling points, that primarily focus on notions of jazz, endless parties and, in particular, nostalgic and distinctly rose-tinted views of the Old South and its glorious plantations (Thomas 7). The decadent view of New Orleans as a centre of carnal pleasures has often been recalled by scholars and lay observers alike; this vision of he city indeed holds deep historical roots, and is entangled with the city’s own economic structures, as well as its acculturated tourism ones. In the late 19th and early 20th century one of the things that New Orleans was very famous for was actually Storyville, the city’s red-light district, sanctioned in 1897 by municipal ordinance. Storyville quickly became a centralized attraction in the heart of New Orleans, so much so that it began being heavily advertised, especially through the publication of the ‘Blue Book’, a resource created for tourists. The Blue Book contained, in alphabetical order, information on all the prostitutes of Storyville. Storyville remained very popular and the most famous attraction in New Orleans until its demolition in 1919 Anthony Stanonis suggests that, in its ability to promote a sellable image for the city, “Storyville meshed with the intersts of business men in the age before mass tourism” (105).Even after the disappearance of Storyville, New Orleans continued to foster its image a site of hedonism, a narrative aided by a favourable administration, especially in the 1930s and 1940s. The French Quarter, in particular, “became a tawdry mélange of brothers and gambling dens operating with impunity under lax law enforcement” (Souther 16). The image of the city as a site for pleasures of worldly nature continued to be deeply rooted, and even survives in the following decades today, as visible in the numerous exotic dance parlours located on the famous Bourbon Street.Vampire TourismSimultaneously, however, a different kind of narrative also exists in the recent historical folds of the city’s urban mythology, where vampires, magic, and voodoo are an unavoidable presence. Many tales of vampire sightings and supernatural accounts surround the area, and have contributed, over the years, to the establishment and mystification of New Orleans as a ‘vampire city’. Kenneth Holditch contends that ‘”New Orleans is a city in love with its myths, mysteries and fantasies” (quoted in McKinney 8). In the contemporary era, these qualities are profoundly reflected in the city’s urban tourism image, where the vampire narrative is pushed into the foreground. When in the city, one might be lucky enough to take one of the many ‘vampire tours’ — often coupled with narratives of haunted locations — or visit the vampire bookshop, or even take part in the annual vampire ball. Indeed, the presence of vampires in New Orleans’s contemporary tourism narrative is so pervasive that one might be tempted to assume that it has always occupied a prominent place in the city’s cultural fabric. Nonetheless, this perception is not accurate: the historical evidence from tourism pamphlets for the city do not make any mentions of vampire tourism before the 1990s, and even then, the focus on the occult side of new Orleans tended to privilege stories of voodoo and hoodoo — a presence that still survives strongly in the cultural narrative city itself (Murphy 91). While the connection between vampires and New Orleans is a undoubtedly recent one, the development and establishment of New Orleans as vampire city cannot be thought of as a straight line. A number of cultural and historical currents appear to converge in the creation of the city’s vampire mystique. The history and geography of the city here could be an important factor, and a useful starting point; as the site of extreme immigration and ethnic and racial mingling New Orleans holds a reputation for mystery. The city was, of course, the regrettable site of a huge marketplace for the slave trade, so discussions of political economy could also be important here, although I’ll leave them for another time. As a city, New Orleans has often been described – by novelists, poets, and historians alike – as being somewhat ‘peculiar’. Simone de Behaviour was known to have remarked that that the city is surrounded by a “pearl grey” and ‘luminous’ air” (McKinney 1). In similar fashion, Oliver Evans claims the city carries “opalescent hints” (quoted in McKinney 1). New Orleans is famous for having a quite thick mist, the result of a high humidity levels in the air. To an observing eye, New Orleans seems immersed in an almost otherworldly ‘glow’, which bestows upon its limits an ethereal and mysterious quality (Piatti-Farnell 173). While this intention here is not to suggest that New Orleans is the only city to have mist – especially in the Southern States – one might venture to say that this physical phenomenon, joined with other occurrences and legends, has certainly contributed to the city’s Gothicised image. The geography of the city also makes it sadly famous for floods and their subsequent devastation, which over centuries have wrecked parts of the city irrevocably. New Orleans sits at a less than desirable geographical position, is no more than 17 feet above sea level, and much of it is at least five feet below (McKinney 5). In spite of its lamentable fame, hurricane Katrina was not the first devastating geo-meteorological phenomenon to hit and destroy most of New Orleans; one can trace similar hurricane occurrences in 1812 and 1915, which at the time significantly damaged parts of the French Quarter. The geographical position of New Orleans also owes to the city’s well-known history of disease such as the plague and tuberculosis – often associated, in previous centuries, with the miasma proper to reclaimed river lands. In similar terms, one must not forget New Orleans’s history of devastating fires – primarily in the years 1788, 1794, 1816, 1866 and 1919 – which slowly destroyed the main historical parts of the city, particularly in the Vieux Carre, and to some extent opened the way for regeneration and later gentrification as well. As a result of its troubled and destructive history, Louise McKinnon claims that the city ‒ perhaps unlike any others in the United States ‒ hinges on perpetual cycles of destruction and regeneration, continuously showing “the wear and tear of human life” (McKinney 6).It is indeed in this extremely important element that New Orleans finds a conceptual source in its connection to notions of the undead, and the vampire in particular. Historically, one can identify the pervasive use of Gothic terminology to describe New Orleans, even if, the descriptions themselves were more attuned to perceptions of the city’s architecture and metrological conditions, rather than the recollection of any folklore-inspired narratives of unread creatures. Because of its mutating, and often ill-maintained historical architecture – especially in the French Quarter - New Orleans has steadily maintained a reputation as a city of “splendid decay” (McKinney, 6). This highly lyrical and metaphorical approach plays an important part in building the city as a site of mystery and enchantment. Its decaying outlook functions as an unavoidable sign of how New Orleans continues to absorb, and simultaneously repel, as McKinney puts it, “the effects of its own history” (6).Nonetheless, the history of New Orleans as a cultural entity, especially in terms of tourism, has not been tied to vampires for centuries, as many imagine, and the city itself insists in its contemporary tourism narratives. Although a lot of folklore has survived around the city in connection to magic and mysticism, for a number of reasons, vampires have not always been in the foreground of its publicised cultural narratives. Mixed with historical rumours and Gothic folklore, the recent narratives of popular culture lie at the centre of the re-imagination of New Orleans as a vampire spot: most scholars claim that it all started with the publication of Anne Rice’s Interview with the Vampire (1976), but actually evidence shows that the vampire narrative for the city of New Orleans did not fully explode until the release of Neil Jordan’s cinematic adaptation of Interview with the Vampire (1994). This film really put New Orleans at the centre of the vampire narrative, indulging in the use of many iconic locations in the city as tied to vampire, and cementing the idea of New Orleans as a vampiric city (Piatti-Farnell 175). The impact of Rice’s work, and its adaptations, has also been picked up by numerous other examples of popular culture, including Charlaine Harris’s Southern Vampire mystery series, and its well-known television adaptation True Blood. Harris herself states in one of her novels: “New Orleans had been the place to go for vampires and those who wanted to be around them ever since Anne Rice had been proven right about their existence” (2). In spite of the fact that popular culture, rather than actual historical evidence, lies at the heart of the city’s cultural relationship with vampires, this does not detract from the fact that vampires themselves – as fabricated figures lying somewhere between folklore, history, and fiction – represent an influential part of New Orleans’s contemporary tourism narrative, building a bridge between historical storytelling, mythologised identities, and consumerism. The Originals: Vampires in the CityIndeed, the impact of popular culture in establishing and re-establishing the success of the vampire tourism narrative in New Orleans is undeniable. Contemporary examples continue to capitalise on the visual, cultural, and suggestively historical connection between the city’s landmarks and vampire tales, cementing the notion of New Orleans as a solid entity within the Gothic tourism narrative. One such successful example is The Originals. This television show is actually a spin-off of the Vampires Diaries, and begins with three vampires, the Mikaelson siblings (Niklaus, Elijah, and Rebekkah) returning to the city of New Orleans for the first time since 1919, when they were forced to flee by their vengeful father. In their absence, Niklaus's protégé, Marcel, took charge of the city. The storyline of The Originals focuses on battles within the vampire factions to regain control of the city, and eliminate the hold of other mystical creatures such as werewolves and witches (Anyiwo 175). The central narrative here is that the city belongs to the vampire, and there can be no other real Gothic presence in the Quarter. One can only wonder, even at this embryonic level, how this connects functions in a multifaceted way, extending the critique of the vampire’s relationship to New Orleans from the textual dimension of the TV show to the real life cultural narrative of the city itself. A large number of the narrative strands in The Originals are tied to city and its festivals, its celebrations, and its visions of the past, whether historically recorded, or living in the pages of its Gothic folklore. Vampires are actually claimed to have made New Orleans what it is today, and they undoubtedly rule it. As Marcel puts it: “The blood never stops flowing, and the party never ends” (Episode 1, “Always and Forever”). Even the vampiric mantra for New Orleans in The Originals is tied to the city’s existing and long-standing tourism narrative, as “the party never ends” is a reference to one of Bourbon Street’s famous slogans. Indeed, the pictorial influence of the city’s primary landmarks in The Originals is undeniable. In spite of the fact the inside scenes for The Originals were filmed in a studio, the outside shots in the series reveal a strong connections to the city itself, as viewers are left with no doubt as to the show’s setting. New Orleans is continuously mentioned and put on show – and pervasively referred to as “our city”, by the vampires. So much so, that New Orleans becomes the centre of the feud between supernatural forces, as the vampires fight witches and werewolves – among others- to maintain control over the city’s historical heart. The French Quarter, in particular, is given renewed life from the ashes of history into the beating heart of the vampire narrative, so much so that it almost becomes its own character in its own right, instrumental in constructing the vampire mystique. The impact of the vampire on constructing an image for the city of New Orleans is made explicit in The Originals, as the series explicitly shows vampires at the centre of the city’s history. Indeed, the show’s narrative goes as far as justifying the French Quarter’s history and even legends through the vampire metaphor. For instance, the series explains the devastating fire that destroyed the French Opera House in 1919 as the result of a Mikaelson vampire family feud. In similar terms, the vampires of the French Quarter are shown at the heart of the Casquette Girls narrative, a well-known tale from Eighteenth-century colonial New Orleans, where young women were shipped from France to the new Louisiana colony, in order to marry. The young women were said to bring small chests – or casquettes – containing their clothes (Crandle 47). The Originals, however, capitalises on the folkloristic interpretation that perceives the girls’ luggage as coffins potentially containing the undead, a popular version of the tale that can often be heard if taking part in one of the many vampire tours in New Orleans. One can see here how the chronicles of the French Quarter in New Orleans and the presumed narratives of the vampire in the city merge to become one and the same, blurring the lines between history and fiction, and presenting the notion of folklore as a verifiable entity of the everyday (Kirshenblatt-Gimblett 25) It is essential to remember, en passant, that, as far as giving the undead their own historical chronicles in connection to New Orleans, The Originals is not alone in doing this. Other TV series like American Horror Story have provided Gothicised histories for the city, although in this case more connected to witchcraft, hoodoo, and voodoo, rather than vampires.What one can see taking place in The Originals is a form of alternate and revisionist history that is reminiscent of several instances of pulp and science fiction from the early 20th century, where the Gothic element lies at the centre of not only the fictional narrative, but also of the re-conceptualisation of historical time and space, as not absolute entities, but as narratives open to interpretation (Singles 103). The re-interpretation here is of course connected to the cultural anxieties that are intrinsic to the Gothic – of changes, shifts, and unwanted returns - and the vampire as a figure of intersections, signalling the shift between stages of existence. If it is true that, to paraphrase Paul Ricoeur’s famous contention, the past returns to “haunt” us (105), then the history of New Orleans in The Originals is both established and haunted by vampires, a pervasive shadow that provides the city itself with an almost tangible Gothic afterlife. This connection, of course, extends beyond the fictional world of the television series, and finds fertile ground in the cultural narratives that the city constructs for itself. The tourism narrative of New Orleans also lies at the heart of the reconstructive historical imagination, which purposefully re-invents the city as a constructed entity that is, in itself, extremely sellable. The Originals mentions on multiple occasions that certain bars — owned, of course, by vampires — host regular ‘vampire themed events’, to “keep the tourists happy”. The importance of maintaining a steady influx of vampire tourism into the Quarter is made very clear throughout, and the vampires are complicit in fostering it for a number of reasons: not only because it provides them and the city with a constant revenue, but also because it brings a continuous source of fresh blood for the vampires to feed on. As Marcel puts it: “Something's gotta draw in the out-of-towners. Otherwise we'd all go hungry” (Episode 1, “Always and Forever”). New Orleans, it is made clear, is not only portrayed as a vampire hub, but also as a hot spot for vampire tourism; as part of the tourism narratives, the vampires themselves — who commonly feign humanity — actually further ‘pretend’ to be vampires for the tourists, who expect to find vampires in the city. It is made clear in The Originals that vampires often put on a show – and bear in mind, these are vampires who pretend to be human, who pretend to be vampires for the tourists. They channel stereotypes that belong in Gothic novels and films, and that are, as far as the ‘real’ vampires of the series, are concerned, mostly fictional. The vampires that are presented to the tourists in The Originals are, inevitably, inauthentic, for the real vampires themselves purposefully portray the vision of vampires put forward by popular culture, together with its own motifs and stereotypes. The vampires happily perform their popular culture role, in order to meet the expectations of the tourist. This interaction — which sociologist Dean MacCannell would refer to, when discussing the dynamics of tourism, as “staged authenticity” (591) — is the basis of the appeal, and what continues to bring tourists back, generating profits for vampires and humans alike. Nina Auerbach has persuasively argued that the vampire is often eroticised through its connections to the “self-obsessed’ glamour of consumerism that ‘subordinates history to seductive object” (57).With the issue of authenticity brought into sharp relief, The Originals also foregrounds questions of authenticity in relation to New Orleans’s own vampire tourism narrative, which ostensibly bases into historical narratives of magic, horror, and folklore, and constructs a fictionalised urban tale, suitable to the tourism trade. The vampires of the French Quarter in The Originals act as the embodiment of the constructed image of New Orleans as the epitome of a vampire tourist destination. ConclusionThere is a clear suggestion in The Originals that vampires have evolved from simple creatures of old folklore, to ‘products’ that can be sold to expectant tourists. This evolution, as far as popular culture is concerned, is also inevitably tied to the conceptualisation of certain locations as ‘vampiric’, a notion that, in the contemporary era, hinges on intersecting narratives of culture, history, and identity. Within this, New Orleans has successfully constructed an image for itself as a vampire city, exploiting, in a number ways, the popular and purposefully historicised connection to the undead. In both tourism narratives and popular culture, of which The Originals is an ideal example, New Orleans’s urban image — often sited in constructions and re-constructions, re-birth and decay — is presented as a result of the vampire’s own existence, and thrives in the Gothicised afterlife of imagery, symbolism, and cultural persuasion. In these terms, the ‘inauthentic’ vampires of The Originals are an ideal allegory that provides a channelling ground for the issues surrounding the ‘inauthentic’ state of New Orleans a sellable tourism entity. As both hinge on images of popular representation and desirable symbols, the historical narratives of New Orleans become entangled with — and are, at times, almost inseparable from — the fictional chronicles of the vampire in both aesthetic and conceptual terms. Abstract:
This chapter provides a history and overview of what is called “structured” journalism, journalism that grapples with a different conception of journalistic facts and the means by which these facts can be strung together to create news stories. Instead of using databases and social science methods to craft narratives, so-called computational or structured journalism turns narratives into databases; it creates structured data out of unstructured events and uses that structure to inform journalistic work and produce new news products. The chapter describes the findings of a field research project that looked at the computational journalism project Structured Stories, a structured journalism experiment in New York City, and then compares that experiment with similar projects at the BBC and to fact-checking organizations in the United States.

Abstract:
Nationalism: Past as Prologue began as a single volume being compiled by Ad Akande, a scholar from South Africa, who proposed it to me as co-author about two years ago. The original idea was to examine how the damaging roots of nationalism have been corroding political systems around the world, and creating dangerous obstacles for necessary international cooperation. Since I (Bruce E. Johansen) has written profusely about climate change (global warming, a.k.a. infrared forcing), I suggested a concerted effort in that direction. This is a worldwide existential threat that affects every living thing on Earth. It often compounds upon itself, so delays in reducing emissions of fossil fuels are shortening the amount of time remaining to eliminate the use of fossil fuels to preserve a livable planet. Nationalism often impedes solutions to this problem (among many others), as nations place their singular needs above the common good. Our initial proposal got around, and abstracts on many subjects arrived. Within a few weeks, we had enough good material for a 100,000-word book. The book then fattened to two moderate volumes and then to four two very hefty tomes. We tried several different titles as good submissions swelled. We also discovered that our best contributors were experts in their fields, which ranged the world. We settled on three stand-alone books:” 1/ nationalism and racial justice. Our first volume grew as the growth of Black Lives Matter following the brutal killing of George Floyd ignited protests over police brutality and other issues during 2020, following the police assassination of Floyd in Minneapolis. It is estimated that more people took part in protests of police brutality during the summer of 2020 than any other series of marches in United States history. This includes upheavals during the 1960s over racial issues and against the war in Southeast Asia (notably Vietnam). We choose a volume on racism because it is one of nationalism’s main motive forces. This volume provides a worldwide array of work on nationalism’s growth in various countries, usually by authors residing in them, or in the United States with ethnic ties to the nation being examined, often recent immigrants to the United States from them. Our roster of contributors comprises a small United Nations of insightful, well-written research and commentary from Indonesia, New Zealand, Australia, China, India, South Africa, France, Portugal, Estonia, Hungary, Russia, Poland, Kazakhstan, Georgia, and the United States. Volume 2 (this one) describes and analyzes nationalism, by country, around the world, except for the United States; and 3/material directly related to President Donald Trump, and the United States. The first volume is under consideration at the Texas A & M University Press. The other two are under contract to Nova Science Publishers (which includes social sciences). These three volumes may be used individually or as a set. Environmental material is taken up in appropriate places in each of the three books. * * * * * What became the United States of America has been strongly nationalist since the English of present-day Massachusetts and Jamestown first hit North America’s eastern shores. The country propelled itself across North America with the self-serving ideology of “manifest destiny” for four centuries before Donald Trump came along. Anyone who believes that a Trumpian affection for deportation of “illegals” is a new thing ought to take a look at immigration and deportation statistics in Adam Goodman’s The Deportation Machine: America’s Long History of Deporting Immigrants (Princeton University Press, 2020). Between 1920 and 2018, the United States deported 56.3 million people, compared with 51.7 million who were granted legal immigration status during the same dates. Nearly nine of ten deportees were Mexican (Nolan, 2020, 83). This kind of nationalism, has become an assassin of democracy as well as an impediment to solving global problems. Paul Krugman wrote in the New York Times (2019:A-25): that “In their 2018 book, How Democracies Die, the political scientists Steven Levitsky and Daniel Ziblatt documented how this process has played out in many countries, from Vladimir Putin’s Russia, to Recep Erdogan’s Turkey, to Viktor Orban’s Hungary. Add to these India’s Narendra Modi, China’s Xi Jinping, and the United States’ Donald Trump, among others. Bit by bit, the guardrails of democracy have been torn down, as institutions meant to serve the public became tools of ruling parties and self-serving ideologies, weaponized to punish and intimidate opposition parties’ opponents. On paper, these countries are still democracies; in practice, they have become one-party regimes….And it’s happening here [the United States] as we speak. If you are not worried about the future of American democracy, you aren’t paying attention” (Krugmam, 2019, A-25). We are reminded continuously that the late Carl Sagan, one of our most insightful scientific public intellectuals, had an interesting theory about highly developed civilizations. Given the number of stars and planets that must exist in the vast reaches of the universe, he said, there must be other highly developed and organized forms of life. Distance may keep us from making physical contact, but Sagan said that another reason we may never be on speaking terms with another intelligent race is (judging from our own example) could be their penchant for destroying themselves in relatively short order after reaching technological complexity. This book’s chapters, introduction, and conclusion examine the worldwide rise of partisan nationalism and the damage it has wrought on the worldwide pursuit of solutions for issues requiring worldwide scope, such scientific co-operation public health and others, mixing analysis of both. We use both historical description and analysis. This analysis concludes with a description of why we must avoid the isolating nature of nationalism that isolates people and encourages separation if we are to deal with issues of world-wide concern, and to maintain a sustainable, survivable Earth, placing the dominant political movement of our time against the Earth’s existential crises. Our contributors, all experts in their fields, each have assumed responsibility for a country, or two if they are related. This work entwines themes of worldwide concern with the political growth of nationalism because leaders with such a worldview are disinclined to co-operate internationally at a time when nations must find ways to solve common problems, such as the climate crisis. Inability to cooperate at this stage may doom everyone, eventually, to an overheated, stormy future plagued by droughts and deluges portending shortages of food and other essential commodities, meanwhile destroying large coastal urban areas because of rising sea levels. Future historians may look back at our time and wonder why as well as how our world succumbed to isolating nationalism at a time when time was so short for cooperative intervention which is crucial for survival of a sustainable earth. Pride in language and culture is salubrious to individuals’ sense of history and identity. Excess nationalism that prevents international co-operation on harmful worldwide maladies is quite another. As Pope Francis has pointed out: For all of our connectivity due to expansion of social media, ability to communicate can breed contempt as well as mutual trust. “For all our hyper-connectivity,” said Francis, “We witnessed a fragmentation that made it more difficult to resolve problems that affect us all” (Horowitz, 2020, A-12). The pope’s encyclical, titled “Brothers All,” also said: “The forces of myopic, extremist, resentful, and aggressive nationalism are on the rise.” The pope’s document also advocates support for migrants, as well as resistance to nationalist and tribal populism. Francis broadened his critique to the role of market capitalism, as well as nationalism has failed the peoples of the world when they need co-operation and solidarity in the face of the world-wide corona virus pandemic. Humankind needs to unite into “a new sense of the human family [Fratelli Tutti, “Brothers All”], that rejects war at all costs” (Pope, 2020, 6-A). Our journey takes us first to Russia, with the able eye and honed expertise of Richard D. Anderson, Jr. who teaches as UCLA and publishes on the subject of his chapter: “Putin, Russian identity, and Russia’s conduct at home and abroad.” Readers should find Dr. Anderson’s analysis fascinating because Vladimir Putin, the singular leader of Russian foreign and domestic policy these days (and perhaps for the rest of his life, given how malleable Russia’s Constitution has become) may be a short man physically, but has high ambitions. One of these involves restoring the old Russian (and Soviet) empire, which would involve re-subjugating a number of nations that broke off as the old order dissolved about 30 years ago. President (shall we say czar?) Putin also has international ambitions, notably by destabilizing the United States, where election meddling has become a specialty. The sight of Putin and U.S. president Donald Trump, two very rich men (Putin $70-$200 billion; Trump $2.5 billion), nuzzling in friendship would probably set Thomas Jefferson and Vladimir Lenin spinning in their graves. The road of history can take some unanticipated twists and turns. Consider Poland, from which we have an expert native analysis in chapter 2, Bartosz Hlebowicz, who is a Polish anthropologist and journalist. His piece is titled “Lawless and Unjust: How to Quickly Make Your Own Country a Puppet State Run by a Group of Hoodlums – the Hopeless Case of Poland (2015–2020).” When I visited Poland to teach and lecture twice between 2006 and 2008, most people seemed to be walking on air induced by freedom to conduct their own affairs to an unusual degree for a state usually squeezed between nationalists in Germany and Russia. What did the Poles then do in a couple of decades? Read Hlebowicz’ chapter and decide. It certainly isn’t soft-bellied liberalism. In Chapter 3, with Bruce E. Johansen, we visit China’s western provinces, the lands of Tibet as well as the Uighurs and other Muslims in the Xinjiang region, who would most assuredly resent being characterized as being possessed by the Chinese of the Han to the east. As a student of Native American history, I had never before thought of the Tibetans and Uighurs as Native peoples struggling against the Independence-minded peoples of a land that is called an adjunct of China on most of our maps. The random act of sitting next to a young woman on an Air India flight out of Hyderabad, bound for New Delhi taught me that the Tibetans had something to share with the Lakota, the Iroquois, and hundreds of other Native American states and nations in North America. Active resistance to Chinese rule lasted into the mid-nineteenth century, and continues today in a subversive manner, even in song, as I learned in 2018 when I acted as a foreign adjudicator on a Ph.D. dissertation by a Tibetan student at the University of Madras (in what is now in a city called Chennai), in southwestern India on resistance in song during Tibet’s recent history. Tibet is one of very few places on Earth where a young dissident can get shot to death for singing a song that troubles China’s Quest for Lebensraum. The situation in Xinjiang region, where close to a million Muslims have been interned in “reeducation” camps surrounded with brick walls and barbed wire. They sing, too. Come with us and hear the music. Back to Europe now, in Chapter 4, to Portugal and Spain, we find a break in the general pattern of nationalism. Portugal has been more progressive governmentally than most. Spain varies from a liberal majority to military coups, a pattern which has been exported to Latin America. A situation such as this can make use of the term “populism” problematic, because general usage in our time usually ties the word into a right-wing connotative straightjacket. “Populism” can be used to describe progressive (left-wing) insurgencies as well. José Pinto, who is native to Portugal and also researches and writes in Spanish as well as English, in “Populism in Portugal and Spain: a Real Neighbourhood?” provides insight into these historical paradoxes. Hungary shares some historical inclinations with Poland (above). Both emerged from Soviet dominance in an air of developing freedom and multicultural diversity after the Berlin Wall fell and the Soviet Union collapsed. Then, gradually at first, right wing-forces began to tighten up, stripping structures supporting popular freedom, from the courts, mass media, and other institutions. In Chapter 5, Bernard Tamas, in “From Youth Movement to Right-Liberal Wing Authoritarianism: The Rise of Fidesz and the Decline of Hungarian Democracy” puts the renewed growth of political and social repression into a context of worldwide nationalism. Tamas, an associate professor of political science at Valdosta State University, has been a postdoctoral fellow at Harvard University and a Fulbright scholar at the Central European University in Budapest, Hungary. His books include From Dissident to Party Politics: The Struggle for Democracy in Post-Communist Hungary (2007). Bear in mind that not everyone shares Orbán’s vision of what will make this nation great, again. On graffiti-covered walls in Budapest, Runes (traditional Hungarian script) has been found that read “Orbán is a motherfucker” (Mikanowski, 2019, 58). Also in Europe, in Chapter 6, Professor Ronan Le Coadic, of the University of Rennes, Rennes, France, in “Is There a Revival of French Nationalism?” Stating this title in the form of a question is quite appropriate because France’s nationalistic shift has built and ebbed several times during the last few decades. For a time after 2000, it came close to assuming the role of a substantial minority, only to ebb after that. In 2017, the candidate of the National Front reached the second round of the French presidential election. This was the second time this nationalist party reached the second round of the presidential election in the history of the Fifth Republic. In 2002, however, Jean-Marie Le Pen had only obtained 17.79% of the votes, while fifteen years later his daughter, Marine Le Pen, almost doubled her father's record, reaching 33.90% of the votes cast. Moreover, in the 2019 European elections, re-named Rassemblement National obtained the largest number of votes of all French political formations and can therefore boast of being "the leading party in France.” The brutality of oppressive nationalism may be expressed in personal relationships, such as child abuse. While Indonesia and Aotearoa [the Maoris’ name for New Zealand] hold very different ranks in the United Nations Human Development Programme assessments, where Indonesia is classified as a medium development country and Aotearoa New Zealand as a very high development country. In Chapter 7, “Domestic Violence Against Women in Indonesia and Aotearoa New Zealand: Making Sense of Differences and Similarities” co-authors, in Chapter 8, Mandy Morgan and Dr. Elli N. Hayati, from New Zealand and Indonesia respectively, found that despite their socio-economic differences, one in three women in each country experience physical or sexual intimate partner violence over their lifetime. In this chapter ther authors aim to deepen understandings of domestic violence through discussion of the socio-economic and demographic characteristics of theit countries to address domestic violence alongside studies of women’s attitudes to gender norms and experiences of intimate partner violence. One of the most surprising and upsetting scholarly journeys that a North American student may take involves Adolf Hitler’s comments on oppression of American Indians and Blacks as he imagined the construction of the Nazi state, a genesis of nationalism that is all but unknown in the United States of America, traced in this volume (Chapter 8) by co-editor Johansen. Beginning in Mein Kampf, during the 1920s, Hitler explicitly used the westward expansion of the United States across North America as a model and justification for Nazi conquest and anticipated colonization by Germans of what the Nazis called the “wild East” – the Slavic nations of Poland, the Baltic states, Ukraine, and Russia, most of which were under control of the Soviet Union. The Volga River (in Russia) was styled by Hitler as the Germans’ Mississippi, and covered wagons were readied for the German “manifest destiny” of imprisoning, eradicating, and replacing peoples the Nazis deemed inferior, all with direct references to events in North America during the previous century. At the same time, with no sense of contradiction, the Nazis partook of a long-standing German romanticism of Native Americans. One of Goebbels’ less propitious schemes was to confer honorary Aryan status on Native American tribes, in the hope that they would rise up against their oppressors. U.S. racial attitudes were “evidence [to the Nazis] that America was evolving in the right direction, despite its specious rhetoric about equality.” Ming Xie, originally from Beijing, in the People’s Republic of China, in Chapter 9, “News Coverage and Public Perceptions of the Social Credit System in China,” writes that The State Council of China in 2014 announced “that a nationwide social credit system would be established” in China. “Under this system, individuals, private companies, social organizations, and governmental agencies are assigned a score which will be calculated based on their trustworthiness and daily actions such as transaction history, professional conduct, obedience to law, corruption, tax evasion, and academic plagiarism.” The “nationalism” in this case is that of the state over the individual. China has 1.4 billion people; this system takes their measure for the purpose of state control. Once fully operational, control will be more subtle. People who are subject to it, through modern technology (most often smart phones) will prompt many people to self-censor. Orwell, modernized, might write: “Your smart phone is watching you.” Ming Xie holds two Ph.Ds, one in Public Administration from University of Nebraska at Omaha and another in Cultural Anthropology from the Chinese Academy of Social Sciences, Beijing, where she also worked for more than 10 years at a national think tank in the same institution. While there she summarized news from non-Chinese sources for senior members of the Chinese Communist Party. Ming is presently an assistant professor at the Department of Political Science and Criminal Justice, West Texas A&M University. In Chapter 10, analyzing native peoples and nationhood, Barbara Alice Mann, Professor of Honours at the University of Toledo, in “Divide, et Impera: The Self-Genocide Game” details ways in which European-American invaders deprive the conquered of their sense of nationhood as part of a subjugation system that amounts to genocide, rubbing out their languages and cultures -- and ultimately forcing the native peoples to assimilate on their own, for survival in a culture that is foreign to them. Mann is one of Native American Studies’ most acute critics of conquests’ contradictions, and an author who retrieves Native history with a powerful sense of voice and purpose, having authored roughly a dozen books and numerous book chapters, among many other works, who has traveled around the world lecturing and publishing on many subjects. Nalanda Roy and S. Mae Pedron in Chapter 11, “Understanding the Face of Humanity: The Rohingya Genocide.” describe one of the largest forced migrations in the history of the human race, the removal of 700,000 to 800,000 Muslims from Buddhist Myanmar to Bangladesh, which itself is already one of the most crowded and impoverished nations on Earth. With about 150 million people packed into an area the size of Nebraska and Iowa (population less than a tenth that of Bangladesh, a country that is losing land steadily to rising sea levels and erosion of the Ganges river delta. The Rohingyas’ refugee camp has been squeezed onto a gigantic, eroding, muddy slope that contains nearly no vegetation. However, Bangladesh is majority Muslim, so while the Rohingya may starve, they won’t be shot to death by marauding armies. Both authors of this exquisite (and excruciating) account teach at Georgia Southern University in Savannah, Georgia, Roy as an associate professor of International Studies and Asian politics, and Pedron as a graduate student; Roy originally hails from very eastern India, close to both Myanmar and Bangladesh, so he has special insight into the context of one of the most brutal genocides of our time, or any other. This is our case describing the problems that nationalism has and will pose for the sustainability of the Earth as our little blue-and-green orb becomes more crowded over time. The old ways, in which national arguments often end in devastating wars, are obsolete, given that the Earth and all the people, plants, and other animals that it sustains are faced with the existential threat of a climate crisis that within two centuries, more or less, will flood large parts of coastal cities, and endanger many species of plants and animals. To survive, we must listen to the Earth, and observe her travails, because they are increasingly our own.

Even before it was decided by the U.S. Supreme Court, Brown v. Board of Education had a global profile. Swedish economist Gunnar Myrdal in a work that the Carnegie Corporation commissioned in 1944 in search of an unbiased view of American race relations, supplied a searing indictment of America’s treatment of the “Negro,” and his work, An American Dilemma, became a key citation in the Court’s famous footnote eleven. Initially, President Dwight D. Eisenhower showed no sympathy for the school integration project and expressed suspicion that the United Nations and international economic and social rights activists were betraying socialist or even communist leanings in supporting the brief. But as the United States tried to position itself as a leader in human rights and supporter of the United Nations, the Cold War orientation of President Eisenhower’s Republican administration gave rise to interest in ending official segregation, lynchings, and cross burnings in order to elevate the American image internationally. The Department of Justice consulted with the State Department on the drafting of an amicus brief in Brown that argued that ending racially segregated schools would halt the Soviet critique of racial abuses tolerated by the U.S. system of government and thereby help combat global communism. Ending segregation emerged as part of a strategy to win more influence than the Soviet Union in the “Third World.” African-American civil rights leader and journalist Roger Wilkins later recalled that ending official segregation became urgent as black ambassadors started to visit Washington, D.C., and the United Nations in New York City. Tracking the influence of Brown in other countries is thornier than tracking its influence inside the United States where the topic has motivated a cottage industry in academic scholarship. As this book has considered, the litigation has by now a well-known and complicated relationship to actual racial integration within American schools. Some argue that the case exacerbated tensions and slowed gradual reform that was already under way.

Abstract:
The increasing movement of people and products caused by modern economic dynamics has burdened transportation systems. Both industrialized and developing countries have faced transportation problems in urbanized regions and in their major intercity corridors. Regional and highway congestion have become a chronic problem, causing longer travel times, economic inefficiencies, deterioration of the environment and quality of life. Congestion problems are also occurring at airports and air corridors, with similar negative effects. In the medium distance travel market (from 160 up to 800 km), too far to drive and too short to fly, High Speed Rail (HSR) technology has emerged as a modern transportation system, as it is the most efficient means for transporting large passenger volumes with high speed, reliability, safety, passenger comfort and environmental performance. HSR system’s feasibility will depend on its capacity to generate social benefits (i.e. increased mobility rates, reduced congestion, capacity increase and reduced environmental costs), to be balanced with the high construction, maintenance and operational costs. So, it is essential to select HSR corridors with strong passenger demands to maximize these benefits. The first HSR line was Japan’s Shinkansen service, a dedicated HSR system, between Tokyo and Osaka, launched in 1964, which is currently the most heavily loaded HSR corridor in the world. France took the next step, launching the Train à Grande Vitesse (TGV), in 1981, with a dedicated line with shared-use segments in urban areas, running between Paris and Lyon. Germany joined the venture in the early 1990 with the Inter City Express – ICE, with a coordinated program of improvements in existent rail infrastructure and Spain, in 1992, with the Alta Velocidad Espanola – AVE, with dedicated greenfield lines. Since then, these systems have continuously expanded their network. Currently, many countries are evaluating the construction of new HSR lines, with European Commission deeming the expansion of the Trans European Network as a priority. United Kingdom, for example, has just awarded construction contracts for building the so called HS2, an HSRexpanded line linking London to the northern territory. China, with its dynamic economic development, has launched its HSR network in 2007 and has sped up working on its expansion, and currently holds the highest HSR network. United States, which currently operates high speed trainsets into an operationally restricted corridor (the so called Northeast Corridor (NEC), linking Washington, New York and Boston), has also embarked into the high speed rail world with the launch of Californian HSR Project, currently under construction, aimed to link Los Angeles to San Francisco mega regions, the ongoing studies for Texas HSR project, to connect Dallas to Houston, into a wholly privately funding model, as well as studies for a medium to long term NEC upgrade for HSR. Australia and Brazil are also seeking to design and launch their first HSR service, into a time consuming process, in which a deep discussion about social feasibility and affordability is under way. This work is supposed to present an overview of HSR technology worldwide, with an assessment of the main technical, operational and economical features of Asian and European HSR systems, followed by a snapshot of the general guidelines applied to some planned HSR projects, highlighting their demand attraction potential, estimated costs, as well as their projected economic and environmental benefits.
