AbstractIn this paper, we extend the definition of property T and strong property T to general C*-algebras (not necessarily unital). We show that if an inclusion pair of locally compact groups (G,H) has property T, then (C*(G), C*(H)) has property T. As a partial converse, if T is abelian and C*(G) has property T, then T is compact. We also show that if Ω is a first countable locally compact Hausdorff space, then C0(Ω) has (strong) property T if and only if Ω is discrete. Furthermore, the non-unital C*-algebra $c_0(\mathbb{Z}^n)\rtimes SL_n(\mathbb{Z})$ has strong property T when n ≥ 3. We also give some equivalent forms of strong property T, which are new even in the unital case.

Abstract:
China’s rapid rise since the 2010s threatens a global hegemony of the United States, which seemed to become a permanent superpower after the post-Cold War following the collapse of the Soviet Union. Just like the United States at the beginning of the 20th century, China is building an aggressive foreign policy and a strong naval force to support it. The U.S. is also making various efforts to counter the rise of China and to deter the challenge of hegemony.
 The U.S. efforts and grand strategic origins in the Asia- Pacific region were the geopolitical threat perception and foreign policy theory of Alfred T. Mahan, one of America’s leading maritime geopolitical scholars and maritime strategists. Although the specific form and method have changed little by little according to the changes of the times, it is true that the actual grand strategic essence has not changed significantly in the early 20th century or in the modern era beyond the 2020s.
 Therefore, the Republic of Korea, which takes the R.O.K-U.S. alliance as the basis of national security, should pay attention to Mahan's perception of geopolitical threat and foreign policy theory in its historical essence in order to accurately and soberly recognize the grand strategic origins of U.S. foreign policy. Through this, we will be able to get a little closer to what the fundamental grand strategic origins of the U.S. are and what their essence is, beyond the simple recognition of the current status quo of the U.S. foreign policy.

Abstract:
The operation of gas turbine unites significantly depends on the ambient air temperature at the inlet, and the higher it is, the greater the specific fuel consumption is spent for the production of a unit capacity (mechanical/electrical energy), and, accordingly, the more harmful substances are removed to the atmosphere with exhaust gases. To reduce the negative impact of unproductive fuel consumption during the operation of gas turbine units at elevated ambient temperatures, the inlet air cooling is applied. The paper studies the ecological efficiency of gas turbine unite inlet air cooling, taking into account the variable climatic operation conditions for regions with different climatic conditions over a period of five years (2014-2018): temperate climate of Ukraine (on the example of cities Sumy and Ternopol) and the subtropical climate of the PRC (cities Beijing and Nanjing). The annual reduction in emissions of carbon dioxide CO2 and nitric oxide NOX was chosen as indicators for assessing the environmental effect of air cooling. It has been shown that deeper cooling gas turbine unite inlet air to 7...10 °C provides almost a half to two times greater reduction in specific fuel consumption, respectively, and harmful emissions compared with traditional cooling to 15 °C by the most widespread absorption lithium-bromide chillers, and for the temperate climate of Ukraine the relative effect is much greater than for the subtropical climatic conditions of the PRC. Reducing carbon dioxide CO2 over five years for the PRC climate when cooling air to 10 °C is approximately more than 500 t, and for Ukraine – more than 240 t, and NOX nitric oxide – about 3.5 t for China and 1.6 t for Ukraine, while with traditional cooling to 15 °C: more than 300 t for China, and for Ukraine about 120 t, and nitric oxide NOX – about 2 t for China and 0.7 t for Ukraine. Based on the results of a rough assessment of the environmental effect of cooling the ambient air at the inlet of gas turbine units, in the temperate climate of Ukraine, deep cooling of the air is especially advisable, which provides almost twice the effect compared with traditional cooling to 15 °C.

In an action brought in the U.S. District Court for the Southern District of New York, plaintiff, the National Petrochemical Co. of Iran (NPC), sought damages against Monnris Enterprises of Dubai, the United Arab Emirates, Rotexchemie Brunst & Co. of Hamburg (Rotex), and Rotex’s Geneva affiliate, Formula S.A., for breach of an agreement to sell chemicals to NPC. Asserting that NPC is a subsidiary of the National Iranian Oil Co., which is in turn owned wholly by the Government of Iran, defendants moved to dismiss on the ground that the United States does not recognize the Khomeini Government of Iran and, hence, that neither Iran nor its instrumentality NPC has standing to sue in U.S. courts. The district court granted the motion, NPC appealed and the U.S. Court of Appeals for the Second Circuit held: (1) that a foreign state may have standing to sue in U.S. courts even if the United States does not recognize its government or have diplomatic relations with it; (2) that an unrecognized government will have standing to sue if the U.S. executive branch has evinced a willingness to permit the plaintiff to litigate its claims in U.S. courts; and (3) that the level of intercourse between the United States and Iran, and a Statement of Interest filed in this case by the United States as amicuš curiae, show that the executive branch is willing to permit NPC to litigate its claims in U.S. courts.

This article discusses that the future of nuclear energy could lie in plants that can be factory built, shipped to a site, and operated 30 years without refueling. The scope and timing •of the “nuclear renaissance,” however, remain somewhat uncertain. All that is known is that in countries around the globe, including the United States, significant numbers of new nuclear energy projects are under way or in various stages of planning, and this activity represents a departure from that of recent decades. The broad interest in developing new small reactor system concepts seems to be in conflict with the trend toward ever-larger central station power plants, which is driven by the principle of economy of scale. The Secure Transportable Autonomous Reactor (STAR) concept and the Small Secure Transportable Autonomous Reactor (SSTAR) reactor in particular provide good examples of additional design features that could make the introduction of such reactors more readily accepted while offering the potential for economic performance that makes sense in comparison to other alternative sources of energy.

The booming tourism sector in Turkey has resulted in major economic gains in terms of direct revenues to both government and private sectors alike. Turkey had more than 45 million visits in 2018, and top inbound arrivals were from Russia and European Union (EU) members, such as Germany, the United Kingdom, and Bulgaria, among others (Organization for Economic Co-operation and Development [OECD], 2020). However, terrorism is becoming a challenge to tourism development. This study explores terrorism–tourism dynamics in Turkey. The short- and long-run impacts of terror attacks on tourism revenues were examined within the framework of an autoregressive lag (ARDL) model using monthly data for the period between 2012 and 2018. The empirical findings did not support terrorism's effects on tourism revenues. However, in the long run, terror-related casualties and fatalities on tourism revenues had different effects. The findings affirm that the casualty rate has a stronger impact on terrorism–tourism dynamics in Turkey because a 1% increase in reported injuries from terror attacks hampers revenues by approximately 0.1%. Hence, adequate and continuous support for general security establishments is imperative while strengthening commitments to the international cooperation on the war against terrorism to proactively contain the undesirable impacts of terrorism in the Turkish tourism industry,

Congenital hypothyroidism (CH) is a disorder of thyroid hormone deficiency which develops secondary to incomplete thyroid development or inadequate thyroid hormone production. State-mandated newborn screening throughout the United States has increased the detection rate of CH, allowing for early intervention. Although the overall mortality rate of CH is low, delayed or omitted treatment can lead to devastating neurocognitive outcomes. As such, CH is regarded as the leading cause of preventable intellectual disability in children. Early identification, facilitated by astute neonatal nursing and medical care, is contingent upon an active working knowledge of the disease process and awareness of the limitations of the newborn screen.

Abstract Adoptive T-cell therapies, where exogenous expression of a chimeric antigen receptor (CAR) confers cancer recognition, have shown significant promise in initial clinical trials. However, present adoptive immunotherapy Methods are limited by the need for manipulation of autologous patient T-cells. To permit such an approach in an allogeneic context, Transcription Activator-Like Effector Nucleases (TALENTM) have been used to simultaneously inactivate the endogenous T cell receptor and CD52, a cellular target for a lymphodepleting treatment. This approach reduces the risk of GVHD while permitting proliferation and activity of the introduced T lymphocytes in the presence of the immunosuppressive drug alemtuzumab. Electroporation of primary T cells with mRNA coding for the appropriate TALENTM result in double knock-out (dKO) frequencies of up to 70%. A 49-year-old male with Pneumocystis carinii pneumonia was seen at Bellevue Hospital in New York, N.Y. Sputum samples yielded cultures of Candida lusitaniae, Mycobacterium avium, and a filamentous fungus, Trichophyton fischeri. T. fischeri is a nonpathogenic fungus which resembles the dermatophyte Trichophyton rubrum. This is the first record of the species from U.S. sources. This case exemplifies the ecological differences between T. fischeri and T. rubrum and illustrates how correct identification of the former species can minimize diagnostic confusion. The two species are distinguished from each other by the type of growth on Casamino Acids-erythritol-albumin agar and by micromorphological differences.

Carotid therosclerotic disease causes approximately 25% of the nearly 690,000 ischemic strokes each year in the United States. Current risk stratification based on percent stenosis does not provide specific information on the actual risk of stroke for most individuals. Prospective randomized studies have found only 10 to 12% of asymptomatic patients will have a symptomatic stroke within 5 years. Measurements of percent stenosis do not determine plaque stability or composition. Reports have concluded that cerebral ischemic events associated with carotid plaque are intimately associated with plaque instability. Analysis of retrospective studies has found that plaque composition is important in risk stratification. Only MRI has the ability to identify and measure the detailed components and morphology of carotid plaque and provides more detailed information than other currently available techniques. MRI can accurately detect carotid hemorrhage, and MRI identified carotid hemorrhage correlates with acute stroke.

Despite several advances to comprehend tourism impacts and its relationship with sustainable development challenges, there is still a lack of worldwide examples of strategies for sustainable tourism development of destinations. Particularly in less developed European regions, tourism development strategies are still poorly implemented, emphasising the need to support them towards more balanced policies and actions that can effectively promote a sustainable tourism destination. The Island of Chios in Greece faces several challenges in order to develop such a strategy. Besides being a region particularly affected by the financial and refugee crisis of the last years, the Island does not have a Land Use Plan approved so far or any Strategy or Plan for Tourism. As such, the main goal of this paper is to propose a planning framework for sustainable tourism development of the Island of Chios considering the United Nations Agenda 2030 and its 17 Sustainable Development Goals. To accomplish such goal, the research involved a serious of different steps through an action-research approach based on a three-month internship at the local municipality. The qualitative and quantitative methodology was developed with the input of local key stakeholders and it enabled to identify the critical need for developing a sustainable tourism strategy for the territory. Results show that Chios is a destination with potential growth and increased competitiveness and attractiveness for visitors but major steps would have to be taken for the establishment of a participatory sustainable tourism strategic plan that could involve all the stakeholders and promote a sustainable growth and a more balanced development of the region.

Hemlock woolly adelgid (Adelges tsugae) has had a devastating impact on Tsuga canadensis and T. caroliniana in forests and managed landscapes in the eastern United States. Species of Tsuga from the western United States and Asia are reported to be tolerant or resistant to A. tsugae. We established plots containing T. canadensis, T. caroliniana, T. chinensis, T. diversifolia, T. heterophylla, T. mertensiana, and T. sieboldii in Katonah, New York, U.S., an area with high populations of A. tsugae, and monitored tree growth and infestation by adelgids over a 4-year period. Growth and survival of the hemlock species varied widely, the most vigorous species being T. canadensis and T. chinensis. Susceptibility to the adelgid also varied widely among species; some species (particularly T. canadensis) became readily infested, whereas others (e.g., T. chinensis) were apparently entirely resistant. Given the ability of T. chinensis to thrive in the climate of southeastern New York State and its apparent resistance to hemlock woolly adelgid, this species might be an appropriate replacement species, especially in managed landscapes.

Victor T. Le Vine, professor emeritus of political science, analyst, and commentator, died on May 7, 2010, after a brief illness. Le Vine, an only son, was born in Berlin in 1928. His family fled Nazi Germany and lived in France until they immigrated to the United States in 1938. A polyglot, fluent in French, German, and Russian, he was a rigorous researcher, a dedicated teacher, and an encyclopedic repository of classical works in politics, history, literature, and music. He mentored hundreds of graduate and undergraduate students in his 47 years as an academic and was known for using his multilingual skills and photographic memory to make every class lecture come alive—at times accompanying them with his vivid newspaper clippings that he collected from his travels. In his classroom, the politics of the postcolonial world were peppered with vignettes of his experiences as a participant observer in the heyday of Africa's decolonization. He shared with his students the emergence of the political systems of diverse countries such as Benin, Cameroon, Cyprus, the Czech Republic, Eritrea, Ghana, France, Israel, the PRC, Rwanda, Saudi Arabia, Turkey, and Zaire (DRC).

Adult T-cell leukemia/lymphoma is a rare mature CD4+ T-cell neoplasm caused by the retrovirus human T-lymphotrophic virus type 1. At present there are approximately 20 million people infected globally with this virus, and most of these individuals belong to the endemic areas in southern Japan, Africa, the Caribbean basin, and Latin America. In the United States, it is usually seen in immigrants from these endemic regions. Adult T-cell leukemia/lymphoma predominantly affects the adult population and is rare in children. Adult T-cell leukemia/lymphoma has 4 subtypes: acute, lymphomatous, chronic, and smoldering. Clinically, the first 2 variants are classified as aggressive, and the latter two are classified as indolent. Given the rare occurrence and diagnostic challenges associated with adult T-cell leukemia/lymphoma, this review will highlight its salient features to aid in recognition of this entity and perform a comprehensive diagnostic workup.
